County opposes ‘heritage river’ tag

elegates from Crescent City’s Japanese sister city Rikuzentakata visited here for the purpose of attending women’s empowerment workshops, observing educational strategies and furthering the two cities’ relationship.

The two cities developed a friendship in 2013 after Del Norte High School students returned a boat to Rikuzentakata’s high school students that had washed up on Crescent City’s shore following a 2011 tsunami in Japan.

Six years later, that relationship has grown into a collaborative sharing of cultures, traditions and

resources.

The delegates from Japan arrived in Crescent City last Sunday to

be greeted by a crowd of local officials, educators and host families.

el Norte County supervisors expressed their opposition Tuesday to the California Department of Fish and Wildlife’s efforts to designate the North Fork Smith River a “heritage trout water.”

Voicing concerns about potential impacts the designation would have on private landowners, the board voted unanimously to send a letter of opposition to the CDFW. At the heart of the issue seems to be communications between the state agency and the Del Norte County.

“They seem to keep ramrodding this stuff without letting us know what’s going on,” said District 4 Supervisor Gerry Hemmingsen. “They didn’t even send the notice to the proper address. It actually went to Eureka, not Del Norte County.

“We have no idea where some of these notices have been going. We need to bring that to their attention.”

The incorrectly addressed letter says the Heritage and Wild Trout Program was established in 1971 for waters that include lakes and streams supporting an aesthetically pleasing environment, which would be managed exclusively for wild trout.

But, said Hemmingsen, at issue is what the letter leaves out. “There’s not much specificity within the plans they have designated already that clearly establish what the requirements might be for private landowners.

“The concern is, we need to have exactly what the impacts are going to be for the community.”

District 3 Supervisor Chris Howard said he was concerned with the CDFW’s timeline. The proposal was scheduled to bo on the Wednesday meeting agenda of the California Department of Fish and Game Commission.

Students stage walkout in support for teachers

bout 200 students staged a noon walkout Thursday in support of teachers during ongoing contract negotiations with the Del Norte Unified School District.

The student protesters marched from Del Norte High School, down Washington Boulevard, past the administration building

chanting “Fair pay, all day” and “What does democracy look like? This is what democracy looks like.” The march concluded in the Walmart parking lot.

Organizers Sepherah Henderson and Kolton Cumbra, both juniors, said the goal of the march was simple.

“We’re fighting for the rights of teachers for fair pay and fair benefits,” Henderson told The Triplicate.

“We just don’t to see our teachers go on strike. That hurts everybody.”

Del Norte High School Principal Randy Fugate and Superintendent Jeff Harris did not return calls for comment before The Triplicate’s deadline.

he Del Norte County Board of Supervisors voted unanimously Tuesday to maintain the local cannabis tax rates for 2020 at current levels.

The tax rate for a

retailer of adult-use cannabis will stay at 6% of gross receipts. The tax rate for a cannabis manufacturer stays at 3%.

“We did not instigate nor recommend it. If they’re doing it, they’re doing it on their own,” Jones told The Triplicate. “Our issues are with the district. We are not advocating for students being involved. If parents want to be involved it’s their prerogative. We’re hired to teach. We just want to be compensated as we should be. The teachers at the prison got their cola raises immediately. The management got their 5 percent raise.

The two sides met with a a state mediator for more than 19 hours at Fact Finding session Dec. 5. Jones said the mediator now has 20 to 30 days to come to a final recommendation from her findings, then members will consider it and vote.

Jones said if the final recommendation is rejected, the DNTA could vote to strike by Jan. 15. He said he’s learned the administration is already taking steps to keep schools open should the union strike.

“If teachers strike, the district seems to have an extra $366 to give subs to break up a strike,” he added.

Jones said he and the DNTA members are growing more frustrated by a lack of progress with the administration while continuing to do their job and more.

“We’ve been very respectful to the Japanese delegation. Eighty teachers were there cheering them on when they arrived. We were a major part of that, and were thanked by (District 3 Del Norte County Supervisor) Chris Howard. But we were not asked to be a part of any of the other activities,” Jones said.

