Health department reports four new COVID-19 cases in county; brings count to 15 confirmed O

ver the Fourth of July weekend, Tillamook County Community Health Centers was informed of two more positive cases of COVID-19 in Tillamook County. The individuals are between the ages of 20-29 and 90-99 respectively and

are residents of Tillamook County.

This brings the county case count up to 15 total positive cases of COVID-19.

Public health department staff is working with the individuals and contact investigation/tracing has already

been completed. All cases are independent of each other and there has been no workplace outbreaks in any Tillamook County workplace (defined and tracked

by OHA as five or more employees in a facility that has 30 workers - outbreak

remains active if a new case occurs in the past 28 days from start of tracking).

he water system for Oceanside and Cape Meares is one of three case studies highlighted in a new report produced by Oregon State University’s Institute for Natural Resources and funded by a grant from the Oregon Forest Resources Institute (OFRI), which concludes that the highest quality source water for public water providers across Oregon comes from forested watersheds, including those actively managed for timber production.

“The Trees to Tap” report is the product of two years of work by faculty from the OSU College of Forestry, who were guided by a statewide steering committee. As a companion piece, OFRI has published “Keeping Drinking Water Safe,” a publication summarizing the report’s key findings.

Mike Cloughesy, director of forestry at OFRI, said they presented the idea of a study looking into drinking water in 2018 to OFRI’s board members. The last big literature review was done in 2000.

“We had a really good base in 2000 but there was really nothing since – a lot of studies here and there – but nothing that pulled everything together,” Cloughesy said. “We asked the board if we could go talk to the dean of the college and see if this was something that OSU would be willing to take on.”

There was a lot of interest in water quality, particularly drinking water. People are worried about their drinking water, Cloughesy said. In Oregon, forested watersheds provide a lot of water. The OSU report took two and a half years of study. Cloughesy said with working with Department of Quality (DEQ), they found that 156 watersheds use forested watersheds.

The report looked at three different watersheds in Oregon: Baker City, which is on natural forestland; Ashland, in a managed forest; and Oceanside and Cape Meares.

Cloughesy said coastal systems tend to be small and landownership tends to be either state forestry or private ownership. Two companies that are forest landowners own the Oceanside and Cape Meares watershed: Stimson Lumber Co. and Green Crow Corps.

“It’s a very big contrast between Baker City, which was like a wilderness area; Ashland, which is on national forest and city property and its managed, but its managed differently because its southwest Oregon; and then Oceanside, which is in the coastal range,”

Who can live on the Oregon Coast and not love nautical charts?

Originally sailing ships provided the only access to the Tillamook region. But the entrance to Tillamook Bay was one of the most dangerous on the West Coast, with navigational errors sending many a craft to the bottom. Accurate charts were important.

The pressing need for accurate nautical charts also played a critical role in local Oregon history.

Charting unexplored waters was a large part of Captain Robert Gray’s mission when he discovered Tillamook Bay, and later the Columbia River.

Charts became a weapon in the struggle between Spain, Britain, the United States and even Russia in settling claims to the largely unexplored Pacific Northwest.

Without accurate nautical maps, Oregon could well have ended up part of Canada.

Of course, not all charts were perfect. Cape Meares was originally named Cape Lookout

by English explorer Captain John Meares in 1788, but nautical charts produced in 1850 mistakenly put the name on another cape, ten miles to the south. By the time the mistake

was realized, Cape Lookout was being widely used by mariners for the southern cape. The Coast Survey decided it would be easier to rename the original Cape Lookout than correct the maps, so in 1857 it became Cape Meares.

Most people are familiar with the U.S. Geologic Survey’s topographical maps, which cover the land area of the United States. Fewer know that another federal agency, the National Oceanic and Atmospheric Administration (NOAA) has more than a 1,000 nautical charts available covering the entire American coastline.

The northern Oregon coast is covered by two 1:20,000 scale maps, Tillamook Bay (18558) and Nehalem (18556). A larger scale map (1:185,238) covers Yaquina Head to the Columbia River (18520) Admired for their accuracy, many also consider the NOAA charts beautiful, verging on artwork. Large scale versions on canvas print adorn many beach cottages and coastal businesses (www.charthousemaps.com).

NOAA charts are accurate, surprisingly attractive, and far easier to come by than OneEyed Willie’s.

Fire season is officially in effect on all Oregon Department of Forestry (ODF) protected lands as of Monday, July 6. The North Cascade and West Oregon protection districts are the last two to declare fire season. ODF’s Southwest Oregon District was the first to declare fire season May 1.

