A homicide investigation is underway following the death of a Crescent City woman last Friday night. Phyllis Rickner, age not reported, was discovered deceased at her home on Humboldt Road in the late evening of December 29. Rickner has been identified as the mother of suspect Mat-

listed his residence at the Humboldt address where both his parents reside. Matthew Rickner’s father has been identified as a witness in the investigation. Sheriff Garrett Scott released the following statement on the DNSD Facebook site: “We are deeply saddened by the events that took place last Friday night. Our hearts go out to the friends and family of the victim. I would like to send a huge thank you

to Dispatcher Ruggles, who handled the incident and all the Del Norte Sheriff’s Office staff who responded and all the allied agencies who responded to assist as well.” The investigation is being handled by Del Norte Sheriff Sergeant McClafin and investigator Balch. No arraignment date has been announced at the time of posting this story.

What began as a simple request to approve new procedures for the Volunteer Camp Host and Volunteer Caretaker programs, has been pulled for additional discussion and several options on county policy for the legal concealed carry permit. Risk Manager Whitney Pincomb requested supervisors approve and adopt the new Volunteer Camp Host and Volunteer Caretaker programs and authorize the director of Building and Maintenance and Parks to implement both programs. “Not so fast,” according to at least three supervisors, who agreed to table the consent agenda item for additional discussion and consideration of options associated with a legal concealed carry weapon permit. Most of the language presented to supervisors on both documents was fairly tame and non-controversial until Pincomb’s revelation of the

The commercial Dungeness crab season commenced in Del Norte County this week. The California Department of Fish and Wildlife (DFWD) announced the Dungeness season is now open in zones 1 and 2 from the Sonoma County line to the Oregon border. The delay in zones 3-6, South of the Sonoma/ Mendocino will continue to be restricted. Multiple delays in opening the Crab season have been attributed to excessive humpback whale entanglements and the high number of whale sightings, according to the DFWD Assessment and Mitigation program. Recently, an endangered Pacific Sea Turtle became entangled and drowned in commercial crabbing gear. The recreational fishery opened on November 4 with hoop nets and the recreational crab was lifted in zone 1, California’s most northerly zone.

Board approves Shasta as back up for juvenile services BY ROGER GITLIN The Triplicate

A special board of supervisors meeting was called to discuss and approve an expiring juvenile rehabilitation agreement with Shasta County for placement and back up services. Chief Probation Officer Lonnie Reyman reported to the supervisors that Humboldt Juvenile Hall is the primary facility used for detention for many reasons, and the desired location for detaining youth, However, there are occasions Humboldt Juvenile Hall may not be able to accept a ward due to over-population, under-staffing or poor road accessibility. Reyman addressed the board, “I’ve stated since we began discussions regarding the closure of our own Juvenile Hall, back up contracts are needed to ensure we have access to safe and appropriate detention facilities when that need arises.” Reyman worked to establish a contract with Shasta County after Sonoma County was under-staffed and unable to add a Del Norte ward to a Sonoma sex offender program. tember 2022, the board approved a contract with Shasta which expired December 21, 2023, thus requiring this special meeting. Probation has maintained the contract with the Shasta Juvenile Rehabilitation facility, as a redundant ward detention option. Del Norte County counsel expressed its opposition to the agreement. County counsel’s opinion was any contract is required to include and operate under joint powers language. The joint powers language is included with Del Norte’s agreement with Humboldt. 2nd District Supervisor Valerie Starkey expressed her “heartburn,” as she put it, and concern the board was not adhering to county counsel advice and the agreement should not be signed until counsel approved the additional joint powers language that, again, does exist in the Humboldt contract. Shasta County declined to alter or include in the current contract the joint powers language. The Shasta County youth facility was built with SB 81 funding and mandates all oversight be

She has been consistently involved in Del Norte County events. I’m a lifelong resident of Crescent city and I really appreciate the time and effort she has put forth to help clean up and make our city a better place for all of us Please vote for Valerie Starkey.

