On behalf of the St. Helens School District and all those that had the honor of watching you learn and grow into amazing young adults we all want you to know how proud we are of each and every one of you.

The school year did not end as any of us expected, yet the outcome is the same.

The last few months of school represent not more than 2% of your total K-12 experience.

I’m not suggesting the last few months of school are worthless, I’m suggesting the other 98% of time you spent in school has prepared you enough for your future to be successful and successful you will be.

A hundred years ago, the world experienced a pandemic known as the Spanish Flu. Schools were closed, businesses were shuttered, people were ordered to stay home and told to wear masks if they went out in public.

The generation that emerged from that experience became known as the Greatest Generation and I believe this generation, your generation, just might be the next “Greatest Generation.”

I believe this because greatness never comes during easy times. These are challenging times and the resilience I see in our graduates gives me hope.

The current world pandemic crisis has changed all of us.

How each of you respond to this experience will determine whether or not your generation is truly the next Greatest Generation that I believe you can be. The Greatest Generation had to develop a strong work ethic in order to overcome adversity.

You will need to do the same, don’t shy away, embrace it.

Take a chance, be a risk taker. Learn from your failures rather than quit.

I know this graduating class has it in them. I know because without that persistence you would not be graduating today in the middle of school closures, social distancing, and a stay home order.

The Greatest Generation was courageous. This pandemic has revealed a lot of character in people and I see two types in this world, those with courage and those without. The good news is you get to choose. We are all facing challenges during these difficult times, but how you chose to approach them will determine the outcome. People with courage look for ways to be successful, people without complain about their failures.

I see glimmers of greatness in the class of 2020. How this class has approached the last few months of school and a graduation none of them expected with perseverance and courage.

It is similar to how another generation a hundred years ago faced adversity and changed the world in wonderful ways.

I know greatness is learned through adversity and graduates, you’ve seen adversity, you have all it takes to shape your generation into the next Great Generation and change the world.

The choice is yours, no pressure, but we’re all counting on you.

We are just a few days away from a milestone for local teens.

Graduating St. Helens High School (SHHS) seniors will take part in a new and different ceremony on Friday, June 5, due to the COVID-19 pandemic and Oregon’s social distancing guidelines.

The main event will not be held at the high school on Gable Road, but rather in a creative effort beginning at noon Friday, June 5, at the steps of the Columbia County Court House on Strand Street in the St. Helens Old Town District.

As The Chronicle reported earlier, the graduation will have students driven to the court house steps with immediate family in the vehicles. Each student will emerge from the vehicles, walk up the court house steps, receive their diploma, walk back and enter the vehicle and leave, according to organizer and St. Helens High School activities director Noelle Freshner.

A Thursday night cruise-in June 4 is planned through downtown St. Helens with the graduating seniors and community members who wish to participate. The cruise is also designed to follow social distancing requirements.

“The most important piece of information our community needs to know is that we are still held to the Governor’s orders of gatherings of no more than 25,” St. Helens High School principal Katy Wagner told The Chronicle this week.

“In order to make this drive-thru ceremony flow well with the support of our city and police department, we have faculty and staff at certain locations that meet that quota of 25, including our graduate and their driver. That means that the events are closed to the public.”

Wagner said if people gather, the school may be in violation of the state order.

“And we may be required to shut down - which would be awful for our remaining graduates,” Wagner said. “We are encouraging our community to support and celebrate our graduates from their homes and live stream the event.”

Wagner also pointed out that the cruise-in Thursday from 8-10 p.m. is not a parade and has no starting or ending point.

“For those who wish to participate, they must remain in their vehicles and drive the Columbia Blvd. loop,” she said.

If you take part in the Columbia Theatre’s Friday late afternoon drive-by to purchase some hot buttered popcorn, or other favorite movie items, look up!

A new marquee has been carefully hoisted into place at the historic theatre, located in St. Helens Old Town District at 212 S. First Street.

Columbia Theatre co-owner Leah Tillotson said funding for the new marquee came from two grants.

“We had paid for the sign to be started before the COVID-19 situation happened,” she said. “The work continued and here we are.”

Tillotson described the new marquee as very close to the former marque in size and appearance.

Vancouver-based Yeso Signs brought in and installed the new

marquee late last week. The crew took down the old theatre sign, made adjustments for the new marquee and used a tall crane to carefully hoist the marquee into place.

Tillotson, along with her husband, co-owner Lance, said they are planning even more renovations at the historic theatre.

A peaceful protest in support of the Black Lives Matter movement is scheduled for 5 p.m. Wednesday, June 3 in St. Helens.

The protest will include a march beginning of the corner of N 21st and Columbia Blvd. and end with a vigil at the Courthouse Plaza Square in the city’s Old Town District.

The event is spearheaded by the Facebook group Liberal Citizens of Columbia County, whose co-founder Shana Cavanaugh, estimates turnout would be approximately 100 to several hundred people.

A similar march had first been organized by St. Helens High School students Ross Cahill and Caden Wilby. The two students posted messages on social media, including on the Facebook group Concerned Citizens of Columbia

County (4C’s), about the protest, inviting community members to march with them in support of the Black Lives Matter Movement.

