Proposed changes to oil fund formula could mean bigger payout for western N.D. cities, counties

By BRYCE MARTIN Pioneer Editor The formula to distribute North Dakota’s wealth from its oil and gas taxes has been a constant battle in the state legislature. Periodic changes have been made to try to improve the distribution of funding and make it fair, but it still faces criticism from both sides of the aisle.

The latest round of changes, which will be voted on during the impending biennium of the legislature in Bismarck, changes a major concept of the convoluted formula to distribute more funds to the highly impacted counties and cities that produce the oil responsible for the surge in funds.

In a presentation made during the N.D. Association of Oil and Gas Producing Counties annual meeting held earlier this fall, the existing formula was explained and its proposed changes were discussed.

Bowman City Commission President Lyn James, who was present at that meeting, provided an overview of the presentation Oct. 28 during the Empowering Leaders monthly meeting in Bowman.

The formula is not explicitly easy to follow.

Currently, the distribution formula dictates what portions of the state’s existing 6.5 percent oil extraction tax and 5 percent gross production tax (GPT) go where. The GPT is imposed in lieu of property tax on oil and gas producing properties.

On a heavily detailed flowchart, the directions of the funds are explained—with 30 percent of the combined 11.5 percent tax immediately going to the state’s legacy fund, which was established to preserve the state’s current economic growth.

Following that percentage, 50 percent of the funds go to the Native American tribes

League of Oil and Gas Producing Counties] that live in areas where oil is produced. Lastly, $10 million from the combined percentage is earmarked for the Oil and Gas Research Fund.

After those three allocations are made, the formula splits off into three directions: one concerning the entire state, one concerning the impact grant fund and one focused on the 18 oil and gas producing counties of western North Dakota.

On one end of the spectrum is the state, for which the 6.5 percent extraction tax is used for constitutional and statutory distributions, including the Common Schools Trust Fund, General Fund and State Disaster Relief Fund.

On the other end is the 5 percent GPT, which is split into fifths—1/5 of the tax funds goes into the impact grant

fund, for hub community use.

After those distributions are made, remaining funds from the 1/5 go to statutory distributions, which include the Abandoned Well and Site Reclamation Fund and Outdoor Heritage Fund.

The other 4/5 of the GPT is funneled to oil and gas producing areas. $10 million is automatically taken from that 4/5 and given directly to oil and gas producing communities.

From there, the funds continue to be split.

Twenty-five percent of the remaining 4/5 of the GPT, after the initial allocation of $10 million is made, goes to the cities, counties, schools and townships of oil and gas producing communities.

Many of the distributions, with the exception of funds

given to oil producing communities, then cycle back until they are either fully allocated or ultimately go into the Legacy Fund and Strategic Investment Fund.

Total revenues from the oil and gas production and extraction taxes climbed to over $3 million last year, up from a meager $66,096 recorded in 2003, according to the presentation. Of that total revenue, only 14 percent was distributed to oil and gas producing counties, totaling just under $500,000.

Under the current formula, James said that Watford City as an example, could see a 1,625 mill levy due to its basic needs for infrastructure improvements, which is unprecedented compared with the city of Bowman’s current mill levy of 76. She said it would

likely result in a “mass exodus.”

“They would have to ask, on an average, every [Watford City] resident for another $12,880 in property tax over and above what they pay today,” James said. “And that’s what the legislators need to see. They need to wrap their heads around this.”

However, with a proposed tweak in the formula, the Watford City mill levy becomes manageable when more money is distributed to the areas that need it most in western North Dakota.

The proposed change adjusts the state and local share of GPT. The state share would decrease from 75 percent to 40 percent and the local share would increase from 25 percent to 60 percent. That change alone would increase, for example, the city of Bowman’s allocation from 14 percent to 26 percent of total oil and gas tax revenue.

James said it is likely that, if the formula were changed, legislators would stick with it for at least a 20-year commitment.

Another proposal to be examined during the next legislative session is a one-time surge funding strictly for oil and gas producing counties.

Though, James said the numbers for that distribution rapidly change as it is further discussed. Bowman County was listed as sixth in line for the suggested direct allocation, proceeding McKenzie, Mountrail, Williams, Dunn and Divide counties.

The biggest opposition to the formula change, said James, comes from the eastern and central portions of the state.

James said she heard those areas ask, “What’s in it for me?”

We are sorry to hear of the death of Helen Hetland. She is the wife of Bud. She was a nurse in Bowman quite a few years ago. Today, Sunday they had a memorial service for her at 3pm. Funeral is in Scranton

There has been quite a bit of Halloween decorations and also quite a few people wearing clothes with pumpkins and various things on them.

Next Sunday is the Fling Thing at the 4-Seasons. I plan to go and take some scarves, bracelets, rings, bowling balls, baskets, and a few angels.

Loran and Rita from Milbank, SD, are coming to help me. The Fling Thing generally draws a large crowd. I hope we have some good weather. It hasn’t been too bad the last week or so, kind of an Indian summer.

We are very sorry to say that Buster Miller passed away and Larry Huckins from Amidon.

Today is a cool day. John had to come to town for parts so stopped in for a minute. I’m always glad to see some of my kids.

By DEAN MEYER Hello, Have you ever had that feeling that you were invisible? Or dreamed that you were?

Well, I had better start at the beginning.

Shirley and I belong to a very select group of people that play pinochle on Sunday afternoons. Some of the group plays all year. We get started late in the fall and play through the winter. It’s more of a social event and cooking competition than a money deal. Everyone brings lunch and some days it is nearly a Thanksgiving feast.

It was at pinochle that I became invisible.

When the afternoon’s last hand was played, the lunch line kicks in. Shirley and I

grabbed plates and sat down at a table together. As we were eating another gentleman came and sat down.

Now remember, Shirley cleans up pretty good. I actually prefer her in Carhart coveralls and mud boots, with a Scotch cap and neckerchief.

Or with a baseball cap and chaps on, horseback, bending a cow that is headed for the brush. But I guess beauty is in the eye of the beholder.

Anyway this guy about my age sits down by Shirley. Wanting to strike up a conversation, he is pretty forward. He asks, “Are you married or single?”

Shirley replies that she is indeed married.

This is where I attempt to get into the conversation and realize that I have become invisible.

I asked, “Is your husband good to you?”

She replies that her husband has his good days and bad. That hurt.

Our guests then ask, “How long have you been married?”

Shirley has to think a while, then replies, “Forty-three years!”

So I jump in again. “What a

coincidence! That is the same that I have been married!”

But I am invisible and now I guess I have become mute.

Shirley and the guy visit a bit and the guy asks, “When were you married?”

“May 28th, 1971.”

