Invitation To Bid - RV Park Building

Port of Garibaldi Invitation to Bid Sealed bids for the Biak RV Park – Site Improvements New Office/Restroom Construction Project will be received by Michael Saindon, General Manager, for the Owner, Port of Garibaldi, at 402 S. Seventh Street, Garibaldi, Oregon 97118 at 2:00 p.m., Pacific Daylight Time, on February 17, 2015 at which time and place they will be publicly opened and read aloud. No bids will be accepted after this time. All bidders shall submit, in a separate, sealed envelope, within two working hours of the bid opening time, on the bid date, a completed FirstTier Subcontractor Disclosure Form in compliance with ORS 279C.370.

In general the elements of work include, but are not limited to: Construction of a new building with ADA restrooms, ADA shower rooms, laundry room, mechanical/storage room, and office of approximately 896 gross square feet plus 215 gross square feet porch on an existing site with improvements. The structure will be a one story building of CMU wall and wood framed roof construction with covered wood framed porch.

Contractor and Subcontractors are required to be familiar to RV park construction and the permitting process required to obtain construction permits.

Contractor will be required to coordinate with Advanced Excavation, Inc. of Garibaldi OR, who currently has contract with Port of Garibaldi for Biak RV Park – Site Improvements Ground Work Project.

Contract documents may be reviewed and obtained after February 3, 2015 at: Port of Garibaldi, 402 S. Seventh Street, Garibaldi, OR 97118, (503) 322-3292 or at the Port of Garibaldi web site; http://portofgaribaldi.org/ All bidders shall comply with the provisions of ORS 279C.800-870 [workers on public works to be paid not less than prevailing rate of wage for projects over $50,000.00]. Contractors submitting bids are required to be registered with the Construction Contractor’s Board.

A MANDATORY PRE-BID MEETING for all bidders planning to submit a bid on February 9, 2015 starting at 2 p.m. at the Port of Garibaldi Office. This pre-bid conference is mandatory and any statements made by the Owner’s representatives at the conference are not binding upon the Owner unless confirmed by written addendum. ANY BIDDER WISHING TO SUBMIT AN OFFER MUST ATTEND. Bid security in the amount of not less than 10% of the bid must accompany each bid in accordance with the Instructions to Bidders. The Owner reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject, for good cause, any or all bids upon a finding of the Owner that it is in the public interest to do so in accordance with ORS 279C.395. The Owner reserves the right to waive any bid irregularities or informalities. No bidder may withdraw or modify the bidder’s bid after the hour set for the opening thereof, until after the lapse of 30 days from the bid opening.
