Opioid funding used to support law enforcement BY DAVID RUPKALVIS The Pilot

The Curry County Sheriff’s Office and the county’s juvenile department will soon be seeing improvements thanks to funding received as part of a nationwide opioid settlement. County Treasurer David Barnes told county commissioners that Curry County has received around $345,000 in opioid settlement payments and expects to receive just over $100,000 more in the next few years. The money is restricted and can only be spent on specific law enforcement activities. A local workgroup in Curry County discussed the funding and decided the funding should be split with 75% going to the sheriff’s office and 25% to the juvenile department. Lt. Jeremy Krohn, the jail commander, told commissioners the sheriff’s office had specific requests they hoped the county

would support. “Opioid settlement funds are very specific about how they can be used. One thing it cannot be used for is to fix the funding problem the county is facing,” Krohn said. “Just remember when we’re asking about this money, it can’t go into the general fund. The first thing the sheriff’s office is asking for is $30,000 to help fund medication treatment for the jail.” Krohn said the jail has some medication to help with substance abuse with inmates come in, but there are better medications available. The extra funding would help the department purchase the new medication. “The second ask that we have for this will be for the purchase of a mail scanner,” Krohn said. “This will scan mail and packages as it comes in. This will do it without opening the mail and will make it a lot safer for everyone.” Please see OPIOID, Page 8

Business continues for Brookings City Council BY NATE SCHWARTZ The Pilot

Brookings City Council held a meeting January 22 to address multiple agenda items. These included the appointment of a council liaison, a presentation on plans for a local medical center and a motion to bolster the area’s electrical capabilities. This was also the first acting meeting of temporary City Manager Kelby McCrae. Appointment to Wastewater Negotiations The first order of business was the appointment of a second council liaison to negotiations over a contract with the Harbor Sanitary District. Brookings’ wastewater processing also serves the surrounding area, including processing sewage for Harbor. Despite the contract calling for two liaisons from Brookings City Council, previously only one has served. A major source of revenue for the city of Brookings is the wastewater plant and the contracting possibilities it provides. Councilman Andy Martin is the current serving member and hoped to nominate Councilman Clayton Malmberg for the position due to the technical nature of the committee. Martin cited outstanding items with the contract include sections on debt servicing and issues with an interceptor pipe in Brookings. Malmberg did oppose his appointment to the position. Despite just joining the council a little over a month ago, Malmberg is already serving on the Airport Committee, the Traffic Study Committee and the Committee for the Southwest

The Harbor Fire Department welcomed international guests this week to donate a 1987 Western States Fire Engine to a fire department in Guatemala. The visiting firefighters got a glimpse of life here on the Oregon Coast before making the long drive south to the city of La Antigua Guatemala, Guatemala in the engine. HCP plan for Oregon forests is abysmal, dangerous BY COURT BOICE Guest Column

The most recent and abysmal ODF – HCP proposal is being foisted onto unsuspecting Oregonians. To date, they have spent over 6 years to finally recommend taking substantial acreage out of harvest for nearly a 70-year period. I fully believe the solid and empirical science verifies this plan will greatly fail us and future generations. Oregon “leadership” continues the march onward with more government, more spending, more regulations, and more poverty. The radical preservationists have devised yet another “plan” that could conceivably bankrupt our $6 billion, 640,000 acres of forests, ultimately defund the Oregon Department of Forestry and eventually then see ODF go begging

to the Oregon Legislature for operating and firefighting funding perhaps indefinitely. This, of course, will further force additional financial burdens on our Oregon taxpayers as our general fund will have to support the Oregon Department of Forestry in perpetuity while and as history shows the most productive forests in the world continue it seems to grow and then burn out of control. Dozens of public services could lose or will face severe levels of diminished funding. Already struggling counties along with nearly 500 special taxing districts within the HCP areas that depend almost entirely on property tax and timber harvest revenues to operate will be impacted if not devastated. Critical services such as our rural fire departments,

police, emergency services, and funds for our schools will be reduced if not eliminated. Job losses and mill closures will further add to the hardships within our communities, especially rural. I.E., the most recent; the Hampton Mill in Banks. Our state forests MUST be managed properly for common sense sustained yield. That proven simple formula allows the board feet of annual harvest only by the rate of yearly growth. We only have to look at our U.S. federal forests to see the same 40-year tragic mismanaged approach that in the time period has always assured consistent and senseless waste! In my view, it is wise to add, we must never forget that Oregon catastrophic fire remains the greatest threat to public safety.