Last Chance Grade

A few months ago, when Highway 101 South opened up to 2-way traffic again, I remember thinking how great it was that we no longer have to wait to pass through the single lane on Last Chance Grade. It is now smooth passage between Crescent City and Klamath. People love to complain about Caltrans and road repairs in general, but I want Mitch Jones to thank all the Caltrans Crescent City workers who have worked determinedly to put this road back in working order. Like the Joni Mitchell artoons song says, “Don’t it always seem to go, you don’t know what you’ve got ‘til it’s gone.” There is an overwhelming amount of information about the efforts to improve and repair Last Chance Grade on the Caltrans website: lastchancegrade.com. I can provide a summary to help you get oriented. The biggest news is that the draft Environmental Documents are complete and available for public review and comment.

Geotechnical and Environmental Studies to inform their decisions. Expert risk assessment, values analysis and alternatives analysis helped to reduce the number of alternative routes. Two Alternatives Public input and field studies helped Caltrans reduce the number of alternatives to seven. Given the cost and time needed for study, Caltrans met with it’s four stakeholder working groups to see if they could reduce the number even further to focus on the best solutions. They looked at impacts, time required to study and build, and how well the alternatives would work. Caltrans found that five of the alternatives would take much longer to build, have greater potential impacts, and are unlikely to work as well. By not studying these alternatives in greater detail, Caltrans saved $10 million and shortened the project schedule by one year. As of May 2021, Caltrans has identified two Last Chance Grade alternatives for further study: Alternative F, a Tunnel Bypass and Alternative X, an End-to-End Re-Engineering of the same route.

Permanent Fix The Last Chance Grade (LCG) Permanent Restoration Project is a collaborative, multi-year effort to find a permanent solution to geologic instability and roadway failure on a 3-mile segment of US Highway 101 in Del Norte County, extending from Wilson Creek to 9 miles south of Crescent City. Identifying, planning, and constructing an alternative route at Last Chance Grade is a complex and lengthy process. Caltrans needs to conduct a variety of studies and analyses to support decision-making throughout the process and secure stakeholder and community agreement along the way. The stakeholder meetings began in 2015. In the years following, Caltrans has completed a Feasibility Study, a Project Study Report, and preliminary

Alternative X Alternative X is quickest to construct, least expensive, and has the second smallest potential impact on the environment and resources. As such, Caltrans has a responsibility to study it. Though similar to the existing highway alignment, Alternative X is quite different. Right now, Caltrans is doing emergency repairs in reaction to landslides. Alternative X re-engineers the route to mitigate the landslide hazard. Caltrans is exploring proven engineering improvements along the entire length of LCG, including: 1) An underground drainage system to reduce excessive storm-

killing of up to 90% of the state’s wolves, enabling hunters to use methods like night-vision equipment and snowmobiles. The state’s Wolf Depredation Control Board has funneled bounty payments to private trappers who kill wolves and recently approved paying a private contractor to gun down wolves from the air. In just three years, since 2021 with expanded hunting and trapping seasons, about 1,000 wolves have been killed in the state. Like in Idaho, Oregon ranchers are in the driver’s seat when it comes to wolf management in the state, despite claims to the contrary. Disproportionate livestock industry influence over ODFW in Salem is too obvious to ignore, from the overzealous issuance of wolf kill permits to expanding mismanaged wolf-livestock compensation funds that make

questionable payments to ranchers. A current effort underway seeks to compensate ranchers for “probable” livestock losses at 700% of the value per head. This would only incentivize false reporting. Forest Service land in Oregon is the best available habitat we have to properly recover wolves in the state. There are only 285 livestock permittees who run cattle on U.S. Forest Service land on 411 allotments spanning 7,290,140 acres. This group represents just .00007% of Oregon’s population, but their private businesses impact an area equaling four Yellowstone National Parks. If not for these few ecologically harmful livestock operations, wolves would actually have a chance at recovery. As an example. livestock displace wolves’ natural

