The Wildf ire ac tually has a 1-1 record in the region, but a win Friday would improve the s quad to 2-1 in the regional standings The Mott-Regent/ Ne w Eng land is als o holding its annual fo otball/volley ball homecoming supp er, w hich will b e sp on-
s ored by the Mott-Regent B o oster Club. The supp er will b e held Friday following the fo otball game, feeding both fo otball teams, in addition to the volley ball team. We can back out of the loan if we do decide not to move forward with the street improvement project. Should we vacate certain streets so the city does not have to maintain them any longer? Especially if it is a dead end road. Landowners would have to come into effect as well. We can discuss this at a different time. Equipment The garbage truck will be coming in soon. We will be using Kinetic Leasing for our financing of the garbage truck. Kelly Koppinger representing the New England Public School discussed the land North of the school. It was discussed a year ago about purchasing some of the land. The building project is moving forward and the school is looking at a combination of a land purchase and a joint powers agreement. The Park Board would like access to the baseball field in the summer and the Park Board would maintain the area during the summer. The council discussed the parking issue at the school. There will be 3 different settings for parking. The council asked Mr. Koppinger to come back with a price for the land that the school could afford and with a list of the responsibilities that the school will take over with a joint powers agreement. The school has a good relationship with the Park Board and will continue to work with them. Judy Kirschman representing Job Development Authority discussed the upcoming census. The last census was off 3%. Each person missed is worth $2,000 a year. 846 kids were missed in North Dakota in the last count. The census count determines the funding from the federal government.

Hettinger County gave $1,000 for the census and Judy is looking for another $1,000 split between each of the cities in Hettinger County. There would be ads in the paper and we would like to get a good accurate count for Hettinger County. Motion by Tom, seconded by Josh to give 1/3 of the $1,000 for census advertising. Motion carried. We have 1,979 cubic yards of concrete and 1,269 yards of Asphalt. A person from Carson would charge a certain price per crushed ton or he would receive a portion of the crushed asphalt and concrete. We will table this now until Phase 4. We should try to get an idea on prices. Motion by Josh, seconded by Lyle to accept bids for crushing asphalt or concrete. Motion carried. She has partnered with the County Commissioners to get the word out on the importance of being counted in the census. She received $1000 from the Commissioners to aid her outreach. She also asked each City if they would also donate. Messmer moved to approve donating $333.00 to increase Census outreach and Johnson seconded. Schick Enterprises proposed to sell the City 1873 tons of crushed concrete at $20/ton. The City needed time to review the offer and it was tabled until the October meeting. The Fairboard want to replace the building destroyed by the tornado with an all-seasons building. To get a loan for the building they need to own the land the building will sit on, which is currently owned by the City. The council members had too many questions and there were not fair board members present so the discussion was tabled until a special meeting can be set-up. The City has employed KLJ to do an engineering report for a water line grant. The report should be available within the next week or so. The City Superintendent shared that there was a health inspection in August. The report showed that a couple of blowers at lift stations need replacing as well as needing an hour meter at another station. Had to replace a leaking curb stop on the 200 block of Illinois Ave. 2 bids were opened for the property located at 513 Iowa Ave. Kelly Anderson bid $2500.00 and Don Dowell bid $8000.00. Notice is hereby given to all landowners or operators to cut all weeds and grasses adjoining their lands along those roads defined as roadways by the Township supervisors and the Hettinger County Board of Commissioners including weeds and grasses growing within the public right-of-way bordering such highways and their lands. Such cutting shall be completed by October 1, 2019. Cutting with a swather is not adequate, maximum stubble height of 4 inches and a minimum of 13 feet must be cut using a mower. If the weeds and grasses are not cut along county roads or is not cut adequately to prevent snow buildup, the county will mow the weeds and grasses and charge the adjacent landowner at a rate of $150.00 per one/half mile. The county will begin cutting ditches on October 1, 2019. If the landowner fails to cut the weeds and grasses along township roads adjoining their lands, the township Board of Supervisors may cause such weeds and grasses to be cut and the actual cost shall be charged against the land of the landowner and shall become part of the taxes levied against the land in the ensuing year. Also if hay bales remain in the ditches of county roads after October 15, 2019 the county will remove the hay bales and the landowner may redeem them by paying the cost of removal. If not redeemed by November the hay will be sold to pay the cost of removal. The Township Board of Supervisors do not need to advertise for weed cutting in their Township.
