Big changes coming to the Pioneer

Country Media’s newspapers in Bowman, New England, Killdeer, Hettinger and Baker have implemented a number of innovative changes over the past several months to provide our communities with complete, up-to-date, relevant news and advertising.

Innovation by traditional newspapers is particularly important in this Age of the Internet. There’s never been a greater need for thorough, accurate information.

To help our readers sort out fact from fiction, Country Media is pursuing two strategic objectives: • The first is to reemphasize our belief in print media. To that end, we have improved the design of our newspapers, strengthened the leadership in our newsrooms, partnered with community residents and organizations to rethink our news content, and sharpened our writing skills.

And now, in another nod to the heritage of American newspapers and our commitment to print journalism, we’re returning to the “broadsheet” format. Beginning

with the first edition of the New Year, we’ll be bringing you a larger newspaper each week.

The current tabloid-sized editions will be replaced by wider, longer pages with a horizontal fold in the middle.

Say Anything The New York Times recently published a rather unflattering story about North Dakota’s oil booms. We can expect the paper, which seems to be angling for a Pulitzer, to flog this issue for at least the next year.

Unfortunately, the man to whom it falls to defend North Dakota’s approach to oil and gas regulation has so far chosen reticence. Governor Jack Dalrymple refused an interview with Times reporters, instead issuing little more than a written statement refuting, with few details, the paper’s assertions.

More on that in a bit.

According to the Times, loose regulation implemented by politicians far too cozy with the oil industry has resulted in increasingly negative environmental impacts as measured by spills of oil and other materials.

Of course, the Times doesn’t paint a very accurate picture. For instance, the paper claims that the rate of spills per well is increasing in the state, a sign that regulation isn’t working. “[A]ll told, the number of wells is up 200 percent and spills 650 percent since 2004,” the paper reports.

That metric might serve the cause of hysterical headlines well, but it tells us very little about the situation on the ground. Wells do not produce a uniform amounts of oil.

Some produce a great deal while others produce very little.

Spills should be measured as a rate of oil produced. According to the Energy Information Administration, from 2004 to 2013 the amount of oil produced in North Dakota increased 908 percent.

“This means that the number of spills per barrel of oil produced actually went down by 25.6%–using the Times own figures for spills,” writes Pablo Zarate for Energy In Depth, an oil industry publication.

The Times paints a picture of spills in North Dakota getting worse under a lax regulatory regime. In truth, the spill rate has actually improved significantly.

Whoops.

The Times also claims that state officials too often reduce fines levied on oil industry companies respon-

sible for spills, usually by as much as 90 By ROB percent.

PORT This too is misleading. Whereas activist reporters may desire a stick-only approach to regulating oil and gas development, North Dakota uses a carrot and a stick.

Fines against companies are often reduced after they cooperate with state authorities on cleanups. If a company is responsive after a spill, if they work aggressively to clean up and make those affected whole, they can expect to have their fines reduced.

If the state weren’t reducing the fine, what incentive would the company have to be proactive in cleanup and restoration? Would it be better to force the matter into the court system, or should we admit that coaxing companies into cooperation is a better outcome for all involved?

A good example of this took place shortly after the Times report was published. Zenith Produced Water LLC saw its fine for dumping low-grade radioactive material in an abandoned house in Noonan.

The company was to pay $800,000 in fines. Now it will pay just under $20,000.

The fine was reduced because the company wasn’t directly responsible for the dumping. Rather, a subcontractor was responsible.

The company is now cooperating in helping to find the real perpetrator who is currently a fugitive from the law.

Zenith will be on probation they’ll have to pay a suspended fine if they commit a similar offense in the future. The focus is on finding the real perpetrator, and preventing future dumping, with reduced fines used as a “carrot” for cooperation.

Such pragmatism might not appease the environmental activists, but their goal is to stop fossil fuels.

North Dakota’s goal is to keep producing them safely and responsibly.

Which brings us back to Dalrymple. North Dakota’s approach to oil and gas regulation is entirely defensible. It’s working, but in the world of politics perception is reality.

They came back on Friday evening. They were at Larry and Kathy Whites.

Morris picked up Hazel and took her to the farm.

Their daughter Shari, from Newell came and made the dinner. Also Rick and Tori Sanford from Newell were there. Jeff and Char and

boys from Mandan were there also.

We had a good turkey dinner and pumpkin pie.

Marlene came in to spend the afternoon with me. We played cards and as usual I lost four games of Skip Bo. John and Pat Schaff from Denver stopped in to see Barb Schaff on Saturday. She was happy to see them. She hadn’t seen her son and his wife in quite some time.

Joann Swartz stopped on Saturday and dropped off some lefse for some of us. It was very good Joann. Thanks a lot.

On Wednesday afternoon we went down to the activity room and there Deb Kitchen, Vicky and Sarah were making lefse for us. Then on Friday, Kenny and Garnet had ordered a snack for us. It was crackers, salmon dip, smokies, vegetables and dip-a healthy snack that hit the spot and was also

very good. Thanks a lot Kenny and Garnet.

