Rule change faces turbulent waters Linda Pinkham Staff Writer

group of five fishermen from across southern Oregon has petitioned the Oregon Fish and Wildlife Commission (ODFW) to make a temporary rule change restricting all harvesting of wild winter steelhead in the entire Oregon Southwest Zone, effective with the 2020 season. At stake, say opponents of such a rule change, is the winter and spring tourism industry throughout Oregon’s south coast. Those opponents point to the Smith River, 10 miles to the south, where local economies in towns such as Crescent City, Smith River, Gasquet and Hiouchi were negatively affected following a similar change. “The Smith River steelhead fishery and its local economy are but a shadow of what they were before they opted for catch and release,” said Leonard Krug, executive director of the South Coast Fishermen in Brookings.

The rule change request was discussed during an ODFW meeting Dec. 6 and has drawn considerable comment from both sides of the fishing community. The public correspondence file in response to the petition stands at 384 pages and continues to grow, given that the public-comment period is still open. The matter will go to the commission for a vote during a Jan. 17 meeting in Salem. The current regulation allows one wild steelhead to be taken per day, and a total of three for the entire year. A previous proposal, for permanent prohibition of wild steelhead harvesting in the Southwest Zone, was made in August 2018, according to an ODFW summary. At that time, the commission denied the petition, but did lower the harvest limit from a total of five per year to three. It also directed its staff to “adMore Steelhead on Page A2

Brookings man has been arrested in connection with a Nov. 4 burglary of the Brook- Daniel Richardson ings Harbor Veterinary Hospital at 15630 U.S. Highway 101. Oregon Department of Fish and Wildlife staff are recommending denying the petition, in favor of maintaining current regulations, in a 10-page report available on the fish and wildlife commission hearing website. The ODFW report cites: • A conservation plan already under development • Existing regulations that provide limited opportunities for harvest; of about 5,800 miles of adult steelhead habitat in the Southwest Zone, only 7% (405 miles) are open to wild harvest • Data from angling tags that indicate few anglers actually harvest up to the annual limits; in the Rogue River, 90% of anglers reported harvesting between 0 and 2 wild winter steelhead annually. The report goes on to say, “Steelhead populations in the Southwest Zone are limited by environmental conditions, not harvest.” Factors such as passage, sedimentation, in-stream structure, and water quantity and quality (temperature) affect populations more than harvest, according to the report. The ODFW report also states that eliminating the harvest of wild steelhead is unlikely to result in larger fish in the Rogue River. “Rogue River steelhead are unique in Oregon,” the report says. “Within 3-5 months of

going to sea as smolts, roughly 95% of Rogue River summer steelhead and 30% of winter steelhead turn around and swim back upriver to feed late summer through winter, before heading back to sea for another year or two prior to spawning. “The Rogue is the only river in Oregon that has this ‘half-pounder’ life history stage (also observed in rivers in northern California). This specific lifecycle contributes to the species’ resiliency, although it also also results in smaller adult fish because of their shorter ocean residency. Studied since the 1950s, the smaller size of the Rogue fish is “not size-selective harvest occurring under existing regulations.” Both sides of the issue are passionate, with opponents to the change arguing for ruling “on the side of science,” while proponents for catch and release argue for “protection in the face of uncertainties.”

My fiancee, “Holly,” and I went to middle school and high school together, but never really got to know each other until a few years ago. Growing up, I was socially awkward, partly due to having Asperger’s, which made me a target for bullies. Holly and I are now choosing our wedding party. My sister will be one of her bridesmaids. Holly is an only child, so she doesn’t have a brother who could be one of my groomsmen. She has expressed that she would like her cousin “Gerald” to be one of my groomsmen, so someone from her family is in our wedding party. The problem is, Gerald was my main tormentor from eighth grade all through high school. At one point in 10th grade, his cruelty led to my attempting suicide. I carry the scar from the attempt on my right wrist. I understand that people change and mature as they

This is something Holly should have been made aware of before the two of you set a wedding date. Do it now. DEAR ABBY: I’ve been an alcoholic since I was 21. I was married for 19 years, and my drinking was at its worst toward the end. I was selfish toward my wife and my daughter. Since then, I have learned many hard lessons that could have been avoided if only I had never drunk.