He added there has been a lot of “disinformation”

in the community and said the district has created a three-prong attack of sewing fear, uncertainty and doubt.

Jones said the the California Teachers Association warned his people to be ready for that..

“I’m a third generation teacher in Del Norte County.

I have never seen the administration work this way.

The leadership here has no history. They are not from here.”

Jones said the DNTA members will continue to get their message out to the community. In addition to attending the School Board meeting Thursday, they plan to be marching Friday in the Christmas parade and be at the Warrior’s state championship football game Saturday.

Japanese delegate hails sister city’s rebirth and new life W

On May 8, 2018, the Board of Supervisors adopted the Del Norte County Cannabis Tax Ordinance, which it submitted to voters in

In addition, the motto of inclusiveness and accessibility was honored by the United Nations in 2015. Murakami said it played into the UN’s own 17 Sustainable Development Goals, which is a universal call to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity by the year 2030.

Rikuzentakata’s reconstruction efforts have included a Tsunami Memorial Park with a replanted pine forest of 40,000 trees, as well as relocating residential areas to higher ground, and re-elevating almost the entire city by some 30 feet.

Next, Murakami shared an image of the “Kamome,” a high school training boat actually captured in a photo as it was floating away in the harbor’s flotsam. That boat would be found two years later by Del Norte High School students in Crescent City.

From the effort to return the boat to Japan through a number of fundraising ventures, an exchange program was developed between Del Norte and Takata high schools in 2013. That program achieved an official Sister School designation in 2017.

The first delegation from Crescent City/Del Norte County flew to Rikuzentakata in February 2018. A Rikuzentakata delegation returned the favor, traveling to Crescent City that April to attend an official sister-city ceremony.

Rikuzentakata hosted an official ceremony of its own in June 2018.

A group of Japanese teachers first visited here in January 2019. And a local business delegation went to Rikuzentakata in July. Murakami said the business discussions targeted fisheries projects, educational exchange programs and tourism-boosting efforts.

“We have strong hope for the future with both communities,” he concluded.

hile in Crescent City with a delegation of educators and students from sister city Rikuzentakata, Japan, Kiyoshi Murakami gave the Del Norte County Board of Supervisors an update on his city’s resurgence following a devasting tsunami that struck in 2011.

As the mayor of Rikuzentakata’s special representative, Murakami has crisscrossed the Pacific Ocean numerous times while the sister-city relationship with Crescent City gained momentum.

He shared images from a slideshow of Rikuzentakata before the tsunami of 2011. The harbor town had a population of 24,246, a shoreline pine forest of 70,000 trees, and beaches that attracted one million tourists per year.

Then, a 9.0 earthquake struck on March 11, 2011.

“The buildings were constructed to withstand the earthquake, (but) not a 5.5-meter-high tsunami or higher,” Murakami said.

He said his community’s residents, thinking they were safe once the quake was over, had just 30 minutes’ notice to escape the tsunami.

Within four minutes after it hit, the city was completed swamped by the tsunami. The height of the surge, he said, was 55.77 feet.

Nearly 1,760 lives were lost, 13,500 people displaced and 4,047 homes destroyed.

Murakami shared a photo of a lone pine tree that remained standing.

“One pine tree was left, which became the city’s symbol of resilience and reconstruction,” Murakami said. “The whole northern area of Japan uses the tree as a symbol of reconstruction.”

After years of rebuilding, 671 people still live in temporary housing, significantly fewer than the 2,148 households in temporary housing following the disaster.

Rikuzentakata’s transformation was integrated into a basic concept for redevelopment, Murakami said. “We wanted to build it back better than it was before, make it a ‘resilient city,’ to be strong against any type of disaster.”

One of the highlights of the sister-city relationship is the impact it can have on the youth, said Crescent City Manager Eric Wier. Students from both cities have had the opportunity to exchange visits and stay with host families.