“Wow! That is unreal! That is the same day I was married!” But I am still an invisible mute.

So I start to talk louder.

“Where were you married?”

She replies in the Catholic Church at Killdeer.

I think I am starting to come back into focus when I loudly holler, “No way, that is where I was married!”

The guy starts to kind of put two and two together.

He notices this 65-year-old, 275-pound, man sitting next to Shirley. By now I have regained visibility I guess.

He looks at me and didn’t say anything, but now I have gained the ability to read minds. He was thinking, “Shirley, you could have done better!”

And I imagine there are those readers that agree. But maybe today will be one of the good days!

Letters to the Editor 'Can't vote on city Measure 1' I am not a citizen of the city of Bowman, so I am not allowed to vote on the 1 percent sales tax issue for a new community center; however, the proposed sales tax affects me as much as any of the Bowmanites. I would like to speak my piece and remind the eligible votes to remember

four things about taxes: 1) The Economic Law of Diminishing Returns. Simply stated, there is a breaking point at which raising taxes will return less and less revenue. When the tax burden becomes so heavy, consumers slow down their taxable purchases and take their dollars elsewhere. The 1 percent tax on a pair of sox is no big deal, but a sizable purchase taxed at an extra 1 percent could be

The accusation has merit.

State law requires that all political advertising and literature “must disclose on the advertisement the name of the person, as defined in section 16.1-08.1-01, or political party paying for the advertisement.

If the name of a political party, association, or partnership is used, the disclaimer must also include the name of the chairman or other responsible individual from the political party, association, or partnership.”

That’s a direct quote from the North Dakota Century Code.

Yard signs and other literature created by API clearly says it was paid for by the American Petroleum Institute, they did not also list the “name of the chairman or other responsible individual.”

So fair enough. API didn’t properly follow the law. But you have to wonder why the pro-Measure 5 coalition would even bother to bring this up given their own laundry list of transgressions.

Like the fact that they’ve violated this same part of the law.

I have in my possession mailers from Pheasants Forever, and campaign literature from NDCWWP handed out at a recent sportsmen’s exposition, which doesn’t have any of the required disclosure statements at all.

Also problematic was a recent ad campaign featuring what voters were supposed

to believe was a teacher from Mandan testifying to the merits of Measure 5 from her classroom. But it turns out the classroom was a prop, and the teacher isn’t actively teaching.

She left her employment with Mandan Public Schools, to the chagrin of school district officials I spoke to, midway through a school year leaving them to scramble to find a replacement What’s more, the campaign did not disclose that the teacher is married to a high-ranking Ducks Unlimited official whose career would no doubt benefit should Measure 5 make a veritable pot of gold available for conservation groups.

But that may not be the worst transgression against honesty committed by Measure 5 sup-

a deal breaker. Other towns nearby that have not increased their tax rate will be happy to sell retail items to people seeking a more favorable tax environment. The Alco Store is facing a business closing due to lack of sales. Another 1 percent tax won’t help other businesses either.

2) Once a tax is levied, it is seldom repealed. Bowmanites can expect decades of increased taxes if they approve the increase. Even with a “sunset clause”, the voters of Bowman would not have an opportunity to vote to continue or discontinue the tax for ten years.

3) The flowery language in advertisements by the Park Board tells us that our lives

will be measurably improved by all the amenities that the Park Board promised. Really?

Most of the features listed that promise to make us all happy are already available and by private business to boot. The new Bowman Lodge will have most of the same facilities as the new proposed Rec. Center.

Do you want your city government competing with private businesses using your tax money?

4) One last thought: the least expensive portion of a building project is the construction. The most expensive part comes in the maintenance, heating and cooling, staffing with all the benefits, and a never-ending hunger for more.

The 1 percent sales tax will

be only the start of an everescalating demand for more money. That is an economic tax reality.

In tough economic times, people tighten their belts and forgo nonessential activities.

Food, clothing and shelter take a higher priority than the opportunity to sweat in a new gym. Why not charge a higher user fee and let the ones who want the facility pay for it?

I get a little grumpy when I am taxed without being able to vote on the tax increase.

I’d like to be able to “shop at home” but folks with a taste for higher taxes are making me less likely to do just that.

“We worked very hard to create that footage to promote North Dakota,” Devils Lake realtor Al Freidig told me of his participation in the ads. “Now we’re in something we would never, ever support. It’s just really unfortunate that they stooped to this level. At some point in time, this is going to cost me business.”

Jeff Katzer, another of the men featured unwittingly in the pro-Measure 5 ads, said he’s being wounded professionally in his work as a professional guide.

“I’m getting a lot of flak from farmers,” he told me. “They are not letting me on their land.

It’s like I’ve got to plead my case and convince them I’m innocent.

about why their ads feature people who do not support their measure, they were anything but apologetic through their official Twitter account.

By ROB PORT porters this cycle. Another set of ads supporting Measure 5, depicting sportsmen enjoying North Dakota’s fishing and hunting opportunities, features people who actually oppose the measure.

The men in the footage four of whom I’ve spoken with - said the footage of them was shot for one of the North Dakota Tourism Department’s “Legendary” ad campaigns.

Tourism Director Sara Otte Coleman told me that the proMeasure 5 campaign pushed to use the footage for their political campaign, and were allowed to after Attorney General Wayne Stenehjem found that the footage was in the public domain.

But just because something is legal doesn’t mean it is right.

“[I]t’s called a stock photo,” the group wrote. “They participated in the shoot and anyone can use it. Besides they fish so they should vote #YesOn5.”

Wow. The Measure 5 campaign is imploding, I think. The tide has shift against them, and they’re lashing out. The mudslinging will probably continue through election day, which is unfortunate.

Losing ugly in this contentious campaign isn’t likely to win the conservationists a lot of friends in the state going forward.

OBITUARIES Roland Miller

R.J. “Buster” Miller, 88, of Bowman, N.D., passed away on Sunday, Oct. 26, 2014 at the Southwest Healthcare Long Term Center in Bowman.

Mass of Christian burial will be held at 10 a.m. on Friday, Oct. 31, 2014 at the St. Charles Catholic Church, Bowman. Fr. David Morman will celebrate the Mass with burial to follow in the St. Peter and Paul Catholic Cemetery in Amidon, N.D., at 2 p.m. There will be a Rosary and Scripture Service on Thursday, Oct. 30, 2014 at the St. Charles Catholic Church beginning at 7 p.m.

Roland J. (Buster) Miller was born Jan. 16, 1926 to Roland and Anna Pauline (Brandner) Miller in Bowman. The eldest of four brothers, the family resided on the family ranch six miles northwest of Amidon.

