The 1.24-acre, now-vacant premium parcel is located at 200 A St., once the site of the long-vacant eyesore “A” Street Medical Ofﬁce building that was razed last year, after the city declared the property to be a nuisance and in violation of several state health codes. Superior Court-appointed receiver Richardson Griswold Associates removed the structure, including the concrete slab and the hardscape and overgrown vegetation to near-pristine status. We need role models Do we have role models anymore? We used to talk about who is, or who isn’t a good role model. The closest person that fills that description that I’ve seen recently is Time Magazine’s Person of the Year, Taylor Swift. However, she is not billed as such. Rather, she is described as “the editors’ assessment of the individual who most shaped the headlines over the previous 12 months, for better or for worse. In a divided world, where too many institutions are failing, Taylor Swift found a way to transcend borders and be a Source of Light.” This might be news to many of is who haven’t heard of her, but her story is inspiring in a world that is very much in need of good role models, far beyond her career success. To learn the amazing details of her career, you will need to read Time Magazine’s Person of the Year issue. In her own words, “She’s modeling radical self-acceptance on the world’s largest stage, giving the audience a space to revisit their own joy or pain, once dismissed or forgotten. Getting to this place of harmony within her past took work.” One clue to her success in such a cutthroat business is that she grew up on a Christmas Tree farm in Pennsylvania with her younger brother Austin, away from the grim reality of modern cities, and especially show business. Her father Scott was a stockbroker with Merrill Lynch, and her mother Andrea was in marketing. So the family was certainly in touch with the world. “For building a world of her own, that made a place for so many, for spinning her story into a global legend, for bringing joy to a society desperately in need of it, Taylor Swift is Times 2023 Person of the Year.” I’m asking those of you who can tell us about role models here in town. I think it’s a great theme for the New Year. I personally would nominate Sunny Baker, a friend of mine. She arrived here with her two small boys about 15 years ago from Korea. She has gone from a restaurant waitress with a modest knowledge of English, to an important position with Social Services. But, most of all, any time I mention her name to anyone, they say, “Oh, I love her.” My interest in writing this letter is to encourage others to contribute information about great role models you know of. Teachers, ask your students to write about their role models. You don’t have to be Jesus to be a role model. Above all, don’t let disgusting drugs rob you of your power. aylor Swift quotes the Beatles lyric, “Take these broken wings and learn to fly.” The same goes for Big Government that “helps you” when you need to learn to help yourself, My mother told me that when I was a child, I would say “Do Self.” I still think that’s an important concept.

What are they for?

The Tri-Agency Economic Development Authority held a Board of Directors meeting on January 4. The meeting was attended by Supervisor Chris Howard, Harbor Commissioner Wes White and City Council members Blake Inscore and Ray Altman. Only a few members of the public were in attendance. Alec Dompka, an economic development specialist from UC Davis University Extension, gave an update on the preliminary results of a Needs Assessment that they are conducting for our county. This is an effort to identify what is lacking or needed for our community to have successful economic development programs.

Needs Assessment The four most mentioned needs are increased staff capacity, housing, offshore wind, and increased collaboration. It was found that there is a need for increased staffing to work on economic development. Although some agencies have staff who work on economic development, they also have other duties. Housing was identified as a critical need that impacts economic growth. The general shortage of housing makes it harder to recruit teachers, medical professionals, peace officers and other workers. The consensus was that people tend to use “nonplussed” to mean the opposite of what it really means. “Right, June? What say you, June?” To which I said me — nothing. I had a fuzzy recollection of once being aware of how this word worked. But for the life of me, I couldn’t remember what the controversy was

economic prosperity and resiliency in a region. The CEDS must be updated every five years to qualify for funding from the U.S. Economic Development Administration. The Del Norte County CEDS is due to be updated soon, but the results of the Needs Assessment shows that our CEDS is still relevant for Tri-Agency to use today to guide their activities. Seventeen of the 23 issues identified in the Needs Assessment are already identified in the Del Norte CEDS. There is a laundry list of economic development projects in the Del Norte CEDS that Tri-Agency could work on. Based on the Needs Assessment, Alec Dompka concluded that there is a need for county-wide economic development coordination and implementation. Joint Powers Agreement The Joint Powers Agreement (JPA) defines the purpose, powers, and restrictions of the Tri-Agency Economic Development Authority. Updating and approving the revised JPA is a condition for the member agencies to continue to participate and contribute funding for the continued operation of Tri-Agency. The JPA defines the purpose of Tri-Agency is “to implement, coordinate and administer general economic development programs on behalf of the member agencies, including but not limited to, public works projects, projects which raise the economic and educational levels of the residents of Del Norte County, projects which provide jobs, and projects which assist industrial development.” In response to concerns over past Tri-Agency lending practices, a restriction on their powers was added to the prior draft. Tri-Agency “shall not operate any form of lending program, included but not limited to revolving loan programs and intermediate lending programs…”

