Rolling Rubber reopens in Baker

By Sherry Vogel Looking for a few more tax deductions that will benefit a worthy cause? Montana taxpayers can now donate up to $150 to innovative educational public school programs and receive a one-forone tax credit on their annual return.

The program was established by Senate Bill 410 which caps the public school tax credit at $3 million. The Montana Department of Revenue (DOR) must preapprove tax credits to make certain the cap has not been reached.

Jan. 1 of this year, DOR created a website allowing taxpayers to preapprove the tax credit for their donation and to make the donation payment online. The website address is: https://svc.mt.gov/dor/educationdonations/ Although taxpayers may donate any amount they wish, the tax credit is capped at $150.

Taxpayers can choose to donate directly to either the high school or elementary district in the seven largest districts in the state. Donations outside of these areas will go to one of eleven regions and will be divided among all of the schools in that region. District No. 12 (Baker) and District No. 55 (Plevna) are included in Region 10 along with Carter, Custer, Powder River and Rosebud.

All funds will be distributed to school districts quarterly and will go into the school flexibility fund. The funds can be used for new technology or new instructional programs.

Owners J.R. and Carol Bean of Miles City are pleased with their new spacious location as it allows for expansion of the commercial, large passenger and light truck side of their services. They are offering full tire services for farm, commercial, tractors, trucks and passenger vehicles while continuing mechanical services: brakes, strutts, alignment and oil changes. They are also offering 24/7 mobile roadside assistance.

The Beans brought Rolling Tire Company to Baker in 2008. They had provided service from the same location, east of Baker, for the past seven and onehalf years. They were closed these past six months while they restructured and expanded Rolling Rubber’s services.

“Tootsie” Hanson celebrates 90th birthday

Alvina Allerdings Funeral service for Alvina (Fried) Allerdings, 95, of Dickinson, N.D., formerly of Plevna and Baker, will be held at 11 a.m. Friday, Jan. 22, 2016 at Emmanuel Evangelical Free Church in Plevna with Pastor Joe Noel officiating.

Burial will follow in the Community Union Cemetery in Plevna.

Family receiving friends for Alvina will be from 4-6 p.m.

Thursday, Jan. 21, 2016 at Stevenson Funeral Home in Dickinson.

Alvina passed away Jan. 16, at St. Luke’s Home in Dickinson.

Alvina was born Sept. 6, 1920, the daughter of Philip and Elizabeth (Fischer) Fried in Leith, N.D. She attended the country grade school in Leith. May 12, 1941, Alvina and George Allerdings were united in marriage in Plevna.

They farmed and raised their three sons south of Plevna.

Alvina was an active member of the Evangelical Free Church in Plevna, teaching Sunday school and Bible school for many years. She was a member of the Pink Ladies Auxiliary, Ladies Aid, and Adventurers Homemakers Club.

Alvina moved to Baker in 1968 and worked at Russell’s Clothing Store from 1968 to 1999. She then made the Parkview Retirement Complex in Baker her home from Feb. 1999 to Feb. 2013. Then, due to failing health, she moved to the Wibaux County Nursing Home until Nov. of 2013 when she moved to St. Luke’s Home in Dickinson to be near her family until her

time of death.

Alvina is survived by her three sons, Raymond (Bonnie) of Dickinson, Milbert (Betty) of Dickinson and Myron (Charlotte) of Miles City; nine grandchildren - Kendall (Michelle) Allerdings of Dickinson, Brian (Michele) Allerdings of Dickinson, Sheryl Driscoll of Chanhassen, Minn., Sheila (Jason) Dutke of Dickinson, Shandra Allerdings of Rapid City, S.D., Sheryl Suttan of Wyo., Bill (Lisa) Howe of Billings, Tom (Kathy) Howe of Great Falls, Tim (Jeanine) Howe of Belgrade; 18 great-grandchildren; and 4 great-great-grandchildren.

She is preceded in death by her parents; husband, George; brothers, Edward, Philip, Alvin, Gottlob; sisters, Kathryn Wilson and Tillie Hillius; and daughter-in-law, Karen Allerdings.

Memorials may be given to the Emmanuel Evangelical Free Church, Plevna.

Linda L. Ferrell Linda L. Ferrell, 77, of Marmarth, N.D., passed away Jan. 8, 2016 at the Southwest Healthcare Hospital in Bowman, N.D. Funeral services were held Jan. 14, 2016 at the Bible Church in Marmarth. Terry Bagley officiated and burial was in the Riverside Cemetery in Marmarth.