He attended first grade in Amidon, but then went to Sandcreek for the next seven years. He attended St. Mary’s High School in New England, and upon graduation, enlisted in the United States Navy in

1943. He was stationed in Seattle, WA and served aboard the USS Richmond. He traveled all over the Pacific Ocean, stopping at the Aleutian Islands, Alaska, the Hawaiian Islands, the Kurile Islands near Japan, and Panama. He was then transferred to the USS Enterprise, on which he was stationed during the bombing of Japan. He was honorably discharged in 1946 and enrolled at Dickinson State College. In 1948 he returned home to the ranch by Amidon.

He married Marvis Johnson on Oct. 16, 1950 at Saints Peter and Paul Catholic Church in Amidon. To this union, eight children were born. He was proud of his two sons and six daughters, and Buster always said, “Eight is enough!”

They farmed and ranched near Amidon for over thirty years.

He and Marvis then bought a home in Bowman in 1979, although he didn’t completely retire from the ranch until 1988, when he turned the ranch over to his son, Gary. In the early 90’s, he began work for the Bowman Economic Development Corporation.

He always talked about all the great people he met and had the opportunity to work with- he thoroughly enjoyed his job! He had a gift to gab with a good sense of humor, and was always ready for good conversation. By the end of a conversation, you knew what his opinion was!

Buster and Marvis also traveled during their retirement.

They did different tours of the United States, seeing the Southwest Region, the New

They also boarded a cruise ship and saw various parts of Mexico. They also enjoyed trips to Deadwood, where they were usually lucky playing the slots.

Buster was very active in the communities where he lived.

He served as a Slope County Deputy Sheriff under Elmer Morland; a 4-H Club Leader; Sandcreek Township Assessor and Clerk; Amidon Fire Department Secretary; and a member of the Amidon School Board, North Dakota Stockmen’s Association, American Legion Post 66 of New England, Sunset Care Board, and the Knights of Columbus. He was also a member of Sts. Peter and Paul Catholic Church in Amidon and later St. Charles Catholic Church in Bowman.

Buster was an avid sports fan and athlete. He played baseball and bowled for more than thirty years, and then coached and umped softball for his daughters for many years after that.

He loved NASCAR, the Green Bay Packers, and the New York Yankees, but watched all teams in the NFL and MLB. He really enjoyed playing fantasy football with his good friend Tom Nordberg. His end table was covered with his careful notes and stats of NFL players as late as this October. He was also a competitive card player, favoring pinochle and whist.

He was known by many as “Grandpa Buster,” due to the fact that he had twenty-three grandchildren and twentyone great-grandchildren. He enjoyed going to their various sporting events. Always proud

of them, they were his pride and joy.

He was survived by his wife, Marvis; sons, Gary (Stacey) Miller, Amidon; Shad Miller, Bismarck; daughters, Michell (Warren) Flath, Bowman; Karen (Wayne) Gerbig, Amidon; Rene (Bob) Whalen, Hamilton, Mont.; Rhonda Buer (Joe Hofmann), Huntley, Mont.; Brenda (Chris) Palczewski, Bowman; son-in law Aaron (Peggy) Allen, Bowman; 23 grandchildren; and 21 greatgrandchildren.

He was preceded in death by his daughter, Janet Allen; his parents, Roland and Pauline; and his brothers, Clarence, Bumps, and infant brother Michael.

Helen Hetland Helen Hetland, 80, passed away on Oct. 22, 2014 at the Southwest Healthcare Long Term Facility in Bowman, N.D. Funeral services for Helen were on Oct. 27, 2014 at 10:30 a.m. at Peace Lutheran Church in Scranton, ND. Pastor Mary Peterson will officiate. There was a friends service on Oct. 26, 2014 at 3 p.m. the Southwest Healthcare Long Term Facility in Bowman.

Helen Christine Peterson was born on Jan. 31, 1934 in Baker, Mont. to Andrew and Anna Peterson, the seventh

of eight children. She graduated from Baker High School in 1952 and then attended the Presentation School of Nursing in Miles City, Mont. and Aberdeen, S.D. graduating in August 1956. This was the beginning of a long career as a staff nurse in many hospitals – a career to which Helen was very devoted.

Helen married Duane “Bud” Hetland on Nov. 28, 1957 in Baker. They began their married life on the farm southwest of Haley and had three children; Andy, Cheryl and Debbie. They moved from the farm in 1970 and lived in several communities in South Dakota, Wyoming and Montana. In 1994 they returned to the farm to begin their retirement and moved to Bowman in 2003. Helen is survived by her husband, Bud, son Andy (Marilyn) Hetland, Haley, N.D.; daughters Cheryl (Cecil) Benner Buffalo, Wyo., and Debbie (Mike) Domagala, Hawthorne, Nev.; grandchildren Josh (Sam) Hetland, Melissa Benner and Chrissy Domagala; great-grandson Maverick Hetland; sister Jeannette Roberts and brother Bill Peterson. She was preceded in death by her parents; brothers Edward and Harley Celander; Jim and Lawrence Peterson; sister Lila Smith, and grandsons Matthew Hetland and Brian Benner.

ELECTION 2014 Could a Libertarian become the state’s next congressman?

Libertarian candidate for U.S. House makes final campaign stops in western N.D.

By BRYCE MARTIN Pioneer Editor As a Libertarian candidate for the U.S. House, Jack Seaman believes in freedom from government interference, mixed with ideologies of social liberalism and fiscal conservatism.

Seaman shared his political views and aspirations during a one-day, three-city campaign tour Oct. 24 that took him to Dickinson, Williston and Minot.

Seaman, a businessman from Fargo, entered his name into the race for North Dakota’s only U.S. Representative seat not on a whim, but because he felt the people were not being represented fairly.

His opponents—incumbent Rep. Kevin Cramer (R-Bismarck) and George Sinner, a Democrat—have campaigned around the state and spent a large share of money on their respective campaigns. According to the Center for Responsive Politics, Cramer had raised over $1.3 million for his campaign as of Oct. 15. Sinner raised a bit less, with about $864,000.

Seaman, a self-proclaimed “normal guy,” said he does not have millions of dollars to spend on a campaign. He raised under $10,000.

Seaman said his issue with Cramer was that he was a “flipflop” when it came to his voting record. “…[Cramer] ran his entire 2012 campaign on being a fiscal conservative, balancing the budget, reining in spending and then he voted the exact opposite way,” Seaman said.

“That’s basically the reason I’m running.”

Seaman said his core issue is economic policy. He presented a list of specific cuts he would make to the country’s budget during the time of “excessive” government spending. His proposed cuts included ending the U.S. Dept. of Ed., ending all non-humanitarian foreign aid, ending the War on Drugs, privatizing the TSA, end the IRS and replace with a Fair Tax, end the National Security Agency and reduce the country’s military spending by 50 percent.

