Among other candidates, voters in Vermont opted to support Christine Halquist, the Nation’s first openly transgender candidate for a gubernatorial office. THAT’S NO ACCIDENT

appear in court on Monday but later returned to the scene of the crime, five hours later.

That’s when police arrested him and held him on $2,500 bail for unlawful mischief.

Swanton police were dispatched to a residence on New Street for a report of a man, using a vehicle to damage a parked car in the driveway on August 11th at around 8 pm.

When police arrived, they discovered Timothy Stone, 52, of Highgate intentionally driving his own vehicle into the unnamed victim’s car with the intent to cause damage to the other vehicle, according to police.

Stone has issued a citation to

Swanton police arrested Brian Reynolds, 18, of Swanton on August 14th for allegedly negligently driving his Dodge Charger.

According to a police report, an officer in the vicinity of Dunkin Donuts on First Street heard the

sounds of squealing tires. As he drove towards the Hannaford parking lot, he noticed a white Dodge Charger driving through the Maplefields parking lot.

As he got closer, the officer could see that the driver was squealing his tires and driving at a high rate of speed around the gas pumps.

Reynolds was arrested on scene and released on a citation for one Negligent Operation and two counts of reckless endangerment of another person.

He is due in court on September 24th.

CATCH AND RELEASE

St. Albans Police arrested 39-year-old Christopher Royea and 29-year-old Sabrina Royea, both of St. Albans Town for allegedly conspiring to sell crack cocaine out of their home.

Both were released on a citation to appear in Court on September 24th.

A Franklin County Sheriff’s Department Deputy arrested 32-year-old Kaylee Coyne of Shelburne for possession of hallucinogens after responding to the report of a vehicle off the road on Cherrierville Road in Fairfax on August 11th.

According to the police report, Coyne was found with mushrooms in her possession, leading to the charges.

The mushrooms, packaged

August 16, 2018 into two clear ziplock bags were discovered in her purse, according to police.

She is due in court on September 17th.

NOT THE BEST PLACE TO HIDE

The Franklin County Sheriff’s Department was alerted to an assault that had allegedly occurred in Highgate the night before August 11th. When police arrived, they spoke with the victim and witnesses to reported Trenton Scott, 18, of St. Albans as being the aggressor. Those witnesses also said he chocked the victim for several seconds during the incident.

Police began searching for Scott and eventually found him located near the St. Albans Police Station.

He was issued a citation to appear in court on August 13th where he was released on conditions.

SPEED DEMON

State Police stopped 20-yearold Sebastian Adams of Isle La Mott on August 13th for excessive speed on Interstate 89 in Swanton.

According to police, Adams was clocked traveling 105 miles per hour in the 65 miles per hour zone.

He was issued a citation to appear in court on the charge of Negligent Operation of a motor vehicle.

DUI/DLS REPORT

• Spencer Perkins, 20, of Underhill was arrested by a Franklin County Sheriff’s deputy on August 11th after police noticed him in the Maplefields parking lot in Enosburg after hours.

Police noticed Perkins about

40 minutes after the store closes, but when they talked with him, the deputy noticed signs of impairment.

Perkins was screened and released with a citation to appear in court on August 27th.

• Jeffrey Domingue, 28, of Swanton was arrested for driving with a criminally suspended license after a Franklin County Sheriff’s Deputy stopped him on Machia Road for speeding on August 12th.

According to the police report, the deputy stopped Domingue around 6:45 pm. When the officer attempted to take Domingue into custody, he began to resist, according to police.

He was cited into court on the DLS charge as well as resisting arrest. That court date is scheduled for September 24th.

In the meantime, Domingue was also wanted on an arrest warrant for a different charge, which police held him on until the next available court hearing.

• Dwayne Martell, 52, of Fairfax was arrested for driving with a criminally suspended license on August 14th after police stopped him for a moving violation.

He was issued a citation to appear in criminal court on September 17th to answer to that charge.

• Cody Mandigo, 22, of Morrisville was arrested by a Vermont State Trooper for DUI after being stopped on August 11th for a moving violation.

Mandingo was stopped on Hazen’s Notch Road in Montgomery around 12:25 am.

According to police, Mandingo failed field sobriety test, leading to the DUI charge.

He was released on a citation to appear in court on August 27th.

Vermont Lt. Governor Dave Zuckerman took time on Monday afternoon this week to meet with a good crowd of Franklin County residents interested in the impacts of the state’s new school district consolidation law, Act 46. Many readers will be aware the outgoing interim Secretary of

Education recommended several of our Franklin County schools be forced to merge with surrounding districts, including Montgomery, Richford, Enosburgh, Sheldon, Franklin and Highgate. This recommendation came in spite of the overwhelming public votes in each of these communities that the schools stay as they are, with their current governance structures.

Many members of the public spoke with the Lt. Gov yesterday and he was able to take a lot of information back with him to consider when possible changes to the legislation are proposed during the upcoming session. He listened.

Senator Brock and I have found it tough to get state officials to pay attention to the concerns of these folks. Lt. Gov Dave Zuckerman is the only state level official who has agreed to meet in open meeting with them.

System that favors the largest dairy producing states to the disadvantage of state like Vermont, New Hampshire and Maine where farms tend to have fewer milking cows and feed costs are higher.

