Hunter Crist and Hunter Ko epplin will b e playing in the E astWest Shrine Game July 13 in Grand Forks. In addition, Josh Wallace will give the Wildf ire three players on the all-star s quad.

The 11-man contest will star t at 4 p.m.

Saturday at Cushman Field in Grand Forks, followed by the 9-man contest at 7 p.m.

3.The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs (OFCCP) within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the name, address, and telephone number of the subcontractor; employer identification number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontract; and the geographical area in which the subcontract is to be performed.

4.As used in this notice and in the contract resulting from this solicitation, the “covered area” is North Dakota, Hettinger County, City of Mott.

The regular meeting was called to order at 7:02 p.m.

by Nathan Huether with the following board members present, Tracy Kruger, Garret Swindler, Jeremy Ottmar, Dean Friedt and Jill Anderson. Lucas Greff was absent.

Also in attendance were Willie Thibault, Deb Bohn, Adam Hill, MREA Representative, Rod Meier-AD, FBLA advisor and Enterprise Team and Melissa Friedt.

The Pledge of Allegiance was led by Willie Thibault.

Changes to the agenda: Jill Anderson moved, seconded

by Tracy Kruger to approve the agenda as presented.

Motion carried with all present voting aye.

The visitors were welcomed Dean Friedt moved, seconded by Tracy Kruger to approve the April 9, 2019 regular meeting minutes as presented. Motion carried with all present voting aye. Garret Swindler moved, seconded by Dean Friedt to approve the May 7, 2019 special meeting minutes as presented. Motion carried with all present voting aye.

Garret Swindler moved, seconded by Jill Anderson to approve the May 15, 2019 special meeting minutes as presented. Motion carried with all present voting aye.

Melissa Friedt presented a Summary of the Financials and the bills. Discussion was held. Tracy Kruger moved, seconded by Jeremy Ottmar to approve the bills and Financial Reports as presented with the following balances; General Fund $1,647,821.07, Building Fund $224,659.57, Armory Fund $1,209.35, Activities Fund $52,265.44 and Hot Lunch $3,965.96. Motion carried with all present voting aye.

Willie Thibault presented the Superintendent’s report.

He reported on the summer needs. The Armory floor project has started. Bus inspections were done by the highway patrol and the yellow 14 passenger bus back door buzzer did not work.

The bus was taken to the Equity and repaired. Gary Wetzstein was in and visited about the activity runs for the upcoming school year.

Discussion was held with Lena Greff and the server in running on a 2008 operating system and there will be no support for the server after January 2020. Technology needs to have a plan. Graduation went well and was well attended. Reminder

to the board that he will be on vacation June 7 -16. Deb Bohn presented the elementary principal’s report. Title 1 summer school teachers will be Stella Kienzle and Cheryl McNeill. There are currently 23 students enrolled for the summer program. She will be putting in a budget revision to cover the cost of a para-professional. The Title 1 2019-2020 allocation for our school is $99,037.00 which is less that what we received last year.

Preschool screening have been completed and the district head start spots have been filled. The Ronald McDonald CareMobile provided $15,945 in dental services for our students. Thanks again to Slope Electric for sponsoring this worth-while service. The AdvanED report was provided for review and summarized.

Discussion held. Adam Hill reported the High School Principal’s report. Graduation went well.

Café Concert went well. The 7-12 Awards Program was held on last Tuesday. Students have rough drafted their schedules in. Thanks to Kari Mayer for her help. The school received notification that we were a 2019 College Successor Award Winner.

He will get the information to the paper for publication.

The Choice Ready was uploaded and we had 9 out of 13 students qualified. This is the first year our school did this. Adam Hill and Rod Meier presented the AD report. Armory floor project has been started. Regional track was held on Friday.

State Track will be this Friday and Saturday. Alora Warner qualified for State Golf.

The signage project at the Armory will begin. There is room for approximately 60 signs. Any business, individual and group can purchase a sign. The first year is $290 which includes the purchase of the sign, and every year after it is $250. Rod Meier provided handouts for the 2019-2020 school year. The handouts included a listing on all miles which will be driven for the out of town activities, NDOA rates and cost per game for officials, total costs for each home game and schedules. Discussion was held. RESP report was provided by Tracy Kruger, things are going well, they did a director evaluation.

The upcoming school year calendar was approved.

Employment contracts have been reviewed. Kick off meeting will be held in August. RACTC-No Report.

