Lincoln County Circuit Court Judge Sheryl Bachart has announced her bid for re-election as Circuit Court Judge, Position 1, 17th Judicial District.

Over the course of the past week, Oregon Governor Kate Brown has taken several steps to attempt to limit the spread of COVID-19 (Coronavirus) within the state, including her announcement to close Oregon schools from March 16 to March 31.

The decision raised concerns locally in Lincoln County, as many community members had questions of what students, who rely on schools for two meals

per day, would do during the closure. One of those concerned citizens is local business owner Dan Clanton, who decided to donate his time and resources into making sure kids aren’t going hungry.

Via a Facebook live video, Clanton addressed COVID-19 concerns and stated that it has caused the governor to make some drastic moves to help protect the spread of this virus, including the school closure.

As of Tuesday, March 17, Oregon now has a total of 47 people who have been diagnosed with COVID-19 (Coronavirus).

The Oregon Health Authority (OHA) last announced eight new cases of the novel coronavirus on Monday evening.

OHA reported two new cases each in Benton and Deschutes Counties; and one new case in each of the following counties: Clackamas, Marion, Multnomah and Washington.

“I know it’s difficult to learn that we are seeing more active community spread of COVID-19, but this is something we’ve been expecting,” said Dean Sidelinger, M.D., M.S.Ed, State Health Officer and Epidemiologist, OHA Public Health Division. “It’s a good reminder to take steps to protect yourself, and vulnerable friends and family members, by washing your hands, covering your coughs and sneezes, and staying

home and away from others if you’re sick.”

Officials continue to urge all Oregonians to take steps to protect themselves, their families, and those who are most vulnerable to complications from COVID-19.

Those considered “high risk” include adults 60 and older, or anyone with a serious health condition, including lung or heart problems, kidney disease, diabetes, or anyone who has a suppressed immune system.

People vulnerable to complications should follow federal Centers for Disease Control and Prevention recommendations to stay home as much as possible and avoid gatherings.

OHA reported cases in Yamhill County, Deschutes County and Linn County over this past weekend. The Yamhill County and Deschutes County cases are believed to be community acquired.

Oregon’s first fatality due to COVID-19 A 70-year-old man in Multnomah County was the first person in Oregon to die from COVID-19 this past weekend. The Multnomah County resident was hospitalized at the Portland Veterans’ Affairs Medical Center and succumbed to his symptoms on Saturday, March 14.

The individual is not connected to the cases at the Oregon Veterans’ Home in Lebanon.

“While we knew we would arrive at this day at some point, it doesn’t lessen the impact,” said OHA director Patrick Allen. “Our thoughts and deepest sympathy are with the family of this individual who honorably served his country.”

The individual, who had underlying heath conditions, tested positive for COVID-19 on March 10. The individual had no known contact to a confirmed case and had not traveled to a country where the virus is circulating.

All other businesses are urged to assess their practices, implement strong social distancing measures, and close their doors temporarily if they cannot put the new guidance in place.

Every resident should take these basic steps to protect themselves and those most at risk: - Never visit a hospital or long-term-care facility if you have a fever or cough.

- Cover your mouth and nose when you cough or sneeze.

- Regularly clean and disinfect frequently touched objects and surfaces like bathrooms, desks, countertops, doorknobs, computer keyboards, faucet handles, toys and cell phones.

- Avoid touching your eyes, nose, or mouth with unwashed hands.

- Stay home and away from others if you are ill.

After someone contracts COVID-19, illness usually develops within 14 days.

Symptoms mirror those of the flu, including fever, cough, runny nose, headache, sore throat and general feelings of illness.

County signs Declaration of Emergency, Samaritan Health creates voucher program for homeless preparing to care for COVID-19 cases

Last week, County Commission Chair Kaety Jacobson signed a Declaration of Emergency for Lincoln County amid COVID-19 concerns.

Lincoln County Government Offices are currently open and will continue to keep normal business hours, as of Tuesday, March 17.

The County is monitoring COVID-19 situation and has implemented recommendations from the Oregon Health Authority such as increased cleaning, social distancing and teleconferencing where possible: sick employees have been asked to stay home.

The County asks that the public use digital and telephonic communications when and where possible.

Unless you are sick and seeking medical care, they

ask that citizens reconsider visiting County facilities. ​Lincoln County Public Health has been working closely with the Oregon Health Authority, local emergency management, hospitals and medical providers to monitor the 2019 Novel Coronavirus (COVID-19) outbreak. You can find up to date numbers on cases of COVID-19 in Oregon at oregon.gov.

Voucher Program The Lincoln County Board of Commissioners has agreed to fund a motel voucher program for unsheltered homeless individuals for a two-week trial program beginning Monday, March 16.