Fire season is declared based on conditions at the local district level, with restrictions intended to help prevent humancaused wildfires. Fire season generally runs through mid-October and ends based on local conditions.

For residents within ODF’s 12 fire protection districts, the arrival of fire season means the end of unregulated outdoor debris burning, a leading cause of wildfires.

While permits to burn may be issued in some areas, debris burning is generally

prohibited throughout the summer due to increased wildfire risk. Violators burning without a permit will be cited and held liable for fire suppression costs.

Other public use fire restrictions are also in effect in several areas. The use of fireworks, tracer ammunition and exploding targets are illegal within ODF protection boundaries, as well as other state and federal lands. Campfires, the mowing of dry, cured grass, cutting and welding, power saw use and other spark-emitting activities are regulated at the local level, depending upon the conditions and fire danger. For example, during low fire danger, mowing may be allowed all day. However, during moderate, high and extreme fire danger mowing may be restricted to early morning or prohibited entirely until conditions

According to OFRI’s “Keeping Drinking Water Safe” case study for Oceanside and Cape Meares, the two coastal towns get their drinking water from a two-squaremile forested watershed that drains into small coastal streams west of Tillamook.

Raw water is treated and supplied by the Oceanside Water District, which serves a population of 650.

The water district operates two treatment plants: one for Cape Meares and the other for Oceanside. The district has one part-time and three full-time employees and six board members. Cloughesy said the relationship between the landowners and the water district is different than larger cities.

“Everyone involved can fit in one room,” Cloughesy said.

Cloughesy said when there is logging in the coastal range, there is risk of runoff. Other concerns include landslides, application of forest chemicals and turbidity from forest operations and forest roads.

Todd Deck is currently employed as the librarian for Tehama County Library in Red Bluff, California.

While there, Deck oversaw a renovation that resulted in a 17,0000 square-foot library building. Most recently, Deck’s library has distributed activity kits and book bags to over 100 children during the month of June through a grant with California State Library.

“One of the beautiful things about librarianship is for some it’s a complete linear path and for others it’s a series of mishaps,” Deck said in an interview with K-Love Radio. “I grew up in Redding California and struggled

with reading. It was not an easy thing for me…I had wonderful teachers, wonderful librarians, and wonderful parents who really instilled the value in it. And there was a moment in my life when it did get easier…I just one day thought, ‘Why not me? Why can’t I be a librarian?”

Deck was awarded California Library Association Member of the Year 2019. Outside of the library, he enjoys yoga, hiking, dogs, and reading.

It is illegal to directly spray into the water. Water testing is conducted after aerial spraying. Cloughesy said the spray is very dilute and they time it to be effective on vegetation but not water.

The “Keeping Drinking Water Safe” report states Stimson uses an internal checklist to ensure all drinking water suppliers with intakes on its properties are notified about planned chemical applications. Stimson foresters also work with water district managers and state agencies to develop harvest plans that protect source water quality.

Landslide risks Landslides are very common in the coast range. They are made worse by poor road building. A lot of the coast range can have unstable hillsides.

Cloughesy said if there is enough rain, and soil is soaked, there are going to be landslides. Roads and logging can contribute to this.

Sediments are a driver for landslides, Cloughesy said.

Water quantity is another, especially when removing trees from a young forest. In the Tillamook area, any old growth is on public land. It is hard to find trees more than 70 years old here, Cloughesy said.

Chemicals and sediments are big issues for Tillamook.

Present rules are quite effective compared to past practices. When you look at water quality, forestland has the best water quality in Oregon. Fire is the exception. Large fires can be bad on the water.

Cloughesy said the report had incredible support from scientists at OSU, as well as the Department of Forestry; Oregon Health Authority; water districts; landowners; and a steering committee composed of members from timber, environmental and state agencies. The study helped showcase water issues and provides valuable information that different agencies will look at for quite some time, Cloughesy said.

Risk of runoff With 94 inches of average annual rainfall, increased turbidity in the two major creeks following seasonal storms is common. Too much sediment can clog the treatment intake system. Cloughesy said there is quite heavier runoff in the winter months. One of the things that can happen during runoff is scouring in the channel. This requires the use of sediment traps.

The road system makes all the difference when it comes to runoff, Cloughesy said.

Water flowing down the road and back gets a lot of sediment. Water districts try to divert water with water bars, allowing water to soak into the forest.

County discusses mask-wearing in courthouse, public indoor spaces

Rockaway Beach Police respond to graffiti on cedar tree in Nature Preserve The Rockaway Beach Police Department responded to reports of graffiti on the old growth cedar tree in the Nature Preserve on the south end of Rockaway Beach at 10 a.m. Saturday, July 4. The natural layout of the area and design of the paths that take visitors through the preserve and the general feeling of being outside of town have unfortunately lent to criminal activity in the preserve.

