Court assigns receiver to nuisance property The Triplicate, “The use of a court-appointed receiver gives the county a valuable tool in addressing dilapidated properties which impact our neighbors. The county hopes to use the Superior Court more often to help stabilize these neighborhoods. This particular property was among the worst five percent of our complaint-driven caseload.” Mello continued, “The use of a receiver will save Del Norte County thousands on each property it refers to the court in remediation, rehabilitation and recovery of these impacted properties.” The court assigned the California Receivership Group full control for inspecting, seeking licensed contractors, reconstructing and stabilizing this property with the intent to bring peace of mind to neighbors and save precious resources. Del Norte Code Enforcement, the building department and the Crescent Fire Protection District, along with county counsel requested the Superior Court to assign the California Receivership group full responsibilities in control of a long-standing nuisance property in Crescent City. With no stigmatism attached, The Triplicate chose not to identify the site of this residential property which has, until now, impacted a quiet, law-abiding neighborhood. Judge Darren McElfresh granted the request on Friday December 15. What makes this request so unusual is the rarity of utilizing a court-appointed receiver to have absolute control in addressing health and safety code violations, reported illegal drug dealing and abuse and rodent infestation. Del Norte basketball teams building momentum ahead of league play BY RAY HAMILL For The Triplicate

The Del Norte boys and girls basketball teams appear well positioned to challenge for a Big 5 championship this season after productive and successful Decembers for both that saw each win a tournament. The boys go into (went into) the Christmas break riding a five-game winning streak after overcoming a slow start to the season that saw them lose four of their opening five games, while the Del Norte girls are 9-2 after reaching a pair of tournament finals. New girls head coach Dylan Nelson, who takes over this year from Justin Clifton, believes the team will be a force when league play begins in the new year.

We need more I am writing to bring attention to a critical issue that demands immediate legislative action – the inadequate housing infrastructure for disabled individuals and families. Investing in accessible housing is not just a matter of convenience; it is a fundamental right that promotes inclusivity and equality. People with mobility disorders face daily challenges in finding suitable accommodation that meets their needs. Current housing infrastructure often lacks the necessary features, such as ramps, wider doorways, and accessible common areas, leaving individuals with disabilities at a significant disadvantage. Moreover, disabled families encounter additional hurdles in securing housing that accommodates their unique requirements. Legislation is urgently needed to address this disparity and ensure that our communities are designed to be inclusive. Such legislation should mandate the incorporation of accessibility standards in all new housing projects and major renovations. This includes features such as wheelchair ramps, accessible bathrooms, and modifications to common areas to facilitate mobility. Government housing assistance programs should be restructured to prioritize disabled individuals and families, providing financial support for necessary adaptations and accommodations. This approach not only supports those with disabilities but also fosters a more integrated and supportive society. By investing in housing infrastructure projects for disabled individuals and families, we are not just creating physical spaces but also breaking down barriers, fostering independence, and promoting a society where everyone can thrive. Fresh fish fillets forever!

Back in May there was a news splash about a Sea to Market project that proposed to install a fish fillet station for local fishermen to use to sell their catch directly to local customers. The project had just received a grant from the National Oceanic and Atmospheric Administration (NOAA) for $276,776 to develop the fillet station. They had hoped to be open in June 2023 pending approval of building permits and health permits. As can be expected with new ventures, unanticipated complications with permitting delayed the project. Today I can provide an update on the status of Sea to Market, but first I will review the background details. I found an excellent overview of this project in the Wild Rivers Outpost (5/15/23). Here are a few excerpts.

Josh Mims and the Community Food Council hopes to change that. Mims is the project manager of the Community Food Council’s Sea to Market Project. With help from a grant from NOAA, Mims and the Community Food Council are creating a small-scale processing facility that will allow local fishermen to sell directly to the consumer at the Crescent City Harbor. “Most of our seafood that’s caught in Crescent City is shipped north to Washington and Oregon to be processed and packaged,” said Mims. “(It’s then) re-sold throughout all of the 50 states.”

