As pressure mounts in opposition to the Bureau of Ocean Energy Management (BOEM) proposals for the installation of wind turbines off the coast of Curry and Coos County, the BOEM has released little reaction about the surge of local concerns. In a statement the federal agency told The Pilot that BOEM representatives will “… work closely with the State of Oregon on next steps in the offshore wind leasing and planning process. BOEM’s first order of business is to continue collecting the public comments on the Draft Wind Energy Areas (WEA).” The public comment period was set to end Oct. 16. BOEM expects to review the comments that were collected during the public sessions in Gold Beach, Coos Bay and Brookings, where several residents presented opposition to the project. The Brookings City Council issued a letter last week to the BOEM stating the city’s opposition and concerns following meetings and correspondence from stakeholders regarding the offshore wind energy proposal. “We are opposed to this project,” the

The Curry County Board of Commissioners (BOC) also issued a statement at their most recent meeting drafted by Commissioner Jay Trost, stating, “The Curry County Board of Commissions adamantly opposes the harvesting of wind energy off the coast of Curry
County. This opposition is found to be unanimous among the Curry County Board of Commissioners representing the citizens of Curry County.” Trost was appointed by the BOC as a liaison to the BOEM. He said he intends to meet with state officials about the matter after fully investigating BOEM

forecasted revenue by at least 2%. An amount is then returned to the taxpayers through a credit on their tax returns. The credit is based on tax liability for the 2022 tax year. Taxpayers who have not yet filed a 2022 tax return, should file now so they can claim their kicker credit when they file their 2023 tax return.
To calculate the amount of their credit, taxpayers can multiply their 2022 tax liability before any credits—line 22 on the 2022 Form OR-40—by 44.28 percent. This percentage is determined and certified by OEA. Taxpayers who claimed a credit for tax paid to another state would need to subtract the credit amount from their liability
before calculating the credit. Personal income taxpayers can also determine the amount of their kicker using a What’s My Kicker? Calculator available on Revenue Online. To use the calculator, taxpayers will need to enter their name, Social Security Number, and filing status for 2022

Stephen Donald James Pezzllo Our beloved Stephen Donald James Pezzullo was laid to rest at the age of 44 on August 28, 2023. He was a son, a brother, a father, a soldier, and a friend. He is survived by his wife Nikki Pezzullo and the special love they s h a r e d , m o t h e r P a m e l a Pezzullo, f a t h e r Stephen and stepmother Angie Pierce, sisters Heather DeLuca and Rebecca Pezzullo, sons Jacob Darnell and Keagan Pezzullo, step-daughters Jaden Durham and Lexi Broderson, Mother-in-law Karrie Barreras, nephew Christian DeLuca, and niece Isabella DeLuca. Steve was no stranger to hard work, and he
exemplified that in his service as a US Army Ranger Sergeant. His service included two tours in Afghanistan, and he was honored with numerous service medals and decorations. Throughout his honorable military career, he distinguished himself and brought great pride to his fellow soldiers and his country. He was often spoken of by his comrades as a leader, a mentor, and the first soldier on the front line. Steve loved life, working with wood, making old things new again, and spending time outdoors. He was strong, honest, and respectful. You could always count on him. We will miss Steve dearly and are grateful for his presence on this earth.

Barbara Jean Byrtus of Brookings, Oregon passed away September 21st, 2023, at the age of 88. She was born in Spiro, Oklahoma, to George McClain Tibbitts and Lucille Vivian Tibbitts on November 21st, 1934. Barbara was lovingly known as “grrgrr” by her great-great grandchildren. She had a lovely presence and a joy for life. Barbara never missed a holiday with her family, and truly enjoyed spending time with them. She was generous, kind and loving. Phone scam threatens warrant for arrest Law enforcement agencies across Oregon have issued alerts concerning a circulating phone scam. The call usually starts with the scammer identifying themselves as a member of a local police department or sheriff’s office. They generally pick a rank that sounds authoritative, such as “captain” or “lieutenant,” but is not as easily as identified as “sheriff” or “chief,” according to law enforcement officials. “They will try to convince you they are with a legitimate agency,” the officials state in the alerts. “They will sometimes create a fake, professional-looking profile or a website that looks very similar to the organization’s actual page. “Scammers may try to use your emotions against you, such as pretending to be a family member in jail or threaten legal consequences if you do not pay immediately.” The law enforcement agencies urge, that when in doubt, hang up without providing personal or payment information and contact the organization to verify the request is really coming from their office.

