SWIMMING LAPS WITH THE ST. ALBANS SWIM TEAM

By Ruthie Laroche For the County Courier For nearly four decades children and adults in Franklin County have been taking advantage of the programs offered by the St. Albans Recreation Department’s aquatic program.

The pool, located across the street from the St. Albans City School, has been the summer home of thousands of children and their families in Franklin County. Many of the staff members who work at the pool in the summer months took lessons with the program as kids and got their feet wet with the Sharks Swim Team.

Kami O’Brien, of Bakersfield, who is in the eighth grade, has been swimming with the Sharks for four years.

Franklin County Sheriff’s Deputies were busy on Friday evening in Enosburg with multiple arrests stemming from what would have been just a speeding violation.

According to police, Deputy Vaillancourt caught Jeffrey Leclair, 20, of Enosburgh speeding while on the Tyler Branch Road in Enosburgh, but before the deputy could pull him over, Leclair accelerated and fled down Ovitt Road, Grange Hall Road, Boston Post Road, and Sandhill Road and finally stopping at a residence just off Butternut Hollow Road, all with a passenger in the vehicle.

While police were taking Jeffrey Leclair into custody, his brother, 22 year old Adam Leclair allegedly drove by the scene and fired shots from his moving truck, according to police.

“A truck came from behind the Deputy squealing its tires,” wrote Deputy Renning in a press release, “As the vehicle began leaving the area, the operator began firing shots from the truck.”

Adam Leclair was located a short time later in the area of Enosburgh Mountain Road where he was arrested and issued a citation to appear in criminal court on July 23rd where he pleaded not guilty and was released on conditions.

According to court records, Adam Leclair inplicated himself after first lying multiple times to the officers.

Deputies searched the truck, and seized a gun they believe was used to fire shots during Jeffrey Leclair’s arrest.

Vermont State Police shut down traffic on Interstate 89 in St. Albans, on Tuesday, for about 45 minutes as rescue workers removed the driver of a Toyota Tundra after a collision with a tractor trailer truck.

According to State Trooper Cody Sholtes, 32 year old Jason Campbell of Colchester was traveling south on Interstate 89, just past the Exit 19 interchange when he drifted into the breakdown lane where a Tractor Trailer Truck had stopped.

Bahler, 56, of Roy, Utah, was rearended by Campbell’s truck, causing extensive damage and trapping Campbell inside the vehicle.

Rescue crews from St. Albans Town Fire Department and AmCare Ambulance responded to extricate Campbell and transport him to UVM Medical Center in Burlington, according to police.

His condition is unknown.

DOMESTIC IN RICHFORD

Franklin County Sheriff’s Deputies arrested James A. Mallette, 54, of Richford on Saturday for allegedly assaulting his daughter.

Police responded to the Troy Street home after Mallette called police to report a fight with his daughter.

Police spoke with Amanda Bray, who reported that her father had head butted her during the mutual physical altercation which began over rent money.

Mallette was transported to Northwest Correctional Center in St. Albans for the remainder of the weekend until his arraignment on Monday where he was released on conditions.

FIRE LEVELS FAIRFAX HOME

Vermont State Police say the cause of a fire that destroyed a home on Cadieux Road in Fairfax on Friday evening could not be determined.

The Cape style home, which belonged to Ricky and Carola Cadieux was completely destroyed.

According to Trooper Otis, the building was too far gone when firefighters arrived to safely go inside to extinguish the blaze, but they were able to stop it from spreading to other nearby buildings.

Although the cause of the fire was undetermined, police would not say if it was considered suspicious. They are asking for help from the public. If you have any information that may help investigators, you are asked to call the Vermont Arson Tip line at 1-800-ARSON. “After extinguishing the fire and speaking with the Cadieuxs, they found the fire to be suspicious,”

Trooper Otis wrote in a press release.

The Fairfax Fire Department was assisted by Georgia, St. Albans Town, and Fairfield Fire Departments on scene.

JEFFERSONVILLE MAN CITED FOR LEWD ACT

Vermont State Police Trooper Charlotte Hartman arrested a 56 year old man from Jeffersonville after multiple complaints that the man committed a lewd act near the Brewster River in Jeffersonville on Tuesday.

David Smith allegedly was seen by at least two people committing the act, which police did not describe, leading to the police involvement.