We need to continue our efforts to emphasize the quality of our milk in Vermont and try to create a niche market where customers are willing to pay a premium for the high quality milk produced in Vermont.

The State Department of Agriculture in conjunction with Department of Commerce and Tourism should continue their efforts in promoting the Vermont brand.

Barbara Murphy (I)* Dairy is an invaluable part of our County’s identity. Not only is the low price of milk a challenge to the industry but the new permits and regulations can be as well. Several farmers in Franklin County were early leaders in demonstrating best practice means to reduce phosphorous run off and worked to assist in the legislation of the Clean Water Act. The Clean Water Fund was created

by Act 64 to provide additional state funds to help farmers and others in the implementation of pollution reduction actions.

To quote from the Report and Recommendations of the Vermont Milk Commission January 2018, “University of Vermont Extension has been critical in working with farmers to implement water quality requirements on farms. Extension has provided up to date research and information assisting farmers with making the best choices as they implement water quality improvements. Extension assists dairy farmers in other aspects of their operation, but funding is critical for base operations as well as continued research.� Vermont can continue to provide funding for these and other critical programs that assist the dairy industry to stay viable.

Kate Larose (D) “What are you most proud of living here in Franklin County?� This is a question I ask my neighbors when they open their doors and walk out onto the porch to talk with me. More often than not, people respond with, “the beauty of Vermont and our farms�.

In addition to bringing in more than $2 billion in economic activity to the state each year, people love dairy because they’re “our farms�— hallmarks of our state landscape.

With more than a third of our dairy farms having had to close shop in the last 10 years, it appears that we are in the midst of a crisis with only a little more than 700 farms remaining statewide.

I am looking forward to learning more about state supported breakeven pricing, and will be hosting community learning tours on this topic. (These will be added to www.katelarose.com/events in the

weeks ahead.)

Other supports that federal and state governments currently offer and are looking to expand include business management supports through Extension Services, increased access to low interest loans, the Farm First EAP program, and monetary assistance for participation in the Margin Protection Program to mitigate price fluctuations. I support increasing access to supports such as these, while also exploring the economic and market impacts of complementary business models, enhanced export programs, and break-even pricing.

Franklin-4 (Sheldon/Swanton) Mariana Gamache (R)* The answer to this question is not a simple one. Because of Federal Order #1 which regulates the pricing of milk, the State has very few options to implement legislation. This Federal Order was enacted in 1933, during the Depression years and its purpose was to ensure that only fresh milk was available to people living in the cities. Federal Order #1 has not been changed since its inception. It needs to be tweaked and tailored to current economic conditions.

Vermont dairy farms produce millions of gallons of milk each year.

More than 60% of our milk is shipped out of state and only 5% is consumed within Vermont. Yearly there is an overproduction of milk, which results in farmers having to dump a portion of their milk. There is great economic loss involved, which hurts both the farmers aVermonters. There is a great disparity between the price the farmer is paid in gallon weight and the retail price Vermonters pay. It appears that the milk distributors are receiving a much greater profit than the dairy farmers.

Federal law has precedence over state law and, therefore, it inhibits state legislation. The Vermont State Milk Commission was convened, made recommendations and in 2017 Act 77 was passed by the Vermont legislature. The recommendations of

the Milk Commission were presented to the Congressional Agriculture Committee.

Subsequently, a Congressional Farm bill was created, which narrowly passed in the House and is sitting in a Committee of Conference awaiting action. The only action that can be taken by Vermonters is for voters to contact Sen. Leahy, who is a senior member of the Agriculture Committee, and DEMAND that action for passage be taken, NOW. Brian Savage (R)* The pricing of milk on the markets is regulated far more by the Federal than the State of Vermont. The volatility of these prices has been ongoing for decades and unfortunately for the Vermont dairy farms, has created a feast or famine income (or lack thereof) stream during this time period.

In an effort to provide relief and a long term solution to the milk pricing crises, the Legislature in the session of 2017 passed Act 77. This act included the language regarding the Milk Commission as follows: Sec. 3. VERMONT MILK COMMISSION; EQUITABLE DAIRY PRICING On or before October 1, 2017, the Secretary of Agriculture, Food and Markets shall convene the Vermont Milk Commission under 6 V.S.A. chapter 161 to review and evaluate proposals that enhance and stabilize the dairy industry in Vermont and New England and that may be appropriate for inclusion in the federal Farm Bill 2018. The Secretary of Agriculture, Food and Markets shall submit to the congressional delegation of Vermont proposals that the Milk Commission recommends for inclusion in the federal Farm Bill 2018.

The Vermont Milk Commission is meeting to ascertain the health of the state’s dairy industry, hear Farm Bill proposals, evaluate these proposals and prepare recommendations to the congressional delegation for the 2018 federal Farm Bill.

The Commission plans to meet over the next several weeks so members can gather information from dairy farmers, milk handlers and consumers to determine proposals that enhance and stabilize the dairy industry in Vermont and New England.

Recommendations are to be delivered to the Vermont Congressional delegation for dairy policy that could be included in the five-year farm bill that will be decided upon by Congress in 2018.

In Washington, the 2018 farm bill narrowly passed the House and is

now in conference committee to iron out differences with the Senate.