Bronze birch borer damaging birch trees CHIP BUBL Pilot Guest Column
The bronze birch borer, a North American native, has been a problem in the eastern United States for some decades. The slender, metallic-bronze beetle was first detected in Oregon in 2003. The beetle lays its eggs on the European “paper” birch (Betula pendula), prized by landscapers a n d homeowners Chip for its Bubl slender white trunk and papery bark. When the larvae hatch, they burrow into the bark and feed on the cambium layer, disrupting the flow of water and nutrients and leaving a crisscross network of larval “galleries” under the bark. Limbs in various parts of the tree suddenly die from the tunneling and water blockage. As the beetles mature, they dig their way out through the bark, leaving fairly large holes. If unchecked, larval feeding eventually kills the tree. Don’t confuse woodpecker holes for those of the bronze birch borer. The woodpecker makes a “cribbage board” like pattern with holes in rows. Their work rarely harms trees. They are feeding on the sugary sap that exudes from their holes and the small insects attracted to it. The bronze birch borer is part of the Buprestidae family of wood-boring beetles. It is olive to brown in color with coppery metallic wings and body. Adults are about half an inch long. Larvae are creamy white, about an inch long when fully developed, with a distinct flat head. Both larvae and adults are hard to spot. Most people don’t know they’re there until they see damage to the tree. We are also facing a similar concern with the emerald ash borer which isn’t here yet but probably getting closer. The two insects don’t overlap in what trees they like but are very similar in many ways. The bronze birch borer has been hard to control. But there are measures homeowners can take to slow the damage and halt the spread of the pest. Some affected trees can be saved with appropriate treatment. One key tip: Wellwatered birch trees seem to be better at resisting the borer. Nicole Sanchez, an Extension horticulturalist in Klamath County observed that the worst-looking trees tended to be in the driest patches of ground, whereas those in moister areas, such as near watered lawns, were in better condition. “Most people don’t think about watering their mature trees,” she said. “But even mature landscape trees may need water in areas with low summer rainfall. Birch particularly prefer moist soils; they’re not ideally suited to our climate. So, your first line of defense against this pest is keeping
your trees watered.”
More recommendations Before you do anything, assess the level of damage. Slightly or moderately damaged trees have a good chance of recovery. Severely damaged trees are probably a lost cause. Before you spray, think about collateral damage to beneficial insects. Sprays, injections or drenches with systemic insecticides can be effective (although expensive), but these chemicals can also harm bees and other pollinators. Always follow label instructions or hire a reputable licensed pesticide applicator. Before you cut down a dead tree, think about how to dispose of the wood. Many pests, including bronze birch borer, lurk in downed wood. It is okay to use it for firewood, but don’t transport it to another location, and don’t stack it near your neighbors’ healthy trees. Before you replant, consider a more-resistant birch species, or another species of tree altogether. Fall gardening projects It is still possible to plant or renew a lawn. But you need to get right to it. You should up the seeding rate to 8-10 pounds of lawn seed per 1,000 square feet to produce a good, weed competitive turf. You also can prepare landscape areas that you plan to plant and/or transplant trees, shrubs, and/or herbaceous perennial flowers and food crops like rhubarb into. The transplanting can start now. Garlic can be planted anytime. Lime the soil if you haven’t, add any organic matter you have on hand, add some all-purpose fertilizer, and plant. Spacing for normal garlic is 4 inches within the rows with rows 12 inches apart. Elephant garlic needs a much wider in row spacing and between row spacing. Keep leaves off your lawn. Grass loves sun and does not like to be shaded by leaves. Use leaves to cover vegetable garden areas. They can be worked into the soil next spring. Larsen