“For me, it’s the opportunities this creates for our youth to be able to experience something like this, to have these cultural opportunities to go abroad, experience the world and just have that sister-city relationship,” Wier said.

The delegates’ visit concluded with a dinner and reception at the Tolowa Event Center, where guests enjoyed a traditional Christmas feast, a performance by the Crescent City Hmong dancers, gift giving, and a presentation and dance by Tolowa Deeni’ Nation tribal members.

At 12:59 p.m., caller requested the removal of a subject riding his bike on the parking lot on the 600 block of U.S. Highway 101.

At 2:18 p.m., caller reported her child’s father was not following custody orders on the 1000 block of Scenic Creek Drive.

At 3:25 p.m., caller reported his daughter, who has a history with substance abuse, was “freaking out” and throwing things around on the 200 block of Fred Haight Drive.

At 3:32 p.m., caller requested the removal of a subject who was kicked out previously, but then was walking in circles around the building on the 100 block of Citizens Dock Road.

At 3:53 p.m., caller reported that his child’s mother did not bring his child for visitation again on the 1500 block of Summer Park Court.

At 4:27 p.m., caller reported he saw a subject walk out of the building and believed he may have been sleeping inside on the 1100 block of 9th Street.

At 4:56 p.m., caller reported a subject had been aggressively following him on the corner of Harding Avenue and Northcrest Drive.

At 5:01 p.m., caller reported a female in the parking lot was telling people someone stole her car with her dog in it on the 500 block of M Street.

At 6:03 p.m., caller reported intoxicated subject in the parking lot on the 800 block of Northcrest Drive.

At 6:09 p.m., caller reported her friend’s car was stolen from a store and brought to another store on the 500 block of L Street.

At 7:09 p.m., caller requested a civil standby to gather personal property on the 400 block of 8th Street.

his house was flooding on the 1200 block of Glenn Street.

At 8:31 p.m., caller reported a vehicle and a bicyclist crashed on the 300 block of M Street. Bicyclist was up, agitated and trying to ride away.

At 8:40 p.m., caller reported her neighbors were fighting on the 200 block of Hodge Avenue.

At 8:42 p.m., caller requested assistance with a female subject stealing food on the 900 block of Washington Boulevard.

At 11:00 p.m., caller reported that she may have hit a dog, but when she stopped to look for it on the corner of Northcrest Drive and Hoover Avenue, she could not find it.

Tuesday, Dec. 10 At 12:04 a.m., caller reported that she scared off a prowler in her yard who was looking through a vehicle on the 200 block of Bear Hollow Road.

At 2:43 a.m., caller reported a known male subject was at their house on the 1600 block of Northcrest Drive causing problems and trying to take their dog.

At 3:28 a.m., caller reported a known male subject was refusing to let her into a home in which she shares a lease on the 3100 block of Parkway Drive.

At 6:46 a.m., caller reported a car had been parked in the parking lot since closing yesterday.

At 7:39 a.m., caller reported his daughter ran away from the 100 block of Ninth Street sometime during the night.

At 8:03 a.m., caller requested the removal of a transient sleeping behind the building on the 200 block of H Street.

At 8:38 a.m., caller reported a female attempted to steal some items on the 1100 block of Third Street.

At 9:06 a.m., caller reported a couple of people broke into the rear area of the school on the 2500 block of Elk Valley Cross Road and siphoned fuel from the vans.

At 9:56 a.m., caller reported two subjects were physically fighting in a vehicle on the 900 block of Washington Boulevard.

At 11:35 a.m., caller reported a package was stolen off her porch on the 2400 block of Cushing Avenue.

At 12:01 p.m., caller reported she received a call regarding transients who started to camp on the back of the property on the 300 block of Elk Valley Road and were tying their dogs to the fence.

William Buckley Davis, 51, of Crescent City, was convicted of driving on a suspended license, sentenced to probation for three years and a fine of $1,454.

Blaine Allen Dawson, 27, of Crescent City, was convicted of violating probation, and sentenced to jail for 10 days.