After the revised draft JPA was circulated to the member agencies, one new addition was requested by the County. It is a restriction of power which states Tri-Agency “shall not support or pursue activities involving the offshore generation of wind energy.” This was added to appease one or more Supervisors who oppose offshore wind development, but this policy statement is the political equivalent of hiding your head in the sand. If we don’t talk about it, it won’t happen. Offshore wind will likely happen off our coast and there is very little local government can do to stop it. Even if we have concerns or complaints about the possible negative effects of offshore wind, we are better off being at the negotiating table. If we are not involved there is a no chance that our concerns will be addressed or the negative impacts mitigated. Tri-Agency is the obvious choice to represent our concerns.

Offshore Wind

Community Benefits Wind development companies will often negotiate Community Benefit Agreements (CBA) with local governments to help financially compensate for negative impacts that may result from offshore wind development. Tri-Agency is well positioned as a regional agency to negotiate a CBA for our community. If Tri-Agency is prohibited from pursuing “activities involving offshore generation of wind energy,” then they would be prevented from negotiating mitigation and community benefit agreements. If local agencies are not coordinated, wind companies will more easily divide and conquer to negotiate less beneficial agreements. The Tri-Agency Board members each appeared to recognize the detriment of adopting this new restriction on JPA involvement with offshore wind, but conceded that they did not want to allow this one issue to torpedo the Tri-Agency all together.

— or even the definition. Clearly, it’s time for a refresher on “nonplussed.” The verb “nonplus,” means to perplex or baffle. But you don’t hear it much as a verb. People don’t often say, “Yo, don’t nonplus me, dude.” They could, but they don’t. Mostly, you hear it in sentences like “He was nonplussed,” in which it’s a verb participle being used as an adjective. Using past-tense verbs as adjectives is standard, by the way. Think: “broken heart,” “painted fence,” “canceled flight,” “known quantity” and “waxed floor.” “Nonplussed” can be spelled with one S or two, but the double-S form seems to be preferred by dictionaries. As a noun, “nonplus” means a state of perplexity or a quandary. But this,

too, is rare. You don’t often hear “The math questions on the test really threw me into a nonplus.” In fact, this is how “nonplus” first entered the English language in the 16th century: as a noun meaning “quandary,” which was picked up from the Latin “non plus,” which means “no more.” Here’s an example from 1593 cited by Merriam-Webster. “I am brought to a nonplus, O Lorde what shall I saie?” It took another century or so before “nonplus” evolved into a verb meaning “to cause to be at a loss as to what to say, think, or do,” which is basically what it means today. But here’s where “nonplussed” gets controversial: About 100 years ago, people started using “nonplussed” to mean “unfazed” or “relaxed.” Take,

Hope Abides It is my continued hope that the City, County and Harbor can come to agreement on a reformed Tri-Agency, but I am starting to lose faith that this will happen. It is a bad sign that the agency is facing such strong headwinds and it may not be possible to bring this across the finish line. I strongly recommend that the County agree to remove this prescribed restriction on involvement with offshore wind. It doesn’t make sense to withdraw from consideration a potential new industry. People can be skeptical but there is no harm in continuing to monitor this process. There might be harm if we disengage. To the people that are opposed to entrusting Tri-Agency with regional economic development, I ask: if they are against Tri-Agency, what are they for? Who will lead economic development, if not Tri-Agency? I think we should give Tri-Agency a chance to succeed. I am glad to see that the Tri-Agency Board of Directors is pressing ahead to reanimate this moribund agency. He could feel the pricking and stinging of the old anger as it strove to rise up in him, but it strove against love. He could not be angry.” In other words: He was “nonplussed” because he didn’t get mad. According to dictionaries, this is incorrect. But I would caution you against seeing this issue — or any language issue — in terms of absolute right and wrong. After all, just a few short centuries ago, “nonplussed” wasn’t an English word at all. And for at least a hundred years, it was wrong to use it as a verb or a participial adjective, which we now consider right.