Agreements have been secured with motels in Lincoln City and Newport to provide blocks of rooms for this emergency program.

Commissioner Claire Hall said this is in response to

continued cold weather and the high-risk unsheltered individuals face of COVID-19 and other respiratory illness.

“It’s hoped this step will protect the health of the individuals involved, as well as reduce opportunities for spread in the larger population,” Hall said.

To qualify for the program, citizens will have to identify as sleeping outside.

Those living in a vehicle will not be included, according to the County. Citizens also cannot show signs of respiratory illness and must provide a clean UA (marijuana will be excluded if all other criteria are met).

The county is contracting with Coastal Support Services to handle intake and booking for the program. Up to $5,000 has been allocated initially in Newport and $5,000 in Lincoln City. The Lincoln City Travelodge and Sum-

Over the course of a week, large gatherings were banned, sports were effectively shut down and schools and businesses continue to close, courtesy of COVID-19 (Coronavirus).

The City of Lincoln City declared a State of Emergency on Monday at a special City Council meeting, to allow them to more easily access resources if needed during this pandemic. City Emergency Management Coordinator Ken Murphy spoke at the meeting, as well as at the Lincoln City Rotary meeting earlier in the week about the virus.

His message remained unchanged from his norm: always be two-weeks prepared.

“I wish I had this kind of power… You know, I want people to always be twoweeks ready but I don’t have this kind of affect on people,” Murphy said. “People are getting ready. I figure, if this doesn’t get too out of control, we will have most people two weeks ready for disasters.”

In addition to getting everyone in the City two weeks prepared for a quarentine or any other disaster, Murphy said he has been working with City officials to prepare for a possible outbreak in Lincoln County.

“We’re doing a lot,” Murphy said. “We started probably over a month ago and we knew this was coming, shame on people if they didn’t think it was going to happen. We are a mobile planet. There are generally 40 million flights a year of people going and coming.”

Murphy said one of the first things the City did was review their continuity of operations plan. This plan is a way for City officials to adjust to whatever situation, so that they can still conduct business.

“Whatever it may be, could be an earthquake, it could be a flood. In this case, it’s a pandemic, that could affect our city,” Murphy said.

“One thing we’ve done is set up coop teams or remote teams, that will help us move to other facilities if City Hall was compromised.”

These teams of people will be able to work remotely doing jobs such as administration, finance and public works (water and wastewater).

The City provided laptops for these remote operating teams and are able to teleconference if needed.

“We’ve also created an action decision matrix and it’s really, here are the things we’re going to do based on certain triggers,” Murphy said.

“The next trigger is, what we do if we get a case in Lincoln County/Lincoln City? What are our actions? One of them is a decision point. Do we close public facilities?”

Murphy said they will work closely and confer with their public health partners to get guidance during the pandemic. As of Tuesday, March 17, City facilities have been left open as they continue to focus on increased frequency of cleaning.

“Generally I would say, at least at city hall, people have been pretty darn good about getting the wipes out cleaning things and making sure their areas clean,” Murphy said.

“We’re making a conscious effort to clean areas where the public can touch things, handrails, doorknobs, counters… it does help in doing that.”

For the most part, Murphy said Lincoln City will be following the lead of the Oregon Health Authority, who has been working around the clock to halt the spread of the virus.

“OHA has been developing messaging, working with the issues, working with medical facilities, doctors, everybody

to make sure that we, as citizens and the public have information about what we might expect,” Murphy said.

“I guarantee you, they’ve been working real hard on, on how this is going to unfold, and what we can do on any given day.”

Having gone through other outbreaks in the past, Murphy said these types of events should always be a teaching moment about preparedness.

“Disasters can happen anytime, anyplace and generally without warning. We’ve had a warning on this one.

Think of all the things we’ve done to get ready for COVD19. How ready would you be if we had an earthquake and we didn’t have weeks to prepare?”

Murphy asked. “When properly pursued, preparedness is a way of life, it is not a sudden spectacular program.”

The Oregon Health Authority has announced the first presumptive positive cases of novel coronavirus, or COVID-19, in Linn County – one of the counties served by Samaritan.

While COVID 19 is new, preparing for pandemic illness is not new for Samaritan Health Services.

“Emergency preparedness training is a year-round activity and our facilities treat patients with a variety of infectious diseases on a daily basis,” said Chief Medical Officer Robert Turngren, MD. “On top of that, Samaritan has been working for weeks to prepare for potential cases of novel coronavirus, in accordance with the Centers for Disease Control, the Oregon Health Authority and local public health departments.”

