Fourth of July parade draws thousands to Killdeer Staff Report

Many were local.

Some were not.

Thousands of people lined the streets of Killdeer for the annual Fourth of July Parade which started by the High Plains Community Center and headed north past the Lions Park According to Dunn County Sheriff Gary Kuhn it was a successful parade, with people lining the complete route through the city.

He also unveiled his newest piece of equipment during the parade, a small powered “cruiser” with eightyear old Parker Fenstermaker at the wheel.

Hello, I know many of you will find this hard to believe, but once upon a time, far, far away, I was a jockey. Really! A jockey.

Now that was not only many years ago, it was many pounds ago. Many, many pounds.

The reason I am bringing this up is I want you to be aware that horse racing is alive and well in North Dakota.

Belcourt just finished their race meet, and the next two weekends the horses will be running at the North Dakota Horse Park in Fargo.

Now, I didn’t set out in life with a goal to be a jockey. But when I was young, I was the only young cowboy in our neck of the woods. And Dad and Grandpa always had a bunch of horses around.

The races were held every two weeks in Kenmare. It wasn’t just horseraces. The main event was the chariot races. I mean actual chariot races with big old thoroughbred horses going as hard as they could on an oval track.

We didn’t have a big old live-in trailer that could haul a family and a few horses. Actually, we didn’t have a trailer. No one did. We had a two ton truck that you would back up in the road ditch, strap saddles on the side, jump the horses in, hook the chariot behind, and head for Kenmare.

I think we usually hauled two teams of chariot horses. Dad and Grandpa would each enter a team and share the chariot. There were some wonderful races. It wasn’t like Ben Hur. No one had those deals that cut another chariots spokes off. No one reached over and cracked the other drive in the face with their whip. I don’t recall anyone getting struck with an arrow or a spear, but they dang sure tipped a chariot over now and again.

I didn’t drive the chariot, but I raced out saddle horses. And I remember riding a big old gelding for Jack Brown, a neighbor from Berthold.

There wasn’t a starting gate. You had a guy with a flag that would get us kind of walking in a line and when he thought we were pretty even he would drop that flag and yell. And away we would go.

That old red and white chariot was built in Millard’s shop in Berthold. It started out as a fifty-gallon drum. But with a torch, welder, wheels off an old Model T, and a great imagination, it became a thing of beauty. At least in my eyes.

I don’t know where it is now. The last time I used it, the chariot had a flat tire. I hooked Ben and Buck, Linseth’s mules up to it. I drove them around in the grain shed for a while.

That one wheel didn’t turn. It slid.

But that didn’t bother the mules. I did figure eights and trotted around in circles. I had a pretty good whoa on them. I told Shirley open the door.

She gave me that look. “Dammit”, I said. “Open the door”!

She shook her head and opened the door.

My whoa didn’t work then. Down the hill we went as fast as two big mules could run. Right into the corral. It didn’t bother the mules that the gate was closed. Wrecked a wonderful gate and a wonderful set of harness.

OMDAHL: Is Nationalism Idolatry ...

By Lloyd Omdahl “All Nationalism Is Idolatry” blared the headline of an opinion paper in California, arguing that “the Christian scriptures contend that all allegiance to the God of love is paramount, and yet all modern (and ancient) nation-states enact a religious pageantry that demands the total allegiance of its citizens.”

Of course, this is a serious accusation. According to Reinhold Niebuhr, in Moral Man and Immoral Society, “the selfishness of nations is proverbial. It is therefore probably inevitable that every society should regard criticism as proof of a want of patriotism.” Nevertheless, at the risk of being called unpatriotic we shall venture on.

Nationalism is sweeping the country today, with President Donald Trump leading the parade, flatly and publicly declaring his fealty to nationalism and claiming that he will take every advantage to make America even greater than it is.

But let’s have some definitions: Patriotism – a healthy pride that brings out feelings of loyalty and a desire to help others Nationalism – a belief that our country is superior to all others, without question or doubt; Jingoism – extreme

nationalism, especially promoting a warlike foreign policy.