Cocking your guns at the Karin Brookings OR border isn’t necessary Impact of the city recall On Oct. 4, 2023, the Curry Commissioners met. During which less than 10 Curry residents spoke about the wind project proposed for our coastline. While I recognize the desire of the leadership to assuage and calm the fears of our community, as decision makers ultimately, they won’t have the last word here. Which is why I was surprised how quickly and unanimously the panel chose to vote to resolutely oppose the wind project. I have attended all presentations about this project, including the state review sessions, local discussions and a six-hour Zoom call recently. I was as startled as many in the beginning, but I chose to investigate, follow the discussions, and listen. Reacting here is not helpful. Cocking your guns at the border is not necessary. We need to learn all the details and not make stuff up! There is a principle about “contempt prior to investigation” that leads to “everlasting ignorance” in a quote by Henry Spencer. Sometimes it may be wiser to try to get the whole facts, the whole picture before deciding. This project is very complex, and it requires time to really see what it means to the future of Curry County, what the impacts are. I don’t feel safer here because our commissioners are bullies, I feel safer here because they listen and consider more, learn more, take time to get facts that will ultimately matter. I wish you well.
I feel it is necessary to weigh in and express my opposition to the proposed recall vote of Mayor Ron Hedenskog and two Brookings City Council members. I know them all. I appreciate and admire their willingness to sacrifice considerable personal time for public service. Overall, I believe they’ve been determined to be effective and offer the best possible decisions. I’ve known the mayor for at least three decades. His integrity and years of volunteer devotion to his community are beyond noteworthy. For that matter, all of the five Brookings City Council members are known for good character and honesty. I’ve enjoyed working as well with the petitioners and likewise believe them to be equally committed to good public policy. Of course, on some issues, we all disagree at times, however, that hasn’t been a barrier to our mutual good listening, commitment to dialogue, working together, and the goals of important problem-solving. The “Round Table” is always best. In my view, the recall movement in this case is not good and will unfortunately result in long-term damage for Brookings and Curry County. Thank you. We get down into the details of what’s going on with them and what needs to happen next on their path. Without exception we discuss definitions. Here’s why. You and I sit down to chat, and Michelle you say, “I hate salsa.” Young Right away we have an issue. It’s a big one. I don’t know if you mean the dance, the red sauce you get on your burrito or any kind of sauce at all because the literal Spanish definition of salsa is “sauce.” So far, it’s been complicated, and we just met. We might come from the same country, even the same part of the country. We might even have grown up in the same subculture, sharing unique terms of art for worship, interests, and beliefs. Even then, we’re going to have to dive deep into meanings
with one another if we ever hope to pierce the thick veil that lies between your understanding and mine. You’ve seen things and thought thinks as yet unknown to anyone else. So, we can’t possibly understand everything about you. And likewise, you don’t know any other person’s path, world or how they’re experiencing the what, that is their life. “People’s decisions always make sense when you understand their model of the world,” I am reminded regularly. The first place to start, when we want to understand, when we want to make sense of what’s happening, is to ask questions. “What do you mean exactly, can you help me understand?” Or my favorite, “What’s happening for you right now?” When we continue to feel confused about what is happening or what someone means, letting them know we want to know is a powerful step in communication. Definitions matter. Ask someone on a date, let ‘em know some details. One man’s date is another’s nightmare. It’s best to get things sorted before the event. It turns out words