water (a major cause of damage); 2) Moving the current alignment inland at certain locations; and 3) Retaining structures with tiered and steel-reinforced walls, supports and ground anchors both uphill and downhill. The estimated cost of Alternative X is $810 million. Alternative F Alternative F is a tunnel bypass. The tunnel will be located so it avoids the landslide area; it has the lowest risk of interruption and also the smallest potential environmental impact among the alternatives. Alternative F has a high construction cost, but it limits impacts on sensitive resources that could require significant mitigation. Caltrans has successfully constructed and maintained similar tunnels at Devil’s Slide in San Mateo County. The estimated cost of Alternative F is $1.9 billion What happens if both Alternatives F and X prove to be unfeasible? Based on initial studies, there’s a very low risk of this occurring. If that were to happen, Caltrans would revisit or modify the other alternatives or develop new ones. Last Chance to Grade A virtual open house focusing on Last Chance Grade will be held via Zoom from 5:30-7 p.m. Jan. 24, 2024. Access the meeting at www. lastchancegrade.com. Attending this meeting is not required to provide comments on the draft Environmental Documents. The deadline to comment is Feb. 13, 2024. This is your last chance to grade the Last Chance Grade alternatives. After receiving public comments on the draft Environmental Documents, a preferred alternative will be selected, and final Environmental Documents will be prepared. Over the next two years additional biological assessments, botanical studies, wetland delineations and final geotechnical studies must be completed. Guided by this additional information, preliminary designs will be completed for the highway, tunnel (if selected) and related structures. The final design and permitting phase will be from 2025 to 2030. Construction will take 5-8 years from 2030 to 2037 and the alternative route will be open to the public in 2038. This is a complicated project that will take time to complete, but it will take even longer if anyone sues over design or permitting shortcuts. It appears that all the parties involved are trying to move as fast as possible. I commend Congressman Huffman, State Senator McGuire and Assemblymember Wood for diligently guiding this very transparent process. We will need the continued support of our elected representatives to help line up the funding to complete this vital project. Wolf hate on the rise in the West, with ranchers often in driver’s seat ADAM BRONSTEIN Guest Column

The wolf issue continues to heat up across the West, with states like Oregon, Idaho, Montana, and now Colorado, all getting a chance to show their preferred flavor of wolf management. Here in “progressive” Oregon, wolves are continuously being slaughtered by the Oregon Department of Fish and Wildlife, often with the help of the U.S. Department of Agriculture Wildlife Services. This state-sponsored killing (plus private poaching) has resulted in suppressed wolf numbers and a hampered recovery effort. Oregon finished 2022 with only an estimated three individuals added to the state’s meager wolf population on top of the 2021 census. As of the end of 2022, Oregon stands at

a minimum count of 178 individual wolves. For context, a study by Dr. Bill Ripple of Oregon State University estimated that Oregon can naturally support a population of around 1,500 individuals. Wolf-hate has been on the rise across the West. Let’s consider Idaho where the climate has been extremely hostile particularly since 2011 when wolves were removed from the endangered species list and returned to state management. Beginning that year, and following every year since, first USDA Wildlife Services and then the Idaho Department of Fish and Game has killed wolves to boost elk numbers – even while Idaho’s department has been culling elk for crop depredations and sport harvests are at record highs. Escalating in 2021, Idaho passed a law allowing the

prey (elk and deer) and eat their forage; forcing them onto private lands where the wolves follow. Such a small constituency cannot be allowed to dictate what happens to our public wildlife and management of our public lands when the majority of Oregonians want wolves to be recovered. On December 14, the state Wildlife Commission opted not to “open up” the Wolf and Conservation Management Plan to revision in the spirit of “working together,” and instead, voiced their desire to make the current plan somehow current through “adaptive management.” In doing so, the Department is tossing aside a growing body of science that suggests lethal management is counterproductive when the goal is to maintain viable wolf populations and protect

livestock. In short, more wolves killed destabilizes packs leading to more livestock conflicts. The failure to update the Wolf Plan with the latest science sends the message loud and clear that cows and sheep, not native wildlife, still rule the roost at Fish and Game. In order to achieve natural carrying capacities for wolves, the state government of Oregon must first reach social carrying capacity. Reforms are desperately needed at the federal and state level. For instance, the U.S. Forest Service must begin properly managing habitat and state Fish and Wildlife must stop killing wolves because it is scientifically indefensible. As long as livestock interests control the state wildlife commission, change will not come soon enough.