Last August, I had nine fires going in my district at the same time! The cost to fight those fires is beyond staggering. Many agree that this latest plan is another disaster in the making. Oregon’s forests generate over $18 billion of annual revenue, (both direct and indirect) to our economy and contribute over $8 billion to our gross domestic product. We must wisely increase, not restrict the amount of annual sustained yield to manage well! The Oregon Department of Forestry's founding charter - ORS 184.429 1) Powers and duties of board (a) … [shall encourage] activities that best sustain, protect, and enhance the quality of the environment, economy, and community for the present and future benefit of all Oregonians. This plan will instead

throw Oregon’s taxpayers under the bus, burn down more of our state forest lands, pump millions of tons of carbon into the atmosphere, pollute our rivers and destroy much of our fish and wildlife that the radical preservationists supposedly claim they wish to protect. Forests are not just trees. Our Oregon Board of Forestry has been running computer simulations for six years. But the overriding question is where did they find all the parameters to input for their models? Whose real world, peer reviewed, scientific studies are they using to “populate” those models? Are the numbers they're using just somebody’s guess? Are they using the “numbers” or are they throwing in some sneaky “fudge factors” or just typical guesses designed by perpetual

bureaucratic processes to sound good and lock up and keep us out of our forests? I would much prefer the low-risk opportunities to hire a few of the old-time highly credible, and professional Oregon foresters. Talk to them, they are united in wishing to see, review and follow that current “science”. I recommend and request the Oregon Department of Forestry promptly give them access to all the information in full transparency for thorough and critical review. The goal is to evaluate the validity of all updated results to serve and protect our citizens, their forests assets, and enhance their futures. The stakes are dramatically high. Oregonians and our Communities deserve a responsible “Second Opinion” ...

Their budget is a lot less than mine,” said Fire Chief Steve McClintock The 8th Bomberos Voluntarios De La Antigua Guatemala were represented by three higher-ups within their local fire infrastructure. First Chief Commander Giovanni Estuardo Cordon Garcia was joined by Chief General Rudy De Leon, and Director of the National Fire Academy Edgar Saenz for a weekend meeting with the Harbor fire crew and getting the best of what the town has to offer. The visitors met the teams from the local fire districts, along with Chiefs Watson and McClintock of Brookings and Harbor. They were given an orientation to their new engine, and rode along on a handful of calls. They were sent off with a banquet as Casadores after finalizing the trucks paperwork. The connection between Harbor and La Antigua came about via local Donna Tully, who had experience doing volunteer medical work in the area. Tully along with Dr. Sharrie-Ann Straugh met the volunteer firefighters on their last trip and connected the two departments via Harbor Fire board member Amy Cusmano. Tully and fellow local Cindy Lancaster provided translation services during the visit. “In June of 2018, I was leading a medical volunteer team, International Medical Relief,

