Airport Authority Meets to Discuss Credit Line, Selects New Director

Following the recent Board of Supervisors August 26th meeting involving airport cash flow issues, the Border Coast Regional Airport Authority (BCRAA) held its once-a-month meeting at the Flynn Center, Sept. 4.

The BCRAA meeting convened six of the eight partners, with Supervisor Darrin Short arriving 40 minutes after the 2PM start.

The Authority reported Sean Rosenthal as the new Airport Director.

The Authority then received a financial status report regarding the possible need for future bridge loans based on at least three projects and reimbursement.

Commissioners then voted unanimously to approve Agreement with Del Norte County for a line of credit to be extended by County to BCRAA to ease the cash flow crisis. The Federal Aviation Ad-

ministration (FAA) has changed its grant rules by requiring grantees complete its work before 95 percent of reimbursement can occur.

This dynamic is currently in play for three projects:

•Runway 18-36 paving (95 percent); $7-8 million

•Perimeter fencing circumnavigating the airport: $900,000.

• ARRF water truck: $385,000 plus $100,000 in added amenities.

The Authority was unable to draw down to pay a Tidewater invoice as Controller / Auditor was in process of setting up the Line of Credit.

The Authority also tabled a Consideration and Approval of Corporation Resolution to Borrow pending the approval and established protocol heretofore referred to in the Corporate Resolution to Borrow.

Commissioners then opened up a discussion on communications, both in Open Session and with the public.

Crescent City hosted a Vision Workshop last week with the intent to implement a new vision plan for downtown Crescent City. Don Arambula, co-principal of Crandall Arambula, conducted two meets at the Cultural Center, two weeks back, to address 100 plus members of the community to establish steering committees to render the best and not-so-best amenities of the City, and more specifically the 20 plus blocks of downtown Crescent City. The steering committees will meet over the next six to eight weeks with Crandall Arambula. Before sharing their opinions. This effort supplants the Redwoods to the Sea concept to focus on reinventing downtown Crescent City.

Crescent City’s Airport Runway is too Short, Needs New Chairman to Lengthen its Future

In a recent Border Coast Airport Authority (BCRAA) meeting when I say it’s like talking to a “Wall”, what I meant to say is the current chairman of the BCRAA, former Supervisor David Finigan, is the “Wall”. He’s called “most experienced” member of the Joint Powers Authority (JPA), but experience doesn’t always equate to competence or doing what’s best for the BCRAA.

Learning from a recent “Word Salad” prepared by none other than one of our local geniuses, Supervisor Chris Howard, the Crescent City Airport needs the County’s help. It was no surprise when the “help” turned into a plea for more MONEY! Another government run disaster in Del Norte County has slithered to the surface.

While I am not saying the County’s airport should be shuttered, a change of the ruling monarch of the BCRAA is imperative. Under Finigan’s watch our regional carrier with service to San Francisco/ Sacramento was lost. Three now four replacement commercial carriers have come, three gone, and the fourth unlikely to be any more successful.

The BCRAA, looking into a bleak future of several additional Federal Aviation Administration mandates, is unquestionably on the hook for millions of dollars of infrastructure repair with the ubiquitous 5% match. Do I see yet more pleading for money from Del Norte County in the near future by the BCRAA? No question about it! Thank you very much Mr. Finigan.

The original intent was for Del Norte County, owner of the airport, to establish a JPA to include several nearby jurisdictions for the purpose of operating the airport. At the time it was hoped the airport would be self-sustaining and provide valuable economic activity for the region. Initially, the BCRAA had inherited a reasonably successful business model

It is a sad announcement to make, the Del Norte Triplicate has published its last paper. Since 1879, under different monikers, our community newspaper has been laid to rest.

For many years, print media has been in decline. It’s the sign of the times until The Triplicate became the victim, abandoned by a dwindling dearth of advertisers and a subscriber list slowly disappearing. I was very proud of the paper’s content. Simply stated, we covered the news of Crescent City and Del Norte County. Sometimes controversial, mostly bright and joyful, this was the news and our team covered the news to the best of our ability.

I want to thank and acknowledge a few folks who helped me do my job as Editor for the past almost four years.

centered around commercial air traffic to the public’s preferred destinations of San Francisco/ Sacramento. Changes forced by economics in the commercial aviation industry compelling it to become profitable would change that dynamic. Unfortunately, the 2015 version of the BCRAA was not equipped to change with the commercial aircraft industry. It was all downhill from there.

Finigan’s White Elephant was the result. The regional carrier, Sky West, gone, 50 to 70 percent of the area’s annual air passengers moved to nearby airports and with it a significant portion of the BCRAA’s revenue. A decade later, the decision to build a new terminal has visited upon the BCRAA a cash flow problem with the inability to timely pay its bills, several mandated FAA projects with a 5% match, and insufficient funds to maintain normal operational activities.

Looking into a future without significant change, the outlook is grim. Current BCRAA board members seem paralyzed by the daunting prospect of finding some sort of rescue. Chair Finigan still has plenty of experience, just no answers, but to be an impediment to a future success of

people to have access into each other’s lives and keep in contact with old friends, etc.

However, one must admit that sometimes while scrolling on Facebook and seeing all of the activities and places that our friends are involved in and visiting, there is something deep within us that says, “why can’t I have that car?” Or, “why am I not vacationing there?” Or, “why are they having so much fun and all I do is work?”

So what does the word “content” mean?

Definition: in a state of peaceful happiness and satisfaction.