need to be sorted down to their basics if we want to use them effectively, if we want to understand, if we ache to be understood. If you think you know your people and have great communication, that’s amazing! Even then, it’s a remarkable experience to sit down with our people and ask the simplest of questions, things you think you know, like, “What does happiness mean to you?” or “What does the word ‘childhood’ evoke for you?” I suspect you’ll find a deeper level of understanding just below the surface. Even better is to find out what someone means when you’re NOT communicating well. Countless times I’ve stood across from my husband and the light dawned on me that he wanted to argue as much as I did. We must not
understand what the other person is trying to say. The older I get, the more I question myself, “What do I mean?” It’s not unusual, that the problem to my answer, is that I don’t understand my definitions yet. In that case, how could anyone else? In the spirit of understanding I would like to say, I like salsa. I don’t really know the dance, but I’m willing to learn and I’d go spicy in the right circumstances. I like the salsa I put on my burrito, red or green, but I can’t do that kind of spicy right now. Generally speaking, I like most sauces. At least we have clarity on that. Based on the financial impact, the continued efficient functionality of our city, legal counsel input, and employee and community input. Ms. Worth’s claim that I voted against the city attorney’s advice is untrue and an example of the misinformation being propagated to win support for this recall.” Debra Worth is the chief petitioner filing against Morosky. In a press release from the organizers of the petitions, Dennis Triglia, chief petitioner for the Hedenskog recall, Hank Cunnigham, who headed up the Schreiber petition, pointed out that signature sheets were turned in to Janell Howard, the local elections officer/ city recorder (and also the embattled city manager) on Sept. 6 — more than one month ahead of the Oct. 8 deadline. According to organizers, Howard held
of “[w]orking with the city manager for 14 years with her spotless employment record was reason to give her a second chance.” Hedenskog also noted the revised employment contract which altered Howard’s status as city manager and responds to charges that Howard was given a raise. “We removed her from finance directorship, signed a revised contract that favors the city and returned her to work with no raise,” he said. Morosky cited similar reasons, along with other factors, for her vote in favor of Howard’s continued tenure as city manager. “The new contract our council approved with our city manager was created to correct insufficiencies in the old contract that limited our options in this situation,” Morosky said. “Ms. Worth asserts that I have squandered taxpayer dollars while she advocates spending over $300,000 on special elections and termination of our city
Recall election and voter registration deadline approaching According to Curry County Clerk Shelley Denney, there will be a Nov. 7 special recall election. Residents and registered voters of Brookings are eligible to participate in this election. A ballot will contain the reasons for the recall by chief petitioners Dennis Triglia, Henry Cunningham, and Debra Worth as well as the statement of justification from Mayor Ron Hedenskog and Councilors Ed Schreiber and Michelle Morosky. Deadline to register for the upcoming recall election is Oct. 17. “If a voter who is currently registered has moved or changed a mailing address, they need to update their address by Election Day. Oregon law does not allow the post office to forward ballots,” Denney said. Voter registration cards are available at local post offices, online at www.oregonvotes.gov or by contacting the Curry County Clerk’s Office. Ballot packets will be mailed out Oct. 18. If you have not received a packet by Oct. 20 or need help in registering call the County Clerk’s Office at 541-247-3297. Ballots are due by 8 p.m. on Nov. 7. Mail in ballots should go out by Oct. 27. Howard spent seven months on paid leave before being reinstated to her job in early February despite strong public opposition. A Brookings police officer resigned, multiple Brookings city employees wrote letters in protest, and council chambers were packed with citizens over several months, many of whom implored the council not to reinstate Howard.” Those pleas were ignored by Hedenskog, Schreiber and Morosky and ultimately resulted in the upcoming Nov. 7 recall election, according to the release. The full statement of
justification from Schreiber was not available at press time. He released this portion of it: “The recall petitioners are asking Brookings taxpayers to spend approximately $300,000 (recall election plus special election costs plus contract-termination costs) and dismiss our three most experienced elected officials and our successful city manager. All five city council members (including the two not on the upcoming ballot) understand this would cause massive disruption to Brookings city government. If the recall is successful, the Brookings City Council would have no quorum until another election, which could take months. Brookings deserves a well-functioning city government. Voting ‘no’ on the recall retains normalcy and smooth transitions and ensures that Brookings remains the safe, clean city that residents and visitors love and appreciate.”

