With election certified, Wilson take oath of office

It’s official. Del Norte County Elections Clerk Alissia Northrup has certified the election and administered the oath of office Tuesday to now-Fifth District Supervisor Dean Wilson.

Wilson took his oath earlier than anticipated because his election was a special election to fill the remainder of the Bob Berkowitz term.

Berkowitz passed away several months ago.

Gov. Gavin Newsom appointed Susan Masten to fill the Berkowitz vacancy.

Wilson defeated Masten by a margin of 53.4 to 46.6 percent. Other now-official results:

In the District Four Supervisor race, Joey Borges defeated Patty Adams 55 to 45 percent.

For the Del Norte Unified School District. Abbie Crist in District Two and Michael Greer in District Five were officially elected.

For Crescent City Harbor, incumbents Rick Shepherd and Gerhard Weber will return to office.

Jared Huffman was re-elected to his sixth term in Congress (Ca-2). Mike McGuire and Jim Wood were re-elected to District Two State Senate and Assembly, respectively.

Voters overwhelmingly defeated the repeal of sales tax increases Measure T (City), 78 to 22% Measure U (County) 68 to 32 percent.

A total of 8,450 (56.24 percent) ballots were cast in Del Norte.

Bee hives moved from Smith River home

Honeybee active hives have been relocated in Smith River.

Smith River property owner Matt Westbrook experienced a bit of a bee problem, recently. Who’s he gonna call? Del Norte Beekeeping Association.

Westbrook was attempting to finish building a workroom in a barn on his property off Fred Haight Drive when he discovered at least two large bee hives behind the open air walls. Westbrook called Paula DeBorer, president of the Del Norte Beekeeping Association, for assistance in safely relocating the precious little creatures. Safety of the honeybees was paramount and remains Westbrook’s top priority.

Members on hand, Kristy Rocchi, Macy May, Paula DeBorer, Dan DeBorer and Harley Munger, were resplendent in beekeeping protective apparel. Member Mary Severson was also on site. Munger gently vacuumed the bees onto transport-safe boxes for relocation.

Multiple Del Norte players named all-league

Several Del Norte players have received all-league recognition in football after the Warriors recently concluded another memorable season.

Most notably, senior running back RJ Loftin has been named the Big 4 Offensive MVP for a second straight year, while senior linebacker Giancarlo Desolenni has been named Big 4 Defensive MVP.

Both players played a pivotal role in their final year with the team, as the Warriors rolled to a 9-2 record — including a 3-0 mark in league play — and reached the North Coast Section semifinals despite being moved up to Division 4 this season.

Joining them on the Big 4 All-League team are Del Norte teammates Bryson Price, Bridger Ratnour, Cooper Maxwell, Ethan Thomas, Jacob Dane and Brody Mattz, with seven other Warriors receiving an all-league honorable mention.

Loftin led a dominating ground attack with an average of 115.2 yards rushing a game in nine starts, finishing with 1,037 yards rushing on a teamhigh 123 carries.

The four-year varsity player also scored a team-high 19 touchdowns, and, according to his coach, Loftin’s success began in the offseason.

“I think his dedication to the program has been huge,” Del Norte head coach Nick White said. “He has made the most weight rooms out of anybody as far as the offseason goes ever since he was a freshman.

“His dedication to the program has been amazing, and all that hard work pays off in the end. You just don’t get that, you’ve got to work at it, and he does a great job of putting in the work.”

Desolenni, meanwhile, was a force on both sides of the ball, and earned Defensive MVP honors after leading the most

Robert (Bob) J. Gillis (Uncle Bob) was born in 1925 in San Mateo, California to Mr. Raymond Gillis and Eva Phillips Gillis. He joined the Navy in 1943 and was stationed in Espiritu Santo during WWII. He always told stories about how the constant search for this tactically located pacifi c Naval Base required daily changing of the overhead camoufl age. This Naval Base was soon to be the second largest base in theater and thus had extreme value. To put in Uncle Bob’s words, “We were always busy and always looking up.”