However, that march was canceled due to threats posted on 4C’s, according to the two students.

“St. Helens isn’t like the most liberal town or anything,” Cahill said. “We saw a ton of people saying ‘we’re going to spread “freedom bullets,”’ an analogy for bullet shells, another one saying they were going to run people over, another one saying they wouldn’t hesitate to shoot. I told Caden, and we both decided it would be safest to shut it down just so that that doesn’t have a chance to happen.”

In addition to threats of violence against the protesters, numerous community members expressed concern about the protest itself becoming violent, following riots after similar protests in Portland, Eugene and across the nation. The

protests have been in response to the death of George Floyd, a black man, who died while in the custody of Minneapolis police officer Derek Chauvin and other police.

Chauvin has since been charged with third-degree murder and three other officers at the scene of the incident with Floyd at the time have been terminated from their positions, according to news reports by CNN. Soon after the original St. Helens protest was canceled, the new protest was scheduled, this time by Cavanaugh, who posted a message on 4C’s.

“It looks like the person(s) who first wanted to organize a protest have possibly canceled their involvement, so the Liberal Citizens of Columbia County have taken responsibility for organizing a #BLM march. Same time and place, join us if you’d like,” Cavanaugh wrote on the Facebook group’s main page.

Security measures will be in place for the protest, according to

Cavanaugh, who met with the St. Helens Police Department (SHPD) on Monday to discuss the safety procedures. There will be officers from SHPD walking alongside the protestors and not just in their patrol vehicles, in order to keep an eye out for instigators of violence.

Protest attendees have also been instructed to screenshot any online threats they receive and email them to Cavanaugh at xoxeau@ gmail.com. Cavanaugh will send the messages to SHPD so the law enforcement agency is aware of any potential threats well ahead of the march.

Supporters of the Black Lives Matter movement regard the killing of Floyd as the latest in a long series of police brutality and racial injustice against black Americans.

Local frontline workers get burger break STAFF REPORT chroniclenews@countrymedia.net

Employees from the St. Helens Burgerville, 715 S. Columbia River Highway, are participating in the restaurant’s company-wide Burger Break Brigade by delivering burgers to local frontline workers during the COVID-19 pandemic.

The St. Helens Burgerville employees served lunch last week to to the Columbia Pacific Food Bank staff and volunteers and to the employees at the U.S. Post Office.

In a release, Burgerville officials said they are positively overwhelmed by the generosity of the restaurant’s guests who have donated more than $40,000 worth of burgers to feed essential workers since the creation of its “Burger Break Brigade” initiative.

More than 7,500 Community Built Burgers have been purchased by customers since the program launched in April. For every Community Built Burger purchased, Burgerville applies a doublematch increasing donated Northwest Cheeseburger to 22,000.

“Guest support has been fantastic, far exceeding our expectations -- much to the delight of everyone in the company,” Burgerville CEO Jill Taylor said. “People are eager to thank workers on the front lines and be a part of something bigger; it makes us

proud to serve as a catalyst, activating pent up demand in our communities to support each other.”

Companies, employees, and community organizations can request a Burger Break for their health care workers, first responders and other essential workers at www. burgerville.com/burgerbreaks.

To date, Burgerville has received 60 requests and already fulfilled 27 burger drops. The company will continue burger deliveries through summer, with 3,500 grocery workers at New Seasons Market up next. The grocery drop is made possible in part through a generous donation from a long-shared partner of both companies: Country Natural Beef.

“It’s the people in our food system who are keeping all of us fed who are the real champions,” Taylor said.

“There was a ground swell of interest in seeing grocery workers get a show of thanks for all they’re doing on the frontline to keep business as usual.”

Taylor said Burgerville will continue supporting essential workers through the COVID crisis. $16.6 million Port budget the range of capital projects and their budgets that are part of this overall port budget and ones we will see emerging?

The Port of Columbia County Budget Committee has unanimously approved recommendations for the proposed $16.6 million 20202021 fiscal year budget.

At $16.6 million, the port’s proposed budget for 2020-2021 is a decrease of $1.6 million from the 20192020 budget. Port officials said the decrease is attributed to the potential reduction in revenues due to the current economic conditions and a smaller capital outlay.

The budget committee’s recommendation includes reducing the port’s property tax levy to zero for residents and industry within the port district in 2020.

The Chronicle spoke with Port of Columbia County spokesperson Gina Sisco for insight about the port budget and the plan of reducing the port’s property tax levy to zero for residents and industry within the port district.

The Chronicle: To clarify, is then the port relying on its tenant leases, permits, and licenses fees to replace the property tax revenue?

Sisco: The Port’s revenue forecast is broken down in the attached graph.

The property tax revenue, if left steady at $.0886 per thousand of assessed value, would make up approximately 2.4% of the Port’s total budget.

The Port identified a few proposed capital investments listed in the proposed budget that may be deferred to offset the suspension of the tax levy for one year.

These deferred projects include renovation at the Clatskanie Business Center ($100,000), Trestle Beach Survey ($10,000), a new Port maintenance building ($87,000), the Bayport RV Park Phase II expansion ($100,000), and a modular addition to the Port’s main office building ($100,000).

