Memorial Day 2025 remembers the men and women who made the ultimate sacrifice overseas in preserving the way of life and culture in America.
Veterans of Foreign War Post Commander Lt. Colonel David Cooper welcome the audience of about 200, including the Del Norte High School Marching Band. Colonel Cooper also chimed the bell for each of the 44 Del Norters who made the ultimate sacrifice.
Chaplain Michael Burton invoked a prayer and Veteran Scott Rogers read the World War I prayer, “In Flanders Field” at the Crescent City Cemetery, last Monday Memorial Day.
Retired Crescent City Police Chief read the names of the 44 who perished in combat over the decades. In Remembrance:

Del Norte DUI Felony/Hit and Run Case to be Prosecuted by Attorney-General

An unanticipated delay for an early Easter eve DUI Felony Hit and Run incident has been transferred to the California Attorney-General Dept. of Justice Office for prosecution. Randolph (Randy) DeForest Hooper, 44 was driving his Nissan Frontier and allegedly rear-ended another vehicle on US Highway 101, near Sand Mine Road, about 10pm, Saturday, April 19.
According to the California Highway Patrol, the driver of
the second vehicle sustained minor injuries. Hooper registered a .08 alcohol level, conducted on scene by the CHP. Hooper was arrested and booked for Felony DUI Hit and Run. The suspect posted bond and awaits arraignment in Superior Court. Several calls to The Triplicate alleging ignoring of coverage due to suspect’s status with Del Norte County were received. The allegation of special treatment for Mr. Hooper are unfounded.


Is Resolution on the Horizon? Illegal Fireworks Suspects back in Court

Nearly one year has elapsed since the near tragic incident involving illegal fireworks on South Beach, July 4, 2024. The case has slowly meandered the circuitous legal road. Last week, Superior Court Judge Darren McElfresh allowed the legal separation of suspects Levi HowardWayne Mills, 34 and Megan Rae Warner, 33.
Mills has entered GUILTY pleas on two counts:
• Possession of a destructive device in a public place. Special allegation of great bodily harm
on a child under age 5. All the above charges are felonies.
The child, Baby B (William Lupan) has made steady progress toward full recovery. Adult Rose Reppond was also injured during the incident, as stated in the Special Allegation. Reppond’s recovery and condition were not made public.
Mills will be sentenced Tuesday, July 29 at 9:00am in Dept.1, Del Norte c County Superior Court, Judge McElfresh presiding.
Suspect Warner has entered Not Guilty pleas to:

• Possession of a destructive device in a public place.
• Possession of an explosive
The above charges are felonies
A Readiness Conference is scheduled for July 10 and a jury trial is scheduled for July 14.

Welcome back Kotter, err, Kevin. Glad to see Kevin’s still alive. It would have been a great loss to the local Democrat Party if its chairman were to remain wordless.
I see you only intend to write the single piece for the opposition, but I’m sure we will all survive and hope to attract a better quality of scribbler from the other side for Page Two. I suppose when you set the bar too low, you have to take what is available.
In a 500 or so word “Guest Column” May 28th, “Setting Sam Strait” on Page Two of the Triplicate, I am finding it difficult to understand his statement, “I disagree with almost everything Sam says,” yet I can find little in his entire column where he disagrees with me. Complains a lot, but disagreement is notably lacking. Must be the “wall” Kevin has built around himself to keep out any dissenting opinions. Never fear Kevin, the “Kevin Clones” I was referring to, will hopefully bring
a better quality of scribbling to page two, and you may gracefully retire to the sidelines.
I suppose it is a sad fact of life when the opposition has been so thoroughly trounced in an election year, it will be a while before courage is restored. In my May 14th opinion in The Triplicate there were plenty of topics to choose from for the opposition to opine; however, it appears Kevin has chosen to “decline to comment” and then proceeds to offer unsupported excuses for how “popular” he was with the locals. As yet, no other scribblers of the opposition have surfaced to engage.
I would think if Kevin had a local following, he would consider it an honor to be referring to the notion he had sycophants and humbly accept his scribbler “clones” as a boost to his ego, not claiming outrage and wounded faux pride. As far as name calling, adding a descriptive honorific to an important person’s
Angela Rose Gardner
August 21, 1960 - December 21, 2024
Angela Rose Gardner, cherished mother, sister, aunt, niece, grandmother and friend passed away on December 21, 2024 after a courageous battle with stage four cancer.
Angela was born in Grants Pass, Oregon on August 21, 1960 to Jed and Rosie Munyon. Her family moved to Brookings when she was 11 years old. She graduated from Brookings Harbor High School in 1978. To sum Angela up into so few words is impossible. She had such a vibrant personality- she simply was herself. If you spent any time in her presence, you were sure to have a good laugh. She was a force of nature.
Angela is survived by her children Erin (Stephen Colvin), Hailee (Brett Weideman) and Jess Gardner, her aunts Christine Johnson and