Mims said the Community Food Council is also working on a website to put the consumer in direct contact with the fishermen. “They can pre-order the fish and deliver it to the consumer,” he said. “It’s really shortening that supply chain — kind of cutting out the middle man.” Mims said local restaurants are already on board, including Schmidt’s House of Jambalaya, SeaQuake Brewing and Port O’Pints. Permit Snag This project was all set to go and then hit a snag with the food and health safety permits. During the permitting process two additional challenges emerged. In the interest of consumer safety, the health codes are very strict when it relates to handling and processing fish. The first issue was that the available bathrooms did not meet the code requirements for a commercial kitchen. The project needed a separate bathroom that meets the health code. The second impediment was that the fish fillets could not be sold from the same building as the processing. They needed a separate building for this. Another unresolved issue was developing a permitted plan to manage the fish waste. You might think that this would be discouraging for a project proponent. Rather than despair, Josh Mims and the Community Food Council pressed ahead and overcame these problems.

A New Grant In November 2023, the California Coastal Conservancy awarded a grant to the Family Resource Center of the Redwoods and Community Food Council for the Sea to Market Project. This grant will fund the missing pieces of the permit puzzle. The staff report recommending the grant stated their justifica-

Many organizations push for these simple solutions, and you can help. Governments should similarly increase their funding. Just $6.2 billion annually can save a million lives each year over the coming decades. Each dollar delivers a fantastic $46 of social benefits. We also need to pay attention to cheap and efficient ways to increase learning for kids in schools. Shared tablets with educational software used just one hour a day cost only $31 per student over a year, resulting in learning that usually would take three years. Semi-structured teaching plans can make teachers teach more efficiently, doubling learning outcomes each year for just $9 per

The facility is designed to allow for immediate relocation to adapt to rising sea levels.” Rules Followed “Small-scale fishermen who often have an unused quota of certain species do not have any way to bring those fish to market locally. To do so they need a smallscale processing facility that meets the California Retail Food Code, the temporary Food Facility Code, and the local public health requirements for retail processing.” “Fishermen who want to use the facility will also need to be trained in safe food handling. Once these requirements are met, fishermen will be able to sell to local restaurants or directly to consumers.” It was not easy for Josh Mims and the Community Food Council to persist in developing this project. But it is always better to try to follow the rules. In the long run, cutting corners does not always save time. Partnerships The Sea to Market Project is a great example of the progress that can be made through partnerships. The Crescent City Harbor District has been supportive of this project. They have leased the land and provided necessary utilities for the facilities.

Kevin Hendrick The Family Resource Center of the Redwoods is non-profit group that has served our local families for years. One of their programs is the Community Food Council which is working to build a local food system that provides healthy, culturally appropriate food to all families in Del Norte and Tribal Lands. Sea to Market is a project of the Community Food Council (CFC), which plans to form a separate new non-profit entity to better focus on their mission. Sea to Market will complement an existing CFC program called “Fresh Catch” where they purchase fresh local catch for food banks, food pantries and meal services. A private partner is also critical to the success of this project. Josh Mims has found a local dairy farmer who will be permitted to apply fish fertilizer to his fields. This will benefit the soil and assist local fishing businesses. Forward Progress It gives me hope for our community when I see how tenacious some people are to achieve their mission. This partnership between the Harbor District, Family Resource Center of the Redwoods, the Community Food Council, a local dairy farmer and local fishermen is a collaboration that will most likely succeed. Opinion: Make Our Charitable Donations Do the Most Good By BJORN LOMBORG InsideSources.com

As we set resolutions to achieve personal goals and give back, the end of the year is a time to envision the positive changes we can bring to the world in the next 12 months. It is time for us to consider extending our influence to do the best we can by shining a light on the power of doing good. Globally, all countries have promised to fix all the world’s big issues by 2030 through the so-called Sustainable Development Goals. The world’s governments came together in 2015 to promise to end hunger, poverty and disease; to fix corruption, climate change and war; and to ensure jobs, growth and education along with a bewildering array of major and minor promises like developing more urban gardens. Unfortunately, this year, the United Nations acknowledged we are

failing badly. Promising everything means nothing is a priority. We must insist that our politicians get real in 2024 and focus first on the most efficient policies. And in our own end-of-year donations, we should similarly look to achieve the best we can for every dollar spent. With my think tank, the Copenhagen Consensus, I have worked with more than a hundred of the world’s top economists and several Nobel laureates to discover where each of us can help the most first. Our free, peer-reviewed findings, which can also be read in the book “Best Things First,” offer a roadmap for the 12 most innovative initiatives for politicians worldwide. They highlight proven solutions to persistent problems that deliver immense benefits at low cost. These are policies like delivering more mosquito nets to tackle malaria, nutritional supplements for pregnant women to boost