Linda L. Miloff was born March 25, 1938, the daughter of Chris and Hattie (Schauman) Miloff. She attended Harper School as a young girl.

November 10, 1958, Linda was united in marriage to Fred Ray Ferrell. To this union two daughters were born: Arleen Linda and Winnie Lee. Linda spent many of her days working at the Fallon County Hospital in the housekeeping department, Mert’s Cafe as a waitress and cook, Hunter’s Table and Tavern, and the Pastime Club as a cook and waitress until health issues left her unable to work. She made the best homemade buns, potato salad and chocolate pudding.

Linda enjoyed doing many things throughout her life. She enjoyed riding horses, dancing - especially the polks waltz,

playing her guitar and singing, making quilts and hook rugs, decorating the house and yard for each holiday, working in her flower gardens and grooming her beautiful lawn. She liked watching the QVC channel and listening to the radio.

She enjoyed the company of the visiting birds and squirrels.

She also loved being part of the Marmarth Historical Society and performing in the Marmarth Mystic Theater plays.

Most of all, Linda loved spending time with her family and especially her two grandsons, Andy and Kyle Rohr.

Linda is survived by her daughters, Arleen Ferrel and Winnie (AJ) Rohr; grandsons Andy and Kyle Rohr; sisters Louise Waller and Cathy Gorder; numerous nieces and nephews.

She was preceded in death by her parents, husband Fred, brother Art Miloff, and sister Lula Dickason.

By Sherry Vogel A Baker resident recently danced into her 90th decade Jan. 11 while celebrating her birthday by “cutting a rug” with her kids, grandkids and great-grandkids.

Nurine “Tootsie” Hanson was nicknamed Tootsie by her father, who delivered her, swatted her infant bottom and announcing, “There you go Tootsie”.

She was born in 1926 on a farm two miles southwest of Rhame to Roneal (Iverson) and Leonard Lowe. She attended a small country grade school, named Dale School, while being raised on the farm. Tootsie saw some lean years as a child growing up in

the Depression. She remembers the hoards of grasshoppers and all the dirt blowing in the wind during the era of the “dirty thirties”. When of age, Tootsie attended high school in Bowman, ND. Like many other country kids, she lived in a dormitory in town. She remembers her father giving her 25 cents a week for spending money. He always told her, “You can either spend it all now, or make it last the week.”

The summer following her graduation in 1943 at the age of 17, Tootsie attended an eight week training course to become a teacher. The first school she taught, located north of Camp Crook, SD, was called Juniper School.

Steffes -Nussbaum engaged Stephanie Steffes, daughter of Larry and Carmie Steffes of Plevna, and Joe Nussbaum, son of Kurt and Paula Nussbaum of Garretson, SD, are proud to announce their engagement.

Stephanie is a 2008 graduate of Plevna High School and 2012 graduate of South Dakota State University in Brookings, SD. She is currently employed with Cenex Harvest State based out of Mandan, ND as a Nutrition Consultant.

Joe is a 2007 graduate of Garretson High School in Garretson, SD, and a 2009 graduate from Minnesota West. He

is currently employed with Kraft LLC in Bismarck, ND as yard manager.

They are planning a July wedding.

The young teacher remembers hauling coal from a two-sided shed and cutting cottonwood logs to heat the school house.

One of her first students was local resident Bob Dahl who was nine years old at the time.

While attending one of the many country dances, a neighbor boy won her heart. Tootsie married Winfred Hanson Jan. 12, 1944, In 1947, the young couple moved a house out on a piece of bare land 15 miles southeast of Marmarth, ND. This is where they made their home for the next 55 years.

They were blessed with eight children: Sonny, Buz, Melva, Larry, Wayne, Dean and Gene (twins), and Rod. “Winfred always said, ‘we are raising sheep, cows and kids,’” chuckled Tootsie. “Our family didn’t have running water till the late 60s,” she stated. Then taking a moment, Tootsie added, “well, I guess we did … we ran to get it and we ran to take it out.”

In 2002, after Winfred’s passing, she moved to Rhame, ND. Later in 2013 Tootsie moved to Baker so she could be closer to her kids.

This fine lady is the proud grandmother of 20 grandkids, 34 great-grandkids (with two more on the way), and two great-great-grandkids.