While concerns about coronavirus are likely to increase as cases are confirmed in our region, risk of contracting the disease is still considered “low” by the CDC. It is also important to remember that many cases of coronavirus are mild, and most people recover with no additional complications.

Bachart was appointed to her position in 2008 by Governor Ted Kulongoski and has since been elected to serve two additional terms.

Bachart was born and raised in Toledo, Oregon and has been married to her husband, Mark, for 24 years and they have two children, Ally and Luke.

She earned her Bachelor’s Degree in Political Science and International Studies from the University of Oregon in 1991, graduating magna cum laude. After traveling and living abroad, she went back to the University Oregon where she attained her JD in 1997.

Bachart returned to the community she grew up in to practice law and spent 11 years in the Lincoln County District Attorney’s Office.

She prosecuted all types of cases, but spent the majority of her career prosecuting child sexual and physical abuse cases. In 2008 she was appointed the first female circuit judge in Lincoln County and has served now 12 years in that position.

“Shortly after taking the bench in 2008, I implemented Domestic Violence Court and in 2020 I took over Lincoln County’s Drug Court,” Bachart said. “I have been particularly rewarded by my involvement in those cases because domestic violence and addiction threaten family stability and the community has been made safer by the operation of those specialty courts. I have presided over close to 200 jury trials since taking the bench.”

Bachart said she has been fortunate to serve on

several statewide and local committees including the Oregon Council on Court Procedures, Oregon Judicial Department Judicial Education and Leadership Committee, Oregon Supreme Court Council on Inclusion and Fairness, Criminal Jury Instruction Committee, Lincoln County Local Public Safety Coordinating Council, Lincoln County Courthouse Security Committee and the Pretrial Services Implementation Team.

“While it is an honor to serve on these committees, one of the greatest joys of my career has been opportunities to speak to students in Toledo, Eddyville, Newport, Waldport and Taft schools about the courts and those interested in pursuing a career in law,” Bachart said. “I want young people in this community to know I also grew up here and see themselves as capable of achieving their goals.”

Bachart said she has also benefited from hearing and learning about the individual stories of those appearing in front of her and the challenges they have overcome in Lincoln County.

“I am humbled daily by the courage of those appearing in my courtroom,” she said. “I am proud to create an environment where people feel safe, heard and are treated with dignity and respect.

“I have cherished the opportunity to serve members of my community as one of your judges and ask for your continued support.”

As federal and state governments take desperate measures to prevent and mitigate the pandemic coronavirus, Oregon’s own Department of Transportation is sabotaging all their efforts by compromising the immunity of Oregonians state-wide.

Currently, DOT is spraying state highways with Roundup (glypho-

sate), which is well known to damage immune systems, as well as having more than 45,000 cases of non Hodgkins lymphoma attributed to it, with more lawsuits filed every day.

Because these lawsuits have made abundantly clear that EPA registration approval of Roundup was and is based on invalid and even fraudulent data provided by its makers, DOT can not rely on EPA registration to justify exposing its own employees and the public to

Marion Elizabeth Stenerodden Marion Elizabeth Stenerodden passed away peacefully in Lincoln, City at the age of 102 She was born, raised and schooled mostly in Minnesota. Born to Clifford and Geri Schutt in Duluth. MN. She graduated from the University of North Dakota where she met Sidney Stenerodden.

Following graduation,

Born June 29, 1930, Charlotte Mary Steere passed away February 28, 2020, at the age of 89. She lived in Dayton, Oregon.

She grew up in Beaverton, Oregon, with her family, and graduated from Beaverton High School. She met her husband George in Lincoln City, Oregon, and they were married on April 21, 1951.

She is survived by her sons Michael and Jefshe taught school in Mn. Before serving for the red cross (Assigned to Ft Riley, Ka during WWII. In 1945 she married Sidney upon his return from the war. They celebrated 46 Years marriage before he passed way in 19990.

After the war, her husband completed his training in Ophthalmology and they moved to Salem Or. They retired to Lincoln City, where they resided for many years.

Their retirement was

spent in Lincoln city, Marion had enjoyed volunteering at the local hospital, something she did faithfully for many years. She loved to paint in watercolors and acrylics.

And was a former member of the Lincoln City Art Association. She had a for life, enjoying her family and friends. Marion was the president Salem hospital auxiliary, Long Time member of St. Peter the Fisherman Lutheran church.

She is survived by her

son John, (Jana), Daughter Suzanne, son Douglas, granddaughter Rachelle, grandson Jason greatgrandson Tobias, nieces and nephews, and sister Harriet. Proceeded in death by her brothers Clifford Jr, and Irving.