The latter received several raised brows.

“If we cut 50 percent, we’d still be the No. 1 military spender in the world and we would still outspend our nearest competitors—Russia and China—combined,” he said.

“People say, ‘Cut the budget 50 percent? No way.’ Even if we cut it by half, we would still outspend those two countries.”

military budget in 2013—Russia and China combined spent less than $300 million, he said.

“That’s how much fat there is,” he added.

As for cutting the U.S. Dept. of Ed., that facet of government is unnecessary, explained Seaman, “Educational concerns can be handled on a local and state level.”

The War on Drugs, which Seaman said he wanted to discontinue, includes a set of drug policies that are intended to discourage the production, distribution and consumption of what participating governments and the United Nations define as illegal psychoactive

drugs.

“It’s a failed policy,” Seaman said, adding that the United States has spent over $1 trillion since the unofficial war began and no progress has been made. If anything, he said, matters have worsened.

The money spent on the war could be spent on education and rehabilitation and the nation’s drug problem would rapidly recede, according to Seaman. “It’s not the government’s job to protect us from ourselves,” he said.

Drug cartels have entered and illegally trafficked drugs across North Dakota since the Bakken Oil Boom. A way to end such a criminal element would be to legalize drugs, specifically marijuana, and decriminalize other illegal drugs, he said.

Seaman said people across the state are literally welcoming him with open arms, a result of their frustration with Republicans and Democrats, “the bickering, the bipartisan fighting, the gridlock,” he said.

People are searching for a third option; looking for something truly different. “And that’s what I represent,” he said.

If elected, Seaman’s purview would be more geared to the federal level, but he noted that the current North Dakota State Legislature has not divvied up funds generated by oil and gas taxes in an appropriate manner.

“I think that western North Dakota needs to receive a bigger share of the revenue that they generate,” he said. “I would like to see the new session address that problem.”

Democrats held North Dakota’s U.S. House seat from 1980 to 2010, until the election of Cramer’s one-term predecessor, Rick Berg. Cramer was voted into the position in 2012 with a 55 percent vote of the people. Democratic candidate Pam Gulleson trailed behind with about 42 percent of the vote and Eric Olson, a Libertarian candidate, only captured about three percent, or 10,125 votes.

Born in Bowman 59 years ago, Mrnak became part of one of the most respected farming/ ranching families in Bowman County and in North Dakota. Growing up on the family ranch with two brothers and two sisters made for an interesting childhood. He attended school in Bowman, participating in wrestling and FFA and the LiveWire 4-H club. His love of cattle was apparent at

Bowman County Pioneer and building the Multi-Purpose Building, remodeling the Four Seasons, and working on the remodel of the Dakota Winds Rodeo Arena. He was also a driving force to get the PRCA rodeo in Bowman and has been a fixture behind the chutes at the N.D. State High School Rodeo held in June.

He has always supported youth in the community by helping out during the fair with sale and has been a judge for many county fairs around southwestern North Dakota and northwestern South Dakota. You will find him during the Bowman County Fair, being a ring man for the sale and often purchasing a few 4-H animals, putting up tents, taking tickets, selling beer and being Darwin Wilke’s right-hand man. He retired from the fair board this year, paving the way for the next generation of his family to take over his duties.

His commitment to the Hereford breed is apparent with his love of his cattle. He, his brother and nephews have carried on a tradition of raising quality registered Hereford cattle. His attention to quality is evident in the sale held every year in February, as the bulls are sold to buyers throughout the upper Midwest, Texas and Canada.

The repeat buyers show up every year to purchase bulls and other breeding stock from this ranch as they know they will get a fair and honest price as well as a high quality animal. He also finds quality consignment sellers to enhance the sale. He served for several years on the American Hereford Association board, bringing knowledge of the breed and his quiet determination to make the Hereford cattle the best breed possible.

You will often see him with his wife, Jill, and daughter, Robyn, at his side, in conference with his brother over a ranch matter, lending a helping hand to the nephews, or just being “Uncle Wayne” to his great nieces and nephews and of course having his trusty dog Sadie not far from his heels.

“He is a great steward of the land and is carrying on the tradition of quality at the Mrnak Ranch,” Ryan Brooks said.

Students raise funds to take love of music overseas

By BRYCE MARTIN Pioneer Editor The Tower of London, the Louvre, the Swiss Alps—these are just a few sites a group of local students will experience next summer on a special trip abroad.

Seven students from Bowman County High School— three in band and four in choir—will share the gift of music with seven countries in 16 days next July as they tour with the Northern Ambassadors of Music, an organization that gives high school students an opportunity to share their love of music and experience other cultures.

While the clock ticks down to their trip, the students have been preoccupied with raising funds for their journey, holding several fundraisers and planning for more in the near future.

Students participating in the trip could be seen washing cars during the Bowman County Fair in July, hosting bake sales—another is scheduled for Nov. 4 during the high school’s volleyball game—and cleaning golf clubs at the Oilfield Golf Tournament held this summer in Bowman. They also host an ongoing recycling fundraiser that asks those with used electronics to drop off their items at locations around Bowman, including the high school office, Bowman Regional Public library and the entry of Kendra’s Korner Car Wash.

between alumni of Bowman County Schools.

Pam Fisher, counselor and girl’s basketball coach at Bowman County High School, has eagerly planned the event along with the students. While several have shown interest in the event, which is scheduled for Dec. 28, Fisher explained that there is need for more commitment from additional people wishing to participate.

“We’re looking for more people to sign up,” Fisher said.

“Our call is for alumni basketball players that would be interested in playing in a game.”

Fisher said the plan is for two games, one with men and another with women.

To raise funds for the group of students that went on the trip in 2011, a similar alumni game was held, according to Fisher.

Another fundraiser planned for the students involves purchases made from Schwan’s.

Brenda Osendorf of Bowman, who is assisting with the Schwan’s campaign, said she is excited to help the students raise money for their unique trip.

“They’ll be making cultural connections through music,” Osendorf said.

Anybody making purchases through Schwan’s online or by phone—door-to-door purchases are excluded—can choose for a portion of their payment to go for the students’ campaign.

Those making purchases would simply indicate that they would like to support the Northern Ambassadors-Bowman campaign.

Considering the upcoming holiday season and larger food purchases traditionally made during that period, Osendorf said it was a good time for such a fundraiser.

Northern Ambassadors of Music is a select honor group composed of students from North Dakota and Montana.