The Chronicle: How much revenue is generated by the property taxes for the port?

Sisco: The Port’s property tax levy in 2019 was $.0886 per thousand of assessed value, and if left steady for 2020, would generate an estimated $396,730 in revenue for the Port.

A few significant projects include the completion of a $3.25 million, 31,500 sq. ft. building at the Scappoose Industrial Airport for a new port tenant Devinaire LLC; $1.25 million for an addition to an existing building and the construction start of a new building for current port tenant Composites Universal Group at Multnomah Industrial Park; and a potential for a $4.1 million, 35,000 sq. ft. building at McNulty Industrial Park in St. Helens.

The Chronicle: How will those capital projects benefit communities in Columbia County?

Sisco: Additional buildings and infrastructure improvements will assist in attracting new economic growth and opportunities within Columbia County.

Capital projects will also support local business development efforts both around the Scappoose Industrial Airpark and in support of the Oregon Manufacturing Innovation Center (OMIC).

The Port Commission is scheduled to adopt the proposed 2020-2021 budget on June 10.

The credit union’s ‘Team Up for Schools’ program contributes 5¢ for every debit card transaction its members make when they use one of three, high-school themed cards. The program raised $21,000 more for local schools this year over last, for an increase of over 40%.

“Over the last three years, we’ve been able to donate a total of $146,027.95 to these three schools with the community’s support,” InRoads Credit Union President/CEO Brooke Van Vleet said.

Videos posted to social media featured Van Vleet virtually presenting checks and thanking members for their participation in the program. St. Helens High School was given $38,041.35, Rainier High School received $8,165.55, and Scappoose High School was awarded a total of $26,867.15.

“It’s an honor to team up for schools with our members,” Van Vleet said. “We’re all looking forward to raising the bar each year with our Team Up for Schools program.”

A pole barn is a large building, usually a little more open, that has large poles going up to secure it. You can put sides on it, though some people leave them open. You can pretty much do anything. Make Facebook and Google pay for local news, just like you

If you are a newspaper subscriber or you pick up a copy at a local retailer, you pay for the news and information you receive in your paper’s print edition or digital outlets.

But it may surprise you to learn that the multi-billiondollar digital behemoths Facebook and Google don’t pay for the enormous amounts of news content they scoop up from newspapers every second. Facebook doles out a little bit of money through grants and funds to a few publishers — and Google provides some small grants through its News Initiative. While these are positive steps, they in no way make up for the use of the news content they are using for free.

Newspapers’ original reporting, especially on the community news and information that only local papers can provide, drive traffic to Facebook and Google, keeping people on their sites longer and attracting advertisers.

And news is a rich source of revenue for the Big Tech platforms. A 2019 study conducted by the News Media Alliance concluded that news publishers’ content makes up 16-39% of Google’s search results, which goes largely uncompensated. That figure doesn’t include the more intangible benefits that news content, and the data that comes with it, provide the search giant, such as using it for new product development.

The irony is that the news and content that newspapers pay journalists to provide is used by Google and Facebook to steadily drive advertising revenue away from newspapers, and into their coffers. The two digital giants now gobble up 60% of all online advertising in the United States — an amount certain to increase with the cratering of newspaper ad revenue caused by the coronavirus pandemic. Facebook and Google don’t have reporters or the associated expense. They rely on small and large newspapers to feed their search results.

Here’s why this patently unfair situation should concern you and your community: It now threatens the existence of some local newspapers, the source of news and information that underpins democracy and civic life itself.

It’s long past time for Google and Facebook to do what newspapers and their subscribers do: Pay for the local news that benefits them so richly.

There are ways for that to happen. Ideally, Google and Facebook would take the responsibility and voluntarily propose a method to share revenue with newspapers and other news organizations.

They already pay licensing fees to music publishers, for instance Realistically, though, the two behemoths will have to be forced to a solution.

America’s Newspapers, an association of some 1,500 newspapers including many operated by families for multiple generations, along with the News Media Alliance

and other media associations have urged Congress to pass the Journalism Competition and Preservation Act, allowing newspaper publishers as a group to negotiate rates with Big Tech.

Other nations around the world have taken notice of the ill effect the market dominance of Google and Facebook has on the viability of independent journalism.

Australia is now developing a code that would require Google and Facebook to compensate news organizations when their content is used in the digital giants’ news products. Similarly, France just ordered Google to negotiate with news publishers over pay for news content.

This public health crisis has demonstrated the importance of the reporting of local newspapers, even as it has wreaked economic havoc on them, forcing layoffs and even silencing printing presses on some days. Requiring Google and Facebook to pay their fair share for news would go a long way to restoring the long-term health of your local newspaper.

I’ve lived in Columbia County Oregon, a suburb of Portland for 59 years.

Over that time the Safeway store in St. Helens has moved twice into larger facilities. They’ve been considering expansion again for at least 15 years. I knew the

manager. The isles are narrow and there’s not much room between the end of the isles and the registers.