The apostle Paul wrote, “…for I have learned, whatever state I am to be

content.”(Philippians 4:11)

He further stated that he knew how to be abased and how to abound. Paul was saying that whether he was in a state of need or a state of plenty he would be content with his present situation. This does not negate a desire to improve one’s life, but rather, learning to find satisfaction in the present. This means that we do not need to rely on external factors to bring us happiness, but instead be settled and practice an attitude of thankfulness for what we have.

If I’m being honest, I will say that I have not mastered the learned skill of always being content in my present situation. I

The second is to seek funding to lengthen both runways to accommodate larger commercial aircraft. The third is to attract a regional carrier with code share at San Francisco (SFO) or Los Angles (LAX) to replace Advanced Air.

A heavy lift to be sure, but necessary to ensure Del Norte County has continued air service and does not become another of the County’s “poor orphans” destined to live on the backs of the taxpayer. The public had spoken loud and clear, Oakland and Hawthorne are not acceptable destinations. Time for some clear thinking, not impediment producing experience.

Does this mean that my hopes and dreams mean nothing? Of course not. We should strive to improve ourselves and attain new heights for our lives while also being at peace with the present. This is a life long endeavor.

I think we would all answer “Yes” to that question. We all know people who have much less than we do and are suffering through situations that we could not imagine.

Beverly Jean Schenandoah

December 11, 1946 - August 27, 2025

It is with deep sorrow and much love that we mourn the passing of Beverly Jean Schenandoah, a devoted mother, grandmother, great-grandmother, sister, mother-in-law, and friend, who departed this life on August 27, 2025, at the age of 78. Beverly was the proud and loving mother of four children, grandmother to seven, and great-grandmother to four. She led her family with unwavering dedication, strength, and compassion. Her love knew no limits, she was the heart of the family, a guiding light, and a constant source of comfort and encouragement. Born in Canastota, New York, on December

11, 1946, Beverly lived a life filled with kindness, faith, and quiet resilience. Whether it was through her warm embrace, wise counsel, or delicious homecooked meals, she made everyone around her feel cared for and welcomed. She will be remembered for her gentle spirit, boundless generosity, her deep love of the Seventh-day Adventist Church, and the countless ways she expressed love to those around her. Vivian Jean Carter, resident of Klamath, California, passed away on July 4, 2025, at the age of 80.

Vivian was born on July 16, 1944, in Kansas City, Missouri, to William and Helen McDonald. She was the eldest of six siblings: Judy Kapolcyzinski, Billy McDonald, Danny McDonald, Donny McDonald, and Michael McDonald. In 1962, Vivian met her future husband, Harold “Phil” Carter, during a train trip to the Seattle World’s Fair. The two were married

later that year on September 7, beginning a 60-year journey of love and family. Vivian had a vibrant and caring spirit. She was known for her warm smile, quick wit, and kindness. She brought joy and laughter to the nurses and staff who cared for her. But most of all, she cherished time spent with her family. She was preceded in death by her husband, Harold Carter. She is survived by her three daughters: Patty Johnson (Don), Sheri Blankenheim (Charlie), and Julie

allow this airport to close.”

Airport Director Rosenthal announced there were 239 enplanements for the month of August. 2025.

The amount of enplanements projects to between eight and nine thousand enplanements, annually. The Director admitted the modest enplanements total does not cover airport operations costs.

There’s nothing routine in law enforcement: certainly not a routine traffic stop.

Officer Felio made such a routine stop in Smith River, September 7, 1980. It was the last stop Officer 49 year old Felio would ever make.

A witness testified he heard a brief between Officer and the suspect before he heard gunshots. The suspect shot the 18 year veteran office twice before taking his service revolver.

The suspect was later apprehended and sentenced to death. He committed suicide by hanging himself in his jail cell.

He is survived by his wife, four daughters and three grandchildren.

Let’s take a moment to remember CHP Officer Ernest R. Felio5, and his service and not forget there is nothing

enforcement.

Former Ceo Of Tribal Telecom Subsidiary Pleads Guilty To Embezzling

$500,000 From Yurok Tribe

SAN FRANCISCO – Jessica Engle pleaded guilty in federal court yesterday afternoon to embezzling more than $500,000 from the Yurok Tribe. Engle, 42, of Gold Hill, Oregon, was indicted by a federal grand jury on Sept. 25, 2024, on charges of embezzling approximately $579,574 from an Indian tribal organization and theft from programs receiving federal funds. She pleaded guilty to both counts in the indictment. In connection with pleading guilty, Engle admitted that she embezzled funds from the Yurok Tribe while she served as the Chief Executive Officer of the Yurok Telecommunications Corporation, a wholly owned subsidiary of the Yurok Tribe, and converted the funds to her own use.

United States Attorney Craig H. Missakian and FBI Special Agent in Charge Sanjay Virmani made the announcement. Engle’s sentencing hearing is sched-

uled for Jan. 14, 2026, before Senior U.S. District Court Judge Maxine M. Chesney. Engle faces a maximum statutory penalty of 10 years in prison and a $250,000 fine for the count of theft from programs receiving federal funds in violation of 18 U.S.C. § 666 and five years in prison and a $250,000 fine for the count of embezzlement from an Indian tribal organization in violation of 18 U.S.C. § 1163. Any sentence will be imposed by the court after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.

Assistant U.S. Attorneys Colin Sampson and Sophia Cooper are prosecuting the case with the assistance of Laurie Worthen. The prosecution is the result of an investigation by the FBI. The U.S. Attorney’s Office and the FBI appreciate the assistance of the Yurok Tribal Police.