Over 100 total students will make their way with the group to locations in England, France, Switzerland, Liechtenstein, Austria, Italy and Germany from July 12 to July 27, 2015.

The organization that hosts the biannual trip, Voyageurs International Ltd., took students from Bowman on a similar journey in 2013. Warren Olfert, director of bands at North Dakota State University, said that the 2013 European tour was a huge success, with over 300 participants.

Thirty-seven states around the country have similar ambassador programs and have completed tours for 44 years.

The students from Bowman were nominated by their music director, Charmaine Martian, which is the only way students were able to participate in the tour. The chosen students will perform with the group and includes a concert band, concert choir and jazz ensemble to perform at various locations throughout the seven countries.

Amidon bids farewell to ‘historic’ Slope County Courthouse Debris from demolition, supposed to come to Bowman’s landfill, redirected to Dickinson over issue

car—no longer stands after being dismantled last week.

Demolition of the historic, multilevel Slope County Courthouse began Oct. 21 and since has been completed.

The city of Bowman’s landfill north of town was originally supposed to receive the majority of lumber and other debris from the courthouse’s demolition, but things didn’t go as planned.

Art Johnson, attendant at the Bowman City Landfill, said

Tuesday that the landfill only received a small portion of what was ultimately to call the site its final resting place.

An update was given to the Bowman City Board of Commissioners at a meeting earlier this month, where it was reported that Slope County would bring all or most of the debris from the deconstruction to Bowman.

Johnson said, however, that once trucks got to the landfill and began unloading, the ma-

Ghostly Graveyard 4 cups miniature marshmallows 1/4 cup butter, cubed 6 cups crisp rice cereal 12 oval cream-filled chocolate cookies 1 tube white decorating gel 1 can (16 ounces) chocolate frosting Halloween sprinkles In a large saucepan, combine marshmallows and butter. Cook and stir over medium-low heat until melted and blended. Remove from the heat; stir in cereal. Press into a greased 13-in. x 9-in. dish; cool.

Cut into 12 squares and set aside.

Cut a 1/2-in. piece from the bottom of each sandwich cookie. Crush removed cookie pieces; set aside. Write “RIP” on each cookie, using white decorating gel.

Position cereal squares on a large serving tray. With 2 tablespoons frosting, form a circle on each cereal square; top each with a decorated cookie. Sprinkle reserved crumbs around tombstones; add Halloween sprinkles.

Ah… Halloween. It’s one night for children to dress up in costumes to run around their neighborhoods and collect candy. But you can get the blood-curdling scares from Halloween any night of the week with priceless horror flicks. And here we are, five of the best horror films, the ones you can bet will be hard to find in stock this month at the video store.

‘THE EXORCIST’ (1973) Who could ever forget the green vomit or the full 360-degree head spinning? Classic horror films like “The Exorcist” are among the few that really have an impact on the definition of terror. The movie centered on gore-faced Regan (Linda Blair), a teenager who became possessed by a foul-mouthed demon, and the floundering priests that have come to exorcize her. One infamous scene that chilled many

was when demonic Regan would make her bed violently tilt and shake while her mother (Ellen Burstyn) went along for the unanticipated ride. That scene actually caused injuries to Blair in real-life. While the movie certainly isn’t for children, it’s the stuff great horror films are made of.

In a large resealable plastic bag, combine water and food coloring; add coconut. Seal bag and shake to tint coconut; set aside.

In a microwave, melt chocolate chips and 2 tablespoons shortening; stir until smooth. For witches’ hats, place about 1/3 cup chocolate mixture in a resealable plastic bag; cut a small hole in a corner of bag. Pipe a small amount of chocolate on a cookie. Dip a Bugle in some of the remaining chocolate; allow excess to drip off. Position over chocolate on cookie, forming a witch’s hat. Set on waxed paper to dry. The first question that comes up when discussing Swedish Fish is: Large or small? Followed by: Assorted or reds? The answer: Reds. Variety is great, but there’s something so satisfying about having all the ones you would have picked out already wrangled together in one package. The I-can’t-quite-put-my-finger-on-it flavor of the red fish (we’ve heard rumors that it’s lingonberry) is so elusively delicious. The trick is to use some friction to catch and work the fish between the roof of the mouth and tongue, smoothing the rigged detail of the embossed candy to a flat, stretchy, and sticky diminished version of itself.

Remember, Story Time is now back in full swing, being held every Wednesday at 10:30 a.m. with Children’s Librarian, Leah King. This program provides stories and crafts designed to help pre-k children learn valuable skills such as reading, listening, sitting still, and working within a group. If you are new to the area, this is a great way to get to know other families in the community.

Parents, if you’d like your kids to have a handson creative experience, please consider bringing them to the library once a month for Lego Club. In this setting, the kids are guided and encouraged to build original Lego projects which are displayed

in the library for about three weeks.

It has been a great success so far and we look forward to even more participation. We meet every third Thursday of the month at 4 p.m. Children ages five and up are welcome and parent participation is welcome but not required.

In the spirit of Halloween, we will be having a small after school Halloween activity on Oct. 30. Kids of all ages are invited to stop up and participate in craft and score some pre-Trick-or-Treat candy. Also, please feel free to Trick-or-Treat here on Halloween, too.

Halloween Parade returns to downtown Bowman

Last year's Halloween Parade held on Main Street in Bowman was quite the success, with several businesses running out of candy due to the large amounts of youth that participated.

This year, those businesses are ready with hefty bags of the sweet stuff. Over 150 children are anticipated to walk down Main Street, beginning at 4:30 p.m. on Friday, dressed in their costumes.

Trick-or-treating ends at 5:30 p.m., when those youth then spread out around the county to collect more candy.

The Bowman Police Department reminds the community

that the set city curfew is at midnight.

The weather forecast from the National Weather Service in Bismarck called for mostly sunny skies on Friday, with a high near 46 degrees. It will become windy, with a southeast wind 17 to 22 mph increasing to 26 to 31 mph in the afternoon.

Winds could gust as high as 43 mph. For the night hours, it will be partly cloudy, with a low around 29 and breezy.

For the more mature tastes, several bars around the county will be hosting Halloween parties, including Windy's in Bowman, the Waterhole in Rhame, the Pasttime in Marmarth and Buffalo Creek Saloon in Scranton.

Organizing Your Spaces

Any designed space must include the component of organizing the objects in the space. One must consider traffic patterns, natural and artificial lighting, the functionality of objects in the space, the artistic display of accessories, the use of the room and how much time will be spent there.

Depending on whether you are organizing an entire room or

a small drawer many of the same organizing tips will work.