post-disaster to Guatemala. It was during the time Volcán de Fuego erupted. It was the worst eruption they’d had in 60 years,” said Tully on how she met the firefighters, “For the next month, me and my team of volunteers helped with survivors. That’s how I met the [Bomberos].” La Antigua Guatemala was founded in the early 16th century and consists of mostly classic Spanish Baroque architecture. It served as the capital of Guatemala for nearly 200 years, before an earthquake in the late 1700s saw that honor shifted to Guatemala City. Antigua, which translates to ‘ancient’ in Spanish, denotes the city’s long life and historical importance. It remains a stunning example of baroque design and early, renaissance-inspired city planning. Harbor Fire’s donation will go a long way toward preserving the historic architecture the city is renowned for. With a team of almost entirely volunteers, the donation of an entire fire engine, not to mention a large amount of gear, will make a huge difference in Los Bomberos’ ability to serve their community. “The firefighters there are all volunteers. There’s at least 22 of them. They work 3 days on, 3 days off. In general there’s 5,000 or so firefighters in the country of Guatemala. 600 are paid, and the rest of them are volunteers. They give a lot of their time, at least 3 days a week per person, men and women,” explained Tully. The experts tell us an energy gap looms. Fossil fuels are phasing out, and solar and wind power can’t produce enough electricity to meet the demand in coming decades. But that’s not the thinking of Amory Lovins, the 76-year-old co-founder of RMI, formerly the Rocky Mountain Institute in western Colorado. A Harvard and Oxford dropout who’s been called the “Einstein of Energy Efficiency, Lovins said recently: “If we do the right things, we’ll look back and ask each other, ‘What was all the fuss about?’” Lovins became famous in the 1970s after his research told him that building more polluting coal-fired power plants was a destructive mistake. His solution then was greater efficiency and reliance on renewables, and they, he insists, are still the answer. “Though it’s invisible, efficiency will cut 50% of energy use and up to 80% if we do the right things,” he told me recently. “Most of the energy we use is wasted, which makes it much cheaper to save it, rather than buy it or burn it.” According to a recent Princeton paper, he’s right: 84% of all energy consumed goes to waste during delivery or by leakage. To prove it decades ago, he built a passive solar, super-insulated house at 7,100 feet of elevation in

Yet the house featured banana and papaya trees growing in natural light around a koi pond. We became acquainted when he read my January 2023 Writers on the Range column entitled; “The energy gap nobody wants to tussle with.” I’d advocated building small modular nuclear reactors to bolster the grid when the wind doesn’t blow and the sun doesn’t shine. Lovins called to set me straight, and after a second conversation and more research, I’m beginning to think he’s right. Though Lovins has many solutions for the energy gap, he touts three major ways to find more energy in what we already do. Tops on the list is changing how we build and retrofit existing structures because buildings consume

Most energy jobs in the United States are already increasing efficiency, ranging from upgrading windows and other retrofits, far outpacing the shrinking fossil fuels industry. (energy.gov) As one example, Lovins advocates “outsulation” for older structures, defined as adding exterior insulating panels to save heat. Courtesy of the European Union, my Irish in-laws recently had their house “wrapped” and saw their heating bills plummet. His second way is demand-response, which Lovins calls flexiwatts. An example is cycling air conditioners off for 15-30 minutes at a time, a barely noticeable adjustment that cuts demand for peaker-power plants, those big emitters of greenhouse gases. His third way is using renewables more effectively. Diversifying renewables by location and type within a region evens gaps from windless and cloudy weather. As for electric cars being a drain on the grid, they will prove to be sources of electricity, he said, as the next generation batteries will be cheaper and likely have double the storage. Daytime solar stored in vehicles will be bi-directional, spooling out power during peak evening demand. Lovins also cites LED lights dramatically cutting the cost of energy. times brighter and 10 times cheaper. Lovins is quick to admit that an energy gap remains, but he predicts a single-digit gap—6%— between what renewables produce and what’s needed. That, he said, can be made up by stored, green hydrogen or ammonia, manufactured from water and air with solar energy, and burned in existing gas plants. As for nuclear power plants, Lovins said even the best-case scenarios for the next generation of nuclear generators are at least a decade away, and at least eight times more costly than renewables today. “It’s better to use fast, cheap and certain rather than slow, costly and speculative,” he said. Though cutting loose from fossil fuels is a massive undertaking, Lovins said America is on track. “We are on or ahead of schedule on renewables, with 85% of net new additions to the grid from renewables, and $1 billion invested in solar in the United States daily.” For these reasons and more, Lovins sees our energy future as more of what we’re already doing—only smarter and faster. Let’s hope that he’s right.