Any evening there are people crammed into a very narrow corridor jostling for the next register. Thousands depend on the store. If there’s one bottleneck in the county, this is it. I asked a checker how many of the employees had suffered from the virus.

“Not one,” she replied with a bit of attitude.

Re-experiencing the Freedom LYNN CHIANTI Chronicle Guest Column

In these times of the COVID-19 virus, many of us are seldom leaving our homes. But now things are beginning to open up and we are once again driving.

Often we don’t even use more than a half tank of gasoline in a month, as we limit our driving to just around town. We now are starting to re-experience the freedom of the open road and are traveling outside our county more. We feel safe because there are few cars on the road. So that slight tap on the gas pedal exhilarates us, and we add just a little more pressure to that pedal and the speed creeps up. That posted speed of 55 mph slowly creeps up and we start pushing our comfort zone.

Suddenly US 30 feels like a freeway and we are averaging much higher speeds.

We see no law enforcement for several miles and suddenly flashing red and blue lights make an appearance. The officer stops you and lets you know that you were speeding 20 mph over the posted speed. You are cited for going 75 in a 55 zone.

Unfortunately, that is a more common speed in recent months. It is a costly experience, but not as much

as a crash would cost.

But what you have experienced is not uncommon. We have slowly seen driver behavior become more aggressive and potentially deadly. Many drivers complain about the lack of enforcement or plain absence of officers on the road. Columbia County has several jurisdictions who are responsible for Law Enforcement coverage.

In the early 1980’s there were 12 State Troopers (OSP) assigned to the local worksite, plus other staff.

Then came budget cuts that slowly reduced the number of law enforcement in our area. This has resulted in a progressive reduction in OSP Troopers on the road, while we have experienced a population increase, as we have become a “bedroom” community of Portland.

There are now just five Troopers to cover all of Columbia County State Highways, 202, 47, and 30 on a 24/7 rotation. Their territory includes part of Sauvie Island and extends to the St. John’s Bridge.

The frightening part of this is that there is talk at several levels of not reducing, but CLOSING the St. Helens worksite completely.

We now may not have any Oregon State Patrol coverage at all in just a few short months. That will mean that

local law enforcement (Municipal Police) and County Sheriff’s Office, will need to pick up the slack. And they are also under-manned and have limited coverage.

We are headed for major problems unless we can let our State Legislature to: • 1. Keep the St. Helens Worksite open.

• 2. Increase the number of Troopers available so we have increased coverage.

• 3. Provide adequate mental health coverage to reduce the stress of the types of Law Enforcement actions they have to take. It is a high risk job, mentally and physically. It will take increased funding to train new OSP Troopers to meet the needs.

So please write to our State Emergency-Board and ask that we have adequate coverage for our area. Keep the St. Helens Worksite open.

We personally need to do our part as well by slowing down, putting down our phones, being attentive and remembering other drivers share the road with us. Our personal actions affect other drivers.

It is not all about “YOU.” It is WE who share the road and responsibility.

Following a backlog of thousands for unemployment claims and long delays for payments, Oregon Employment Department director Kay Erickson has resigned.

Governor Kate Brown announced Sunday, May 31, that she asked for and has received Erickson’s resignation. David Gerstenfeld will serve as interim Director of the Department.

“In the middle of this pandemic, the continued delays from the Oregon Employment Department in delivering unemployment insurance benefits to thousands of out-of-work Oregonians are unacceptable,” said Brown in a statement.

“This is an unprecedented crisis, and the problems at the department demand an urgent response. I’d like to thank Director Erickson for her years of service to the State of Oregon, but it is clear that new leadership is needed.”

Brown said she has directed the Oregon Employment Department to address the current backlog in unpaid claims, and to clearly communicate the status of any unpaid claims to

Gerstenfeld has served as the Oregon Employment Paid Family and Medical Leave Division Director since September of 2019. Prior to that, he had served as Unemployment Insurance Division Director since 2011. He has worked for the State of Oregon since 1997, and received a law degree from Lewis and Clark.

County jobless soars Joblessness in Columbia County is at 15.3 percent, triggered by the economic fallout from the COVID-19 pandemic.

That is a rate higher than at the peaks of the Great Recession, according to state officials.

During a South County Chamber of Commerce Zoom electronic meeting Friday, May 29, Oregon Employment Department Workforce Analyst/ Economist Shawna Sykes gave key community members specific statistics about unemployment in Columbia County and the state.

Traffic advisory As the St. Helens High School graduation ceremony takes place around the Plaza Square area in front of the Columbia County Court House, the Plaza Square will be closed to the public in order to limit large crowds and comply with state guidelines related to COVID-19.

The closure includes the street, sidewalks, and the Plaza’s grass area in front of the Columbia County Courthouse building. Only previously authorized St. Helens School District faculty, St. Helens School District board members, and the vehicles with graduating seniors will be allowed to enter the Plaza Square, according to a release from the City of St. Helens.

The numbers Sykes said the statewide unemployment rate soared as the pandemic in March.

“Statewide, our unemployment rate rose from a record low of 3.5 percent, to a record high in just one month’s time, 14.2 percent, with the COVID business closures,” Sykes said at the meeting.

