Accused killer will not waive extradition Nicholson remains in custody in Wisconsin while DA asks for his return By DAVID RUPKALVIS The World

A man wanted for killing three people in North Bend last month is not waiving extradition and continues to be held in Wisconsin.

District Attorney R. Paul Frasier announced last week that Oen Evan Nicholson declined to waive extradition. As a result, Frasier said his office is preparing documents to send to Oregon Gov. Kate Brown while asking Brown to issue a governor’s war-

rant for Nicholson’s extradition. If Brown agrees, she will issue the warrant, asking the governor of Wisconsin to honor the warrant, which will bring Nicholson back to Oregon to face charges. Frasier said it will take weeks or even months for the process to

be completed. Coos County is seeking to bring Nicholson back to face six charges of first-degree murder, one charge of attempted murder, one charge of assault and two charges of failure to perform duties as a driver resulting in injury.

NORTH BEND ─ Over 15,000 people gathered on the dunes this weekend. Recreational enthusiasts from around the country flocked to Coos County to participate in the sixth annual UTV Takeover, making it the largest event it has seen so far. “UTV Takeover is the nation’s largest tour of off-road events for UTV and off-road vehicles in general,” said Zach Jeffers, media and marketing director for the touring event. “Every year we put on these large events at destination locations where people … can experience something they can’t get anywhere else.” According to Jeffers, tens of thousands of people follow UTV Takeover where he said, “You can always have a good time, but you can have an epic time with a thousand of your friends.” UTV Takeover originated in Coos Bay, he added, though it has grown to feature racing, drag racing, the short course, wheelie competitions, as well as a kid’s zone which gives “parents a break before lunch,” Jeffers said. “We have cornhole tournaments and all sorts of family-friendly activities,” he continued. UTV Takeover begins its summer schedule in Coos Bay before heading east to Virginia for more trail- and mud-oriented events. “Each of our events is a little unique where we’re focused on the culture of the area,” he said. The tour includes Oklahoma, as well as Sand Hollow State Park in Hurricane, Utah where

Events to celebrate July 4th By DAVID RUPKALVIS The World

America will celebrate its birthday this weekend, and around Coos County, a variety of celebrations are planned. Due to the ongoing COVID-19 pandemic, the Independence Day celebration in Coos Bay will look different this year. The city’s traditional Independence Day activities and fireworks display in Mingus Park are again on hold, but there will still be an opportunity to celebrate. The Mill Casino is partnering with Coos Bay and North Bend leaders for what it calls the “Bay Area Fireworks Extravaganza.” The larger and more extravagant display hosted by The Mill will move to the entrance of the bay’s Marshfield Channel, across from the Coos History Museum Please see July 4th, Page A2

Coos County government offices will fully reopen to the public July 6, with no COVID restrictions in place. Commissioners met Tuesday and voted to lift restrictions for government offices effective Wednesday. They agreed to ask all county employees working from home to return to the office July 6, opening all offices for regular business at the same time. Before the meeting, the county had a policy requiring people who were not fully vaccinated against COVID-19 to continue to wear face masks in county buildings. But with the state lifting most mandates June 30, the county followed suit. The lone exception is at Coos Health & Wellness, where the state requirement for masking at medical facilities keeps the mask mandate in place. The move came at the same time as Sheriff Craig Zanni and District Attorney R. Paul Frasier announced the legal system was also opening back up. Zanni said the county jail would re-open to full capacity, with all 96 beds available for inmates. “We are going to open up, but we are going to follow some of the protocols, primarily to protect our employees,” Zanni said. “At the direction of the medical staff, we are trying to protect our inmates and our employees.” Frasier said the court system would reopen fully with no COVID restrictions. He said people can wear masks if they prefer, but they might be asked to take them off at certain times, such as if they are testifying. “From my perspective, not having the social distancing is really good,” Frasier said. “We can get back to using the jury box the way it was intended, and we can do more than one trial a day.” Zanni was asked if opening the jail would allow people arrested for minor offenses to be booked into the jail. The answer is yes and no, he said. “We will be back basically to normal operations,” the sheriff said. “That means for lesser offenses, we will book them and not necessarily hold them. It’s been that way for years. That means some jurisdictions are dropping them off and leaving them.” The commissioners did debate briefly about whether to reopen county offices June Please see County, Page A3
