Request for PPE donations met by countless good Samaritans THE NEWS GUARD

Samaritan Health Services put out a request on March 19 to the communities it serves for donations of personal protective equipment.

Facemasks and other items were requested as health care facilities grapple with an international supply-chain shortage as a result of COVID-19 response.

Instantly, Samaritan received phone calls, emails and responses via social media from people eager to help.

This past week, several local businesses like Chinook Winds Casino Resort, have put up signs or billboards with their own message to

visitors. Chinook Winds’ billboards read, “Stay Home, Be Safe. The beach is waiting.” While others like ODOT’s flashing sign just outside of town reads ‘Stay Home, Save Lives.”

In times of crisis, it’s important to come together and help those who need it.

For several local businesses in Lincoln City, that’s exactly what they’re doing by providing 400 meals a week to those who are medically fragile or immune deficient.

This past week, Ocean’s Apart Catering, The Grill 1646 and the Lincoln City Eagles Lodge have teamed up to provide 200 meals, free of charge, on Tuesdays and Thursdays. During the first week, the groups dished out 140 meals to anyone who signed up from Gleneden Beach to Rose Lodge.

“The Grill 1646 is taking donations to buy most of the product that we need to make this happen,” Ocean’s Apart Catering owner Frank Paoakalani Napoleon said.

“The Eagles Lodge in Lincoln City is providing their facilities to cook in as well as delivery drivers. Special mahalo to some Lincoln City Fire Department personal and other volunteers for helping in delivery and

But these community members aren’t the only ones giving up their time and resources for others. Depoe Baykery and My Petite Sweet have also

been providing food, such as bread, dinner rolls, cupcakes and cookies. Also, Left Coast Coffee has provided a delicious beverage to go with their meal.

FEMA announced that federal emergency aid has been made available for the state of Oregon to supplement the state, tribes and local recovery efforts in the areas affected by the COVID-19 (Coronavirus) pandemic.

Federal funding is available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency protective measures (Category B), including direct federal assistance under Public Assistance, for all

areas affected by COVID-19 at a federal cost share of 75 percent.

Michael F. O’Hare has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.

Additional designations may be made at a later date if requested by the state and warranted by the results of further assessments.

Oregon Governor Kate Brown said the declaration is an important first step toward unlocking all available federal resources for Oregon’s state, tribal, and local response to the COVID-19 pandemic.

“I appreciate the responsive-

ness of Vice President Pence and federal administration officials to our requests for aid,” Brown said. “However, this is far from everything Oregon needs from the federal government to actively and effectively combat this crisis.

We have a number of significant requests pending with the federal government, first and foremost Oregon’s request for more personal protective equipment from the national stockpile.”

Brown said in addition, a significant part of the state’s disaster declaration request was for individual assistance for all Oregon counties and tribes, in-

cluding child care assistance, crisis counseling, disaster case management, disaster legal services and disaster unemployment assistance for Oregonians. That request is still pending, and would provide significant relief to Oregon families if approved, says state officials.

“This is an unprecedented public health crisis that demands a coordinated national response, backed by the full resources of the federal government,” Brown said. “I will continue to work with the White House and Oregon’s congressional delegation to fight for access to every tool available to keep Oregonians safe from

COVID-19.”

Organizations eligible for recovery efforts on a cost-sharing basis for emergency protective measures include, but are not limited to: - Management, control and reduction of immediate threats to public health and safety.

- Emergency operation and coordination costs.

- Disinfection of eligible public facilities.

the disease. Social distancing measures could alter the trajectory of new infections, which gives Oregon’s health care system the chance to ramp up to meet the coming surge. But the state has little margin for error.

A return to “business as usual” or slight differences in actual infection rates (compared to projected ones) could swamp hospitals with more coronavirus cases than they could treat.

“Hospital leaders and health officials are doing their part to find beds, secure supplies and protect health care workers. Oregonians can make a difference too: stay home and save lives,” Gov. Kate Brown said.

“We all have a role to play in an unprecedented, unified effort across Oregon to stop the coronavirus from taking the tragic toll we’ve seen it claim elsewhere.”

State agencies, hospitals and health care providers have already begun to implement the plan.

- The state is collecting PPE for re-distribution to facilities in need.

