The City’s long tradition of providing fireworks at Government Point stopped in 2011 after the U.S. Fish and Wildlife Department issued an order to protect Brandt’s cormorant, birds that nest in the area.

“They birds nest in July at a large rock in the area that is part of a National Wildlife island and is protected by the federal government,” Depoe Bay City Recorder Pery Murray said.

“They took away our tradition, our independence and our celebration of America’s birthdays,” he said.

“People ask me almost daily when we are going to get that tradition back.”

Depoe Bay Chamber of Commerce President Dorinda Goddard said the loss of the fireworks was a devastating blow to the City’s economy.

Fairgrounds might get makeover

Just days before the annual Lincoln County Fair opens Friday, July 11, a report is expected to be issued outlining options and costs to redevelop the fairgrounds, at 633 N.E. 3rd Street in Newport.

Earlier this year, the County Board of Commissioners contracted with LRS Architects and ECONorthwest to develop a master plan for the Lincoln County Fairgrounds. The master plan will assess current facilities and opportunities and focus on potential new facilities.

“They are finalizing that report and will be delivering to us a 70-page feasibility study and building and site diagrams,” Lincoln County Commissioner Bill Hall said.

“We are going to have a display at the county fair featuring the study and it will be posted on the county web site,” he said. “We encourage people to review the study.”

Hall said the County will conduct a series of public meetings later this summer, similar to ones held earlier this year, to gather public comments.

Salishan Spa & Golf Resort, valued at $18.3 million, has been sold to Crescent Hotels & Resorts, according to the Crescent web site. The site displays Salishan as one of the company’s properties, but with no details of the purchase.

Crescent is a property management company based in Fairfax, Va. According to the company’s web site, Crescent maintains a diverse portfolio of hotel assets throughout the United States and Canada. The portfolio of hotels throughout North America is comprised of properties in the resort, upscale full-service, convention, and premium limited-service segments. The portfolio includes luxury independent assets, as well as hotels and resorts within the Marriott, Hilton, Starwood, Hyatt, Wyndham Worldwide, and InterContinental brand families.

Lincoln County Tax Assessor Chief Appraiser Shawn Wylie said he has not seen the paperwork for the sale.

“I have heard that there was a sale, but I have not seen a deed yet,” he said. “A deed must be filed when there is such a property sale.”

Wylie said the current owner of the property is Salishan LLC, Donald Woolley of Eugene. The News Guard attempted to reach Woolley but our calls had not been returned by press time.

Wylie said the Salishan property is valued at $18,326,800.

A front desk employee at Salishan said the sale to Crescent for the property was official at 12:01 a.m. June 18. The News Guard has reached out to both Crescent officials and Salishan’s local managers for comment on the sale, but our repeated calls have not been returned.

Salishan was built in 1965 at Gleneden Beach. Its web site mentions the resort’s commitment to the community.

“Salishan’s Corporate Responsibility Program has merged with the livelihood of the Oregon Coast,” it said. “We employ many households, support numerous local causes and have created a donation stream to distribute unused food and meeting products to help fulfill community needs.”

Of the 130 children who are placed in foster care annually in Lincoln County, 32 are not likely to be reunited with their families, according to Catholic Community Services.

Through a partnership between Catholic Community Services, the Congregational Church of Lincoln City and Lincoln County community leaders, the first Lincoln County Community Home for Children is ready to serve dozens of foster children. An existing building has been renovated to serve as the home. The location of the home is not being publicly released in order to protect the children. The next step is finding foster parents.

“Foster parents are critical to these young people and their ability to success when they enter the community as independent young adults,” Catholic Community Services Human Resources Officer Karen Shanks said. “By providing a safe, stable, nurturing home, foster parents help build selfesteem and impart knowledge and coping skills that make all the difference.”