This initiative seemed to have very strong support from the council, as made clear by the unanimous vote. With the letter of support from the City in hand, Coos-Curry Electric can begin the application process for use permits and grants. Final Items and Conclusion The rest of Monday night’s meeting contained a lengthy discussion on next steps in the hiring of the new city manager. Kelby McCrae will retain the position while the nuanced process of seeking out a qualified candidate to permanently fill the position is conducted. The city will follow the normal bidding process as they look to approve a contract with a hiring firm. The city will look to press forward with the search to return McCrae to his position in the police department quickly. With negotiations with the police union expected to take place in the near future, it is important that the timeline is clarified as soon as possible. An executive session was planned with the city attorney to discuss M cCrae’s temporary contract as city manager. The hiring process could take weeks, between contracting a firm, finding a candidate, and securing an arrangement with them. This ongoing situation will require further discussion, but the council doubled down on their support of McCrae in the meantime. “We are not quite a week into this situation. We have, thankfully, Chief McCrae stepping in and doing an exemplary job. It’s difficult, we’re a green council and a green city manager, that’s the way it is. But we can function in this capacity and look for the right procedures, and do our bidding process in the correct manner,” said Mayor Hodges on the situation.

GWR Failure to Maintain 4-log Treatment of Viruses Notice IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER The City of Brookings Failure to Meet Treatment Requirements Our water system recently violated a drinking water requirement. Although this incident was not an emergency, as our customers you have a right to know what happened and what we did to correct this situation. We are required to disinfect our drinking water source which is classified as a groundwater system. On December 10, December 15, December 16 and December 24, 2023, we did not meet one or more of our treatment requirements. This was due to malfunctioning equipment leading to the inability to maintain the minimum required level of chlorine residual at the treatment plant influent for a period greater than four hours. What should I do? There is nothing you need to do. You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor. If you have a severely compromised immune system, have an infant, are pregnant, or are elderly, you may be at increased risk and should seek advice from your health care providers about drinking this water. General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1-800-4264791. What does this mean? This is not an emergency. If it had been, you would have been notified within 24 hours. *Inadequately treated water may contain diseasecausing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as nausea, cramps, diarrhea, and associated headaches. These symptoms, however, are not caused only by organisms in drinking water, but also by other factors. If you experience any of these symptoms and they persist, you may want to seek medical advice. While we have not detected any evidence of contamination in, or other health threats to, our source water, we are still committed to restoring the required level of treatment to the water from the groundwater system to eliminate the threat of contamination. What is being done? Repairs were made to our alarm system to ensure we are receiving alerts should this happen again in the future. Friends of Curry Campus Speaker Series presents Birds of the South Coast Southwestern Oregon Community College Curry Campus invites the community to join them Thursday, February 8, from noon to 1 p.m. for: BIRDS OF THE SOUTH COAST. The presentation will be given by Tom Bozack, a retired aerospace engineer who moved to Brookings with his wife Linda in 2007. His interest in photography began as a youth living in central Michigan. He has owned several 35 mm cameras over the years before switching to digital in 1999. He photographs whatever seems interesting, including wildlife, sunsets, waves, buildings, insects, and of course, birds.

She said her department has been transporting more juvenile offenders to places like Roseburg and Grants Pass. “Our transports are longer. My people need to be safe. We need a reliable transport vehicle,” Lang said. She said the juvenile department was asking to transfer a 2023 pickup to the building department and to use some of the opioid funding to purchase a 2024 Dodge. THE PILOT Last week, the Redwood Theatre in Brookings hosted a packed house for the premier showing of Bad Fish. The film was shot on location from Port Orford down to Crescent City. Many of those attending the debut were involved in the film. Applause rang out when favorite locations hit the silver screen. Director Brad Douglas was in the audience along with leading cast members Jonny Lee and Abby Wathen. Locals and familiar locations were featured, including the Crescent City Harbor, Ocean World, The Bank, Del Norte Ambulance, Brookings Harbor and Harris Beach. It was truly a celebration of our home and our people. The film will travel to Europe for showings in various film festivals. A distributor will be sought, and it is hoped a distribution of Bad Fish will soon be available to the public.

Valentine's Day is coming up, and in addi tion to sampling chocolates and sending cards to family and friends, you can share the love with your community by showing those most in need that we care. Brookings Community Resource Response (CORE), BrookingsHarbor Community Helpers (the Food Bank), and St. Timothy Episcopal Church's Advocacy Team seek to meet the basic needs of the most vulnerable in our community. Obituaries John Thomas Sevier John Thomas Sevier, 78 of Brookings, Oregon passed away on January 12, 2024. John was born in Washington Missouri to William Sevier and Geneveve Thomas. John married Christine on February 2, 2013. John was drafted in 1968, served in the Army over 20 years as

an engineer. He was a highly decorated officer. Major Sevier was also a paratrooper and Ranger to name a few. John was a highly respected member of the Elks in Brookings, Oregon. He could play a mean shuffleboard. He enjoyed walking in step, 5 miles per day. Above all, he was

a Chief’s fan, and a proud one at that. John is survived by his wife, Christine, son, Todd, and daughter, Angela. A celebration of life will be held on Saturday, February 3rd at 11:00 am at the Brookings Elks lodge at 800 Elk Drive, Brookings. All are welcome. Potluck to follow.