County counsel submits resignation Del Norte County Counsel Joel Campbell-Blair has submitted his resignation, effective January 5. The county’s top legal advisor served the county for almost a decade, the last four years as county counsel. Campbell-Blair announced he will be assuming the position of deputy county Joel Campbell-Blair counsel for Humboldt County. The board accepted Campbell-Blair’s resignation, opened recruitment for county counsel and appointed Jacqueline Roberts as interim county counsel effective January 8.

CDFW releases beavers into the wild for first time in nearly 75 years The California Department of Fish and Wildlife (CDFW) has launched the initial phase of its beaver translocation activities, recently conducting the first beaver conservation release in nearly 75 years. Working with the Maidu Summit Consortium, CDFW released a family of seven beavers into Plumas County, in a location that is known to the tribal community as Tásmam Koyóm. The new family group of beavers join a single resident beaver in the valley with the ultimate objective of re-establishing a breeding population that will maintain the mountain meadow ecosystem, its processes and the habitat it provides for numerous other species. Humans have so admired the skilled work of beavers they have spent millions of dollars trying to replicate the benefits they create. Thanks to Governor Gavin Newsom’s leadership and the State Legislature for supporting that leadership with funding in the state budget, beaver restoration is now part of a larger effort to help mitigate the impacts of wildfires, climate change and drought. “Thanks to the leadership of our tribal partners and years of preparation, beavers are returning to their original homeland

around the state,” said Governor Gavin Newsom. “California is restoring wildlife and critical habitat by working hand-in-hand with the tribes who have stewarded these lands.” The historic release represents the first phase of CDFW’s North American beaver (Castor canadensis) restoration project, releasing beavers into the waters on the ancestral lands of the Mountain Maidu people. Soon to follow is a beaver reintroduction effort on the Tule River Reservation in the southern Sierra Nevada. “Beavers help retain water on the landscape, which increases groundwater recharge, improves summer baseflows, extends seasonal flows and increases fuel moisture during wildfire season, effectively creating green belts that can serve as wildfire buffers or breaks and provide refugia for wildlife,” said CDFW Director Charlton H. Bonham, who joined the historic beaver release. “We look forward to duplicating these efforts on the Tule River Reservation in the southern Sierra Nevada mountains this spring.” “This is the first time in decades our state agencies have reintroduced beaver into its original homelands with the leadership of our tribal partners at the Maidu Summit Consortium,” said California Natural Resource Agency Secre-

tary Wade Crowfoot who also attended the beaver release. “Beaver relocation will help both to restore the environment and preserve traditional culture of our tribal partners who have stewarded these lands since time immemorial. I’m excited to watch how beaver will improve the health of landscapes in coming decades and support traditional lifeways for our diverse tribal communities.” The translocation follows multiple years of site preparation that ensured adequate beaver habitat that provides protection from predators and can support beaver population establishment. These preliminary efforts were conducted through Maidu Summit Consortium’s collaboration with the U.S. Fish and Wildlife Service, Occidental Arts & Ecology Center’s WATER Institute, Lassen National Forest, Plumas Corporation, Swift Water Design, Symbiotic Restoration, Feather River Land Trust, The Sierra Fund, CalPBR Network and several others. “Getting to this moment of our first reintroduction really is a product of so much leadership from so many people. We would not be here without the Tule River Tribe of California who have been out front advocating for these actions for years, tribes around the state like

Karuk, and, of course, Maidu Summit Consortium leaders. The future looks much better because of these leaders,” Bonham said. In alignment with CDFW’s new beaver depredation policy, the translocated beaver family was relocated from Sutter County, where their activity was damaging lands supporting several threatened or endangered species. To date, the entire family group, which consists of a breeding pair and their offspring, has survived. After exploring miles of habitat throughout the valley and locating the resident beaver’s territory, the family settled into the release area and has established shelter for the impending winter. The translocated beavers and receiving ecosystems will be monitored for multiple years following their release to assess the population, movement, habitat utilization, behavior and activity, potential conflicts, mortalities and the need for additional translocations, as well as the ecological changes that result from beaver engineering on the landscape. 19th, 2023, in Crescent City, California. Donna is survived by her sons Carl Atchison, Charles Atchison, and Chad Atchison. Donna grew up in Fall