By DEAN MEYER Hello, I’m writing this on CyberMonday. I’m not a real tech guy. I can’t program the coffee pot to make coffee in the morning. I don’t set an alarm clock, because if I set it for seven, it wakes me up ten minutes after I have gone to bed. I don’t set the TV recording thing and my clock in the pickup stays on Mountain Time all year long. Daylight

savings just doesn’t cut it in Dean’s World.

But, in spite of not being a real tech guy, I have become attached to my phone. If I feel my pocket and my phone isn’t there, I break out in hives, my blood pressure rises, a cold sweat breaks out, and I begin uncontrollable shaking. And then I start grasping all over and screaming for someone to call my phone so I can hear it.

Which doesn’t work very well when you are the only one in screaming distance.

Last week, I think I reached a new low. I had arranged to meet a few friends about sundown for intelligent conversation and ridicule. This would probably involve dice or pinochle cards. This was on a Monday evening.

Beings it was Monday, I thought I would call my

brother and check on the cattle market at the weekly sale in Rugby. Now, I don’t recommend it, especially in the traffic in Dickinson, but I was on the phone while driving. Not texting mind you. But visiting. As I pulled into the parking lot and dismounted (that’s what we cowboys say) from the pickup, I continued talking.

Just, out of sheer habit, as I reached for the door of the pub, I felt my shirt pocket to be sure I still had my phone. Gone! I swore and started back to the pickup.

My brother asked what was wrong. I told him I had forgotten my phone in the pickup and was heading back to the pickup. There was a pause and he asked whose phone I was talking on. Made me feel very smart.

I have one friend who does not have a cell phone. Other than that, he seems to be a fairly normal guy. Well, not really normal or he probably wouldn’t be my friend. But I marvel at this guy! How does he doe it? What if there is an emergency? What if we need a fourth for pinochle? How does he check the markets? How does he take pictures of his cat? How can he learn to sing “All about the bass?” That’s pronounced base. Not like the fish.

He eloquently explains that he got by for a lot of years without checking the markets several times a day. And he can’t change the market anyway. He doesn’t care to dance when doing chores. If he is not busy, he will already be at the pinochle game. And he hates cats.

North Dakota Outdoors November for many outdoorsmen and women is a gradual transition from October’s ducks and geese into deer and late-season pheasant hunting.

But this year, the second week of November came with near-record cold and early ice that signaled dread for those who lament long Midwest winters, but probably warmed the hearts of many ice anglers who often are waiting until mid-December to get going on most waters.

And this year, there’s probably more reason that winter anglers are champing at the bit to get out on the ice. Spring, summer and fall fishing on many waters throughout the state continued to impress, and there’s every reason to believe good fishing will continue into the winter.

“Fishing in North Dakota continues to be record-setting on most all levels,” said Greg Power, North Dakota Game and Fish Department fisheries chief. “A record number of fishing lakes has contributed considerably to the record number of fishing licenses sold in recent years.”

And if this fall’s fish reproduction surveys are any indication, the long-term outlook is good as well. Game and Fish fisheries personnel have wrapped up those annual surveys and sampling efforts

for the open water season, and results point toward good conditions on the state’s big waters.

North Dakota’s three big fisheries – Lake Sakakawea, Lake Oahe/Missouri River and Devils Lake – continue to account for approximately half of the annual statewide fishing effort.

Good habitat and forage conditions in Lake Sakakawea have produced an abundance of rainbow smelt and other alternative forage, which in turn has contributed to excellent condition and growth of game fish. Walleye numbers are high, and recruitment of several strong year-classes in recent years bodes well for the future. In addition, a good population of northern pike should produce some of trophy quality.

Overall health of the Devils Lake fishery remains good.

Walleye are abundant and

anglers fishing for walleye this winter should expect fish of similar size and numbers compared to recent years. Northern pike are still plentiful with a nice average weight of about four pounds.

The number of catchablesized perch available will likely be down from 2013, but still should be considered good.

Surveys suggest anglers will notice fewer of the large 12-14 inch perch this winter.

The Missouri River between Garrison Dam and Lake Oahe is still under the influence of habitat changes caused by the flood in 2011. Walleye numbers remain low, and walleye reproduction and forage fish production have been poor in recent years. However, the outlook has greatly improved in Lake Oahe, especially near the South Dakota border where recovering forage populations have led to improvements in walleye condition and growth.

But then, by chance, he agreed to haul a load of cows for me. And he didn’t show up at the appointed time. His pickup had gone on the blink.

We met him on the road and I assured him, that although he had promised me, I would not hold it against him, and we could make another trip, although we would be loading in the dark of night. I really made him feel bad.

We made the seventy-mile trip back to the pasture in the dark. There, thanks to us having to make the extra trip, right by the corral, stood the last bull we had been missing!

And if my phoneless friend had made the load, we would still be short that bull!