After the war, Bob took a temporary job with Bank of America from which he retired 35 years later. He often joked about being retired longer than being employed by BofA thus provoking the ire of BofA corporate offi ce. He worked in the Bank of America international division mostly in the far east including Japan, India, Singapore, and the Philippines. You should see his passports! One of his favorite stories was the evacuation of Saigon. He had to close the bank, make sure all the confi dential documents were destroyed, and get out of the country. But mostly he remembered being so hungry when he got on the evacuation plane and there was no food to be had!

Our family visited Uncle Bob in Singapore in 1974 and experienced his “exotic” life overseas. We were able to join him on his beloved sailboat and meet many of his lifelong friends.

One of Bob’s passions was traveling. He not only made the million-mile air club while he worked overseas, he also jumped into RVing with his Bounder Class A. He belonged to numerous clubs and enjoyed campouts, rallies, and caravans. Over the 15 years he drove his RV, he visited 44 states and was stopped from completing all 49 due to a medical emergency. He especially loved back-roads to learn about small town America. We affectionately called him “Rand McNally” because he knew every back road, he had ever traveled.

His favorite small town was, of course, Gasquet. When he retired, he came to Gasquet to take care of his mother (Eva Gillis) and the house. He lived in the house his parents built all the way until his death on November 12, 2022. The house was his project. Every time he came home on leave, he did a huge project and after retirement he continued to renovate and expand until we started calling it the Winchester mystery house.

Other things he loved were: cold brew coffee, fi ve fi nger ferns, limburger

THINGS TO KNOW ABOUT LONG COVID

Recent data suggest that as many as 1 in 5 people who are infected with COVID-19 may su er from long COVID, which can include mental and physical long-term symptoms. Here’s what these health issues can look like and when to seek help:

Symptoms of long COVID vary. The most commonly cited symptoms include fatigue, fever, shortness of breath, cough, heart palpitations, dizziness, taste or smell changes, brain fog, diarrhea or stomach pain.

COVID-19 increases risk for long-term brain disorders.

Studies have shown an increased risk for dementia, epilepsy, psychosis and cognitive deficit two years after contracting COVID-19.

COVID-19 can affect many organs and body systems long-term.

The heart, lungs, kidneys, skin and brain can be a ected. COVID also can cause multi-system inflammatory syndrome (inflammation of multiple organs), autoimmune conditions and other new health conditions.

Children are not immune to long COVID. A recent study found that 10 percent of children hospitalized with COVID-19 experienced long-term symptoms three months later. The study also linked that those with a higher number of symptoms had an increased likelihood of developing long COVID.

Long COVID can occur regardless of the severity of the infection.

Although long COVID is more likely in people who had severe COVID illness, even mild and asymptomatic cases can result in long-term e ects.

Vaccination & masking reduce the risk.

Getting vaccinated and boosted against COVID-19 and masking when appropriate can reduce the risk of COVID-19 infection and long COVID.

Seek medical attention.

If your COVID-19 symptoms do not improve after four or more weeks, contact your health care provider to create a medical plan that can help improve your symptoms and quality of life.

Bah humbug

Just in time for the holiday season (also known as “Humbug”,) the spirit of Ebenezer Scrooge is made manifest in the persona of Roger Gitlin. Mr. Gitlin/Scrooge revealed his well-known mean-spiritedness when asked recently if he wanted to add a tip to his food order. Rather than answering with an underwhelming “no,” he gave the upstart lackey a good tongue-lashing in response to the effrontery.

I say we should all join Mr. Gitlin/ Scrooge in a campaign to eliminate out of control tipping, lest we be seen as fearful, pretentious, or punctilious by those underlings working part time for minimum wage.

Let us all raise a hearty cheer of “Bah, humbug!” and dispense with the mealymouthed exhortations of good will usually espoused at this time of year.

The Consent Agenda: Whose consent?

The Consent Agenda on any governance in the Golden State remains a safe hiding place for elected to conceal items it does not want the public to know about. Not always but often enough, very debatable and controversial items are inserted into the murky world of the Consent Agenda for an automatic vote passage. The City, School Board, Harbor and all of the Special Districts have very limited consent item agendae; that’s not been the case for the Board of Supervisors.