‘A cause and a mother’s anger’ Former Governor Roberts addresses Rotary JEREMY C. RUARK jruark@countrymedia.net

Former Oregon Gov. Barbara Roberts was the keynote speaker June 25 at Rotary Club of Lincoln City’s annual Transition Dinner Jat Salishan Spa & Golf Resort. Roberts spoke about her family history, her work to change education laws and leadership.

Roberts began her career in public service as an advocate for handicapped children.

“It all began as a personal crisis,” she said.

She started as an unpaid lobbyist in 1969, spurred by concerns for her autistic son, Mike, who was diagnosed in 1962 as “severely emotionally

disturbed,” later identified as autism. School officials said that her son could not attend public school.

“They told me he had no right to a public school education,” she said. “So I had a cause and a mother’s anger.”

Barbara Roberts Roberts became an advocate for special-needs children. In 1971, she successfully lobbied the Oregon State Legislature to require public schools to guarantee educational rights for special-needs children.

Following her talk, Roberts spoke with The News Guard regarding leadership.

“Leadership is often about passion,” she said. “It is about

something you care a great deal about or you think is vitally important and you step up to do the job because you care passionately about it.”

Roberts said leaders also have to be risk-takers.

“You have to walk out on the rim and not be afraid,” she said. “I think all really strong leaders are risk takers.

But you have to be a smart risk taker. When you have that passion and you have a little bit of courage and you are willing to take the risk to get it done, that’s what leadership is about.”

Roberts was inaugurated as Oregon’s first woman governor on Jan. 14, 1991.

She completed her term as 34th governor in 1995. Since she left office, she said she has been encouraged by the number of women who have taken leadership roles in the state, noting that today, Secretary of State Kate Brown, Oregon Attorney General El-

len Rosenblum and Speaker of the House Tina Kotek are all women.

“You are seeing more and more women who are just not on a board or on a commission, they are actually stepping up into these really important leadership roles and taking those risks,” she said.

Roberts said the time is right for young people to stand up and be leaders. She said there is more opportunity because many companies are using interns and many academic institutions are not just teaching, are placing students in offices such as city councils and county commissions.

“So, there is a much more hands-on opportunity for young people then there used to be,” she said. “If you get an opportunity, you can’t waste it. You have to be there and get everything out of it that you can, and I think that’s

what young people are doing right now.”

She said she would not change anything about her life.

“There were times that I would have liked it to be easier, but it wasn’t,” she said.

“Life comes at you and you decide if you are going to accept it or reject it. I just stuck with it when I thought it was important.”

Robert has completed her new book ‘Up the Capitol Steps.’ She said she isn’t finished yet.

“I am going back to finish my communications degree,” she said. “I do not have a college degree, yet I spent five years at Harvard, and five years at Portland State teaching in which everyone assumed I had those academics.”

Roberts was invited to the Rotary by her long time friend, Lincoln City business owner, Barbe Jenkins-Gibson.

Carlson has traveled extensively in North and South America, Asia, East Africa, the Middle East and Europe, but claims the Oregon Coast remains her favorite place.

“My primary motivation behind the lens is documenting human/animal ecology and interaction,” she said.

Kehr grew up in Northern California, and is refreshed and happy to be in a new career after working as a chef for 15 years, the last 10 in Florida.

He said he is inspired by the technology and techniques available for creating an eco-friendly business, and looks forward to applying them to the Salty Dog endeavors.

“I am happily anticipating making modifications to the existing structure that will allow for more room for the daycare dogs and even larger kennels for our boarders,” he said.

Salty Dog is open for day care from 8 a.m. to 6 p.m., seven days a week, 365 days a year. Overnight boarding is available for all breeds. Call ahead for reservations, at 541996-7434.

Last week’s article explained the DLWID decision to not raise the lake level significantly over the past three summers. Despite the benefits, a small group of primarily lakefront owners has repeatedly lobbied for the maximum summer lake level. They argue, without any supporting evidence, that the lower volume makes lake water warmer, and that warmer water causes more severe harmful algae blooms (HABs).