In my opinion, there is little that we as a state can do to increase the price of milk for our farmers. This is very unfortunate but we should continue to heavily market Vermont Dairy Products in the northeastern U.S. as being top of the line as well as possible having an assistance program for farmers who wish to diversify into other agricultural endeavors.

Charen Fegard (D) Milk prices are $4-$6 per hundredweight below the cost of production, causing Vermont’s dairy farmers to lose money and go out of business.

Many of the sources of oversupply and low prices have national causes. The partisan atmosphere in Washington DC has made it hard for national legislators to make fixes through the Federal Milk Price Order and the Farm Bill. This should be a priority.

Vermont can support dairy producers and other farmers. We need to expand facilities in our state for making yogurt, ice cream, and cheeses. These will help raise demand and prices for milk and provide additional local jobs.

The Current Use Program provides tax relief for farm and forest lands and helps maintain the beauty of our working landscape.

Vermont should provide research and development funding and support for on-farm electricity generation through manure digesters and other biofuels. These provide cash income for farmers and help localize and increase the security of our electric grid.

Vermont has unnecessary regulatory barriers to farms who want to slaughter and sell meat from their farms or farm stands. We can make changes that will protect food safety while making it possible to expand and diversify our farm industry.

Dairy producers could choose cooperative, two-tier pricing systems to limit milk over-production and support higher prices. If farmers were earning $20 to $25 per hundredweight of milk we would all benefit from their economic survival and ability to invest in their futures and communities.

If voters choose me to represent Richford, Berkshire, Franklin, and Highgate, I will do all that I can to

help our farms survive as important contributors to our history, landscape, communities, and economy.

Daniel Nadeau (D) My father used to be a dairy farmer with around 50 cows and the sad fact is the markets have changed. Milk just does not have the holding power it used to and technology has made it so much more of it is in the market space. So with increased production and competition the market reacts by dropping the prices in order to compete. Its a hard issue to fix because there our not many ways you can fix it because the basic market that supported it has shifted. Gail Lamore St.Cyr, daughter of Theresa and the late Romeo Lamore, passed away on August 4, she was being cared for at The Manor in Morrisville. Her Memorial Service was held on Friday at St.Isidore’s Church and the Ladies of St. Anne prepared a luncheon at St.Isidore’s Parish Hall for family and friends.

Agatha East a long time resident passed away on July 28th, she has been at Wake Robin in Shelburne, for the past 15 years. (See her Obit in this week’s County Courier.)

RECENTLY CLOSED CRIMINAL CASE FILES • Joshua Many, 30, of Highgate: A no contest plea was entered on the charges of aggravated assault, simple assault, and violation of probation in exchange for the dismissal of the charges of disorderly conduct and unlawful mischief. He was sentenced to serve 18 months to 6 years. Taking in credit for time served, Many is eligible for release on December 31st, 2018, but could stay behind bars until May 28, 2023.

The charges stem from two incidents in May of 2017 which Many was accused of punching a woman in the chest, threatening

people with a 12 gauge shotgun, breaking a vehicle’s windshield, and pushing several people to the ground.

• Thomas Longway, 47, of St. Albans: A guilty plea was entered on the charge of unlawful trespass with 149-150 days to serve. Longway is due to turn himself in to Corrections to serve his time on Thursday at noon.

In exchange for the guilty plea, the state dropped the charge of violation of conditions of release.

LT. GOV. TALKS ACT 46 WITH OPPONENTS

Lamoureux County Courier SHELDON: Vermont’s Lieutenant Governor, David Zuckerman, met with about 40 area residents including local representatives and candidates as they described their grievances with the school merger law, and how that law is, at least in their view, being used beyond its intended reach to merge and

possibly close local schools.

Zuckerman, who was a state senator when the law was passed, voted in favor of the bill, but he was quick to tell residents on Monday that his intentions for passing such a bill were not to force mergers of schools like Franklin, Montgomery, or Sheldon.

Zuckerman also said that the bill was enacted to help counteract the negative aspects of Act 60,

Vermont’s school finance law enacted in the 1990s. That bill, which Zuckerman said works well, has to lead to a rise in Education spending when schools pool their funding statewide.

Mary Niles, the Chair of the Montgomery Schoolboard said the merger being recommended by the Agency of Education would damage the fabric of the community.

Niles also noted that the votes by the townspeople to avoid a merger should mean something, but in Vermont, a Dillon’s Rule State, State Government grants the power to local government and can override what the local voters decide.

and a member of the Sheldon School board spoke up, noting that his school is being asked to merge with Franklin Northeast Supervisory Union, in order to be forcably taken away from their current supervisory union, Franklin Northwest.

“We don’t have a working relationship with (FNESU),” Stebbins said, “Our curriculum is different than theirs.”

Stebbins also noted that the school fears a merger into the FNESU structure would make it more difficult to hire teachers, who often commute from Chittenden County.

“They may not want to come to work here if they might have to travel even farther to go work at another FNESU school,” he said.

Niles agreed, “I feel for Sheldon.

It’s 50 minutes from my house to the Sheldon school, on a nice day.”

The hour and a half long meeting adjourned with little more than comfort for the concerned citizens who showed up.

“I don’t know how much you all know,” Zuckerman said of his position, “But I have very little power.”