When asked to what she contributes her long life she replied, “A loving family and hard work”.

Dear Editor, Governor Bullock could have gone lots of other places, but he went to Colstrip. Beneath massive smoke stacks that have dumped more carbon into our atmosphere than any but a dozen other power plants in the nation, he announced the names of the people he’s asking to come up with a plan to reduce Montana’s carbon emissions.

Montana is home to many successful renewable energy projects, like the Judith Gap wind farm, and going to any of them might have better suggested an economically vibrant future. Instead, sadly, he chose to make his announcement at Colstrip, which uses obsolete and bankrupt technology. And he complained about how unfair he thought it was that Montana would have to reduce emissions so much.

That says a lot. The balance of power selected for the committee says more. Of the 27 people he named, at least 17 had ties to fossil fuels or utilities.

It seems strange doesn’t it?

Why would Bullock ask people who created the problem to fix it? The Clean Power Plan could be a chance to open up a new paradigm, actually solving the problem Colstrip created with renewable energy technology, but Bullock went out of the way to make sure the balance of power is held by advocates of the old paradigm, who will surely try to end on terms favorable to Colstrip.

Colstrip can’t fix the problem; it is the problem.

By Austin Braun In the Spartans’ fourth conference match-up January 8, they hosted the Forsyth Dogies. The Spartans started off the game with a lead, ending the first quarter with a score of 11-10. The second was similar to the first quarter as Baker outscored Forsyth 1311 going into the half up 2421.

The Spartans kept their lead as they scored 16 points to the Dogies’ 10 points. The final quarter was all about the Spartans as they kept outscoring the Dogies just like in all the other quarters, 15-13. The final score was 55-44 as the Spartans beat the Dogies, making their record 5-2 overall and 2-2 in the conference.

The Spartans traveled to Wolf Point Jan. 9 to play a non-conference game and upped their record to 6-2.

Baker and Wolf Point ended the first quarter even, 9-9. In the second quarter, the Spartans took the lead going into the half 21-18.

The rest of the game was all Baker, as the Spartans scored 19 points to the Wolves’ 11 going into the fourth quarter leading 40-29. The fourth quarter was a hard fought battle as Wolf Point scored 19 points to Baker’s 17, but the Wolves’ surge couldn’t keep the Spartans from winning.

Final score was 58-48.

The Spartans hosted the Wibaux Longhorns Jan. 15 in their first match of the year. In the first quarter both teams scored 9 points. The Spartans edged out the Longhorns 1312 going into halftime, leading 22-21.

The third quarter was all defense, as Baker and Wibaux scored 7 and 5 points. In the final chapter of the game, the Spartans dominated the Longhorns 18-8 and defeated Wibaux 47-34. The Spartans are now 8-2 and will play the St. Labre Braves Friday, Jan. 22.

By Taylyn Koenig The Lady Spartans traveled to Ekalaka to face the Lady Bulldogs Jan. 12. The Lady Spartans defeated the Bulldogs 59-48. In the first quarter, the Ladies outscored the Lady Bulldogs 12-10. Starting the second quarter, the Lady Spartans were warmed up and again outscored the Bulldogs 22-13.

Coming out after halftime, the Lady Spartans still kept scoring and outscored the Bulldogs 14-6. In the fourth quarter, the Lady Bulldogs took to the scoreboard and outscored the Lady Spartans 19-11.

Wrestling begins at approximately 10 a.m. and wrestling parents will be admitted free of charge to the tournament.

Senior and their parents will be introduced prior to finals.

Sophomore biology class DNA Project

By Nicole Allerdings Mr. Coon’s sophomore biology class has been learning about DNA replication and transcription. To help the students better understand these processes, each student made a strand of DNA, RNA, or amino acids. The students cut different shapes out of various colors of paper. Taylor Rieger modeled the double-stranded structure of DNA using sugar and phosphate pieces. Connected to the sugar and phosphate chain are nucleotides bases in pairs - adenine with thymine and cytosine with guanine.

Isaac Nemitz created a RNA strand, which is a single strand using uracil instead of thymine in the nucleotide base pairs.

Kobee Hickey made a protein strand using 26 multi-colored amino acids.

The students enjoyed using what they learned about genetic processes to create these models.

