It’s been a relatively quiet winter for Southwest Health Care Services while the Bowman health care provider solidifies its plans for the long-awaited, large-scale renovation of its facilities. SWHC staff, managers and board members were given an update this week on the progress of the plans, which include the relocation of the existing hospital to the long-term care site and the construction of a larger, all-encompassing facility. Casey Jackson, general contactor and senior design phase manager from Mortenson Construction, told the Pioneer on Tuesday that the hospital’s site plans were still pending approval by the North Dakota Department of Health. Those plans, which began in 2011, were submitted last October but have been delayed due to the department’s lack of staffing and large workload. “Things have gotten a little bit better since last summer, but not a great deal,” Jackson said. “(The Department of Health) is still very stressed with resources and capacity with other projects that they are reviewing.” The department, however, did indicate that it is currently reviewing SWHC’s plans. Though, the timeline for their approval is not certain. To avoid a delay of the construction’s start date, Jackson said they are presently working on a strategy with the state to work through a “stage permitting process that will hopefully facilitate an on-time construction start and mitigate some of the impact they may have on the construction timeline.” Jackson said SWHC is still anticipating mobilization of crews in the first couple weeks of April. The project’s bid process will end in the next few weeks. “Like most other projects in western North Dakota, we’re anticipating we’ll have some pressures on the budget,” Jackson said. Those pressures, however, are being analyzed collectively between Blue Room Architecture and Design, Mortenson Construction and SWHC. Jackson said they identified a strategy to be able to identify each element of the

The benefit of creating a “mitigation bank” was highlighted by the North Dakota Department of Transportation on Tuesday during the regular meeting of the Bowman County Board of Commissioners. Representatives from the North Dakota Aeronautics Commission, U.S. Army Corps of Engi-

neers, Brosz Engineering, Bowman Airport Authority and the Bowman County Economic Development Corp. (BCDC) joined the meeting to provide their input on the issue. A mitigation bank is an area of wetland that has been restored, established, enhanced or preserved to provide compensation —

or offset — for unavoidable impacts made to aquatic resources. To “mitigate” means to make less harsh or hostile. Environmental mitigation is a part of a system established by government that involves allocating credits, according to the Environmental Protection Agency. Cred-

its are given in situations where a natural resource is improved or preserved. David Dewald of the NDDOT said Tuesday’s meeting broke new ground since the department had never previously entered into a mitigation plan with a county. The NDDOT typically makes such plans with landowners.