Zuckerman’s position as Lieutenant Governor leaves him in a role that does not have voting powers in the legislature unless there is a tie, which is almost never an issue with a supermajority.

“All I can do is write and speak about the issue,” he told the small crowd, eager to save their schools, “I will write to the Agency of Education and the Board of Education... We’ll see if they respond.”

Pierre R. Archambault

FAIRFIELD: Pierre R. Archambault, 41, passed away unexpectedly Friday, August 10, 2018 following a fun filled couple of days vacationing with his family in Toronto and Niagara Falls, Ontario.

Born in St. Albans, VT on November 13, 1976, Pierre was the son of George R. Archambault and the late Rita M. (Minor) Archambault.

In his early years, Pierre spent endless hours tending to his chores on the family farm. He was a founding member of the “Last Resort Deer Camp” which he greatly enjoyed as well as a lifelong member of St. Patrick’s Church in Fairfield. He attended St. Albans City School, Fairfield Center School, and went on to graduate from BFA – St. Albans in 1995. Pierre enjoyed participating in the Special Olympics as a bowler, going to Duke’s Fitness Center, walking on the Ridge and at Collins Perley Complex, enjoyed local eateries, outings with family and watching Comet Hockey among other sporting events and activities that his nieces and nephews participated in.

John Leon Edward Jocelyn Burnor

EAST HIGHGATE: John, age 61, passed away on August 6, 2018 after a long illness at his home, the one he built for his wife Linda and their children. He was born on February 27,1957 in St Albans to the late Leon and Nellie Jocelyn Burnor.

John graduated from Missisquoi Valley Union High School in 1975.

He attended building trade schools

in Pennsylvania and Arizona. On August 9, 1980, he married the love of his life, Linda Jean Salter.

John worked for Green Mountain Construction and later owned his own business. He loved building garages, doing siding and anything to do with wood. He also worked with All Seasons Siding.

He spent many years working at 105 Clay Point Road, for his best friend Dan Mendl, Sr., developing the property. He also worked for his friends Pat and Theresa Ayers.

He loved going to auctions, antique shops and garage sales while always adding to his collection which is displayed in his home. He enjoyed his rides with Andretti 1 Martha Graham and Andretti 2 Rose Salter. He will always be remembered for his shouts of Andy and Buzzer.

He spent numerous hours taking care of Linda’s grave which the boys will now follow tradition. He really enjoyed his birdhouses and his pond.

He is survived by his children Andrew Burnor and his wife Tonya of Highgate and their children Kodi Burnor, Kelsi Burnor, Cloe Phelps, and Jordan Phelps; Jeremy Burnor and his wife Heather and their children Ayden, Logan and Carter of Swanton.

Also surviving him are his son, who also was his best friend, Daniel Burnor of East Highgate, and his daughter Cheyenne McDade of Highgate.

He leaves his sisters Joan and William Horne of Arizona and their children Christina, Chandra, April and their families; Martha and Robert Graham of Highgate and their children Carolyn Gadouas and Keith Graham; his sister-in-law Rose Salter and Raymond Salter III; and Jazmine Salter who spent a lot of time with him through to the end.

Other special people are his great friend and doctor, Audrey von Lepel, and staff which he enjoyed making pies for; the entire St. Albans dialysis team, and Dr. Steven Merina and staff. His best friend Tom Devarney “VERN” was a true friend to the end; his friends Homer and Ruth Durkee of Sheldon; special friends Sonny and Carol Orfe and daughter Cindy; and many more friends.

His dog Coco “BRUTE” and other dog friends Willy, Kodiak, and Bayley also survive him.

John was predeceased by his son John Burnor, Jr., on April 1, 2015; and his grandparents Albert and Lucy Jocelyn and his aunt Dorothy Jocelyn.

‘John, you will never be forgotten---until we meet again.’

A Memorial Service to celebrate John’s life will be held on Saturday, August 18, 2018 at 10 am at the Rice Hill Methodist Church in Sheldon, VT. There will be a gathering following the Service, at his home at 30 Burnor Drive in East Highgate, to share memories and a luncheon.

Fay A. “Bozo” Corwell, Jr.

ALBURG/SHELDON – Fay A. “Bozo” Corwell, Jr., age 70, died on July 19, 2018 at his daughter’s home in Alburg. He was a longtime resident of Sheldon, but he lived with his daughter Stacy for the past few years in Alburg.

Fay died at home surrounded by his family after a fall that caused a brain hemorrhage.

He was born in Cambridge on May 6, 1948, the son of the late Fay, Sr. “Peanut” & Dorothy (Taylor) Corwell.

Fay worked at the paper mill in Sheldon in his younger years, and then worked on a farm for most of his adult life. Fay had a great love of fishing and hunting and being a great companion to his dog, Lexi.

Lexi meant everything to him, they loved and took care of one another like a father and daughter. She resides at his residence in Alburg.