District is lending local crabbers a hand. “The Crescent City Harbor District does not believe the fisherman should shoulder this burden alone,” said Harbor Master CEO Tim Petrick. “In consultation with representatives of the fishing fleet, we decided since they are making half in January, their crab pot storage fees will be halved for January 2024.” Petrick said he wanted to thank Josh Mims and RB Pincombe for advocating so clearly on behalf of the crabbers.

Rancheria acquires property on South Beach BY ROGER GITLIN The Triplicate

A multi-acre parcel on South Beach has been acquired by the Elk Valley Rancheria. The funding for the $725,000 purchase comes from the California State Coastal Conservancy. The property sits on the ocean side of Highway 101 across from Sand Mine Road. Elk Valley Rancheria will oversee the 9.19-acre parcel for the beneﬁt of wildlife habitat enhancement and public access and for the removal of invasive species. The property was acquired to protect open space and implement sea level rise adaptation measures. The Tribe’s association with this property is steeped in history. Accord-

ing to Tribal lore, tribal membership lived in Del Norte County for over 1,000 years in villages located on villages on bluffs overlooking the Paciﬁc and along the banks of local watersheds. Plans call for establishing walking trails and creating vehicle access in designated parking areas. Elk Valley Chairman Dale Miller lauded the Coastal Conservancy for the grant to help preserve the property for generations to come. “The site of the property is of importance to Rancheria’s citizens, both for cultural and subsistence purposes and the acquisition of this property is consistent with the Tribe’s community-oriented goals including ensuring environmental stewardship,” stated Miller.

Airport Director Ryan Cooley paid homage to Contour. “We are thankful for the years of service Contour has provided our community and for bringing regional jet service to our region,” stated Cooley. A smooth transition of service is anticipated, including the refund of Contour tickets issued after March 16. The Essential Air Service agreement with BCRAA funded by the Department of Transportation operates currently through the end of September, according to Cooley. Advanced Air is headquartered in Hawthorne and its equipment is a 30seat Dornier 380 regional jet aircraft. Advanced Air will mirror the Contour schedule to Oakland and plans to offer service to the Southland, through Los Angeles Hawthorne airport. Cooley revealed there will be two additional ﬂights and shuttle service to nearby LAX. Advanced Air has committed to $30,000 per year in local marketing and advertising. Janelle Sue Criteser was born to Raymond and Phyllis Criteser on June 28, 1958. She was the youngest of four siblings, born and raised on the reservation in Smith River. She departed this world on December 29, 2023. Janelle was a proud citizen of the Tolowa Dee-ni’ Nation. She attended Smith River School from kindergarten to 8th grade and graduated from Del Norte High School in 1976. She often would recall special moments spent with her grandmother Elsie in Big Flat on the family property with many of her cousins. Janelle was known as a hard worker and had several occupations throughout her lifetime. She worked in the lily ﬁelds, as a crab processor, a housekeeper, and a dental assistant at United

Indian Health Services. Her longest career lasted over 12 years, working with Del Norte County Health and Social Services as a social worker’s aide. In her early years, she married her teenage friend, Edwin Lee Owings. They were married for 13 years and had two daughters, Cara Sue, and Emily Rose Owings. Janelle was a ﬁsherman’s wife through and through and often helped Eddie with his crab gear and baiting. Later in life, Janelle found true companionship with Earl Ira Brown. Together, they had a son, Guschu in 1995. While her son was still a baby, she attended College of the Redwoods and graduated with her AA degree. Earl and Janelle were married in 2001, their wedding is still remembered as the party of that year. Together, they

Her life was a testament to her appreciation of her heritage and was dedicated to raising and teaching her children the importance of continuing family traditions. They raised their family and resided in Smith River on the reservation until both of their passings. She enjoyed camping, swimming, baking, and dancing. She attended several concerts and enjoyed listening to music. One of her favorite pastimes was beachcombing. She spent a lot of time with her mother, they enjoyed playing bingo and making an annual trip to Siletz, OR to attend the Pow Wow. Janelle is preceded in death by her husband Earl, her parents, stepparents, and her siblings David and Rayona Criteser. Her family ﬁnds comfort that she is reunited with several other aunts, uncles, grandparents, nieces, nephews, cousins, and friends. She leaves behind so many loved ones and will be missed dearly by all those who knew her. She is survived by her children Cara Kuhn

