first solar ordinance

owman County Commissioners recently approved a new solar ordinance for Bowman County.

Bowman County Tax Director Dean Pearson said that the new ordinance was the first of its kind.

“This is the first solar ordinance in Bowman County,” said Pearson. “Before, there wasn’t any kind of guidance for either residents or anybody doing business within the county.

The purpose of the ordinance is to provide guidance for rules and regulations so it treats everybody fairly in the future.”

Bulldogs coaches presented Coach of the Year awards

arlier this month, Bowman Bulldogs head coach Jonathan Jahner and assistant coach Erick Egan were both recently recognized at the coaches convention and each presented a Coach of the Year award for their involvement in track and field.

Specifically, both coaches were presented state level awards. Jonathan Jahner was presented the State Coach of the Year award for Class B Boys Track and Field and Egan was presented the Spring Sport Assistant Coach of the Year award.

Principal and athletic director Tyler Senn said that both Jahner and Egan were

well deserving of their awards.

“I think they were chosen because of the dedication that they have both show to their sport and their athletes throughout the spring,” said Senn.

According to Senn, Jahner was elected State Coach of the Year by track coaches throughout the state.

Once Jahner was awarded the southwest region award, he was then eligible for the state award.

“Mr. Jahner was named Coach of the Year for the both the boys southwest region and girls southwest region for track this past spring,” said Senn. “At that point, his name moved on to the state competition where it

4-H horse show kicks off Bowman County Fair

he 2019 Bowman County Fair started off strong on Monday with its first event, the Bowman County 4-H Horse Show. At the show, 4-H kids of all ages got the opportunity to bring a horse from home and show off the animal to judges.

“The kids would attend practices two times a month and

practice general horsemanship and showmanship,” said Robison.

During the competition, kids were expected to complete different challenges with their horses.

“The kids are given a pattern and the kids have to lead their horse through different gates,” he explained, “they also have to trot up to the judge, set their horse up so it’s standing square, and even answer questions

from the judge.”

The Bowman County horse show is a regional event for a lot of surrounding communities and counties. This year a few kids from Slope County attended the event.

Robison said that he is working with the Adams County extension agent Hannah Nordby to get more involvement from Adams County for future horse shows.

Ukranian Festival Dakota Datebook written by Merry Helm July 17, 2019 — The Ukrainian Cultural Institute in Dickinson was founded in 1981, and has since grown from 50 to 500 members from 26 states and Canada. The Institute celebrates its annual Ukrainian Festival this time every year, including music and food – including “varenyky-pyrohy” or cheese buttons, arts and crafts including intricately hand-painted “Pysanky” or Ukranian Easter Eggs, and entertainment by the Stepovi Dity Dancers who range in age from six to 46.

Identifying the ethnic backgrounds of many of the state’s first Ukrainians has been confusing for researchers, because Eastern Ukrainians arriving from Russian areas were sometimes listed by census takers as Russians.

Western Ukrainians, on the other hand, had lived in Hungary and Austria, which led to a faulty notion that there were large colonies of German speaking Austrians living in western and central North Dakota, rather than Ukrainian-speaking Ukrainians. In turn, Austria had referred to its Ukrainians as Ruthenians – a term which also found its way into the early census – and historians have found the sorting-out process to be quite a challenge.

Jonathan Jahner said that he nominated Egan for the Spring Sport Assistant Coach of the Year award.

“I nominated Erick for his award, and that goes to the North Dakota High School Coaches Association board and then they decide.”

Jahner attributed the awards to the recent success and accomplishments of the student athletes.

“We won the Southwest Region this year,” said Jahner. “That was the first time that anyone had defeated Trinity, so that was a big accomplishment for those boys. And then we placed 7th at the state meet.”

Jahner also said that Egan had done an amazing job of building the track and field jumps program and that he was well deserving of the awards. Overall, Jahner described the track and field

jumps program as a “very consistent and strong program.”

“When he started six or seven years ago, we hadn’t taken a long or triple jumper to state in quite awhile,” Jahner explained. “There was one or two sprinkled in there, and when he started taking over our jumps, we probably turned into one of the better jump programs in the state.