The man was issued a citation to appear in criminal court in Lamoille County on September 5th to answer to the charge of Lewd and Lascivious Conduct.

GEORGIA WOMAN CITED AFTER SWERVING TOWARDS PEDESTRIAN

The Franklin County Sheriff’s Department says one of their deputies arrested Jennifer Jarvis, 37, of Georgia on July 18th after a report that Jarvis had swerved her vehicle at a pedestrian in a private driveway. Few details were released on the incident, but the pedestrian was not reported to be injured in the incident.

Jarvis is due in criminal court on September 4th to answer to the charges of Reckless Endangerment, Simple Assault.

doing a sport that’s different than others,” said Kami.

The Sharks compete in swim meets on Tuesdays and Thursdays from June to mid-July. Some meets take place in St. Albans and others take place at various pools around the state.

“I like home meets,” said Kami, “It’s a lot easier to swim in your own pool because you know the number of strokes you need to complete a lap.”

The girls noted that each pool is different in depth and the blocks they jump from can be smaller at other pools than the ones they are used to.

Molly Smith, who is 12, has been swimming since she was five.

“I like improving my stroke and being able to be in the pool with my friends,” said Molly, “I also love the competitive part of swimming and the adrenaline rush. When I’m behind the block getting ready to race I get knots in my stomach, and it gives me a rush to go!”

When it comes to racing, the racers are in a world of their own, which is a very different feel than a hockey or basketball game.

“You don’t really think about anything when you hear that buzzer,” said Kami, “you just go.”

The only time the racers get a glimpse of the world above water comes when they are preparing to turn and swim the last leg of their race.

“Sometimes our coaches are at the end of the pool and they are encouraging us. We can hear them saying ‘go! go!’ and that helps us go faster!” said Molly.

The girls, who are members of the Tiger Sharks swim 50’s, which means they do two laps of the pool.

The younger group completes one lap of the pool.

Kalli Tabor has been swimming for eight years. She’s thirteen now, so she was a youngster when she got started.

“I actually wanted to try and do it when my parents suggested it,” said Kalli, who enjoys the competitive aspect of swim racing.

The combination of the races, the practices, the mixing of older and younger racers, and a great coaching staff help to give the Sharks their success.

“It’s really fun having a lot of support from your coaches and teammates whether it’s in practice or at a meet,” said Kami, “Sometimes the older kids that we look up to are there to encourage

us during a race. That means a lot to us. We try to do that for the kids who are younger than us.”

Often the older groups of swimmers will lend a hand with practice for the younger ones.

The girls highly recommended the program and encouraged kids of all ages to join the swim team next summer.

“It’s really fun and you should go for it; you will have so much fun! The kids that swim with you will encourage you to strive to be better,” said Kami.

The girls all participate in other sports, but they enjoy the swim team time in the summer to help keep them in shape, let them spend time together, and prepare them to play sports together when they all start classes at BFA. Viens pointed out that swimmers of all levels participate on the swim team.

“We have some kids who can barely complete a lap and others who are state championship swimmers,” said Viens, “we have so many kids under the age of ten.

Our team is going to grow a lot in the next couple of years.”

Nohea King is the head coach of the swim program, and when he talks about what the Sharks have to offer, it’s hard not to get excited about the team.

“It’s a cool dynamic to see the older kids give back to the younger kids on the team. That dynamic has been going on since the start of the program, almost 37 years ago. It’s a unique team with all the different ages from three to eighteen,” said King.

Cat Sharks usually start their swim team career being able to swim just a few feet in the pool, but by the end of the summer, those little ones are able to swim the length of the pool and competing in a couple of races.

The Reef Sharks are five years to ten years old. That age group makes up the largest team. The Tiger Sharks are made up of the older kids and they spend an hour in the pool.

“It’s a tough sport because it has a lot of mental game. There’s only so much you can control. You can only beat your time, but you can’t always beat someone else’s. We really push the individual bests.

After every meet we celebrate those improvements, whether it’s one second or thirty seconds,” said King.

Viens has high praise for King and his commitment to the program.

“Nohea and his whole family were on the swim team, and he was the youngest lifeguard we’ve had.

He’s pool manager now, coaches the swim team, and teaches P.E in Sheldon. He and all his siblings have all worked here over the years,” said Viens.

King partners with Tom Koldys who has been with the program for years, to coach the swim team.