- Regional hospitals have signed mutual aid agreements to shift equipment, workforce and patients

- The state is working with providers to stand-up alternate care locations (such as the Oregon Medical Station), identify and develop new alternate care sites, enable ambulatory care centers to house patients and re-purpose long-term care facilities.

- The state and hospitals are sharing hospital bed utilization data so hospitals can manage the use of beds and equipment across their region.

- The state is developing childcare options for health care workers, so their work isn’t interrupted by school closings and family responsibilities.

“Oregon’s health care system began preparing for a pandemic years ago, which gave us a head start on this plan,” OHA Director Patrick Allen said. “From expanding testing to securing more ventilators for Oregon hospitals, we are united by a set of common strategies to save lives in every corner of the state.”

outcomes for three different scenarios: - Return to business as usual: If Oregon lifted all the social distancing measures state leaders have instituted in recent weeks, there will be an estimated 15,000 cumulative infections by May 8th (within a range of 5,900-26,000). Approximately 1,100 people would need inpatient beds (850 AAC/250 ICU) across Oregon.

- Maintain bans on large gatherings and indefinite school closures: There would be an estimated 6,100 cumulative infections by May 8th (within a range of 2,000-12,000) and 340 people will need inpatient beds (260 AAC/80 ICU).

- Maintain aggressive interventions put into place on Monday, March 23rd (i.e.., Stay Home, Save Lives) with high public adherence: There will be an estimated 1,000 (within a possible range of 700-3,800) cumulative infections by May 8th. Under this scenario, hospitals would have to boost capacity by a smaller number of beds.

The models show that only aggressive interventions, like the Stay Home, Save Lives executive order Governor Brown issued on March 23, are predicted to decrease the number of active infections.

“These projections tell us the sacrifices Oregonians are making right now can save lives,” Dr. Dean Sidelinger, state health officer at OHA, said. “At the same time, they paint a dark picture of what could happen.

Driftwood Public Library offers online library cards during closure THE NEWS GUARD

The doors to Driftwood Public Library may be temporarily closed, but the library remains open for business online.

Driftwood Public Library has instituted a temporary “Closure Card” policy, allowing Lincoln County residents to obtain a library card online or over the phone. Armed with a library card, residents gain access to thousands of e-books, downloadable audiobooks and other online resources.

Lincoln County residents who do not currently have a library card can obtain one by visiting www.driftwoodlib.org, or by calling the library at 541-996-2277 on weekdays between the hours of 10 a.m. and 5 p.m. Patrons will need to provide contact information and a Lincoln County address.

In exchange, they will receive a library card number that allows them to log into Library2Go and check out ebooks and downloadable audiobooks. They will also be able to access the library’s full complement of research databases, including online Chilton’s manuals, homework help, test prep and career development resources.

In addition to the thousands of e-books typically available through the library, DPL has also dedicated extra funds to purchasing additional copies of popular e-books and e-audiobooks, including a collection of titles suitable for families to listen to together. Once the library re-opens, residents with a Closure Card can continue library service by coming to the library and presenting ID and proof of address.

Keep yourself, your family healthy during the coronavirus outbreak To protect patients and reduce exposure to viruses circulating in our community, the hospitals of Samaritan Health Services — including Samaritan North Lincoln Hospital in Lincoln City and Samaritan Pacific Communities Hospital in Newport — are now restricting ALL visitors from hospitals and outpatient care areas, with a few specific exceptions. Those exceptions are for patients:

• Under the age of 18 • Who are in labor • Arriving by ambulance to the Emergency Department • Near the end of life • Having a same-day procedure • Who are incapacitated • Who require emotional, physical or transportaton support.

For these patients only, they may have one healthy visitor who is at least 12 years of age.

All visitors will be required to sanitize their hands upon entry and they will not be allowed to enter if they show signs of illness.

Even though the COVID-19 virus is new, preparing for pandemic illness is not new for Samaritan Health Services.

“Emergency preparedness training is a year-round activity and our facilities treat patients with a variety of infectious diseases on a daily basis,” said Chief Medical Officer Robert Turngren, MD. “On top of that, Samaritan has been working for weeks to prepare for potential cases of novel coronavirus, in accordance with the Centers for Disease Control, the Oregon Health Authority and local public health departments.”

Concerns about coronavirus are likely to increase as cases are confirmed in our region, but it is important to remember that many cases of coronavirus are mild, and most people recover with no additional complications.

