said he thought he saw a boot on the home’s floor, potentially indicating there were people inside the burning home. He was forced to back out, however, as the smoke was too thick.

The woman who notified police of the situation said she did not know if anyone was home, but a white pick-up truck was parked next to the residence.

The Bowman Fire Department responded shortly after Headley arrived on scene and, upon entry, found that no one was inside the home. No injuries were reported.

A passerby notified the City of Bowman Police Department on Wednesday afternoon that smoke was pouring out of windows at a trailer home in Bowman, according to Bowman Police Chief Chuck Headley.

Headley responded to the scene on 3rd Street, north of Southwest Healthcare Long Term Care, around 1 p.m. to find the home on fire. He attempted to make entry, but was forced to kick down the home’s front door. Headley

It appeared that the fire may have originated in the home’s kitchen, according to Headley, but as to what caused the fire would be investigated by the fire department. Headley said the home is likely a total loss due to damage from flames and smoke.

The home’s tenant, Elvia Juarez, was out of town at the time, according to Headley.

The owners of the home were notified and arrived at the scene.

Juarez was notified of the situation and said she was returning soon to Bowman.

Bowman sewer problem fix at ‘standstill’

The project to fix the city of Bowman’s massive sewer problem is at a standstill, according to Bowman City Water and Sewer Supervisor Bill Mason.

Mason updated the Bowman City Board of Commissioners on the problem during its regular meeting on Tuesday, showing much disappointment over the department’s lack of answers.

Residents occupying homes and businesses in an area spanning from Highway 85 and west to 8th Avenue in Bowman were asked beginning last week to restrict the amount of wastewater they dispose of down drains.

Those restrictions still remain in effect as of Wednesday, when this article went to print.

The city has provided a colorcoded map that details exactly where the restrictions apply, posted and available at several locations around the city, including city hall, the Bowman Regional Public Library, the Pioneer and The Finder office and local grocers.

The area contains 25 city blocks, according to Mason.

The attitude of the commissioner chambers was gloomy as Mason explained that there were no apparent, immediate solutions to remedy the problem. It has become a massive project and, according to Mason and John Brosz of Brosz Engineering, will likely result in the city paying a lot of money.

The Bowman City Water and Sewer Dept. was unable to correct the situation, which resulted from a burst sewer pipe on the southeast side of the Bowman City Park last weekend, because of the amount of groundwater and soft earth surrounding the area of the pipe, according to Mason.

“I don’t know what we’re going to do,” Mason said to the commissioners.

Though, all hope is not lost.

There are several ideas floating around between the department, Brosz Engineering and JK Excavating of Dickinson, which dug the original hole to lay the pipe.

One idea was to have Montana-Dakota Utilities (MDU) relocate a gas main and power line pole currently situated near the pipe so it would be easier to remove the vast overburden, or earth covering the pipe. At that point, Mason said they would call in workers for pipe bursting.

Pipe bursting is a trenchless method of replacing buried pipelines (such as sewer, water, or natural gas pipes) without the need for a traditional construction trench. Launching and receiving pits replace the trench needed by conventional pipe-laying.

Bowman City Commission President Lyn James clarified that the next step in the process was to hold a conference call with MDU on Wednesday morning to see if they would agree to move the items.

Commissioner Chuck Whitney asked Mason if it was possible in the interim to lay pipeline around the damaged pipe to resume services for city residents in the restriction zone.

That, however, would result in the same difficulties posed by digging to the current pipe,

according to Mason. Boring a new hole for a new pipe would also be nearly impossible because of the amount of soft earth in that area.

Whichever route the department takes in correcting the problem, Brosz said it was highly likely they would have to open up streets for digging.

“We’re pretty much a dead duck where we are,” Whitney said.

There is also a method of freezing the ground, which Mason said he heard of but did not know much about.

Many people in the restricted zone have opted to wash their clothing at a local laundromat or elsewhere. But when it comes to regular bathing and toilet flushing, it is a more difficult situation.

James appeared on KPOK, the local AM radio station, on Wednesday to explain the problem to concerned citizens. She said one possibility for residents concerning bathing is to allow them to use the public showers at the Rouzie Recreation Center in Bowman, which is in the restricted area but has pipes that run differently so they remained unaffected by the problem.

Bowman Parks and Recreation Director Chanell Walby agreed to allow all residents free access to the showers.

Two sewage pumps also might alleviate some of the

problem as far as the restrictions, too. Mason said the department was going to buy them Wednesday and place them inside the manhole cover near Cenex on Divide Avenue, where crews have already been pumping. Though the commissioners would not lift restrictions until they were certain it was safe to do so.

The largest concern regarding the sewer problem for residents, according to Mason, is those homes and businesses in low-lying areas within the restricted zone. Basements could potentially be backed up with sewage in that area. Though the department doesn’t think it has reached that point just yet.

“I want to get it fixed more than anybody,” Mason said.

Musings from Main Street

By BRYCE MARTIN In 2006, as an 18-year-old sophomore in college, I had the incredible opportunity to study abroad. The destination was Russia — for an entire month.