All available evidence supports keeping the lake water level lower. First, holding back water to create a higher lake level would provide larger surface area for warming and more time for the water to warm. Second, HABs require only three things: Nitrogen, phosphorous, and sunlight for photosynthesis. HABs do not require heat. Scientists proved over ten years ago that warming of lake water, without additional sunlight, does not increase harmful algae blooms (Moss et al, 2003).

Devils Lake itself tells us that warmer water is not necessary to cause or worsen HABs. Sadly, Devils Lake had one of its worst harmful algae blooms from January to April of this year in cold (45° – 55° F) water. And the Washington Dept. of Ecology has also noted that lakes in Western Washington have HABs at water temperatures of 45º to 50º F. In short, a lower lake level does not cause lake water to warm and, even if it did, warmer water would not increase harmful algae blooms.

The duties of a member of Congress extend well beyond writing and voting on legislation in Washington. In fact, one of my highest priorities is helping my constituents navigate through the various departments and agencies of our government. Engaging with students of all ages is vital to ensuring civic involvement so our democracy will continue to thrive for generations to come.

Members of Congress are most often pictured on the floors of Congress casting votes on legislation or at committee hearings asking the tough questions. The lesser known role of constituent casework, however, is equally important.

Working one-on-one with constituents who need help resolving an issue often allows me to identify problems that inspire the drafting of legislation to resolve them. It is a critical part of the legislative process. I hope you

Other companies sell things to do that. But how to cut the electricity out on these things I haven’t quite figured out. The only way I know is just stop using Charter boxes and find another way. Then Charter will start charging you more for using their Internet signal to connect to your TV. Where does it end?

Oregon boaters to face fees THE NEWS GUARD

The Oregon State Marine Board (OSMB) is moving forward with a set of user fee increases.

In the past five years, the agency said it has experienced a 17 percent decline in fuel tax revenue, a 7 percent decline in motorboat registrations, but conversely, an increase in boater activity on Oregon’s waterways.

During the Marine Board’s June 25 meeting, held in Prineville, the staff presented the

cost-savings actions that OSMB has implemented in the past two biennia including streamlining internal operations, the elimination of program positions, and public comments made during a recent budget review.

The Board deliberated on an increase to the “flat per-foot” charge and a variety of “variable fees” based on length while taking into account the impact on boaters and cost comparisons with other western states for motorboat registrations.

The Board approved moving forward on a legislative concept with a fee proposal to increase the flat fee from $3 per foot to $5 per foot for all motorboats. The Board also approved raising the fees for other boatingrelated services.

“It has been 12 years since the last fee increase and with boat fuel use continuing to decline, to maintain services to boaters, this increase is necessary,” Oregon Marine Board Director Scott Brewen said. “We’ve eliminated

marketing campaigns and ninety percent of our print publication budget, plus two and a half positions in the last four years. We’ve also streamlined operations and created efficiencies so it’s easier and faster for boaters to complete transactions and get out on the water. Any additional cuts will have to be from boating safety services or boating facility grants, which will negatively impact boaters.”

Staff briefed the Board on budget prepa-

ration and the public’s participation in the process. During May and June, the Marine Board staff met with the public throughout the state and outlined the Marine Board’s financial picture.

Hall said the vision has been for a new main hall, remove one or two buildings and renovate other buildings. Informal estimates are from $7 to $10 million for the new building depending on its size.

the redevelopment would generate and what it would cost to build and operate and how would we pay for that,” Hall said.

He said one funding option might be a bond measure.

Hall said the City of Newport is expressing interest in the redevelopment of the fairgrounds

and the Newport Chamber of Commerce has discussed the site as a possible new location for the annual seafood and wine festival.

Hall said with additional infrastructure improvements such as addition parking, paving, and upgrading sewer and water facilities, the fairgrounds could be a vital part of the community.

“I see the fairgrounds as something that strengthens the social fiber and can be a positive economic driver for Lincoln County,” Hall said. “We could offer trade shows and large training conferences. It could bring a lot more people here. Now, the county and potential partners need to make a commitment to the project.”