Both men were Sharks themselves at one point, and one of King’s most vivid memories of his swimming career gave him an opportunity to bring redemption for an event in Koldys’ past.

“My most memorable time came when we competed in a 12 and under relay and our team broke the state championship record in the two hundred yard freestyle relay.

The previous record had been set ten years earlier.”

King explained that one of the coaches on his team had been part of the team that set the record a decade earlier. The team that earned that record was from Essex, who edged the St. Albans team by a matter of a second.

“Tom was on the St. Albans team that was beat out by Essex, so we had some redemption when we finished first and broke that record.

The Essex team finished second that year. Our record stood for about eight years,” said King.

One of King’s memories doesn’t center on a particular day or moment, but on Fridays in general.

“When I was eight or nine our Friday was Friday Fun Day. We’d come in around 7:30 and from then until 9 we’d have a breakfast hosted by the parents and make tiedyed shirts, play games, and hang out with all the age groups. We’d do different relays--noodle relays and watermelon relays,” said King.

In a watermelon relay, a watermelon was greased with shortening and dropped into the pool. Two teams would work to try to push the watermelon onto the gutter of the other team’s side of the pool.

“It sounds easy, but with that many people in the deep end of the pool, it’s a challenge,” said King with a chuckle, “The watermelon floats, so it gets pushed all over the pool.”

Gratton was also a member of the swim team when he was young.

“I was about seven years when I started with the team and swam until the seventh or eighth grade,” said Gratton.

Gratton had memories of his competitions as well.

It is an election year and lots of people are trying to take credit for some fiscal improvements that were made to Vermont law in the FY2019 budget bill. These improvements were made in spite of the dust up during the veto session.

To clarify what really became law, here are the facts and just the facts on the changes. No glitter or fluff included: *Yes income tax rates have been reduced. The reduction in income tax rates was the result of changes in the federal income tax law. If the rates had not been reduced, Vermonters would have paid in an extra unneeded $30 million.

Without this change to Vermont income tax law, after the federal changes were made, Vermonters would have paid in too much. We didn’t need the extra money, so the big bill authorized collection of tax only in the amount needed.

Fair is fair. *In addition to the lower tax rates, there are fewer tax brackets now too. There are four instead of five. And the rates in reach of the four new brackets are lower than before. You will notice this when you fill out tax forms for tax year 2018. *It is true that social security income will no longer be taxed in Vermont for single tax payers

with annual income of $45,000 or less nor for married filing jointly Vermonters with annual income of more than $60,000. Those with higher incomes will have to pay income tax starting with the first dollar. *Yes, it is true that guard members serving in Vermont will be eligible for free college classes at all Vermont colleges and the University of Vermont. One more thing I want to mention, though it did not happen because in the FY big bill.

Regretfully the Tax Department has made a rather serious error.

The Department sent out incorrect information to be included in the homestead property tax bills. The main mistake on was the omission of the income sensitivity amount.

Town Clerks have no way to verify if an income sensitivity figure is right or wrong or if there should be one at all. This information comes from the Tax Department.

And the mistake was from the Tax Department, not any of the Town Clerks. The commissioner has announced that shortly the tax bills will be corrected and new bills will be on the way.

The feeling of family ties flows throughout the cast, according to Sam, and age isn’t always a measure of talent.

“Not only are several of us family, but the whole cast feels like a family. We all spend so much time together,” said Sam, “The talent in this cast is mind-boggling. There are so many young people that give me goosebumps every time they are on stage. It’s very impressive.”

Luke Willey, who plays the character of The Misunderstood Jud Fry, has loved theater for as long as he can remember.

“I had told Brent before we auditioned that I didn’t necessarily want a lead role. This role is one that you can sink your teeth into and take into a lot of different directions,” said Luke.

Having the opportunity to share the stage with his family has been a highlight for Luke.

“It’s so much time, and if my family wasn’t doing it with me it would be difficult to do,” said Luke, who has been part of many productions as a member of the orchestra, a part that requires a much smaller commitment.

Willey appreciates that Enosburgh has become a ‘hot spot’ for community theater and he also enjoys the variety of shows that the directors

By Ruthie Laroche For the County Courier The Enosburgh Opera House will be hosting four performances of the musical Oklahoma this week, beginning with the opening show on Thursday at 7 pm, also Friday and Saturday at 7 and finishing on Sunday with a 2 o’clock Matinee.