While these waters consistently generate the majority of fishing activity, most anglers have realized the small lakes, sloughs and reservoirs have exploded the past 20 years and almost seem to get better every year. Fact is you’d be hard pressed to convince even the most pessimistic North Dakota angler that fishing over the last five years has ever been better.

If you don’t believe me, check out the Game and Fish Department website fishing pages. You’ll have access to recent stocking reports, along with access information and available amenities as well.

It’s impossible to say where the hot spots or best bets are from day to day, but it looks like this year we’ll have an extra month or so to find those areas.

So make sure the ice is safe, and go fish!

Greg Wilz, Director, Division of Homeland Security, added that the information gathered and the recommendations made will help emergency managers at the local level and first responders be better prepared for response to crude oil incidents. Emergency managers and first responders have done a great job in the past and the report information will enhance their capability in the future.

The consolidated report will include, among other possible elements: • A summary of the state’s readiness to prevent and respond to rail, roadway, pipeline, and water accidents involving crude oil; • Recommendations concerning statutory, regulatory, or administrative changes needed at the state level to better prevent and respond to accidents involving the transportation of crude oil by road, rail, water, or pipeline; • Recommendations concerning the role that local governments across the state

The report will accomplish its goals through the following: • Identify and engage stakeholders • Identify and understand the risks and vulnerabilities • Determine the desired prevention, preparedness, and response capabilities • Identify the gaps and areas for improvement • Develop an action/preparedness enhancement strategy The report will take approximately 8 months to complete and will cost the agency $350,000 to complete. Sen. Heidi Heitkamp announced that new federal grants will be available for eligible for firefighters and first responders to help them update their equipment and improve firefighter and community safety.

These funds will enable fire houses in North Dakota to receive support their operations, which are particularly important for the 96 percent of first responders in North Dakota who are volunteers.

“Our first responders in North Dakota are often the first on the scene in life-ordeath situations, putting their lives on the line every day for their communities – and they do it voluntarily,” said Heitkamp. “Their invaluable service and their sacrifice is something we cannot take lightly – and as the daughter of a volunteer firefighter in growing up in Mantador, I know I never will. That’s why I’ve made getting first responders the tools they need to prepare, succeed and survive their missions a top priority.

During a speech to the North Dakota Farmers Union State Convention, U.S. Sen. Heidi Heitkamp discussed the current state of North Dakota’s agriculture industry and the challenges it faces, and addressed the outlook for key agriculture policy issues in the upcoming Congress.

Heitkamp, a member of the Senate Agriculture Committee and recent recipient of the National Farmers Union Golden Triangle award, spoke about her efforts to make sure the 2014 Farm Bill is implemented in a way that works best for North Dakota’s farmers and ranchers, and highlighted upcoming deadlines they need to be aware of, such as electing farm programs and updating yields. Heitkamp also addressed the ongoing challenge of agriculture rail shipment delays that have hurt producers and prevented them from being able to get their products to market.

■■ Hoeven announced funding for N.D. highways

Senator John Hoeven announced that the U.S. Department of Transportation (DOT) has awarded $344,092 to the North Dakota Department of Transportation to enhance highway safety. The funding for 2015 announced today comes through three grant programs: State Traffic Safety Information System Improvement Grants, Occupant Protection Grants and Impaired Driving Countermeasure Grants programs. All were awarded by the DOT’s National Highway Safety Administration.

The three programs were authorized as part of Moving Ahead for Progress in the 21st Century (MAP-21), a comprehensive transportation bill.

Hoeven was a member of the joint Senate-House conference committee responsible for reconciling the House and Senate versions of the bill, which passed the Senate in June 2012.

He was raised in Drake, where he received his education graduating from Drake High School in 1968. After high school, Randy then enlisted in the United States Navy where he proudly

served his country until later being discharged from his duties. Randy then returned home where he married Jeannie Lou Lyon. To this union, three children were born, Robert, Lee and Michael. In 1997, Randy married Kathryn Jo Morrison.

Law could require students to pass citizenship test before graduation A bipartisan group of North Dakota lawmakers is sponsoring a bill to ensure North Dakota’s high school graduates know basic information about the foundation of their nation, state and government.

It would require North Dakota high school students to pass the same exam that is given to new Americans. The exam has 100 questions. To qualify for citizenship, new Americans must correctly answer six of 10 questions that are chosen at random from the exam.

The legislation says North Dakota students must take the entire exam and answer at least 60 percent of its questions correctly. Beginning in the 2016-17 school year, every North Dakota student must get a passing grade on the civics exam to

flexibility in achieving the bill’s goals, and said it does not impose extra costs on schools. She said the exam itself and its answers are readily available on the Department of Homeland Security’s website.

“The new generations of North Dakotans who are coming up need to know about the foundations of our republic,” Baesler said. “We need to make sure these traditions last forever. Our veterans have fought and died for hundreds of years to preserve these traditions. It is our sacred duty to teach these traditions to our children.”