Goddard and Murray said the City received many letters, emails and phone calls from people upset about the cancelation of the fireworks.

“There were a lot of people that didn’t understand that it wasn’t Depoe Bay that made the decision,” Goddard said.

“I think people have finally figured out it wasn’t the City, but it was the federal government that issued the ruling.”

Murray said there were also letters from some applauding the decision to protect the nesting birds.

Mattille said new developments by U.S. Fish and Wildlife might lead to Depoe Bay resuming its fireworks display.

“Now, fish and wildfire are killing off some of the cormorants in other areas because they are adversely impacting salmon,” he said. “If fish and wildlife are actively killing the cormorants, there is no reason why we couldn’t have the fireworks back.”

The U.S. Fish and Wildlife’s Elizabeth Materna said the fireworks prohibition is based on an international treaty.

“Bright lights and loud noises like fireworks can cause cormorants and other seabirds to become disoriented and dazed, abandon their nests and leave their eggs and chicks vulnerable to predators,” she said. “Under the Migratory Bird Treaty Act (MBTA) there is no provision to provide permits for activities like disturbance from fireworks that result in nest failure. As a result, U.S. Fish and Wildlife Service

cannot issue a permit for these type of activities.”

Materna said depredation permits are allowed under the MBTA for alleviation of damage or conflict. Any depredation permits that are issued must demonstrate ongoing damage or conflict, use of non-lethal methods of addressing the conflict, and an overall management strategy to address the issue.

“This is the situation in the Columbia River where the U.S. Army Corps of Engineers have demonstrated that double-crested cormorants are eating out-migrating salmon and steelhead smolts,” she said. “We have tried non-lethal means to address the is-

sue and are proposing a management strategy that is intended to reduce the number of smolts eaten by cormorants.”

Goddard remains encouraged that Depoe Bay will have an Independence Day celebration next year, with or without fireworks.

“We would love to get them restarted,” she said.

“It is a matter of finding a place within the City.

“We have talked about a few locations. Hopefully, by next year, we will have some kind of a plan for a Fourth of July celebration.”

Materna said the agency is willing to reopen discussions with Depoe Bay about the fireworks.

“U.S. Fish and Wildlife Service and Oregon Coastal National Wildlife Refuge Complex has talked with the City of Depoe Bay at length and we are open to further discussions,” Materna said. ”If the City would like to suggest alternative locations for the fireworks, we would give them our considered opinion as to whether it would impact the Brandt’s cormorant colony.”

The U.S. Department of Agriculture credits honeybees with pollinating more than $15 billion worth of crops in the U.S., including pears, blueberries, cherries, apples, and vegetable seeds such as broccoli, mustard, carrots and onions. Many nut trees also rely on bees for pollination, including nearly 900,000 acres of almond trees in California, according to the USDA. Bee colonies are in significant decline for a variety of reasons, according to Sagili. He said these include Varroa mites, which transmit viral diseases to bees; poor nutrition from a restricted diet resulting from large-scale monocropping; and exposure to

pesticides when bees are foraging for nectar and pollen.

“We wish there was an easy answer,” Sagili said.

“Each of these factors add stress to the bees and compromise their immune systems.”

OSU is home to the Honey Bee Lab, which tests beekeepers’ honeybees for mites, diseases and protein levels for a small fee. Sagili said the lab is estimated to save Oregon’s beekeepers about $1.4 million a year in reduced costs for medications.

Obituary Oct. 4, 1918 – June 25, 2014 Emma was born and raised in Muskegon Heights, Michigan. During WWII, she joined the ranks of “Rosie the Riveter” while her husband, Raymond, served in the south Pacific with the U.S. Army. She continued working as a parts inspector for GM Diesel while she and Raymond lived in Grand Rapids, Michigan. She was preceded in death by Raymond (1986), a brother, and two sisters. In

The site, known as the Beltz property, sits along Sand Lake Road north of Pacific City and south of Cape Lookout State Park.

