County opposes ‘heritage river’ tag

D
elegates from Crescent City’s Japanese sister city Rikuzentakata visited here for the purpose of attending women’s empowerment workshops, observing educational strategies and furthering the two cities’ relationship. The two cities developed a friendship in 2013 after Del Norte High School students returned a boat to Rikuzentakata’s high school students that had washed up on Crescent City’s shore following a 2011 tsunami in Japan. Six years later, that relationship has grown into a collaborative sharing of cultures, traditions and
resources. The delegates from Japan arrived in Crescent City last Sunday to
be greeted by a crowd of local officials, educators and host families. “Everything is a high-

el Norte County supervisors expressed their opposition Tuesday to the California Department of Fish and Wildlife’s efforts to designate the North Fork Smith River a “heritage trout water.” Voicing concerns about potential impacts the designation would have on private landowners, the board voted unanimously to send a letter of opposition to the CDFW. At the heart of the issue seems to be communications between the state agency and the Del Norte County. “They seem to keep ramrodding this stuff without letting us know what’s going on,” said District 4 Supervisor Gerry Hemmingsen. “They didn’t even send the notice to the proper address. It actually went to Eureka, not Del Norte County. “We have no idea where some of these notices have been going. We need to bring that to their attention.” The incorrectly addressed letter says the Heritage and Wild Trout Program was established in 1971 for waters that include lakes and streams supporting an aesthetically pleasing environment, which would be managed exclusively for wild trout. But, said Hemmingsen, at issue is what the letter leaves out. “There’s not much specificity within the plans they have designated already that clearly establish what the requirements might be for private landowners. “The concern is, we need to have exactly what the impacts are going to be for the community.” District 3 Supervisor Chris Howard said he was concerned with the CDFW’s timeline. The proposal was scheduled to bo on the Wednesday meeting agenda of the California Department of Fish and Game Commission. In 2016, the Del Norte County Board of Supervisors approved designating the South Fork Smith River as heritage trout

Students stage walkout in support for teachers By David Hayes Staff Writer
A
bout 200 students staged a noon walkout Thursday in support of teachers during ongoing contract negotiations with the Del Norte Unified School District. The student protesters marched from Del Norte High School, down Washington Boulevard, past the administration building
chanting “Fair pay, all day” and “What does democracy look like? This is what democracy looks like.” The march concluded in the Walmart parking lot. Organizers Sepherah Henderson and Kolton Cumbra, both juniors, said the goal of the march was simple. “We’re fighting for the rights of teachers for fair pay and fair benefits,” Henderson told The Triplicate.
“We just don’t to see our teachers go on strike. That hurts everybody.” Del Norte High School Principal Randy Fugate and Superintendent Jeff Harris did not return calls for comment before The Triplicate’s deadline. County keeps same cannabis tax rates

he Del Norte County Board of Supervisors voted unanimously Tuesday to maintain the local cannabis tax rates for 2020 at current levels. The tax rate for a
retailer of adult-use cannabis will stay at 6% of gross receipts. The tax rate for a cannabis manufacturer stays at 3%. Robert Derego of the Sticky Grove marijuana dispensary had recommended lowering the manufacturer ’s rate.