We find it easy to drift from patriotism into nationalism because, due to their

similarities, we can harbor attitudes of nationalism and make it look like patriotism.

French President Emmanuel Macron called nationalism a betrayal of patriotism.

Nationalism becomes idolatry when it replaces the Scriptural values of love and peace and replaces

REGIONAL North Dakota airports get FAA grants Senator John Hoeven, a member of the Senate Transportation, Housing and Urban Development Appropriations Committee, announced that the Federal Aviation Administration (FAA) has awarded grants totaling $9,783,498 for airports in North Dakota, including: · Minot International Airport – $2,164,051 to reconstruct apron and taxiway pavement and provide additional aircraft parking. · Cando Municipal Airport – $1,538,000 to rehabilitate the apron, taxiway and runway pavement. · Robert Odegaard

Field Airport in Kindred – $1,200,000 to improve airport drainage and replace the airport’s wind cone. · Hettinger Municipal Airport – $970,803 to construct a new taxiway and reconstruct existing taxiway. · Rolla Municipal Airport – $600,000 to construct a hangar building and hangar apron. · Glen Ullin Regional Airport – $450,000 to improve runway and taxiway lighting systems and replace the wind cone. · Linton Municipal Airport – $445,000 to rehabilitate runway, install

University of Mary seeking leaders The University of Mary is excited to launch Rising Leadership North Dakota, a three-day summer camp that is designed to foster leadership and provide hands-on opportunities to explore exciting career paths.

Rising Leadership North Dakota (RLND) will take place July 21-24 and will be headquartered on the University of Mary campus south of Bismarck.

The program will kick off with a late afternoon checkin and welcome ceremony on Sunday, July 21.

Participants will overnight on campus and start each of the next three mornings with breakfast on campus before boarding a bus to travel together throughout BismarckMandan exploring careers that are representative of opportunities available across the state.

According to a spokeman for the program, the objective for Rising Leadership North Dakota is to expose participants to a wide array of careers across many industries.

The ability to demonstrate career opportunities this summer is made possible through amazing partnerships.

They will learn what it means to be a leader, the importance of relationships, and the power of community. It won’t be all work and no play.

Participants will spend an evening at the ballpark for a Bismarck Larks baseball

game. There will also be live music, great food,and a few other surprises.

When Rising Leadership North Dakota ends on July 24th and our participants depart for home we want them to feel inspired about their future.

The goal is to have everyone get a deeper understanding of what is possible and how to determine the best path to get where they want to go.

In short, the goal is for participants to finish Rising Leadership North Dakota better informed and better connected to their future.

The cost of the event is $150 per participant. This cost includes lodging, all meals, and transportation during the camp, not to mention some sweet Rising Leadership North Dakota swag.

Commissioner Hedger called the meeting to order at 5:00 p.m. with the following members present: Wetsch, Bren, Klein. Also present was Scott Harmstead.

Commissioner Klein motioned to approve the consent agenda which consisted of the minutes from the April 11, 2018 meeting, seconded by Commissioner Wetsch. On a roll call vote, all voted aye. M/C Scott Harmstead of SRF Consulting Group addressed the commission regarding the 2019 Comprehensive Plan Update for the City of Killdeer. The Plan’s contents include Goals and Strategies, Land Use, Transportation, Downtown and Implementation.

Commissioner Bren motioned to recommend adoption of the Killdeer Comprehensive Plan Update by the City Commission.

Seconded by Commissioner Klein. On a roll call vote, all voted aye. M/C Commissioner Gartner joined the meeting at 5:24 p.m.

Scott Harmstead presented information to amend multiple sections of the Land Development Code regarding Section 2.3, Definitions, and Section 7.10, Temporary Use Permits. Commissioner Wetsch motioned to recommend approval to the City Commission the amendments to Section 2.3, Definitions and Section 7.10,Temporary Use Permits with the addition of a maximum time limit of two (2) years at the permitted property. Seconded by Commissioner Klein. On a roll call vote, all voted aye. M/C Commissioner Wetsch submitted his resignation to the commission. Commissioner Gartner motioned to accept Commissioner Wetsch’s resignation, seconded

2. Jamie Reese and Jade Ziman of Killdeer ND, representing Western Choice Cooperative filed a Conditional Use Permit for Fuel Storage as an accessory industrial use located in the NE4NE4 of section 28-145-95 in Behms Addition. The property is zoned Municipality and owned by Western Choice Cooperative.