Kodi Elainna Downs, 32, of Crescent City, was convicted of corporal punishment to a child, sentenced to jail for 180 days, probation for three years and a fine of $1,600.

Eroyln Jeanne Duchi, 30, of Crescent City, was convicted of driving under the influence of an intoxicant, sentenced to jail for two days, probation for three years and a fine of $1,864.

Jon Leroy Erickson, 55, of Crescent City, was convicted of possession of a firearm by a felon, sentenced to jail for 140 days, probation for three years and a fine of $370.

The teachers of Del Norte have been struggling to get a fair contract for nine months. As of right now, the school board and the teachers are still in gridlock over negotiations.

As John Murphy stated in his previous letter to the editor, “Del Norte teacher pay is 9.2% less than the state average” in the state of California. The school district has a reserve that is “five times the required level” and they’re also experiencing increased enrollment, which means bigger class sizes and more money for the school district.

You would think that with all the money my school district has, they

could give the struggling teachers of their county fair pay, but sadly, no. And if a contract isn’t reached soon, the teachers will be forced to strike for the pay they deserve.

In the original contract proposal, the teachers asked for a 6% salary increase and a $1,000 increase to health premiums. The district came back with 1% only, either to health insurance or salary. That was last spring, and no matter how much the teachers try to negotiate, the school board still will not offer more than a guaranteed 1%, with a possible additional 1% for one year based on student enrollment numbers.

As I said in a letter that I wrote to my previous school board in September, “Teachers in this county deserve more than 1 percent. All the teachers who taught me and impacted me deserve

more than 1 percent. My mom deserves more than 1 percent.”

Because of the low pay, my hometown district has a severe attract-and-retain problem for teachers.

During the past three years, there has been a 47% turnover rate among teachers, and many open positions have had only one or two applicants.

During my senior year of high school, I sat on the school board as the student representative, representing the students’ voices and their point of view. I sat through countless meetings where the public would make comments to the school board about the unfair treatment of teachers across the district, and the school board would sit there in silence, not making the changes necessary to improve the conditions.

I saw the budget for the school district first-hand.

I sat through numerous presentations describing the spending of the budget on fire alarms, paint, classified staff members, etc., but never a single word about the spending on teachers.

I know that the district has the money, they just don’t see the teachers as deserving enough, which is totally demeaning to the teachers.

Warrior Notebook (state championship edition) …

By John Pritchett For The Triplicate Mountain top - For the first time, Northern California champion Del Norte High’s football team will play for the California Interscholastic Federation’s Class 5-AA championship, on Saturday at Mike Whalen Field in Crescent City. The opponent: Southern California champion El Monte. Kickoff is at 6 p.m. The Warrior Pregame Show on KPOD will start at 5:00.

Third championship - After winning the Big Four Conference title and the North Coast Section Division 5 crown, Del Norte captured the NorCal championship in Sunnyvale with a 21-14 victory over King’s Academy last Saturday.

No Warrior football team has ever reached these heights.

Over when - Nick Freeman intercepted a last-gasp heave by Knight’s Academy quarterback Antonio Gonzalez as time expired, securing the win. It was the second interception of the night for Del Norte, as Kobe Mitchell ended a Knights’ drive in the early in the fourth quarter.

The hard way - Del

Norte twice fumbled inside its own 10-yard line, giving the South Bay school a short field - on which it scored, tying the game both times. The Warriors also gave up an interception. It was one of the few times this season Del Norte has given up more turnovers than it created.

Cox-Cooley - As the season has progressed, Del Norte’s leading rusher, Levi Cox-Cooley, has been somewhat contained compared to earlier in the campaign, with just one 100yard game in the four previous outings. But against the Knights, the junior was a beast, rushing the ball 29 times for 163 yards and a touchdown. For the season, Cox-Cooley has gained 1,546 yards, the most by any Warrior this decade.

O.J. for TD - Del Norte quarterback O.J. Calleja scored a pair of touchdowns against the Knights, both from one yard out, running behind senior center Luke King and guards Tanner Forkner and Noah Yang. Calleja has gained only 32 yards rushing this season, but he has scored touchdowns 31% of the time.