He really has done a really nice job with that horizontal jumps program.”

Coach Egan also attributed the programs success to the student athletes.

“Ninety nine percent of the credit goes to the kids,” said Egan. “We can give them the tools to succeed, but at the end of the day they are the ones that have to go out there and do it.“ Ultimately, principal and athletic director Senn said that he was excited to see how the Bulldogs’ track program continues to evolve.

“They are both dedicated to trying to find ways for their student athletes to improve,” said Senn. “It’s a well deserved award for both of them.”

“There was a company that was looking to potentially put together something on solar energy in Bowman County, and, as a result, we didn’t have any kind of guidelines to go by, so therefore we put together an ordinance” he said. “But it was only because somebody had approached the county and said that they were interested in some type of solar project.”

As of now, no solar business has formally applied to operate in Bowman County, according to Pearson. He said that it’s likely that specific and detailed information wouldn’t be available until a business has gone through the entire application process.

According to Pearson, a committee set up by the Bowman zoning board created the ordinance.

“The committee’s job was to sit down and compare other zoning ordinances and come up with something that would be workable for the county,” he said. “[The committee’s] goal was to provide input and to put the information into the format of an ordinance

and get it approved by the county commission.”

Major parts of the ordinance included application requirements for a Solar Energy System Siting Permit, visual impact protections, and avian and wildlife impact documentation.

Overall, Pearson said that it is tough to estimate the possible economic impact of an introduced solar project or business to Bowman County.

“Right now it’s really hard to tell at this point. Right now we don’t know the size of any incoming project,” he said. “Plus North Dakota itself doesn’t have a lot of solar. It’s so new that even the PSC in North Dakota doesn’t have a lot of regulation and there isn’t a lot of taxing directives that have come down as to how the tax on solar would be, whether it would be like wind or oil.

Pearson continued, “So we are at the front of the line and that’s why we wanted to put some regulation in place until something else came. But as far as impact on the county, it’s unknown at this stage what percentage would stay in the county and what percentage would go elsewhere.”

In total, 11 4-H kids from the region participated in the event.

Robison said that the judge noticed an improvement in the kids’ performances from last year.

“We had a decent number of people

attend the show,” he said. “I’m sure that most of the people were parents and grandparents, but it was good to have a nice contingent in the stands. Some of these kids are really nervous, but when they get a round of applause after the event it always builds them up.”

saying eating bugs will save the planet. This is where I told Shirley to make mine a double. Eating bugs will save the planet. Then we should just get rid of all the people, and replace us with anteaters. That would really be good. Unless of course you are a person or a bug.

Now when you eat meat, or fish, you clean them. I mean you remove the insides and eat the meat.

I am assuming that if you eat bugs, you just eat the whole thing. Oh, you may put chocolate on it. Or marinate it in a wine sauce. Or drink the wine sauce and then eat the bugs.

And think of the meals you could scrape off your windshield!

Years ago I was in Alaska. Up on the North Slope. You think we have big mosquitoes in North Dakota. These are nothing. I mean nothing. I swear the mosquitoes up there were nearly as big as turkeys. I mean there are mosquitoes there that you could clean and roast over a fire. I bet they will become really valuable.

But here is what I am going to do. I challenge the news guys that did this story to a challenge.

I want one of them to open a little restaurant in Buffalo or Dickinson and serve only bugs on the menu.

And open it next to the Three or The Crossing. Where you can get great steak tips or steaks.

And we will see which one is in business in a couple months.

I’ll take the ribeye, medium rare, with a baked potato. You can have the grasshopper glazed in chocolate.

Abrahamson made a motion to approve the $10,055 payment request for Burke Trucking, invoice number 2579, with Jeffers seconding the motion, and upon a vote, the motion was carried unanimously.

Braaten made a motion to approve the request submitted by Luke Rodakowski for approximately 200 cubic yards of reject gravel or regular gravel from the Lutz Pit, for his personal use.