He is survived by his four children and their life partners, Stacey Corwell and John Lockwood of Alburg, Pamala Armstrong and Daniel Swedo of Milton, Tammy and Paul Brunton of Alburg, and Shawn St. Francis and Brenda Unwin of St. Albans; five grandchildren, Chelsea and Paul Brunton, Samuel and Gabrielle Armstrong, and Brandon Lockwood; four great-grandchildren, Ava and Evony Marshall, and Axel and Kyra Brunton; five sisters and their spouses, Bonnie and John LaFrance of Highgate Falls, Jan and John Ferland of Highgate Center, Marilyn Brow of St. Albans, Beatrice and Robert Withham of Sheldon Springs, and Judy and Gerald Messier of Florida; several nieces and nephews and many cousins, aunts and uncles.

As Fay’s daughter Stacey, I would like to say something about my father: He was a very complex man and most people knew him just from what they saw on the outside, but I knew him on a different level. He truly was a man with a great heart that loved life. I had the unique opportunity to be his daughter and no matter what happened throughout our life together, good and bad, my love for him never faltered. My life will forever be changed because of him and the only thing that mattered is he knew I loved him and he loved me.

Upon my father’s request he did

the Wake Robin community. She will be missed by the wonderful staff there as a generous, caring and humorous member.

In the last weeks of her life, she enjoyed visits from her three children, Morgan East and husband Charles Pratt, Barry East and wife Viola Woodward, and Caroline Harnish; also, her granddaughter Elizabeth Davidson and great-granddaughter Elena who especially treasured her.

Agatha’s other grandchildren include Morgan’s children: Daren Davidson (partner Renee Roddy and daughter Eva Davidson), Dawn Davidson and daughter Alexis Lefebvre; and Caroline’s children: Peter, Sarah, Jenny, Raphael, Lara, Alyssa, and Marilena; plus several great-grandchildren.

Her sister, Alexia Buckingham, lives in Bristol, ME. Her two brothers Raymond Barry Greene and William Jennison Greene predeceased her.

He was pre-deceased by his parents, his brother Charles “Joe” Irish, his sister Janet Carpenter, His son-in-law Jeffery Titus, and by his Brother’s-in-law, David Williams, Frank Barkyoumb, Ronald Cutting, John Severance and Al Ledoux.

In keeping with Ike’s wishes, there will be no Visiting Hours or Funeral Service, however a Celebration of Ike’s life will be announced at a later date.

Agatha East

August 8, 1923-July 28, 2018 SHELBURNE: Born Agatha Birney Greene in Neiully-SurSeine, France to Agatha Wight Jennison and Raymond Barry Greene during their residence in Paris.

Agatha’s skills as an artist surfaced at an early age. She loved watercolor, photography and pen and ink drawing; and dabbled in sculpture, silkscreen, fabric art, and just about any artistic medium she could get her hands on.

Many restaurants were left with ink portraits of patrons on paper napkins when Agatha would visit.

She studied at the Chicago Art Institute and met and married her husband Wendell East in 1945 while she was there. After several moves, three children, and 10 years living and working in Philadelphia and at Manument School in Bristol, PA, they moved to Eureka, IL where Wendell was a sociology professor at Eureka College. He was killed in an auto accident in 1961 leaving Agatha with three children: Morgan (14), Barry (11), and Caroline (5). She never remarried.

Agatha moved to Vermont in 1978 to be near Morgan and her new granddaughter Elizabeth.

Ever the explorer, a few years later she discovered Cape Cod and the Falmouth Artists Guild.

She spent 20 happy years in the art community there making many friends and holding several roles, including President, at the Art Guild. She still enjoyed summers in Vermont where she could be close to her children, Morgan and Barry, and maintain her special bond with her granddaughter Elizabeth.

To be closer to her family she moved back to Vermont permanently in 2002 and lived for 15 years at Wake Robin in Shelburne, enjoying her view of the lake, frequent visits from her family, and artistic contributions to

children Sam, Carol, Robbie and Joan; brother Ronald; numerous grandchildren and greatgrandchildren who greatly blessed his life.

Albert was predeceased by his daughter Michelle “Missy” Alaine Ledoux, sister, Donna, and brothers Donald, Carroll and Pete.

A Memorial Service and Celebration of Life will be held on Sunday, August 26, 2018 at the Eagles Club 42 Center Dr., Milton, VT 05468. The Memorial Service will be at 12 - 1pm and Celebration of his Life to follow will be 1 - 6pm.

FAIRFAX: Larry “Ike” Irish, age 72, died peacefully on Sunday, August 12, 2018 at the St. Albans Health and Rehab Center, surrounded by his loving family.

Ike was born on December 31, 1945 in Colchester, the son of Howard and Rita (LaRochelle) Irish.

Ike grew up on the family farm in Fairfax. When he was just out of high school, he moved to CT where he learned the drywall trade.

Ike loved his friends, to joke and have a good time. He also loved to hunt, fish and target practice. He enjoyed gardening, his backyard sugar making, and just being at home with his family. He was also a great cook, especially on the grill.

He is survived by his longtime partner of over 40 years, Brenda Barkyoumb of Fairfax, by his children Lorraine Titus of Milton, Howard Irish and his wife Kristine of Fairfax, Dorene Whitley and her husband Bob of North Bend, WA and Austin Irish of Fairfax. He is also survived by his grandchildren Kelsie, Connor, Ryan, Madison, Alison, Jasmine and Emma. FAIRFAX: Albert Raymond Ledoux, 76, a Fairfax resident since 1968, died on August 11, 2018 at his home surrounded by family.