Oklahoma, a favorite in musical circles, combines serious and humorous scenes and includes a thread of romance.

“Oklahoma is a show by Rogers and Hammerstein that most everybody is familiar with. It’s a show people enjoy seeing. The hard work and effort this cast has put in is sure to please the audience,” said Director, Brent Garrow.

Garrow has directed six shows with the Enosburgh Opera House and enjoys working with the casts he assembles in the area.

“I’ve always done theater, and I’ve done a lot of performing for the Opera House. Eight years ago I directed a production and that hooked me in,” said Garrow, “I’ve enjoyed the transition from acting to directing. It’s very rewarding to work through the show with the cast.”

Directing a musical the size and scope of Oklahoma is no small task, but thanks to a dedicated theater community in Franklin County, that job is easier than one might think.

“I don’t think people realize how much talent that we have in Franklin County,” said Garrow.

“Many people in the area say they haven’t come to anything at the Opera House, and I think they are missing out on a wonderful opportunity to enjoy the talent that we have here. We have equal talent to what a larger area like Chittenden County has.”

This year the cast includes a variety of people from different age groups and backgrounds.

“I’ve always had good casts. This cast has an amazing work ethic and works really well together. We have some very talented younger cast members too. The youngest, Julia Willey, is going into the fifth grade, and we have seven high school-aged members who are very talented and dedicated,” said Garrow.

Four members of the Willey family are in this year’s performance: Luke and his wife Sam and their daughter Julia, and Luke’s brother Robert.

“Robert is playing the lead role of Curly, a role he played as a senior in high school. He’s pretty excited to play the role again, after having played it thirteen years ago.”

Garrow expressed his pleasure at having the Willeys join his cast this year.

“The Willeys are a pretty well known, talented family. I’ve worked with Robert in other shows and he’s great to work with,” said Garrow, “It’s exciting to get Luke up there as well; what he’s bringing to his character is absolutely amazing.”

This summer’s musical had plenty of room for younger performers as well, and Garrow was

pleased to draw in cast members from local high schools.

“One of my leads, Michael White, is going into his senior year. He’s playing his part as Ali Hakim incredibly well. Lianna Roque of BFA, who is also going into her senior year, is also outstanding,” said Garrow.

Auditions for Oklahoma were held the 19th to the 22nd of May and rehearsals began May 26th.

The cast has met three nights a week and some weekends, which is a huge commitment in the summer.

“People are sacrificing a lot, but it’s because they love what they are doing, and there are so many who aren’t seen on stage. I estimate that we’ve put in well over 2,000 hours from start to finish. It’s a real collaborative effort,” Garrow explained.

Having the opportunity to participate in a theater production is something Garrow is glad he can offer the community.

“This gives people a chance to meet new people. We have folks who’ve been with us for numerous shows and we have new people. Having the opportunity to spend so much time together working toward the same goal can be challenging, but it’s been a great task,” said Garrow.

The preparation has not been without challenges.

“Two weeks ago my second lead was in a terrible car accident. Thankfully, he was okay and came to rehearsal a few hours later. That really made everybody step back. It brings the whole family aspect into view,” said Garrow.

The Opera House also suffered an air conditioning malfunction during the hottest of the July weather.

“It was about 100 degrees in the building, and we had no complaints. It’s such a tenacious group of people. I’m happy to say the air conditioning is working well now,” Garrow said with a sigh of relief and a chuckle.

Sam Willey plays Aunt Ella, the community matriarch which she has found to be a fun role.

“I feel like Aunt Ella and I have a very similar personality. She’s an older, red neck version of me. It’s so much fun to play,” said Sam, “Music was always my outlet. Luke and I played in the Enosburg High School Band together and sang in the chorus. He played tuba and I played the flute.

It’s crazy that music is such a big part of our lives and is becoming a big part of our kids’ lives. It’s not very often that you get to make music with the same person for twenty years.”

Taking the stage with her family wasn’t something Sam expected to do, but after last year’s production of ‘The King and I’, things changed.

“I know that I wouldn’t have done this if my kids hadn’t had the interest. It’s so much fun to be able to experience this with them. Instead of

Luke also credited the Opera House for making the building available for productions.

“The Opera House is fantastic; the staff and the organization that runs it are very supportive, and that’s very important,” said Luke.

Luke hopes the communities will come out and enjoy the show, taking advantage of a very professional performance.