Six of his 10 touchdowns came from one yard out, two others from two yards away.

COMICS/PUZZLES

Frosh step up Freshman R.J. Loftin moved into the starting outside linebacker role Friday after injuries in the defensive secondary. He wasn’t the only ninth-grader who was forced into action.

Jacob Dane was pressed into service at right tackle during a critical phase of the game. All the Warriors did was drive for the game-winning touchdown.

The defense - King’s Academy had a pair of standout running backs, Noah Short and Jayden Frazier. Against Del Norte, the pair combined for only 16 carries for three yards.

The Knights’ passing game came in completing 52 percent of its passes. Against the Warriors, King’s Academy hit on just 11 of 24 throws.

Powerhouses - The other Big Four Conference team to win a North Coast Section title, St. Bernard’s, also advanced to a state championship game.

The Crusaders defeated East Nicolaus 45-29 to earn a spot in the Class 6-AA state title game Saturday against South High School of Torrance. The game will be played at 6 p.m. at Humboldt State University’s Redwood Bowl.

Earning respect - Ray Hamill of hum-

boldtsports.com deserves a hat tip for this one: In the past four seasons, Big Four Conference teams (Del Norte, Fortuna, Eureka and St. Bernard’s) are 6-1 in state playoff games, with all four teams making the playoffs at least one time.

The number might be even more impressive if Fortuna had been given the opportunity to play in the state playoffs in 2018, when North Coast Section officials repeatedly delayed the N-C-S playoffs and kept the Huskies out of the state tournament.

Rankings - For what it’s worth … probably not a heck of a lot …

Maxpreps sees Saturday’s game as being highly competitive.

Maxpreps has El Monte ranked as the 1,447th best team nationwide.

Del Norte comes in at 1,448. In the California rankings, El Monte is 124, Del Norte 125.

Run, run - Del Norte runs the ball a lot; 87% of the time, as a matter of face. El Monte runs more. The Lions run the ball 93 times out of 100. The Warriors have thrown the ball exactly twice as often, a mere 88 attempts compared to a miserly 44 for El Monte.

Run, etc. - Both teams are both very good at running the

ball. The Warriors are averaging just shy of 7 yards a carry. El Monte averages better than 10 yards an attempt.

El Monte is averaging more points per game than Del Norte, 46 to 33.

Road woes - El Monte coach Jessie Ceniceros said his team is not used to long road trips - in this case, from near Los Angeles to Arcata, where the team will be staying. That’s roughly 15 hours. Prior to that, Ceniceros said, their longest road trip this season was “about 10 miles.”

From ashes - Two seasons ago, in 2017, Del Norte posted a 3-7

record, and that included two forfeit wins over McKinleyville.

That team included five sophomores who would play key roles on this year ’s conference, section and Northern California champion team: Kobe Mitchell, Eli Larson, Nick Freeman, Luke King and Anthony Slayton.

You’re an all-star - The Humboldt-Del Norte League has a policy not to release its White Star selections (it’s all-star team) until the conclusion of the postseason. Suffice it to say that the Warriors will be well represented, including at least two most-valuable players.

DEATH NOTICES Marla Mae Bohling, 85, passed away in Brookings, Oregon on December 6, 2019. She was born May 3, 1934 in St Paul, Minnesota. Marla was a 29 year resident of Del Norte County.

DEAR ABBY Full-time trucker parks too long at son’s small apartment DEAR ABBY: My widowed mother-in-law, “Minnie,” works full time as a trucker, traveling around the U.S. She doesn’t have a home of her own since she lives on the road. My husband and I live in a small one-bedroom apartment.

When she’s here for holidays or family functions, she always sleeps on our couch.

At first I didn’t mind once or twice for holidays, but since my niece was born, Minnie wants to be home more to visit with her. My husband’s brother has a large home and plenty of space, but Minnie never stays there because she doesn’t like my sister-in-law. Minnie is also irresponsible about letting us know when she’s coming and how long she will be staying.