Governments could dramatically improve education for almost half a billion primary school students in the world’s poorer half for less than $10 billion annually — to generate long-term productivity increases worth $65 for each dollar spent. The subject property remained vacant for several years until unlawful occupation or “squatting” occurred, overwhelming this property, and eventually deeming its status as a nuisance. Code enforcement began receiving neighbor complaints in 2020 for heavy vegetative overgrowth, rodent infestation, junked cars, trash spewed about the property, illegal non-permitted construction, drug activity and other

related health code violations. A formal abatement order was court-ordered in September 2021. Due to unsafe conditions deemed too dangerous for first responders, Crescent Fire Protection District declared the property unsafe to enter. The receiver will conduct a complete inspection of the property inside and out, report to the court a good faith estimate of the cost needed to bring the property back to habitable status. That court date is set for Friday, January 26, at 10 a.m. in Division II.

Wilson touts the recent $10.8 million state allocation to develop programs designed to limit homeless encampments to select locations. “I’m running because I know what work has been done and what work still needs to be accomplished in order to find solutions to our issues,” states Wilson. Linda Sutter self-identifies as an investigative reporter and states she’s running because the county is facing challenges in the areas of commercial and sport fishing, pension liability, lack of law enforcement services, economic blight and a lack of medical services. Sutter states there is a serious lack of transparency and accountability. “The consent agenda is rubber stamped approved without informing the public what is going on,” says Sutter, who vows, if elected, will not vote for any new taxes. Sutter along with Donna Westfall were recently recognized by the Howard Jarvis property tax lobby

group as tax fighters of the year in California. Heather Polen, Community navigator, True North advocacy group is running for the board of supervisors in District 5. Polen issued the following statement: “I’m running for office because I believe our county can do better…I’m tired of a political system that lacks common sense and ordinary kindness. I’m worried about the lack of true fiscal responsibility and sound, transparent, long-term budgetary planning. In my (Dist. 5) neighborhood, we face real issues on housing affordability, crime, lack of healthcare, road maintenance, good jobs and food insecurity. I’m worried about the growing poverty rate among our elderly population. My commitment is to bring effective, inclusive accountable leadership that truly represents the needs of every citizen. The primary election date is Tuesday, March 5. Absentee ballots will be sent out approximately two weeks before the election.

III was born on January • 8:50 am, custody issue, 19, 1952, to Thomas and 1100 block of El Dorado Ellen Brundin in Crescent City, Ca, and said humchi (goodbye) to his loved ones on Thursday, November 9, 2023. Tommy was a contemporary traditionalist, warrior, artist, and bigfoot entrepreneur. A brother, cousin, uncle, friend, dad, and husband, he impacted the lives of many. He was a keeper of good company, and his values of honesty, integrity, and protection were known by those whom he welcomed into his life. Tom had the best stories, especially ones rooted in Tolowa teachings and legends. He lived a sustainable life, one that was kind and gentle to the earth. Tom was recognized for his fine craftsmanship and was a prolific and prominent regalia maker for the Tolowa and Yurok ceremonies. His signature necklace style could be spotted by anyone who knew good work. Tom showed his love through his regalia making and was generous with his love to his family, and community through honoring his Tolowa heritage. He was Influential to his family, through his art, philosophies, love, and protective, and supportive nature. He is survived by his