“This is a significant natural property,” Oregon State Parks and Recreation Commissioner Robin Risley said. “It’s been an important estuary to preserve for decades because of its location, beauty, and natural character.”

The Oregon State Parks and Recreation Commission voted unanimously June 25 to purchase the coastal property in Tillamook County. The commission’s vote authorizes the Oregon Parks and Recreation Department to purchase the property from Oregon-based nonprofit Ecotrust for up to $1.8 million. The final purchase price will be determined by an appraisal, plus 10 percent, up to the $1.8 million limit, and is funded by Oregon Lottery dollars dedicated to state parks by Oregon voters in 1998 and 2010.

More than one in five commercial honeybee hives in Oregon did not survive last winter, continuing a financially challenging trend for professional beekeepers.

Between Oct. 1 and March 31, Oregon beekeepers reported a 21.1 percent loss in colonies of the crucial crop pollinators, according to a survey by the Bee Informed Partnership, a countrywide collaboration among research labs focusing on honeybee declines. The latest figures are a slight improvement over the state’s average annual loss of 22 percent over the past six years.

Nationally, commercial beekeepers reported a 23.2 percent decline last winter. An average of about 30 percent of colonies nationwide has died each winter over the past decade, the partnership reported.

Oregon State University’s College of Agricultural Sciences Entomologist Ramesh Sagili has been conducting honeybee colony loss surveys for the past five years.

“These are challenging times for beekeeping and we have reason to be alarmed,” he said. “While 10 to 15 percent loss of colonies is considered acceptable, current rates of decline could drive professional beekeepers out of business.”

To replace lost colonies, beekeepers must split healthy hives of 50,000 bees or more – a process that takes months and adds substantial costs for labor, new queens and equipment. However, as these lost colonies are replaced, there is not a drop in the total number of hives each year, Sagili said.

Man pulls knife on deputy THE NEWS GUARD

A Waldport man faces multiple charges after authorities said he pulled a knife on a deputy during an investigation at Taylor’s Landing.

At about 7:12 a.m. on June 27 the Lincoln County Sheriff’s Office received a report of a male exposing himself in public at Taylor’s Landing about seven miles east of Waldport on Highway 34.

A deputy responded and conducted an investigation leading to probable cause to arrest Robert Bruce Stier, 60,

of Waldport for public indecency. Investigators said when the deputy attempted to arrest Stier, he produced a folding pocketknife and challenged the deputy.

Other officers were immediately sent to the scene to assist.

After a brief standoff at gunpoint, Stier surrendered to the deputy and was taken into custody for public indecency, menacing a police officer, unlawful use of a weapon and resisting arrest.

Stier was taken to the Lincoln County Jail and lodged at $95,000 bail.

Sheriff’s Tips Celebrate the Fourth of July safely The Fourth of July is quickly approaching, which means fireworks and celebration. Here are some important tips to ensure a safe holiday celebration.

It is extremely important to know the difference between a legal consumer firework and a dangerous explosive device. Illegal items in Oregon include firecrackers, torpedoes, skyrockets, Roman candles, bombs, rockets, wheels, colored fires, fountains, mines, serpents or any other article of similar construction or any article containing

any explosive or inflammable compound.

Any tablets or other device containing any explosive substances or inflammable compound are also illegal in Oregon without a permit.

Minnows, harbor seals, sea otters, sea lions, dolphins and sharks will occupy the Lincoln City Community Center pool throughout the remainder of the summer as popular swim lessons for children are under way.

Recognizing the necessity of learning to swim in an ocean environment for safety and recreational reasons, numerous local children are diving each week into a four-part series of half-hour lessons sponsored by the Lincoln City Parks & Recreation Department.

In one of the center’s most popular programs, children will participate Monday through Friday at various times throughout the day under the tutelage of certified instructor Colin Perkins in supervisor Ryan Smith’s diversified aquatics program, with some classes now available Saturdays for the first time.