Whose consent is consulted? Certainly not the public’s.

On the Board of Supervisors, the Consent Agenda may include in excess of 30 items. Most of these items are routine: approval of last meeting’s minutes, Proclamations honoring individuals or events, again routine type items.

which washed ashore in Crescent City. I pulled the item for discussion and registered my objection to what I felt was a frivolous expenditure. When the moment came to make the motion and second to send Cowan to Japan, all one heard was the silence of crickets. Four Supervisors: Gerry Hemmingsen; Chris Howard; Bob Berkowitz and Cowan were poised to approve this self-serving action on Consent but nary a one of them would stand alone to approve this allocation. The hot spotlight was shining brightly on those four. No motion, no second, no vote, no junket for the Supervisor. The item failed, yet all were content to approve the expenditure with anonymity via Consent. Very disturbing.

Action will wait

I agree with Kevin Hendrick that world overpopulation is a disconcerting problem. Almost certain to exacerbate the ongoing climate changes, lack of food and water, deforestation, and pollution that plagues Mother Earth.

It certainly doesn’t help that most religions seem to advocate large families because they believe their chosen God demands multiple children. Whether or not the children will have enough food, water, and support to live a decent life. As one of the most educated and wealthy countries we should be leaders with other like countries and make overpopulation a major concern.

Sadly, with the GQP taking control of Congress, their focus on Hunter Biden’s laptop, impeaching Biden for no other reason than their dear leader being rightfully impeached, and being influenced by election denying conspiracy theorists, serious action will have to wait.

The Board of Supervisors and all governance in Del Norte conducts its meetings following Rosenberg’s Rules, a shortened version of Robert’s Rules of Order. The Consent Agenda is permitted under Rosenberg’s Rules.

Permitted but not to be misused.

Here are two egregious affronts perpetrated during Consent: During the Del Norte County Board of Supervisors Consent agenda some years back, during the craze of sending our elected to Japan, the Board attempted to sneak through a several thousand dollar allocation to send Board member Lori Cowan to Rikuzentakta at public expense, as part of recognition ceremonies of the recovered Japanese vessel

View from the left

A short time back, Department of Health and Human Services Director Heather Snow attempted to abrogate a 10-year lease with eight years remaining involving the physical moving of Alcohol and Other Drugs from Second Street. The cost to break the lease was a quarter million dollars. The item appeared on Consent. With Supervisor Berkowitz support, I pulled the item off for discussion and expressed my opposition to this costly decision.

Hemmingsen prudently recused himself from the vote which deadlocked the Board 2-2. Approval to cancel the lease was unsuccessful. Several months later, settlement to the owner of the building was agreed upon at a substantially lesser cost of $80,000. These two examples of Consent abuse are not standalone. Fast forward to current. The most recent

Thank you Susan

I would like to share with your readers about my experience I have had with Susan Masten. My neighbors and I have had an ongoing nightmare with vacation rentals taking over our neighborhood, these illegal hotels, as courts have named them, ruin neighborhoods. That being said, my neighbors and I approached Susan, because our supervisor, (‘supervisor Howard’) is a vacation/hotel owner who owns and operates a few of them.

Susan got right back with us, heard our concerns, and set up a neighborhood meeting. Susan understood and saw the issues like zoning laws, septic, occupancy, noise, parties, as being serious issues that need to be addressed. With Susan’s help, and now the help of other supervisors, we are looking at what the county can do to protect our neighborhoods from these commercial enterprises that are degrading our neighborhoods and dodging laws for their business plans.

Susan Masten has proven through her words and actions, that she supports our whole community, and listens to our concerns. Which, I would say is rare and refreshing to experience.

Thank you Susan,

Inspired by the column that Roger Gitlin wrote last week, I want to invite you all to play a holiday matching game. See if you can match the statement with the character that said it. Was it Scrooge, the Grinch or Gitlin?

1) “I don’t make merry at Christmas, and I can’t afford to make idle people merry.”

2) “Look, I don’t want to make waves, but this whole Christmas season is stupid, stupid, stupid.”

3) “Why are you asking me for a gratuity for simply doing your job?”