Jerod Danzeisen appeared to discuss the Schmalz Gravel Pit reclamation. Reclamation has not been completed yet and Danzeisen explained that the contract is up and would like this taken care of. The County will work with the States Attorney on the contract.

Mike Schollmeyer and Greg Synnes appeared to update the Commission on the Dunn County Airport Authority projects that they are projecting. The state is willing to supplement 50% of project. The Dunn County Airport Authority will be coming in the future to request help with funding. The commission will discuss funding at budget time.

Brad Pfiefer, appeared on behalf of Houston Engineering to discuss services that Houston Engineering could provide. Houston Engineering would like to be considered for upcoming projects.

Terrald Bang, David Twist and Ken Roshau representing Dunn County Fair Board gave an update to the Board of County Commissioners on their budget. Ken Roshau discuss the gym floor issues with the tiles. Dunn County Fair Board is requesting funds to pay for a new gym floor. Motion

Published in the Dunn County Herald July 12, 2019 REGULAR MEETING OF THE KILLDEER CITY COMMISSION June 17th, 2019 Commission President Chuck Muscha called the meeting to order at 5:00 p.m. Commissioners present were Carey Praus, Kevin Candrian, and Kelly Summerfield. Not present was Kij Rohr.

Bob Tuhy, Eric Braathen, Brett Morlok, Florine Lazorenko, Lynell Sandvick, Laureen Keller, Cameron Deperalta, Tucker Williams, Jeff Gross, Garvin Gullickson, and Sarah Medrane were also present.

Commissioner Praus moved to approve the consent agenda, seconded by Commissioner Candrian. The consent agenda consisted of the minutes of the June 3rd, 2019 regular meeting; bills; financial statement; local gaming permit for a raffle and sports pool for the Hill Top Heritage Foundation; a fireworks permit for Hinrichs Supervalu; a building permit for JB Leasing LLC for a hardware store; and a building permit for Alicia Fettig for a home addition and garage. All voted aye on a roll call vote. M/C Jeff Gross and Garvin Gullickson, representing the Dunn County Fair Association, presented their proposal to rent/lease the City owned section of Block 1 of Railroad First Addition (Rodeo Grounds) to the Commission.

The proposal included restoration, repairs, and event items.

Florine Lazoernko and Lynell Sandvick representing the Dunn County Fair Committee discussed with the Commission the several events currently scheduled for the Dunn County Fair on August 30th-September 1st, such as mud volleyball, inflatables, concerts, and more.

The Commission opened bids received for Lots 6-7 in the Rocky Ridge Addition. One bid for Lot 6 was received from Bob Tuhy in the amount of $5,500 and one bid was received for Lot 7 from Bob Tuhy in the amount of $6,000. Commissioner Summerfield made the motion to accept the bid of $5,500 from Bob Tuhy for Lot 6 in Rocky Ridge Addition, seconded by Commissioner Candrian. All voted aye on a roll call vote. M/C Commissioner Candrian made the motion to accept the bid of $6,000 from Bob Tuhy for Lot 7 in Rocky Ridge Addition, seconded

Commissioner Marsh visited with Sheriff Gary Kuhn about the building and Sheriff Gary Kuhn and Assistant Deputy Mike Brost looked at the building. Larry Sample is asking $350,000 for the 3 lots that he owns in Manning.

Motion by Commissioner Dukart, seconded by Commissioner Marsh, to continue to move forward on the purchase the Sample Auto Property for $350,000.