Mrs. Fujimori is student teaching the third grade class

By Nicole Allerdings Mrs. Fujimori is currently completing her student teaching requirement in the third grade class at Plevna. She is working toward a degree through Western Governor’s University, an online college. The median age of students attaining degrees through this college is 39. When finished with her program, Mrs. Fujimori will be licensed to teach from kindergarten to grade eight. She enjoys taking classes online because she can study from home. She will be student teaching in Mrs. Benner’s third grade class for 12 weeks, with two weeks of solo teaching. She will be finished in March.

Mrs. Fujimori says it has been great teaching in Plevna. Her favorite part of teaching is watching kids learn and grasp concepts.

4-H Cooking Workshops Submitted by Elin Kittelmann, County Agent Nine Fallon County 4-H members, enrolled in a Foods & Nutrition Project, gathered for a Beginners 4-H Cooking Workshop. This Cooking Workshop was held Dec. 12 at the Fairgrounds exhibit hall. The workshop was led by 4-H leaders Melissa Ploeger, Sheila O’Connor, and County Extension Agent Elin Kittelmann. All of the participating youth and leaders agreed the workshop was a huge success.

The day begin with a lesson on correct grooming and the

class and it was another huge success. The youth learned more advanced cooking and baking skills including making yeast breads and cooking with seafood. Youth spent four hours cooking and baking and were able to enjoy their dishes for lunch. The menu included sweet dough, cinnamon twist, Swedish tea ring, nut bread, white cake with cream cheese frosting, spinach strawberry salad with poppy seed dressing, alfredo sauce with shrimp, fruit and cheese ball, and orange smoothies.

Looking Back October 23 -- Montana cowboy Sylvan LaCross was awarded the coveted Bullfighter of the Year award by the Northern Rodeo Association Oct. 11 in Butte. Sylvan is a fifth generation native of Baker and is the son of Lon and Monica LaCross of Baker and the late Patricia LaCross.

Sylvan is also a bareback rider, but is making the transition to focus entirely on bullfighting. . . Word has been received that our community has been awarded the bid to host the Montana High School Rodeo Association finals next summer. . . High temperature Oct. 18 was 79 degrees. . .

Scott Anderson, business teacher at Baker High School, has been elected the 2016 president of the Montana Association for Career and Technical Education. . . Baker post office is getting a fresh coat of paint; and the Scissor Wizard is being revamped. . . Plevna Volunteer Fire Dept. hosted their 58th annual Pancake and Sausage Supper Oct. 10. Over 600 people devoured 1400 pancakes and 270 pounds of sausage. . . Baker High School senior football, volleyball and cheerleader were honored at Parents’ Night. The seniors include Olivia Mahon - cheerleader; volleyball players Taylyn Koenig, Morgan Miller, Taylor Miller, and Madison Varner; football players - Jordan Baxter, Nic Bohle, Austin Braun, Joe Fisher, Ben Fujimori, Shawn Hirst, Michael Holliday, Matt Packer, Will Smith, and Zane Tunby.

October 30 -- Toni Reetz is honored for her dedication to 4-H. She has been a 4-H leader for 31 years. . . Daylight Saving time ends Nov. 1. . .

Baker Spartan football team ended their season as conference champions. Their first playoff game is against Glasgow at home, Oct. 31. . .

Keely Heaton-Custer and Riley Schultz of Baker both placed first in their age group in the NFL Punt, Pass & Kick sectional competition Oct. 5 in Miles City. They now advance to the team championship contest. . . Dave Crawford of Baker is pictured with a 6x6 elk he shot opening weekend of archery season. Dave shot the elk on land he owns toward Miles City. . . 2015 Positive Choices Youth Conference took place Oct. 13. Guest speaker was Rusty May, school counselor, violence prevention specialist and founder of the Bullying and School Safety Foundation.

November 6 -- Laurie Pankratz, retired after serving the Baker School District for 29 years. Laurie has been the secretary at Lincoln School for the last nine years, and before that she worked at the high school office. . . Unofficial municipal general election results show JoDee Pratt the winner for alderman in Ward One; Leigh Ann LaCroix won the alderman position in Ward Two; and Thomas Shelhamer and Roscoe Gray are the two councilmen for Plevna. . . The

Montana Department of Commerce has awarded the City of Baker a Community Development Grant for $22,500. It is to be used for the purpose of rehabbing downtown Baker. .

High temperature Nov. 1 was 67 degrees. . . Baker Spartan football team won their first playoff game against Glasgow, 47-6. They now advance to the quarter-finals and will host the Manhattan Tigers Nov. 7. . .

