The East Bay Regional Park District Police Department announced today that Deoxyribonucleic acid (DNA) evidence has conclusively identified the murderer in a 35-year-old case that took place in Tilden Regional Park.
Evidence collected from Jon Lipari, who died by suicide in Oregon in November 2024, was linked to the victim Maria Weidhofer. Weidhofer was an avid jogger and park user of Tilden Regional Park.
On November 16, 1990, Weid-
hofer was found deceased on a trail near Inspiration Point in Tilden Regional Park. Weidhofer was found with rope around her neck and with physical signs of a struggle after she had been reported missing the night before. An autopsy, performed at the time of the crime, found that Weidhofer’s cause of death was asphyxia by ligature strangulation and found a multitude of minor abrasions and contusions upon her person. A lengthy investigation was conducted in 1990-1991 by the East Bay
Regional Park District Police Department. A suspect was not identified from this initial investigation.
In 1997, biological evidence found on Weidhofer from the suspect was sent to the Contra Costa Crime Lab for analysis. That evidence was later submitted to the Combined DNA Index System (CODIS). Among the evidence collected, during the initial investigation, was semen from which a DNA profile was generated.
In 2020, the East Bay Region-
al Park District Police Investigations Unit began working with the Federal Bureau of Investigation (FBI) on this case. This collaboration included the use of advanced DNA techniques. Through this investigation, Lipari was determined to be a potential suspect and became the primary suspect in 2024. Once Lipari was identified as a potential suspect, hundreds of hours of further investigation were conducted in collaboration with the FBI, Contra Costa County District Attorney’s
Office, and the Curry County Sheriff’s Office. The investigation also determined that Lipari was living in Gold Beach. In early November 2024, Lipari was found deceased in his residence by local law enforcement from a self-inflicted gunshot wound. DNA from the scene was retrieved by the Curry County Sheriff’s Office and a direct comparison was done by the Contra Costa County Crime Laboratory. The comparison determined the

Brookings City Council tackled a range of issues at its recent meeting, from urgent infrastructure repairs to a plea to the governor regarding a crucial housing development. The council also solidified its representation on a regional transportation commission.
A significant concern was the discovery of a sinkhole at the intersection of Fifth and Ransom Streets, along with failing stormwater pipes on a nearby private drive.
Public works staff identified two corroded pipes, over forty

Imaginative Creative Writing
BY LINDA LEE Curry Coastal Pilot
Southwestern Oregon Community College's Curry Campus is offering a free taste of creative writing this spring. The community is invited to a special program, "Imaginative Creative Writing," on Thursday, March 13TH from 12:00 to 1:00 p.m. in the Community Room at the Curry Campus in Brookings. Attendees are encouraged to bring a brown bag lunch and a friend. The event, sponsored by the Friends of Curry Campus, will feature Coral Anderson, who will be teaching Creative Writing and Story Worlds at the campus this spring.
Participants will have the opportunity to meet Anderson and experience a preview of her teaching style. Her upcoming full-term class will cover the analysis of published works, focusing on elements like scenes, dialogue, themes and structure, followed by in-class and athome writing exercises.
“I have profoundly
enjoyed teaching writing in both college and high school contexts. Homeschooling my own high school aged children has granted me a broader scope of appreciation for curriculum that can foster cross-curricular excellence while preparing them for collegiate studies and career

Anderson brings a wealth of experience to the classroom, having taught writing at both the college and high school levels. She also has experience homeschooling and believes that students of all ages can develop eloquent self-expression.

