City, county meet to discuss crew camps, rising permit fees

By BRYCE MARTIN Pioneer Editor Any applicant wanting to construct a facility in the city of Bowman and Bowman County’s combined extraterritorial zone would have to endure a long, convoluted process that includes double fees and several city and county hearings.

Bowman City Commission President Lyn James and Zoning Administrator Cheryl Ryan set out to change that on Tuesday, as they started a conversation with the Bowman County Planning and Zoning Board to establish a more streamlined and sensible approach.

The extraterritorial zone, or ET Zone, is an area surrounding the city that has the unique distinction of being under both the city and county’s jurisdiction. That means any permits needed to erect construction within that zone would have to be obtained by both the city and the county boards, through a minimum of four separate meetings, and both of those entity’s fees would apply.

The issue stemmed mainly from a previous discussion between the city and county zoning administrators, James and City Attorney Steve Wild

about temporary crew housing, also called “man camps.”

If, in the future, one would approach the city to establish one inside its ET Zone, there would be widespread confusion on the permitting entity and who maintains jurisdiction over it.

“What we were discussing is if we should be looking at raising ours ... to make it more compatible,” said Rory Teigen, zoning board director.

The county’s permit fees are established by its ordinance and, if one were to be changed, the entire ordinance would have to change, according to Teigen.

“There is concern with the city as we talked about fees and the wide discrepancy between the city and the county’s fees,” James told the board.

In order for the city to grow, its board needs to be more in sync with the county, said James, and the fees that the city has adopted are commensurate with what current fees are in western North Dakota.

Many of the city’s fees are above $100, while the county’s most expensive permit doesn’t reach nearly that high.

One proposal was for the city to obtain full jurisdiction of the ET Zone, but Chuck Whitney, a city commissioner and

county zoning board member, said that would put the city up against some “pretty stiff opposition” from landowners in that area.

The ET Zone was primarily established to maintain efficiencies in infrastructure and services provided and in anticipation for future growth of the city.

Another proposal would be to compromise and establish a middle ground for fees in the ET Zone. Though, the legality of such a decision was uncertain.

“I don’t expect that we’ll have a lot of crew camp housing” in that zone, James said, but it’s still important to plan if it ever happens.

Right now, the county has established measures to ensure no man camp came be located less than three miles outside of the city’s limits, unless the city otherwise petitioned for it to be closer.

Teigen said he couldn’t imagine a scenario where the city would desire such a thing, but James said unexpected contingencies could arise.

The conversation ended with both parties agreeing to seek further information from their respective legal counsels and then share that during another meeting.

Thank you for measures story, explanation Thank you so much for your two page article, "Complex, controversial, crucial: Get to know this year's 8 ballot measures," in the Friday, Oct. 3 Bowman County Pioneer.

It makes it so much easier to figure out what the measures are all about and decide how to vote, when some of them you can't find anywhere. Now my list is complete on how to vote on each measure and I don't have to spend more time than necessary at the poles on November 4th.

Not all churches oppose Measure 1 I am writing in response to your article about this year’s ballot measures. Under your explanation of Constitutional Measure 1, you stated that many religious entities around the state support the measure. I wanted to add that many religious entities around the state also oppose this measure. Pastors of several denominations have been actively opposing this measure including the United Methodist Church, the Presbyterian Church (USA), The Episcopal Church, the United Church Christ, the Union for Reformed Judaism, and the Evangelical Lutheran Church in America (ELCA). In addition the Northern Plains Conference United Church of Christ has voted to oppose Measure 1. This measure is not supported by the teachings of my own denomination the Evangelical Lutheran Church in America. In our Social Statement on Abortion, our teaching document, we recognize that the issue of abortion and when life begins is complicated. There are times when there can be sound reasons for ending a pregnancy.

We also oppose laws and legislation that would outlaw abortion in all circumstances.

Measure 1 is poorly written measure that is opposed by many religious organizations and leaders. This measure can have many unintended consequences, for how individuals and religious institutions practice their faith. For this reason, I oppose Constitutional Measure 1.

Hey candidates, Bowman County is waiting It's an election year.

Some big seats on the statewide stage are up for grabs. But there's one question I've been asking, at least for Bowman County—where are the candidates? Do they understand Bowman County is also part of this state?

Remember, the vote is in less than a month—Nov. 4.

Several minutes before Lt. Gov. Drew Wrigley spoke at the Bowman Area Chamber of Commerce meeting earlier this year,

I asked him an awkward question, which he then reiterated to the audience, saying it was a "dumb" or "silly" question—I can't remember his exact verbiage. I simply asked him, "Have you been to Bowman before?"

He looked at me like I was clueless. Of course he had, he had lived here for decades, save a few years spent elsewhere. He laughed. I sulked.

But that's not entirely what I meant.

I was really asking why I had never seen him in Bowman County until my second year as a North Dakotan; why, as a member of the media,was I never approached by him or his press handlers to alert me to his appearance in our county. The latter is typical PR protocol for scheduled visits.

It was a rare circumstance that he arrived to this meeting anyway—he was asked by the chamber's president to speak.

Before that, I never really heard anything about him in the area or through other news services.

Since then, since I asked him that "silly" question, he has been in Bowman at least three other times

and his presence is very welcomed.

Especially in an election year, one would assume state politicians running for office would want to swing by each and every county. Unless, of course, they're under their own assumption that they'll easily carry the vote in certain districts. Maybe. But with the ever changing face of western North Dakota, it's not guaranteed.