Cost for the two-week sessions are $30 for residents and $40 for nonresidents. The second session opens Monday, July 7, in the morning and late afternoon and runs through July 18. Sessions also will be held July 21 through Aug. 1, and Aug. 4 through Aug. 15. Private lessons for $25 per half-hour are offered by appointment based on instructor and pool availability.

Swimmers are classified in groups based on experience in six ability levels and graduate from use of the kids’ pool to the regulation one.

Swimmers in Level 1, otherwise known as Minnows, get comfortable in the pool and are introduced to water safety, bubble blowing and floating with support.

Level II, or Harbor Seals, must complete Level 1 or display the ability to fully submerge their head and float with support on their stomachs. They will begin to float without support on front and back and return to a standing position. Alternate arm and leg action is introduced and the foundation for locomotion established.

Level III, or Sea Otters, requires completion of Level II or the ability to swim five yards on front and back with any combination of arm and

$ leg action. Participants will learn the fundamentals of crawl (commonly referred to as freestyle) and backstroke.

Rhythmic breathing, treading water and the elementary backstroke kick is introduced as swimmers make the transition to the big pool.

Sea Lions, or Level 1V swimmers, must pass Level III or swim 10 yards front crawl, followed by 30 seconds of treading water and 10 yards of backstroke. Participants will work on endurance in crawl and backstroke and be introduced to breaststroke, elementary backstroke, butterfly, turns and diving.

Level V swimmers, or Dolphins, must complete Level IV, or swim 25 yards, of the four competitive strokes.

They will refine those strokes, flip turns and diving in sessions resembling swim team workouts.

Completion of Level V will turn participants into Sharks.

They will swim 50 yards of freestyle and backstroke and 25 yards of breaststroke and butterfly while working on shallow-water diving. The classes are geared toward

competitive swimming and concentrate on endurance and refinement.

Interested swimmers who can swim one length of the pool can sign up to compete in the Lincoln City Swim Club under longtime coach Lissa Parker, who also coaches the Taft High swim team.

Self-esteem, physical conditioning and a healthy lifestyle are among the benefits, which also include camping meets and various activities. Swimming is held from 3:30 to 6 p.m. weekdays through mid-August with a break until resuming in midSeptember.

Annual USA Swimming registration is $60 and monthly dues $50. A $30, three-month swim team membership to the pool is also required. Financial assistance is available.

An Independence Day Boat Parade will be held Saturday, July 5, just before the Devils Lake fireworks demonstration.

America’s red white and blue patriotism will be seen and heard in cities and towns in Lincoln County and across the nation on Friday as the nation celebrates Independence Day. Fireworks demonstrations are planned for July 4 at Taft and Newport and a new display is set for Lincoln City’s Devils Lake on Saturday night, July 5, following the annual Independence Day Boat Parade.

The Lincoln City Visitors & Convention Bureau’s Scott Humpert said the Taft fireworks display that begins at about 10 p.m. will bring thousands to Lincoln City.

“This is a very popular event,” he said.

“People come early on July 4 to stake out their favorite fireworks viewing spot.”

Humpert said parking, and getting back and forth along Highway 101,at Taft during and after the event, will be challenging.

“There are a few public parking lots off 51st Street and behind the Ace Hardware

Store,” he said. “But those parking lots always fill up fast.”

A free shuttle service is offered that will run a continuous loop from Taft High 7-12 along Spyglass Ridge Drive and at Oregon Coast Community College on S.E. High School Drive to the end of 51st Street near Mo’s Restaurant in Taft.

The shuttle service runs from 6 p.m. to midnight July 4.

In Newport, a fireworks display will be set off shortly after 10 p.m. over Yaquina Bay. Parking is available at the Hatfield Marine Science Center and along Canyon Way and Hatfield Drive.

In Lincoln City, the Devils Lake Neighborhood Association is sponsoring a new fireworks display at 9:30 p.m. Saturday.