years old, as the culprits. The project, already flagged as high-priority in the city’s stormwater master plan, prompted the city to seek bids from local contractors. While two bids were received, the initial staff report contained incorrect totals.
The correct figures were McClinton’s bid at $122,500 and Tidewater Contractors’ bid at $51,500. Despite some confusion over the initial numbers, the council ultimately voted to authorize the city manager to enter into an agreement with Tidewater Contractors for the repair project. Council members expressed relief that the cost came in lower than anticipated, while acknowledging the potential for such projects to be significantly more expensive.
The council also addressed the urgent need for

said Anderson. “Literature and writing are doorways for students into greater expression of their own thoughts and interests. Ideally, those doorways will open ever-widening and expanding conversations within the larger community for robust engagement within all the arenas, personal or civic, that matter most.”
Her background includes teaching Freshman Composition & Rhetoric at a private college, serving as a K-12 substitute teacher, engaging high school students in critical thinking about literature and even leading a Waldorf kinder-

The Lone Ranch, a large-scale development, has been in the works since 2009 and promises nearly 1,000 units of much-needed housing.
City officials argue that the project is vital for the community and Curry County, especially given the state’s severe housing shortage. They emphasized that substantial investment has already been made in the development and that the new regulations would create significant hurdles, including increased costs per unit.
Council members urged community members to contact state representatives, including Senator David Brock Smith, Representative Court Boice and Governor Kotek herself, to

Finally, the council unanimously approved the appointment of City Manager Tim Rundel to the Southwest Area Commission of Transportation (SWACO). This appointment will allow the city to have a voice in regional transportation planning and keep abreast of upcoming projects and grant opportunities. Council members highlighted the importance of this representation for Brookings.
In other news, the city launched a "My City" program to educate third graders on local government.

Inspired by interactive activity books distributed at the League of Oregon Cities conference that Rundel attended, the program brings city officials directly to the classroom for engaging presentations and question and answer sessions.

Last month, Police Chief McCrae, a former third-grade teacher, kicked off the program with a discussion about the Brookings Police Department. He shared insights into the various aspects of policing and his role as Chief.

The East Bay Regional Park District is the largest regional park system in the nation, comprising 73 parks, 55 miles of shoreline, and over 1,330 miles of trails for hiking, biking, horseback riding, and environmental education. The Park District receives an estimated 30 million visits annually throughout Alameda and Contra Costa counties in the San Francisco Bay Area.
Future presentations include Public Works and Development Services Director Tony Baron in March, who will cover the intricacies of water distribution, wastewater systems and street maintenance. In April, Fire Chief Jeff Lee will discuss the fire service and in May, Rundel will conclude the series with a presentation on the role of the city manager.
"I appreciate our city leaders taking the time to join students at monthly assemblies this winter and spring. It's really wonderful for the third graders to see the city manager, police chief, fire chief, mayor, and others up close and ask questions,” said Raskauskas-Coons. “They get to learn firsthand how city services work to keep our community safe and get engaged in thinking about the kind of city they want and how they can be involved."

Governor talks state agency accountability, Trump Administration impact in Oregon
Obituaries
JEREMY C. RUARK Country Media, Inc.
In a wide-ranging discussion with reporters, Oregon Gov. Tina Kotek stressed state agency accountability, including how the Oregon Department of Transportation spends state dollars.
"We have had a history of not accurately projecting the cost of major projects," Kotek said. "We have to do a better job there." Kotek said she wasn't going to make excuses for the Oregon Department of Transportation.
"We want everyone in the agency to be able to have confidence that when a new transportation package is passed, that the resources will see completed projects on time and on budget. So, we are doing everything we can to make the agency will to do better. We look forward to new things they would like to do to help us achieve that given the resources we have. “We need to get a transportation package done for the safety of our system."
EDUCATION FUNDING
Kotek also addressed a question concerning needed funding for Oregon schools saying school districts need to produce better outcomes.
"My recommended budget is a substantial increase in the state school fund," Kotek said. "There is not a school district in our state that has all the money it needs. I've made a commitment to school districts to offer them the best possible budget in my budget, which I did. Now, the conversation with the school districts is with those dollars, we must better guarantee that there will be increases in reading, math and attendance. These are very