River Mills, California. Donna was a Registered Nurse for 25 years. She worked mostly in Southern California. At one point, she was a Medical Surveyor for the State of California. She retired from Crescent City Convalescent hospital. She enjoyed walking the beaches looking for shells and agates. She enjoyed the peace and beauty of the redwoods. Donna will be missed by all who knew her. Her legacy is 3 sons, 10 grandchildren and 7 great grandchildren. Donna’s best friends Mary Hamilton and Nancy Burke of Crescent City. Funeral at sea was held November 9th, 2023, in Crescent City California.

John Michael Howell Jr., known to all as Mike, was born on February 4, 1978, in Crescent City to Mike Sr. and Glenda Howell. He passed away in his hometown on December 15, 2023, at the young age of 45. He was a devoted father, loving brother and loyal friend. Mike was preceded in death by his wife Mandy Howell. He was also preceded by his dad, Mike Howell Sr., Mom, Glenda Howell, and his younger

brothers Travis and Jonathan Howell. He leaves behind a legacy of love and laughter through his children: Katie and her daughter Hazel, Sean, Mariah, Halie, and Jonathan Howell. He also leaves behind his only sister, Michelle Southard, her husband Matt and their sons Jacob and Les Southard. Mike found great joy in fishing, riding quads, and camping with his children during their younger years, creating a treasure trove

of stories and laughter that will be reminisced on for generations.

Wildlife disease specialists have confirmed the re-occurrence of the Eurasian strain of Highly Pathogenic Avian Influenza (HPAI) H5N1 in California wild birds. In late October, Canada geese were found dead in Sacramento County and submitted to the California Department of Fish and Wildlife’s (CDFW) Wildlife Health Laboratory for testing. Preliminary testing was performed at the California Animal Health and Food Safety Laboratory in Davis. The U.S. Department of Agriculture’s (USDA) National Veterinary Services

Laboratories confirmed the detection of HPAI H5N1 in two Canada geese in early November. Subsequent detections have been made in wild birds in several additional counties during mortality surveillance including from Contra Costa, San Diego, Santa Clara, Solano and Yolo. Detections in waterfowl during hunter-harvest surveillance have been reported from Fresno, Glenn, Kern and Yolo counties. Prior to these detections, the last confirmed detection in wild birds occurred in June 2023. This strain of Eurasian HPAI H5N1 has been circulating in the United States and Canada since the winter of 2021-22, arriving in California in mid-July 2022. In total, 354 confirmed detections of the virus were made in wild birds collected from 44 California counties during mortality surveillance conducted between July 2022 and June 2023. Detections of the virus appeared to subside during spring and summer in California, as well as more broadly in the United States. Now, as waterfowl and other waterbirds are undertaking fall migration, cases again are on the rise. Avian influenza spreads through direct bird-to-bird contact and may also spread to birds through contaminated surfaces including hands, shoes, clothing and hunting gear. While the Centers for Disease Control considers the transmission risk of avian influenza to people to be low, residents and waterfowl hunters are advised to take precautions to protect themselves, hunting dogs, falconry birds, poultry and pet birds. Steps that may help reduce the spread of HPAI: • Report dead wild birds, and other wildlife, to CDFW using the mortality reporting form. While it is not possible to test every wild bird for HPAI, all mortality reports are important and help disease specialists monitor the outbreak. • Report sick and dead poultry to the California Department of Food and Agriculture (CDFA) hotline at 1 (866) 922-2473. • Prevent contact between domestic birds and wild birds, especially waterfowl. Exclude wild birds from accessing chicken or other domestic bird feed and water. • Do not feed waterfowl or other waterbirds at park ponds as it may increase the congregation of birds and contribute to disease spread. • Do not bring potentially sick wild birds home or move sick birds to another location. • Before transporting potentially sick wild birds to wildlife rehabilitation centers, veterinary clinics, or other animal facilities, contact the facility for guidance and to determine if the bird should be collected. • If recreating outdoors in areas with large concentrations of waterfowl and other waterbirds, wash clothing and disinfect footwear and equipment before traveling to other areas or interacting with domestic birds. • Where it can be done so safely, consider disposing