One night can turn into a week.

I have had many conversations and some blowout fights with my husband over this issue. He’s the older brother and feels guilty about asking her to stay at a hotel.

My sister-in-law doesn’t help the situation. She sabotages

DEAR ABBY: Some of my extended family members have become vegan.

When they come to my home, I make sure to have appropriate food for them, in addition to nonvegan food for others. When I am invited to their homes for a celebration, they offer only vegan selections. No one is allowed

to bring nonvegan or meatbased dishes to their home.

It has reached the point that I no longer want to go there when a meal is involved. I have tried talking to them about this, but their reply is, “No meat allowed in our home.” I now leave before mealtime because I don’t like a lot of their dishes.

Is it common for vegans to prohibit guests from ever taking other food into their home? Thanks for any light you can shed on this. -MEAT LOVER IN HOUSTON DEAR MEAT LOVER: People become vegans for a variety of reasons. Some do because they feel it is unethical to kill animals for food.

Others do it because they feel raising animals for slaughter is harmful to the planet.

People also become vegans for health reasons.

Individuals who adopt this way of life often feel as your relatives do, and that’s their privilege. If it impinges on your freedom or limits your enjoyment of these celebrations, forgo them and either participate in get-togethers that don’t include food or go to an accommodating restaurant.

The annual tournament is hosted by the Crescent City Jaycees. The Jaycees’ John Phillips said some 400 players are expected to participate.

The Friday competition begins at 4 p.m. Games will continue on Saturday, and awards will be presented Saturday night following the championship game.

Phillips said he hopes the kids participating in the games take away both

a learning experience and a joy of the game. “The Jaycees’ tournaments are a sportsmanship event first and foremost,” he said.

“They are designed to promote good sportsmanship.

“I hope the kids take away the memory from coming to such an event, and the everlasting memory of a fun and good time that promotes good sportsmanship.”

Phillips estimated the girls’ tournament would cost about $20,000 to put on, which includes the cost of using the facilities, for referees and related expenses.

The sale of sweatshirts and t-shirts at the games helps defray the expenses and also supports scholarships provided by the Jaycees, he said.

The Crescent City Jaycees also hold a middle school boys’ basketball tournament in the spring.

Winter whale migration attracts visitors

housands of gray whales will be making their annual migration south along the Oregon and California coasts this month, promising to attract plenty of visitors.

An estimated 25,000 gray whales are expected to swim past the shores over the next several weeks, part of their annual migration south to the warm calving lagoons near Baja, Mexico.

The end of December is the peak time for their migration, with roughly 30 whales passing by per hour.

The Oregon Parks and Recreation Department highlights the migration through its annual Winter Whale Watching Week, Dec. 27-31.

Trained volunteers from the Whale Watching Spoken Here program will be stationed from 10 a.m.-1 p.m. each day at more than 20 of the best whale-watching sites along the coast, ready to help visitors spot whales and to answer questions about the animals.

Oregon Parks and Recreation Ranger Luke Parsons gives some insight into the whales’ migration: The Triplicate: What is it about the whales that attracts people to the coast?

Luke Parsons: Seeing a whale is usually a pretty unforgettable experience.

I’m not sure exactly why we have such a fascination with them, but many people are just awestruck by their immense size. And once you start to learn about their behaviors and intelligence, you just really start to appreciate how amazing these animals really are.

In other parts of the world, to go whale watching, many times you have to venture out in a boat for many miles.

The Pilot: How is the Oregon Parks and Recreation Department using the annual migrations to help educate the public about the whales and the coastal environment?

Parsons: We work with many of the state’s finest

researchers to train our volunteers about gray whales each year. Our volunteers are some of the most passionate people I have ever met. They care deeply about whales, our coastline and how to protect them both.

The other thing we stress, of course, is beach safety. Winter storms can produce hazardous conditions all along the shore.

We make sure to pass along some good safety messages, because many folks who visit the ocean this time of year may not be from the area.