important indicators of success for our students. I think we can with the resources we have do a better job. I am focused on accountability with the existing resources that we have."
TRUMP ADMINISTRATION
When asked about the impact on Oregon following the Trump Administration's executive orders, Kotek responded by stating:
"There is a lot of fear," she said. "The federal administration has been very clear about their goals around deporting undocumented residents. What my office is trying to do is to be very clear to folks who provide public services what the role is with our sanctuary laws. We have been working very diligently to help educate communities about what their rights are under the law. At the end of the day, the fear is real. People are staying away from businesses because they fear immigration enforcement. What I can say to Oregonians is we will uphold our law and do the best we can under the situation that is coming out of the federal government."
As to losing federal funds, Kotek said she wants state agencies to focus on the Oregon budget.
"I think it will be quite a while before we see the impact of any potential restrictions on federal funding," she said. “So, right now we need to focus on passing a budget that meets our needs."
Other topics discussed included Kotek's pause on appeals over the state's new wildfire map, saying she wants to provide state legislators more time to discuss the issue.
Governor Kotek conducted the news briefing from the Oregon State Library in Salem Monday afternoon, Feb. 24.

Curry County Explores Partnership for Wildfire Mitigation Grant
BY LINDA LEE Curry Coastal Pilot
Curry County Board of Commissioners are exploring a potential partnership with the Wild Rivers Coast Forest Collaborative (WRCFC) to secure up to $6 million in funding for wildfire mitigation and stewardship of non-federal lands. The WRCFC recently presented its plan to the county, outlining a comprehensive approach to address wildfire risks, a move that aligns with the county's own goals.
Earlier this week, the WRCFC invited Commissioner Patrick Hollinger and Emergency Management Director Jeff Hughes to a meeting detailing their application for the Community Wildfire Defense Grant, administered by the United States Department of Agriculture (USDA).
The collaborative's proposal focuses on twelve key recommendations from the Community Wildfire Protection Plan, addressing critical needs such as fuels reduction, improved firefighting capabilities and enhanced communication systems.
A significant portion of the proposed budget is earmarked for personnel,
including potential support for a natural resources’ coordinator position within Curry County. This position would be crucial for implementing a county-level stewardship program and fostering collaboration with federal and state agencies. The grant also includes funding for equipment, such as chippers and potentially mobile biochar units.
Commissioner Hollinger expressed enthusiasm for the collaborative's work, highlighting the deep knowledge and dedication demonstrated by the group. He emphasized the potential for a strong partnership to advance the county's wildfire mitigation efforts.
"They can be a good partner with the county to help us move forward with our endeavors," Hollinger stated.
According to their website the WRCFC, which formed in 2012, is a partnership of diverse local and regional interests that have come together to address and resolve issues surrounding natural resource management in the region.
Tabitha Rood, who is a Rogue Basin Coordinator for Southern Oregon For-
LETTER TO THE EDITOR
I
est Restoration Collaborative and is representing the WRCFC, clarified several key points about the grant and the collaborative's initiatives.
She emphasized the importance of formally adopting the Community Wildfire Protection Plan by the county, a step that needs to be completed before the grant application is submitted.
The collaborative is also actively engaging with rural volunteer fire departments to assess their
needs and ensure the grant addresses their priorities.
Hughes discussed the county's need for improved radio infrastructure and other equipment to enhance firefighting capabilities. He is working to secure hard numbers for these needs to potentially include them in the grant proposal.
Commissioner Hollinger has scheduled meetings with the United States Forest Service Regional Director and the Rogue River-Siskiyou Forest
Supervisor to discuss how the county can support and accelerate a stewardship program for public lands.
He also plans to organize a workshop with key stakeholders, including the Forest Service, the Wild Rivers Coast Forest Collaborative, and other partners, to develop a collaborative team and implement a comprehensive stewardship plan.
Commissioner Hollinger also noted a recommendation from the Association of Oregon Counties
regarding the formation of a natural resources advisory committee. He suggested that establishing such a committee could strengthen the county's position in natural resource management discussions and facilitate collaboration with state and federal agencies.
The deadline for the Community Wildfire Defense Grant has been extended to March 14th.
The WRCFC is actively seeking letters of support for their initiative.