Let’s start with a medium size living room. Allow yourself blocks of time to complete the project. Start by removing everything from the room. This allows you to see the bare bones of the room and to look at it with fresh eyes. Now is a good time to repaint – pay close attention to how light plays with the color tones – using a deep saturated color may work best on a wall with large windows. Deep colored walls tend to absorb the light coming from the window/s across from them.

The design for your new room

may include refinishing the floors, laying tile or replacing the carpet - you may be relying on professionals for installation and be working with their time allowances. Once the floor is installed add the furniture back into the room – you may choose to add some new items. As you add the larger items to the room try a number of different locations for the pieces. Moving them around can give you the feel of a new room. It also works to move your pictures, mirrors, sculptures, and lamps around.

This is a great time to look at objects from other rooms in the house to see if you can incorpo-

rate anything into the new room.

The windows may be getting new treatments, too. These could be wide horizontal blinds, opaque sheers, valances, roman shades, or traditional draperies.

Each treatment will give your room a different look.

We now have a new room but what do we do with everything else that was in the room? One designer suggests that you take the SIMPLE approach: S: Sort like with like.

I: Identify what to keep.

M: Make a home for it.

P: Put it in containers.

L: Label it.

E: Establish a routine.

Details in the room can give a distinctive look to the room.

Door knobs, cabinet & drawer hardware, and light plates and outlet covers can be done in metals. Silver nickel, brushed nickel, bronze, chrome, copper and gold are all choices that are available. Plants are a great accessory as they can soften the hard edges in a room and add a

bit of life to their surroundings.

They can be silk or real depending on what will work best in your situation.

The things you decide to keep, place in a storage area. One organizer dates the label and if she hasn’t opened the container in a year she sends it to her thrift store.

How about a small drawer?

The SIMPLE method is the same except that the project will not take big blocks of time and you will not have to rely on a professional. Here is where you can use 15 minute bite-size blocks of time to organize small spaces.

Don’t worry about the right size container for objects until you have done the initial sorting.

The boys team began the season full of optimism, with a small, but talented group of runners. All season long it seemed the bulldogs were in a battle against Beulah-Hazen, as both team were lagging behind the state champion New Town Eagles. Saturday proved to be the same story, New Town dominated the field to place 1st, and Beulah-Hazen edged the bulldogs by 8 points for second place. The bulldogs ran their best team race of the season, with six of the eight runners setting personal bests.

Alex Bartholomay finished in 7th place earning him All-State honors. After that is was a pack of bulldogs running in the front quarter of the field. Lucas Meadows exploded onto the scene finishing in 23rd place, followed by Brayden Miller in 35th, David Chavez in 37th and Andrew Miller in 39th.

Also running for the bulldogs were Ethan Fischer (123rd), and Tim Fishcer (127th). With the end of the 2014 season, the bulldogs will also say goodbye to three seniors. David Chavez has been a consummate leader for the cross country program over the past three years, putting in countless summer miles and leading the summer program. Lucas Meadows completed his career running the best race he has ever run, and Orion Thompson, wrapped up

his first year. The bulldogs will have talent returning, the key once again will be the depth of the team.

The girls cross country team entered the 2014 season as an afterthought, not being included in the state rankings until three weeks ago. The bulldogs showed steady improvement over the 11 week season, culminating in a 4th place finish at the North Dakota State Championships in Minot. The bulldogs were led by sophomore standout Lacey Feist, who finished 13th overall, earning her All-State honors. Lacey’s time of 15:53.55 was the first time that she was able to break the 16 minute barrier. Lacey was followed closely by 7th grader Alexius Miller who placed 22nd, and Sophomore Mikayla Bartholomay, who placed 25th. Also scoring for the bulldogs were 8th grader Abigail Bartholomay (43rd), and Freshman Meggie Fischer (79th). That pack of girls have led the bulldogs all season long, and Saturday was no different as they scored 182 points, finishing behind Hillsboro-CV, Southern Mclean, and Shiloh. Also competing for the bulldogs were Brenna Wokal (103rd), Justyce Duffield (110th), Melissa Bucholz (167th), Nichole Brindle (188th), and Summer Miller (204th). Five of the ten

The Seniors that will be missed next season are Summer Miller, Kathryn Bartholomay, Justyce Duffield, and Melissa Bucholz. There is still a lot of optimism around the girls program. The top six runners are all underclassmen. Those underclassmen have steadily improved throughout their careers, and show no signs of slowing down.

JH girls see successful season Hettinger-Scranton’s Junior High volleyball teams had a successful season. The 7th graders posted a 13-4 season record which included a 2nd place finish in the 7th grade tournament held on Sep. 27 at Bowman.

Playing for the 7th-graders were: Abi Sulzman, Quinn Mellmer, Alyssa Andress, Talia Carter, Carolyn Schultz, Madelyn Larson, Emily Shirek, Michelle Witt and Jocelyn Ebert.

The 8th-graders finished with a 10-5 season record and went 2-2 in their tournament held on Oct. 4 at Heart River.

In that tournament they defeated Heart River and Beach, but lost to Bowman and Trinity.

“Ending the season has been a tough one for me. This is a hard sport and not everyone is cut out for it, but the best part is everyone on this team is a team player. Everyone gets to participate and everyone helps push each other at practice and in competition. These kids had practice most morning at 6:15 am and when we did two-a-days they had practice at 5:30 am and 4:00pm. No complaints, they came to practice every day with the drive and ability to push themselves even harder than the previous day. Now that is what I call dedication. I feel like we ended this season with a bang!

Everyone worked hard while having fun! One of my goals as a coach was to make sure that they compete hard, practice hard, but most of all have fun with it. When it comes to Cross Country you get what you put in to it. They have made that statement ring true this season. Mechanical work will consist of converting the existing chilled water/hot water 2 pipe system over to a ground source heat pump system. Additional well field pumps will be added and the existing system pumps will be removed and replaced with new pumps. The existing console fan coil units will be removed and replaced with new console heat pumps. Additional vertical and horizontal heat pumps will be added to rooms without fan coil units. All heat pump piping for the existing courthouse will be new. The existing 2 pipe chilled/hot water piping will remain and be used for hot water heating only.

The existing Courtroom rooftop unit will be removed and replaced with a vertical heat pump.

The existing hot water heating system will be modified and the system pumps replaced with new.

Electrical work will consist of providing power for the new equipment, disconnecting power to units being removed and electrical work associated with ceiling access.

Incidental general work will consist of removing and reinstalling the existing lay in tile ceilings, cutting new openings in the concrete vault walls, soundproofing and installing a new door on a closet converted to a heat pump room.

All incidental general work will be bid to the Mechanical contractor.

HOFLAND: Curb and Gutter: The curb and gutter on 7th Avenue SW and 3rd St. SW, will be replaced next week as it is in need of repair. The street crew has hauled 944 yards of sand purchased from Chip Fischer.