of dead birds to help reduce exposure to new birds and minimize scavenging by birds and mammals that also may be susceptible to infection. Dead birds may be collected into a plastic bag and placed in the regular trash collection. Additional safety recommendations for waterfowl hunters: • Harvest only waterfowl that look and behave healthy. Do not handle or eat sick game. Do not handle wild birds that are obviously sick or found dead. • Field dress and prepare game outdoors or in a well-ventilated area. Do not dress wild game in the vicinity of poultry or pet birds. • Wear rubber gloves or other impermeable disposable gloves while handling and cleaning game. • Remove and discard intestines soon after harvesting and avoid direct contact with intestinal contents. Place waste in a plastic bag and dispose in a garbage container that is protected from scavengers. • Do not eat, drink, smoke or vape while handling dead game. • When done handling game, wash hands thoroughly with soap and water (or alcohol-based hand sanitizer if soap and water are unavailable), and clean knives, equipment and surfaces that came in contact with game. Wash hands before and after handling any meat. • Keep harvested waterfowl cool (either with ice or refrigeration), below 45 degrees Fahrenheit, until processed, and then refrigerate or freeze. • Thoroughly cook all game to an internal temperature of 165 degrees Fahrenheit before consuming. • Clean and disinfect clothing, footwear and hunting gear before traveling to other areas. As appropriate, footwear and gear may be washed with soap and water, then disinfected in household bleach diluted 1:10 with water for at least 10 minutes. • Bathe hunting dogs with pet shampoo after hunting, and do not feed dogs raw meat, organs or other tissues from harvested waterfowl. • Falconers should avoid hunting waterfowl, and other waterbirds, during the HPAI outbreak. The USDA maintains the official list of HPAI H5N1 detections on its website. For guidance on keeping domestic birds healthy, please visit the CDFA and USDA websites. For guidance on orphaned or injured live wild birds, please contact your nearest wildlife rehabilitation center prior to collecting the animal. Be advised that some wildlife rehabilitation centers may have restrictions on the wildlife species they will admit.

gear for months, hindering their ability to dive, feed, breed and survive. CDFW reported 16 separate humpback and gray whale entanglements in California, four entanglements were identified as

associated with commercial crabbing nets. A total of 24 whales have become entangled along the West Coast for calendar year 2023. The NMFS proposes to upgrade the California commercial Dungeness

crab Fishery to Category 1, a designation reserved for fisheries that have a frequent likelihood of seriously injuring or killing marine mammals. The next DFWD Assessment is scheduled January. 11.

America’s oldest trees, most of which are in the West, will get added protection from wildfire and climate change under updated forest plans from the U.S. Forest Service. In announcements in mid-December, officials from the Forest Service said they would begin the process of amending forest management plans affecting all 128 of the agency’s forest and grasslands, including the Northwest Forest Plan governing federal forests in northern California, Oregon and Washington. The amendments, both nationally and in the Northwest, are meant to bolster forest health to combat climate change and to further protect the last of the nation’s old-growth trees, many of which have been threatened by growing wildfires, drought and diseases. While updates would limit timber harvests in old-growth areas, logging would likely be allowed to continue in some mature stands in the Northwest. Susan Jane Brown, founder and attorney at the Oregon legal nonprofit Silvix Resources, said the idea of leaving mature forests on the table for logging makes conservationists a bit “queasy,” but she said it is inevitable on federal forestlands managed for multiple uses. “Given that, I want to see that harvests occur in the most ecologically sensitive way, that also honors cultural traditions, and I think we can do that,” she said. “I think that we can have timber harvests that focus on cutting the right trees in the right places for the right reasons.” Updating these federal forest plans are part of the Biden administration’s strategy to “ecologically manage” the nation’s forests to be more resilient to wildfires and to better sequester climate-warming