Rockaway Beach Police said in late June 2020, graffiti on a different tree and on the boardwalk was reported.

In mid-June 2020 one car window was broken and another vehicle was entered with a purse being stolen. In that same timeframe, a vehicle break-in with a similar set of circumstances occurred at a house just south of the Nature Preserve. An arrest was made in that case with the help of businesses in Tillamook County that provided footage from their video surveillance systems.

from an armed home invasion attempted to elude capture by maneuvering through the nature preserve. Since the preserve has opened, a stolen vehicle has been recovered in the parking lot, bikes have been recovered from the bushes and instances of graffiti carved into the railing have been reported.

Some of these cases are still actively under investigation, therefore, no further information will be released at this time.

Chief Stewart noted early in the design phase that a video surveillance system in the preserve would help deter or detect criminal activity and assist with apprehension of persons involved.

Chief Stewart is interested in working with the community and city staff to help find ways to minimize this type of activity from occurring.

He feels the isolation of the different paths and viewing areas will likely continue to draw people willing to engage in criminal acts.

Hilary Dorsey Staff Writer The Tillamook County Board of Commissioners discussed at a meeting Gov. Kate Brown’s statewide guidance for mask-wearing in public, indoor spaces. The commissioners also continued the local state of emergency in the county to Sept. 4.

Yamamoto said he sees COVID-19 numbers going up drastically. By mid-July, projections are 900 to 1,000 cases per day in Oregon.

“We’re just over the 200 per day mark now,” Yamamoto said.

Yamamoto said he does not think cases are going in the right direction right now, as numbers continue to increase.

The courthouse is set to follow Gov. Kate Brown’s state mandated mask guidance for indoor public spaces.

“For the most part, we are already following that

guidance,” Naomi Roundtree, county human resources said.

Joel Stevens, Tillamook County counsel, said the courthouse has been in compliance with the guidance for the most part. Because they manage a public space, they need to comply with the mask direction.

Anyone who comes in the courthouse will be required to wear a mask. Any employees are required to wear a mask when interacting with the public.

“The guidance refers to businesses and a person responsible for public spaces, and we would be that,” Stevens said.

County staff is now required to wear a mask when walking in hallways and at customer service. In their own offices, if they can maintain 6 foot of distance, they do not have to wear a mask, unless in a shared space, such as near a copier.

When interacting with the pub-

lic, the staff is required to wear a mask, even if maintaining the 6 feet of distance.

Certain activities, like strenuous exercise, are exempt from wearing a mask in public indoor spaces.

Commissioner Bill Baertlein said Tillamook County is experiencing an increase in COVID-19 cases. As

of Monday, July 6, the county had 15 positive cases reported. Baertle said wearing masks is the new normal. If we want businesses to remain open, we need to wear masks.

Single vehicle crash results in fatality Oregon State Police (OSP) Troopers and emergency personnel responded to the report of a single vehicle crash at 9:13 a.m. Saturday, July 4, on Hwy 101 at milepost 91, south of Pacific City. Preliminary investigation revealed that a white 2020 Freightliner rental truck was being driven northbound on Hwy 101 when for unknown reasons the Freightliner crossed the southbound lane, went off the road, and struck a tree.

The operator sustained fatal injuries and was pronounced deceased. The Freightliner operator is being identified as Christopher Parks (31) of Portland.

Hwy 101 traffic was slowed at this location but remained open during the investigation.

I have read the open letters to the community by the commissioners and the health dept. announcing their support for the new domestic terrorism wing of the Democratic Party often referred to as “Black Lives Matter”. What kind of insanity is required to continue to support a group that has encouraged and participated in a series of police killings and is responsible for the looting and burning hundreds of

businesses in almost all major cities across the country.

Recent interviews with the “Black Lives Matter” leaders quote them as now targeting all statues of Jesus Christ because He is a symbol of “White Supremacy”, and they also stated that if they don’t get what they want, “we will burn it all down”.

The comments of our Community Health Centers raise questions about the mental health of that department! Let me quote them. “ The more recent killings of George Floyd, Ahmaud Arbery, Breonna Taylor, and countless others illustrate our society’s tolerance of racially driven brutality, violence, and marginalization of some

of our most vulnerable populations.” In two of the cited cases the officers involved have been charged with murder. The Breonna Taylor case is still being reviewed but after firing a shot through the door and hitting one of the policemen, it just might not be a surprise that the ending may not be pleasant.