The Pilot: Give us a summary of the most interesting and important facts about the gray whales’ winter migration.

Parsons: The gray whales we see traveling south right now are swimming about 100 miles per day. They don’t stop to sleep at all for around 60 days during this part of the migration.

Another fun fact is that these whales will not eat for several months now.

They are all relying on the blubber, or fat, that they have accumulated during the summer feeding season. Sometimes, a gray whale may go four to five months or more without eating.

The Pilot: Where are the migration spots along the southern coast, and what areas would be the best and safest vantage points to see the whales?

Parsons: The winter whale watch is all about finding a site with good elevation. Sites like the one at Harris Beach State

Park and Cape Ferrelo were specifically chosen some years ago because of their excellent views.

he Del Norte Community Food Council is inviting football fans to swing by its event Saturday for some hot soup before heading to Del Norte High School for the California Interscholastic

Federation 5-AA championship game against El Monte High School.

The food council’s Empty Bowls fundraising dinner for the Pacific Pantry will be from 4-7 p.m. at the Crescent City Cultural Center, 1001 Front St.

Organizers will dole out soup beginning at 4 p.m.

The soup will be available for take out, so bring a thermos or container to sip throughout the game.

For those who stay, the dinner will feature more than 15 vegan, vegetarian and meat soups from local

restaurants and volunteers, and fresh-baked biscuits and bread by Charles Perry.

The fee of $20 includes the choice of a handmade ceramic bowl to take home, soup and bread, dessert and music. Kids under 12 get in free.

Loeb State Park to take campsite reservations through Sept. 2020 B

eginning New Year’s Day, most of the campsites at Alfred A. Loeb State Park will be taking reservations for Memorial Day through Sept. 30, 2020.

The park is on North Bank Chetco River Road in Brookings. Its 53 campsites traditionally have been first-come, first-served. However, 48 of those will be available for reservations for next summer.

All of the sites then will revert to first-come, first-served status for the winter season, beginning Oct. 1, 2020.

Campsite rates at the park will not change, although an $8 reservation fee will apply when booking a site.

Park manager Dani Padilla said the new summer reservation option will ease visitor guesswork about the campsites’ availability. “Loeb has always been a popular local campground, but in

he watershed in the North Fork Smith River area has received grant money for restoration projects provided by federal, tribal and local contributors.

The National Fish and Wildlife Foundation delivered $330,526 to Del Norte County to implement watershed infrastructure improvements for about 30 miles of streams, roads and trails in the Smith River National Recreation Area.

The recreation area is a 305,337-acre stretch of wilderness anchored by the Gasquet Ranger Station and Visitor Center.

The grant provides funding for projects and improvements developed through the Smith River National Recreation Area Restoration and Motorized Travel Management Project.

The watershed restoration will focus on 53 miles of roads and trails.

It will involve decommissioning 27 miles of roads and trails to protect water quality, fish, wildlife, sensitive plants and their habitat.

The application for the National Fish and Wildlife Foundation grant was prepared by the U.S. Forest Service in collaboration with the Smith River Collaborative - a venture

of the Six Rivers National Forest, Elk Valley Rancheria, Tolowa Dee-ni’ Nation, Del Norte County, Del Norte Fire Safe Council, American Forest Resource Council, and the local and regional environmental groups Klamath Forest Alliance/EPIC, Smith River Alliance, Klamath-Siskiyou Wildland Center and Friends of Del Norte.

In a Smith River Alliance press release, Del Norte County Supervisor Gerry Hemmingsen said, “This is about watershed health and maintaining access to our public land.

“Del Norte County was active in the development of this travel management project. While the stakeholder process was sometimes frustrating, it is great to see work getting underway on priority components.

“The Forest Service deserves a lot of credit for this funding - and they are also directing $440,000 of internal funds to the project. Their leadership is very much appreciated.”

Del Norte County will provide just over $255,000 to the project by way of other projects it had overseen.

Most of the project’s activity will occur within the North and Middle Fork drainages.