When was the last time Rep. Kevin Cramer sipped coffee at Lasting Visions or got some quick food and fuel from Frontier Travel Center? Has Agriculture Commissioner Doug Goehring stopped by one of the farms or ranches strung throughout the county in recent memory?

For the most part it seems, our state representatives shy away from Bowman. Yes, we're a small electorate, but we're a key part of the most rapidly growing and changing area in the country—western N.D. And, according to articles I've written and the people I've spoken with, the oil is still on track to hit in our backyards. That's still up for debate, however. But I digress.

I’ve learned through watching, listening and observing my kids how routine questions can often perplex adults. It’s easy to just brush it off with a quick response of “I don’t know” or some other redirection response.

Often I’ll patiently try to explain why food, habitat and weather conditions cause different bird species to migrate at different times. I’ll give my kids credit, they love to go to the library and read up on how others have had similar questions, and how they went about determining their answer.

It’s a foundational principle

of science – asking the question, seeking answers and weighing differing opinions.

In the same way years ago, Dr. Paul Bartsch, working for the Smithsonian Institute in Washington, D.C., wondered about the black-crowned night heron and its migration patterns. Like any good scientist, Dr. Bartsch wasn’t satisfied with just wondering. He set out to find a way to answers his questions.

Eventually, he developed a method to discover some unknowns about the night herons, which nest in North Dakota and many other states, and winter in the southeast,

Hello, I hate airports. Well, maybe I don’t hate them. They aren’t too bad if you didn’t have to get there two hours early.

Then wait a couple hours on a delayed flight. Or maybe have a three or four hour layover in another city. The chairs and benches in airports are modeled after the chairs in the holding area at the local jail.

Experience. Never mind. That’s another story.

I don’t fly often. I would much rather drive, stop at a restaurant in a small town, visit with some of the local folks, and spend the night in a little family owned motel.

One time, years ago, when Shirley and I were going somewhere, probably a cattlemen’s convention, I was in charge of the tickets. Now I like a ticket like you get at beer stand or something. One where you just have your tickets stuck in your pocket; pull it out, rip it off, and you are done. Well, at the airport you get this envelope full of stuff. It’s like picking up the Sunday paper. A lot of stuff I don’t need. I just want the news.

Anyway, I have this envelope full of rental car ads and unnecessary stuff. I think. So I quickly go through it, discard all the stuff I don’t need in a trash can, and precede to our gate. When it comes time to board, Shirley asked for our boarding passes. You guessed it.

His heron findings weren’t all that significant in the great scheme of things, but his method revolutionized the manner by which humans searched for information on wild birds and animals.

Dr. Bartsch developed small metal bands which were stamped with serially coded numbers and the return address of the Smithsonian.

He put the bands on 23 night herons in the Washington area and probably had no idea his simple plan would remain a staple for wildlife data gathering into the 21st century.

Since Bartsch’s heron project, scientists in North America have banded more than 63 million birds of nearly every species.

Banding data is also useful in measuring hunting pressure and reproductive success, in addition to tracking migration patterns.

For example, an inordinate number of band returns from a single lake or area can indicate high use by birds and hunters alike. Biologists can determine not only where waterfowl migrate, but also at what time of year. Location of sightings is used to indicate which habitats are needed by

certain species during migration periods. Even more involved reports can aide in determining the species, sex and even age of birds.

Through this, observers have determined that some hummingbirds, once thought to live just a few years, may live well beyond 10 years.

Bird bands are varied and not all like the simple aluminum jewelry commonly found on ducks. Some bands are color coded. Some markers even carry radio transmitters that allow tracking by satellite, so researchers can track and study birds without disturbing their behavior.

Thankfully, they headed this catastrophe off and did not upset airline travel across the civilized world.

But still, wouldn’t it have been nice to just drive, stop in

Wibaux for a bit. Then maybe have a burger in Ekalaka, and overnight in Hulett? Would take a long time to get to Laos, but would be relaxing!

That was me. OJ and I are a lot alike, except I am much better to my wife.

And then there is this security officer who questions why a guy runs through the airport, dumps a trashcan in the aisle, and rifles through the garbage?

But he did assist me when he found out I was from North Dakota.

We have friends who fly a lot. World travelers. A couple weeks ago they took off for Southeast Asia. They flew, I would imagine from Dickinson to Denver to Las Angeles. Now they each have their own luggage they check. And their own carry on. In fact, the husband has two carry on pieces. One

for the overhead and one to place under the seat.

The one under the seat has passports, medication, itinerary, and so forth. Very important stuff.

After arriving in L.A., they grab a cab and take off. A few miles later, he realizes he left his carryon sit on the curb. A violent U turn and back they go. The cabbie sees a big tip in this and is setting records.

They arrive at LAX and upon explaining where they left the bag, find that upon finding the unattended bag sitting on the curb, the bomb squad had been called in and they are minutes from closing down one of the busiest airports in the world!

■ Northern Ambassadors seek alumni to play

The Northern Ambassadors of Music group is touring Europe the summer of 2015. They have one ongoing fundraiser that just started, an electronic

device recycling project running for many months. Also, they are hosting an alumni game over Christmas break.

■ Railway backlog update

Rep. Kevin Cramer announced this week that BNSF Railway and Canadian Pacific Railway (CP) have publicly filed updated weekly status reports on the backlog in grain shipments.

The figures from BNSF show a total of 2,905 past due rail cars in North Dakota averaging 9.3 days late as of October 2, compared to the report the previous week which indicated 2,072 past due cars were averaging 9.2 days late. The CP report shows a total of 2,327 open requests in North Dakota with an average age of 5.23 weeks. The previous report showed 2,907 open requests with an average age of 8.76 weeks.