We need to change that paradigm,” he said. “We really need to make sure that, if development proceeds, those who are impacted do see some of the benefits.”

The team will also investigate how the community benefit model has worked in other locations and will present their findings to the coastal communities being surveyed in Oregon, California and Maine so those residents understand

This project will help the Pacific Marine Energy Center understand what responsible development of the offshore energy sector looks like from the community perspective, rather than viewing it solely through the lens of science or technology, center director Bryson Robertson said. “So often, our attention as we assess potential energy technologies is focused on the electricity and environment, and we sort of ignore the social and human aspects,” he said. “This funding really allows us to put those social aspects
front and center and look at it from a more holistic viewpoint.” Even the question of which communities are within the sphere of impact is a challenging question, Robertson said. Floating offshore wind energy projects are typically far out to sea, though they are large structures — some as tall as the Eiffel Tower — and can be visible from land under clear conditions. Chetco Valley Historical Society Museum celebrated ELLIOT SCHWARZ Country Media, Inc. Perched on hill with a view of the Chetco Valley and the Pacific Ocean the Chetco Valley Historical Society Museum is host to history and community. The museum’s dedicated team members take their role as a steward of history seriously. They said they each work tirelessly to conserve and protect the museum’s collections, ensuring that future generations can continue to benefit from this invaluable resource. History The primary museum building constructed in 1857 is considered the oldest dwelling in the Chetco Valley. It was a stagecoach stop where Harrison Blake and his wife Mary lived and ran a trading post and way station. It’s also the main attraction of visitors to the museum. Blake was Curry County’s first deputy sheriff and the first representative from the area to the state legislature. One of the area’s early pioneers, Robert Johnson obtained the property as a land grant and sold it to Blake in 1867. Among the other attractions museum volunteers cite as among the most popular with visitors are a cypress tree on the grounds — perhaps the largest in Oregon — and artifacts from the only attack on the U. S. mainland during World War II. On Mt. Emily Road in Brookings, 12 miles into the national forest, Japanese pilot Nobuo Fujita, in a floatplane launched from a submarine off the coast, dropped two incendiary bombs in the forest hoping to start a major wildfire. Other popular attractions are the furnishings from the original post office in Harbor, and the original switchboard of The Curry County Communications Company, along with telephone directories from the early 20th century. The m u s e u m ’s collections are as diverse as the Chetco River Valley’s history itself. Its exhibits are carefully curated to showcase the region’s evolution, from the Native American communities that first inhabited the area to the pioneers, loggers, and fishermen who shaped its development. Community efforts The museum’s volunteers breathe life into the historical artifacts and photographs on display. The Chetco Valley Museum owes its existence to the collective efforts of local historians, community members, and organizations. The Chetco Valley Historical Society was formed in 1968 and moved into the building in 1970, donated
by the Colegrove Family. It emerged as a response to the growing need to preserve the area’s historical artifacts, photographs, and stories. The primary mission of the Chetco Valley Museum is to educate, inspire, and foster an appreciation for the region’s history among its visitors. It accomplishes this mission by curating an extensive collection of artifacts, documents, photographs, and oral histories that chronicle the development of the Chetco River Valley and its surrounding areas. This institution is not merely a repository of artifacts but a place where history comes alive. It plays a pivotal role in connecting generations by offering a glimpse into the past, bridging the gap between the community’s heritage and its future.

Cider Sunday The second Sunday of October is Cider Sunday. For the last 30 years or so the town’s denizens harvest their apple crop and head to the museum where the apples are pressed into cider by museum volunteers. The museum’s staff isn’t quite sure of the year the event began, but they are sure of how pleasant it has always been. It’s a day not just for cider, but for some of the families of the town’s pioneer residents to share a bit the rich history of this area. Cider Sunday is a day the community can taste that history. Four generations of pioneer families; Boardman, Gardner, and Payne stir up batches of baking mix, water and local apples and offer their apple fritters to the crowds. Folks can eat these culinary treats while sipping cider from the presses. Attendees were also able to sample the pies submitted by 24 bakers for the apple pie contest. For a few dollars, slices of the submissions were served with ice cream. Three of the entries were junior, under 18. Judges Scott Larson, Michele Bubert, Becky Olsen, and Ron Gable gave Knox Evington first place honors, Paisley McVay, second, and third went to Olivia Gillaspie. In the adult division, Melisa Frazier received first place, Kat Liddell, second, and Teresa Vangenderen, third. All the donations raised by the fritters and cider will go to maintain the museum. One of the current upgrades the staff is working towards is the installation of a facility to replace the current “outhouse” with indoor plumbing.