Dean Larson with Eagle View appeared and presented information for Dunn County to purchase Ortho Aerial imaginary. Motion by Commissioner Dukart, seconded

Secondary Principal Report: Principal Karter Kleeman reported the following: · There are 229 students enrolled. · There will be a Community Service Day on May 15th. The Guidance Counselor and Career Advisor have organized groups of students to help clean up around town and the school. · The Athletic Banquet will be held on Wednesday, May 15th at the High Plains Cultural Center at 6 p.m. · The Fine Arts Banquet will be held on Wednesday, May 22nd at the High Plains Cultural Center at 6 p.m. · The Girl’s Golf team will have their regional tournament on May 16th in Mandan and the Boy’s team will compete at Regionals in Bowman on May 17th. · The track regional meet will be on May 18th in Bowman. · There will be a Spring concert on May 20th at the Killdeer Gymnasium at 7 p.m. · Finals will begin on May 20th – 22nd. There will be block scheduling for these days which will be 1 hour and 23 minutes long. · Graduation will be on May 26th at 2 p.m. in the High School Gym. Superintendent’s Report: · Supt. Wilz updated the board that as of the month of May, GPT is $2,010,493.29. There was no flood control posted on the ND Treasury website. · Supt. Wilz discussed with the board the changes that should be made and/or added to the survey from School Perceptions. Supt.

Wilz shared with the board that he is still waiting on door slabs to be replaced from the July 2016 hail storm. All the duplex’s facing west on Hovden Dr. will be getting screen doors installed on the entrance door. He also stated that all parking lots will be resealed and restriped. Supt. Wilz shared that the elementary stage will be remodeled as a weight room and the weight room will be turned into two classrooms. New teacher desks have been ordered for our additional classrooms. An additional CONEX has been ordered to store weight room equipment that will not fit on the stage.

The Wi-Fi needs to be upgraded in preparation for the 2019-2020 school year. The Wi-Fi project may cost over $100,000. · Negotiation – President Bice and Mrs. Pamla Kukla agreed on adding a Junior High wrestling coach. A newspaper advisor position has been adjusted to be a Level D instead of a Level E. Cheerleading advisor has been moved from a Level C to a Level B as there have been more camps and competitions for cheerleaders. The AdvancEd and Technology position is now on Level B. · The base pay for the 19-20 school year has been raised to $43,250. The 2018-2019 base pay was $41,500. There will be a $1,750 base raise for the 20192020 and 2020-2021 school years with a two-year agreement.

Elementary Principal Report: Principal Andy Cook reported the following: · There are 379 Elementary students. There will be about 70 Pre-K students with two teachers and two paraprofessionals.

There will be a Wi-Fi boost for the Pre-K area at Saint John’s. Snow removal was added as a school responsibility when Pre-K is in session at Saint John’s. · Principal Cook stated that there is a need for a fulltime EL teacher. · Principal Cook and Principal Kleeman have been working with Mrs. Brittany Wheeling, who is in charge of the Health/Wellness program. On July 10th a representative from Homeland Security will complete a walk-through of the school. That representative will provide school safety information in planning for school lockdown. Mrs. Brittany Wheeling is doing a great job with improving lockdown procedures for the building. There will be training on the first and second day of in-service in August. Principal Cook and Principal Kleeman are pre-planning lockdown, and fire drills. Some of the late start times will also include training for safety/security drills. Training for the Daycare and Preschool will be provided as well. Two-way radios will be used by Daycare and Preschool for emergency communication.

Secondary Principal Report: Principal Karter Kleeman reported the following: · Killdeer School graduated the entire class of 30 seniors. There will be 38 - 6th graders transitioning to 7th grade. · Open gym, camps, strength training and conditioning, leagues and play dates have all started.

Schedules for all these events are online. · These year, Andrew DesRosier and Abby Oase left the Killdeer staff. We have filled those positions with Shayla Candrian and Mike Housel. We have also added Brady Wilz as a business teacher, Sean Elkins as a social studies teacher, Claire Endres as an Ag teacher, Ben Hintz as a Science Teacher, and Brock Pittsley as a physical education teacher and Athletic/Activities Director. · Scheduling is progressing and should be completed soon.