Recent surveys have shown that high school students, and Americans in general, struggle to answer basic questions about the foundations of our government.

Stranded in winter weather? There’s an app for that.

During the colder time of the year we pack our vehicles with a winter survival kit. Filling it with items that can help you survive if you are ever stuck outside during harsh weather.

Thanks to an app developed

by North Dakota State’s Extension Service in Fargo, N.D., you can use your smartphone device right along with your kit to survive if you are ever stranded in your vehicle.

Bob Bertsch, Web Technology Specialists with NDSU Agriculture Communication, was a part of the team that designed the app ‘The Winter Survival Kit.’ A fair amount of their work at the extension office in Fargo consists of disaster preparedness and disaster recovery.

Having already developed an app to help people recount their possessions in the event of a disaster, ‘The Disaster Recovery Log,’ Bertsch and his team decided it might be a good time to tackle the stormy seasons of this part of the country.

“For some people who were experiencing the kind of flooding that we saw in Minot,

they left with maybe just their smartphone,” Bertsch said.

“This made sense in the context of winter driving too.”

Bertsch also said the app was made with the oil industry in mind. With the rise in energy occupations in the state, there are many people moving here who don’t know the severity of winter weather this region experiences, some may have not even seen snow.

“Especially with the oil boom, with a lot of new people coming to North Dakota, people who may not be so familiar with our weather, we thought, ‘hey this would be a good tool,” Bartsch said. “Having that smart phone with you, we just tried to develop something that would be as helpful as we possibly could in that situation.”

The app itself was developed by a group called Myriad Mobile, formerly Myriad Devices.

Myriad Mobile was founded by two students at NDSU in 2011, Jake Joraanstad and Ryan Raguse and has grown to include over 60 full time employees and offices all around the country. Myriad Mobile has been responsible for the development of the Valley News Live app, as well as the Scheels store app.

According to Bertsch, The Winter Survival Kit took about six months from concept and development to final release.

The app was released for download in the fall of 2011.

The app is very intuitive, and can help ease the stress of becoming stranded. The Winter Survival Kit is available for for download on both Android and Apple iOS and is free of charge.

When you first download the app you press ‘Set Up,’ and it walks you through some steps to gather information that will help in the event the app is needed, though you can always go back and alter your settings.

The app will allow you to call 911 and find your location, but there are also many other features that stand out.

First, you are able to store important numbers, such as insurance policies or account numbers for any type of roadside assistance programs a person may be enrolled in. Second, the app has ability to store emergency contact numbers of people one would wish to alert.

This feature allows you to send a mass text message, instead of individual messages, limiting the time you spend texting and saving necessary battery life.

The app also comes with an imbedded alarm system. The app will periodically alert the user to keep them awake and vigilant, but the alarm is also there remind them to periodically turn of the car motor and check the engine, as well as examine the exhaust for snow

accumulation in order to avert deadly carbon monoxide build up inside the vehicle.

Another feature of The Winter Survival Kit is its gas calculator. During the initial set up, you are asked to input what your gas tank capacity is. In the event the ‘I’m Stranded’ button is pressed, it asks the user to input how much gas is left in the tank. The app will then give the user a rough estimate of how long the car can stay running before it runs out of fuel.

Many of the features of the app were added with the hopes of relieving some of the stress and the anxious feelings of what to do next, and though it sounds complicated, Berstch said it’s an easy process to work through.

BOMBING OVER BOWMAN – PART II U.S. Air Force releases environmental impact report for Powder River Expansion; decision expected before Jan. 1

By BRYCE MARTIN Pioneer Editor Residents of southwest North Dakota and eastern Montana expressed great concern in the four years since the announcement of a proposed expansion to the military aircraft training area known as the Powder River Training Complex.

The time for public input has since ended and a formal decision on whether to go ahead with the expansion is expected later this month.

But prior to the U.S. Dept. of Defense’s final word on the matter, and after four years and an exhaustive public comment phase, the U.S. Air Force released a Final Environmental Impact Statement on Nov. 24. The report detailed a final modified expansion area and the potential impacts such an expansion could cause.

Plans call for Powder River, which currently spans South Dakota, Wyoming and Montana, to grow into an 18-million acre bomber-training complex that would also reach into southwest North Dakota, from Bowman to Hettinger and up to New England.

U.S. Air Force crafts from Minot Air Force Base and Ellsworth Air Force Base in Rapid City would utilize the area for exercises nearly five days each week and 10 to 12 days of the year host large force exercises, colloquially known as war games, across the stretch.

According to an updated map of the expansion in the report, Bowman County and much of southwestern North Dakota was still included in the training area.

It is this alternative that the U.S. Air Force favors most.

Though, it brings no change in the proposed overflight elevations for Bowman County.

That was a concern for Rodney Schaaf, a pilot and president of the Bowman County Airport Authority.

“That’s going to kill us for the new airport,” Schaaf said earlier this year.