I have not spoken to the sheriff but I believe that he should be very offended by your newspaper for including his office as supporting a terrorist organization. I have read his section several times and find no such statement or inference. Why doesn’t the Headlight Herald ask him?

The excitement is never ending at the library! It seems every week we have something new and thrilling to share. This week is no different as we have a big announcement to make.

No, unfortunately we are not opening our libraries back up yet…but it is a step in the right direction! If you keep your eyes peeled, you might just see something big and blue driving around on Tillamook County roads that you have not seen for well over three months. The Tillamook County Library BOOKMOBILE! The last time it was on the road was Friday, March 13, before COVID concerns made us put the service on pause.

Because of the narrow aisle in the bookmobile, there was no way for us to invite people on board while still social distancing.

Patrons still cannot climb on board the bus but a reimagining of this service resembles the curbside pickup we now have available at our six physical library locations. The bookmobile now follows a revised route and anyone on the bookmobile schedule can have reserved library items dropped off at their home, using a safe nocontact method.

This doesn’t mean we shouldn’t have police. We need law and order and most police are good people who really want to help their communities. We should be grateful for them. On the other hand, I think we expect too much of them. We expect them to be councilors, mental health professionals, mediators and more. If we had those professionals on hand to back up our law enforcement we could make a real difference in our community.

Mr. Hurliman has recently voiced a valid point about preservation of history. As has been said, those who ignore history may end up repeating it; it needs to be studied far more than it is.

There are various ways of preserving history, one being by way of monuments. The problem with a monument is that it celebrates someone but doesn’t say why, at least not in any detail. I recently saw a letter to a newspaper complaining about the removal of names of confederate generals from military bases, on the grounds that some of those generals were brilliant soldiers even if they fought against the U.S. How silly! Does anyone want to see a Fort Erwin Rommel?

After all, Rommel was one of Hitler’s most brilliant generals who fought against the U.S. (ask any veteran of Kasserine Pass). Give me a break.

visit a library, it could be easy to question the value of the bookmobile. But what if you were a resident in a nursing home or what if you were housebound and you had no relatives who were willing to keep you supplied in reading material? When I have filled in as bookmobile driver, some of my fondest memories come from my visits to care centers. Some residents wait at the door, anxiously anticipating the arrival of their new books.

These elderly citizens are some of our most grateful patrons.

And then there are the children. Imagine you worked in a school or a daycare and were responsible for a room full of children.

The logistics of rounding up your group and transporting them to a library for some storytime enrichment is not practical or safe. If you were the teacher, you would be so glad to have the bookmobile come to the rescue! Before COVID restrictions, bookmobile driver Miss Jessica sometimes had as many as sixteen storytime presentations per week, entertaining, inspiring, and educating hundreds of children.

The next time you see the big blue bookmobile rolling down the street, give Jessica a smile and know that we are providing an invaluable service to those who need it most. about monuments to confederate generals being removed, I say preserve them but in museums, not in the public square, and append to them the words of the confederate vice-president Alexander Stephens as to why the confederacy was created (I won’t repeat his incredibly racist language justifying slavery).

No thoughtful person would remove a statue of Jefferson or Washington from the public square.

Yes, they were flawed men, sharing with us that all too human trait, but their good far outweighed their flaws and our country exists because of them. Those who fought against the U.S. in the Civil War wanted to tear our country apart in order to preserve their “right” to own slaves. We need no statues commemorating them in the public square.

A classic example of thoughtlessness has to be the call to remove monuments to U.S. Grant. General Grant defeated the confederacy and that ended slavery in the United States. As president he took on the Ku Klux Klan and pretty much destroyed it for his time. He was married a woman whose family owned slaves, as did she. He freed the slaves. Does that marriage negate the great good he did? Thoughtlessness is too mild an epithet.

D

espite what my family and friends will tell you, I do not know everything about gardening. In fact, there are tons and tons of gardening topics and plants I am unfamiliar with.

But I generally can find answers to questions or problems that come my way. For example, several weeks ago, during a Zoom meeting, a friend told me I should drive past her home and see a tree she had in bloom that had

never bloomed before. Well you know me, after the Zoom meeting was over, I hopped in the car and drove over to see it. I thought erroneously I was looking for a deciduous spring-bloomer like a magnolia or dogwood. The only tree I could see looked more like a palm tree. And by gosh, it looked like it had fireworks blooming from the top. I had never seen blooms on a palm tree before, only coconuts.

I forgot about it for a week or so and then happened to look out my front window and saw I also had a “palm tree” blooming in my yard. Which is where it gets interesting because I had never planted a palm tree but instead planted a tree that only looked like a palm: a Cordyline. I didn’t think a real palm tree would do on the North Oregon Coast,

which is why I chose a Cordyline. But I never knew they bloomed!