Now I could write thousands of pages on my experiences during that trip; it’s a topic I love speaking about. Unfortunately, I am limited somewhat to space at the current moment.

For those of you who are avid readers and enjoy literature, I know (or hope) you will be familiar with the following Russian author: Fyodor Dostoevsky. He is my all-time favorite author. He was definitely an interesting man, who wrote celebrated masterpieces. He was also one of the most depressed, anxious, angry and downtrodden men who ever lived.

Dostoevsky’s grave is located in St. Petersburg, Russia. During a break from our planned activities in the city, two students who accowmpanied our group on the trip — who became two of my closest friends and remain so to this day — and I decided to travel across the beautiful city to visit the grave of Dostoevsky, one of the most famous Russians.

Departing from the group and navigating our way through the historical city was not an easy task. The two joining me on this “misadventure,” Lindsay and Jim — who are now husband and wife with two adorable

children and one on the way — thought it best if we traveled on the Metro, St. Petersburg’s subway system.

After exchanging a few rubles for subway tokens, the three of us stood amidst a mob of Russians, staring at the railway map of the city, entirely in Russian of course.

I grew impatient, time ticking down before we had to return to meet the rest of our group. Then Lindsay realized the map was color-coded. We were saved. We made our way through the subway system to our stop, to a taxi and then to the street on which Dostoevsky’s cemetery stood.

The cemetery had closed 30 minutes earlier.

Jim tried to offer the woman who answered the gate 100 American dollars, but, incredibly, she refused. To this day, I still wonder if she knew what we were asking for when he offered her that money. Needless to say, she slammed the gate in our faces and we scurried back to a taxi.

Now, if you’re ever in St. Petersburg, I implore you to find the taxi driver we were paired with on our departure. Can’t remember his name, but you’ll recognize him as his bright white taxi dashes passed you at 100 mph. No joke.

We crammed inside the cab, all sweaty, hungry and tired, expecting a quiet ride back to the hotel, but instead, we got an impromptu tour of the city’s landmarks. Well, we couldn’t really see much because his lead foot and the force at which we held on for dear life got the best of us.

Though our efforts failed and I did not get a glimpse of Dostoevsky’s burial site, I forged a wonderful memory of friendship and adventure. It is one I will always cherish and add to my own life experiences, all of which make me the person I am today.

By JOSEPHINE KACZMARKEK Tuesday morning we had our Resident Council meeting which we have every other month. We also finished filling the boxes for the Christmas boxes that we filled for other countries.

Thursday, Sue Berglund, and Gwen Jones came and went to church with their mom Lorraine Bowman.

Margie Schumacher also went to church and stayed to play cards in the afternoon.

Marlene Mrnak also spent time visiting Betty Peterson.

They all stayed for rhubarb cake and coffee.

Linda Mae entertained us playing the piano on Tuesday afternoon which we enjoyed.

Jeff Wanek from Mandan spent Sunday and Monday visiting Morris and Hazel Wanek.

On Sunday the residents played bingo as Song and Scripture was cancelled due

to the weather.

Saturday evening, Pam and John came up to visit.

We called Ada over and played some wild hands of pinochle.

My visitors were Jeannine Spatz, Ada, Garnet Rajewsky, Bud Hetland, Jim and Ardis Hestekin.

Pastor Ron Olson was visiting some of the resident here on Monday.

Dick and Rita Fischer from Rapid City came for the funeral of Leland Erickson.

They said the roads were solid ice all the way. It certainly has been real icy.

Bruce Jones stopped and paid Doris a visit yesterday morning.

By DEAN MEYER One of the great things about the United States is our right to “trial by jury”. If you are accused of a crime, a jury of your peers can judge you. Now a lot of people tell me “they don’t want to be judged by someone too dumb to get out of jury duty”. I’m not sure if that is the right attitude to take.

This week Shirley received a notice that she could be called for jury duty. I was reading through the “Frequently asked

questions sheet”. Question nine, and I quote, “I’m 71 years of age and hard of hearing.

I have diabetes, heart problems, cancer, emphysema, lung disease, and I can’t sit for long periods of time. May I be excused?”

Man, I tell you what. You have much greater problems than jury duty! You had better be calling the ambulance!

I had the opportunity to serve on a jury in Dunn County several years ago. It was either during or shortly after my Senate sentence. The prosecuting attorney was an assistant attorney general that I knew. The case involved a landowner who had opened a “can of whoopass” on a hunter trespassing on his land. The landowner was charged with assault. And maybe battery, but I don’t know what battery is.

I was just an alternate, so

N.D. Outdoors Every fall, the North Dakota Game and Fish Department advisory board meetings, which typically start the day after deer gun season ends, are a forum to talk deer hunting.

This year, with a new proposal for distributing deer licenses on the table for 2015, no doubt that will add to the conversation.

Many avid deer hunters have known that distribution of licenses for archery, regular gun and muzzleloader has been discussed for years. Last winter Game and Fish held eight special “deer management” meetings around the state, followed by the spring round of advisory board meetings where deer license distribution was a primary topic.