Fall Branch/Wood Pick-up: The week of October 27th will be branch/wood pickup throughout the city. There will only be three guys picking up the wood because Mason will be reading water meters. Whitney would like to help one full day and a few half days during the branch pickup, but McGee informed him that he will not be covered under workman’s compensation if he should get hurt. The commission wants this fall branch pick-up advertised in the Finder two times and the Pioneer once due to time schedule.

Fall Branch/Wood Pick-up Week Policy: Free landfill access to dispose of trees, branches, white ware and other acceptable items except tires. The crew will be picking up ONLY wood items and branches. All items must be set out in the alleys by October 27.

The city crew will start on the east side and move to the west side and will not back track. Free access to the landfill will be for the week of October 27th to the 31st, excluding tire disposal. Motion by Whitney, second by Sondeland to establish a fall cleanup week, trees braches and wood products only for 10/27/14 – 10/31/14 that we allow free access to our inert site for residents for acceptable items, and disposal of tires at the regular fee. RCV= all aye, MC. Landfill: A contractor is going to start moving the teardown materials from the old Slope County courthouse to the city landfill. They have tandem trailers for shingles but the wood would be a side dump trailer. They will start on the 20th with the shingles. Johnson and Hofland were given permission from the commission to negotiate a fee for the side dumps.

The landfill will stay open until the first snowfall.

MASON: Winter Preparations: Mason has been busy preparing the sprinkler systems, campground water hydrants and fire hydrants for winter.

11th Ave. SW Valve Repair: JK Excavating worked on the 11th Avenue valve repair. The meter pit on west side of 11th sat in ground water and there was no valve outside the meter pit which has now been remedied. There was a question on whose responsibility it is to maintain the fire hydrants and Mason said it is the city’s responsibility. Mason attended training in Medora which included fire hydrants. Mason flushes the hydrants before every winter to prevent freeze-up.

CHIEF HEADLEY: Traffic Selective: The area law enforcement conducted a four hour traffic selective that led to 37 warnings, five traffic citations, and one arrest. The sheriffs shoot no shoot training is being rescheduled to 10/16/14. Chief Headley spoke at Tot-Lot to the children about safety and police officers. The meeting with the fire department will

be on 10/13/14. Chief reviewed some of the PD case load: felony case testimony, terrorist threat, felony burglary, and felony gross sexual imposition with a minor.

BROSZ 8th Ave. NW Water Main Project: JK Excavating was here Friday and finished work on bid alternate B of the 8th Avenue NW water main project. There will be a final bill for this project for the next meeting.

5th St. SW Project: Brosz presented the final payment request for 5th Street SW in the amount of $33,530.65 along with change order #2. $513,992.05 is the final project cost, meaning it was completed under the bid by $63,753.60.

There was one concrete patch that didn’t test to standard located by the Bowman Ready Mix approach. Structurally, Brosz said the test is more than adequate, and the contractor which is EHC, LLC, will go an additional one year for a total of a two year warranty on that patch of concrete. The change order is only for the additional one year warranty. EHC feels if there will be a problem; it will show up after a frost or two, therefore giving the road an additional year of warranty. Motion by Whitney, second by Limesand to approve the change order and the final payment request of $33,530.65 for 5th St SW to EHC, LLC. RCV= all aye, MC. Safe Routes to School/Sidewalks Project Update: Solicitations will be sent out this week to start the process and May 15, 2015 will be the bid opening.

A question was asked of Brosz about removing the trees in the path of this project that have been noted as dead or diseased. Brosz said it will not jeopardize the grant if we have the trees removed prior to the bidding of the project.

GRASS AND LEAVES PICK-UP POLICY: Adding the 5th refuse employee will help with the refuse department overtime. There was discussion on grass clippings pick-up. McGee suggested suspending this idea for a year so we can gauge overtime. The commission agreed to get the 5th employee hired and see how it effects the overtime and after a year gauge if there will be enough time to add a grass clippings service.

ALLEN: Tree Ordinance: The commission reviewed the sample ordinance. Allen will ask Joel Nichols at NDSU Forestry Service to be our city forester. Maybe we need to include MDU, Slope Elec., and the city sewer dept. in reviewing of the tree ordinance. Every year we should budget $10,000 for diseased/dead tree removal and if the city doesn’t use it, the funds will get banked in the fund.

This fund will have a cap set and if it reaches the cap, no funds will have to be budgeted for the following year. Allen will bring back the tree ordinance to the first meeting in November.

Diseased and Dead Trees: A tree removal contractor has been in town removing trees and Whitney received a quote from them to remove some of the dead/diseased trees. Whitney suggested marking the trees that need removal with Joel Nichols’ supervision

to insure the contractor cuts down the correct trees. The estimate from Waddington Boom Truck is for $4,350.00 with free use of landfill for tree debris and no stump removal. Whitney will get an estimate to do the other trees. Motion by Whitney, second by Sondeland to accept Waddington Boom Truck’s quote on Oct 6th for the removal of 27 diseased trees for a total of $4,350.00 with the understanding that Waddington is not removing stumps and no landfill fees for tree debris. RCV= all aye, MC. Waddington will begin on Oct. 20th.

The city will need to compensate others that have already had their dead/ diseased trees removed that were identified on the dead/diseased tree list

by NDSU. Whitney will notify property owners that have trees that will be removed. Whitney and Nichols will mark the other trees that were identified and check a few more suspected trees and obtain a quote for removal.

Commissioners Training: Allen learned that other cities pay their commissioners to attend training meetings and asked the city commission if they would like to be paid to attend training. They all declined.

SW Night at the Legislature Ticket Update: Allen was asked to find out what additional tickets would cost for this event. Allen explained that the city only has to do one sponsorship and then each additional ticket would be $35.00.

Allen will ask again the commission in January who would like to attend.

Missouri Rivers Stakeholder Meeting: Allen asked if anyone would like to attend this meeting and they all declined.

Fire Department Energy Impact Grant: Allen informed the commission that the energy impact grant for the fire department had been denied due to funding and amount of grant requests from other entities.

SWHC Energy Impact Grant: SWHC is requesting reimbursement for the EMT training grant that they received in 2012 from the Energy Impact Grant office and Allen asked for approval to send in the reimbursement paperwork. Motion by Limesand, second by Whitney to approve the SWHC training grant reimbursement. RCV= all aye, west abstained, MC. Raffle Permits: Allen presented three raffle permits for approval. Motion by Limesand, second by Whitney to approve the raffle permits for the Catholic Daughters, Bowman Rotary and SWHC GSO. RCV= all aye, MC. WHITNEY: Bowman Alley Sweep: Whitney questioned removing branches on the trees in the alleys because they are brushing against the garbage trucks. Kromarek and Whitney drove through the alleys making a list of what needed to be trimmed.