Time to do some more research. And because this is a genus of 15 plants, it wasn’t easy to pin down the ones that bloom in this different way.

My Sunset Western Garden Book calls them evergreen, palm-like trees or plants. While this genus is related to agaves and yuccas, these plants with sword-like leaves are most often found in nurseries grouped with palm trees.

Most of the Cordylines come from the Pacific Islands and Southeast Asia and gardening books say they thrive in USDA Plant Hardiness Zones 9 through 12, meaning they need a warmer climate and are not hardy in Zones 8 and below.

Ha. We are in Zone 8B and they do just fine here. This is because there are so many of the Cordylines but not all will work as outdoor plants.

Some, called the “Ti Plant,” are brought as souvenirs from Hawaii. But the Ti Plants

My husband, Pete, and I were out on the beach the same day that Wendy was, but our animal stories aren’t as uplifting. We came across a dead seal pup that eagles were feasting on and, farther up the beach, a dead sea lion as well. We took pictures and sent them to Jim Rice, Stranding Coordinator for Oregon State University. He identified the smaller animal as a Guadalupe fur seal. The sea lion was too decomposed to tell the species from the pictures, but it was either a California or Steller sea lion.

Earlier this spring, a Cape Meares resident had a severe biking accident right before Cape Meares Loop Road reaches Cape Meares

Lake. He had to be flown to Portland to have surgery for multiple jaw fractures. Three months hence, he is making a decent recovery and wants to take this opportunity to thank Randy Klobas, Mike Smith, Dave Audet, and Jonathon Hedden for their quick response and first aid. He also appreciated all the concern the neighbors had for him and their offer to help his sons at that time of need. Glad he is on the road to good health again! We in Cape Meares are so fortunate to have such dedicated and competent first responders.

We are learning how to live with the virus. A few family members visited for the day. We entertained them on our deck and on the beach, six feet apart and wearing masks when not eating or drinking. Hope you, too, are finding ways to cope.

Cordylines like sun but will also do well in some high shade. If you choose one of the lower-growing varieties with colored leaves, place them in some deeper shade so the color isn’t washed out.

They will be happy as long as they are in well-drained soil.

Try to place them so they are sheltered from the winds.

Plants that have been stressed by wind or cold, wet weather may develop brown spots or even drop their leaves.

After doing as much research as I could, both online and in my extensive home library of gardening books (and my journals!), I can only surmise my particular Cordyline is the Cordyline australis.

But that is confusing, too, as

I have seen photos labeled as the C. australis but they are a lower-growing form. And this from the Royal Horticultural Society’s webpage: “C. australis is a small evergreen tree with several stout branches from a single trunk. Leaves are long and sword-shaped. Large panicles of small, fragrant flowers… bloom from the top.” So, I think I can trust that website and we have found my “palm tree.” Some varieties will grow taller but initially form a dense clump at ground level.

My best advice if you are looking for one is to go to a reputable nursery and ask the staff for what you are looking for: a palm-type Cordyline or a clumping type. And, in the end, you may be as surprised as I was to learn about a new/ old plant.

Why wasn’t this reviewed by the city council? The city has lost revenue because of this and must account for it. The city may have legal implications in this matter. We in the city do not want special favors for developers that should be paying a fair share. The City of Garibaldi is NOT a bank especially at the rates that have been applied to SDC applications in the past.

Garibaldi currently has the highest tax rate in cost per thousand of all cities in Tillamook County at 4.1968 with a population of 879 as compared to a Rockaway Beach tax rate per thousand of 0.9880 and a population of 1,312. Why is the city

having a hard time paying its bills? The city council needs to explain itself. The citizens of Garibaldi need to be aware of what it is costing them. We currently have three Utility ll workers when have never had three before plus we have a city engineer as well.

endy Burroughs was walking on our beach the other day when she noticed a group of beachgoers gathered around something in the sand. She went to check it out and found that they were trying to help an injured murre. They had freed his webbed feet, trapped in the wet sand, and were looking at what might have been a bit of blood on the sand and on his vent, but they didn’t know the next step to take. Wendy has a background in wildlife rescue/sanctuary efforts; she collected the bird and took it home. She tracked down the appropriate organization to contact, Wildlife Center of the North Coast in Astoria, and they informed her of an arrangement they have with Pioneer Vet in Tillamook.

That clinic takes in an injured animal until a volunteer from Astoria can come collect it.