Rodakowksi is responsible for one hundred percent of the total cost. Abrahamson seconded the motion. A roll call vote was taken with all members voting aye. Motion carried.

Abrahamson made a motion to approve the Grainbelt Township request for one 36-inch x 30-foot culvert, with the township responsible for fifty percent of the costs, with Buchmann seconding the motion. A roll call vote was taken with all members voting aye. Motion carried.

Abrahamson made a motion to approve the Utility Permit, submitted by Slope Electric, for boring between 152nd Ave SW and 86th Street SW, located in Township 131N Range 103W Section 10, SE1/4 and Section 11, SW1/4. Jeffers seconded the motion. A roll call vote was taken with all members voting aye. Motion carried.

Biggs provided update on the Gascoyne Road. Steve Beylund Construction, Inc. completed the project. Biggs will watch for soft spots.

Jeffers made a motion to submit a letter of support for the BUILD Grant application from the North Dakota Department of Transportation for the Theodore Roosevelt Expressway Freight Expansion Project. Braaten seconded the motion. A roll call vote was taken with all members voting aye. Motion carried.

Bowman-Slope Multi-County Human Service Director Shonda Schwartz met to provide an update to the social service redesign and outlined the recent meeting that was held in Bismarck on June 11, 2019.

Vision West ND Administrator Deb Nelson met to provide information on Vision West, including the history of where they started and where the organization is today. Nelson inquired if the county would reconsider becoming a member once again.

The 8 loads of gravel have been delivered by Jerome Fischer and Jeremy was asked to get a quote from him for future gravel and delivery needs. b) Water: Water leak was found at the Legion building was located and fixed on the 10th in the foundation of the old hotel.

IX. New Business a) Cynthia Smith : Did not show up at the meeting. Discussion was held on the current fees for service turn on/off. b) Grass Clipping and Leaves Ordinance: 3.0206 Littering - Prohibited No person, firm or corporation shall throw or deposit, or cause, or allow to be thrown or deposited any grass clippings, leaves, branches, yard waste, brush, ashes, or rubbish of any kind upon any street or sidewalk in the City.

Violation of this section shall be punishable as an infraction. The penalty for a first violation of this section shall be a fine in the amount of $100.00. The penalty for a second offense of this section, occurring within one calendar year of the previous offense, shall be $250.00. The penalty for a third violation of this section, occurring within one calendar year from the previous offense, shall be $500.00.

Section 2: Repeal of Ordinances in Conflict. All Ordinances and parts of Ordinances in conflict herewith are hereby repealed.

Section 3: Severability. In the event any section of this Ordinance is held invalid by court of competent jurisdiction, the invalidity shall extend only to the section affected, and other sections of this Chapter shall continue in full force and effect.

Section 4: Effective Date: This Ordinance shall be in full force and effect from and after the date of publication.

Paul Brooks met with the commissioners to discuss the possibility of the county purchasing gravel from him. The commissioners made an agreement with him as a good option for gravel on the west end of the 74th Street project.

The meeting was recessed at 10 A.M. for the Unorganized Township Equalization meeting.

Lucas Doerr, Brosz Engineering, met with the commissioners to give an update on the 140th Avenue project. Discussion was held on having a public input hearing on the second phase of the project.

Rob Brooks, Crawford Township, met with the commissioners to discuss 4 miles of graveling that they need done. The county will furnish the gravel and will provide culverts at county cost and the township will be responsible for trucking and laying the gravel.

Commissioner Sonsalla presented a motion to appoint Rob Brooks to the zoning board. The motion was seconded by Commissioner Teske and passed with all voting in favor.

The class is scheduled for Aug. 6 and 8 from 5-9 p.m., and Aug. 10 from 8 a.m. – 4 p.m. The course is free and takes 16 hours to complete.

Students will learn the history of the fur trade in the Dakotas, furbearer identification, tools and techniques for harvest-

ing furbearers in North Dakota, as well as proper handling (skinning, fleshing and boarding) of furbearers.

Upon completion, graduates are issued a certification card that is recognized by any state requiring trapper education prior to purchasing a license.