“While we continue to investigate these new cases, preliminary review has not identified any new exposures, meaning that there is no new information as to how infection may have occurred,” said Tracy Miller, State Epidemiologist.

The department is conducting testing in the area to better understand the scope of the outbreak and make sure those infected are aware of their status and can seek appropriate medical care.

Hepatitis C is a virus that affects the liver and is transmitted through blood. Most people have no initial symptoms or only mild, non-specific symptoms. Hepatitis C can go undiagnosed for years because of lack of symptoms.

In general, people who inject drugs or have received tattoos from an unregulated source should be tested for hepatitis C. The Centers for Disease Control and Prevention also recommends that people who were born from 1945 to 1964 (baby boomers) should be tested at least once in their lifetime for hepatitis C.

OBITUARIES Florence Brengle Florence Brengle, 76, of Ladner, S.D., passed away at her home on Oct. 5, 2014.

Funeral Services for Florence will be held at 1 p.m. on Oct. 10 at the Ladner Lutheran Church.

Pastor Susan Villmow-Fox will officiate with burial to follow in the Ladner Lutheran Cemetery.

There was a visitation for Florence at the funeral home chapel on Oct. 9, 2014 from 9 a.m. to 9 p.m.

Florence Marie Gunderson was born on Nov. 11, 1937 on the Gunderson Ranch near Ladner, the daughter of Arnold and Selma (Siverson) Gunderson. She was reared in the Ladner area and attended rural country school until she attended and graduated from Harding County High School

in Buffalo, S.D. Florence then attended and graduated from Secretarial School in Rapid City, S.D. and then worked for some of the local attorneys in Rapid City. One evening, Florence attended a Dance in Reva, S.D., where she met the love of her life, William Brengle. Florence and William were united in marriage on May 9, 1959. After their marriage they moved to Rapid City where Bill could attend College. In 1967, they moved back to Harding County after purchasing a ranch near Ladner and raised their family, Monica, Than and Carla.

Florence was a wonderful lady who was a very hard worker, helping out with the daily activities of running a ranch.

She was known for her strong Faith and even helped out with teaching Sunday school. She

Also, Jack Zeiman, a faithful library patron has consistently donated both books and money over the years which we appreciate so much. City sets dates, rules for new fall cleanup Commission tables discussion on grass clippings pick-up

By BRYCE MARTIN Pioneer Editor The Bowman City Board of Commissioners on Tuesday approved details for a new service to be provided by the city’s refuse department.

Commissioners voted to establish a cleanup period during the autumn season, following in the tradition of the city’s annual spring cleanup held earlier in the year.

The fall cleanup is set to begin Oct. 27 and run for one week, during which time bulky items accumulated from lawn cleanup throughout city limits are picked up curbside, or from alleyways, at no charge.

Bowman’s city landfill will also be open, free for residents to utilize.

Some exceptions apply, however, differing it from the spring’s annual city cleaning.

During its regular board meeting, Todd Hofland of the Bowman Street Department explained to the commissioners that it would be wise to restrict the new fall cleanup service to only wood, such as trees and branches. During the spring, oversized items of any kind can be placed out for disposal.

Hofland told the board that accepting only trees, braches and other wood products would cut down on the amount of time spent by his workers, using three trucks for just wood instead of each containing dif-

ferent items.

Commission President Lyn James initially raised a concern that residents are accustomed to a “full service” cleanup during the spring and, through confusion, could set out for pickup items other than trees and branches. “[Residents are] going to catch on,” said Stacy McGee, city utilities auditor.

James wasn’t convinced.

While she considered it a great service for the city to provide, James voiced concern about the refuse department potentially encountering restricted items that people laid out during the fall cleanup.

“Will you leave it or will you address it?” James asked Hofland. “I don’t think we should ignore it, but I don’t think we should just leave it.”

James said she wanted to be sure to set up a plan for properties that may have set out items they normally would during the spring cleanup, or it could become a “contentious issue.”

“And it will if we don’t have a plan,” she explained.

Commissioner Chuck Whitney said he would volunteer to make phone calls to each property owner that left out items the department wouldn’t accept. One of the main items not accepted—and are not throughout the year—are car tires. Residents wishing to dispose of their tires are required to pay for city pick-up because

While the city focused on setting guidelines for the cleanup, another maintenance issue

was shelved.

No surrounding city has an ordinance that commands the city must pick-up grass clipping or leaves, but Bowman broached the topic of changing that during its recent budget hearings.

Concerned with large amounts of employee overtime, it was suggested that the refuse department add a fifth employee to ease the load.

McGee suggested, however, that the city suspend its plans to begin picking up clippings and leaves until a fifth person is hired and has worked for at least one year, to familiarize them with the department’s routine.

“That’s a very reasonable concern,” Whitney said. The other commissioners agreed.

It was then decided that the city would discuss the topic again during its next budget hearings, for 2016, and decided if there’s room in the budget to afford the added expenditure.

Whitney added that most residents in Bowman already do a “good job” of disposing their clippings and leaves properly in the Dumpster.

Pumpkin Junction scores at Scranton family farm

On a small, half-acre piece of land on a farm just north of Scranton, Jordan, Connor, Warrick and Malachi Dilse have been growing a business and an experience for the region.

The Dilse boys entered into their fifth season as the entrepreneurs of their pumpkin patch, Pumpkin Junction. An idea that was fostered by themselves and started with a little help from their parents.

According to Stuart Dilse, the boys’ father, they utilized that piece of land due to the amount of moisture they received five years ago. The half-acre was too wet to plant wheat and they thought it was as good a time as ever to begin their venture.