Born in Montgomery, on November 20, 1941, son of Ruth Carr Ledoux and Herbert Ledoux.

Albert was raised in Bakersfield by close family friends John Kennedy and John’s sister, Maymie Kennedy.

Albert entered the U.S. Army on February 03, 1959 and was stationed in Korea during his service. He was also a truck driver for over 50 years.

When he was not working Albert enjoyed hunting, fishing, gardening and restoring antique cars. He enjoyed life and cherished the time he spent with family and friends.

Albert is survived by his wife Gloria Ovitt-Ledoux, his children Margo, Michael and Marie; step-

Jane graduated from Goddard College with a B.A. and earned a Master’s in non-profit management from Marlboro College. Her positivity and willingness to take on the hardest challenges made her a valued colleague. She was also committed to helping her community, both through her choice of working for local nonprofitsand through volunteering.

After having talked with several local farmers, the message I got was the Federal Government is a large part of the problem. I absolutely will be doing more research before I can make an educated decision and I look forward to speaking with farmers, because they are the one’s who are affected.

James Gregoire (R) The first thing I did when I received this question was contact several dairy owners to get their perspective.

Remembering the days of the regional dairy compact, I felt that the consensus would be that Vermont alone cannot impact dairy pricing.

That belief was confirmed. The overwhelming majority of our milk is shipped and consumed out of state.

Any solution for milk pricing will need to be regional. Whether such an agreement can be reached within the region or we’d need the power of Congress again is to be determined.

There was a meeting in Albany NY with agricultural leaders from all over the region this past Monday to discuss this very issue. It will be interesting to hear what ideas where discussed.

It is important to note that farmers are paid less for their product than it costs to produce. Until there is a regional solution, which we hope will come, Vermont itself cannot affect milk pricing. We currently do some small things to help on the cost side of the equation. I support continuing to do so and in working toward other realistic measures to provide support.

As noted, farmers are not paid appropriately for their product.

On the flip side, what consumers

are paying for the product is a closer representation of its value.

Somewhere in the middle there is money being made. The old dairy compact recognized this and to some degree helped smooth that discrepancy.

I am fortunate to have the support of many dairy farmers in our community. Their insight and guidance coupled with information from state officials is helping to inform my agricultural policies. I am committed to continuing to working with the agricultural community on this very important issue.

Franklin-7 (Enosburgh/Montgomery) Felisha Leffler (R) The dairy industry is no doubt the economic backbone of Franklin County. That makes it all the more frustrating to see friends and neighbors working tirelessly and losing money. However, with respect to the question, low milk prices aren’t just the boon of our state. Supply sets milk price because it is a commodity.

Unfortunately, there have been seismic international policy shifts that have affected, and flooded the market, and caused the price to sink. On top of that, federally, there is very little to protect farmers. The MPP program set by the federal government doesn’t take into account the differences in the cost of production from region to region, and therefore Vermont farmers are at a disadvantage if they choose to participate in this flawed program.

I’ve had the chance to speak to several farmers, current and retired, as well as many whose businesses revolve around dairy.

Overwhelmingly the response I get I’ve asked what the state can do to help is that low milk prices aren’t a Vermont caused problem, and there isn’t a direct Vermont sponsored solution.

To answer the question bluntly; Vermont should not be involved with the pricing or payment that farmers.

This is a market issue based on supply and demand and current prices reflect

several things, the EU removing its quota system is a very large example.

The market will correct itself and if not, then it is a federal policy change that would be required, not a state one. There are more ways to help our farms that Vermont should be focusing on first.

What we can do for our dairy and agricultural industry is work with them on a myriad of other issues. They have been working the hardest and investing personally in innovative and responsible land stewardship. They are arguably the most involved in their communities and continuously reach out and offer educational opportunities.

This week was Open Farm Week, a great example of the kind of outreach, education, and community involvement that the area agriculture provides. I look forward to learning more and continuing to support our Franklin County agriculture.

Cindy Weed (D)* In the January 2018 report from the Vermont Agency of Agriculture, Food and Markets, the Vermont Milk Commission makes many complex recommendations for the 2018 Federal Farm Bill around Class I Fluid Milk Pricing that would assist dairy farmers and the dairy industry in Vermont. The Commission also suggest several legislative initiatives such as: Immigration Reform including a federal guest worker program due to Vermont dairy farmer’s reliance on immigrant labor, changes to organic standards and data, food safety, and more.

largely determined by supply and demand forces that are influenced by federal and state dairy programs.

The farm milk price is established based on the value of the products made from it and are categorized into four groups, or ‘Classes’, of milk.

Under the federal dairy program, Class I describes milk used for fluid, or beverage, milk products. Class II refers to milk going into ‘soft’ manufactured products such as sour cream, cottage cheese, ice cream, and yogurt. Class III refers to milk used for making hard cheeses. Class IV milk is used to make butter and dry products such as non-fat dry milk (NFDM).

Milk pricing is a complex issue.