All throughout this time, Game and Fish was also encouraging input from state deer hunters, with a promise that a decision on any changes

would be brought forward well in advance of the 2015 season setting process.

So a few weeks back when Game and Fish released its preferred alternative, many hunters already knew that some type of adjustment for 2015 was under consideration.

Since then, many questions have been asked and answered. Here’s a few that seem to come up the most.

Would this new plan change the application process?

The application period and deadline would still be the same. The system would just be programmed so it will not issue more than one license to any individual.

Is the application for a bow license now a part of the deer gun lottery?

No. Bow licenses would be issued the same as in the past. If a hunter applies for a deer gun license and does

when the case went to jury, I was excused since all jurors were still in attendance. So I went across the street for a beer with the prosecuting attorney (things were more relaxed decades ago). Now the prosecuting attorney was pretty confident he would get a conviction. The landowner had admitted he had beaten the guy pretty good. And in hindsight maybe he should have just reported the trespasser instead of giving him a licking.

In our discussion, I suggested I thought he would be found innocent, since a jury of his peers was trying him. And most were landowners that had, at one time or another wanted to whip a trespasser.

The jury didn’t deliberate too long and we were called back.

“A good sign”, my attorney friend said. He was flabbergasted when the landowner

When things calmed back down, without any testimony from me, my fine went from $100 to $400!

But Grandpa Jack, being a man of integrity paid the extra $300, and said it was “Worth every damn penny to tell that judge what he thought of him!”

Will anyone lose accumulated bonus points if they just don’t apply for one license or the other?

No. If you apply for both deer gun and muzzleloader and are drawn for one of them, you would not lose your points for the other one, but you will not gain a bonus point for that choice either. If you only apply for one type of license, you will not lose your points for the

other type.

If someone draws a license in the deer gun lottery, could they also use that license during the bow season as well, as long as they hunt with a bow?

Yes. Hunters who draw a unit deer gun license can also pursue that deer with a bow during the entire length of the bow season as long as the tag is not filled. But, that license is only valid in the specific unit, and for the deer type listed on the license.

In the past there have been two separate applications and drawings. The way this will work is, when an applicant’s name comes up in the lottery, and if both a firstchoice gun and muzzleloader license are available, the computer will issue the preferred license, and the applicant’s name will be removed from consideration for the other license. And that reminds me of a story from long, long ago.

We had a semi that we hauled cattle with. Not commercially, but just a farm licensed truck. I had asked a neighbor to haul some cattle for me and he was picked up at the Williston scale. I could haul farm to market, or market to farm. I couldn’t haul from market to market, and I had bought some cattle that I was hauling to another market that I hoped was better.

Anyway, he was fined a hundred dollars. I decided that I could win this argument in court and wouldn’t pay it.

This is back when Grandpa Jack was a legislator. I figured that Jack had written the laws; he should be able to defend me.

Transportation. The most recent available data suggests that pickup drivers are the group most associated with low seat belt use and a high rate of fatalities due to ejection during a crash.

Pickups have some of the highest fatality rates in single vehicle rollover crashes, the most common type of fatal crash in North Dakota. In a 2011 report, the Insurance Institute for Highway Safety found that heavy-duty crew cab four-wheel drive pickups were the worst, with small twowheel drive, large two and fourwheel drive and very large twowheel drive pickups all in the top five vehicle types with the highest fatalities in single rollover crashes.

It’s a deadly combination: the vehicle’s propensity to roll and the low rate of seat belt use among pickup occupants.

A 2014 observation survey reported last month by the Upper Great Plains Transportation Institute found the lowest rates of seat belt use in North Dakota were among male pickup occupants on secondary or local roadways.

“The state’s seat belt laws are enforced equally for all vehicles throughout the year. We’re trained to be even-handed. But law enforcement officers are

which are particularly important for the 96 percent of first responders in North Dakota who are volunteers.

“Our first responders in North Dakota are often the first on the scene in life-ordeath situations, putting their lives on the line every day for their communities – and they do it voluntarily,” said Heitkamp. “Their invaluable service and their sacrifice is something we cannot take lightly – and as the daughter of a volunteer firefighter in growing up in Mantador, I know I never will. That’s why I’ve made getting first responders the tools they need to prepare, succeed and survive their missions a top priority.

■■ Hunting allowed in select state parks

Limited deer hunting is taking place in three North Dakota state parks in 2014 – Fort Stevenson State Park south of Garrison, Grahams Island State Park, southwest of Devils Lake and Fort Ransom State Park in the Sheyenne River Valley.

Bow hunting for antlered or antlerless deer began Oct. 1 and will be permitted at Fort Stevenson State Park. Bow hunters wishing to hunt at the park must apply for a special park permit, available at the park office during regular business hours from 8 a.m. until 5 p.m. Monday through Friday.

Hunters must present a valid North Dakota bow license and unused tag to receive the special park permit.

Hunters can harvest deer at Grahams Island State Park during the bow, gun and muzzleloader seasons. Grahams Island opened for turkey hunting Oct. 11. Again, hunters must have the appropriate licenses, a park entrance permit on their vehicle, and as needed a special park hunting permit to hunt special interior park units.