I have apologized to my exwife for my actions. I was never violent, but I embarrassed her and my daughter with behavior that I’m ashamed of. After our divorce, I made a few more mistakes and finally sought help. I’m in a Christianbased rehab program and have chosen to follow this path for the rest of my life. Over the last six months I have sent texts and a few letters to my daughter, hoping for an acknowledgment or some dialogue, to no avail. Since being at rehab, I’ve written her about my feelings and some small talk, always ending my letter telling her she’s the love of my heart, and I miss her. 100 years of life

Lola Moore celebrates her birthday on New Year’s Day Special to The Pilot

ola Moore celebrated 100 years of life on New Year’s Day. Moore was joined by her son, daughter-in-law, daughter, son-in-law, all four grandsons and six greatgrandchildren for a day-long celebration in Brookings. She followed her daughter and son-in-law to Brookings 20 years ago, where she immersed herself in local organizations and activities for many years. Some of her favorite memories of Brookings involve the Chamber mixers, Sea Gal’s Club, Art Walks, the Azalea Festival, dance classes, TOPS, lunches at the activity center, Tai Chi, numerous games with friends, and watching the sun drop into the Pacific Ocean from her backyard. Moore’s birthday celebration started out several days earlier when her family began arriving from California. The activities included New Year’s Day celebrations, a concert at SeaView by Two Times Nelson (which, of course, included singing “Happy Birthday”), a cake and root beer float party in the soda fountain at SeaView, and pizza at Wild River’s with the entire family. It was a magical day that ended with planning for her next birthday involving the theme, “Turning 101 on Highway 101.” How do you reflect on such a long, active life? Her

son summed up his mother on the occasion of her 90th birthday by using a faux dictionary definition: “Lola: (lo-la) (c.1920): a small, strikingly beautiful women, very energetic and optimistic in outlook. Often found in the western regions of the United States, esp. south-coastal Oregon and southern California deserts. Has also been found as far away as the high-mountain regions of Peru, particularly Machu Picchu; and navigating the Pacific Ocean Islands around Hawaii and Singapore. Said to have adventured in several countries in the Far East, Middle East and Europe. Evidence of these travels has been found in her various dwellings. She is known widely to be an excellent companion, a true best friend, faithful in prayer and support of her family and friends. Lola is recognized as a champion of correspondence, as her address book totals several hundred entries. Her computer correspondence is equally impressive. All and all, there isn’t a special occasion or celebration that she doesn’t generously acknowledge. One to be admired and imitated. Always caring and hospitable.” Lola Moore was born in Iowa and moved to California as a child. At age 13, on March 10, 1933, she was living in Long Beach when a 6.2 earthquake hit, destroying her school and many homes in the neighborhood. Her family’s home sur-

Courtesy photo. vived, although an aftershock nearly flipped the family vehicle - with them inside. In high school, she was a drum majorette and led the Long Beach Christmas Parade in 1936. Moore lived in Sacramento during the early years of World War II, working at McClellan Field. Transferring back to Long Beach and attached to the Ferry Command, she became an administrator in the personnel unit.

Moore married in 1943. Her husband, Oscar, was a Navy man, so San Diego became their home. After his discharge, the Moores moved to Pasadena, where they built their home. The sale of the property allowed them to build a small apartment building, then in turn an even larger unit. In 1959, they moved to Palm Springs where their children, Bette and Dick, attended junior and senior high school. Her memories of Palm Springs include

watching Bob Hope’s house burn in 1973, and husband Oscar selling one of the first condominiums in the U.S. to Groucho Marx. Another brush with stardom was when their Sunday School teacher’s daughter, Barbara, married Frank Sinatra. Lola has lived in two retirement communities during the past 10 years - one in Roseville, California and the other in Brookings. Her son and daughter-in-law helped her choose particularly meaningful items to decorate

Councilor Bill Hamilton said he was dissatisfied with the lease price of $1 per year, asking, “How much money have we spent putting this proposal together?” Councilor Brent Hodges wanted to confirm that the hours of operation would still allow fishermen to access the gravel bar during the early morning and evening for boat launching and pickup operations. Hopkins said the bar would be closed only if it was flooded. Otherwise, day-use area hours would apply within reason for the camping facility. In answer to a question by Hamilton about policing, the law enforcement would switch from the Oregon State Police, which currently patrols the bar because it belongs to the state, to the Curry County Sheriff’s Of-

fice should the property come under county parks management, Hopkins said. The councilors agreed with Hopkins that the presence of a camp host at the site would deter many of the illegal activities taking place on the bar. Councilors agreed that some wordsmithing in one section of the contract about bar access would easily resolve most of the city councilor’s questions. Hopkins let the city know that the lease of the gravel bar from the Division of State Lands relies on a conditional-use permit, for which a hearing is scheduled on Feb. 20. The contract now will go to the City of Brookings attorney for review, before proceeding to the next step. ADU Code Revisions The Brookings Land Development Code has provisions for accessory

dwelling units (ADU) within the subsection of workforce housing. The current code contains provisions that now are not allowed under new state law HB 2001. A requirement for owner occupancy of the property and a requirement for offstreet parking need to be stricken from the code. The matter was referred to the city’s planning commission for review of the entire ADU section and then back to the council for a decision at the end of February. Homeless Resources The final agenda item was a variety of options to revise the land development code to include services for homelessness as a use. The code revisions would allow for temporary (seasonal) housing options for homeless individuals and families. Councilors discussed options that have been implemented by the cities of

