The Town of Baker became the City of Baker 100 years ago - April 18, 1916.

City of Baker:100 years of business in Montana In 2010, Linda McCulloch, Montana’s Secretary of State, established the Centennial Project. The Project publicly recognized the businesses and organizations that have been registered with the Montana Secretary of State’s Office for the past 100 years.

The City of Baker received a certificate recognizing the Resolution advancing the Town of Baker to City of Baker of Third Class on April 18, 1916. The site of the Town of Baker grew because of the railroad and oil activity at said site. A census was taken and it appeared over 1000 persons were residents with the limits of the said proposed Third Class City.

City of Baker started as a territory in Custer County. It was known as Loraine briefly, and then the town site was changed to Baker, named after a railroad official. Residents wanted to incorporate the town and a special election was held in Baker, Custer County, Montana, on April 22, 1911. Fifty-two votes were cast in the election: 51 votes for incorporation and 1 vote against. Thus, the incorporated Town of Baker was established in accordance with Section 3209, Revised Codes of the State of Montana. Some residents who signed the petition

to incorporate: J.L. Barstow, R.R. Pearce, L.C. Burns, J.P. Brewer, Oscar Ness, H.W. Sparks, E.A. Monroe, A.H. Wyman, W.J. Mitchell, A.E. Hutchinson, W.A. Beck, O.L. Blanchard, Edward Lawler, N.R. Lloyd, F.T. Seeley, and William Lang.

Due to the increased population over the next three to five years (oil activity starts in 1912), the Town Council adopts Ordinance #60 declaring the Town of Baker to be a city of the third class under the provisions of the Revised Codes of the State of Montana.

Baker is City of the Third Class now Reprinted from The Fallonite 4-20-1916 Taking the census of the town from data provided by a recent report of the school district, which shows that Baker possesses a population of more than a thousand souls, the city council Tuesday night declared Baker to be a city of the third class.

The ordinance creating Baker a city was read and will be effective within the next thirty days. This will extend the authority of the city board of aldermen and will permit the council to accomplish more than has been permissible in the past.

A resolution was passed providing for special improvements on the Morris first and second additions, Savage first addition to the city of Baker and on the east half of the block facing the lake in the Lakeside addition to Baker.

The improvements will consist of grading the streets, extending the water mains and perfecting a sewer system.

A general clean up of old business was attempted but as all was not completed, a special meeting will be called for tomorrow evening.

Fallon County reports fewer flu cases

By Angel Wyrwas Although tragic cases of influenza related deaths have made headlines recently, Fallon County health officials report only five confirmed cases of influenza in the area. “The few cases we have seen,” said County Health Nurse Kim Cuppy, “are much less severe than we could see because they were all vaccinated.” Cuppy explained there are hundreds of strains of influenza each year and the Center for Disease Control predicts which top four strains will be most prevalent. They issue a vaccine for those top strains of the disease.

“We do not anticipate seeing anything like Yellowstone County has this year,” said Cuppy. “Our numbers remain down from last year.” That being said, Cuppy would still urge people to get a vaccination if they haven’t yet. “Flu season carries on into May and our vaccine is good through June,” said Cuppy. She also reminds people to help stop the spread of influenza by practicing good hand washing, covering your mouth when coughing or sneezing, and staying home when sick. Children should remain home for 24 hours after they are fever free without medication before returning to school.

Helena woman claims Montana Cash ticket Helena - Charlotte Fuson of Helena has claimed a $230,000 Montana Cash jackpot. The ticket was purchased at Reynolds Market Lake City Shopping Center in Baker and drawn as the winning ticket Feb. 24. Fuson declined to make any further statement about her prize.

FILES OF THE TIMES 10 YEARS AGO Friday, April 21, 2006 -Winter weather didn’t let go of eastern Montana. Rain and heavy, wet snow, accompanied by high winds ascended on Baker the evening of Apr. 17.

The wind and wet snow kept coming on the 18th and 19th to add up to approximately two feet. The area had electrical outages of over two hours in some cases. . . Fallon County Commissioners have placed three SolarBee reservoir circulators in Baker Lake.

Each 16’ diameter machine draws up to 10,000 gallons of water per minute from below and spreads it gently across the top. This mixing action greatly accelerates the biological and solar processes which clean up the water. . . High temperature was 86 degrees April 15. . . Kid’s Week winners at Reynolds - Easter Egg Winners - were Tesla Erickson, Treston Erickson, Troy Stutts, Javon DeGrand and Garrett Putnam. . . Helen Schueler will celebrate her 90th birthday April 28. . .

Dr. Buck Root performed the cesarean section. . . Helen Schueler will celebrate her 80th birthday April 27; Jack Bethel will celebrate his 90th birthday and 40 years in business April 26. . .