NOAA’s National Weather Service has named Alex G. Collie of MacKenzie a recipient of the agency’s General Albert J. Myer Award for 65 years of outstanding service in the Cooperative Weather Observer Program. . . Halloween costumes are featured in this issue of the Times.

November 13 -- Twenty plus county employees flooded the Commissioners’ office during their regular business meeting Nov. 4. Topic of discussion was the finalizing of a job description draft which would create a new county position entitled Chief Administrative Officer. Employees voiced concerns regarding the scope of authority of the new administrator. . Baker Spartans defeated the Manhattan Tigers, 37-21. The Spartans will travel to Fairfield Nov. 14 to challenge the Eagles in the semifinals. . . Mrs. Lynn Beach, business teacher at Baker High School, was selected Young Outstanding Business Educator for the State of Montana at the Montana Educators’ Association Convention Oct. 15-16 in Billings . . Nov. 7, President Barack Obama said no to the request from TransCanada to build the Keystone XL Pipeline. This ends a seven year review of the construction project. . . Nov. 5, Spencer Losing, a senior at Baker High School, was named a state finalist for the Wendy’s High School Heisman Program.

Losing, son of Jerry and Jill, has been recognized as an exceptional student and athlete. .

St. John’s Catholic Youth Group collected food for the Community Cupboard Nov. 4.

The youth collected 310 pounds of food. . . Eighty-five area ladies enjoyed the Sweet and Simple Affair held in the exhibit Hall Nov. 7. Jalynn Dyke was the grand prize winner of a holiday table with a complete elegant formal serving set for eight, tablecloth and centerpiece.

November 20 -- The American Legion Club honored area veterans with a chili supper on Veterans’ Day, Nov. 11. Nine veterans were on hand to gather for a picture and they were Don Cheney, Ed Williams, Drury Phebus, Paul Jay Gregory, John Hecker, Robert Wood, Bob Neumann, Darryl Gatzke and Lester Whitney. . . New to the area and just in time for the holidays is Big Hill Dog Boarding. This fledgling business is licensed and owned by Greg and Christina Gaub. . . November 27 -- The holiday season is drawing near and the Baker Chamber of Commerce and Agriculture presents a celebration of the hometown marketplace. Black Friday, Nov. 27, local merchants will stay open late, and Nov. 28 shoppers are encouraged to shop in Baker during “Small Business Saturday”. .

Science Fair held at Baker High School Nov. 17. The fair, under the direction of Mrs. Linda Rost, had 27 projects presented with 60 students participating. . . A retirement and 80th birthday party for Carl Hepperle is being held Dec. 4 at the Insurance Store. . . . Baker Chamber of Commerce and Agriculture hosted the annual Teacher Appreciation Dinner Nov. 18. Superintendent Don Schillinger was the guest speaker. . . Fallon Medical Complex long term care residents enjoyed a mini fair. Many nursing home residents are unable to enjoy the Fallon County Fair, so 4-H members take the fair to them.

December 4 -- Ninth annual Wild Game Feed was held Nov. 14. It was attended by 350-400 people and proceeds this year topped $87,000. This year’s event raffled off 44 guns. Big “Hat” Auction winners were Dustin Gorder, Todd Adamson and Kirstie Nelson. . . . New to Fallon County is the indoor archery and shooting range. Range Officer Shane Bettenhausen is the newly hired shooting range manager. He is putting the finishing touches on operations and will be hosting a grand opening after the holidays. . .

Nov. 28 a 2003 Alero Oldsmobile driven by a 24 year old male struck a guywire on a power pole four miles west of Baker and caused a power outage for the City of Baker. The outage lasted 90 minutes. . . Evelyn Morrison will celebrate her 90th birthday Dec. 12. . . Vendors from four different states displayed their wares this year at the annual Xi Alpha Nu Christmas Bazaar held Nov. 22.

December 11 -- O’Fallon Community Choir presented their 37th annual Christmas Concert Dec. 6 at St. John’s Catholic Church. The choir is under the direction of Debbi Jo Varner with Melissa Rost on the piano. . . Jessica Lynn Paul, 14 year old daughter of Albert and Lynn (Rieger) Paul, has been awarded a

December 18 -- Three year old Blakely LaCroix is pictured on Santa’s Lap. Santa made a quick stop in Baker Dec. 9 so he could see all the children and listen to what they wanted for Christmas.