Fort Ransom State Park allows deer hunting during the regular deer gun season beginning Nov. 7 and concluding Nov. 23. Hunters must have tags for Unit 2 G1 along with a special park hunting permit which is issued by Fort Ransom State Park staff. The area of the park open to hunting will be the northern two-thirds of the park. Hunters have to pay the park entrance fee, unless they have an annual state park permit. ATVs are prohibited along with deer stands or off-road travel.

OBITUARIES Charity Fries Charity F. Fries, 99, of Scranton, N.D., passed away on Tuesday, Nov. 18, 2014 at the Southwest Healthcare Long Term Center in Bowman.

Funeral Services for Charity will be at 11 a.m. on Monday, Nov. 24, 2014 at the Peace Lutheran Church in Scranton.

Pastor Mary Peterson will officiate with burial to follow in the Scranton Cemetery. Visitation for Charity will be on Sunday, Nov. 23, 2014 from 10 to 9 p.m. at the Krebsbach and Kulseth Funeral Home Chapel.

Elizabeth Ruggles

Elizabeth “Betty” Ruggles, 92, of Scranton, N.D., passed away on Nov. 14, 2014 at her home in Scranton.

Funeral Services for Betty were at 11 a.m. on Thursday, Nov. 20, 2014 at the Peace Lutheran Church in Scranton.

Pastor Mary Peterson officiated with burial to follow in the Peace Lutheran Cemetery, Scranton. There was a visitation for Betty on Wednesday, Nov. 19, 2014 from 9 to 3 p.m. at the Krebsbach and Kulseth Funeral Home Chapel.

Elizabeth Oberlander was born Jan. 26, 1922, at the Oberlander family homestead, Tepee Butte, N.D., the daughter of Fred and Caroline Oberlander. The tenth of thirteen children, she was raised on the family farm surrounded by a large loving family. She attended Tepee Butte School, near her home, along with siblings and neighbors. Following school, she spent several years loving and caring for many of her nieces and nephews, and helping her older siblings with their farm labor. She met

her future husband, Lowell Ruggles, at a dance and they were married Feb. 18, 1943, at Wibaux, Mont. Lowell had enlisted in the U.S. Army and left for service Feb. 26, 1943.

Betty travelled to Louisiana to be with Lowell during his advanced training before he was deployed to Guadalcanal where he served for the duration of WWII. While he was away, Roger, their first son, was born and Betty lived with Roger, her sister Elsie, and Elsie’s daughter Glenda in an apartment in New England.

Betty worked at the Red and White Grocery store and Elsie babysat for the two children until Lowell returned in 1945.

They farmed in Slope County for the next 14 years. During that time, David, Kevin, and Evonne were born. In 1959, the family moved to the present Ruggles farm in Scranton. Kraig, Betty and Lowell’s youngest son was born the next year.

In 1980, Lowell and Betty moved to Scranton, where she has resided until her death.

Betty was the active and beloved center of her family for 70 years! She was a favorite among her 12 siblings and deeply loved by her children, daughters-in-law, 14 grandchildren, and 23 great-grandchildren. She was known for her hospitality; everyone, family as well as friends, always felt welcome and were comfortable visiting at any time. They would always be met with a delicious meal that “Betty”, “Mom”, or later most commonly, “Granny Betty” would whip up in a few min-

utes and no one ever left hungry. The great food was always accompanied by a warm smile and hugs.

She was also a pillar of the Scranton community, and in recent years, it seemed that the more she pledged to stop making pies for the senior citizens center and various church and community events, the more the demand increased and she just kept baking. She was active in homemaker’s club, volleyball, bowling and later in senior citizen’s, church circle, and multiple other community endeavors.

Her Christian faith, along with her family, was at the center of her life and helped her transgress many difficult times with inspiring grace.

She was preceded in death by her parents; husband, Lowell; two sons, David and Kraig Ruggles, one daughter-in-law, Sherrylynn Ruggles, eight siblings; Pauline Schwartz, Fred Oberlander, Rose Hoeffer, Adam Oberlander, Ida Sprecher, Bennie Oberlander, Elsie Johnson, and Edward Oberlander. Survivors include one daughter, Evonne Ruggles; two sons and five daughters-in-law, Roger and Kari Ruggles, Kevin and Sharon Ruggles, Betty Ruggles, Alayne Van Erem and Sherri Andersen-Ruggles; three sisters, Tillie Rosenow, Helen Green, Lorraine Bruckner, and one brother Harry Oberlander; 14 grandchildren, and 23 great-grandchildren.

Leland Erickson

Leland was born Feb. 4, 1944 to Acie and Maxine (Hanson) Erickson. He grew up at the foothills of Sunset Butte. He attended grade school at Sunset Butte School and graduated from Bowman High School in 1961. Leland joined the US Air Force in 1964 and was a jet mechanic on reconnaissance aircraft.