“We’ve got a lot of talent vocally, which has been great. The choreography is also fantastic. We have a great choreographer, and the choreography is one of the hallmarks of this show. It’s great to see it go so well,” said Luke.

Regardless of age, Luke says some things never change.

“There’s no feeling like opening night doing one of these productions,” said Luke, “it’s so much fun, and it’s addicting.”

7/21.. Barbara Walker shared her news with me (thank-You!) She and 9 other retired Doctor’s and Nurses gathered at one of the ladies home in Hinesburg to congratulate and party with the last nurse to retire that they left behind as they retired. Everyone shared pot-luck and laughed and laughed

7/21.. Bob Elbe and Vivian Deuso were united in marriage at the United Methodist Church with Pastor’s Bonnie Hovermann and Ed Sorrell officiating the service.

Vivian’s daughter’s Robin Houle was Maid-of-honor, Zina Houle was Bridesmaid and Flower Girl. Best Man was Bob’s son, David Elbe. There were family and friends coming from Texas, Nevada, Virginia, Massachusetts, New Hampshire and Vermont.

The reception was held at the Recreational Center Pavilion.

Vivian and Bob had requested everyone bring a pot-luck dish to share instead of gifts, there was so much delicious food for the 45 guests that attended. I volunteered to make her wedding cake, which they wanted a carrot cake. Everyone had a wonderful time and taking care of all the

Compounded with an unusually hot and dry summer, the reservoir upstream from the dam is extremely low and growing grass where the river usually runs.

When the rubber membrane is in place, Swanton Electric would likely have had enough water in the reservoir upstream to keep more water flowing, but this year the dam operators can only flow the same amount of water out of the dam that flows in upstream.

On Monday, that was only about 80 cubic feet a minute of water, which equates to about 600 gallons. Usually the facility flows a minimum of 215 cubic feet per minute of water, or about 1,600 gallons of water.

Officials hope to have the membrane fully installed in four days, but that could change as the project advances. Some had hoped to install the membrane as early as Wednesday, but with as much as one inch of rain expected on Wednesday evening, the water

Monday looks to be the day for that installation, according to officials. About a dozen workers will work for four days to tighten the 635 bolts that afix the bladder to the top of the dam.

can gradually be increased by about 15 feet, allowing Swanton Electric to generate at a full power rate.

By Gregory J. Lamoureux County Courier HIGHGATE: It’s been about a year since an air leak in a rubber membrane deflated the balloon attached to the Highgate dam, causing millions of gallons of water to spill over the top and go unused for Swanton’s small utility.

Though it’s located in Highgate, and often referred to as the Highgate dam, it is actually owned by the Village of Swanton, and has been since the late 19th century.

Now, with a replacement rubber membrane sitting on the banks of the river, officials are looking for a window of weather to safely install the replacement on the century old dam.

Officials had hoped to install the rubber membrane in October 2017, which was about four months after the previous one failed, but the supplier couldn’t get it delivered until December, too late for a safe instalation.

Despite the loss of generation power, there has been a silver lining to the dam failure- flushing out the reservoir. Workers at the site on Wednesday said the water that has been flowing through the last few months has helped to clean out the channel in front of the generator intake.

The old membrane deflated on June 13th last year, leading the Village to have to fund a new $2.2 million membrane which was ultimately produced in China.

During normal operation, the membrane will be inflated or deflated by dam workers to maintain an optimal water level in the reservoir upstream.

Leonard William Bailey ST. ALBANS: Mr. Leonard William Bailey, age 90, passed away Friday morning, July 20, 2018, at the Franklin County Rehab Center.

He was born in St. Albans, April 26, 1928, son of the late Prosper and Mabel (Thibault) Bailey.

Leonard worked as a supervisor for Vermont Gas Systems then many years as a custodian for the Milton School District.

June 27, 1971, he married Dorothy Bittner. Dorothy predeceased him on April 5, 2018.

Leonard enjoyed hunting, fishing, woodworking, board games, birds, and spending time with his family.

Leonard is survived by his children Wayne Bailey, Diane Paquette, both of Swanton, David Bailey and his wife Tina of Georgia and Sandra Hobb and her husband Richard of St. Albans Bay; his stepchildren, Ralph Bailey and his companion Pauline Hardy, Patricia Bailey, all of St. Albans and Linda Berthiaume of Milton; his brother Richard Bailey of Norwood, MA; and his sister-in-law Shirley Bailey of St. Albans.