The first quote was part of Scrooge’s answer when told by a gentleman collecting funds that “it is more than usually desirable that we should make some slight provision for the poor and destitute, who suffer greatly at the present time…” Scrooge responded, “If they would rather die, they had better do it and decrease the surplus population.

The second quote is from the Grinch who also concluded, “I must stop Christmas from coming…but how?”

The third line is taken from Roger Gitlin’s last column when he confessed to berating a food service worker for having the audacity to ask whether he wanted to leave a tip. He could have simply said no or even better no thank you, but instead decided to express his ire to this low wage service worker.

Gitlin went on to describe the few reasons he could think of why people would choose to tip; future service, fear, showing off and sense of duty. However, he forgot one very reasonable justification for leaving a tip…gratitude.

Food service workers are most often paid at the lowest minimum wage and rely on tips to scrape out a living to support themselves and their families. A gratuity is a way for a customer to say thank you for being there to provide this service.

How soon we forget as memories of the Covid shutdown fade. These are the people that we learned to call essential workers when they risked their health to show up at their low wage restaurant jobs so that we could regain some return to normalcy.

I could find some common ground with Gitlin if he was suggesting that restaurants should pay workers a living wage so that they are not so heavily dependent on tips. But Gitlin also makes the statement that “the federal government continues to aggravate entry level minimum wage employees with unreasonable minimum wage requirements.”

While I am not entirely sure what this sentence means, it is clear to me that Gitlin does not support a higher minimum wage. My conclusion is that he thinks these lowly service workers should just shut up and do their job without expecting any appreciation for services rendered.

As we glide through the holiday season, we have passed Thanksgiving when we are reminded to be grateful for what we have. We are approaching Christmas which embraces the spirit of giving. This will be quickly followed by New Year’s Eve when we take stock of the current year and resolve to do better next year.

Hanukkah, which begins on December 18 and ends on December 26, has a longstanding tradition of giving gifts of “gelt” or cash to celebrate the triumph of light over darkness. There are many customs and traditions of this holiday season which broadly support sharing and caring for our fellow men and women.

The stories of Scrooge and the Grinch have happy endings with the Grinch’s heart growing three sizes and Scrooge buying a fat Christmas goose for Tiny Tim. Reality does not always have a happy ending like the made-up stories,

Guest CoLumn

When Colorado passed its Red Flag law, called “Extreme Risk Protection Orders,” in 2019, El Paso County Sheriff Bill Elder announced his opposition: “I am exploring all legal options and am vigorously challenging the constitutionality of this law.”

He wasn’t alone. Many county sheriffs in Colorado said they believed the law didn’t allow enough due process or was unconstitutional.

But since then, some 20 of these so-called “sanctuary” counties have seen the light, implementing this sensible law so that weapons have been taken away from violent people. But it was not used in El Paso County’s Colorado Springs, where a man recently killed five people and wounded many others at Club Q, an LGBTQ bar.

The shooter, who survived, never had to go to court to defend himself against the Red Flag law — even after law enforcement was called in a year ago to stop him from threatening his family with a bomb.

Agenda showed 17 items on the Consent Agenda. A single vote approved all items for additional State funding benefitting Health and Human Services. For the last 23 months, the current Board has never rejected any pass through funds to Heath and Human Services. 100 percent approval of pass-through funding. I find it more than curious the County automatically rubber stamps approval of these funds to a Department which already controls about 45 percent of the County budget.

With the addition of Supervisor-elect Joey Borges and newly-sworn in Dean Wilson, hopefully, the public will observe the process of pulling off and opposing some of these questionable expenditures, in effort to redefine Del Norte County.

The Consent Agenda needs to be reviewed and appropriate changes be made for open, honest debate, and revealing to the voters where our elected stand on oft-times controversial spending measures from Sacramento and Washington, DC. One size does not fit all. The Board of Supervisors has options and the public must be respected with exercising these options.

Roger Gitlin is a retired two- term Del Norte Supervisor. He resides in Crescent City.

Scrooge, the Grinch or Gitlin?

but I believe that collectively we make our own future by the actions that we take every day.