He served in South East Asia in Thailand and Viet Nam. Leland married JoAnn Fischer on Jan 19, 1968. They were blessed with 5 sons: Wade, David, Mark, Craig and Jeremiah. Leland was a man who wore many hats. One of his first jobs was as a “night lamber” for Al Osendorf, he worked for the ND State Water Commission, he was a truck driver, worked in the oil fields as a derrick hand and even had a hand at politics when he was a member of the Rhame city commission and later as the town sheriff. Leland discovered his true calling when he was hired by Bob and Beryl Swanke as a meat cutter for their business in

Rhame. He purchased Cedar Ridge Meat Service at Rhame, ND from Bob and Beryl. He later opened Fallon County Meat Service at Baker, MT and then in 2005 he built a new facility, Erickson’s Meat Market, Inc at Bowman, ND. Leland also raised cattle and buffalo. His wife and sons all played an active role making all of his endeavors “family affairs”. Leland had a profound love for his wife, his family and his country.

Leland is survived by his wife JoAnn, his sons David (Deanna), Mark (DeeAnn), Craig and Jeremiah. He has been blessed with 12 grandchildren: Adam Erickson, Matt and Ashlee Edwards, Anthony , Alex, and Bailey Erickson, Emily Erickson , Andrew Blackshear, Claire and Dean Erickson, Marlena and Nadia Erickson, and one great grandson Vincent Erickson.

Leland is survived by one sister Vivian (Larry) Exe. Leland is preceded in death by his parents Acie and Maxine and one son Wade.

Intoxicated male, 25, vandalizes Bowman laundromat

By BRYCE MARTIN Pioneer Editor Owners of The Tumbler Laundromat in Bowman notified police on Wednesday of vandalism inside their business.

The damage occurred at 10:05 p.m. Nov. 17, according to Bowman Police Chief Chuck Headley. Security cameras installed inside the business caught a 25-year-old male who was “very intoxicated” allegedly committing the crime, Headley said.

Over $5,000 in damage was done at the location, including destruction of five washing machines, doors being punched and kicked, and some glass cracked or shattered.

The Tumbler owners, Dave and Vivian Hernandez, reported the vandalism to the City of Bowman Police Department on Wednesday.

Vivian said that the business will remain open — recently seeing an increase of customers due to the sewer problem currently facing Bowman — but they are at “limited capac-

ity.” Several of the machines had electronics that were destroyed. Vivian said they taped up the machines that are not functioning until their insurance adjuster can inspect the damage.

After reviewing security footage from the business, Headley said he knew the individual responsible for the damage and was subsequently arrested by officers.

The case will now be referred to the Bowman County State’s Attorney’s office for charges of criminal mischief.

Yesterday’s Farmers picks winner Yesterday’s Farmers held its raffle ticket drawing for the annual tractor or cash prize Nov. 8 at the grounds on the west edge of Bowman. This is the 13th year of the tractor or cash raffle.

The winner had their choice of a 1953 Massey Harris Model 33 tractor, a 1951 John Deere Model M tractor or $1,000.00 cash.

John Hendrickson, a farmer and rancher who lives southwest of Rhame, was the winner. He chose to take the 1951 John Deere M Tractor. Hendrickson had bought tickets at the Rhame Gala Days in late June in Rhame. Over 6,000 tickets were sold.

Yesterday’s Farmers, which was started in 1981, is a group of about 60 members in the tri-state area. The primary purpose of the group is to preserve the history of farming from early days until the present. Their collection of restored tractors and machinery give the younger generations a change to see how farming used to be done. The group has their annual threshing bee and other demonstrations of antique equipment each year the weekend after Labor Day in September. 'Big time shopping, small town hospitality': Dale's Clothing

By BRYCE MARTIN Pioneer Editor It has been a busy three years for Tana and Dave Smolnikar and for their business in Bowman, Dale’s Clothing and Custom Embroidery.

Their business, located at 14 N Main St., sees the end of the year, specifically the holiday season, as its busiest time of year for sales and custom embroidery work.

“We’re constantly busy,” Tana Smolnikar said.

For a small town business, that is a good thing.

The Smolnikars purchased Dale’s Clothing on June 2, 2011, 38 years and one day after Dale Hochhalter purchased and began Dale’s Clothing in Bowman.

“He originally purchased the south building and had an exclusive men’s clothing store,” Tana said.

A few years later, Hochhalter purchased the north building, which originally was the location for Bowman’s JCPenney store. At that point, he added women’s apparel and accessories.

In the early 1980s, Hochhalter introduced embroidery to the store.

He added on the east side of the building and began with a single head machine for custom embroidery work.

Since that time, the Smolnikars said the embroidery business grew and, at the time they purchased the store, they had 12 heads.

To keep up with demand, they added another four head machines.

Tana and Dave have owned the store for almost three-and-a-half years and it has been a “whirlwind adventure,” according to the owners.

The two make themselves visible in their community, serving on multiple boards and promoting their hometown by participating in several special community events

throughout the year.