Besides his parents and wife, Leonard was predeceased by his brothers Ralph, Prosper, Jr., and Robert Bailey, and his sister Viola Hayward.

Bonnie Jean Fournier SWANTON: Bonnie Jean Fournier passed away Thursday, July 19, 2018 in the comfort of her home and family at the age of 69.

Born in St. Albans, May 28, 1949, she was the daughter of the Virginia “Ginny” (Wiley) Bowles and the late Lloyd C. Bowles who passed away on January 2, 1989.

She was married to John L. Fournier on November 15, 1969, at St. Paul’s United Methodist Church in St. Albans, VT Bonnie graduated from BFA St. Albans in 1967 and the Vermont College of Cosmetology in 1968.

She owned Eagle Bay Catering and for 20 years served as the Rock Point Summer Camp cook. Bonnie loved spending time at camp, enjoying the lake and being with family. She spent her whole life spreading love and joy through her generous nature and delicious food.

Bonnie was an active member of Holy Trinity Episcopal Church

Travis William Richard ST. ALBANS: Mr. Travis William Richard, age 36, passed away unexpectedly at his home on Monday, July 16, 2018. He was born in Burlington, November 8, 1981, son of Marcel and Juna (Prim) Richard.

Travis was a very loving and caring man. He had a goal in his life, and he was determined to reach it. He turned his life around and worked hard at achieving it. This filled his heart with love and he was able to smile. He enjoyed spending time with family and friends. He

Wilfred A. Root, Jr. FAIRFAX: Wilfred A. Root, Jr., 83, passed away on July 10th in Barton with his loving daughter by his side. He was born on July 2, 1935, to Gertrude (Manning) and Wilfred Root in Johnson and grew up working on the family farm.

Junior, as he was called by most people, took various jobs around the country in his youth – he worked on oil rigs and as a logger out west, and was a coast-to-coast truck driver, with a story to tell from each adventure. Most recently he made his living as a burner service technician and an electrician. He was always willing to help someone if they lost power or heat, regardless of the time of day or night.

Junior will be remembered as a very sociable storyteller who enjoyed playing cards, competing in tractor pulls, singing “good” country music and playing the spoons to his favorite songs.

He leaves his wife Eunice Root of Fairfax; his daughter, Pamela O’Neil of Eden and his son, Kevin Root of Eden; his step-daughter, Robin Castle of Barre; half-siblings, Linda Labrie of East Barre and Bill Hadley of Crockett, Texas; three beloved grandchildren, Autumn, Andrew, and Devin O’Neil; his brother-in-law, Truman Breshears of Alstead, New Hampshire; many other relatives including an aunt, cousins, nieces, and nephews and his darling cat.

He was predeceased by his

parents and two sisters, Katherine Brien and Virginia Breshears.

Conrad R. “Bunny” Sanderson MILTON: Conrad R. “Bunny” Sanderson, 88, died peacefully on Friday July 20, 2018, at the Starr Farm Nursing Center in Burlington.

Conrad was born on March 11, 1930, at the Fanny Allen Hospital in Colchester, the son of Michael and Ardelle ( Fortin ) Sanderson.

He proudly served in the US Air Force during the Korean Conflict.

He and his brother Clifford owned Jim’s Body Shop, originally on Battery St. in Burlington and for many years off Airport Parkway in So. Burlington.

In later years, Conrad was a shrimp boat operator, antique store owner, carpenter, mechanic, gardener, and so much more. Conrad took pride in everything he did. He loved to travel and being behind the wheel of his car gave him the sense of freedom and adventure. But, most of all Conrad was a philosopher at heart.

He was very inquisitive, questioning and researching things that sparked his interest.

He and his wife lived at Apple Island Resort in So. Hero for over 20 years.

Conrad is survived by his wife and best friend, Yvonne B. (Perris) Sanderson residing at the Gazebo in So. Burlington; his daughters Yvonne Whittington of TN, Kim Sanderson of MA; and his son Conrad R. Sanderson II and his wife Kat Kelly of NJ.; by his grandchildren Eric and Evin Whittington and Isabelle and Skye Sanderson; and his great-granddaughter, born on July 20th, 2018, baby Laura “Lu Lu” Whittington. He is also survived by his stepsons and their wives, Ken and Ardis Beauchemin, Mike and Kim Beauchemin, Bruce and Daisy Beauchemin and Gary Beauchemin; his favorite niece Grace North Williams and good friend Moe Beaulieu. Conrad is also survived by his sisters, Lucy Laughlin of Ohio, Norma Mayer of Georgia and Hilda Howard of Westford.