Building Committee: Punch list was reviewed. The small projects have been done.

Found some other areas on concern, but because they were not found during the walk through CCC does not feel they are responsible.

The niche will been painted.

There has been some roofing issues but there is a 15 year warranty and they have been very good about fixing the issues. Curriculum Committee: They are still working on the Science series. The 7 – 12 teacher is in favor of the series, however the k-6 are unsure if this is what they want. The series is $39,056 but Willie Thibault was going to contact them directly. Professional Development plan was presented.

The teachers need time to review data. The elementary review data on Wednesday during release time but the high school teachers are struggling to find a time that works. This issue will be worked on. Finance Committee: Met prior to the school board meeting. Hot lunch outstanding balance were discussed and how to recover these funds. Science series was discussed.

Classroom furniture needs for the high school. The possibly of activity participation fees. Policy Committee: The

bussing policies are being reviewed. Discussion has been held that all drivers of the yellow 14 passager will have to have the defensive driving course. The white bus is being discussed. The committee will start reviewing the policies once the bussing policies have been cleaned up. The Wellness Committee met and created a working document instead of a policy.

There was not any old business to discuss.

New Business: Kari MayerFBLA Advisor along with the Enterprise team presented for the board. Sydnee Anderson was elected North Dakota State President. The bussing issues are being addressed by Willie Thibault, Adam Hill and Rod Meier.

The shuttle bus was addressed again. There was individuals who expressed concern if the shuttle bus would be discontinued.

Discussion was held. The board wants Willie Thibault to determine the times and location the bus would be leaving. School employees would be driving the school vehicles. The south parking lot was discussed. At this time the board feels the best solution is green space. This could possibly be a project for FFA. Willie Thibault will check into seeding grass and trees. He will also check into the possibility of river water.

Hot lunch outstanding balances were discussed. The board would like reminders sent to try and recover these balances. Any balances still remaining at the next board meeting a decision will be made as to the collection of these balances. Designation of Precincts: Jill Anderson moved, seconded by Jeremy Ottmar to have a precinct at the Mott Armory and the Region Legion. Motion carried with all present voting aye.

Electrical Bids: Greff Electric submitted bids for the electronic sign and the football field lights. Discussion held.

Dean Friedt moved, seconded by Garret Swinder to approve the bid of $3,021.95 for the electronic sign. Motion carried with all present voting aye. Garret Swindler moved, seconded by Dean Friedt to approve the bid of $20,290.83 for the football field lights. Motion carried with all present voting aye.

After some discussion it was decided that the area by the elevator would not need to be done, however the commons area would need to be done. The best time to get this work done would be while they are in the building doing the other warranty work. No one appeared before the board to appeal their values for their property in the unorganized townships and the commissioners accepted the assessment as given by the Tax Director, Amber Hoheisel. No one appeared to appeal the values in the county. Hoheisel said that in order to stay within tolerance of the State, City of Mott residential value needs to go down 6%, all other residential to stay the same. No change to agricultural or commercial values. Carlson motioned to set values for 2019 at the Tax Directors recommendations, seconded by Friedt.

The equalization board adjourned and convened a county board.

Friedt motioned to sign a new two year lease with the NDDOT for the New England site, seconded by Carlson.

Lucas Greff led the pledge.

H.A. Thompson and Sons presented their proposal for the negative air pressure issue occurring in the high school building. Handouts were provided.

Discussion was held. Lucas Greff moved, seconded by Jeremy Ottmar to approve the proposal from H.A. Thompson and Sons up to $150,000 for the negative air pressure issue in the high school. Roll call vote, Tracy Kruger-aye, Dean Friedt-aye, Garret Swindler-aye, Lucas Greffaye, Jill Anderson-aye, Jeremy Ottmar-aye and Nathan Huether-aye. Motion carried.

The bids for the High School Restroom Renovation were opened.

Tooz Construction-$98,227 and Creative Construction-$132,560. Discussion was held. Garret Swindler moved, seconded

by Dean Friedt to accept the bid from Tooz Construction in the amount of $98,227 for the high school restroom renovation. Roll call vote, Tracy Kruger-aye, Dean Friedt-aye, Garret Swindler-aye, Lucas Greffaye, Jill Anderson-aye, Jeremy Ottmar-aye and Nathan Huether-aye. Motion carried.

Fundraising: The Mott-Regent Athletics will be receiving a donation for upgrades to the football field. Dean Friedt moved, seconded by Jill Anderson to approve the donation for upgrades to the football field. Motion carried with all present voting aye.