The Class IV price is based on NFDM and butter prices; the Class III price is based on cheese, dry whey and butter prices; the Class II price is based on NFDM and butter prices plus an added differential equal to 70 cents per hundred pounds of raw milk; and the Class I price is the ‘higher of’ the Class III or IV price plus a location differential currently ranging from $1.60 to $4.30 per hundred pounds of raw milk. Every county in every state in the country has a location differential assigned by USDA. The actual minimum price received by the farmer is a blend of these prices weighted by the percentage of the milk used in each class. Franklin-6 (Fairfield/Fletcher/Bakersfield) Kelly Cummings (D) I want to be very honest and clear here; I do understand and appreciate the value of farming in Vermont. I respect the importance of the farm to farming families; the valuable contribution farmers bring to Vermont’s economy and the farmer’s desire to provide food to our state and our nation. In my discussions with a variety of farmers there comes across a sense of pride I hear when speaking to them. There seems a passion for this lifestyle even though it is a time consuming and difficult job, as if it’s somehow in the very blood that runs in all their veins. I admire it. And I would very much like to help with the hardships farmers are facing. I want to make it known that if I should become your representative, you will have a voice at the table. But you must help me with this work.

I do not want to make false promises or just say little sound bites that are hollow and in the end will make no difference to your farms or your lives. There is much I do not know yet about farming of all kinds, but I do wish to learn. It’s important you know I am trying. I am reading many articles, talking with farmers and seeking out advice from people I trust and know are knowledgeable about farming in ways I am not, yet.

I am finding it is a complicated thing you do, this farming for a living.

The question is: Should the State of Vermont get involved with the price farmers are paid, and if so, how?

From what I understand, the price of milk is set at the national and global level. So, if I understand correctly, there is not much we can do at the state level to change that. I am continually hearing, “It’s complicated.” Therefore, finding a solution to get a fair price for milk has proven difficult for Vermont dairy farmers and is having a devastating impact on our farms. What I know I can do is work with and support Congressman Welch, Senator Leahy and Senator Sanders as they strive to change things for the positive for Vermont’s farmers.

A way I can help Vermont’s farmers at a state level is to work for affordable and accessible healthcare.

I know this is a huge cost for farmers and I suspect accessible and affordable healthcare is really needed when working on a farm, if you get sick or hurt I’m sure things can take a downward turn pretty quickly. With the cost of health insurance going up every year and the out of pocket expenses so unaffordable, it’s got to be stressful worrying about what happens to your farm if something happens to you. I understand that healthcare is not a want but a need.

It is a necessity, plain and simple. I will work for a healthcare system that is affordable and accessible for everyone, including farmers and their families.

Another way I think we can help farmers at a state level is to have sustainable water quality funding. I know there are grants available to help

farmers with water quality issues but that doesn’t cover it all. We must get this figured out. I will work towards an effective solution for this too.

These are just a few things we can do to help Vermont farmers. I believe this is important work and I want you to know that I do value what you do.

When earlier I wrote - you must help me with this work - I meant it. You know things that I do not and so have ideas for solutions that I might not yet know to think of. I need you to tell me your ideas. Work with me. I think together we can make progress.

Might just turn out I win this election.

her many travels across the United States, Canada, Ireland, France, and most recently England. At the age of 56, Janespent several months living in Rwanda. This trip was a long-time dream of Jane’s and she had the courage to make it a reality. When not working or travelling, she enjoyed gardening, playing the fiddle in the Vermont Fiddle Orchestra, and being with friends. She cultivated close friendships in every phase of her life and will be missed by many.

She is remembered as someone who always gave life her best effort.

John and Dreolin will be holding a Celebration of Life at Jane and John’s home on Saturday, August 18th from 3-6 pm at 17 Cherry Street, Milton. If you are local, please bring a small offering of food for the party.

ST. ALBANS- Patricia Levis Skoll went to heaven on Aug. 10, 2018 in Florida Hospital DeLand.

She was born on Feb. 7, 1938 in St Albans, VT to Evelyn Levis.

She married Robert Skoll on Feb. 4, 1961. They made their home in Montgomery for 30 years until they retired and relocated to Orange City, Fla. She leaves behind her daughter, Robin Dunton, son-in-law, Tim Dunton granddaughter, Taylor Dunton – all of Orlando, Fla. Aunt, Joyce (Richard) Prout, Fla.; sister-in-law, Judith (John) May, Ariz.; step-brother Gary (Camilla) Brouillette VT; nephew, Wayne (Pamela) Raymond VT; niece, Sheila (Rip) Russell VT;

cousins Robert (Jill) Levis, Mary (John) Bateman, Candace (Larry) Testaverde & Dawn Prout; three great-nieces and one great nephew.

Marvin F. Thayer

FAIRFAX: Marvin F. Thayer, 84 of Fairfax, passed away peacefully in the presence of his loving family on Wednesday, August 8, 2018 at the Northwest Medical Center in St. Albans.

Marvin was born October 24, 1933 in Cambridge the son of the late Gerald and Theta (Dezotelle) Thayer. On June 17, 1961 he married Catherine Steady in Cambridge.

Marvin loved to garden, fish, hunt and trap. He was known locally by everyone for “Marvin’s Gardens”.

Marvin is survived by his wife Catherine, of 57 years, of Fairfax and their children, Laurie Pidgeon and her husband, Dale of Fairfax, Richard Thayer and his fiancé Nora of St. Albans and Jennifer Thayer and her fiancé Miles Rice of Swanton; his grandchildren Jamie Pidgeon and his fiancé Anastasia, Jason and Joey Pidgeon, Kari Gagnon, Zaria Ainsworth, Brad and Brandy Lamore, Amanda and Ashley Thayer; many greatgrandchildren and one great-greatgrandson; his brothers, Dean of Richford, Phillip Thayer and his wife Pearl of Fairfax, his sister Patricia Veno of NH and several nieces and nephews.