The jobless rate is as severe at the county level, Sykes said, with 15.3 percent of Columbia County workers currently unemployed, one percent greater than the peak of the Great Recession, of 14.4 percent in February of 2010.

The county’s unemployment rate has more than tripled since the same time last year, where the figure was approximately 4.7 percent, Sykes said.

Hardest hit The largest job losses are in Oregon’s leisure and hospitality industry, personal care businesses, information, construction, professional and business services and mining and loglimits for on-street parking along South 1st Street and adjacent Riverfront District streets will not be enforced during the ceremony to allow for alternate parking options for residents and businesses.

People traveling through the area should anticipate potential traffic delays from approximately 11:30 a.m. to 7 p.m. on Old Portland Road, St. Helens Street, and South 1st Street.

The losses have led to an enormous surge in unemployment claims, at both the state and county level, Sykes said.

The Employment Department is facing a 38,000 claims backlog, according to an earlier release from the department director Kay Erickson.

“We were processing about 4,800 claims per week statewide within the state of Oregon to a point where we’ve processed 429,000 unemployment claims within the past eight weeks,” Sykes said.

Resolving the claim backlog To deal with the influx, the state employment department has gone from a claims processing staff of 110 to about 700, Sykes said. Many of those employees are not new, and were shifted from other departments, and will be shifted back when the pandemic crisis abates.

The Oregon Employment Department also has opened a new call center to handle the claims surge, Sykes said.

Out of Oregon’s 36 counties Columbia County ranks somewhere in the middle regarding the severity of the pandemic-triggered unemployment, according to Sykes.

Counties with a high number of leisure, hospitality and retail jobs have suffered the hardest economic hit, she said.

The most popular industries in Columbia County in the private sector are trade and transportation, manufacturing and health care, according to Sykes.

The Employment Department has processed approximately 3,300 unemployment Columbia County jobless benefit since COVID-19 began.

Claimants in Columbia County span all industries, but are most common in accommodation and food services, health care, construction, manufacturing and retail, according to Sykes.

Breaking down the demographics In Columbia County, the most severe impact of the job losses are among people 25 to 45 years old with 35 to 44 year olds a close second, Sykes told the chamber gathering. Twothirds of Columbia County’s claimants have a high school

diploma or less education.

The St. Helens School District will launch a critical summer meals program for students on June 15..

“We have many households that qualify for free or reduced-price meals in our district, these households and many other households are now faced with much higher grocery bills, insufficient funds, job loss, and food insecurity,” St. Helens School District nutrition director Misty Crawford said.

The food is purchased from the school district’s

food distribution companies, Sysco, United Grocers, Spring Valley Dairy, and from local farmers, according to Crawford.

While the district did not give The Chronicle the specific cost of the meals program, Crawford said the cost is within federal regulations and best practices.

“The Summer Food Service Program is funded with federal dollars and farm to school grant funds,” Crawford said.

Children through age 18 qualify for the meals program.

The summer meals program is schedule to operate

through Aug. 14.

Drive-thru service is available at the following school: • 11 a.m. - 1 p.m. Lewis and Clark Elementary School at 111 S. 9th St. in St. Helens.

DMV head apologizes

Oregon Department of Motor Vehicles (DMV) Administrator Tom McClellan is apologizing for long delays at the state agency.

“We apologize for the wait Oregonians have already endured due to the COVID-19 crisis, and the wait ahead as we begin working the pent up demand,” McClellan said. “We don’t know how long it will take to catch up with a backlog this huge, but we think it will take months especially with health and safety protocols in place. Please continue to see if you can get what you need online or by mail, and please be patient.”

In an effort to reduce your wait time at the DMV, the Oregon Department of Transportation (ODOT) has developed a web-based request form for limited inperson services at DMV field offices.

The form will temporarily replace a phone scheduling process that was overwhelmed by more than 18,000 calls in one hour on Monday. DMV normally gets about 8,000 in a day.

The new form will be in place at 8 a.m. Wednesday, June 3, or sometime Tuesday afternoon, according to a release from ODOT. How it works When it is available at www.OregonDMV.com, a simple tool will ask you a short series of questions to determine whether you can do your business online or need an in-person visit.

Cahill said recent events inspired him and his friends to first begin to organize the protest.

“People of color today face a lot of injustices and hardships that white people don’t,” Cahill said. “They are way more likely to be shot by the police if they are unarmed than white people.

I thought it would be good to stand up for that now, because St. Helens isn’t the most diverse town.”

On a Monday, June 1, during an online Zoom meeting about the St. Helens protest, approximately 40 members of the group Circle, a local group whose description on Facebook reads, “support each other to make a positive difference in our community,” met with organizers and Columbia County Sheriff Brian Pixley, to discuss how the protest could be planned in the most effective and safe way.

St. Helens High School senior Savannah Manning, who is also black, suggested a sit-in.

“If someone shows up and tries to be violent, we will know exactly who it is.

And that way it’s not getting blamed on people who are trying to peacefully protest,” Manning said.