Protecting yourself and your family While hospital staff are busy planning and prepping to provide medical care during this pandemic, here are some tips to help you and your family stay well.

“It’s a good idea to be prepared in case you need to be home for a few days,” said Adam Brady, MD, from Samaritan Infectious Disease.

The old Samaritan North Lincoln Hospital has been emptied and is being prepared for demolition beginning the week of April 6.

Every effort will be made to minimize noise and dust as the 52-year-old structure is torn down and removed to the local landfill. Please stay safe by using sidewalks on the perimeter of the hospital campus, parking only where allowed, and entering the new hospital building through the temporary south entrance.

If you are not already a Samaritan patient, call 541-768-7080 to set up an account. If you do not have a primary care provider or online access, call 855-543-2780. You will receive instructions on appropriate care that will limit exposure to others.

Ways to reduce your risk of exposure Before the virus becomes more common in the community, consider ways you can reduce your risk of exposure. Talk to your workplace about sick leave policies and whether you can work from home. You should also limit your time in crowds, including waiting in line at the store.

“Face masks are most effective when the people who are already sick wear one, or if you are in close contact and caring for someone who is sick,” said Dr. Brady. “At this point hand washing is really the most effective tool you have to stay healthy.”

“The coronavirus travels in droplets in the air and can live on surfaces, and then enters your body through your nose, mouth and eyes,” said Dr. Brady. “Be aware of who you’re around and what you’re touching.”

Ways you can avoid being infected by coronavirus and other illnesses include: • Wash, wash, wash your hands. It cannot be overstated — this is perhaps the most important thing you can do, especially before eating or touching your face. Wash your hands as soon as you come in the door when you get home.

He was born July 6, 1932 in Portland, Oregon to Melvin and Mabel Wilson who lived in rural Yamhill, Oregon. He spent his life in Lincoln City, Oregon; one

year in the merchant marine during the Korean War; Eureka, California; Carson City, Nevada; and finally back to Lincoln City, Oregon for over 30 years.

His track and field team went to the State Championships in Eugene and set records that held for years in the 220-meter relay.

Tony loved his HarleyDavidson and was a lifelong member of the Free Souls motorcycle club. He was the president in Eugene then at the North coast chapter. Tony owned Tony’s Taxi Cab for years and was

appreciated around town by many friends as he would make sure you would get where you were going, even if you didn’t have the full fare.

Tony also loved elk hunting where he lived up Bear Creek.

Tony is survived by his father Jack and Jane Cooney, mother Anette Cooney, his wife Julia, who he loved dearly. She stood by him through the bad times and his cancer. His sons Alex and Tylor, sister Liz and Kurt Later, Brother Terry and Danette, son Jeb, daughter Tasha and many grandchildren, as well as the whole Free Soul and Anubis families.

Oregonians statewide can now use SNAP to buy groceries online THE NEWS GUARD

In keeping with Governor Kate Brown’s “Stay Home, Save Lives” executive order, Oregonians across the state who receive Supplemental Nutrition Assistance Program (SNAP) benefits can now purchase groceries online from Walmart and Amazon, helping to keep SNAP recipients and their families safe from COVID-19 by opening new avenues for social distancing.

Oregon has been exploring ways to increase access to food including a pilot project to provide Oregonians the opportunities to purchase groceries online with SNAP benefits. In March 2020, the Department of Human Services (DHS) provided access to online purchasing in Portland and Grants Pass at Walmart and Amazon.

Due to the COVID-19 crisis, both retailers moved up their expansion

dates for online food shopping to help those who are unable or who have difficulty getting to the store another option to purchase food.

“We are grateful that these retailers expanded their grocery services to all Oregonians receiving SNAP benefits,” said Dan Haun, Self-Sufficiency Programs director at the Oregon Department of Human Services. “Convenience, quality and fresh groceries should not be determined by how someone pays. The expansion will increase food access for those who experience challenges visiting brick-and-mortar stores.”

As the COVID-19 pandemic has led to an increase in the number of people eligible for SNAP, the ability to purchase groceries online supports physical distancing necessary to help slow the spread of the virus.