G and G Garbage: Whitney informed the board that G and G Garbage is meeting with Brosz, Hofland, garbage crew and Whitney tomorrow. No motion was made at the budget meetings to do this service, there was only discussion.

Mike Dougherty SWHC BOND ISSUE SWHC Public Hearing for Bond Issue and Resolution: By going through the city for the issuance of their bonds, it allows SWHC to reap the benefits of the tax exempt low interest rates. This is interim financing until the long term loans start. This bond issue is for up to $16 million.

Bowman County Airport Authority Board member, Rod Schaaf, met to inform the commission that the airport has been designed as a Class B-II, which includes aircraft landing with the tandem weight specifications of 30,000 pounds and will have the capacity to advance to the next higher level, which is a C-II. The new airport will have the longest runway in the state, for aircraft that flies through Small General Aviation Airports. The next airport with this classification is located in Wahpeton. Heavier airplanes can land in emergencies, but on-going, continued use will shorten the life span of the runway.

Bowman County Housing Authority Board members, Margie Russ and Jack Stebbins, met to provide an update of the Jesco Apartments and submit invoices for payment consideration. Brackel made a motion to approve paying Russ, $1,536.00, for her administration of the extensive lending application, required for the purchase of the Jesco Apartments, and authorization to pay $591.00, for insurance coverage on the Jesco Apartments. Bowman seconded the motion.

Abrahamson made a motion to accept the terms in the Memo of Understanding, submitted by Prairie Engineering, to re-bid the HVAC courthouse upgrade, with Steiner seconding the motion.

Bowman County Water Resource Board members Neil Hofland and Leland Sather met to discuss the lending agreement that was previously negotiated with the Corp of Engineers for funding of the Bowman Haley Dam. Hofland stated that the correspondence he received from the Corp for the payoff amount due was considerably less then what they have in reserve, which is $375,000.

Hofland also stated and that Water Resource Board is not responsible for the structural upkeep of the dam. Hofland stated that funds will need to be held in reserve for the Scranton Dike.

The commissioners highly recommend paying the debt off in full, upon the maturity date of their $375,000 Certificate Deposit, which will be researched by their secretary, Beckie Hodell, and reported at a future commission meeting.

Bowman/Slope Multi-County Social Service Director, Shonda Schwartz, met to inform the commissioners that

they have been selected for a state audit for two programs administered through Children and Family services, and a stakeholder meeting will be held in Dickinson on October 15, 2014.

Bowman County Road Superintendent, Neil Hofland, and Gary Brennan, from Brosz Engineering, met to discuss current road projects. Steiner made a motion to approve the Change Order No. 5, for Road ImprovementsMultiple Locations, for final quantities decrease of $12,616.70, with Bowman seconding the motion. A roll call vote was taken with all members voting aye. Motion carried.

Abrahamson made a motion to approve the Change Order No. 1 for an increase of $1,575 for the Davis Barn Road Improvement Project, for the installation of a steel pipe. Brackel seconded the motion. A roll call vote was taken with all members voting aye.

Motion carried.

Brennan stated that some streets located in the North Addition Road Improvement Project have experienced settling issues. Brennan is requesting commission approval to retain two percent of the entire contract price, from Mayo Construction, to see how the streets hold up over the winter and revisit in the spring of 2015. Brennan will present the proper documentation at the next meeting.

Bowman County Weed Officer, Randy Gaebe, met for discussion on Brennan’s opinion on the proposed location for the potential maintenance /weed board building. Brennan stated that it is in the county’s best interest not to erect the building over the site of the geothermal underground wells.

The county may consider erecting a steel building for county maintenance only. The weed board will review options at a different site for their use.

Bowman County State’s Attorney, Jim Gion, met via telephone conference at 3:25 PM, for his opinion on insurance liability issues for a maintenance crew working on the Rhame Tower, as requested by the landowner.

Bowman County Deputy Auditor, Mindy Schumacher, met to discuss potential amendments to the employee policy manual and provide an update on the Kronos Time and Attendance System. Brackel made a motion to approve to revising vacation and sick reduction increments from daily to hourly and add language to the policy manual outlining, Compensatory “Comp” Time and Flexible “Flex” Time. Abrahamson seconded the motion. A roll call vote was taken with all members voting aye. Motion carried.

Schumacher outlined a new hiring protocol and recommended approval to implement employment background checks for new potential employees. Steiner made the motion to approve, with Bowman seconding the motion. A roll call vote was taken with all members voting aye. Motion carried.

Steiner made a motion to appoint Lynn Brackel as the 2014 County NDACo delegate, replacing Christine Septon, as Septon has an event that

occurred in her office that she is not able to leave her office at this time, with Abrahamson seconding the motion. A roll call vote was taken with Steiner, Abrahamson, Bowman and Braaten voting aye.

Brackel abstained from voting. Motion carried.

Chairman Braaten called the Final Budget Hearing to order at 6:00 PM. Discussion was held on the estimated county mill levies. OFFICIAL PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS BOWMAN COUNTY, BOWMAN, NORTH DAKOTA The Board of County Commissioners reconvened on October 8, 2014, at 8:00 AM, with the following present: Pine Abrahamson, Bill Bowman, Rick Braaten, Lynn Brackel, and Ken Steiner. Chairman Braaten called the meeting to order at 8:00 AM. Bowman County Zoning Director, Rory Teigen, met to present the recommendation from the Bowman County Zoning Board to approve the request from Farmers Union Oil Company, to change the zoning of their property from Ag to Industrial.

The property is further described as approximately a 31.62 acre tract of land in the SW 1/4, Section 14, Township 131 Range 102. Steiner made a motion to approve, with Bowman seconding the motion. A roll call vote was taken with all members voting aye. Motion carried.

Steiner made a motion to reduce the Bowman County Water Resource Board mill levy from 2 mills to one, with Bowman seconding the motion.

A roll call vote was taken, with Steiner and Bowman voting aye, Abrahamson, Brackel and Braaten voting aye.

Motion failed.

Steiner made a motion to approve the final budget, as presented at the budget hearing, with Bowman seconding the motion. A roll call vote was taken with all members voting aye. Motion carried. The levy limitation will be established by the budgets presented by the political subdivisions and approved by the Commissioners as applicable to the North Dakota Century Code.

With no further business to discuss Bowman made a motion to adjourn the meeting at 9:45AM, with Abrahamson seconding the motion, and upon a vote the motion was carried unanimously.