Blakely is the daughter of Justin and LeighAnn LaCroix of Baker. . . Ten organizations participated in this year’s Christmas Parade of Lights held Dec. 9. They were Lakeview Baptist Church, Changed for Life Church, Baker Assembly of God Church, Medicine Rocks Church, Baker Rec Department, Brightside Day Care, Eastern Montana Community Health Center, WBI Energy, Faith Home Schooling Group, and Boy Scout Troop #256. The Expressions for Christmas first annual fundraiser photo booth, which was also sponsored by the Baker Chamber of Commerce and Agriculture, was located in Thee Garage Showroom during the Countdown to Christmas celebration.

Master Gardener Program will be starting The Master Gardener Program was first started by the Washington State Cooperative Extension Service in 1971. It grew out of a need to meet an enormous increase in requests from home gardeners for horticultural information. Master Gardeners have become a vital part of Extension’s ability to provide consumers with up-todate reliable information.

Master Gardening has also given its participants a sense of community spirit, accomplishment, and intellectual stimulation.

Extension staff and State Extension Specialists teach a series of classes to train volunteers in research-based home horticulture practices.

Master Gardener is a three level program. Level 1 Extension Master Gardener course will teach basic yard and garden installation and maintenance. Level 2 is an advanced

Master Gardener course for those who have prior gardening knowledge and/or experience. The Level 3 Master Gardener course will be an intensive three day, hands-on training on the Montana State University campus.

Level 1 Master Gardener will be starting up in Fallon County this year. In the Level 1 Master Gardener course you will learn Introduction to MSU Extension and the Master Gardener Program, Soils and Fertility, Plant Growth and Development, Vegetable Gardening and Landscaping, Flowers, Trees, Shrubs, Vines and Pruning, Lawns and Irrigation, Composting, and Integrated Pest Management (IPM).

Extension Winter Ag Series program held Submitted by Elin Kittelmann Extension Agent The Extension Winter Ag Series program was a cooperative effort between the region’s County Extension offices. Each year a series of lectures are presented in each of the southeast Montana counties providing timely information of interest to our rural population. This year we developed a diverse program bringing in MSU Extension Agriculture Economists and a Pesticide Education Specialist.

Fallon/Carter Extension Agent Elin Kittelmann discussed the basics of energy and protein for cattle and the factors that affect nutrient.

Elin also stressed the importance of water quality when evaluating an operation’s nutrition program. By paying more attention to what we are feeding cattle, producers can

more efficiently utilize resources and therefore improve profitability and productivity.

MSU Agricultural Economics Extension Extension Specialist Kate Fuller presented available data, resources and tools useful for both landowners and land tenants when establishing and re-negotiating leases. The focus of the presentation was on pasture leases, but many of the ideas discussed could be utilized in other leases.

Joel Schumacher, MSU Extension Agricultural Economics Department, presented information on strategies to successfully make the transfer of a farm and/or ranch business to a family member.

Joel discussed the Family/Business System, transfer processes, legal concerns, risks, and dividing management responsibilities among family members. Real

life examples were utilized to assist in developing an understanding of the process.

Cecil Tharp finished the program with an informative presentation on managing alfalfa weevil while reducing impacts towards beneficial arthropods. By using certain strategies producers can minimize chemical applications while maximizing benefits from pest natural enemies.

The identification of alfalfa weevil, common natural enemies, and a review of multiple control tactics were discussed.

The Winter Ag Series was held in Ekalaka Jam. 12 and in Baker Jan. 13. For handouts and information on the topis discussed, contact the Fallon/Carter Extension Office at 406-778-7110.

Shannon Hewson gave the Commission updates on the Calumet Rd. Bridge, Westmore Bridge, Dry Fork Bridge and the drainage through the City of Baker.

The Commission asked Terry to find out if an auxiliary pump is needed in the grandstands since it wasn’t installed when it was built and Terry said he would.

Julie Straub asked if a current Fallon County employee could be used to help Karen Banister with cleaning the cases and items in the museum for approximately 40 hours total. Julie said there are a few 30 hour employees who could work more hours and not accrue overtime pay and the Commission gave their approval on the condition this would only be a temporary assignment and would not turn into a permanent part-time employee at the Museum.

The Commission and Julie discussed various human resource topics such as her submitting reports on department hiring activities and needs and defining the duties of the Commission.

10:00AM COMMISSION WORK SESSION PROJECTSBaker Lake Mitigation Project- The Commission reviewed the Baker Lake Restoration Plan Draft given to them by Rich Menger, Sanitarian.