Marilyn (Sparkie) Baumann passed away Sunday, January 05, 2020 peacefully at home with her four children at her side. Sparkie and her late husband, Gene moved to Gold

Beach in 1975 where they were very active in the community and in their church, Bethany Lutheran Church. Sparkie is preceded in death by her husband Eugene (Gene) and parents Albert & Mary Snook. Sparkie is survived by her four children, Teri Terrill, Gene Baumann, Craig Baumann and Kirk Baumann. The family would like to thank everyone for the love, the care and the prayers Sparkie received over her years. Sparkie will be missed dearly. A memorial service for Sparkie will be held this summer. Details regarding the memorial will be posted in a later obituary.

Steven Carl Brooks

Nov. 17, 1948 - Dec. 31, 2019

Former Brookings resident Steven Carl Brooks, 71, lost his battle against cancer on Tuesday, December 31, 2019. He was born November 17, 1948 in Aberdeen, WA to Melvin and Elva (Hill) Brooks. He graduated from Brookings Harbor High School in 1967. Steve married the love of his life, Liz, on July 7, 1979 in Brookings, and was blessed with three children: Paula, Kenny, and Carly. Considered a jack of all trades by his family, Steve worked on the Harbor bench in the lily industry for various farms over 20 years, worked as a long-haul and local truck driver, and spent several summers working in the fishing industry in Alaska. Steve’s favorite hobby was playing with computers, which led him to graduate with an Associate’s Degree in Computer Science

in 2012. He also enjoyed gardening, playing with his many dachshund companions over the years, and watching the ocean at the mouth of the Chetco River, Sporthaven beach. He loved spending time with his family and grandchildren, who all enjoyed his silly humor and puny jokes. Steve considered everyone a friend he hadn’t met yet. He is survived by his wife of 40 years, Liz; children Paula (Erin) Brooks, Bismarck ND, Kenny (Laurie) Brooks, Magna, UT, and Carly (TJ) Willhite, Grants Pass; grandchildren Kenneth, Christepher (Megan), Benjamin (Cheyenne), and Samual Brooks, Magna, UT, and Trevor and Colton Willhite, Grants Pass; greatgrandchild Mark Brooks, Magna, UT; brothers Dennis and Keith (Sarah) Brooks. Dorothy Lee Zastrow

Aug. 12, 1932 - Dec. 25, 2019

orothy Lee Zastrow, 87, of Brookings, passed away peacefully at her home surrounded by her family on the morning of Dec. 25, 2019. Dorothy was born Aug. 12, 1932 in Monmouth, Oregon to Ray and Margaret White. Her family moved to Arlington, Oregon and that is where she met her husband of 70 years, Stanley Zastrow. They moved to Anchorage, Alaska in 1955 and in 1972 they relocated to Brookings with their five children. Dorothy had a strong faith in GOD, and was baptized as one of Jehovah’s Witnesses in 1958 in Fairbanks,

Alaska, she was well known for sharing her faith with all she met. Her hope is to be reunited with her family when GOD calls her name and resurrects her to life on a Paradise earth as promised in the Bible. (John 5:28,29) Dorothy was an avid reader, she loved flowers and chocolate, but she especially loved people. She was well known for her hospitality, there was always a cookie jar full of cookies, an extra place at the dinner table and an extra bed for all who visited. Dorothy is survived by her husband of 70 years, Stanley Zastrow, of Brookings; daughter Marta (Patrick) Wilson of Lakewood, Colorado and sons Jim Zastrow of Wasilla, Alaska, Bob Zastrow (Verna) of Valdez, Alaska, John Zastrow of Portland, Oregon, Richard Zastrow (Jerilyn) of Brookings, Oregon; 13 grandchildren and 13 great-grandchildren. She will be sorely missed by all. A memorial service will be held on Jan. 18 at 2pm at the Kingdom Hall of Jehovah’s Witnesses, 1208 Ransom Ave. Brookings, Oregon.