OBITUARIES Elyse Rachelle Smith-Naegeli Nov. 27, 1991 - June 25, 2020

E

lyse passed away peacefully at OHSU June 25, 2020 at the age of 28 after prolonged medical problems. COVID 19 was not a cause.

Elyse was born in Astoria, OR to Dan Naegeli and Nancy C. (Smith) Naegeli. Elyse attended schools in Rainier, OR, Longview, WA and Kent, WA. She participated in Running Start program where she earned her Phlebotomy Technician Certificate from Renton Technical College.

Elyse graduated from Lower Columbia College, Longview, WA receiving her Associate in Arts Degree. She also graduated from University of Washington, majoring in Psychology.

Elyse was preceded in death by her grandfather Stephen Lane Naegeli and great grandparents Dorothy and Casper Naegeli. She is survived by her fiancé Rick Maxwell, father, Dan Naegeli, mother, Nancy Johnson, sisters Teolina Naegeli, Alayna Doan, Maddy Johnson and brothers Shadrach Wood and Jonah Bataeff. Elyse was excited about beginning her life with her fiancé, Ricky. They both felt so lucky having found each other. Ricky will carry her in his heart forever. His love for her is deep. All of us will miss Elyse greatly. Whether she knew it or not, Elyse taught us life lessons.

Elyse loved her two cats who were wonderful companions for her. She was also passionate about painting.

After becoming quadriplegic, you would find Elyse with a paint brush in her mouth creating beautiful art, which brought her joy. Elyse’s lifelong friend, Nikole Young, captured this part of Elyse’s life when she wrote the following in a poetic tribute; “Painting fills your last years of life. You do it handless, without any hint of strife. But something went wrong, and now you can’t fight. What’s left are canvases, memorializing your dimmed light.”

Elyse will always be remembered as a fierce fighter.

ean was born in Portland Oregon on February 10, 1938. She moved to Dolph with her family and started second grade at Hebo Grade School, graduating from Nestucca High School in 1956. Jean married Keith Gorton in Longview, Washington where they resided until moving to Dexter where they raised hereford cattle for a time, then moved to Springfield. Jean was a talented painter. She also made wonderful dolls, baby quilts, and many other items to give as gifts. She was known for bringing joy to people wherever she went by her wit and sense of humor: also by her friendly, warm, generous, caring character. Her life reflected her love of God and she looked forward His taking

her to be with Him, which He did on January 29, 2020.

2020 and joined her husband of 64 years; Elmer Charles Ellerbroek. They were married on Jan. 15, 1946 in Tillamook and raised 5 children; Gary, Elaine, Chuck, Mike and Barbara.

Graveside services were held at Sunset Heights Memorial Gardens July 5, 2020 on Sunday at 2 p.m. with Pastor Charles Winesburgh officiating.

A celebration of life and family reunion will be announced at a later date.

He moved to Oregon in 1970 with his wife Nellie, where they lived for 30 years in the Forest Grove area and then they retired for 20 years to the community of Garibaldi/Tillamook.

Everywhere “Big John” lived he participated and was active in his community, being an active member and office holder in many service organizations, being a council member, and being a “Second Dad” to dozens, and being a great friend. “Big John” lived a big life.

He is survived by wife Nellie, Brother Bob Foulk, sisters Nancy Foulk, Audrey Branson, son Tim Foulk, daughters Renee Glass and Amy Lenz-Werner, grandchildren Derek Foulk, Amanda, Sarah and Mathew Werner, and greatgrandchildren Madilynn and Ryder Foulk.

John will be laid to rest at Bent County - Las Animas Cemetery at 10 a.m. on July 13, in Las Animas, Colorado with a graveside ceremony.

Robert Ramsey Burns Dec. 21, 1923 - 2020

obert (Bob) Ramsey Burns was born in Dallas, Oregon to parents Grace and Carl Burns on Dec. 21, 1923. He attended Salem High School. During WWII he enlisted in the Navy and served as a Corpsman in the Pacific. When Bob returned home he married his school sweetheart Calline (Sunny) Hillman on March 24, 1946.

Sunny and Bob had five children during their 74 years of marriage.

Bob had many careers. He was a dairy farmer, a professional golfer (owned and operated Riverwood Golf Course in Dundee), charter and commercial boat captain (Garibaldi), and Suffolk sheep rancher (Salem Area).

Bob had many interests.

He loved clamming, fishing and crabbing. Woodworking was another passion. He built

many pieces of furniture.

He also built and remodeled homes. Bob was an avid gardener and well known for his huge beefsteak tomatoes.

He was a lover of food and spent many years attempting to perfect his version of the Oregon State Fair burger.