Initially planting only onethird of the acre, they enjoyed it enough to try it again the next season and start to promote it.

But they needed a name.

After some thought and a little guidance from their mother, Katie Dilse, they decided on Pumpkin Junction—a name that’s both catchy and fitting as the patch sits at a junction in the road between their home and another piece of land where their farming equipment sits.

The venture is truly a family affair.

“We have a couple of jobs, but we each do each of them,” Jordan said.

All four boys participate and the responsibilities are rotated between the four of them.

Among the responsibilities, the daunting task of hand weeding was what both Jordan and Connor said was one of the hardest parts of their project. Though, making sure the pumpkins grow into a nice, round shape is also a feat of its own, as they have to walk the patch and hand-rotate each pumpkin.

This year the group of brothers faced a new obstacle: An early freeze.

Usually, Pumpkin Junction yields over 1,000 pumpkins.

This year, the group had only about 350 because of the early cold weather.

“We have to plant them earlier and they’ll get ripe quicker,” Jordan said.

That is just one option for the boys to take next year when trying to avoid a low crop yield.

Part of it, however, is the type of pumpkins they planted.

“The seed varieties didn’t make it because they were late on maturing,” Warrick said.

This year, they planted pumpkins that have a maturation length of about 85 days.

Next year, they hope to select pumpkins that can mature in about 60 days, according to Jordan. If they had been more mature, more pumpkins would have survived the early freeze.

The boys were sad for only a brief moment before quickly turning their frowns upside down, according to Katie. The boys decided they could still be successful even if they were only open for one day. Traditionally, Pumpkin Junction is open five or six days each season.

Though they had cookies and drinks as usual, this year they added to the fun and started a tractor-pulled hayride.

Pumpkin Junction is a fun project for the brothers, but it also has become a learning tool for them.

“They’re learning a lot of family skills and a lot of life skills and a lot about farming and working with earth,” Katie said.

When you approach Pumpkin Junction, you can see a section of land directly adjacent to the pumpkin patch growing corn. Why is this? Crop rotation.

Crop rotation is a method of alternating the types of crop grown in one place to provide other nutrients to the soil and can prevent diseases to the crops.

Overall, between watering, rotating the pumpkins and weeding—all done by hand— the Dilse boys spend about 10 hours each week tending to their pumpkins.

When asked what part is the most fun to them, they gave a variety of answers—Jordan enjoys the satisfaction of the crop and seeing the finished product; Connor likes seeing his friends out at the patch, while Malachi

enjoys picking the pumpkins; Warrick likes what he does for the people who come out.

“Probably seeing all the happy customers and knowing we’re making that happen,” Warrick added.

With all the work their venture takes, it would seem natural that they have a large amount of parental guidance.

But that’s not the case with the Dilses. “We try to stand back,” Katie said.

They are there, however, whenever the boys need some encouragement and support.

The future of Pumpkin Junction seems to be as unpredictable as their annual pumpkin yields.

Jordan hopes to expand, Connor would like a later frost, Warrick hopes they can still continue it even with their busy schedules and Malachi wants a dryer year next year.

Whatever happens next, the Dilse boys have made something together and they hoped it translates to a good experience for their customers.

When asked what the pumpkin patch meant to them, Jordan said, “It’s the family bonding.’ He also wanted to clarify that the bonding isn’t just for the Dilse family, but for everyone that comes out and picks a pumpkin of their own.

Farmers Union Oil eyes big changes

Along with the recent addition of a new general manager, Farmers Union Oil Co. is proposing some big changes to improve and expand their services to area farmers.

Joe Liegl began working at Farmers Union Oil in Bowman on July 28. Already, he is overseeing a large-scale project to deal with the company’s current agronomy plant.

Born and raised on a small farm in central Wisconsin, Liegl came to Bowman once he heard about the available position. He graduated with honors from the University of Wisconsin at River Falls, with a major in agriculture economics and, after graduation, started working at a farm supply co-op near Appleton, Wisc., in 1981 and has worked at farm supply coops ever since.

Previously, Liegl has worked as an office manager, credit manager and petroleum man-

ager, along with being a general manager for over 15 years.

“When the Bowman position was made known to me, I thought that this would be a great place to work and it is,” Liegl said. “And it will be better.”

Both of Liegl’s parents were born and raised in Burke, S.D. Liegl said that’s an area with a good mix of farm and ranch.

He has four older brothers and sisters that were also born in South Dakota, so “a part of me feels very comfortable in Bowman as it is very similar to Burke,” he said.

Liegl has been married to his wife, Lois, for 37 years and has children that are nearly finished with college back in Wisconsin. The two enjoy the close proximity of the Badlands and the Black Hills.

As Farmers Union Oil’s new general manager in Bowman, Liegl will soon help oversee the completion of a new agronomy facility south of Bowman.

This spring was a challenge

The capacity of the old plant also is limited by its design and equipment, he said.

With that in mind, Farmers Union Oil signed contracts to build near its existing bulk fuel

station a new, 5,000-ton dry fertilizer plant, which Liegl said would have a tremendous capacity that their customers require now and into the future.

Liegl attended the Bowman County Planning and Zoning Board’s regular meeting on Tuesday to work out the necessary rezoning of the property to suit the plant’s needs.

The board unanimously approved that motion.

Farmers Union Oil’s roughly $3 million new plant is scheduled to be completed for spring 2016, or possibly earlier, Liegl said.

“This agronomy facility demonstrates a commitment to serve the agronomy needs of our area producers for a long time into the future,” he said.