CORRESPONDENCECalumet Rd. Bridge- The Commission received a Permit 124 approval letter from Mat Rugg with Montana Fish, Wildlife and Parks for the Calumet Rd. Box Culvert Bridge Project.

Lower Baker Lake DamThe Commission received the Lower Baker Lake Dam Operation Permit from the Montana Department of Natural Resources and Conservation.

MISCELLANEOUS- The Commission reviewed department reports, newsletters and notices; revenues received during the week; emails sent to them from State agencies and other entities that required no discussion, action or decision.

11:00AM BAKER LAKE MITIGATION UPDATES AND DISCUSSION Present: Rich Menger, Sanitarian; Joe Janz, Outside Building Maintenance Supervisor Rich Menger and the Commission reviewed and discussed the Baker Lake Restoration Plan Draft that will be submitted to the EPA. 12:00PM NOON RECESS 1:15PM RECONVENE PRESENT: Steve Baldwin, Deb Ranum, members; Lani DeBuhr, Clerk The Commission went to visit various departments and project sites.

(MACo.) wants to put a bid in for the County’s property/casualty insurance policy and asked the Commission to consider this before her meeting with them on Monday, January 11.

10:00AM FALLON MEDICAL COMPLEX (FMC) UPDATES Present: David Espeland, FMC CEO; Selena Nelson, FMC CFO Selena Nelson asked the Commission for permission to write-off an ambulance bill for a deceased person. Selena said there are no funds in this person’s estate to pay the bill and the Commission gave their approval. The Commission, David Espeland and Selena discussed possibly raising the Parkview security deposit for wheelchair users to help offset the damage they can do to an apartment but no decision was made.

David and Selena gave the Commission updates on the FMC LTC Basement Remodel Project, grant submittal for Emergency/EPharmacy services and recruitment.

10:50AM FISH, WILDLIFE AND PARKS (FWP) GAME FISHERY DISCUSSION Present: Jamie Hould, FWP R7 Fishing Access Site Manager; Mike Backes, FWP Region 7 Fisheries Manager; Mat Rugg, FWP Region 7 Fisheries Biologist; Rich Menger, Sanitarian Guests: Joe Janz, Outside Building Maintenance Supervisor; Dave Havens, member of the public The Commission and all present discussed the success of the South Sandstone Project and the future fishery plans of Baker Lake.

12:00 PM- CLAIM APPROVAL The Commission reviewed and approved the claim to the Professional Indian Horse Race Association for $7,700.

Stacey Moore told the Commission Darold Brown would like to wait until spring to paint the ceiling in the library and the Commission said that was ok.

9:00AM COMMISSION WORK SESSION RESOLUTIONSThe Commission drafted and signed Resolution #2016-2 to set Per Diem and Travel Rates for Fallon County Elected Officials and Employees.

The Commission drafted and signed Resolution #2016-3 to set the Daily Incarceration Rate.

BOARD APPOINTMENTThe Commission received a letter of interest from Wayne Sander to serve on the Lake Advisory Board. The Commission appointed Wayne Sander to serve on the Lake Advisory Board effective January 11, 2016 for a term that will expire July 1, 2018.

9:05AM- Lisa Mitchell, Ambulance Director, joined the meeting.

AMBULANCE CLAIMThe Commission and Lisa Mitchell discussed an ambulance claim that was denied coverage by the VA due to them stating the patient had Medicare coverage. The Commission asked Lisa to have Fallon Medical Complex resubmit the claim due to the patient not having Medicare coverage at time of

9:45AM 4-H PROGRAM ASSISTANT HIRING APPROVAL Present: Elin Kittelmann, County Agent; Julie Straub, Human Resource Manager Elin Kittelmann and Julie Straub told the Commission they interviewed candidates for the 4-H Program Assistant position and would like to hire Kodie Olsen and the Commission gave their permission to hire her.

10:00AM ROAD DEPARTMENT UPDATES Present: Alba Higgins, Shop Foreman; Bobby Wiedmer, Road Supervisor; Shannon Hewson, Brosz Engineering Shop Updates- Alba Higgins gave the Commission updates on the vehicles and equipment that are being serviced or repaired this week.

Road Updates- Bobby Wiedmer said the Anticline Rd. is completely graveled and gave the Commission updates on the Road Crew activity this week.