Bob purchased an organ at 80 and spent many pleasurable hours playing for his wife and family. Jazz music was his favorite. Golfing was a sport he loved and played into his 90s. When his bride turned 85 Bob took on the role of primary caregiver.

Bob was preceded in death by his eldest daughter Nancy Burns Curtis and her daughter Wendy Bakke.

He is survived by his wife, Sunny, his daughters Peggy Kelly (husband Richard) of Salem, Emmy Burns of Milwaukie, and Patty Vermilyea (husband Darrell) of Fortine, Montana, his son Robert Burns (wife Kathy) of Tillamook and many grandchildren and great grandchildren.

They will all miss him.

Bob had an exuberance for life and a wonderful sense of humor. He passed this on to his children. Bob made friends wherever he went. He was loved by many and will be missed by all.

No funeral at this time.

Who would of thought six months ago that much of the way we live, shop, and socialize would be so different. We are connected to our phones and computers in ways I never thought possible; ordering curbside service for groceries and prescriptions, takeout food, virtual church services, and even virtual socializing.

But all of Bay City rose to the challenge, including the leaders of the Bay City Methodist Church. They moved many of their activities to Zoom. For example, Wednesday night sing, prayer time, the guitar class, and social time. They also kept

their congregation informed and volunteering. The volunteers (with safety measures in place) in eleven days made and delivered 1720 lunches.

Christian Sween appointed to vacant Position #3 on POTB board

The Port of Tillamook Bay board has appointed Christian Sween to fill vacant Position #3 on the board. Two applications were submitted, followed by interviews, and the POTB board unanimously appointed Sween at their May 2020 meeting.

A native of Wisconsin, Sween moved to Tillamook in 2009, and has since become enamored with the Oregon Coast and the greater Tillamook community. Christian joined the US Army after high school and was stationed in Germany and Louisiana during his time in service. He graduated from the University of Wisconsin Stevens Point with a B.S. in Forest Management in 2004 and worked as a forester with the Wisconsin Department of Natural Resources (DNR) prior joining the Bureau of Land Management in Tillamook, where he currently works as a soil scientist. He is looking forward in assisting the Port in its mission to contribute to the economic health of Tillamook County.

The board and staff welcome Christian and know he will be a great fit with the Port of Tillamook Bay’s

Christian Sween goals, growth, and planning efforts. We appreciate his willingness to step up and participate in his community – his eagerness to learn more about the Port and the Port’s role in regional economic development is commendable.

The role of a Port commissioner is to make policy for the Port and have fiduciary oversight (budgeting). The Port is a Special District.

Board members participate in other functions to represent the POTB, such as serving on the NW Area Commission

on Transportation, Tillamook Lightwave board, Friends of Tillamook Air Museum, and the Salmonberry Trail Intergovernmental Agency.

The five board members are elected for four-year terms.

The Port has six departments and 21 employees. More information about the Port of Tillamook Bay can be found on our website www.potb. org. Port of Tillamook Bay Board meetings are open to the public and occur the third Thursday of each month at 6:30 pm.

Donate locally, virtually in Stamp Out Hunger Donor Drive now As summer is here, local food banks and church shelves normally would be wellstocked, benefiting from the 70 million-plus pounds of food recently received from the Letter Carriers annual Stamp Out Hunger Food Drive, held in May for the 27 years.

This is the largest one-day food drive in the world, said the National Association of Letter Carriers.

The food drive’s timing is key because winter holiday donations have dwindled from food pantries and homeless shelters, and school meal programs are not available in the summer. The coronavirus pandemic, however, has forced the postponement of the scheduled May 9 drive for safety reasons – even as the pandemic-related economic shutdown has worsened food insecurity.

To deal with this urgent situation, the National Association of Letter Carriers (NALC) has developed a new plan to address the problem of hunger that affects one in eight Americans, including millions of children, elderly and military veterans.

After reaching out to regional/state food coordinators, who in turn contacted over 1900 branches in every corner of the country, who then spoke with food banks and pantries in their communities, and identified ones that are willing to take part in the effort.

The result: A novel donor approach to fit the current circumstances. Americans in big cities or suburbs, in small towns and rural areas, can go to a website set up just for this, select a food bank close to them, and donate funds to help the pantry purchase food. This has been set up that allows every dollar raised to go directly to purchasing food for the hungry.

As always, all food procured will be kept and used locally to help residents in need. National partners – the US Postal Service, United Way Worldwide, United Food and Commer-

Celebrating in person during the pandemic has been discouraged, but we are wishing happy birthday to Stephanie Stocker, Mike Sanderson, Bob Waddell, and Cheryl Davy. I’m sure all of you feel differently about birthdays than I do, and do the mature thing like appreciating and celebrating your real age. I’m 73 years old, and next year I’m going to be 73 again. I like that number so well I’m keeping it.