Edwin Martin Forbes Edwin Martin Forbes was born on September 11th 1931 to Edwin Hawthorne Forbes and Mildred Elizabeth Loftus.

He joined the Army at 17 in 1948. Served 6 years and served abroad in Europe and Japan. After serving his country he met Helen Louise Campbell and the two got married in Las Vegas on April 13th 1957. Together they had 6 children, Edwin III, Toni, Cheri, Ruby, Robert and Peggy.

He worked for McDonnell Douglas Corporation in Long Beach, California and retired after 35 long years. After doing some traveling around, his wife and him decided to settle down in the quiet town of Otis, Oregon in 1989.

He is survived by his wife, 5 living children, 16 grandchildren and 21 great grandchildren. On March 11th, 2020 he joined his eldest son Edwin III in heaven.

He was loved greatly by his family. He had many traditions that together we will all keep carrying on.

The family is having a service amongst themselves.

Charlotte and George lived on the Siletz river, where they raised their four boys. Their home was only accessible by boat, which made raising cattle quite the adventure at times.

There will be a private family memorial.

Summary of Proposed Code Amendments ZOA 2020-01 Procedures.

Amends Title 16, Subdivisions, and Title 17, Zoning, by adding definitions to those terms listed in Title 17 but not defined in Chapter 17.08 and removing definitions listed in Chapter 17.08 but not noted in Title 17, and categorizing all procedures listed in Title 16 and Title 17 as Type I, II, III, or IV procedures with processes and definitions outlined for each.

ZOA 2020-02 Parking and Landscaping.

Amends Title 17, Zoning, by removing parking requirements from individual sections and placing them instead in the consolidated location of Chapter 17.56 Off-street Parking and Loading Regulations; removes inconsistencies in parking requirements throughout Title 17; adds parking requirement for public parks and reorganizes

Chapter 17.56. Removes landscaping requirements throughout Title 17 and places them instead in a consolidated new chapter specifically for landscaping, thereby also eliminating inconsistencies in landscaping requirements throughout Title 17.

ZOA 2020-04 Signs.

Amends Title 17, Zoning, Chapter 17.72 Sign Regulations, by removing provisions for temporary signs and placing them instead in Chapter 9.34 Signage; removing sign provisions from Chapter 17.45 Taft Village Core Zone, Chapter 17.50 Oceanlake Plan District, and Chapter 17.34 Nelscott Plan District and instead consolidating all regulations for permanent signs in Chapter 17.72 Sign Regulations to provide for consistent sign regulations for permanent signage throughout the city. Also provides standards for illumination of permanent signs.

Public Hearing Criteria Any person is welcome to attend and participate in the hearings and present written and/or oral testimony concerning the proposed amendments. The Planning Commission and City Council will evaluate the proposed amendments using criteria in Chapter 17.88 of the Lincoln City Municipal Code.

Only persons who have presented written and/ or oral testimony at the

hearings before the City may appeal to the Land Use Board of Appeals (LUBA). Failure to raise an issue at the public hearings, in person or by letter, or the failure to provide sufficient specificity to allow the City Council an opportunity to respond to the issue precludes an appeal to the LUBA on that issue.

“That’s a tough one for me… There’s some knowledge that I have, in terms of student population, that is very concerning,” Clanton said. “We have about 1,250 students in the Lincoln City area schools and almost 20 percent of those students are homeless. That’s a staggering number.

“That 20 percent plus more, for the next two to three weeks, don’t know where their meals are coming from, because they eat breakfast and lunch at school. With the school being closed, they don’t have that source.”

“Any of these students that are hungry, and don’t know where they’re getting their next meal can come see me at The Grill,” Clanton said. “I’ll make sure that you’ll have a hot dog or a peanut butter and jelly at least once a day over the next three weeks. I hope you guys take advantage of that.

Clanton wasn’t the only business owner to step up to the plate for Lincoln County students. Lincoln City café Salt announced last Friday that any student, preschool

through high school can stop by the Outlet Mall shop to get a free bagel or turkey sandwich during the school closure.

“Parents in need, bring in your kids for their free meal. No questions asked,” the café owners said. “We’re so happy to join other businesses reaching out and supporting our community by doing similar programs.

To everyone else, we’re open and doubling down on our usual sanitizing efforts.”

In addition to those local businesses’ generosity, Gov. Brown and state schools chief Colt Gill said Friday that districts would prepare and distribute free meals to students who qualify.

“Our schools are truly the hearts of our communities. Our families build their daily lives around them.

Our schools provide critical

services for many of them, like medical services and free and reduced meals,” Gov. Brown said at a media press conference. “They are needed now more than ever.”