Present plans call for the existing plant to remain open once the new plant is running, as it would provide additional storage. That storage can be a factor considering the needs for enough product on hand during a busy season.

Adding to Bowman’s economic growth, Liegl said he expects the new location to increase Farmers Union Oil’s staff by two or three new employees.

“We are looking at other areas that would bring additional products and/or services to our area farmers, ranchers and the general public,” Liegl said.

“We just wanted a night for the girls since our theme was ‘Growing Rural Women’ this year,” said Shelby Hewson, a Rural Women in America board member. “That’s why we wanted to incorporate the younger gals, too.” The event was free for girls 13 to 18 years old.

Sarah Hart, who also spoke at the main conference Saturday, talked about being “the you, you are meant to be,” and Detective Travis Leintz discussed Internet safety in a time when it has become most crucial.

Sierra Lee was the big door prize winner of the night and took home an iPad Mini.

Saturday’s festivities kicked off at 9 a.m., with registration, and then an opening by the 2014 Miss Rodeo North Dakota, Codi Miller. Throughout the day, there were two speakers and three learning sessions, with a bit of entertainment over the lunch hour.

There were merchandise vendors and snacks between the different sessions.

Speaking first on Saturday was Hart, an accomplished singer and speaker. Hart’s speech was uniquely titled: “The Grateful Juggler: Finding Peace and Joy in the Chaos.”

Her contribution to the conference covered topics related to overcoming struggles and how women can emerge from chaos and “juggle” the chaos of life.

The first, “Buttercream Basics: The Foundation for a Fabulous Cake,” was put on by Tommi Glines, a Buffalo, S.D., resident and graduate of the

Arizona Culinary Institute in Scottsdale, Ariz. Glines spoke about a special type of buttercream frosting and even handed out samples for the attendees to taste.

The other food-based learning session was by Patty Gilbert, a physician’s assistant at Southwest Healthcare in Bowman, who talked about the differences of eating organic food, correctly reading labels and how a person should be aware of what they’re buying and consuming.

her message of “a repurposed life.” A “little paint brush and

a whole lot of sweat” changed her life.

For lunch entertainment, the Rural Women in America invited Slope County resident Brady Rustan. Rustan is a fourth-grade student in New England who has been playing music for three years. He played six songs and switched between the piano and the guitar.

The nine-year-old impressed the crowd, enough to receive a standing ovation at the conclusion of his performance.

Prior to Rustan’s performance, Bailey Peterson, a 10year old student at Bowman County Public School, offered a blessing.

Capping off the day was a speech from Scranton resident Katie Dilse, no stranger to the conference.

Dilse, a motivational speaker, spoke to the group about taking risks. Her speech was appropriately titled, “Auto Steer Unplugged: Live a Little White-Knuckled.”

Food was provided by Kruger’s Kitchen with a cupcake dessert by Two Sisters Bakery.

A photo contest was also part of the event, with Denise Zolnoski winning. Carol Giannonatti and Wanda Pollen each took home an iPad Mini when their name was drawn at the end of the event.

Bowman Theatre holds special screening of documentary film

What would North Dakota look like without its vivid farms of wheat?

That question might never need to be answered, thanks to the local families that work each year to harvest the state’s most popular and abundant grain.

Their stories were captured on camera and featured in a new documentary, which was screened this week at the Bow-

man Theatre.

Over the past four years, Conrad Weaver, a documentary filmmaker and video producer, made a journey of more than 100,000 miles to capture the essence of important agriculture producers in his new film, “The Great American Wheat Harvest.”

The film, which the theatre held special screenings of on Tuesday, Wednesday and Thursday, brought Conrad, of Emmitsburg, Md., to south-

western North Dakota.

Several key scenes in the film were shot on the Dilse farm north of Scranton.

It tells the story of five harvesting families and crews who travel from Texas and voyage across the western plains and up to the Canadian border and beyond each year harvesting wheat.

“At first, I thought it would be a film about big farm machinery and beautiful landscapes, and those things are there, but

it’s really a story about people,” Weaver said.

“The Great American Wheat Harvest” explains how harvesting and farming families take incredible financial risks most people wouldn't dream of taking, in order to make a living.

The work they do enables the rest of us to have food on our tables, Weaver said.

During the 2013 harvest season, the farms faced frost, drought, storms and the challenges of living life on the road, all of which is documented on camera.

The producer of the film contacted Melissa Case, co-owner of the Bowman Theatre, and discussed the film. Katie Dilse of Scranton, whose farm is featured in the movie, also spoke with Case about the film and it was decided they would host its screening.

“It tells a story about the custom combiners and their work ... and one of the crews has been coming to the area for nearly 30 years,” Case said.

Prior to the screenings, Case downloaded and screened the first 15 minutes of the film— what she saw were beautiful scenes of the plains in full harvest, leading her to exclaim that

the movie was very visually engaging.

The only other movie specially screened at the Bowman Theatre was “Wooly Boys,” a 2001 film starring Kris Kristofferson and Peter Fonda, which was shot throughout the Badlands of North Dakota.

Weaver’s film had its national premiere at the National Museum of the American Indian in Washington, D.C. on National Ag Day in March.

It has since been screened in theaters and special events around the country.

Thousands of people have already viewed the film and the response is overwhelmingly positive, according to Weaver.

He added that he hopes people will have a better understanding of where their food comes from and what it takes to get a loaf of bread to the table.

“The Great American Wheat Harvest” will be released on DVD and Blu-ray later this month, which will also contain many extra features not seen in the film.

Randi Perkins becomes DSU fellow

Randi Perkins graduated from Dickinson State University with a degree in business, but was welcomed back last week to be honored as a fellow of its fine arts department.