Fifteen golfers participated in an early bird tournament at Lakeview Country Club, April 14. winners were Father Tobin, Kyle Newell, Curt Huether and Shawn Danko (tie), Gordon Heimbuch and Jim Winbauer (tie). . . Last weekend six eighth grade students from Baker traveled to Missoula to participate in the State Science Fair held at the University of Montana. Jeremy Aaseng, David Orth, Shawn Wang, Tom Howe, Lena Strangford and Barbie Spriggs earned the chance to compete when their projects were selected as the two outstanding projects in three categories at the local fair.

40 YEARS AGO Thursday, April 15, 1976-Ray Feragen, 59, of the Carlyle area was found dead in his pickup in a ditch on a county road south of Wibaux Thursday morning. . . Four Plevna students have earned the right to participate in the national FFA convention and contests to be held in Kansas City, Mo. in November. The boys finished first in the state in the welding and mechanics department and Pam Sparks was chosen state FFA Sweetheart.

80 YEARS AGO Thursday, April 23, 1936-Oil, Oil, Oil was struck at the deep test well southeast of Baker. (This occupied half the front page of this issue.) The Montana-Dakota Utilities deep test well has come in with a good showing of oil at a depth of 6700 feet and the well was shut down for further orders from Montana-Dakota Utilities headquarters. . . The housing condition in Baker is desperate. A building program was expected to get underway. . . . Under the heading of “Oil Driplets”, “Several pails of oil were poured over George Flint, young tool pusher. Frank Becker said, “Here’s to the oil wells.” “We won’t be needing to plant wheat now,” said the farmer’s wife. Bill McDonald, who has looked forward to this since 1915, says he hopes people don’t let their imaginations run away with them. . . Frank Kuss is giving a free dance at the Baker Saddlery. . . Miss Irene Heldt returned to Baker after an absence of a year spent in New Mexico, South Dakota, and Oklahoma.

90 YEARS AGO Thursday, April 16, 1926-Probably the most unusual combustible explosion ever witnessed occurred in Baker shortly before four o’clock Wednesday when the blacksmith shop of Dean Sinclair was shattered, supposedly by the accumulated dust beneath the heavy plank floor. Walls bulged; the roof was raised; the floor became a pile of kindling; plow shares soared through the roof; and Wm. Seaman, an assistant, was elevated through a hole in the roof into the alley. Glen Bush, who was paying a bill, is nursing bruises and a severely sprained knee. Dean Sinclair escaped with a broken toe and badly bruised foot. Seaman is still looking for the wing which projected him through the hole in the roof. . . This week Jim O’Connor completed a deal with H.F. Greisley for the purchase of the latter’s farm nine miles south of Baker.

City levies tax current year At the regular semi-monthly meeting of the council Tuesday eve, presided over by Mayor Barstow, a resolution was passed fixing the levy on city property for the fiscal year ending the first Monday in May, 1916.

Fallon County Fair dates set A meeting of the Fallon County Fair Association was held at Ekalaka one day last week. Committees were appointed to look after the agricultural and livestock displays and the amusement program.

The committee on finance, composed of J.G. Olson, H.B. Albert and William Mowbray, immediately got busy to solicit subscriptions and, it is said, are meeting with success.

The program committee will have a meeting soon to arrange for the amusement features of the fair, including horse races. On this committee are: J.W. Grant, J.W. Hiscock, George Boggs, and J.P. Hedges.

O.A. Dahl and C.G. Rickard will see that the fair is given proper publicity.

A.L. Shaw, to whose enterprise and energy should be credited last year’s fine agricultural exhibit, will again have charge of that department. Associated with him on the committee is W.H. Peck and O.A. Dahl.

Other committees appointed were: Livestock - George Boggs, J.P. Hedges, L.F. Kennedy. Free Attractions - S.J. Emswiler, C.G. Rickard and Matt Grey. Music - S.L. Emswiler, O.A. Dahl.

The Land from Down Under

By Sherry Vogel Good day mate! How you doing?

Greetings from southern Australia. I arrived here after traveling for 27 hours.

Wouldn't you know everything was going along like clockwork till arriving at LAX at 8:30 pm, expecting to leave at 11:35pm. We were delayed till 2:45 am. After a fifteen hour non-stop flight, traveling across eight time zones I stepped into autumn and into the future.

They are a day ahead on this side of the world. Although the Aussies are feeling the temperatures drop, and often commenting on the need to put on a ' jumper' (sweater), this Montanan is en-

joying the warm 72 degree temperatures.

With the effects of jet lag in progress, I find myself up in the wee hours of the morning enjoying the views of the twinkling city lights against the dark curtain of night. The morning calls of the local birds are a treat. The sounds are foreign, nothing like the sonnet of the Western MeadowLark but instead sounds one might expect to hear in a jungle.