She also added, “I just feel like we all need to be there for each other, especially during coronavirus when all this is happening, I feel like now’s the time where we have to stick together and show that we are a loving community and not

The new web-based form to request an appointment, plus an online index of services that can be done by mail, not just online, will make it easier for you to do business with us from home, according to an ODOT release.

The DMV is also expanding its call center capacity.

As of Wednesday, only these services will be available at about two-thirds of DMV’s offices by appointment: Driver licensing and ID cards – originals, renewals and replacements, including passenger car and commercial licenses, and instruction permits • Driver knowledge tests • Driving privilege reinstatements with a license issuance • Disabled parking placards • VIN inspections for new-to-Oregon vehicles previously titled elsewhere • Farm endorsements

The law enforcement grace period for expired licenses, permits, and registration is still in effect.

“As we begin offering inperson services we’ll closely monitor how quickly we’re able to work through the backlog and will work with law enforcement to determine when the grace period will end,” the ODOT release states. “For now, schedule an appointment only if absolutely necessary to leave appointment slots for priority transactions. We will provide ample notice and communication before the grace period is set to end.”

Pixley spoke about the concerns surrounding the potential for the protest to get out of hand, saying he was concerned about outside groups intervening.

“My concern is that they’re going to use this peaceful rally as a diversion to cause hate and discontent elsewhere within the county,” Pixley said. “And I’m really concerned with, just coming on the backside of this COVID-19 stuff that this could really be devastating to our community as a whole if we allow that to happen.

So we need a security plan.”

A few other community leaders present at the meeting said they were not worried about violence resulting from the protest in any way.

Shanna Duggan, who works for the city of St. Helens as recreation coordinator was one of those people.

On Tuesday afternoon, St. Helens Police issued the following statement concerning the planned local protest.

For community safety, the protest will now be using the Lewis and Clark Elementary School parking lot to park their vehicles and assemble.

The protest will then proceed down Columbia Boulevard to South 1st Street and into the Plaza Square and Columbia View Park area.

Although this event is not permitted by the City due to the Governor’s orders restricting gatherings over 25 people, we understand that right now people need a platform in which to voice their sadness and anger and hear their call for these issues to be addressed.

At this point, we have no reason to believe that this will be anything other than a peaceful protest, and we are working with the group organizers and other community members who have contacted us to ensure that it remains so.

Our police officers will be at the protest with the safety of everyone as our number one priority. We encourage all attendees to obey all laws. Respect our community residents, business owners, and their property.

By respectful of each other and protest in a peaceful fashion so that your voice can be heard.

We will be there to facilitate a peaceful protest.

We will protect those who wish to exercise their First Amendment rights and ensure the safety of our community members.

Martha was born June 6, 1930 in Tualatin. She passed away on April 30, 2020 in Scappoose.

Together with her husband, Martha raised her children in two different homes they built in Tualatin.

In the early years of their family she stayed home to raise her children, however, when her children got older, she worked at Gerber Knives in the plating department.

She worked at Gerber for 30 years.

In retirement, Melvin and Martha built their final home on a creek in Vernonia. She

Martha is survived by her son Melvin (Risa) McNamee Jr.; two daughters, Jan Tucker and Cherry (John) Brown; sisters, Leona Bushbaum, Doris (Dick) Beckette, and Delores Fullmer; eight grandchildren; 18 great-grandchildren; and four great-greatgrandchildren.

STATEMENT OF CHANGES IN ACTIVITIES and SOURCES OF FINANCING * Modest reduction in personnel costs with a decrease in faculty FTE that was greater than a modest increase in Program Assistant FTE. CORVID-19 costs and cost savings are hard to predict at budget time.

Education service districts in Oregon are funded through multiple funding sources. General Fund resources primarily come from the Oregon State School Fund Formula, allocated based on ADMw (Average Daily Membership weighted). This amount consists of property taxes (at a permanent rate of .1538 per $1,000 of assessed value), state timber tax receipts and the State of Oregon’s State School Fund. For 2020‐21 the local funding (property taxes and state timber receipts) amount per ADMw is projected to be $106.94 and the state funding is projected to be $304.92 per ADMw, for a total of $411.87. Proposed General Fund expenditures totaling $58,572,758 for 2020‐21 represent an increase of $1.1 million over the prior year’s budget. The decrease in Supporting Services is primarily due to reduced available resources in our regional services state contract and reductions in our school programs. The $1.9 million increase in transfers represents an increase in service credits and core services which support our component districts. For fiscal year 2020‐21, the proposed budget for the Special Revenue Fund of the Northwest Regional ESD is $81,300,616. About 55% of the revenue to support this fund is generated with state contracts and grants, primarily through ODE. A $1.8 million increase in local revenue is projected based on a 12.5% increase in rates charged to districts. The $7 million increase in State Revenue is primarily due to an increase in our EI/ECSE contract for the second year of the biennium, and tech assistance grants for services provided to districts to plan for their use of SIA allocations. District allocations are transferred from the General Fund to each district’s individual Agency fund. Districts then pay for ESD services accounted for in the Special Revenue Funds. The increase in Transfers In represents ESD allocations for the two largest component districts. Their entire allocation will be transferred to their individual agency accounts from the General Fund, giving each district the option of buying ESD services or receiving a cash distribution.