In addition to their popular embroidery business, the store also sells name brand apparel for men, women and children. Two years ago they added Under Armour to their lineup, which is popular especially during the colder months. They also carry Columbia and Carhartt brand work-wear, with a large inventory for workers in the oil and farming fields. Dale’s also recently introduced the Silver brand of jeans to their shelves.

“I try to do a good price range, so we have some higher end things and we’ve got some everyday pricing,” Tana said.

The city of Bowman’s unofficial motto is, “Big time shopping with small-town hospitality,” and that certainly rings true at Dale’s Clothing.

REMEMBERING DONALD HOGOBOOM How one man helped establish golf in Bowman

By BRYCE MARTIN Pioneer Editor The expansive golfing community in Bowman County would not be possible without the dream and passion of one man over 60 years ago.

It was a team effort to establish the Bowman Golf Course — now named Sweetwater Golf Course — in 1951, but former Bowman resident Donald Hogoboom spread his love of the age-old sport and inspired many people to help him build a place to enjoy their favorite sport.

Hogoboom, 88, passed away Aug. 12 at his home in Denver, but his legacy lives on every time a person steps foot on the greens in Bowman.

Donald Hogoboom Jr. was born Nov. 15, 1926 to Donald and Nell Hogoboom of Bowman. He graduated from Bowman High School in 1944 and shortly after enlisted in the U.S. Army Air Corps as a cadet.

As a soldier, Hogoboom started playing golf on military bases where he was stationed and volunteered on various military golf courses working in the maintenance department, according to his son, Donald “Boomer” Hogoboom III. It was during his time working in maintenance that Hogoboom gained knowledge about construction and maintenance of golf courses.

Hogoboom continued his education at North Dakota State University and Black Hills State University in South Dakota. He received a banking degree from the University of Wisconsin.

According to his family, Hogoboom followed in the footsteps of his father by beginning his career as a banker.

Hogoboom returned to Bowman in 1947 and worked for his father as a teller at the former First National Bank. While in Bowman, Hogoboom was also a Mason, a member of the American Legion, the Lutheran Church and played left field for the Bowman Blue Sox Baseball Team.

At that time, however, Bowman did not have a golf course — Hogoboom and his father would hit range balls frequently at the Bowman Cemetery.

“This not only became a hobby, but was quite competitive between them,” Donald said.

In the late 1940s, Virgil “Windy” Windmill moved from

Walker, Minn., to run Windy’s Bar on Main Street in Bowman.

Ralph “Boots” Kemnitz moved from Lemmon and purchased Snyder’s Men’s store formerly in downtown Bowman.

The three men formed a close friendship and soon birthed an idea: to construct Bowman’s first and only golf course.

with the assistance and contributions from many others, to bring their dream into reality. “(Donald) knew Harry Burmeister from his hours playing pool in Harry’s Pool Hall, which was located next door to the First National Bank,” Donald said.

That friendship, too, led to the three securing a crucial piece to create a golf course: the greens. Burmeister volunteered to loan a parcel of land he owned near town for the golf course.

“He apparently had a hand shake agreement,” Donald said.

“He would donate the land to the town when the course was finished.”

But Burmeister never thought the three would ever start, much less complete and open a golf course, according to Donald.

Much to his surprise, the three wasted little time in getting everything ready to open up an area for golf lovers to congregate.

The site, about 70 acres, was well suited to host a traditional nine-hole course. It was close to town and had an existing water well.

“Supposedly the water was safe, but it looked like Coca Cola when it came out of the pump,” Donald said.

Back then, the golf course was a sand green course, which is relatively uncommon in modern times.

Sand greens were relatively flat, round greens that featured oil-soaked sand as a putting surface rather than grass. The greens had to be raked and smoothed in order to putt on them. They were once a staple of golf in certain areas of the country like Texas and Oklahoma, but a quick Internet search shows anywhere from 100 to 150 courses in the country still have sand greens.

There was no irrigation on the fairways at the Bowman course, so sand greens were considered ideal.

When grass greens were finally constructed on the course, a new water well had to be drilled as the existing “black water” stained the grass.

Tractors, machinery and equipment were loaned from Sheets Implement and Stuber’s Farm and Ranch Store, both formerly in Bowman, for the

A $1,000 loan was received from First National Bank and the construction began.

The three men sketched on a piece of wood the initial routing plan for the holes, patterned after the military courses Hogoboom remembered.

In about one year, the fairways began to take life and the greens were built.

All nine holes were the same size, circular in shape, with a single hole in the center.

To keep the sand in place, it was coated with discarded oil provided by the former Patterson Ford Garage.

The only missing piece was a clubhouse.

A gift was received when the railroad donated a coal shed they were replacing.

The project was complete.

For years, Hogoboom, his family, friends and his community enjoyed the course, until Hogoboom moved his family in 1957 to work at a bank in Winona, Minn. He then continued his career in banking in Casper, Wyo., and finally in Denver.

“I played a lot of golf with (my grandfather) in Bowman and every round he would remind me ‘your dad was the architect here,’” Donald said.

“Twenty-five years later, I ended up working for one of the largest golf course architects in the United States. Amazing.”