Paul Leroy Harris, 77, of Crescent City, CA, passed peacefully at home in his sleep on August 29, 2023. Paul was born in Shawnee, OK in 1946 to Hershel Paul Harris and Jewell Mae Chastain. Paul began his service in the United States Army at the age of 17 and was honorably discharged in 1966. Succeeding his service he met the love of (Michael), Emily Reed his life, Brenda, and they (Thomas), and her son married in 1968. They Guschu Brown. North Coast Redwoods District announces new deputy superintendent California State Parks North Coast District recently announced the hiring of Shelana deSilva as the new deputy district superintendent. Shelana’s primary work will be guiding the partnership with Redwood National

OBITUARIES Mary Burgess 9/28/1945 - 12/25/2023

Resident of Crescent City, CA. Mary went home to be with the Lord on December 25, 2023, at the age of 78. She’s the daughter of Ancie and Ernest Lair and sister of Beva Tinker, Millie Jackson, and Barbara Lair; niece, Roxanne Jackson, nephews, Zack Jackson, Gregory Jackson, and Chris Johnson; grandniece, Kara Jackson, grandnephews Niko Fonseca and Austin Johnson. Mary was a joyful person, full of life and laughter. She was a bright light who always put other people ﬁrst. She had a kind, fun, loving and generous spirit. All her life, she took care of others. We, her family, will never forget her generosity — evident in all of the adventures she

took us on and the gifts she gave us. But most of all, we loved her kind and fun-loving heart. Mary took wonderful care of her last surviving sister, Millie Jackson, and continued to care for her after she went to live at Azalea Gardens. Visiting Millie often, Mary would bring her little presents, take her on mini adventures to get hamburgers, and so much more. Mary’s generous spirit extended to the staff and residents at Azalea Gardens. They loved her homemade cookies and Jello and all the other treats she would bring them. Mary also donated clothing and other items to the residents, as well as to the South Coast Humane society, as she always loved animals.

Mary’s loving heart and generous nature extended far and wide, as she shared with family members, friends, and people in need. She will be deeply missed, but we know that we will be with her again someday. Her funeral will be held Sunday, January 21, 2024, 3:00 pm at Cornerstone Assembly of God, 1281 Douglas Street, Crescent City, CA 95531.

Phyllis Jean Rickner Phyllis Jean Rickner, devoted wife and mother is survived by Mike, husband of 48 years, son Kenny and daughter-inlaw Miranda, daughter Sarah, along with her three brothers and 1 sister, 5 grandchildren, and 2 great grandchildren.

Phyllis was loved by more people than she knew. Phyllis was always willing to help people even when she herself needed help. Always working, she never liked sitting still. Phyllis will truly be missed.

Four Humboldt textile artists receive 2023 Victor Thomas Jacoby Awards Devva Kasnitz “A Disability Ethnography of Spinning” This Eureka-based artist, a medical anthropologist and disability studies scholar, likes to spin into yarn various ﬁber such as sheep, goat, alpaca, dog and cat. Her current project is to bring “more recognition of art into this humble utilitarian practice of spinning ﬁber by sharing it and building community.” She is particularly keen on combining her yarn with unique textures and baubles such as tiny sand dollar fossils from the South Fork of the Van Duzen River.

Humboldt Area Foundation+Wild Rivers Community Foundation (HAF+WRCF) is proud to announce that four Humboldt County artists – Devva Kasnitz, Jessica Trudeau, Michelle Sonnenfeldt, and Sasha Lyth – are recipients of the 2023 Victor Thomas Jacoby Award. The Humboldt County weavers, spinners and dyers were selected for their artistic vision and creativity. Each recipient receives $10,000 to support their work. The four artists were recognized during the Victor Thomas Jacoby Award Reception Dec. 13, as were recipients from 2021 and 2022, when the annual award reception was put on hold due to COVID concerns. The 2021-22 recipients were Annette Makino, Zak Shea, Claire MacKenzie, Daniel Willson, Steph Thomas, Shawn Gould, Mo Harper-Desir, Marceau Verdiere. Every fall, local artists are encouraged to apply for the Victor Thomas Jacoby Award and submit examples of their work and share their vision for innovation and how they are pushing their art to the next level. This year’s focus was on textile artists specializing in weaving, spinning, and dyeing. “Victor’s passion for the arts has ignited a legacy of empowerment, weaving dreams into reality through the tapestry of creativity,” says Sydney Morrone, Grants and Scholarships Manger. “His spirit lives on as HAF+WRCF supports Humboldt County artists and craftspeople as they continue to expand the boundless horizons of their artistic pursuits.”