In summary, the Administration is proposing a budget that allows the NWRESD to continue important services to students and move toward our continuous improvement efforts based on existing estimates. At the same time, staff have worked tirelessly to plan for reductions to staff and programs should we face reductions in the State School Fund, as well as in the many grants and contracts required to enact this budget as proposed. Steps taken to date include a hiring and discretionary spending freeze, agreements with our employee unions to limit expenditures associated with professional leave requirements, and forecasted savings in utilities, facilities, transportation and other expenditures related to not having children or staff physically in schools and service centers as a result of Governor Brown’s Stay At Home order.

STATEMENT OF CHANGES IN ACTIVITIES and SOURCES OF FINANCING * The proposed FY2020-2021 budget totals nearly $5 million higher than the FY2019-2020 budget. The increase in all other funds is mostly due to increases in beginning fund balances (carryovers) and the move of restricted funds from the General Fund. The proposed FY2020-2021 General Fund budget is $22.9 million, or $1.7 million less than last year.

The decrease in General Fund is due to a reduction in admin fees, moving restricted funds out of the General Fund and several corrections on projected revenues. This budget maintains current service levels. One-third of the budget is allocated to public safety functions. The General Fund makes up more than 31 percent of the total budget and includes a variety of general government services such as land use planning, public safety services including the Sheriff's Office patrol and the county’s emergency management, and countywide support services such as Finance, Information Technology and Human Resources. The Public Works Fund and the Jail Operations Fund each have budgets totaling more than $15.3 million and $9.7 million respectively, and combined make up 34 percent of the county's FY2020-2021 operational footprint.

Racing season could start June 4 MIKE WEBER Chronicle Guest Article

Under normal conditions at this time of the year, River City Speedway would be bustling with race car drivers, pit crew members and avid stock car racing fans anticipating the 36th year of motorsports action at the Columbia County Fairgrounds facility in St. Helens.

However, since we’re all quite familiar with the currently uncertain and challenging times as a result of the COVID-19 pandemic, everything has changed at the race track as well. The first three races in May were cancelled due to the deadly and highly contagious coronavirus pandemic. Despite the extenuating circumstance’s though, Columbia County Racing Association (CCRA) President Darrin Rye has plans to begin the 2020 season soon and if everything falls into place, it could very well start on Saturday.

“We won’t know anything for sure until June 4,” Rye said. “Fans will not be allowed at the races until probably in September, but it all depends on what happens and how much of an effect COVID-19 will have on everything at that time.”

Rye said racing organizers are continuing to work with sponsors through the challenges.

“Because they’ve all given us lots of money this year,” he said. “We love them all, we appreciate their help and we’re doing everything we can to get the season started.”

When Columbia County was given approval allowing the move to Phase 1 of Oregon Governor Kate Brown’s reopening plan May 15, that was the first step needed in order to start the season. There’s still a few more details that would have to be ironed out though to make it a reality as Columbia County seeks the move to Phase 2.

Under Phase 1, groups of 25 people are the maximum allowed at a cultural event, such as the race track. Phase

2 means a gathering of up to 100 people would be allowed.

On June 4, Gov. Brown will give approval for counties that are eligible for Phase 2, which would start June 5 and pave the way for the speedway to have its season opener at 5 p.m. Saturday. Area residents and local business owners are hoping that Columbia County will receive that important designation from Gov. Brown.

The speedway has 25 employees and 75 people would be allowed in the pit area. A total of 25 drivers can bring two pit crew members each with them. Drivers in just one motorsport classification will compete in the normal program of heats and mains on the quarter-mile clay oval track. Another division will compete at the next event on the CCRA schedule, which will be June 13.

Drivers will not earn any points, which means that there won’t be any division champions like in previous years.

After each of the seven motorsport classes have had one practice race, the second round for each division will consist of a first place cash prize for main event winners along with a purse for other top finishers.

Although fans will not attend the races, it’s actually similar to the high profile and nationally recognized NASCAR Cup Series. NASCAR just resumed its schedule May 16 after 10 weeks of racing were cancelled because of COVID-19. Currently, no fans are allowed to attend NASCAR events at the big super speedways located around the country.

Drivers who are considered to be frontrunners on the track include Bob Berg of St. Helens, Dick Gaboury of Rainier and Dan McDonald of Longview. Berg drives his Cozy Lawn Maintenance sponsored 1997 Dodge Neon in the Tuner Division. Berg won the 2018 Tuner title and he took fourth place in the point standings last year and won two main events.

get them ready for competition.”

Gaboury, 71, took second in the Tuner Division while driving his Economy Auto Wrecking 1992 Nissan Sentra.

McDonald recorded seven top-five main event finishes and captured two victories in

his Ram Light Truck Salvage 2004 Nissan Sentra and he took third place in the Tuner standings.

Other competitors who will also likely be frontrunners include the Landis brothers - TJ, Myke and Lance, Devon Reed, Clyde White and Greg Brumbaugh of St. Helens. TJ Landis of West Linn, won the Tuner Division title last year. The trio of Myke Landis, Lance Landis and Jerry Rouleau combined as co-drivers to win the Four Cylinder Division championship a year ago.