Zachary Wheeler, 26, of Morrisville was arrested by Vermont State Police Trooper Thomas Howard, on July 20th, after the Trooper clocked him traveling 90 miles per hour in a 50 mile per hour zone on Route 104 in Fairfax.

Wheeler was transported for processing and released on a citation to appear in court on August 27th to answer to the charges of Excessive speeed and Negligent operation.

DRUG BUST IN THE TOWN

St. Albans City Police say they arrested two people in connection with drug crimes in St. Albans on July 18th.

According to Police Chief Gary Taylor, officers executed a search warrant for narcotics at a home on Andy Avenue in the Town. That led police to charge 33 year-old Shannon Berger of Swanton and 45 year-old Laura Martell of St. Albans.

Taylor said this is the second time that Berger has been arrested this month and the third time Martell has been arrested in the past four months.

Martell was arrested for the alleged sale of crack cocaine, possession of crack cocaine, and violation of conditions of release. Berger was arrested on

According to the Deputy, Martell was driving with a criminally suspended license, leading to a citation to appear in court on August 20th.

• Leon Bushey, 49, of Fairfield was arrested by a Franklin County Sheriff’s Deputy on July 21st after being pulled over in Enosburgh.

According to Deputy Albarelli, he pulled him over after noticing an obstructed license plate.

The Deputy pulled Bushey over on Archambault Street in Enosburg Falls, where he began speaking with Bushey.

Bushey began talking to the deputy while stuffing frenchfries in his mouth, in what the deputy believed could be an attempt to mask the smell of alcohol, according to court files.

The Deputy also noticed an open container in the back seat as well as what appeared to be a bottle of liquor in the front.

When the Deputy ran the man’s information, he learned that Bushey’s license had been suspended for life for a previous DUI #3 and DUI #4 conviction.

Bushey told the deputy he had “a few sips, four sips, five sips,” of his beer before being pulled over.

• Willis Allaire, 46, of Waterville was arrested for driving with a criminally suspended license as well as violating his conditions of release from a previous DLS charge after police stopped him near the intersection of Belvidere Pond RD and Route 118, in Eden, on July 19th. He is due in court on August 29th to answer to the charge.

• Justin Pratt, 32, of Jeffersonville was arrested by Vermont State Trooper Bradley Miller on July 21st for an alleged offense of driving under the influence. Pratt was stopped by the trooper on Route 109 in Cambridge, at the time the officer noted signs of impairment, according to public records. He is due in court on August 8th.

• Christopher Laplante, 22, of St. Albans was arrested by Vermont State Police for allegedly driving with a criminally suspended license on Route 7 in St. Albans Town on Tuesday. Laplante is due in court on September 4th to answer to the charge.

• Sean Beaudoin, 20, of Colchester was arrested by a Franklin County Sheriff’s Deputy on July 14th for allegedly driving under the influence of alcohol.

Beaudoin was initially pulled over for speeding, according to Deputy Albarelli. Beaudoin was issued a citation to appear in criminal court on July 30th to answer to that charge.

David Earl Williams GEORGIA: David Earl Williams, 72, died unexpectedly at the University of Vermont Medical Center in Burlington, on July 20, 2018.

David was born in Westford on June 20, 1946, the son of Francis and Doris ( Preston ) Williams. He was a graduate of the BFA Fairfax Class of 1967 and served in the U.S. Army from 1967 – 1970 and in Vietnam from 1968 – 1969.

On July 30, 1967, he married Christine Lee Irish.

David loved nature, the outdoors, his cats, animals and working in the woods and cleaning up forest land.

Most important to David was his family, whom he dearly loved. police to request a breath test from Bushey, which indicated his BAC was 0.200%, which is two and a half times the legal limit for driving in Vermont.

The last time Bushey was arrested for DUI was in February of 2014, according to court records.

He was held until his arraignment on Monday where he was released on conditions.

than other pools, so it’s over most younger kids’ heads. These tools let the younger ones experience buoyancy in a way that they feel much more confident with,” explained Viens, “this helps them remain much calmer in the water.”