“We appreciate the accommo-

dations that many retailers have made to support individuals at high risk of serious health consequences from COVID-19,” said Mike McCormick, interim director of the DHS Office of Aging and People with Disabilities. “Anything we can do to help Oregonians access necessities and limit their potential exposure to illness, is absolutely crucial at this time.”

OSP answers questions about the ‘Stay Home, Save Lives’ order THE NEWS GUARD

Since Oregon Governor Kate Brown issued Executive Order 20-12 “Stay Home, Save Lives,” the Oregon State Police have received several questions regarding what people can and can’t do, and what the legal ramifications are.

To answer some of these questions, OSP compiled this list that covers the basics.

Is this martial law?

No, not even close.

There are no curfews and a person’s movements are not restricted under the Governor’s Executive Order.

While details are offered in the order relating to social distancing, specific business closures and non-essential social gatherings- Oregonian’s movements are generally unrestricted.

Do I need documentation from my employer deeming me essential?

No. The Governor’s Executive Order closes certain businesses, outlined in section (2). These businesses reflect operations that would make close contact difficult or impossible to avoid. Officers are not asking or looking for any type of special paperwork from your employer.

Do I need a special placard on my car, when going to work or if I drive for work?

No. There is no special documentation or placards for people going to work or permitted activities.

Will I be pulled over for driving on the highway?

Not for violation of the Governor’s Executive Order, which specifically outlines efforts to avoid large gatherings- not restrict the movement of Oregonians.

If, however, you are committing a traffic violation or crime that would be enforced independent of the order, you may be stopped, like any other day.

Are the state lines closed and are there roadblocks?

No, traffic is moving freely within Oregon and our border states. There are no roadblocks or restrictions of vehicle movement. Washington State is operating under a similar executive order from their Governor, so Oregonians should be aware of these provisions when traveling in their state.

If my business is closed, can I still go to work if my employer makes me? Won’t I be arrested?

While the order prohibits the public from congregating at a closed business, the employer may still have work to do on site. As long as employees are not conducting business that is prohibited by the Executive Order, it is okay to still be at the worksite. No “passes” or paperwork is required.

Are rest areas open?

Yes, generally. Some rest areas are connected to parks, which are currently closed to comply with the Executive Order.

Are police arresting or ticketing people in public or in violation of the Governor’s Executive Order?

People that violate the Governor’s Order in an Emergency Declaration could be arrested or cited, which is a C Misdemeanorthe lowest level of criminal

conduct designation. All Oregon law enforcement are united on the premise that police action is extremely undesirable and we hope to educate Oregonians if congregating in violation of the Governor’s Order. Citation or arrest would be an extreme last resort if a person failed to comply with the lawful direction of a police officer.

What about my kids that may congregate in a place without my permission, like a skate park?

Police know our children don’t often take their parent’s advice and may ignore direction when away. Like adults found to be congregating in a location, officers will likely approach the youths and educate them on the order. Citations and arrest are extremely unlikely, reserved for only the most

extreme circumstances.

Can I still go hiking and fishing?

Yes. Oregonians can still recreate outdoors, if their recreational activity involves non-contact with others and they can maintain appropriate social distancing, which is defined as 6 feet or more from others. Oregonians and visitors to our state should be aware most campgrounds and boat ramps are closed, so you should research your plans before recreating.

Should I call 911 if I see people congregating?

No. The level of this violation is not for reporting police, fire or medical emergencies through 911. People may choose to self-educate their fellow Oregonians or

if a large gathering is noted, they may call their respec-

tive police agency’s nonemergency number.

Travel Oregon, a semiindependent state agency, has an existing contract with Wieden+Kennedy, which permitted the agency to work with the Governor’s office on the public awareness campaign related to

the COVID-19 pandemic.

“As the newly releasedmodeling has shown, we know that if Oregonians continue practicing social distancing measures, we can give our health care system time to ramp up and get ready to meet the serious threat COVID-19 poses to Oregon,” said Patrick Allen, director of the Oregon Health Authority. “It’s important for Oregonians to remain vigilant through this crisis and continue to stay home for all those who must be outside for them.”

also received a lot of homemade masks,” Gilmour said.

“The craft of sewing is alive and strong in Benton, Linn and Lincoln counties.”