The new Bowman Regional Airport, which nears completion, would be one of the main airports within the expanded region, posing a potential threat to Bowman’s aviation and commerce, according to Schaaf.

Though, the most pressing issue facing the area is the altitude at which several of the military’s aircraft could fly, notably over Bowman, which has been designated in the plans as a low/high area where crafts could fly at a minimum of 500 feet above the ground.

Other airspace encompassed by the expansion, such as Hettinger’s, has been designated as high areas, meaning aircraft could only fly as low as 12,000 feet above the ground.

Air traffic could see big impact In an attempt to mitigate safety concerns regarding civilian airspace, the report explained that required airspace for military training would be scheduled in advance and notices to airmen would be issued two to four hours prior to the initiation of military training.

If all the MOAs were activated at one time for military training, the training could impact an estimated 86 civilian aircraft flights daily under the airspace during Monday through Thursday. If all the MOAs were activated Friday morning, there would be approximately 30 civilian aircraft operations impacted.

Impacts also included an estimated delay of up to four hours for ground holds or diversions.

Common aircraft that would be involved in training are the Boeing B-52 Stratofortress and the Rockwell B-1 Lancer, both of which are strategic bombers for the Air Force. The B-52 would navigate in the areas designated “high” and the B-1s, a supersonic bomber, would be operating in the low areas.

Thirty to 40 aircrafts simulate war scenarios during the exercise.

A potentially dangerous situation could occur if a small aircraft is traveling through the proposed training airspace.

Emergency flight operations such as firefighting and air ambulance would continue under emergency flight procedures.

No impact would be expected because the Air Force would “expeditiously” move training activities outside the required airspace to meet the emergency, the report said.

Involuntary littering Chaff or flare residual materials would not result in a safety impact, although finding a piece of chaff or flare material on the ground could “annoy persons,” the report said.

Chaff is a bundle of miniature tinfoil that is released by aircraft if an enemy tracks and

launches a missile based on its radar location. One bundle of chaff could contain about one million pieces of tinfoil, which fall to the ground.

“Some of these ranchers are concerned about it laying on your surface water and your stock dams,” Schaaf said.

Flare use by aircraft would also be restricted to above 2,000 feet above the ground and discontinued in airspace with very high to extreme fire conditions. Though, flares would not be expected to increase fire risk, according to the report.

There would be little safety risk from an estimated one dud flare falling within the entire airspace every three years, as said in the report.

Wildlife could be at risk Minimal to no effects are expected to threatened, endangered and other special status species including greater sage grouse or rare migrants, such as the piping plover, least tern, whooping crane or yellowbilled cuckoo, according to the report.

Noise only an ‘annoyance’ The public expressed extensive concern about aircraft flying too low to the ground.

Impacts from such an event include uncertainty, startle effects and noise.

According to the report, the Air Force would continue the process within the Powder River MOAs whereby ranchers have coordinated with the Air Force to identify temporary avoidance areas to reduce the potential for low altitude aircraft impacts.

The Air Force claimed that the overall resulting noise impact from bombers and other aircraft operating within the expanded Powder River training area would only be considered an “annoyance” to persons on the ground, and not significant enough to warrant larger mitigations, according to the report.

For low fly areas such as Bowman County, however, noise could be a bigger problem.

“Increased noise from a sudden low overflight would be noticed and could be perceived as a significant impact by residents under the airspace,” the report said.

Such an overflight would be expected to occur over two to four percent of each active MOA during each training day,

or an average of six to nine per year, according to the report.

Supersonic flights emitting sonic booms, the sound made from traveling faster than the speed of sound, would be limited to 10 days per year and could average at least one sonic boom per day. A boom could result in a local area experiencing an overpressure. If that occurs, glass, plaster and other structural elements in good condition normally would not be expected to fail, but it would be possible, according to the report.

Sudden onset sounds can be startling to humans and animals and have resulted in damage to penned cattle and fencing—one of the main negative aspects identified by public input.

The Air Force would extend the Powder River airspace policy of establishing seasonal avoidance areas to reduce potential impacts to ranching, other sensitive areas and cultural or historic resources.

Heitkamp worked with the Air Force to ensure any work it does to expand air space at the Powder River Training Complex would not negatively impact interests of surrounding communities.

Though the report said that any impact to sensitive species would likely be short-term and unlikely to significantly affect the population.

Potential bird aircraft strikes could also occur in the low MOA where migratory flyways converge, such as in Bowman County.

Migratory bird species involved in bird-aircraft strikes would be considered an incidental taking and would be exempt from any permitting requirement. An infrequent special status bird-aircraft strike would not be expected to adversely affect any populations.

According to the report, there is no evidence of chaff and flare residual materials or chaff fibers affecting wildlife or domestic animals through ingestion, inhalation or direct body contact.

By COLE BENZ For the Pioneer Sex trafficking was once a subject rarely discussed around this part of the world and an even more uncommon topic of conversation around this part of the country. But recently it has become a big issue for western North Dakota.

It took 7th grade English students at Scranton Public School by surprise last week when they learned about the sex trade from somebody who has spread sex trafficking awareness as it entered the mainstream.

Michelle Engraff, a teacher at Scranton Public School, along with her team teaching partner, Karyn Chiapella, set out to educate students about slavery.

Starting with slavery in history at the beginning of the year, Engraff and Chiapella ended with a lesson on modern day slavery—something their students were not aware of.

Under federal law, any minor under the age of 18 years induced into commercial sex is a victim of sex trafficking, regardless of whether or not the trafficker used force, fraud or coercion.

Lazenko’s efforts have recently made national news when she was featured on CNN’s “This is Life with Lisa Ling,” which aired last month.

Ling spent a week with Lazenko, documenting her operations and discussing the issue at length. Ling was present to witness Lazenko in action as she attempted to rescue a woman that was a current victim of sex trafficking in Williston.

Lazenko was also a victim of sex trafficking. Her sorrow over the situation quickly transformed into a fiery spirit.

That’s what led them to Windie Lazenko.

Lazenko spoke to students in Scranton on Nov. 26 and shared her experiences with the sex trafficking industry in North Dakota.

Lazenko is on the forefront in the fight against sex trafficking and exploitation in the state.

She is the founder and leader of the organization 4Her North Dakota and has battled the industry of sex exploits in the state for over a year.

Sex trafficking is a form of modern slavery that exists throughout the United States and globally. Sex traffickers use violence, threats, lies, debt bondage and other forms of coercion to force women, men

She first began her campaign in her own community. Hanging out at skate parks in southern California, she was the support that some needed.

Before she ventured to North Dakota, Lazenko made school visits where she would teach students how to recognize atrisk behaviors and things in their own lives. Another part of her visits were to make the students aware of the dangers they could encounter when surfing the Internet, something Lazenko said has allowed the sex trade to explode.

Bowman County Pioneer saw what was happening, she knew there was too much work to do for her to go back.

“I did it because it needed to be done and somebody needed to pay attention to it,” Lazenko said.

Lazenko then founded 4Her North Dakota, an organization aimed at supporting survivors of sexual exploitation and sex trafficking. Her organization is one of the first primarily focused on helping people be freed from the sex trade life. She has been directing the efforts of her group for about a year and doesn’t plan on stopping anytime soon.

“We’ve done some great things in a year, but I can’t wait to see what the next year holds,” she said.

Her work with 4Her is to be a voice and advocate for the survivor.

“My No. 1 position in the fight against human trafficking is to mentor and advocate for the victims when they are first discovered,” she explained.

Right now her biggest hurdle in her efforts has been the limited amount of financial support.

With more funding she would be able to move forward with the next step in her organization: building a safe house for outreach planning and for survivors to temporarily stay.

“We really need that safe house open because we’ve been able to serve the girls that have come to us through different avenues but we could really be doing outreach and a lot more with a safe house,” she said.

Chiapella also said that news coverage of the Bakken oil boom’s drawbacks often does not mention the presence of sex trafficking.

Students were displeased with the little awareness being shared within the state and decided something had to be done.

“It was a matter of a week that these kids said, ‘something is wrong here, what can we do,” Chiapella said.

The students decided that they would make and sell weaved bracelets for a fundraiser; they asked for a donation and gave the donor a bracelet for their generosity.

Chiapella and Engraft said they knew their students would raise some money, but were surprised when the students raised $777.

The students also surprised Lazenko.

Along with giving 4Her the donation, the Scranton students mailed her letters about what they learned and offered a thank-you.

Lazenko keeps those notes close and said it is rare that organizations such as hers receive that kind of recognition.

With some help from Scranton’s donation, Lazenko said she would continue her fight against sex trafficking.

Some winter fishing regulations include: · A maximum of four poles is legal for ice fishing. However, when fishing a water body where both open water and ice occur at the same time, an angler is allowed a maximum of four poles, of which no more than two poles can be used in open water.

· Tip-ups are legal, and each tip-up is considered a single pole. · There is no restriction on the size of the hole in the ice while fishing. When a hole larger than 10 inches in diameter is left in the ice, the area in the immediate vicinity must be marked with a natural object. provided an update on the recent meeting that they attended, with representatives from Gilmore Planning & Landscape Architecture, Inc., to explore the possibility of their firm assisting with the development of the old airport site. A future meeting will be held to review options.

Bowman County Treasurer, Christine Septon, met to present the October 2014 Treasurer’s Report/Bank Reconciliation Report. Steiner made a motion to approve the report, with Bowman seconding the motion, Motion carried.

Septon stated her need to employ an individual to work in her office now until the end of the year. Septon has funds in her budget to offset the cost. The commission granted their approval.

Josh Lindstrom, Sweetwater Golf Course board member, met to inform the commission of the work that was completed on 88th Street at a cost of $9,500.00. Lindstrom is requesting the county to pay one fourth of the cost, with the City of Bowman, Bowman Township and Sweetwater Gold Course each paying one fourth as well. The work was completed late in the season, so if pot holes appear, the county will repair next spring. Brackel made a motion to approve a payment of $2,375.00, with Steiner seconding the motion. A roll call vote was taken, with all members voting aye. Motion carried.

by Consolidated Telecom for approval.

Teigen contacted the company to discuss the concerns of the commission.

Steiner made a motion to correct the minutes from October 8, 2014, with Brackel seconding the motion, a roll call vote was taken, with all members voting aye. The following is the requested correction; Steiner made a motion to reduce the Bowman County Water Resource Board mill levy from 2 mills to one, with Bowman seconding the motion. A roll call vote was taken with Steiner and Bowman voting aye, Abrahamson, Brackel and Braaten voting nay. Motion failed. The minutes were originally printed incorrect, as the roll call vote was recorded as all members voting aye. Motion failed.

Darin Langerud and Mark Schneider, representatives from the North Dakota Atmospheric Resource Board, presented the final report for the 2014 North Dakota Cloud Modification Project. Guests present, Bobb Brewer and Dean Pearson, members of the District I Advisory Committee. Burke County recently established a weather modification authority, effective 2015, which may lower the annual contract price for Bowman County.

Bryce Martin, Editor Bowman County Pioneer, joined the meeting at 10:55 AM. Representatives from Valley Med Flight met to outline their air ambulance program and propose a county wide membership. The current fee is $5.12 per person, which at this time they are offering a reduced fee of $4.12 per person for the first year, for a total of

$14,000 per year. The commissioners expressed interest and would like the representatives to contact the Southwest Healthcare Services ambulance personnel and return to continue discussion at a future meeting.

Bowman County Highway Superintendent, Neil Hofland, Bowman County Highway Foreman Nathan Miller, and Gary Brennan, from Brosz Engineering, provided an update to the Davis Barn Road, as Wilson Construction did not get the project completed.

Mayo Construction will return in the spring, as their warranty will not be released until May of 2015, at which time the determination will be made to how the road, located in the City of Scranton, is holding up. Hofland informed the commissioners that he has two openings in the road department.

The Approach Permit application, submitted by Brian Krinke, was denied.

Hofland will contact them to discuss different options.

Steiner made a motion to approve the Utility Permit, submitted by Denbury Onshore, Inc., for boring of flow lines, located in Sections 22, 23 and 27, T131N R105W, with Abrahamson seconding the motion. A roll call vote was taken with all members voting aye. Motion carried Bowman County Emergency Manager Dean Pearson, Bowman County Assistant Emergency Manager, Bowman/ Slope County 9-1-1 Coordinator, Karla Germann, Bowman County Sheriff, Rory Teigen, and Deputy Sheriff, Dick Frederick, met to discuss the Bowman County Public Information Officer (PIO) position, previously held by Bowman County State’s Attorney, Andrew Weiss.

Commissioner Abrahamson will be the acting PIO, until which time, the newly appointed state’s attorney will resume the duties.

Pearson distributed the materials from their last exercise held on November 12, 2014. The commissioners are in favor of conducting an in-house training session to review the questions that arose from the training. Bowman County State’s Attorney, Jim Gion, reviewed the proposed resolution and recommended adoption of the resolution for the provision of providing an emergency shelter during an emergency.

Abrahamson made a motion to approve, with Brackel seconding the

motion. A roll call vote was taken, with all members voting aye. Motion carried.

WHEREAS, Bowman County has an Evacuation, Shelter and Mass Care Plan developed as Appendix A to the Local Emergency Operations Plan and; WHEREAS, this Plan provides for the care of residents at risk during emergency situations when ample time is available for pre-planning and with the knowledge that it is the responsibility of local government to provide emergency shelter or temporary housing and subsequent mass care for those disaster victim within its own capabilities, and; WHEREAS, emergency and disaster situations do occur in Bowman County such as wildfires, severe summer storms and tornadoes, severe winter storms and blizzards, prolonged power outages and hazardous materials transportation incidents and any one or a combination of these can impact the well being of the county residents.

HOWEVER, these emergencies are now intensified by an increase in traffic and activities connected with the growth in western North Dakota and with the understanding that some residents do not have appropriate housing or the necessary supplies for local conditions, and ; WHEREAS, the obligations, to provide sheltering in the Plan, were not developed to provide sheltering, mass care and continued well being to those who do not have adequate housing.

NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners declare that the Bowman County Shelter Plan will only be activated as a result of the declaration of a county emergency or disaster and once activated, will remain so until the emergency or disaster has been declared over or terminated by the Board of the County Commissioners.

Bowman County Deputy Sheriff, Dick Frederick, outlined the invoice received from Cerberus totaling $51,402.41, for courthouse security. The county received a grant for $47, 642.02. Brackel made a motion to pay the shortage of $3,760.39 from the building fund, with Abrahamson seconding the motion. A roll call vote was taken with all members voting aye. Motion carried. Cer-

CITY OF BOWMAN BIDS FOR CLEANING SERVICES The City of Bowman is accepting bids for the weekly cleaning of Bowman City Hall and the Joint City/County Shop for the year 2015. Bids shall be for the monthly cost for City Hall and a monthly cost for the Joint Shop. Bid specs may be picked up at the City Auditor’s office during regular office hours. Bids will be accepted until December 15, 2014, at 4:00 pm. Bids will be opened at the regular commission meeting on December 16, 2014 at 5:15 pm. Connie Schaff, Project Administrator for Roosevelt-Custer Regional Coun-

cil, met via telephone conference, to discuss the agreement outlining the Community Block Grant administration fee of $15,000 for the Bowman County Housing Authority. Schaff stated that the fee will be paid by USDA, and will be paid directly to Roosevelt-Custer Regional Council. Steiner made a motion to approve executing the agreement, with Abrahamson seconding the motion. A roll call vote was taken, with

all members voting aye. Motion carried.

Southwest Healthcare Services will be hosting a Holiday Health Fair at a reduced rate of $25.00 per person.

Abrahamson made a motion to approve paying the fee for any employee that wishes to take part in the health screening. Brackel seconded the motion. A roll call vote was taken, with all members voting aye. Motion carried.

Steiner made a motion to approve the quote for $9,649.00, received from Cashway Building Center, to replace the south lower level windows and replace the gutter system in the atrium.

Bowman seconded the motion. A roll call vote was taken, with all members voting aye. Motion carried.

JoAnn Runner met to announce she will soon complete her last class for the “Stepping On” program and also submitted a letter of resignation, effective December 18, 2014.

The commissioners thanked Runner for her twenty five years of dedicated service to the county.

Darwin Wilke, President of the Bowman County Fair Association, and board members, Justin Wolbaum and Darrell West, met to present costs associated with the grandstand project. $428,096.22 has been expended, which does not include electrical costs or an additional $6,000 to finish the cover. Wolbaum stated that the cash on hand for the fair board is extremely low after paying all outstanding invoices presented by the contractors.

Jim Gion joined the meeting at 3:40 PM. Wilke is asking the commissioners to reimburse the fair association for $78,096.22, on what they have paid on the project, which is over the $350,000 that the county has previously paid towards the project. Bowman made a motion to approve an additional $78,096.22, to reimburse the fair board for the project costs that they paid, from BLM funds. Brackel seconded the motion. Roll call vote was taken with Bowman, Brackel, Steiner and Braaten voting aye. Abrahamson abstained from voting. Motion carried.

Bowman County State’s Attorney, Jim Gion, updated the commissioners on the discussion he has had with the newly elected state’s attorney, Stephanie Pretzer, in reference to when she takes office on January 1, 2015. Gion stated that he will offer his support for a smooth transition period. Gion will be willing to stay involved for a couple of months but will expect to be compensated for his time. Gion suggested that Pretzer start on December 1, 2014, and feels after January she should be able to be on her own, after which time, she can call him on periodically. Discussion will continue on December 2, 2014 with Gion and Pretzer.

Discussion was held on courthouse Christmas holiday hours. Braaten recommended that that the courthouse close at noon on December 24th and remain closed through Friday, December 26th, work regular hours on December 31, 2014, closed on Years Day, and work regular hours on Friday, January 2, 2015. The commissioners supported Braaten’s recommendation.

Bowman made a motion at 5:30 PM to adjourn the meeting, with Steiner seconding the motion, and upon a vote, the motion was carried unanimously.

NOTICE OF AVAILABILITY POWDER RIVER TRAINING COMPLEX FINAL ENVIRONMENTAL IMPACT STATEMENT

The United States Air Force has prepared a Final Environmental Impact Statement (EIS) concerning the Powder River Training Complex (PRTC) airspace proposal. The Proposed Action includes the modification and expansion of Special Use Airspace overlying portions of Montana, North Dakota, South Dakota, and Wyoming to support realistic combat training for aircrews from Ellsworth AFB and Minot AFB. The Air Force and the Federal Aviation Administration, as lead and cooperating agencies respectively under 40 CFR 1501, developed a Draft EIS which was released on August 20, 2010 (75 Fed Reg 51458). The Air Force received numerous comments during the public review period and recorded comments from attendees at 19 public hearings. Additionally, the Air Force also received valuable inputs from the affected Native American tribes, State Historic Preservation Offices, the National Park Service, and the U.S. Fish and Wildlife Service while conducting successful consultations under the National Historic Preservation Act and the Endangered Species Act. Based on these inputs, the Air Force identified mitigations to reduce potential impacts on the people and environmental resources near the airspace. These mitigations were used to modify the three Draft EIS alternatives. The Final EIS introduces the Modified Alternatives and analyzes the associated potential environmental consequences. Based on this analysis, the Air Force has identified Modified Alternative A as the preferred alternative.