“This is a community event and we want the entire community to be involved and enjoy it,” said Devils Lake Neighborhood Association President Joe Barnes.

The 106th Lincoln County Fair opens a three-day run from 11 a.m. to 10 p.m. Friday, July 11 featuring high-flying motorcycle jumping and rough-and-tumble bull riding competition.

Organizers said the fair is designed with the traditions that make the event a part of the community.

“This fair offers a sense of county-wide community where people come together and share their commonalities rather than their differences,” said Town and County Fair Association Director Debra Jones. The Association contracts with Lincoln County to put on the annual fair.

Dip slices of scallops and lobster into the batter, using chopsticks or tongs. Remove when browned, drain and serve on a cloth napkin on a platter. Serve with the sauce bowls at each of 4 settings.

kitchen calamity that occurred just outside the kitchen – and in a crowded dining room – was recalled for us last week by Bruce Zhen, who with his brother, John, own the wonderful Momiji Express Chinese/Japanese Restaurant in the Tanger Outlet Mall, Lincoln City. (Try their Salem sushi roll – an outstanding treat!)

On an especially busy Saturday, a wait-staff of five or six all were running to keep up with orders for hungry patrons. One waiter bustled toward a table of eight holding aloft a tray carrying water, soda, beer and wine. Another just finished cleaning an adjacent table, and turned suddenly with a tray loaded with dirty dishes and leftovers.

Bruce watched in horror from his sushi station, as time stopped and the inevitable proceeded to unfold in slow motion. The collision left two waiters covered with each others’ tray contents -- and with embarrassment, as three dozen pairs of sympathetic eyes followed their rush to the safety of the back room.

We’ll have some Asian recipes today, in honor of the splattered soy sauce contribution. I am told the following, for batter-fried tempura munchies, hails from the Bush Garden Restaurant in Portland.

SEAFOOD/VEGGIE TEMPURA 1 quart cooking oil 16 raw shrimp, deveined 8 sea scallops 1 lobster tail 16 fresh string beans 1 green pepper 1 1/4 cups flour 1 cup water 2 egg yolks 3/4 cup clam juice 1/2 cup soy sauce 1/4 cup sake 1/2 teaspoon sugar 2 tablespoons white radish, grated 1/2 teaspoon ground ginger To make tempura batter, sift and measure flour. Beat the egg yolks with the cup of water.

Gradually add flour to the liquid, stirring gently. Blend with a little flour remaining on top.

For tempura dipping sauce, mix the clam juice, soy sauce, sake and sugar. Pour into four small bowls. Just before serving, divide the grated white radish and ground ginger into the four bowls.

Heat the cooking oil to 370 degrees F. Cooking only a few pieces at a time, dip shrimp into the batter. Holding by the tail, drop shrimp into the hot oil. When lightly browned,

SPICY ASIAN HALIBUT 4 halibut fillets, 6 ounces each

Juice of 1 lime 1/2 cup vegetable oil 1 garlic clove, finely chopped 2 teaspoons ground turmeric 1/2 inch piece ginger root, peeled and finely chopped 1 fresh red chile, seeded and chopped 1 onion, sliced in wedges 2 teaspoons ground coriander 2/3 cup coconut milk, unsweetened 1 teaspoon sugar 1/2 teaspoon salt 6 ounces snow peas, fresh Cilantro sprigs for garnish Place fish fillets in a shallow dish. Rub turmeric into both sides of fillets; sprinkle with lime juice. Set aside.

In a wok, heat half of the oil until hot but not smoking.

Slide 2 of the fillets into the oil and fry 4 to 5 minutes, gently turning once during cooking.

Remove and drain on paper towels. Add remaining oil to the wok and fry the rest of the fish. Drain; keep fillets warm.

Pour out all but 1 tablespoon oil from the wok. Add garlic, ginger root and chile; stir-fry for 1 minute. Add onion and coriander, and stir-fry for 2 more minutes. Stir in coconut milk, sugar and salt and heat to boiling, adding water if needed.