He was predeceased by his son, James Thayer on December 17, 2015; his parents and his brother William “Billy” Sr. and his sister Geraldine.

Barbara L. Tidd

WESTMINSTER – Barbara L. Tidd, age 85, passed away on Wednesday, August 15, 2018 with her loving family by her side at The Villa in St. Albans.

She was born January 17, 1933 in Montgomery Center, to the late Leland and Maude (Demar) Snider.

Barbara attended schools in Montgomery and Enosburg Falls.

After school she worked on the family farm. Barbara married Donald Wetherby on October 6, 1950. She worked at a printing company and book press in Brattleboro, where she gained a love for books and how to repair

them. She then went on to care for others and worked at Linden Lodge Nursing Home. She was an active and loyal member of the VFW and Eagles Club in Brattleboro, where she served as State President and received an award for Mother of the Year. She will be remembered for her cooking, especially Chicken n’ Biscuits and her blue ribbon winning pickles. Barbara loved all animals and they loved her back. Her favorite hobbies included, going to lawn sales, taking trips to the casino, horse and dog races, and having a good time. After the loss of her husband Donald in 1972, she remarried Edward Tidd in 1975. Above all, Barbara will be remembered for the love and compassion she had for other people.

She is survived by her children, Ginger Desautels and her husband Pierre of Greencastle, PA, Lee “Pepper” Wetherby and his wife Sandy of Schodack Landing, NY, Donald Wetherby and his wife Madeline of Richford, Susan Clark of Newbury, NH, and Gary Wetherby of Marlow, NH; stepchildren, Sandy, Brenda and David; 14 grandchildren; 26 greatgrandchildren; and one greatgreat-grandchild; her brother, Doug “Shorty” Snider and his wife Wanda; her sisters, Marion Peters and her husband Dennis, Marguerite Robtoy, Mildred Gundry, and Sally Ryea and her husband Hollis; a special niece, Karleen Lumbra and several nieces and nephews.

BERKSHIRE – John R. Waterhouse, age 66, passed away on Sunday, August 12, 2018 surrounded by his loving family at his home in Berkshire after a brief battle with cancer.

He was born in St. Albans on July 17, 1952 to the late Robert & Phyllis (King) Waterhouse.

John attended Richford High School before joining the United States Army in December of 1970.

He was stationed in Germany for the majority of his 3-year enlistment. After returning from the service he married Debbie Lagro in June of 1976, and they made their home and raised their family in Berkshire. He worked at the Sheldon Paper Mill for over 40 years. He was a member of the American Legion Post #12 in Richford for several years. John was known for being a jack of all trades; he was a skilled mechanic, carpenter, and an all-around handy man. He enjoyed hunting, casino trips, long car rides, working on Farmall tractors, travelling, and most importantly, spending time with his beloved family and his dog, “Old Pal” Jack.

He is survived by three children, Jason Waterhouse and his wife Lucinda of Berkshire, Johanna Waterhouse of Berkshire, and Jennifer Loiselle and her husband Michael of Enosburg; five grandchildren, Jacob & Jaden Waterhouse, Maggie Breault, and Hannah & Devin Loiselle; his siblings, Carey Hemond of Richford, Kim Waterhouse and his wife Sharon of Lewiston, ID, and Mark Waterhouse and his wife Sharon of Richford; brother-inlaw, Roger Fournier of Franklin; several nieces & nephews; and special friends he enjoyed spending time with, Brenda Hutchins and John Fournier. Besides his parents, John was predeceased by his wife, Debbie Waterhouse; his in-laws Graydon and Josie Lagro; and his sister, Grace “Ellie” Fournier.

John’s family would like to thank Hope Lodge, and the staff of nurses at UVM Medical Center for the great care he received.

He is survived by three children, Jason Waterhouse and his wife Lucinda of Berkshire, Johanna Waterhouse of Berkshire, and Jennifer Loiselle and her husband Michael of Enosburg; five grandchildren, Jacob & Jaden Waterhouse, Maggie Breault, and Hannah & Devin Loiselle; his siblings, Carey Hemond of Richford, Kim Waterhouse and his wife Sharon of Lewiston, ID, and Mark Waterhouse and his wife Sharon of Richford; brother-inlaw, Roger Fournier of Franklin; several nieces & nephews; and special friends he enjoyed spending time with, Brenda Hutchins and John Fournier. Besides his parents, John was predeceased by his wife, Debbie Waterhouse; his in-laws Graydon and Josie Lagro; and his sister, Grace “Ellie” Fournier.

John’s family would like to thank Hope Lodge, and the staff of nurses at UVM Medical Center for the great care he received.

Visitation will be held on Wednesday, August 15, 2018 from 5-8:00 PM at Spears Funeral Home, 96 Dickenson Ave., Enosburg Falls, VT. A funeral service will be Thursday, August 16, 2018 at 10:00 AM at Spears Funeral Home. Interment will follow in Richford Center Cemetery.