Perkins, a Bowman County native who now lives in Nashville, was one of 11 recipients awarded with a prestigious fellowship for their individual contributions in their chosen field.

While Perkins doesn’t have a music degree, he was honored by the DSU Fine and Performing Arts Department for his achievement in the music and entertainment industries.

The award was bestowed to Perkins Oct. 2, during a ceremony at the Elks Lodge in Dickinson.

Perkins had previously attended several of the banquets in prior years, even performing at one in 2008.

It wasn’t until this year, however, that he was chosen to be honored.

“I watched these awards being given and I thought there’s

said. “They would never give me an award.”

He got a call from DSU in July and was stunned.

“I’m thankful that they thought of me,” he added.

That day was particularly eventful for Perkins as it was the same day that he was contacted by the North Dakota Department of Tourism asking him to perform at the 150th celebration of North Dakota’s statehood this summer.

“It kind of makes you speechless,” he said.

It made Perkins reflect upon what his experience attending DSU meant and how the ways in which he gave back following his education.

“That was the real revelation,” he said. “I realized certainly that was a big part of my life—so much happened, good and bad, that just changed your life and gave me the basis to go on and do what I do.”

The following two days, Perkins hoped to inspire DSU students that desired to proceed into the music world as he was asked to speak to several classes.

Perkins spoke about songwriting and the business of songwriting, which Perkins said means a lot to him, especially now. The next session

was about the music business in general and the facets with which he’s been involved.

The more Perkins went into it, his speaking flowed into where he could discuss what he’s done and relate them to college and say something to engage the students.

“There was more interest among the students than I thought,” Perkins said.

One thing he wanted to impress upon the students to focus on in the music business is the increased need to build relationships and network within the music community.

“Just a lot of stuff I’ve learned by being around it that I would’ve never gotten in college or just playing,” he said, adding that, from that perspective, he has been fortunate.

Students asked questions about how Perkins finds inspiration to produce the words and melodies he’s been known to develop.

It was hard to explain, however, as Perkins said it’s all a unique, individual experience.

“I do it from the heart,” he said.

WHAT TO DO THIS WEEKEND

By BRYCE MARTIN Pioneer Editor There is something for everyone at a Friends of NRA banquet. From the moment you walk in, the atmosphere is brimming with excitement. The Southwest Friends of NRA covers the southwest corner of the state.

And that excitement is coming to Scranton on Friday.

For the third year in a row, the banquet is a sold-out event.

"We are lucky to be part of a community that supports the agriculture and outdoor industry," said Scott Bachmeier, co-chair of the Friends of NRA event in Scranton. He added that it is good to see that the money raised stays local.

The FNRA is the side of the National Rifle Association that raises funds for shooting sports, range improvements and helps groups like 4-H and other youth groups get into and stay shooting in a safe, fun atmosphere, according to Bachmeier.

This is the third such event in Scranton, although there are events all across the state and nation. Funds raised in each

Bowman Co. in battle for 4th playoff spot

The Bowman County varsity football team made the trip to Beach for a huge game in the Region 4 playoff picture. Most would agree that Shiloh Christian, Grant County-Flasher and Richardton-Taylor-Hebron are already in the playoffs. But it appears that Beach, HettingerScranton, Mott-Regent and the Bowman County Bulldogs are all in a battle for that elusive 4th spot.

The game started off looking pretty good for Bowman County. The Dogs took the opening kick-off and two plays later went 58 yards for the opening touchdown of the game. Unfortunately, the missed 2-point conversion left the score 6-0.

Beach then went on a six play drive of their own to match the score, but their 2-point conversion was good, putting them up 8-6. The Dogs went three-andout on the next possession, but Beach fumbled right back to us on the second play. Once again, we went three-andout, and punted away into the wind. Beach capitalized with a first down, but then went fourand-out, with a huge defensive stand by the Bulldogs defense.

The Dogs then went 89 yards on a single run, extending the score to 12-8. Again, however, the elusive 2-point try came up short.

A nine-play drive, which included one 4th-and-5 conversion led to the Buccaneers touchdown in the second quarter. Their 2-point conversion was stopped, keeping us in the game, but down by a score of 14-12. Both teams exchanged possessions and the Bulldogs got the ball back near the end of the half. Bowman County ended up facing a tough call with 4th and 7 from the Beach 47 yard line, and about 2:30 left in the half. Deciding to go for it may have been a huge mistake, as the wide-open receiver was unable to catch up to the pass that landed near the 15-yard line. Beach then went 9 plays to score, overcoming a 4th and 8, to take the lead, 22-12. The Dogs did put together a nice drive in only about 1:30, but a 4th and 8 at the Beach 38-yard

Beach took the second-half kick-off and put together a 12play drive which ate up almost half of the 3rd quarter, but were stopped short on a 4th-and-11 with a huge sack that took them back to the Beach 38-yard line.

Nine plays later, the Bulldogs were able to punch it in to draw within 4 at 22-18, with a 2-point conversion pass that sailed just beyond the outstretched arms of the receiver.

Beach answered with another 11-play drive that ate up the rest of the third quarter, and put a big dent in the 4th quarter, but their 4th-and-8 pass sailed incomplete at the Bucs 39-yard line. With hopes high, and a win within reach, the first play went for 11 yards, and a first down. Unfortunately four plays later, a 4th-and-3 pass was incomplete. To remove all doubt, the Buccaneers then went on another 9-play time consuming drive to score the final points of the game, 30-18. The Dogs would get the ball twice in the last couple of minutes, but long throws into a secondary swarming with Bucs resulted in an interception and a couple of incomplete passes.