Leased Tractor- Bobby and the Commission discussed possibly purchasing a tractor for the Schulte mower rather than continuing to lease it as the lease payment went from $1300 to $9500 per season.

Project Updates- Shannon Hewson gave the Commission updates on these projects: Dry Fork Bridge, Westmore Bridge and the Calumet Rd. Bridge.

MINOR SUBDIVISION PUBLIC MEETING Present: Forrest Sanderson, Contracted Planner, via conference call Forrest Sanderson, Contracted Planner, presented the Planning Board Recommendation #MNR-15-01 WBI Energy Transmission Inc. and gave a summary of the Recommendations.

The Commission made and approved the motion to approve the Planning Board Recommendation #MNR-15-01.

Randash, members; Lani DeBuhr, Clerk 1:15PM PARKS UPDATES Present: Scott Rabbitt, Parks Director; Rich Menger, Sanitarian Parks Updates- Scott Rabbitt gave the Commission updates on what he has been working on in the Parks Department. Scott and the Commission discussed people burning bon fires on the Lake and the Commission will put an ad in the newspaper advising people it is prohibited.

Scott and the Commission discussed the Royal Rangers using the Iron Horse Park, security cameras for Iron Horse Park, and the Iron Horse Park bathroom. The Commission gave Scott permission to purchase lighting for around the Baker Lake and inside Iron Horse Park.

2:00PM PROPERTY INSURANCE DISCUSSION Present: Jade Boggs, D&J Insurance; Debbie Wyrick, Deputy Clerk and Recorder Jade Boggs, Debbie Wyrick and the Commission discussed MACo wanting to submit a bid for the County’s property and casualty insurance.

2:30PM- RIFLE RANGE SIDEWALK/DRIVEWAY PROJECT

FRIDAY, JANUARY 22 2016 Present: DuWayne Bohle, Special Project Worker DuWayne Bohle and the Commission reviewed and discussed the Rifle Range Sidewalk/Driveway Project quotes and discussed adding additional sidewalk after this project is complete.

3:00PM- Rich Menger, Sanitarian, joined the meeting.

Baker Lake Updates- Rich Menger and the Commission discussed the Afrank property and the plan that will be submitted to the EPA for the Baker Lake.

3:20PM- Mike Kindzerski, Project Manager with MK Weeden Construction Inc., joined the meeting.

Mike Kindzerski asked the Commission to review and sign the Zoning Compliance for the gravel pit on Wenz’s property verifying there are no zoning restrictions in the area and the Commission signed it.

3:50PM - Larry Neimerg joined the meeting.

Larry Neimerg came in to talk to the Commission about the Rifle Range Sidewalk/Driveway Project per their request.

4:00PM COUNTY ATTORNEY UPDATES Present: Darcy Wassmann, County Attorney Darcy Wassmann gave the Commission updates on items she has been working on such as the land leases, gravel contract, Weed Board Resolution, Health Board Resolution and research on Marsy’s Law for Montana.

Darcy said the Attorney General said hiring for the County Advisor Position is ok and she is waiting for a final opinion from MACo on it also. The Commission and Darcy discussed the amount of work she does for Carter County and Fallon County.

The Commission asked Darcy to review the County’s Credit Card Policy and give her opinion on it.

Students in her reading class read a biography about a famous person and created lap books filled with interesting facts about the person. In addition, each student transformed into the famous person and presented information about his/her life to the rest of the class.

Candidate filing for 2016 statewide elections open Helena - The 2016 election officially began for Montana Jan. 14. Rep. Mary Ann Dunwell (Helena) was the first candidate to file, and by 8:30 a.m. that morning 16 candidates had filed for office.

“This morning was filled with excitement,” Secretary McCulloch said. “We had six or seven candidates waiting in line for the doors to open.”

Filing will continue until 5:00 p.m., Mar. 14. Candidates may file for any open office for which they are eligible. (Candidates for local offices file at the county election office.) Those filing can do so electronically via the Secretary of State’s online candidate filing service at:

www.sos.mt.gov/elections/Fil ing/index.asp, in person at the Secretary of State’s office, by mail, or by facsimile.

“I want to encourage every eligible voter to register to vote, update their existing voter registration, or sign up for the Absentee Voter List,” Secretary McCulloch said.

“The election is right around the corner and it’s imperative that voters turn out to the polls.”

Montana will hold the

statewide Primary Nominating Election June 7, 2016.