St. Albans Rec can also train and certify lifeguards, something not every aquatics program can do.

They can also train swim instructors and junior lifeguards.

“We can train lifeguards here and certify them. We have such a great staff who stay with us and stay certified. Thanks to them we get to offer a ton of programming.”

The pool welcomes over six hundred on a normal day. During hot days that number increases.

On swim meet days the pool will host about a thousand people, and on the years that the state meet is held in St. Albans, as many as five thousand people will be in the pool area throughout the event.

Public swimming is offered regularly and takes place from 1 to 4:30 and then again from 7 until 9 during the week.

“A lot of the kids who come here are completely on their own.

This is a safe, good place for kids to be. We don’t want them sitting on the couch all day, so we are glad we have this to offer to the community,” said Viens.

“Our lifeguards are amazing. We have kids that don’t come from the best circumstances and it might be one of their birthdays and during their break, the lifeguards will run over to the store and buy a birthday cake for that child,” said Viens.

Viens explained that the program is set up so that no kid who wants to participate will be unable to due to financial circumstances.

The St. Albans pool has been on the property for roughly 38 years. Before the pool was built, the rec department held lessons in the morning, five days a week, at private homes.

“We’d spend two weeks at one residence and then move on to another,” said St. Albans Recreation Recreation Director Kelly Viens.

Viens took lessons and gave lessons to others during the time the recreation program utilized private pools for lessons. Today she doesn’t teach the lessons

Kids choose to take part in the Sharks for various reasons and some of them go on to great things.

One of the young men who went through the Sharks program now swims for the US Naval Academy at Westpoint.

“Peter Mc....??? was one of those swimmers that everyone would stop and watch. When he was in the water it was so fun to watch him.

A lot of our swimmers looked up to him,” said King, “He swam year round, but during the summer he’d always come and swim with us.

That really shows that regardless of ability we have an electric team.”

Regardless of how far swimming takes a child, the payouts of the sport are wonderful.

Besides the competitive aspect, kids that swim stay fit all summer long.

“The exercise the kids are getting is wonderful,” said Viens, “They practice every single day for at least an hour and some practice for two hours five days a week; swimming like that is amazing exercise.

When kids from the swim team would start fall soccer at school the coaches comment on what good shape they were in.”

The swim team is a large part of the program at City Pool, but there are many offerings available for kids and adults of all ages.

“Swimming provides kids and adults with excellent, low impact exercise,” said Viens, “Swimming is a sport that can be enjoyed for a lifetime. We have Master Swim where people can come and swim laps on their own or receive help from a coach. A coach can set up a work out for people and even help athletes prepare for a triathlon.”

The Master Swim sessions are open to any adult who would like to join.

“You don’t have to be a ‘master’ to come to Master Swim. It’s all about improving your swimming

ability and it’s geared to adults,” said Viens.

During public swim times, the rec program will put up a swimming lane for adults who’d like to swim laps. The St. Albans Recreation program also offers Water Aerobics and Aqua Jogging for adults only.

Viens made sure to let adults know that they don’t have to sign up in advance for any of the adult swim programs.

“We know it’s hard when your kids are busy or with work schedules, so we try to make our adult programs as flexible as possible. If someone wants to commit for six weeks they can, but if they don’t they are welcome to pop in when it works.”

The day campers who participate in the St. Albans Rec summer program get to use the pool each day. Parents can also sign their kids up for weekly swimming lessons.

The program offers children swimming lessons in the evening, Monday, Wednesday, and Friday.

Daytime lessons take place Monday through Thursday. Kids have to attend their full lesson schedule, ranging from six to eight sessions.

Lessons are kept to five or six swimmers per session, allowing for kids to have ample time with their instructor.

Viens encouraged parents to keep kids in lessons so they can maximize their ability.

“If a kid makes it to level three, that’s great for when you’re young.

But when you’re sixteen, out in a boat on the lake with friends, you want to make sure you can swim well. It’s so important for kids to be strong swimmers,” said Viens.

Gratton feels that safety is one benefit of a swim program to a town like St. Albans.

“Everybody is swimming somewhere around here, whether it’s in a pool or a lake,” said Gratton, “when they learn to swim and respect the water, they are much more likely to be safe in other scenarios.”

The rec program has invested in numerous swimming tools to help young swimmers get comfortable in the water. Swiss cheese style floating mats and underwater platforms help kids adjust to their time in the water.