Beach fought a hard fight.

They really changed their typical approach of spreading the field and throwing to a more run-oriented offense. They were able to chew up yards and the clock in the windy conditions, which is what I thought we would have the advantage in. By the time the wind went down, they didn’t need to pass, so they were able to mix it up and that made them very hard to defend. A couple of injuries

sidelined two key Bulldog players, making it a lot tougher to bare down when we needed it on that 4th quarter drive that could have put us ahead.

Bulldog fans should be very proud of the efforts of our athletes. At the beginning of the year, we were all just hoping to be competitive and win at least one or two games. As the season has progressed, our expectations have continued to rise, making a loss to a very good Beach team, a big disappointment. We have improved each week, but we just came up a little short last week.

This sets up the rivalry game with intense pressure to win.

We travel to Scranton to take on the Hettinger-Scranton Nighthawks on Friday, Oct. 10.

If the Bulldogs win, and then defeat Trenton-Trinity Christian the following Saturday, we will be the 4th place team in the region and make the playoffs for the first time in a long time. A loss would give MottRegent the upper hand in that quest. Of course, all this assumes an expected finish by the other teams in the region. Upsets, like Mott-Regent shocking Shiloh Christian for example, would change the picture, but we should get in with two wins down the stretch. HettingerScranton is coming off a close loss to Mott-Regent, which in all likelihood, knocked them out of the running, even if they beat us. Playoffs aside, this game between rivals always comes down to pride, and the Nighthawks have had their way with us the last few years.

Hopefully this can be the year that the Dogs do something about that.

Youth football league ends season undefeated

The 2014 4-6th grade football team, along with its dedicated season cheerleaders.

The season for fourth through sixth grade football ended last weekend on a victorious note: the team went undefeated.

Defense only allowed three touchdowns and the team averaged 23 points a game.

The team won against New England, 20 to 12; Heart River, 18 to 0; Beach, 23 to 6; Killdeer, 30 to 0; and Baker, 25 to 0.

Bulldogs nab pair of place finishers Saturday’s meet at Souris Valley Golf Course in Minot has been much anticipated by most teams in the state. For starters, teams get to familiarize themselves with the state meet course, add in the fact that the majority of the teams in the state are competing, and the result is one heck of a cross country race. Both the girls and boys squads faired pretty well this week, collecting 4th place finishes in both divisions.

The boys team was led by Alex Bartholomay, who placed a season high 6th in a stacked field of over 140 runners. “It was a good race for us, we ran hard and competed very well. We all ran good times.” said Alex Bartholomay. David Chavez followed closely behind with his fastest time of the year culminating in a 16th place finish. Andrew and Braydon Miller ran very impressive races finishing in 24th and 35th respectively. Rounding out the

scoring for the bulldogs were Ethan Fischer in 80th and Tim Fischer in 86th.

“We had a good team race, we ran strong and had a lot of PR’s.

It was a good day for us,” said senior David Chavez. In fact, all six of the boys running set or tied their personal records for the season on a fairly demanding course. The quality races led the boys team to a 4th place finish behind New Town (the defending state champions), Beulah-Hazen and Rubgy.

The girls team has been on a steady climb throughout the season, closing the gap on their West Region competition. This week they also got to preview the east competition, and did not disappoint.

The girls team finished the meet in fourth place behind the reigning state champs from Hillsboro- Central Valley, Shiloh and Southern McLean.

Sophomore runner Mikayla Bartholomay was proud of her

teammates, “Amazing team effort, it helps to run with Lacey and Alexius, we all help to push each other.” Lacey, Mikalya, and Alexius finished in a pack in places 16, 17, and 18 respectively.

Also scoring for the bulldogs were 8th grader Abigail Bartholomay in 43rd and Meggie Fischer in 70th.

The bulldogs will conclude their season back in Minot at the North Dakota State Cross Country Championships on October 25th, but there is some unfinished business to take care of before the state meet.

The bulldogs start their postseason run next Saturday (October 11th) at Fox Hills Golf Course in Watford City, where the West Region Championships will take place.

The Bowman County JV Football team travelled to Beach again on Monday night.

The Bulldogs continued their steady pattern of improvement, as they were able to win again, and this time by a slightly larger margin. I’m very proud of these young men and the vast improvement they’ve made over the course of the season. Check them out in their last game of the season on the 13th at home vs. Hettinger-Scranton.

The Buccaneers scored on their first drive of the game.

Their 2-point conversion gave them the 8-0 lead. Two plays later, the Bulldogs would answer with a 65-yard run for a score. Plagued by the same disease as the varsity, they came up short on the 2-point conversion and were down 8-6. Beach would answer with another drive that took them inside the Bulldog 20. A cru-

cial false-start penalty would leave them 4th and about 8, and sack ended their opportunity. The very next play, the Bulldogs would romp 75 yards to pay dirt. The 2-point conversion was good, and the score was 14-8 at the end of the first quarter. The Dogs would end up scoring again before the half. The conversion made it 22-8. It stayed right there until late into the fourth quarter, where Beach made things very interesting again with a score at about the 4:00 minute mark. Fortunately, the Bulldogs held off the 2-point conversion and were up 22-14. Beach’s on-side kick off did not go the required 10 yards, so the Bulldogs took over near midfield.

With a couple of hard-earned first downs, Bowman County was able to take a knee to run out the clock on the Beach 10yard line.

GAME AND FISH NEWS ■ Bighorn Sheep Survey Shows Decline Results from this summer’s bighorn sheep survey indicate the population in western North Dakota is lower than last year.