Melbourne (pronounced Mel-bun) is Australia's second largest city. It boasts a population of 5.3 million, not much smaller than New York City. It is a global melting pot that has retained

community spirit. The people are very friendly and their accents are entertaining. Of course, they think I'm the one with an accent. I find myself having to listen carefully. Although they are speaking English, many of the terms are baffling. As I get out and about this coming week I'll check back in to share the sights and wonders of the Land Down Under.

P.S. My new baby grandson Oscar, (pronounced Osca in Oz) is just the cutest little 'bub'. He is keeping this grand-mum busy just keeping his 'nappy' dry.

Plevna Elementary explore Conservation Day

By Nicole Allerdings April 5, representatives from the Natural Resources Conservation Service (NRCS) and Montana Fish, Wildlife and Parks visited the elementary classrooms. Michelle Gorder, Sara Claeys, Kalyn Bohle and Zach Phillips spoke to the students about various subjects. The kindergarten class enjoyed sandwiches and vegetables provided by the NRCS office.

They learned that food comes from the soil, so soil is very important. They completed an activity where they used Cheetos to represent bees, brushing the Cheetos on paper flowers to “pollinate” them like bees do.

The first grade students viewed and felt different types of seeds and learned about crops grown in Mon-

tana. They talked about the different parts of wheat and how it is harvested. Then they ground some wheat and made bread. Later in the day, they made butter and tasted it with the homemade bread.

The NRCS representatives taught the second grade class that plants keep soil in place.

They explained that the more loosely packed the soil is, the more soil can be eroded buy runoff water.

The third grade students learned many new facts about bees. A queen bee can sting multiple times and won’t die.

All worker bees in a hive are males. The wind, hummingbirds, bee, butterflies and rats can each act as pollinators.

Kalyn Bohle showed the fourth grade class a model of how far and fast gas would spread through different types

of soil if there was a gas tank leak. The students learned that wells and other water sources up to a mile away can be contaminated.

Game Warden Zach Phillips spoke to the fifth grade students about various types of deer. The class learned how to

identify deer by their antlers and tails. They also found out that bears and turkeys have two hunting season, one in the fall and another in the spring.

All of the students enjoyed these presentations and learned a great deal about their environment.

Math Meet

By Jessica Stockett March 16, Plevna hosted the regional math meet. Participants included Taylor Bertsch, Dacy Buerkle, Jenna Paul, Ashley Sander, Trinity Rieger, Laylah Dulin, Jessica Paul, Jessica Stockett and Nicole Allerdings.

In the junior high placings, Trinity, Taylor, Ashley and Dacy placed in the top 16-35 percent of their grade level on one or more of the individual tests. Ashley and Taylor also placed in the top 15 percent of their grade level on a few of the individual tests.

In the freshman division, Laylah placed in the top 16-35 percent of her grade level on one test.

PROPERTY INSURANCEThe Commission discussed insuring the stalls at the Fairgrounds and decided to have them insured in the event they are destroyed and need to be rebuilt.

PURCHASE REQUEST - The Commission received a quote from Direct Electric to install brighter light bulbs in the Court Room and the Commission approved of this work being done.

MISCELLANEOUS- The Commission reviewed and signed general journal entries to move funds from one account to another. The Commission reviewed department reports, newsletters and notices; revenues received

The Commission and Nicole discussed these concerns.

The Commission, Nicole and Jerrie Newell discussed the importance of using the shared Court Calendar so they both are aware of what is going on in the Courtroom daily.

1:35PM- Inter-local Agreement for Packer- Darcy Wassmann, County Attorney, emailed the Commission an updated InterLocal Agreement for the City of Baker to use the County Packer this season. The Commission reviewed and signed the Inter-local Agreement and gave it to Clayton Hornung, City of Baker Mayor, to sign.

1:35PM MARCH CLAIMS APPROVAL The Commission reviewed and approved the March End of Month Claims in the amount of $250,872.79 and they are filed in the Clerk and Recorder’s Office.

The Commission went and looked at the work being done to the south hill at the Fairgrounds and the damages done to the Splash Park bathhouse.

4:00PM PLANNING DEPARTMENT UPDATES Present: Forrest Sanderson, KLJ Contracted Planner; Mary Grube, Planner Administrative Assistant Forrest Sanderson and Mary Grube met with the Commission to give them updates on the Emergency Action Plan for Dam Safety and the Pre-Disaster Emergency Mitigation Plan. The Commission and Forrest discussed issues with items in the Flood Plain, things to include in the Growth Policy and the upcoming bridge projects.

LYLE NEARY PLAT - Forrest presented the Final Plat for Lyle Neary’s property to the Commission. After reviewing the Plat the Commission made and approved the motion to approve of the plat and Commissioner Baldwin, as Chairman, signed the plats.