Dances. Back in those days they had a couple of dances in both July and August. John Oliver was the DJ, most of the time, and he played all genres of music, our favorite was the line dance music he would play. The dances lasted until 10 in the evening. One really special dance was the last dance of the summer, in August. We celebrated Amber’s 21st birthday. We decorated the Rockaway Beach Wayside ‘dance floor’ with helium balloons. There was birthday cake for all who attended, and Phyllis

and Ruth from The Float ice cream shop donated ice cream for all. A lot of folks, that didn’t generally come to these summer events, showed up to celebrate with Amber. A few folks we remember are Nick Gallichio (real estate fellow), Henry Bartsch (Antique Cash Register Store owner), Glenn and Betty Crisp and a past Fencepost column writer, Louann Swanson. But Louann did always attend the dances..

Another memory we talked about was that just north of town was Red’s Kite Shop.

He also rented brikes and surreys. This location is now a residence. We rented a Surrey, and sure had fun riding it all over the community.

It sure is fun to reminisce, but looking forward to all the new adventures coming is just as much fun, maybe more.

TILLAMOOK COUNTY WELLNESS

Take care of your outdoors while you are taking care of yourself How great is it to have our local parks and trails reopening? After a few months of staying home or laying low, we are finally able to get out and hike, walk, paddle, or stroll in our favorite parks and natural areas. We all know that getting outside is important – it’s a way to care well for ourselves with fresh air, exercise, and a connection to nature. Spending time in nature is good for mental health and physical health and can even help boost our immune system.

As restrictions lift and we are able to plan for beach walks, hikes, and visits to other natural areas, we need to remember it is important to take care of ourselves and

our fellow adventurers, and also to take care of the natural areas we visit. This summer is not like past summers; our outdoor adventures will require more careful planning.

Some of our parks, trails, and waysides may not have the same level of services they used to. It is up to us to do our part to make sure they remain the clean, healthy places we love – and that we stay healthy while visiting them.

Taking care of our natural areas has always been important, but stewardship is especially important now. The definition of stewardship is “the careful and responsible management of something entrusted to one’s care.”

The U.S. Forest Service is

considering closing some areas because of the amounts of garbage, toilet paper (and related waste), tree cutting, and additional damaging activities. These lands and open space belong to all of us and we are responsible for helping take care of them.

Here are some tips to make sure you have a safe outdoor adventure while protecting the parks, trails, or other outdoor spaces you visit: • Plan ahead and be prepared.

• Make sure the site you plan to visit is open before you head out, and you should have a back-up plan in case it is closed or too crowded when you get there. Plan weekday outings when possible.

• Pack food, drinking water, hand sanitizer and any other supplies you might need.

• Keep in mind some services (like restrooms, drinking fountains, or trash cans) may not be available and plan ahead for that.

• Stay safe.

• Stay in small groups; ideally, your outdoor activity should include just the people in your household. Maintain a safe distance (6-10 feet) from other people not in your group.

• Wear a mask or other face covering in public spaces.

• Wash your hands thoroughly and often or sanitize hands as needed, especially before eating.

Stay tuned to @Tillamook County Wellness on Facebook, InsIngredients 1 small jicama (about ¾ pound), peeled, cut in 2-inch matchsticks 1 small unwaxed cucumber, unpeeled, halved lengthwise, seeds removed, thinly sliced ½ medium red bell pepper, seeds removed, cut in 2-inch matchsticks ½ small red onion, thinly sliced ¼ cup finely-chopped fresh cilantro or parsley leaves 1½ pound large or jumbo shrimp, steamed, peeled (deveined, if desired) 8 cups shredded leaf lettuce Lime wedges, for garnish Dressing Juice from 2 limes 1 tablespoon honey 1 teaspoon lime peel, grated 1 clove garlic, minced ¼ teaspoon red pepper flakes Salt to taste ¼ cup canola oil Directions Before you begin:

Wash your hands.

1. Combine the jicama, cucumber, bell pepper, onion and cilantro or parsley in a medium bowl; gently mix.

Add the shrimp.

2. To make the dressing, combine the lime juice, honey, lime peel, garlic, red pepper flakes and salt in a small bowl; mix together. Add the oil; whisk well to blend the ingredients.

3. Pour the dressing over the vegetable-shrimp mixture; toss gently to coat the ingredients.

4. Cover. Refrigerate for 1 to 2 hours to marinate and blend the flavors.

5. Arrange the salad over lettuce. Garnish with lime wedges.