Theodore S. Clawson We all knew him as “Ted.” He passed away peacefully of natural causes at the age of 98 at the Bay Area Hospital in Coos Bay, OR on January 7th, 2024. He was born to Alfred and Bessie Clawson in 1925 in Ashland, OR. He served in the US Army from 1943 until 1971. During this time, he received a 4-year college degree (1946-1950). In the military, he was trained in the Intelligence Department at Camp Ritchie. He served in World War II, the Korean War, and Vietnam. He spoke fluent German, which helped in the war efforts at Normandy Beach. He also took part in the mortar squad. The military was his career,

returning as a decorated Master Sergeant. He later took a job in Las Vegas, working for many years in security before retiring again. Ted and his wife, Norma bought a travel trailer to see the United States. They found their home in Brookings, OR, on the coast. Ted enjoyed telling stories of his adventures traveling, eating fine foods, He is survived by four and growing up during the in death by his parents, siblings, son, and grandchildren and five Depression. great-grandchildren. Heroic employees take swift action in lumber yard emergency A dedicated and experienced employee at Gold Beach Lumber demonstrated exceptional courage and quick thinking when faced with a medical emergency recently. While performing duties in the yard, an employee witnessed a fellow colleague collapse while banding a load of lumber. Upon hearing the distress call over the radio, another employee, drawing upon their years of experience with a volunteer fire department in Northern California, recognized the urgency of the situation. Without hesitation, they rushed to the scene, assessed the situation, and immediately began administering chest compressions

to the colleague. The timely and effective response of the employee proved crucial in stabilizing the situation until professional help arrived. The Harbor Fire Department responded promptly to the emergency call and took over the life-saving efforts. Subsequently, Cal Ore Life Flight arrived and provided further medical attention, ultimately transporting the injured employee to the hospital for additional care. The employee demonstrated not only exceptional professional expertise but also an unwavering commitment to the well-being of their colleagues. Their decisive actions in the face of adversity undoubtedly

played a crucial role in the successful outcome of this emergency. Coos, Curry chess players preparing for state On January 6 and 7, the three best chess players of Coquille traveled to Portland to play in the Neil Dale Memorial Chess Tournament. There they were competing with some of the best players in Oregon (mostly adults) vying to get an invitation to the Oregon Open. Frank Morse won 2.5 games out of six and won first place for U1300. Tyler LeBrun and Jeremiah Thompson used this tournament as a great learning experience as with long time controls, there was plenty of time to think in depth and look ahead five to seven moves. They found it was a great opportunity to gain experience and improve their chess strategy. On January 13, Coquille held a local tournament. It is very difficult to attract adults to these tournaments, but Ray Fletcher, who has a rating around 1800, has been bravely playing for several tournaments and helping the scholastic players improve their skills. Matthew Bottoroff has been playing in nearly all tournaments in the intermediate section. Having adult players with chess skills helps improve the scholastic players. It can be tough for adults to lose to kids but there is also the joy of knowing that they are advancing our scholastic players. The Advanced section was eight hours long with five long game utilizing the long time control fully of 45 minutes per player with

5 second delay. Results: Advanced 1st Ray Fletcher (Coos Bay), 2nd Tyler LeBrun (Coquille), 3rd Frank Morse (Coquille), Misha von Dassow (Coos Bay) and Gabe Dunn (Myrtle Point). The regional tournament will also determine the best elementary and middle school team of the county who will then proceed to the state competition. The event will be held at Coquille High School Library with arrival 9:30 a.m., with the tournament to begin at 10. Registration for the tourney costs $20 if registered before February 3 (increases thereafter) and should be done through the Chess for Success website.