Jessica Trudeau “Weavings Ability to Educate, Impact, and Contribute” A weaver who earned a BFA from The Maine College of Art in 2003, Trudeau is drawn to weaving’s ability to alchemize natural materials into a conglomerate of tactile and visual experience. “The raw depth, complexity of pattern, and dimension of color in the natural world has been a long-standing inspiration to me and has fueled my trajectory in the ﬁeld of weaving. Red Cross: Emergency blood shortage may delay medical procedures The American Red Cross is experiencing an emergency blood shortage as the nation faces the lowest number of people giving blood in 20 years. The Red Cross blood supply has fallen to critically low levels across the country, and blood and platelet donors are urged to make a donation appointment to help alleviate the shortage and help ensure lifesaving medical procedures are not put on hold. Over the last 20 years, the number of people donating blood to the Red Cross has fallen by about 40%. When fewer people donate blood, even small disruptions to blood donations – such as the nearly 7,000-unit shortfall in blood donations the Red Cross experienced between Christmas and New Year’s Day alone – can have a

huge impact on the availability of blood products and dramatic consequences for those in need of emergency blood transfusion. Blood products are currently going to hospitals faster than blood donations are coming in, and in recent weeks, the Red Cross has had to limit distributions of type O blood products – among the most transfused blood types – to hospitals. “Small changes in blood donor turnout can have a huge impact on the availability of blood products and dramatic consequences for those in need of an emergency blood transfusion,” said Dr. Eric Gehrie, executive physician director for the Red Cross. “More challenges may lie ahead as the potential for severe winter weather and seasonal illness may compound the dire blood

Pollinator enthusiasts and scientists have new online tools to identify native bees in the Pacific Northwest. The publicly available “keys” resemble the field guides familiar to fans of fauna and flora but contain the extraordinary detail needed to identify bees, which are much harder to tell apart than plants, birds, mammals and reptiles, according to Jim Rivers of the Oregon State University College of Forestry. “With birds for example, one characteristic can tell you whether it’s a California scrub-jay or a Steller’s jay,” said Rivers, who developed the keys. “Bees are not that way. Many species appear identical at first but are in fact distinguished by very small, nuanced differences.” Oregon alone is home to more than 600 species of native bees. Bees and other animal pollinators enhance the reproduction of nearly 90% of the Earth’s flowering plants, including many food crops, and are an essential component of insect and plant biodiversity. Bees are the standard bearer among pollinators because they’re usually present in the greatest numbers and because

they’re the only pollinator group that feeds exclusively on nectar and pollen their entire life. Rivers, Lincoln Best of the OSU College of Agricultural Sciences and the OSU Extension Service, Josh Dunlap of the Oregon Department of Agriculture, August Jackson of Mount Pisgah Arboretum in Eugene and Paul Williams of the Natural History Museum in London put together three separate ID keys: bee genera of the Pacific Northwest, and male and female species keys for the region’s bumblebees. The keys, which took the collaborators about three years to assemble in a project funded by the College of Forestry’s Fish and Wildlife Habitat in Managed Forests program, are aimed at two primary target audiences: Scientists and land managers whose work involves bees, and bee enthusiasts among the general public. “The small number of people who are really good at identifying bees don’t use keys – they just know the species inside and out because they spend so much time working with bee specimens,” Rivers said. “We’ve made our keys easy enough that the amateur can use them, and our expectation is that the keys will benefit all kinds of research projects in this part of the world.” Rivers explained that

in the Pacific Northwest, there are perhaps a halfdozen professional bee identification experts whose work is critical for moving forward any research project that depends on knowing for sure which bees are in a particular study area. “And they’re all backlogged for months,” Rivers said. “It’s a big bottleneck in bee research when you have thousands of specimens you’re trying to ID and you have to wait for months before you can get the identification data you need to complete a project. With the keys, we can at least get one step closer to having the identifications we need in a timely manner.” The keys are downloadable and printable but most easily used online, he said. The design uses hyperlinks to navigate users through a decision tree that walks them through what to look for in various parts of the bee anatomy in highresolution detail. “You work through a series of dichotomous questions until you can say yes, what I am looking at in my specimen matches what I see on the key,” Rivers said. “We got the best high-resolution images we could get for the different diagnostic characters so that the images match what you see in a specimen. That’s a big improvement over the

idealized hand drawings that most traditional keys have, which can be challenging to use when

trying to ID a real-world specimen.” Community scientists, including Oregon Bee

School participants and OSU Extension Master Melittologists, helped review and test the keys.
