One of the Lincoln City community’s largest events, the Community Days Banquet, was unfortunately canceled this year. But luckily, what wasn’t canceled was the presentation of the prestigious Mayor’s Award, as Lincoln City Mayor Dick Anderson presented it this past week to a local hero. Anderson stated publicly this week that prior to the current pandemic, he already had a name in mind for the 2019 award. Someone he described as normal guy, who was doing extraordinary things: David Bean. “Mr. Bean is the guy we notice once in a while

County extends short-term rental restrictions to May 31 MAX KIRKENDALL newsguardeditor@countrymedia.net

Lack of COVID-19 testing and other variables are causing Lincoln County to continue its restrictions of shortterm rentals. On March 23, Lincoln County officials drafted its original countywide resolution that included the order to close short-term rentals such as hotels, B&B’s, vacation rentals, RV parks and private campgrounds to rentals less

than 30 days. That order was set to expire April 30 and County officials drafted an extension of the order set to last until May 8, to coincide with Oregon Governor Kate Brown’s state of emergency declaration, which will expire May 8. On April 27, the Lincoln County Commissioners, Lincoln County Mayors and their City Council members, all convened via a teleconference to discuss a possible extension of the order. After discussions, County officials

decided that a larger extension, past the May 8 date, was needed. “I am in favor of an extension… I am not comfortable supporting a May 8 date,” Commissioner Claire Hall said. “I personally would rather see at least May 18 and preferably May 31. I get that both workers and owners are taking a huge financial hit… but it is clear to me that social distancing is working.” Commissioner Doug Hunt also

Across the state of Oregon, cities have been looking of ways to provide assistance to businesses who have been hit the hardest by the COVID-19 restrictions. Lincoln City is no different. Over the past few weeks, the Lincoln City City

Council created a subcommittee that has been tasked with putting together a COVID-19 Aid Package for businesses and others. On Monday, April 27, the City Council discussed several options for an aid package at their regularly scheduled meeting. There were four items up for consideration. Item 1

David Bean received the 2019 Mayor’s Award from Dick Anderson for his good deeds cleaning graffiti throughout Lincoln City. because he takes it upon himself to clean up graffiti in Lincoln City,” Anderson said. “He notices it and instead of asking “why doesn’t the City clean that up?” David removes it.” Bean can often be seen scrubbing and power washing graffiti in Lincoln City using his own time and resources. He’s had help with supplies from the locals, but does the dirty work himself. “Once he is finished with one job, he keeps an eye out for the next,” Anderson said. “It may be on City property, the wall at the old Pines lot or even a wall on a business. We all need to thank David Bean for stepping up on his own and taking on the challenge. “If you see graffiti one day and gone the next, it could be the work of David Bean. Thank you, David, for being a positive, Lincoln City citizen and standing up to get the job done. We all owe you a debt of gratitude.”

is designed to benefit local businesses. The City came up with a total amount of $635,000 to distribute. The total amount is divided between the lodging businesses ($235,000) and non-lodging businesses ($400,000). The specific division of money is left blank at this time. This money will come

from the Explore Lincoln City contingency. Explore Lincoln City will then purchase goods and services using a voucher system to promote tourism during the recovery phase of the emergency. There was much debate on how exactly the funds