Hogoboom and Joayne, his wife of 65 years, together had their only son, Donald, and have three grandchildren.

Hogoboom’s final round of golf was played Oct. 12, 2012 with one of his grandsons.

Saxy Brass only plays during the Christmas season. The group practices on Wednesday evenings during the break of the Community Chorus practice. The City of Bowman gives them funding to purchase music. One song costs from $30 -$50.

Charmaine Martian, high school music teacher, states, “Saxy Brass has been essential to the students at Bowman County School. It gives them the opportunity to perform with individuals in the community that have been performing on their instrument for years. Not only is this great for the learning environment, but it also shows the kids that music does not stop after graduation; it is something that you can do for the rest of your life.”

Kathryn Bartholomay, a senior at Bowman County High School, says, “It’s a fun group of all ages that enjoy what they do, and love sharing it with others.”

Windy’s Windy’sBar Ba Bar Saxy Brass was organized by Judy Sparks and Lynn Brackel, two adults that love music and love playing music. The group started as a saxophone trio in 1999 with Hannah Dyk, Judy Sparks and Lynn Brackel and played at intermission for the Community Chorus concert. In 2002, the group expanded to a quartet made up of Brianna Traquair, Megan Burns, Judy Sparks and Lynn Brackel. In 2003, Ron Bowman, the director of the Community Chorus, gave them the name Saxy Brass as they added a tuba, Larry Entzel, to the group and grew to seven members. Saxy Brass kept growing larger and today in 2014 the group is up to 15 performers.

Saxy Brass is made up of the saxophone family and brass instruments. The members of the group are about ½ adults and ½ high school students.

Within the last 10 years, they have performed at the Community Chorus concerts and the Christmas Stroll, as well as playing Christmas carols in the stores on Main Street for the Bowman Chamber of Commerce Christmas promotions. They also do a Sunday tour of the churches in

ONE VOTE SHY: ANOTHER CHAPTER IN THE KEYSTONE XL SAGA

U.S. House passes, Senate denies approval on bill for pipeline

By BRYCE MARTIN Pioneer Editor After more than a year of political back-and-forth and gridlock, a vote was held on the fate of the Keystone XL Pipeline.

While a bill to begin construction on the pipeline was voted down Tuesday in the Senate by only one vote, Senate Republicans said they are certain the bill will pass when the newly Republican-controlled Senate begins a new session at the top of the year.

The U.S. House of Representatives voted last week in favor of the same bill to approve the project and sent that bill, S.B. 2280, to the U.S. Senate for its consideration. Shy of one vote, the bill failed the Senate hurdle.

“The Keystone XL pipeline is about energy, jobs, helping to grow our economy and increasing national security by increasing energy security. We do not want to depend on the Middle East for oil when we can produce it at home, along with our closest ally Canada,” said Sen. John Hoeven, who co-authored S.B. 2880. “But to have a sound energy plan, we need the infrastructure to move that energy to market, safely and efficiently.”

Going into Tuesday’s vote, Hoeven said he was hopeful that the Senate would amass the 60 votes needed to pass the bill. After it was defeated, Hoeven said he would bring the bill back when the new Congress convenes in January. Hoeven said at that time there would be enough votes.

Even if passed by the Senate, President Barack Obama said he would veto the bill.

“At that time, I will reintroduce the bill, possibly as part of a broader energy package or appropriations bill that the president will not want to veto,” Hoeven said in a statement after the Tuesday vote.

With a total capacity of

830,000 barrels per day, the pipeline would accept 100,000 barrels per day of Bakken crude oil and provide approximately 40,000 jobs.

The project has now waited 2,247 days, or six years, for its required presidential permit.

The legislation would authorize the construction, connection, operation and maintenance of the Keystone XL pipeline, deeming Secretary of State John Kerry’s final supplemental environmental impact statement, to be released this month, was sufficient to satisfy requirements and reviews.

The fate of the controversial pipeline was a political decision that was already postponed for years.

Earlier this year, the federal government showed no definite plans to wrap up its comment period — from federal agencies regarding the project — as they postponed the decision indefinitely.

Hoeven said earlier this year that the government would postpone a decision on the Keystone XL pipeline project until after the November election.

Those elections since passed and several legislators called for Congress to finally hold a vote.

“President Obama’s Keystone XL strategy is clearly defeat through delay. He claims adherence to process, but whenever he runs out of process, he finds more process,” Hoeven said earlier this year.

Because of the delay, be it “tactical politics” as suggested

by Hoeven, or a legitimate delay — the U.S. State Department explained the delay as “uncertainty created by the ongoing litigation in the Nebraska Supreme Court”— it has put the small Bowman County city of Gascoyne on the map.

stockpiled along Highway 12 east of Gascoyne.

Over the seasons, they lie unused, gathering snow in the winter and dust in the summer. The vast quantities of mainly bluish-green pipes often pique the curiosity of passersby. The pipes stand hoping one day to be used to create one of the most studied transcontinental pipelines in history.