City Administrator Janelle Howard suggested not trying to take on all five options in the Coos Bay model at once, but to start smaller. “We don’t have a budget for something like building a tiny-home village,” she said. “We could actually complete the process of temporary housing.” Temporary lodging facilities would be “actually doable,” because they would be done by private individuals and churches instead of the city. Public Works Director Anthony Baron said the Coos Bay plan is a seven-page ordinanc, “that’s soup to nuts, covering a lot of subjects we’ve spent time discussing. We do not even have a process right now for a church to set up a temporary housing facility, where (having this in place) would. “Inside of their ordinance, it talks about the permitting process… It’s a way for us to solve some of our local problems.” The city’s planning commission would be able to use the Coos Bay model to specify processes for property owners to apply for a conditional-use permit to operate temporary shelter options. Rick Hale of Brookings, Oregon died December 17,2017 in Crescent City, California. He was born April 19,1954 in San Diego, California to Cora A. Lacy and John Triplett Hale. Rick graduated high school at Mount Miguel High School in Spring Valley, California. Rick entered the U.S. Army on 1973 as an Engine Tester and Diesel Mechanic. In civilian life, he worked in construction and as a painter. He was known by many as

being able to fix just about anything, no task was too big for him and he would help anyone that needed it. Rick love to ride motorcycles and quads. Rick is survived by his wife of 25 years Crystal of Brookings, Stepsons Adam Pomerleau (Mylissa) of Kalispell Montana, Aaron Pomerleau (Angela) of Madras Or. He also leaves behind granddaughters Chloe, Kinsey, Alexis, Allison, Audrey. Daughters Brandi Rembold and Sandra Mathews Celebration of Life services have been held. Brookings basketball opens league play Tuesday The Brookings-Harbor High School boys’ and girls’ basketball teams both travel to Medford on Friday to open league play against Cascade Christian.

The Lady Bruins bring an impressive 10-3 non-league record into tonight’s contest against Cascade Christian in Medford.

Lady Bruins Chris Schofield heads up the program for the Lady Bruins, who boast a 10-3 preseason record and are coming off a four-game winning streak after a 49-34 victory over Lost River last Tuesday. Going into 3A-5 Far West Conference play, the Bruins are No. 4 in the state, according to the Oregon Sports Schools Association’s (OSAA) latest rankings, behind defending champions Clatskanie (101), league rival Sutherlin (12-1) and Burns (10-3). In earlier comments to The Pilot, Schofield said his team would rely on “fast tempo and good shot selection play.” He expected the Lady Bruins “will be really good on the perimeter, with multiple players who can score.” The team’s three losses all have come against California schools: Del Norte in Crescent City (46-55), McKinleyville (52-58) and Yreka (54-58). Game time Friday is 7 p.m. at Medford’s Cascade

Brookings Boys Jess Beamon’s boys’ team has a 6-8 record and comes into Friday’s contest after a narrow 56-60 nonleague loss to Lost River. The Bruins have fared well in the preseason against 3A-5 Far West rivals - Douglas (79-59), and South Umpqua (71-55), last Saturday. That should prove encouraging to the young team, which lost four seniors to graduation and enters regular-season play with just two returning starters. Beamon said BrookingsHarbor hopes to overcome that experience gap by utilizing the team’s athleticism in an effort to control the clock while looking for scoring opportunities along the way. Brookings is ranked No. 23 statewide by the OSAA.

The Brookings-Harbor High School boys’ basketball team hopes to bring some muscle into this evening’s game against No. 7-ranked Cascade Christian of Medford. Cascade Christian (10-2) is in the state’s top 10, at No. 7, so the Medford team should prove to be stiff competition for the Blue and Gold playing on their home court. Game time is 5:30 p.m.

Cultural coalition awards grants In 2019, the Curry County Cultural Coalition reported awarding grants totaling $8,135 to 11 organizations whose projects most closely fit the goals and guidelines of the coalition and the Oregon Cultural Trust. The purpose of the awards is to increase public participation in Oregon culture, according to a coalition press release. ART IN PUBLIC PLACES

The Del Norte Association for Cultural Awareness’ Art in Public Places exhibit in the Del Norte Superior Court at 450 H St in Crescent City is a collection of multimedia artwork from local artists as part of the recent 28th Annual Juried Art Show. The exhibit will be available for viewing through Jan. 16. The courthouse is open from 8 a.m. to 5 p.m. weekdays except for state holidays. DNACA’s Art in Public Places exhibit on the mezzanine of the CEC airport at 1650 Dale Rupert Rd is titled “West Coast Splendor,” a collection of pastels by Les Cornish. This show will be available for viewing through March.