Members present, John Plaggemeyer, Ron Friedt and Angela Carlson. Lee Meier, Road Supervisor and Elliot Finck, future Road Supervisor were also present.

Friedt motioned to approve the May minutes as presented, seconded by Carlson.

Friedt moved to cancel check #9462 and #9573 in the amount of $76.67 and to approve the bills as presented: General fund 31,828.09; Road & Bridge 25,329.12; E-911 27.84; County Agent 482.53; Weed Control 85,392.50; Preservation 64.32; Sheriff’s Dept.

11,431.78; 24/7 85.65.

Checks 10826-10835 were written for Social Welfare in the amount of $1,167.20, seconded by Carlson.

The following reports were reviewed: Overweight Permits April $78.80; Sheriff Fees April $1,095.00, Overweight Permits May $187.15; Sheriff Fees May $794.54.00, Recorder Fees May–$2,599.00.

Amber Hoheisel, Tax Director, submitted a Homestead Credit Abatement request.

Friedt motioned to approve, seconded by Carlson.

Carlson motioned to pay County Park funds out the same as last year, seconded

by Friedt. New England and Mott Park Districts will get $6,500 and Regent Park District will get $5,000.

Due to the first Thursday falling on July 4th next month, the commissioners meeting will be held on Tuesday, July 2nd.

Carlson motioned to close the county departments on Friday, July 5th, seconded by Friedt.

Meier, Road Supervisor, gave his monthly report.

The state truck and the Cat Blade broke down and the blade should be back in service soon, while the truck may take a couple of weeks.

Alicia Gunwall and Hiedi Marxen, representing the Fair Board, came in to update the commissioner on the fair. The Fair Board is interested in adding a large animal shelter the same size as the current one, due to influx of interest for showing animals. They also mentioned that the older fair building is in bad shape and the board is thinking about getting rid of this one and building a new one, possibly in steps. They will get estimates on these items and will look into some fund raisers for help with the cost.

The Fair Board is also thinking about shooting fireworks at the end of fair. The board didn’t see any problem if they get the permits, city approval and use donations for funding.

Steve Dorval, county engineer, met with the board to give his engineers report.

The gravel is crushed at the Koppinger pit and will be surveyed later today. Friedt motioned to pay the contractor and royalties once the engineer finalizes the amount of gravel, seconded

by Carlson. Steven Rude, Land Surveyor, surveyed an easement that he gave to the county for a road on the Val and Jeanette Friedt property that is used to get to a gravel pit. Rude submitted to the board a Letter of Agreement for Survey Services as Requested. Friedt motioned to sign agreement, seconded by Carlson.

The auditor received five applications for the two available road crew positions.

Interviews will take place on Wednesday, June 12th.

Commissioners held a special meeting on June 12, 2019 at 9:00 am, all voting in favor and motions carried unless noted otherwise.

Members present, John Plaggemeyer, Ron Friedt and Angela Carlson.

Lee Meier, Road Supervisor, Elliot Finck, future Road Supervisor and Sondra Bullinger, Deputy Auditor were also present.

The board interviewed four applicants for the two positions open for the Road Crew.

After interviewing the four applicants and after a lengthy discussion, Carlson motioned to hire Hunter Crist and Shane Zentner, seconded by Friedt.

Carlson has been working on a grant with the ND Game & Fish to have a couple of roads worked on that provide access to the Indian Creek recreation area. She will be getting some numbers needed for funding from the road department.

Commissioners discussed with Meier and Finck the Ingress/Egress amount requested for utilizing the road on the Val and Jeanette Friedt property next to Dan and Tammy Koppinger’s gravel pit. Meier mentioned that he and Finck looked at the gravel pit and said they should be able to build a new road to the pit without having to pay for egress and ingress. Commissioners told the auditor to work with the State’s Attorney to see what needs to be drawn up for this new road Carlson made the motion and Friedt seconded to go with the counties of Stark, Dunn, Golden Valley and Billings for the Social Service zone.

Carlson motioned to sign a letter to the Mayor of the City of New England that their Water and Sewer System Improvement project they are doing does not conflict with any county comprehensive development plan for the area, seconded by Friedt.

Friedt moved to approve the bills as presented: General fund 19,290.11; Road & Bridge 347,607.31; County Agent 12.58; Weed Control 324.18; Sheriff’s Dept.