Schedules will be sent home at the beginning of August and we will designate a few pre-registration days for students to make changes. · The student handbook will have some revisions. · April 27th – State Speech was held in Mandan. Kailie Ryan placed 15th out of 34 speakers in Dramatic Interpretation. · April 27th – State Science Olympiad was held in Fargo. Liza Stahl and Maddie Mills placed 2nd in Write It, Do It. Faith Norby and Liza Stahl were 3rd in Thermodynamics. Faith Norby and Jamie Bugos were 5th in Dynamic Planet. Riley Reiss and Michael

Moreno were 5th in Mission Possible. A total of 24 students from Killdeer competed at State Science Olympiad.

Superintendent’s Report: · Supt. Wilz updated the board that for the month of May, GPT received was $155, 924.89.

There was no flood control posted on the ND Treasury website. · Supt. Wilz discussed with the board the budget and why amendments/adjustments may need to be done. Amendments/ adjustments will be discussed further at the June 26th Special Board meeting. · Supt. Wilz shared with the board information concerning end of year purchases. This will help with to maximize General Fund budget carry-over and allow some transfer to the Building Fund. · Supt. Wilz shared with the board the transportation report is still a work in process. The report will be discussed further at future board meetings.

The 2016-2017 yearbook has been completed. A huge thank you to Mrs. Janell Jepson for completing this project. Mrs. Jepson is currently completing the 2017-2018 yearbook.

Dunn County send-off raises thousands National qualifiers

Staff Report More than $4,000 was raised Tuesday evening for the Killdeer area qualifiers for the National High School Rodeo Championship in Wyoming.

Dakota Datebook Sibley Historic Sites

In spite of threatening weather on the first day, the PRCA Killdeer Mountain Rodeo still had lots of fans filling the new arena west of Killdeer and got a chance to see flying flags, rodeo clowns, cowboys flying (sometimes) and steers being wrestled. Many stayed for the fireworks on July 4 after the rodeo.

written by Merry Helm July 15, 2019 — The State Historical Society administers a good number of historic military sites throughout the state, many of which are small out-of-the-way spots that come with small brown road signs that point the way.

Recently, our Dakota Datebook writer came upon one of these beside ND Hwy 1 near Binford.

“I spotted it and asked my husband to pull over!” she said. A marker explained that it was the site of Camp Atchison, a fieldbase used for more than a month in 1863 by the Sibley Expedition.

“It was so quiet,” Helm said. “It was like discovering a nesting pheasant, because beside the marker stood the grave of a soldier who had died there.

His headstone was of white marble that looked like it had just been carved. It was unsettling.”

A string of historic markers identify the 1863 route through North Dakota. Along with one led

by General Sully, General Sibley’s expedition was here for one specific purpose – to find and kill Little Crow and his men, who they’d been fighting in Minnesota for almost a year.

While Sully’s men were the worst offenders, neither expedition discriminated; if Native Americans were spotted, they were considered enemies and fired upon – men, women or children, it didn’t matter.

them with secular values of power, arrogance, contempt and hate.

One pastor said that nationalism makes a religion out of the nation, with the flag commanding loyalty that belongs to God. (The golden calf is back.)

Nationalism results in consequences that penetrate all of society. To foster and feed nationalism, our budget priorities get warped so that we end up with a disproportionate amount of money for a bloated military at the expense of care for our people, medical help for the ailing, rebuilding of our infrastructure and scores of other unmet needs.

Nationalists also reject the Scriptural call for kindness to the stranger. In practice we are doing the opposite, indiscriminately punishing the poor and needy at the gate, even to the point of spending billions for a wall to stop them. (The tower of babel is also here.)

As Nationalists, we swagger across the globe, confident that we can outdraw any other country. But swaggering is dangerous and has led to crucial mistakes.

Right now we think we are swaggering around only Iran and North Korea but we don’t know what deals are being made behind the

ous summer. On a Sunday morning in August, four young braves were passing the farm of Robinson Jones, when one of them took some eggs from one of the farmer’s hens. One of the boys said it was a bad idea and was quickly branded a coward, which he claimed wasn’t true.