Brumbaugh, 58, won Street Stock Division titles in 2017 and 2018 and then finished second last year to division champion Terry King of Warren. Brumbaugh drives the CLT Trucking/Hoyt Construction 1985 Chevrolet Malibu and he’ll undoubtedly be the top driver in the new Pure Stock Class (formerly Street Stock). Reed, from Woodland, won the 2019 Sportsman

Division title and he’ll be a top contender again in the series.

White of Longview, captured the Modified Division last year and he’ll also be the top driver in the class again this year.

Rye says that one person who has been instrumental in helping prepare the speedway to open is Jake Sperley of St. Helens. Sperley operates his company, Fair and Event Management (FAEM) and he’s been coordinating with the many track sponsors and doing advertising to help promote the speeway. Sperley has also been making the graphics for th speedway’s social media accounts. He also helps with many of the track’s printing needs, such as making signs, business cards and posters.

You have the opportunity to comment about several Columbia River locations that would close to camping, campfires, and overnight use under a new rule proposed by the state.

The Oregon Department of State Lands (DSL) is seeking public comment on potential restrictions in the North Portland Harbor area, on the north end of Hayden Island including Oregon Slough (also known as the North Portland Harbor Channel), and on the Columbia River at the Sandy

River Delta.

Temporary restrictions on camping, campfires, and use between 10 p.m. and 5 a.m. were enacted in August 2019 to address ongoing damage to public lands, extensive littering and dumping, reckless burning, and other health and safety issues.

If the proposed rule is adopted, the camping, campfire, and overnight use restrictions would become permanent. The riverbanks would remain open for recreational use during daytime hours.

Public comment sought via Zoom hearing, written comments

A public hearing on the proposed rule will be held June 17, 2020 from 4:30 p.m. to 5:30 p.m. via Zoom.

Columbia 9-1-1- Communications District has been recognized by RQI Partners and the Resuscitation Academy Foundation as a “Resuscitation Trailblazer.”

The award signifies Columbia 9-1-1 Communications District’s commitment to improving telephone CPR practices and increasing cardiac arrest survival.

The dispatch center is the sole Public Safety 9-1-1 Answering Point (PSAP) and dispatch center for all public safety agencies based in Columbia County.

Acknowledging the important role bystanders, with guided assistance from telecommunicators, play in impacting cardiac arrest survival, Columbia 9-1-1Communications District implemented Resuscitation Quality Improvement® Telecommunicator (RQI-T) last July to prepare telecommunicators to deliver high-quality telephone CPR. RQI-T is co-developed by the American Heart Association, Laerdal Medical and the Resuscitation Academy Foundation and delivered by RQI Partners.

“Columbia 9-1-1 Communications District shares our mission to save more lives from out-of-hospital cardiac arrest,” RQI Partners vice president of prehospital programs David LaCombe said. “This was evident in their decision to be the first agency in the United States to adopt RQI-T, a new-to-market resuscitation quality improvement program. RQI Partners and the Resuscitation Academy Foundation salute the district for demonstrating leadership and taking a stand in how their telecommunicators are trained and prepared to respond to cardiac arrest events.”

Cardiac arrest is a lifethreatening condition with about a 10-minute life expectancy without immediate CPR from a bystander.

With emergency medical service (EMS) providers, on average, arriving on scene in seven minutes following a 9-1-1 call, the chance of survival significantly improves when PSAP telecommunicators guide callers on how to perform CPR. Columbia 9-1-1 Communications District’s 15 telecommunicators managed nearly 80,000 calls in 2019,

with many being CPR-related. The absence of ongoing, continuous learning, appropriate telephone CPR training and a quality improvement program led Columbia 9-1-1 Communications District to RQI-T. RQI-T is a blended educational and resuscitation quality improvement program that provides continuous, simulation-based mastery learning, practice and analytics to telecommunicators for delivery of high-quality telephone CPR to bystanders.

Since implementing the program, the agency’s leadership said it has seen a steady improvement in tele-

communicator confidence and CPR competence when answering cardiac arrest calls, one of the most serious types of emergency calls.

By the end of 2019, Columbia 9-1-1 Communications District saw a 40% decrease in its “time to recognize” out-of-hospital cardiac arrest and a 25% decrease in the time it took bystanders to provide the first telecommunicator-directed CPR chest compression.

“Out-of-hospital cardiac arrest is a time-critical condition; the emergency calls that result require peak, high-quality performance,” Columbia 9-1-1 Commu-

nications District executive director Mike Fletcher said. “We were excited to bring RQI-T to the district, positioning our telecommunicators to rapidly identify cardiac arrest and perform high-quality telephone CPR. Our staff members appreciate being applauded as a ‘Resuscitation Trailblazer’ and look forward to continued collaboration with RQI Partners, its parent organizations, American Heart Association and Laerdal Medical, and the Resuscitation Academy to increase cardiac arrest survival.”

The award was presented at the district’s May board meeting.