Joanne Gregg, and siblings Jimmy (Sue Munyon), Helen (Fletcher Gardner), Tommy (Vicki Munyon), Timmy (Viola Munyon), Eddie (Heidi Trivett). Grandchildren Hudson Weideman, Bodhi Weideman, Amelia Colvin, Estella Colvin and many nieces, nephews and cousins.
Angela found eternal peace alongside her daughter Autumn Gardner, father Jed Munyon and mother Rosie Steineke. A Celebration of Life will take place at 5:30pm on June 27th, 2025 at the Grange Hall in Harbor, Oregon.

I am not sure where he fancied, I said “all” in an opinion piece over the last eight months, as I am aware of the fact no two people are alike. This makes it kind of tough on any attempt at an all-consuming “Big Government” to successfully be beneficial to all it governs. Fashioning a smaller and more limited government, the choice of this country’s founders, clearly was a better choice, rather than the bloated government we now have at most levels, Federal, State, County, and City.
In fact, I think most people should be able to think for themselves and make choices which are beneficial to their respective standards of living is a “good thing.” States and local governments which don’t allow for such diversity tend to lean toward what has happened to California

Pamela Joyce Louy passed away peacefully at home, surrounded by her loved ones, on May 12, 2025, at the age of 72. She was a devoted wife, loving mother, cherished grandmother, and a treasured friend to many.
Pam was born on July 31, 1952, at Oak Knoll Naval Hospital in Oakland, California, the eldest of seven children born to Harold and Joyce Venne. Pam’s early years were spent living all over the country, beginning in Hayward, CA, and with stops in Queens, NY, and El Paso, TX. One of her fond childhood memories was witnessing the Beatles arrive at JFK airport in New York City for the first time. The family eventually returned to California, where Pam attended high

A shrinking population with the majority remaining dependent on “government services,” a faltering economy, and the exodus of many who are looking for greater opportunities is a disaster in the making. A local government, both at the City and County level, dependent on a Sacramento government which has squeezed the life out of much of the State’s residents and their livelihood will have great difficulty growing. It is for this reason I spend countless hours attending meetings to express my opinion and write on Page Two of The Triplicate, to make the best possible outcome for the largest number of people who are my friends and neighbors. Unless you remain behind Kevin’s “wall” things are happening in this State which do not bode well for its residents. A change in course is necessary for our future welfare. As change has come to the national govern-

It was in Crescent City that she met and married the love of her life, Dennis. Together, they shared 45 years of marriage and raised three children—

The simple fact of the matter, we can no longer pay for a government we cannot afford. Something must change in the near future before too many of the local residents are dependent on services at 880 Northcrest Drive (Department of Health and Human Services).
Kevin, you may think all you want “if you are respectful, compassionate and patient” people will change for you. How about you change for the betterment of residents in Del Norte County, because what has been peddled in California for several decades now, is not working. The State of California and Del Norte County are in a state of decline which has become all too-evident. So much like the 70’s sitcom, Welcome Back Kotter, What goes around, comes around.
Meagan, Stephen, and Erin—in the close-knit Del Norte community. Pam was deeply committed to community service. As a longtime member of the Del Norte Afternoon Rotary Club, she played a key role in organizing many local events, serving with enthusiasm as the club’s Events Coordinator. She and Dennis devoted countless hours to Rotary, always giving back to the place they called home. More than anything, Pam was a dedicated mother. She never missed a moment in her children’s lives—cheering at Meagan’s games, applauding Stephen’s performances, and attending every one of Erin’s choir concerts. Her children were truly her greatest joy.

Pam was preceded in death by her parents, her sister Donna and brother Patrick, and is survived by her beloved husband Dennis; her children Meagan, Stephen, and Erin, along with their partners; her adored grandchildren McKenna, Kamryn, Hudson, and Kennedy; and her siblings Vicki, Shelley, Debi, and Michael. She will be remembered for her warmth, generosity, and unwavering devotion—to her family, her work, and her community.