Provisional Ballot The definition of provisional ballot: a ballot cast by an individual whose identity and eligibility to vote has not been verified as provided by law. A provisional ballot is not counted until it has been verified and resolved.

Resolving a provisional ballot: The Clerk and Recorder/Election Administrator’s office must verify identity or eligibility to vote; the individual has until 5 pm the day after the election to provide valid identification. If identity or eligibility is verified, the provisional ballot will be counted. However, if the Clerk and Recorder/Election Administrator’s office cannot verify the identity or eligibility, the provisional ballot will be rejected and will not be counted. If the ballot is not to be counted, the individual will be notified the ballot was not counted and the reason(s) why not counted.

Since the provisional ballot may not be verified until the day after an election, that ballot will not be counted until the Monday following the election. All regular ballots will be counted on election night. A provisional ballot may compromise the privacy of the individual’s vote.

For example, one provisional ballot is voted in a small precinct; all the results for that precinct are tabulated election night and when the provisional ballot is counted on the following Monday the totals will change by one. Therefore, it could be determined how that individual, who voted a provisional ballot, voted.

To ensure privacy of your ballot avoid voting provisionally; register early and bring identification to the polling place on Election Day. Renner sentenced for burglary

By Angel Wyrwas A 20 year old man charged with felony burglary in 2015 after surveillance video identified him breaking into Equity Co-op, entering a walk-in safe, and attempting to break into a cash box, has been sentenced.

Jacob Dean Renner, formerly of Baker, was sentenced in the 16th Judicial District court May 5, 2016. Judge Nickolas Murnion presided over the hearing.

Renner changed his plea from not guilty to guilty per a plea agreement with the prosecution.

He was sentenced to ten years with the Montana Department of Corrections with five years suspended. This is to run concurrent with a sentence in Oregon. Renner was given credit for 240 days of time served. He was also fined $1000 plus surcharges, required to complete his GED, and complete the Treasure State Correctional Center Boot Camp located in Deer Lodge.

HEALTH INSURANCE FEES The Commission reviewed and Commissioner Baldwin as Chairman signed the Revised Schedule A Fees for the EBMS Health Insurance premiums.

12:00PM NOON RECESS 1:15PM CITY OF BAKER UPDATES Present: Clayton Hornung, City of Baker Mayor Clayton Hornung gave the Commission City of Baker updates. The Commission and Clayton discussed the Upper Baker Lake Dam, culverts through town that need replacing and future Montana infrastructure efforts. Clayton gave updates on the engineering plans for the City’s improved water system and the Commission said they will still contribute funds for the project. Clayton and the Commission discussed the Stanhope Addition Water project and what it would take to have them

annexed into the City if the County contributes funds towards the project.

Tom Kachel gave the Commission material reports from the Landfill to review and Landfill updates.

2:45PM- Randy Tunby, County land leaseholder, joined the meeting.

Randy Tunby said he came in to talk to the Commission about his land lease but since they are short on time and his lease doesn’t renew until July he will discuss it with them later. The Commission

and Randy discussed the funds available for predator control.

3:00PM STANHOPE SEWER PROJECT Present: Jason Rittal, Eastern Plains Economic Development Corporation Executive Director; Rich Menger, Sanitarian STANHOPE ADDITION SEWER PROJECT - Jason Rittal and the Commission discussed the increased cost of the Stanhope Addition Sewer Project.

After much discussion, the Commission made and approved the motion to commit the additional funds needed to do the project.

STANHOPE ADDITION WATER PROJECT- Jason and the Commission discussed the Stanhope Addition Water project and the district members’ reaction to the Commission’s desire for them to being annexed into the City of Baker.

MT INFRASTRUCTURE COALITION- Jason said a MT Infrastructure Coalition is being formed by a group of associations and local governments to go before the State Legislature with a unified and powerful, strong voice to try and convince them the eastern side of the State needs more assistance with infrastructure. The Commission made and approved the motion to contribute $5,000 to join the Coalition.

4:00PM RETIREE INSURANCE DISCOUNT PROGRAM FOLLOW UP Present: Darcy Wassmann, County Attorney; Insurance Committee Members: Debbie Wyrick, Selena Nelson, Alba

Higgins Darcy Wassmann and all present discussed the County’s Retiree Discount Program and if it should be discontinued due to what it would cost the County over the years. After much discussion, Commissioner Baldwin and Commissioner Randash made and approved the motion to discontinue the program. Commissioner Ranum voted against the motion.

This hearing was originally noticed to review a Variance Request submitted by Marisa Packineau of Baker, MT. The property is located at 709 Colorado Ave. in the Hitch Addition, Block 11, Lot 9AP. The property is zoned R2. The applicant has placed a manufactured home on this property. The applicant is requesting a variance because the house was placed too close to the property line.