Over the weekend, the Lincoln County School District announced they have partnered with Sodexo to offer meals at no charge to all children age one through 18 starting this week. No income verification or household documentation is required to participate.

Children can expect to receive breakfast, lunch and dinner.

The first option for meal service is delivery via the First Student bus company.

First Student will be following their normal afternoon routes approximately four hours earlier than their normal drop-off times at each

stop. You do not need to be a bus rider to receive a meal and you do not need to sign up, simply stand at the bus stop and wait.

“For safety and social distancing, please stay back from the bus and a staff member will bring the meals out to you,” LCSD officials advised. “As we work out times, we will post routes for families to view.”

The legendary Glenn Miller was one of the most successful of all dance bandleaders back in the Swing Era of the 1930’s and 40’s. A matchless ADMISSION string of hit records, the constant impact of radio broadcasts and the drawing power at theatres, hotels and dance pavilion, built and sustained the momentum of popularity. Glenn disbanded his musical organization in 1942 at the height of its popularity to volunteer for the Army. There, he organized and led the famous Glenn Miller Army Air Force Band. On December 15, 1944, Major Miller took off in a single engine plane from Europe to precede his band to France, disappearing over the English Channel, never to be seen again. The army declared him officially dead a year later. With the release of the major motion movie The Glenn Miller Story featuring Jimmy Stewart and June Allyson in 1954, interest and popular demand led the Miller Estate to authorize the formation of the present Glenn Miller Orchestra. On June 6, 1956, and under the direction of drummer Ray McKinley who had become the unofficial leader of the Army Air Force Band after Glenn’s disappearance, the reformed Glenn Miller Orchestra performed its first concert and has been on the road ever since. Since January 2012, vocalist Nick Hilscher leads the band.

Today, the 18 member ensemble continues to play many of the original Miller arrangements both from the civilian band and the AAFB libraries. Additionally, it also plays some more modern selections arranged and performed in the Miller style and sound. Just as it was in Glenn’s day, the Glenn Miller Orchestra today is still the most sought after big band in the world.

Taft senior signs with Corban OSAA suspends practices and contests through March 31

Finding the right college is always a challenge for graduating seniors.

But for Taft 7-12 senior Autumn Ellis, her choice was relatively easy, as one school seemingly checked all the boxes: Corban University.

Corban is a small Christian college in Salem, Ore. that has about 1,200 undergraduate students. Coming from a small school like Taft, Ellis said finding a smaller college was her goal during her search. “I toured like three colleges and when I toured Corban, it just felt like the place I wanted to be,� Ellis said. “The people I met when I was there were really nice and I’ve always wanted to go to a smaller school that’s Christian based where I could still play sports.�

Ellis signed her letter of intent to compete on the Corban track and field squad next school year. Head coach Norm Berney of the Warriors made the trip down to Lincoln City on March 12 to welcome Ellis to the team. “We feel we’ve got a real good team coming up next year and she’s going to be apart of it,� Berney said. “She’s a good athlete, which is what we like to see first.�

While attending the small university, Ellis said she has goals of doubling up her sporting activities, whether

On the track, Ellis competed in the 3,000, 1,500 and 800-meter races in high school. In college, she said she’s not sure what events her coach will have her do.

However, noting her athleticism, Berney said Ellis could be a perfect fit for the steeple chase event.

Adjusting to the rigors of colligiate sports is never easy, but Ellis said she’s up for the challenge. “It’ll definitely be an adjustment because I’ve never been on a super competitive team before,� Ellis said. “But I think I’m ready for it and ready for the disciple that comes with it.�

Throughout her career at

Taft, Ellis has competed in a plethora of sports. During that time she’s learned a lot of lessons, including how to be a team player. “The main thing I took away from high school sports is that your team is the most important thing,�

Ellis said. “It’s important to be positive and lift your team up no matter how you’re doing individually or what you’re doing, it’s just important to be a team player.�

She credits her coaches and family for helping her get to where she’s at now, as well as her teammates and friends she’s made as a Tiger. “I’m going to miss my teammates a lot,� Ellis said. “They’re the only people I’ve played sports with since 7th grade so it’ll be weird being on a team with people I don’t know. But I’m excited for the future.�

Per Governor Kate Brown’s announcement regarding school closures, the Oregon School Activities Association (OSAA) has suspended interscholastic practices and contests for sports and activities for all member schools effective today through March 31.

During this suspension OSAA will evaluate this evolving public health situation with the Oregon Health Authority, the Oregon Department of Education, the OSAA Executive Board, the OSAA Sports Medicine Advisory Committee and member school administrators from throughout the state to determine when, or if, to resume the spring season.