What Does Patriotism

Patriotism Means to love, fight for and honor your country even when things are difficult.
Many people know who George Washington was but not everybody knows how bravely he fought and how richly he deserves the name, “Father of our Country.” George Washington courageously saved so many lives and he almost died in the process. This man was a true hero. He struggled through many battles. Some he lost and some he won, but in the end, all was well and he had captured the heart of our Country. George Washington showed exceptional patriotism and determination in the independence of our country against all odds, he prevailed when all hope seemed lost.
Abraham Lincoln’s Gettysburg Address really intrigued me. He spoke of men who gave their lives
in devotion to our country. He also spoke of men who gave their lives in devotion to our country. He also spoke about a new birth and how those men who died would never be forgotten. The ultimate patriotism comes from those who sacrificed their lives so that we can live out those liberties guaranteed us in The Constitution. Freedom of Speech and Freedom of Religon are some examples of our Constitutional rights that are dear to me. The Father of our Country showed fortitude and his legacy of patriotism lives on. To live in America to me us a great honor that I will not take for granted. America holds the title of the greatest country in the world because se are able to have Constitutional rights that don’t exist in other countries. The finest thing about America that sets us apart from other countries is that America is a free country who loves God and cares for

CC Diner is most definitely a positive force in the community and for much of the lunch hour period, it’student standing room only …and his gratitude to both the City, County and all new and regular patrons is profound.

Del Norte’s Hanks enjoys another record-setting season in track

It was another record-breaking spring in track and field for Del Norte High junior Deken Hanks.
The Warriors speedster enjoyed a dominating H-DNL championships, placing first in all four of his events, and he carried that impressive form into the North Coast Section Redwood Empire championships a week later.
Hanks broke his own league record on the way to victory in the 100 meters at the H-DNL meet at Fortuna High School on May 10, crossing the finish line in a time of 10.7

And he did it again a week later while placing first at the NCS Redwood Empire championships, which also took place at Fortuna High School, winning in a time of 10.57 seconds and further cementing his legacy as the fastest athlete in H-DNL history.
The victory at the Redwood Empire meet qualified Hanks for the prestigious NCS Meet of Champions at Dublin High School, where he reached the final and placed eighth to close out a very impressive season.
“It was a great year, the kind of year you want any athlete to have,” Del Norte head coach Taylor Duncan said of Hanks. “Obviously there were some high highs and some things to work on, but I couldn’t be more proud of Deken. It was a great year of growth.”
For good measure,
Hanks also placed first at the league championships in the 200m, and also was a part of the victorious Del Norte 4x100m and 4x400m relay teams.
He teamed with Santiago Velasco, Landon Balent and Mario Ledezma to win the 4x100m and with Balent, Jayden Garcia-Levy and Dylan Rodriguez to win the 4x400m.
His four wins on the day helped lead the Del Norte boys to a team league championship.
The Warriors placed first in six of the 17 events and scored 173 points, which was 41 better than second-placed Eureka.
Rodriguez also won the 3200m in a time of 10 minutes, 9.82 seconds and placed second in the 800m.
Del Norte’s Brandt Pennington took first in the boys high jump with a jump of 5’ 8”.
The Del Norte girls, meanwhile, placed third as



a team at the league championships, led by sophomore Avery Ritter, who won the 300m hurdles with a PR of 51.07 seconds and was second in the 100m hurdles.
The story of the spring for the team, however, was the performance of Hanks, who first broke the league record in the 100m with a time of 10.76 seconds at the Phoenix Invitational in Oregon in April of last year. He followed his impressive showing at this year’s league meet with another dominating day in the sprints at the Redwood Empire meet, placing first in both the 100m and 200m. In addition to his league-record performance in the 100m, he also set a PR in the 200m with a time of 21.91 seconds.
Hanks, who also is a standout soccer player for the Warriors and holds the school record for most goals in a single season, should only continue to get better with one more year of high school competition still remaining.

The project proposals submitted require a single cost breakdown for the following elements of work:

Reconstruct Wildlife Perimeter Fence Provide all labor, materials, equipment, tools, transportation, insurance, and services to reconstruct a Wildlife Fence that includes one double gate for vehicular access. The project is in an environmentally sensitive area. It is the policy of the Border Coast Regional Airport Authority to provide for the procurement of environmentally preferable products, including reusable, reused, recycled, and composted products. The Border Coast Regional Airport Authority, its departments, staff, and
contractors must specify and utilize these products whenever practical.

The project is for a public works improvement and is subject to both state and federal prevailing wage rates. The federal prevailing wage rates under the DavisBacon Act (40 U.S.C. 3141 et seq.). 10. Performance and Payment Bonds. The successful Bidder must execute a Performance Bond and a Payment Bond for not less than one hundred percent (100%) of the construction price, issued by an Admitted Surety, an insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during the 2025 calendar year.
11. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code Section 22300.
12. Subcontractor List. Each Subcontractor must be registered with the DIR to perform work on public projects. Each bidder must submit a completed Subcontractor List form with its Bid Proposal, including the name, location of the place of business, California contractor license number, DIR registration number, and percentage of the Work to be performed (based on the base bid price) for each Subcontractor that will perform Work or service or fabricate or install Work for the prime contractor in excess of one-half of one percent (0.5%) of the bid price, using the Subcontractor List form included with the Contract Documents.