Add snow peas and cook for 1 minute. Spoon sauce over fillets and garnish with cilantro.

Yields 4 servings.

Sun has been playing music for more than 30 years.

“I really enjoy the music,” he said. “It comes a little bit from studying the music. Every single note has a very special meaning. It is a language but you can’t really translate it.”

He said classical music has lasted centuries because it is complex and deep.

“Classical music is something, that I feel the more you know, the more you like it and the more you can draw your energy from it,” he said. “It is the only type of music that you can listen to each time and discover new things.”

Sun said he hopes his performances help people feel the music.

“I want people to enjoy the music and to love the music,” he said. “But more importantly, I want them to feel something, whether it is joy, sadness, or a sense of loss. Those are very common themes in classical music. If they can feel any bit of that, I will be very happy.”

But he cautions anyone that has aspirations of making classical music a career.

“Certainly enjoy this music, but I would suggest that one should never go into classical music with the goal of becoming a performer because more often than not, you will be disappointed,” he said. “I would recommend that everyone learn as much as they can about classical music because it is something that will pay

In a saucepan, dissolve gelatin powder in about half the water, according to package instructions. In a separate saucepan, dissolve the sugar in the remaining water over medium heat. Add the milk and almond extract, stirring. Do not allow to boil.

In a serving bowl, mix the milk and sugar with the gelatin.

When cool, refrigerate for 2 – 3 hours until set. For added syrup, boil 1 cup of water, 1/4 cup sugar and a few drops of almond extract; refrigerate to chill.

To serve, cut the dessert base into small cubes and spoon into individual bowls. Add the fresh fruit slices and float syrup and serve. Recipe serves 4 to 6.

Sun said he always enjoys coming to the Oregon Coast.

“I really enjoy the beach, the weather, Cascade Head, and the hiking,” he said. “I enjoy sharing my music here. I have received plenty of love and friendship from the people here and I really enjoy that.”

Fireworks Director Mark Christie said the event is designed to connect the community.

“This is a good connection to the community and we are investing the money to put this on to have the community enjoy something special,” he said. “Many different people had done fireworks around the lake on their own in the past, but not in an organized way.”

The Association is taking donations from residents and businesses to fund the display. Barnes said they have raised $10,000 for the fireworks project. An account has been established at any US Bank branch for public donations to the Devils Lake fireworks project.

“Whatever is left over we will use for next year’s fireworks,” he said. “We want to make this an annual event.”

The Devils Lake fireworks will be held on off days and is designed not to compete with the Taft fireworks.

The annual Devils Lake Independence Day Boat Parade will be held at 7 p.m. just before the July 5 fireworks.

“It’s a once-around the lake cruise, so decorate your boat and decorate yourself and join us,” Barnes said.

Police and fire officials

remind everyone that all fireworks are prohibited from area beaches and state parks. Officials will confiscate illegal fireworks. Police said violators could face fines of $1,000.

Last year, Lincoln City Police seized 480 pounds of illegal fireworks.

Firefighters are concerned about the dangers of the fireworks that people bring to Lincoln City.

“Some of these devices can explode,” North Lincoln Fire & Rescue Capt.

Jim Kusz said. “We urge parents to always protect their children. We have had

fires that have started by fireworks that had not been properly extinguished.”

Kusz recommends that you have a bucket of water to properly dispose of the fireworks.

“Some people just toss the fireworks in the trash when they are done, but

they could still be active and lead to a fire,” he said.

The Fourth of July is commonly associated with fireworks, parades, barbecues, carnivals, fairs, picnics, concerts, baseball games, family reunions, and political speeches and ceremonies, in addition to various

other public and private events celebrating the history, government, and traditions of the United States.

Independence Day is a designated federal holiday commemorating the adoption of the Declaration of Independence on July 4, 1776, from Great Britain.