State Game and Fish Department big game biologist Brett Wiedmann said the July-August survey showed a minimum of 287 bighorn sheep, down 4 percent from 2013. Results revealed 82 rams, 153 ewes and 52 lambs.

Due to an ongoing disease event in the northern badlands, Game and Fish biologists have verified more than 20 bighorn sheep deaths over the summer. Wiedmann said the survey is a tale of two segments of the state’s population. “The four herds in the northern badlands not affected by the die-off increased 28 percent from last year, with the lamb count increasing 46 percent,” Wiedmann said. “However, the eight herds impacted by disease declined 25 percent, with the lamb count declining by 66 percent.”

Although population levels were down markedly in portions of the northern badlands, biologists were pleased to see a slight increase in the southern badlands.

The department’s survey does not include approximately 40 bighorn sheep that live in the North Unit of Theodore Roosevelt National Park.

The commissioners could be reappointed to three consecutive terms.

If approved, this initiated constitutional measure would add a new section to Article X of the North Dakota Constitution creating the Clean Water, Wildlife, and Parks Trust (the “Trust”) and the Clean Water, Wildlife, and Parks Fund (the “Fund”) to be financed by five percent of the revenues from the State’s share of oil extraction taxes.

Ten percent of that amount of annual revenues would be deposited in the Trust with the principal invested by the State Investment Board; the earnings from the Trust would be transferred to the Fund to be spent on programs after January 1, 2019. Ninety percent of the annual revenues would be deposited into the Fund to be used to make grants to public and private groups to aid water quality, natural flood control, fish and wildlife habitat, parks and outdoor recreation areas, access for hunting and fishing, the acquisition of land for parks, and outdoor education for children. The Fund would be governed by a Clean Water, Wildlife, and Parks Commission comprised of the governor, attorney general, and agriculture commissioner. A thirteenmember Citizen Accountability Board would be appointed for three-year terms to review grant applications and make recommendations to the Commission. Every twenty-five years, the people would vote on the question of whether to continue the financing from the oil extraction taxes.

Lyn James, City of Bowman Commission President, and Jon Brosz, from Brosz Engineering, met to present an application for funding for the Safe Routes to School 2015 Sidewalk Project.

James inquired if the county would match the cities match of $71,000.00. The state grant award is 80% of the cost of the project up to $200,000, which does not include the project contingency fund, which the city budgeted $30,000. The North Dakota Department of Transportation bid specifications and project timeframe must be followed. Steiner made a motion to approve the match of $71,000 from BLM funds, with Brackel seconding the motion. A roll call vote was taken with all members voting aye. Motion carried.

Discussion followed on the need for future discussion on zoning of border lines of the city & county and “cleaning up property”.

Randy Askvig and Steve Butterfield, representatives from Prairie Engineering, and Duane Steckler, met to discuss converting the original courthouse facility to geothermal, utilizing the existing wells. The bids were advertised and opened in February 2012, at which time were extremely high, and were rejected by the commission. At this time the commissioners are interested in rebidding the project.

The previous project specifications would be reviewed and modifications will be added if needed.

Commissioner Bowman joined the meeting at 11:30 AM. Bowman/Slope County 9-1-1 Coordinator, Bowman County Assistant Emergency Manager, Karla Germann, met to provide an update on other county Local Emergency Planning Committees. It appears individuals serving on the committee are volunteering their time. Abrahamson made a motion to increase appointed county board compensation from $45 to $60, effective January 1, 2016, and add the Local Emergency Planning Committees and Emergency Operation Volunteers on the compensation list. Brackel seconded the motion.

HOFLAND: Garbage Department: The International garbage truck is being used since the Volvo is being repaired.

MASON: 8th Avenue Water Main Project: Mason said the project is complete except for curb and gutter. Brosz said Cal Meshke is pouring the curb and gutter today. The contractor was able to cut the asphalt at a width of 12’2” instead of 15’ that was expected, thus being $60,000 to $65,000 under budget. There will be a final bill for this project at the next meeting.

City Hall Water Main Repair: Mason said they still need to put a valve in front of City Hall where the ground is still dug up, it may be next year before that gets completed.

Transfer Pump: The transfer pump quit working again, Mason will take it to Prairie Mountain to see if they can fix it. All the pumps are running more than normal because of all the rain.

CHIEF HEADLEY: Nothing to report. There should be a swearing in ceremony for Officer Wyman in the near future.

BROSZ: 5th St SW Project: Brosz reviewed the #3 pay application request for this project.

Brosz Engineering is still negotiating some prices and verifying quantities so there will be another pay application with the 10% retainage included.

Utility Occupancy Application: Brosz presented an application for a Utility Occupancy Application and Permit for the water main and sewer main crossings to be installed under US Highway 12. ND Dot requires a permit to bore under the road. The mains will be perpendicular to US Highway 12 and installed by boring with steel casing.

This is needed for services to Bowman Lodge and the new ambulance garage. The man hole will be on the frontage road. It is the expense of the Bowman Lodge to pay for the boring. Motion by Whitney second by Limesand to approve the utility permit application for Bowman Lodge LLC and the ambulance garage. RCV= all aye, MC. ALLEN: Tree Ordinance: Allen presented a tree ordinance that another city has in place. Our ordinances are being updated so Allen asked the commission to look at the example ordinance and bring back their ideas and concerns to the next meeting.

LIMESAND: Energy Impact Grant for Fire Department: The fire department is applying for a grant to purchase a new Wildland Urban Interface Unit that will work on oil fires, traffic control during extraction and structure fires. The fire department has two old trucks that this urban unit could replace (1989