wife Stacy Brundin and their children Aspen and Aeri (Kai), and his pup Jacky. His aunt’s Irene (Huffman) Reidel, and Viola (Bill) Richards, siblings Kara (Rob) Miller, Marta Brundin, Luanna Scott, and Eric Brundin. Known as Uncle Tommy to Kurt (Megan) Miller, Sara (TR) Samples, Brie (Koiya) Tuttle, Aleah Smith, Brady McConaghy, Kara (Hawk) Mattz, Karlie Scott, Ericka (Elise) Brundin, Laura (Ben) Valley, Kimberly Brundin, Thomas (Edie) Brundin, and Andrew (Monique) Brundin, and cousin to John (Wanda) Green and many other cousins, father-in-law Lee Burges, step-mother Ellen (Paul) Hardman, Brotherin-law’s, Westley (Kristy) Burgess, Darren (Sonja) Burgess and sister-in-law Charmell (David) Camacho and many more family and friends. The void left by Tommy’s departure on his journey is immense, and he is already deeply missed by his devoted wife Stacy, and his loving cherished family. His memory will forever serve as a beacon of trust, love and diligence that will continue to inspire everyone who had the privilege of knowing him. Throughout the natural disaster, the community rallied together to support those who were evacuated, the firefighters and those at greatest risk due to the power being shut off. 2 – Walgreens to close, Chipotle to open Two major businesses announced opposite plans in Crescent City, and the two stories were among the most viewed in the year. Early in the year, Walgreens announced it was closing its store in Crescent City. The company did not cite a reason, but did make plans to move its pharmacy files to Safeway. Just days after Walgreens closed, the Chipotle Mexican Grill announced it was opening a restaurant in the city. The nationwide chain began construction late in the year at its new location, where the two sections of Highway 101 meet. 3 – Crescent City loses a beautiful shining star On the last day of May, 19-year-old Kirsten Jean King was trying to turn onto Highway 101 when her vehicle was hit by a logging truck and she later died from her injuries at the hospital. Her death was a shock to Crescent City, as the community mourned the

4 – New ownership of award-winning brewery In March, news broke that the popular Port’O Pints Brewing company had new owners after Rick and Carol White sold the brewery to Dr. John Kirk and his wife Cynthia Parenteau. The new owners said they hoped to keep the traditional beer that drew crowds while expanding the kitchen and food services. Port’O Pints has been a huge success in Crescent City as the brewery has been bestowed with 89 international and national awards of excellence. 5 – Fashion Blacksmith wins lawsuit against harbor district Over the summer, news broke that a long-simmering dispute between Fashion Blacksmith and the Crescent City Harbor District had been decided in arbitration with the arbitrator ruling in favor of Fashion Blacksmith. When the courts accepted the decision, the harbor district was hit with a ruling saying it must pay almost $2 million along with requirements to make improvements to the building and dredge the inner harbor.

6 – Tragedy narrowly avoided on the jetty In November, the King Tides brought big crowds out to watch the water, but two visitors almost faced tragedy when they decided to avoid warning signs and venture out on to the jetty. 13-year-old T.J. and his mother Shalice Nielson of Utah were hit by the waves and pushed off the

jetty. Quick action by local paramedic Trevor Mortenson saved the day, but the narrow escape served as another warning of the danger of being on the jetty. 7 – Assessor sues Del Norte County In April, news broke that Del Norte County Assessor Jennifer Perry had filed a lawsuit against the county. The suit came after the Del Norte Assessment Appeals Board agreed to lower the property value of a parcel

that was improved to build housing for Sutter Coast Hospital. After Perry set an assessed value of the property, the AAB agreed to lower the value, which led to the lawsuit. 8 – Del Norte murder suspect apprehended In October, a member of the Del Norte County Sheriff’s Office was found murdered, which began a manhunt for a suspect. The suspect, her estranged boyfriend Daniel James

Walter, went on the run. He was captured shortly after the murder after the sheriff’s office went online and shared photos of the suspect. 9 – Abandoned carts foul Crescent City In March, a story was released showcasing the ongoing problem of abandoned shopping carts being dumped throughout Crescent City. Retired paramedic Mario Westphal and his wife Jeannie donated a lot

of their time to collect the carts and return them to the proper stores. 10 – Nuisance building finally comes down For years, an abandoned medical center on A Street had been a blight on the community. Over the summer, the building was finally torn down after the county and a court receiver worked to remove it. The building was successfully removed, leaving an empty lot that can be developed in the future.