The Calgary, Alberta-based oil giant TransCanada Corp. submitted its initial application for approval of the pipeline over five years ago. It was to run from Hardisty, Alberta to an existing pipeline near Steele City, Neb. The Keystone Pipeline would reduce transport of oil by railway, which caused massive delays for farmers during this year’s harvest and is considered dangerous after the explosion of an oil car earlier this year near Casselton and some subsequent derailments.

“The American people support the Keystone XL pipeline by a margin of three to one and the U.S. Congress is on record supporting the project and declaring it in the national interest,” Hoeven said.

Beginning April 26, thousands of protestors opposing the $5.4 billion project began a six-day Reject and Protect event in Washington, D.C. Launched mostly by the Cow-

boy and Indian Alliance, the event urged Obama to shelve the project.

Many environmentalists, politicians and citizens from around the country have raised concerns about the potential negative impacts of the Keystone XL project, which is the fourth phase of the existing Keystone Pipeline that currently exists. They say its negative points outweigh its possible positive economic impacts.

Opponents of the project explained the main issue with the project is the risk of oil spills along the line, which would potentially contami-

nate sensitive land.

When completed, the Keystone XL portion of the line would extend down from Canada, navigate to the southeast directly through Baker, Mont. and join the existing Keystone pipeline in Nebraska. It would narrowly pass over the southwestern corner of Bowman County. “… One would think President Obama would want the jobs and energy security the Keystone XL Pipeline will bring,” Rep. Kevin Cramer said in a statement earlier this year. “The time for talking is over. It is time for leaders to lead.”

North Dakota gas average ready to break below $3 For the second week, North Dakota’s average gas price is a fraction of a penny over $3 per gallon, keeping the state from joining the list of 36 states currently paying less than $3.

Today’s statewide average for a gallon of regular unleaded is $3.008 per gallon, down 9 cents from last week and about 18 cents less than this same time last year. According to AAA, the last time the North Dakota statewide average was below $3 was Dec. 9, 2010.

The national average, currently $2.87, moved below $3 on Nov. 1.

Chanell Walby, Director of Southwest Public Transit, met to provide statistical information. Walby is submitting an application for a 1.25 million dollar Public Transit Federal Capital 5339 Grant through the State of North Dakota, for funding assistance for a new facility.

Walby is requesting $250,000 from the county to meet the required 20% local match. The commissioners recommended Walby meet with the City of Bowman Commission to request funding of $50,000.

Brackel made a motion to donate up to $200,000, from BLM funds, and draft a letter of support to submit with the grant application.

Bowman seconded the motion. A roll call vote was taken with all members voting aye. Motion carried.

Walby provided an update of the pump room repairs located at the Rouzie Recreation Center. The City of Bowman Park Board members may submit a donation application for additional funding to cover the increased repair costs.

Bowman County Treasurer, Christine Septon, met to present the September 2014 Treasurer’s Report/ Bank Reconciliation Report. Steiner made a motion to approve the report, with Bowman seconding the motion, and upon a vote, the motion was carried unanimously. A roll call vote was taken with all members voting aye.

Motion carried.

Shonda Schwartz, Director of Bowman/Slope Multi-County Social Services, presented a state/county agreement updating the provisions of the Food Stamp Ordinance of 1977.

Steiner made a motion to execute the agreement and comply with the federal regulations, with Brackel seconding the motion.

A roll call vote was taken with all members voting aye. Motion carried.

Bowman County Highway Superintendent, Neil Hofland, and Gary Brennan, from Brosz Engineering, met to provide updates of road projects. Brennan stated he has been contacted by a party interested in the potential sale of the current Bowman Airport Authority property. Discussion will continue during future commission meetings.

Abrahamson made a motion to approve the Utility Permit, submitted by Denbury Onshore, Inc., for the boring of flow lines, to be located in Section 35 T131N 105W, with Bowman seconding the motion. A roll call vote was taken with all members voting aye. Motion carried.

Discussion was held with Randy Gaebe, Bowman Township board member, on the correspondence received by the county from Paulson Seed, in reference to the condition of 8508 Street SW. The road is located in both Bowman and Talbot Townships and is not a county road.

Bowman County Zoning Director, Rory Teigen, met to discuss the Right-Of-Way Easement submitted

by Consolidated Telecom. Teigen will contact the company to discuss the concerns of the commission.

The commission discussed the sample road hauling agreement that was received from Dunn County. Hofland discussed the agreement with the Dunn County Road Superintendent, who feels favorable to the agreement. Hofland stated that enforcement issues may be a concern and recommended that the commissioners discuss with Bowman County State’s Attorney, Jim Gion.

Steiner made a motion to approve the Longevity Pay for 2014, with Abrahamson seconding the motion.

A roll call vote was taken with all members voting aye. Motion carried.

Abrahamson made a motion to accept the audit agreement from Rath & Mehrer, for the years of 2013 and 2014, which will be conducted in the spring of 2015, at a cost of $7,500.

Brackel seconded the motion. A roll call vote was taken with all members voting aye. Motion carried.

Bowman made a motion at 4:40 PM to adjourn the meeting, with Brackel seconding the motion, and upon a vote, the motion was carried unanimously.