It is my holiday hope that we all can find room for our own hearts to grow and that this will result in more generosity to others. Our community becomes a better place when we are nice to each other.

If you are able, make a donation to a good cause or give a tip to help people that are less fortunate. Consider the good that this will do for your own soul and the wellbeing of others.

We have hundreds of people in our community that are struggling to live without housing and food. As the cold winter weather bears down on us, please have some care for these people. Some may die without compassionate assistance.

There is a very committed and effective organization called Del Norte Mission Possible that is doing their best to help the unhoused in our community. I encourage you to make a one-time donation or a monthly pledge of support to enable them to continue their programs.

It is quick and easy to contribute online by going to delnortemissionpossible.org.

As Scrooge and the Grinch both discovered, it is never too late to embrace the true spirit of giving that the holidays represent. In the end you will be happier for your kindness.

I wish you all a Merry Christmas, Happy Hanukkah and prosperous New Year.

Red Flag laws work, but they have to be used

If anyone needed to be parted from weapons, it was the Club Q shooter. But sadly, in the wake of massacres like this, we frequently learn that no action was taken earlier by either law enforcement or family.

The El Paso County Sheriff’s office, in a statement to the Colorado Sun, admitted that it has never initiated an extreme risk protection order, the first step in removing a firearm from someone under Colorado law.

The Red Flag law builds in due process, as only a judge can begin the process of removing someone’s guns. A second court appearance is necessary to extend a temporary protection order beyond two weeks. While a Red Flag law is now used in 19 other states, the Associated Press found that Colorado residents invoke the law less often than residents of other states.

Why not? A major reason is the anti-democratic ideology of county sheriffs who choose what laws to enforce. Sheriffs have bought into the peculiar notion that a county has ultimate legal authority to uphold the Constitution of the United States.

One result of this old “Posse Comitatus” approach is that local sheriffs feel free to ignore

state laws they don’t like. All they have to do is label them “unconstitutional.”

This attitude was on full display in several states when they issued emergency orders to curb the spread of Covid 19. Rural sheriffs in Nevada, New Mexico, Oregon, Washington and California resisted. They defied the orders of their state government and refused to enforce public health measures.

The backbone of this county approach is best represented by the Constitutional Sheriff and Peace Officer Association, a group based in Arizona and founded by Richard Mack, described by the Anti-Defamation League as an “anti-government extremist.” Mack is also credited as a founding member of the Oath Keepers, infamous for their involvement in the January 6th Capitol riot.

In my home state of Oregon, this rhetoric has made inroads. Though a contentious ballot measure restricting magazine capacity and implementing a new firearm permitting system recently passed, several county sheriffs have joined lawsuits to prevent the reforms from going into effect. Many more of Oregon’s 36 county sheriffs have stated they will not

enforce all or parts of the law.

While not all of these sheriffs may view themselves as members of the Constitutional Sheriff and Peace Officer Association, the influence of its ideology is undeniable.

You would think it goes without saying, but the job of a county sheriff has never been to interpret laws as they see fit. Sheriffs are elected officials entrusted by their community to apply laws fairly. Allowing sheriffs to act as supreme legal arbiters is wrongheaded and dangerous.

If the El Paso County sheriff or the shooter’s family had implemented the Red Flag law, a massacre might have been prevented.

So called “Constitutional Sheriffs” couch their rhetoric and ideology as a fight to preserve liberty and justice. It is almost as if they were living in a fictionalized version of the Wild West, where a lone sheriff with a gun upholds civilization.

To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the will or estate, or both, of Stacie Marie Perez

A Petition for Probate has been filed by: Matthew Perez, in the Superior Court of California, County of: Del Norte.

The petition for probate requests that: Matthew Perez be appointed as personal representative to administer the estate of the decedent.

The petition requests authority to administer the estate under the Independent Administration of Estates Act. (This Authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A hearing on the petition will be held in this court as follows: Date: January 6, 2023 Time: 10:00am Dept.: 2 Address of the Court: 450 H Street, Crescent City, CA 95531

If you object to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. If you are a creditor or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law.

You may examine the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250.

A Request for Special Notice form is available from the court clerk.