One thing led to the next, ending with the murder of five white settlers. The back and forth reprisals that were set off by that event didn’t end until 28 years later when revenge for the Little Bighorn culminated in the Massacre at Wounded Knee.

Sibley and Sully had followed Little Crow into Dakota Territory, with Sibley entering near Big Stone Lake on June 24.

The first major camp established by Sibley’s expedition was at Fort Atchison, where about 1,000 of the 3,330 soldiers were left, including many who had become ill. Other sites used by Sibley’s men in July include Camp Weiser near Kathryn, Camp Buell near Milnor, Camp Corning near Dazey, Camp Hayes near Lisbon, Camp Grant near Woodworth, Camp Kimball southwest of Carrington and Camp Sheardown southeast of Valley City.

On July 26, Sibley and his men engaged in their first major exchange with the Dakotas. That site is called the Big Mound Battlefield, which is near Tappen.

Nine miles north of Tappen is the approximate location of the Camp Whitney, the campsite used by the expedition following the battle. There is a grave marker at Camp

scenes. One slip of the swagger and people die.

On several occasions, the United States has gone beyond nationalism to jingoism.

The period just before the Civil War we cheered something called “manifest destiny” which was nothing more than an excuse to grab what we could. So we engineered a war with Mexico and took half of their country. And now that some Mexicans want to come and live on their land, we are going to build a wall to keep them out.

Under the leadership of Jingoist Teddy Roosevelt, we drummed up a war with Spain so we could increase our empire in the Caribbean and Pacific.

He was out-and-out warmonger until his favorite son, Quentin, was killed in a dogfight over Germany.

That transformed his thinking. (North Dakota will build him a library anyway.)

So is nationalism idolatry? Instead of nationalism, the Scripture suggests that we move in the opposite direction.

“Therefore, come out from their midst and be separate.” “Therefore, whoever wishes to be a friend of the world makes himself an enemy of God.” Serious Christians have a tough choice to make – humble patriotism or arrogant nationalism.

written by Tessa Sandstrom July 16, 2019 — It was 1951, and farmers of Emmons and McIntosh Counties were optimistic about the year’s crops. It looked to be one of the best crops they had ever had, but it was late at night on this date when many of these crops were pummeled by ice chunks the size of a man’s fist.

The storm, reported to be ten miles deep and forty miles long, was a sporadic one, too. The Ashley Tribune reported that this “freakish” hail storm “oddly ... lifted here and there, sparing numerous fields, while others nearby were almost totally destroyed.”

Near Kintyre in Emmons County, the storm cut a path four miles wide and twenty miles long through some fields, putting farmers at a 100 percent loss.

Yet other farmers, especially in nearby Fredonia of Logan County only

reported a three percent loss. Only one farmer near Fredonia reported extensive damage, making this the sixth year in a row he’d been hailed out.

Heavy moisture accompanied the hail, with McIntosh County receiving one and three quarters inches of rain. High winds knocked out windows in homes in barns, and lightning started a farmhouse near Strasburg on fire.

The storm continued through the night early into the next morning. The next morning, after the storm cleared, the sight many walked out to was that of broken windows, dented siding, trampled crops, and in some areas, ditches filled one foot deep with hail.

Two hundred loss claims were reported to the McIntosh County Auditor’s office following the storm. It was a tragedy for many who were expecting a bumper crop, and many others who had plans to begin harvesting later that

week. Kintyre postmaster Ed Ellingson commented on the destructive storm.

Ukranian Festival written by Merry Helm July 17, 2019 — The Ukrainian Cultural Institute in Dickinson was founded in 1981, and has since grown from 50 to 500 members from 26 states and Canada.

The Institute celebrates its annual Ukrainian Festival this time every year, including music and food – including “varenykypyrohy” or cheese buttons, arts and crafts including intricately hand-painted “Pysanky” or Ukranian Easter Eggs, and entertainment by the Stepovi Dity Dancers who range in age from six to 46.