In settings where facemasks are not available, the CDC does allow for health care professionals to use homemade masks for care of patients with COVID-19 as a last resort. Samaritan’s strategy is to use standard PPE first as it offers the best protection for health

care professionals, especially those treating patients with COVID-19. Homemade masks will be used if standard PPE supplies are depleted or will be used in care settings not requiring as stringent PPE use to free up available supplies in COVID-19 treatment areas.

“All donations collected from the community will now be sanitized or sterilized before being circulated in patient care areas,” said

If the COVID-19 pandemic didn’t hit the United States, Lincoln County School District students would be back from spring break this week, entering the final stretch before the end of the school year.

Instead, students remain at home until at least April 28 and several questions have been raised about where students will get their valuable education and what’s next for graduating high school seniors.

LCSD Superintendent Dr. Karen Gray gave another update this past week, but unfortunately, there seems to be more questions than answers at this point. “I have attempted to provide our staff, families and community with as much information as possible knowing that certain things are still not yet known,â€? Dr. Gray said. “I hope that everyone has had some fun with family‌ Enjoy this time while you can (and have to) because we will be back at it at some point and as busy as ever.â€?

Dr. Gray spoke about their supplemental learning opportunities for students K-8, which starts today (April 1). “As the Coronavirus situation continues to develop, we are looking at a number of ways to deliver the best possible experiences for students during the extended break, and we want to make

sure all of our students can remain connected to their peers, teachers, and schools and have regular access to supplemental learning opportunities and materials,�

Gray said.

LCSD is introducing Supplement Education and Learning Supports, or SEALS, which includes some education online, some with learning applications and some paper and pencil.

Work will be prepared to last a week at a time, none of it is turned in as it is ungraded and not credited and is provided in order to keep kids engaged in learning. “This is not the same as our regular education,� Dr. Gray said. “It is supplemental only. This work is also for ALL students including those with special abilities, English language emergent and others.�

Dr. Gray also highlighted the Meals on the Bus Program, which goes back to Monday through Friday this week for the foreseeable future. The consolidated new bus routes are working well along with the new bus times, according to LCSD. “We are giving out between 2,600 and 3,000 plus meal boxes (each containing 3 meals for the day) per day to our students and families,� Dr. Gray said. “Please thank a meal prep and delivery person when you see them!�

Oregon Coast Community College is coupling robust on-site precautions with moving classes online in order to launch its Spring 2020 term undaunted. Per

new statewide rules for this Spring, all classes will be delivered via remote instruction, excepting some healthcare programming. The Central Campus and North County center will be open to students only throughout the term for walk-in support and assistance.

Oregon Coast Community College welcomes new students each term; those in pursuit of new career opportunities, a transfer degree, or some other academic goal need not wait until fall to enroll. Spring term begins Monday, April 6, but there is still time for students considering starting out to apply and meet with an academic advisor.

Our greatest strength is our talented faculty, and we leverage that strength to our students’ benefit, by

To help students get comfortable with online tools, the college has rolled out a number of resources. “One of our own students, Jason Miranda, will be hosting Zoom Labs online, helping fellow students get familiar with the powerful videoconferencing application that many instructors will be using throughout the term,� said Dan Lara, OCCC’s Chief Academic Officer.

For students who have no reliable internet access at home, or who lack a suitable workspace, the College will offer safe, social-distanceappropriate workspaces at its Central Campus in Newport and its North County Center in Lincoln City. There are also Chromebooks and other resources available to check out for use from home. Students interested in these resources should contact Student Services at 541-867-8501 to learn more. “Like students at every other community college and university in the state, OCCC students will be in unfamiliar territory this Spring,� Lara said. “We’ll

Among these resources are academic advising services delivered live via Zoom, at the students request. Appointments can be booked online at oregoncoastcc.org/advising. These services will be available from inside the Central County Campus in Newport, or from the North County Center, via Zoom workstations. “Our students have been through a lot, in a short time,� President Ryslinge said. “They’ve had small children sent home from school, demanding roundthe-clock care. They’ve faced layoffs and financial hardship. They are deeply concerned about their most vulnerable family members.

It’s not been easy.�

In response, she said, the College is looking for creative ways to help students cope with these changes. “For example, longtime OCCC Community Education meditation instructor Joe Armenio is offering a free service to students,�

Ryslinge said. “They can call upon his free meditation hotline, exclusively available to OCCC students, throughout the term, when they need just a moment to relax and step away from the challenges they’re facing 24 hours a day.�
