Home catches fire in Bowman Published Nov. 21, 2014

A passerby notified the City of Bowman Police Department on Wednesday afternoon that smoke was pouring out of windows at a trailer home in Bowman.

MAYOR: Sewer problem ‘will get fixed’ (But when?)

By BRYCE MARTIN Pioneer Editor Bowman City Commission President Lyn James gave an update Tuesday regarding the ongoing sewer problem plaguing the city.

It was a hopeful message as James assured residents that the situation would be resolved and that the city continued working toward a solution.

One such solution, which seemed to offer the most promise as James explained, came after a meeting on Monday with James, city officials and representatives of Montana-Dakota Utilities (MDU).

James said MDU agreed to move the existing power line pole and gas main situated

where the sewer pipeline broke in Bowman City Park.

That is scheduled for Dec. 2.

MDU crews could not complete the work any earlier than next week, she said.

Four properites in the area of the city park will lose electric and gas services during MDU’s work, but only for a limited time, James said.

Those property owners will be contacted by MDU prior to the loss of service.

James made it clear that only the four properties would be affected by the outage and not, as rumors claimed last week, the entire area asked to conserve use of sewers, now commonly referred to as “the red zone.”

After MDU completes their

work Dec. 2, James said a company from Bismarck will be at the site in the park to complete a process called dewatering.

The process of dewatering esentially allows for crews to go in and continue digging, without the rush of ground water or soft earth crowding the access to the broken pipeline.

The repair of the sewer pipe could then begin and the project, forgoing any further possible problems, would be fixed, according to James.

An entire replacement of the clay sewer pipe would then occur in the spring, when weather allows.

James thanked everyone affected for their patience and the city workers for their hard work.

Auction raises over $35k for School of Promise

The annual auction and dinner to benefit the School of Promise was a great success again this year.

Held on Nov. 23 at the Four Seasons Pavilion in Bowman, a benefit dinner, which served roughly 400 people, raised over $6,700 and the auction raised over $35,000 for the school, which is located in Bowman.

“It’s truly amazing to see the

community come together and support such a great event, to allow the School of Promise to empower these young individuals,” said Justin Abrahamson, president of the School of Promise Board of Directors.

The item that captured the highest bid was a quilt donated

by Meredyth Bagley.

The quilt was purchased for $1,300 by Alyce Larkin.

Other items up for bid included tickets to see Kat Perkins perform live in Sturgis,

S.D., editions of the Bowman County Pioneer autographed

by Perkins, baked goods, childrens’ toys and many other items donated from across the area.

Abrahamson said the event raised about the same amount of funds as most years, with the exception of the school’s 40th annual sale two years ago.

The School of Promise is a non-profit school that teaches children with disabilities before they enter public school.

The expansive golfing community in Bowman County would not be possible without the dream and passion of one man over 60 years ago.

Bowman County FFA members attend national convention Thirteen members and the advisor of the Bowman County FFA chapter attended the National FFA Convention Oct. 29 to Nov. 1, in Louisville.

FFA is the largest student organization in the nation and the National convention had approximately 64,400 members in attendance from all over the United States. “FFA is a remarkable organization. To be in attendance, feel the energy and understand the magnitude of the organization is an amazing experience for the students, guest and the Advisors,” Advisor Mary Fischer said.

Along the way to Kentucky members had the opportunity to see a lot of the country side and make stops at the Henry Doorly Zoo and Aquarium in Omaha, the world’s largest truck stop Iowa 80 in Walcott,

Iowa, tour John Deere’s Seeder plant operations in Moline, Ill.,, John Deere Pavilion in Moline Illinois and the Louisville Slugger Museum in Louisville Kentucky.

Each year the National Convention has a theme. This year’s theme challenged students to “Go all out.” As members of the largest youth organization in the country, guest speakers at the convention spoke about how members can make a difference in their lives and community by finding the way to “Go all out” to their maximum potential.

Celie Dworshak stopped up to play bingo and cards. Terry Freymiller stopped to see me one day. She said she’d be back to work soon, as she had to take time off due

to a recent accident.

Yesterday, November 22, was the Catholic Daughters Bazaar and last evening the Lutheran Ladies had a lefsa and lutefisk supper. Some of the residents went to it.

Martin Rolfsnes stopped in yesterday and tried to convince me that lutefisk was very good.

I disagreed with him. I have eaten lutefisk several times as I had to make it at least once a year.

Friday afternoon Lane and Ann Dingfelder and Jim Quenzer came to entertain us. Morris had set up a skit. The theme was “home on the Range” so we had to have some animals parading when the song was being played.

Debbie, Vicky, Nancy and Morris had things on which made them look in comparison to the animals. Debbie wore the horns of a deer. They all did a nice job and it was enjoyed by the crowd.

Thanks to all the animals

and also to the musicians.

It’s that time of the year that I’m making angels again. Have a few left from last year, but decided to make a few more.

Theresa Berg came to visit her mother the other day. Alda’s son Phil was also here to see her.

Bud Hetland is now a resident. He was staying in Sunny Apartments, but moved down her last week. We’re happy to come and be amongst us.

Rita stops quite often to see her mom Dybe Jacobs.

Sunday afternoon Lenny Fischer and Lane and Ann Dingfelder were here. We had Song & Scripture. We sang some of our favorite songs and Lenny read the gospel and scripture for today.

Monday afternoon we celebrated the 64th Anniversary of Morris and Hazel Wanek. We had delicious cake and ice cream. Congratulations to a fine couple.

By DEAN MEYER Hello, As usual, it is Monday morning and I have no idea what to write about. And I have very little time to do it, because I have hungry cows and calves waiting for that early morning feed.

And, per usual, I rely on Shirley to tell me what to write about. She suggested, that beings Thanksgiving is coming up in a couple days, write

something thankful! So I was going to. And then I found this old article. Enjoy…

And a Happy Thanksgiving to you and yours! I usually write about how many relatives came to Thanksgiving dinner and try to do a summary of what it cost. It is kind of like the deal where they talk about “killing the fatted calf”.

Only we do it with a 30 pound turkey, a nice big prime rib, and a delicious ham. Now, I know the turkey gets all the credit, but I tell you what, that prime rib goes pretty darn fast around our table.

I was at a cattle meeting the other night and it gave me a lot of food for thought. Reasons why we raise cows and kids and wheat and corn and horses and dogs and cats.

As you looked around the room, you saw a wide variety

Say Anything Last week Attorney General Wayne Stenehjem issued yet another opinion finding that the North Dakota University System has broken state transparency laws.

In this latest episode, stemming from a complaint I filed earlier this year, Stenehjem found that the State Board of Higher Education violated the law when they requested the public leave an August meeting so they could have a private discussion with a consultant. The audio recording of that discussion, which I obtained and published shortly afterward, contained some very awkward comments from board members about the state of the university system they oversee.

In their public responses to my complaint Chancellor Larry Skogen and SBHE President Kirsten Diederich claimed that no laws were broken and that they had always intended for the discussion to be made public.

Yet those words are at odds with the actions of the university system. According to Stenehjem’s opinion, university system lawyers tried to head off the opinion by suggesting that when I filed my complaint I didn’t specifically request an opinion. They also claimed that the meeting wasn’t truly closed because when Deiderich asked the

public to leave she told them they could stay if they really wanted to.

Stenehjem didn’t buy into these excuses. “The SBHE often seems to devote an inordinate amount of time creating unsupportable legal arguments to justify violations of the open records and meetings law after the fact,” he wrote. “Devoting the same efforts to assure compliance before violations occur could go a long way to avoid these unnecessary and embarrassing incidents in the future.”

No kidding.

It’s also hard to believe that the university system never intended this meeting to be secret when Kirsten Franzen, the university system’s top compliance officer who has been placed on leave pending termination, says she’s being fired in part because Skogen and NDUS lawyer Murray Sagsveen believe she was my

But one rancher spoke up before I had a chance. His voice was choked as he simply said, “I have a ten year old son that talks about wanting to be a cowboy and a rancher. If I don’t work to make this industry survive, he won’t have that opportunity.

That’s why I go to meetings.”

I thought about it on the way home that night. Is there any better sound than a horse munching oats, after you’ve put in a long day in the saddle and are just sitting down in the barn? Is there anything better than helping your kids pull their first calf? Or take them on their first ride through the

cows?

Is there anything better for a kid than knowing if they are going to go to the dance on Friday night, there are chores that need done first, and there will be chores that need done at daylight on Saturday?

I know there are millions of people out there that don’t have that opportunity. But it always seems to me, that as a rural parent, we have a little advantage that makes our job a little easier. I think most in people in the Dakotas have that advantage.

Shirley was at a meeting with one of the commanders of a unit from North Dakota that had been in Iraq. This was some time ago. The question was asked “if the troops had the supplies and armament that they needed”. The soldier thought a minute and replied

that they didn’t, but he had a bunch of boys from North Dakota that could pull a truck into the motor pool and with a welder and some scrap iron improvise. I’m glad they can help. But I wish they were home.

We have a lot to be thankful for. Oh, there are always problems. There is drought and war and sickness. There will be loss of loved ones and those that can’t make it to dinner.

But, when you get up in the morning, and watch that sun coming up in the east. And you know that next year is going to be a good crop year.

And you are surrounded by kids and grandkids, take the time to be thankful. And say a prayer for those that can’t be at the table this week.

According to public records, the university system was the subject of 18 open meetings/ open records opinions since 2010, or about 23 percent of the 73 opinions issued during that time.

That’s a horrendous track record, but what can be done?

The state constitution makes it clear that the Board of Higher Education has sole responsibility for governing the university system. The Legislature made a bid to change that governance model with Measure 3 on the ballot earlier this month, but voters rejected it with the university system claiming (facetiously, I think) that it might cost them accreditation.

So what we’re left with is a university system that is repeatedly breaking laws intended to provide transpar-

ency with very little in the way of consequences, and no real recourse for our elected leaders.

Except for one leader.

While Governor Jack Dalrymple has no direct administrative control over the university system, he does appoint the members of the State Board of Higher Education (he re-appointed Diederich to her post earlier this year).

Dalrymple cannot remove board members once appointed per the law, but he could express his dissatisfaction. He could use the “bully pulpit” of his office to call for change. He needn’t accept with silence the subpar performance of those he appoints to the board, and university system officials in general.

But Dalrymple is silent, and his silence is a sort of enablement. Maybe it’s time for that to stop.

“I am concerned with the SBHE’s continual attempts to dismiss the duty to follow the statutory requirements of the open meetings law,” he wrote.

“It appears that the repeated warnings and opinions issued by this office finding the SBHE to be in violation of the law and even training provided by this office to the SBHE and its legal staff,

The Northern Ambassadors of Music group is touring Europe the summer of 2015. They have one ongoing fundraiser that just started, an electronic device recycling project running for many months. Also, they are hosting an alumni game over Christmas break.

The push now is to get alumni to sign up to play.

Sen. Heidi Heitkamp announced that new federal grants will be available for eligible for firefighters and first responders to help them update their equipment and improve firefighter and community safety.

These funds will enable fire houses in North Dakota to receive support their operations, which are particularly important for the 96 percent of first responders in North Dakota who are volunteers.

“Our first responders in North Dakota are often the first on the scene in life-ordeath situations, putting their lives on the line every day

Limited deer hunting is taking place in three North Dakota state parks in 2014 – Fort Stevenson State Park south of Garrison, Grahams Island State Park, southwest of Devils Lake and Fort Ransom State Park in the Sheyenne River Valley.

Bow hunting for antlered or antlerless deer began Oct. 1 and will be permitted at Fort Stevenson State Park. Bow hunters wishing to hunt at the park must apply for a special park permit, available at the park office during regular business hours from 8 a.m. until 5 p.m. Monday through Friday.

Hunters must present a valid North Dakota bow license and unused tag to receive the special park permit.

Hunters can harvest deer

at Grahams Island State Park during the bow, gun and muzzleloader seasons. Grahams Island opened for turkey hunting Oct. 11. Again, hunters must have the appropriate licenses, a park entrance permit on their vehicle, and as needed a special park hunting permit to hunt special interior park units.

Fort Ransom State Park allows deer hunting during the regular deer gun season beginning Nov. 7 and concluding Nov. 23. Hunters must have tags for Unit 2 G1 along with a special park hunting permit which is issued by Fort Ransom State Park staff. The area of the park open to hunting will be the northern two-thirds of the park. Hunters have to pay the park entrance fee, unless they have an annual state park permit. ATVs are prohibited along with deer stands or off-road travel.

■■ Heitkamp discusses challenges facing N.D.’s ag industry

During a speech to the North Dakota Farmers Union State Convention, U.S. Sen. Heidi Heitkamp discussed the current state of North Dakota’s agriculture industry and the challenges it faces, and addressed the outlook for key

agriculture policy issues in the upcoming Congress.

Heitkamp, a member of the Senate Agriculture Committee and recent recipient of the National Farmers Union Golden Triangle award, spoke about her efforts to make sure the 2014 Farm Bill is implemented in a way that works best for North Dakota’s farmers and ranchers, and highlighted upcoming deadlines they need to be aware of, such as electing farm programs and updating yields. Heitkamp also addressed the ongoing challenge of agriculture rail shipment delays that have hurt producers and prevented them from being able to get their products to market. Additionally, Heitkamp provided an update on her opposition to the Environmental Protection Agency’s (EPA) proposed Waters of the U.S. rule, as well as her support for Country of Origin Labeling (COOL) and the Renewable Fuel Standard (RFS).

■■ Hoeven announced funding for N.D. highways Senator John Hoeven announced that the U.S. Department of Transportation (DOT) has awarded $344,092 to the North Dakota Department of Transportation to enhance

highway safety. The funding for 2015 announced today comes through three grant programs: State Traffic Safety Information System Improvement Grants, Occupant Protection Grants and Impaired Driving Countermeasure Grants programs. All were awarded by the DOT’s National Highway Safety Administration.

The three programs were authorized as part of Moving Ahead for Progress in the 21st Century (MAP-21), a comprehensive transportation bill.

Hoeven was a member of the joint Senate-House conference committee responsible for reconciling the House and Senate versions of the bill, which passed the Senate in June 2012.

As a member of the U.S. Senate Appropriations Committees, Hoeven continues working to support infrastructure and public safety investment in North Dakota.

Slope Summer Circuit awards presented The Slope Summer Circuit (SSC) held their annual awards banquet at Over the Edge in Camp Crook South Dakota.

SSC is a summertime rodeo series of seven rodeos held in Camp Crook, Buffalo, Ekalaka, Amidon, Bowman, Rhame and Marmarth.

With a membership strong of 210 people, the group gets together for an awards night of prime rib with all the trimmings and the enjoyment of a dancing band.

Local Area winners were Brandi Pihl, women's all around, Brandee Wardell winning the barrels and Jessica Routier placing second, and Casey Holmes winning the team roping header and Kevin Rahn placing second on team roping heading. Jet Price won the buckle for the bareback riding and got second in the

ranch bronc riding. Joe Painter placed second in the Old Men's Breakaway and Forest Sainsbury placed third in steer wrestling. Kayla Nelson won the girls breakaway,while Brandi Pihl placed second and Kaycee Nelson placed fourth.

The prizes were terrific with the all-arounds receiving $1500 towards a saddle of their choice and reserve all around received a leather tooled briefcase.

First places winning buckles, second places receiving saddle blankets, third place winning knives and fourth places winning coolers. All prizes are tooled with SSC on them and were beautiful. Thank you to all that help put on such a fun evening and to all that came out to suppose the Slope Summer Circuit.

It’s official: ALCO will close its doors

ALCO Stores announced last week that all of its 198 locations across the country would close their doors early next year, ending the company’s 113 years of business.

News of the company’s fate was given to the stores from its corporate office on Nov. 20, but it was not much of a surprise to Scott Sola, general manager at the Bowman ALCO store.

“Of course nobody likes it, but with the bankruptcy we kind of knew the options that might happen,” Sola said. “So I think we were all kind of braced for it.”

Sola said the Coppell, Texasbased ALCO corporate headquarters sent information to the stores that said they would liquidate all store items, including store fixtures, in time for stores to close their doors

The stores would close sooner if empty before that date, Sola said.

The 113-year-old retail chain last month filed Chapter 11 bankruptcy. At that time, the fate of individual ALCO stores across the country was unclear until last week’s announcement.

The company’s demise puts about 3,000 employees out of a job, including 12 full- and parttime positions in Bowman.

Boldt said some tips include: Snow insulates ice, which in turn inhibits solid ice formation, and hides cracks, weak and open water areas.

Avoid cracks, pressure ridges, slushy or darker areas that signal thinner ice. The same goes for ice that forms around submerged trees.

WRHS welcomes new surgeon, medical procedures

West River Health Services recently welcomed a new member to their staff.

Dr. Robert Gustafson joined the group in Hettinger in early November, moving to the area from Spearfish, S.D. Gustafson joins the staff as a General Surgeon, specializing in laparoscopic procedures.

Laparoscopic surgery is named for procedures that are minimally invasive and require the patient to endure less stress and helps in shortening the recuperation process and cutting down on side effects. Using special instruments, the doctor can operate inside the the patient using only a few small incisions, as opposes to one large incision.

Gustafson was born and Minneapolis, Minn. and raised in eastern South Dakota. He attended the University of California Los Angeles (UCLA), and went to medical school at the University of South Dakota.

He also was an enlisted member of the military for nine years. Through his military work he not only received financial assistance towards

his education, but received medical trauma experience as well. He was deployed to Iraq three times during his serving duties.

When asked what drew him to the medical profession, he said the first thing he can recall is watching the television show ‘Mash,’ and thinking how neat it would be to do work like those doctors, work that has such an impact on people.

“The idea that I would be able to make (a) big impact potentially,” Gustafson said. “I think that’s what drew me to this kind of medicine in general.”

The laparoscopic training he received took place after he finished his education. When completed his medical degree, he primarily focused on the laparoscopic procedures to gain those skills. In order to move forward as a laparoscopic surgeon, you’re required to witness, participate and perform a certain number of cases.

Gustafson has been practicing for a little more than 10 years, and said many of the aspects attracted him to Hettinger. One was the relatively short distance to relocate. Another is the fact that there is a

Exercise does help. In a decades-long study of Harvard graduates, it has been shown that people who exercise regularly have less obesity, osteoporosis, hypertension, and a longer life expectancy.

It does not necessarily help to become obsessed with a certain activity for a few months or years, such as running, and then quit, or go skiing a couple times each winter. To be most useful, exercise does not have to be extremely vigorous, but it must be done on a regular basis. Walking is one of the best exercises for this.

Walking has many advantages. It does not require any special equipment other than good shoes, and it does not require any special buildings or fields. It

can be done anywhere and can be incorporated into a person’s daily activities of getting the mail or going to work. Virtually anyone can do it.

Even in the winter it can be a good exercise. When it is too cold or icy outside, a person can

fair amount of separation between the facility in Hettinger, and the next larger healthcare center, something he thought was unique and could give him a great opportunity to have a lasting impact on the patients he treats.

As Gustafson looks toward the future, he has some things he’d like to bring to the facility, one of his goals is to implement a procedure that has yet to be offered locally.

“My big goal for here is to be able to do another minimally invasive procedure, which is called the sentinel lymph node biopsy,” Gustafson said.

This procedure involves removing the larger lymph node instead of multiple smaller ones, and is used to determine the stage of cancer diagnosed in the patient. Right now the patients have to travel for this procedure and Gustafson wants to one day eliminate that. The procedure would apply to breast and skin cancer.

Gustafson has a wife and four kids, a 14-year-old girl, and three boys ages 12, 4 and 2. He enjoys skiing and likes to ride motorcycles.

For now Gustafson will be working exclusively in Hetwalk up and down stairways or do volunteer work in hospitals, nursing homes, or in community projects. Walking can also be a good starter program for more vigorous sports such as running, swimming, or tennis.

Injuries are uncommon with walking and the exercise keeps the bones strong by helping prevent the loss of calcium associated with aging.

Walking does not burn quite as many calories per mile as running, but it still is an excellent way to help reduce your weight.

The weight loss and cardiac benefits can be further increased by vigorous arm-swinging or carrying small hand weights.

Board to consider Valley Med Flight subscription for Bowman Co. residents

By BRYCE MARTIN Pioneer Editor Emergency medical air transport company Spirit Lifeline closed its operations in North Dakota earlier this year shortly after Bowman County commissioners purchased subscriptions to its service for all county residents.

But another air transport company is now on the county’s radar: Valley Med Flight.

Jacob Narloch, business development specialist with Valley Med Flight, and Cori Randall, Valley Med Flight manager in Dickinson, discussed during the county’s regular meeting Nov. 17 the possibility of cementing a similar

agreement for subscriptions to their air ambulance service.

If the commissioners vote to approve an agreement to purchase such subscriptions, at a lower cost than what Spirit Lifeline offered, no Bowman County resident would have to pay an out-of-pocket expense if they were airlifted to a hospital outside of the county.

That applies to residents utilizing health care services outside of Bowman, as well.

Valley Med Flight, owned by Air Medical Resource Group (AMRG), started operations in the western part of the state Sept. 1 and has been operational in North Dakota for four years since it was established in Grand Forks.

Valley Med Flight has since signed on to service residents in Golden Valley and Billings counties. They are on the agenda to visit with the Stark County Board of Commissioners next month.

NOVEMBER 28, 2014 ended its service that they would begin servicing the western part of the state, but their aircrafts come out of Bismarck.

Valley Med Flight differs from Spirit Lifeline when it comes to its service, offering both helicopter and fixedengine flights out of the area.

Spirit Lifeline’s plane was stationed in Nebraska, while Valley Med Flight has a plane on standby in Williston or Sidney, Mont.

The plane can travel from Sidney to Dickinson within 20 to 30 minutes, according to Randall. The helicopter is stationed in Dickinson for service in western North Dakota.

Randall said that Valley Med Flight is not in competition with local ambulance services and that they are there merely to assist.

So far, Valley Med Flight has not made any flights out of Bowman.

“Our planes are really fast,” she said. “That’s a nice backup that we have – if the weather is not good and the helicopter can’t go up, the airplane can.”

Subscriptions would cost $4.12 per person for the first year of service. At roughly 3,400 residents within the county, Valley Med Flight

quoted the county at a total fee of around $14,000. For the second year of service, the perperson fee increases by $1.

The county would not have to be locked into any contract, so if costs increase drastically, the county could back out at any time, Commissioner Lynn Brackel noted.

Subscriptions to Spirit Lifeline would have cost the county $17,426 each year.

The county paid that amount just before Spirit Lifeline ended its services in the state, but that money was since refunded.

The commissioners did not make a formal decision on purchasing subscriptions from Valley Med Flight, but each commissioner said they felt confident with the company’s proposal. Commissioners said they would welcome the representatives back at another time after Valley Med Flight speaks with Southwest Healthcare Services and Bowman Ambulance.

“We were burnt pretty bad – it put out a false image to our people in the county,” Brackel said of its dealings with Spirit Lifeline.

EBOLA STILL A THREAT: Health dept. gives advice on African travel The North Dakota Department of Health (NDDoH) has advice to help keep those who plan to travel to Africa in the near future and their loved ones safe in light of the current Ebola outbreak.

“We want to make sure that everyone is as safe as possible without hindering their ability to travel as they wish,” according to Michelle Feist, Program Manager at the NDDoH’s Division of Disease Control.

The Centers for Disease Control and Prevention (CDC) warns against travel to Guinea, Sierra Leone, and Liberia except for those who provide essential medical and humanitarian services and has issued a travel alert for Mali. The NDDoH recognizes that medical workers are necessary to stop the outbreak in Africa and thereby protect the U.S. against Ebola. However, NDDoH advises that church and other humanitarian groups avoid or postpone travel to the affected countries unless they are pro-

viding medical services under the auspices of a larger humanitarian or governmental group.

Anyone not directly involved in medical work should not travel to these countries until the outbreak is contained and travel restrictions are lifted.

The CDC has not issued travel warnings for other countries in West Africa. However, if transmission were to occur in another country while a person was traveling, their return circumstances may change substantially and may provide a threat to their health. In an abundance of caution, NDDoH advises that such travel be considered carefully and postponed, if possible, until the outbreak is over. The remaining countries in West Africa are Benin, Burkina Faso, Ivory Coast, Cape Verde, Gambia, Ghana, Guinea-Bissau, Mauritania, Niger, Senegal, and Togo.

The CDC has issued an advisory to practice enhanced precautions when traveling in

Democratic Republic of the Congo because of an outbreak of Ebola that is unrelated to the outbreak in West Africa.

NDDoH advises that such travel be considered carefully as to its necessity, and postponed, if possible, until the outbreak is over.

Travelers going to the other countries in Africa should follow the precautions routinely recommended for people traveling to those areas. Travelers returning from countries not experiencing an Ebola outbreak have no need to selfmonitor following their return.

NDDoH asks that a person traveling to Guinea, Sierra Leone, Mali or Liberia inform the NDDoH prior to traveling, inform their employer of their travel plans, coordinate travel with a well-established group that routinely operates in these countries, follow all recommendations of the CDC for protecting their health, inform the NDDoH of their expected return date.

‘It’s in the details’

I am writing this article from my Washington, D.C. hotel room. My daughter, Bridget Brox, is in town for the Neuroscience 2014 Conference. When the conference ended she headed for my hotel and we have spent our days touring the great city. A little side note: Bridget sprained her ankle the first night here.

That involved a visit to urgent care to see a doctor, a prescription for pain killers, and the use of a wheelchair when we visited the Air & Space Museum. Walking is slow but she is feeling better each day.

We’ve been to the Library of Congress, the Smithsonian (American Arts), the Air & Space Museum, and the famous Monuments Walk – on our walk we saw the Lincoln Memorial, the Vietnam War Memorial, and the WWII Memorial. These memorials attest to the courage and willingness of Americans to fight and give the ultimate sacrifice for the ideals that America espouses “that all men are created equal, they are endowed by their Creator with certain inalienable rights” (life, liberty and the pursuit of happiness).

The design space that I want to talk about today is the Library of Congress. It is a very majestic, beautiful building showing off what America could do as a fledgling nation. It was built in 1897 in the Beaux Art (Renaissance) style that was very popular in the late 1800’s. This style of architecture is very ornate with elaborate carvings gracing the pillars, staircases, and ceilings. Every carving depicts a type of work or field of study that a civilized country eventually develops. These include music, art, literature, medicine, history, and law, to name a few.

The centerpiece of the Thomas Jefferson building is the Great Hall. The dome rises 75 feet above the marble floor and is decorated with stained glass skylights surrounded by aluminum-leaf decorations (aluminum was used because, at that time, it was more valuable than silver). The names of the world’s leading writers and thinkers grace the triangular vaults coming down from the dome. Two marble

Small children are carved into the marble representing various occupations and hobbies, including the symbol of the trade: a hunter with a rabbit; an electrician holding a telephone receiver; and an entomologist with a butterfly net.

Beautiful alcoves surround the Great Hall and each holds untold treasures and information about our great nation.

The marble floors are mosaic filled and very beautiful, depicting intricate designs.

On the second floor we saw the Minerva Mosaic – she is the guardian of the Reading Room. Designed by Elihu Vedder, she is made of glass, gold-leaf, and marble. To her right is a statue of Victory and to her left is an owl (the symbol of wisdom). Minerva is holding a scroll that lists fields of study that are important to a civilization.

Seals of the 45 states in the Union decorate the semi-circular stained glass windows. Giant marble columns support 8 symbolic figures that represent features of civilized life and thought – Moses & St. Paul (Religion); Fulton & Columbus (Commerce); Gibbon & Herodotus (History); Beethoven & Michelangelo (Art); Bacon & Plato (Philosophy); Homer & Shakespeare (Poetry); Kent & Solon (Law); and Henry & Newton (Science). The circle of knowledge is continued below by the 236 desks where researchers use the Library’s vast collections. This Reading Room is the same one featured in the movie “National Treasure.”

Superintendent Pretzer reported on the transportation committee meeting with the bus drivers. He informed the board it was decided to increase the per trip pay to $33 for all drivers. Superintendent Pretzer and Principal Pierce updated the board on the MarFshall training they attended concerning the teacher/principal evaluation model.

Discussion was held on Title I reallocated funds, the school bus inventory, eand the NDEA and NDCEL conferences October 16 and 17. Superintendent will also attend the NDASA and NDSOS board meetings on October 15.

Landfill: A contractor is dumping waste from a project in Slope County in our inert landfill and was told the waste had to be separated or the city won’t allow them to dump there. They will be charged $100 for side dump trailers.

CHIEF HEADLEY: Swear in Officer Wyman: Wyman took the oath of his office for the City of Bowman police department. His wife Alaina pinned his badge and Officer Wyman introduced his family to the commission.

LIMESAND: City/BCDC Shared Employee: Starting October 28, Aurora Keppler will be working at the City Hall office for 2 hours in the morning on a trial basis. Keppler will work up to 8 hours a week, Monday through Thursday. After the trial period, the board will decide on feasibility of continuing her employment in January.

Motion by Whitney, second by West to approve hiring Aurora Keppler for 2 hours a day, Monday through Thursday up to 8 hours a week through the end of 2014; at the end of the year it will be reviewed for feasibility in 2015. RCV= all aye, MC. WHITNEY: Dead and Diseased Trees: Motion by Whitney, second Sondeland to rescind the approval of the bid dated 10/6/14 for the removal of 27 dead and diseased trees in the amount of $4,350 from Waddington Boom Truck. RCV= all aye, MC. Motion by Whitney, second by West to allow Waddington Boom Truck to remove 9 poplar trees (Safe routes to school project) and 4 elm trees at 1st St. NW and 3rd Ave NW in the amount of $1,995.00. RCV= all aye, MC. There was discussion about Waddington Boom Truck not having a contractor license. ND Century Code only allows contractors to perform work up to $2,000 for any taxing entity without being required to be licensed. Waddington is working on obtaining a contractor license.

Motion by Whitney, second by West to approve the bid from Waddington Boom Truck for tree removal on the boulevards for $5,300, pending the acquisition of a ND state contractor’s license. RCV= all aye, MC. Waddington is required to cut the tree to the ground and stump grinding is not included in their quote. All bark will need to be removed from the stumps. Trees in the Safe Routes to School project will have to be removed in their entirety.

Motion by Whitney, second by Sondeland to approve spending half of the $3,700 quote which would be on a 50/50 cost share with our residents for Dutch Elm Diseased and dead trees on the list. No roll call vote was taken. Motion by Whitney, second by Sondeland to amend the motion to accept the “yard only” quote at a 50/50 cost share to include only those trees that are diseased on the tree list pending the contractor license acquisition. An agreement will have to be drawn up to have the property owner sign off on their 50% liability.

Whitney and Sondeland will go to the property owners to explain it to them.

RCV= all aye, MC. Halleck Mine Update: Table this discussion REPORT ON NDLC CONVENTION: Whitney, West, James, and Allen gave a report on the things that they learned at the NDLC convention on Minot.

MCGEE: Past Due Accounts: McGee presented a few utility bills that she requested to be written off: #0637-02 in the amount of $115.86, #0638-17 in the amount of $86.20, #01125 in the amount of $63.00, and #6960 in the amount of $83.50 for a total of $348.56. These account holders do not own property so therefore can’t have the utilities assessed to their taxes. Motion by Sondeland, second by Whitney to write off these accounts in the amount of $348.56. RCV= all aye, MC. DOERR: PACE, FLEX PACE, and Micro Loans Resolution: PACE is an abbreviation for Partnerships Assisting Community Expansion. Motion by Whitney, second by Limesand to approve PACE, FLEX FACE, Micro-Loans and Interest buy-down resolution for fiscal year 2015 in the amount of $10,000 with the understanding the funds would not be disbursed unless there was a need requested through the BCDC office.

LIQUOR LICENSE: Hawks Landing/Kraulik Liquor License:

Kraulik’s are selling Hawks Landing to Kara Longland. There is an issue with the lease; therefore the changing of owners date is unknown. Longland’s business will open as the Uptown Bar and Grille LLC. Longland’s plans are to have a bar and grill with separation of the bar from the family side. The family part will be in the back banquet room.

They will be open from 5 am to 10 pm and the kitchen will close at 9:00 pm with the possibility o f extended hours on Friday and Saturday. The bar will be open typical bar hours. They will serve breakfast, lunch, dinner and have a liquor store.

Motion by Whitney, second by Limesand to rescind Ron and Ardis Kraulik’s DBA Hawks Landing “on and off sale” liquor license and approve Kara Longland DBA Uptown Bar and Grill “on and off sale” liquor license pending the sale of the business. Motion by Whitney, second by Limesand to refund Ron and Ardis Kraulik DBA Hawks Landing the remaining license fee portion and prorate Kara Longland DBA Uptown Grill LLC liquor license fees, pending the successful sale of the business. JAMES: North Dakota Oil and Gas Activity, Impacts and Funding: James reviewed the presentation that she gave at the NDLC convention regarding the request for a change of the oil and gas tax formula. NDLC will be lobbying in support of change from 75%/25% to a 40%/60% split.

Surge Funding and CO2 Wells: James gave information on the proposed surge funding as presented by Rich Wardner at Roosevelt Custer Quarterly meeting and a report on the presentation by Lynn Helms with regard to the CO2 recapture project in the Bowman County existing oil fields.

CITY OF BOWMAN BIDS FOR CLEANING SERVICES The City of Bowman is accepting bids for the weekly cleaning of Bowman City Hall and the Joint City/County Shop for the year 2015. Bids shall be for the monthly cost for City Hall and a monthly cost for the Joint Shop. Bid specs may be picked up at the City Auditor’s office during regular office hours. HOFLAND: Department Report: The street crew hauled 22 Loads during fall wood cleanup which took 3 days. During the city spring clean-up they had hauled 56 loads. The curb and gutter replacement on 7th Ave. and 3rd Street SW looks good. They are still sweeping leaves off the streets and cleaning storm drains out.

Landfill: Hofland was asked if we could get three phase electricity out to the landfill in the event of having a compacting garbage service there. Hofland will get a quote on getting three phase electrical out to the landfill.

MASON: Department Report: Nothing to report.

Rhame’s Request for Services: James read an email from Rhame City Auditor Margie Russ about requesting Mason to do water sampling for them. Mason checked with the ND Health Department and persons taking water samples do not need to be certified. Scott Nuvass has experience with taking their water samples. Mason would like to suggest that Rhame as Scott Nuvass to do it. Mason has concerns that there could be issues with the changeover to SW Water. Motion by Whitney, second by Limesand

to follow Mason’s recommendation and advise Rhame to get someone else to take water samples. RCV= all aye, MC. CHIEF HEADLEY: Report on Department: Headley gave the commission a report on incidents for the past year. Gate Night and Halloween were very quiet just like last year.

Headley is notifying camper owners to get their campers off the street. Headley spoke at the high school career day about police careers; teenagers can go on a ride along at 16 plus years of age with their parents’ permission and parents signing off on a waiver for them to do a ride along. There was a question about cars that are not licensed being parked on the street. Headley said they can as long as they are not being driven because there is nothing in our ordinances disallowing that. He will look at changing our ordinances.

SOUTHWEST TRANSIT: Request for Funds: Channel Walby from Southwest Transit asked the commission for a pledge of a local support as a match for a grant for a transit garage.

They asked for $50,000 as a match.

First Walby asked the county and they said they will give $200,000 and asked her to ask the city for funds. Walby gave an overview of SW Transit. The release of the city pledge would be contingent upon receiving the grant. Walby needs a letter of local support to go with the grant application. Whitney said this is double dipping because of a previous request from the Park and Rec department for a pledge towards the Rec Center Expansion project. Motion by Whitney to use the previous pledge in support, and write a letter. Motion died for a lack of a second. Whitney said based on the motion on 12/20/12 we made a pledge to the expansion project which includes this garage. Motion

by West, second by Limesand to make a pledge to SW Transit in the amount of $50,000 for a garbage building contingent upon the grant being awarded.

RCV= Whitney- no, rest aye, MC. BROSZ: Department Report: The 8th Ave. Water Main final billing paperwork is not done.

Bowman Lodge LLC is boring water and sewer under Highway 12.

FEMA letter: As per the FEMA letter we received, the flood plain has been corrected as of October 6, 2014 and a letter should go out in the newspaper. Brosz will write a press release to the newspaper. A copy of the FEMA letter should be sent to the residents so they can give it to their lending institution.

3rd Avenue Drainage Project: Allen asked Brosz if there would be any more bills for this project or could she close the fund and Brosz said it could be closed.

ALLEN: 2016 Safe Routes to School Grant: Allen presented another grant for the 2016 Safe Routes to School Grant. The area of discussion was 3rd Ave E. Brosz will look at the west side vs the east side of 3rd Ave E for the sidewalk. Motion

by Whitney, second by west to authorize Brosz Engineering to work on preliminary plans for sidewalk/bike path project on 3rd Ave E which would continue from the RR tracks south to frontage road on

Hwy 12. RCV= all aye, MC. Special Road Fund Projects (SRF) Grant: This is a grant to fix roads that provide access to an/or are within recreational, tourist, and historical areas.

The commission felt that maybe the Sweetwater Golf Course road project may qualify. Brosz will look into this grant option also.

Raffle Permits: Allen presented two raffle permits for approval. Motion by Whitney, second by West to approve the raffle permits for the Law Enforcement Wives and the Bowman County Senior Parents. RCV= all aye, MC. Transfer of Funds: Motion by Limesand, second by West to transfer the monies from fund #3068 3rd Ave SE Drainage Project in the amount of $3,624.20 to fund #2400 Safe Routes to School Sidewalk Projects. RCV= all aye, MC. Tree Removal Bill: Allen asked if an object number for tree removal could be added this year to the general fund under non-departmental as was planned for 2015 for payment of the current Waddington bill. Motion by Whitney, second by Limesand to create an object number in the non- department account in the general fund for tree removal.

RCV= all aye, MC. TERAN DOERR: City Lots South of the City County Shop: Doerr had a request from a business owner asking if he could purchase land from the city that is on the south side of the joint shop behind the garbage building. Hofland wants to hold on to this land in case they need to expand the garbage department. Whitney said there are a few garbage related possibilities he is looking into. Limesand would like to see if the compacting business is viable first, and then consider selling the land.

MCGEE: Resolution Establishing Refuse Service Charges #2014-G-2: James read this resolution making changes to the refuse department fees as agreed upon during the budgeting process for 2015. Motion

by Limesand, second by Whitney to approve the Garbage Resolution #2014G-2 as per our budget sessions. RCV= all aye, MC. Water rates stayed the same but the bulk rate went up. Bulk water rates do not affect our residents, only bulk water purchasers.

Resolution Establishing Water, Sewer, and SUR Rate Changes #2014-W/S-9: Motion by West, second by Limesand to approve resolution #2014-W/S-9 Establishing Water, Sewer and Sur service charges. RCV= all aye, MC. LIMESAND Holiday Request for Employees: Limesand approached the commission for employees receiving the day after Thanksgiving off, letting the employees leave at noon at Christmas Eve and the day after Christmas off as well to tie in with what the county is doing.

Last year the commission gave the employees a ½ day off on Christmas Eve. Motion by Limesand, second by West that we allow all employees a half day off on Christmas Eve, leaving at noon and allow the office to be closed and use one of their vacation days on the day after Thanksgiving and the day after Christmas. Halleck Mine Report: Whitney reviewed the test report with the commission. Trans Canada has no plans to do much more because there are no voids.

There will be some bore testing by PSC injecting slurry at no cost to the city.

Diseased Trees: Waddington Boom Truck removed the 9 poplars and 4 elms at 1st St NW and 3rd Ave NW; they are still working on getting their contractor’s license.

WEST The Catholic Church is gutting the old Able building and they want to use the city landfill for free of charge for their demolition waste. Motion by Whitney, second by Limesand to waive the landfill fees for the St. Charles Catholic Church on the demolition waste of the old Able building with the caveat that the debris is separated appropriately. This is for a non-profit agency that is why the commission decided to waive the fees.

RCV= all aye, MC. JAMES: Tax and Tourism Committee Replacement: Jamie Svihovec is the liquor establishment’s representative on the board and she would like to resign do to staffing issues she is having. They accepted her resignation. The tax and tourism committee recommended Rebecca Cummins from Windy’s Bar and she agreed to serve on the committee.

Motion by West, second by Limesand to appoint Rebecca Cummins from Windy’s Bar to serve on the tax and tourism board. RCV= all aye, MC. REMINDER: Next Wednesday at the EOC training at the courthouse at 6:00 pm and Ebola training will be at City Hall at 8:00 am.
