Robert William Beattie, 55, agreed to plead guilty to one count of receiving and distributing materials containing child pornography and one count of possessing materials containing child pornography in U.S. District Court in Grand Forks.

Lemmon native makes USD School of Law Dean’s List Thirteen University of South Dakota School of Law students achieved a place on the Fall 2015 Dean’s List.

To qualify, students must achieve either a GPA of 85.00 or greater for that semester or rate in the top 10 percent of their class for that semester, whichever group is smaller. The list is not based on cumulative grade point average, and first semester, first-year law students are not eligible. Shad Christman, son of Chuck and Kerry Christman, earned high marks and was on the Dean’s List this fall.

USD’s School of Law prepares students for leadership in the administration of justice in South Dakota, including in rural areas where the demand is great, and for private practice, public service, business and other law-related endeavors anywhere. Its joint degree program allows students to also earn one of nine master’s degrees within the traditional three-year law curriculum, which includes course tracks in business, commercial, constitutional, criminal, employment, environmental, Indian, real estate and tax law as well as civil litigation and estate planning.

North Dakota Community Foundation welcomes new hires Christi Stonecipher and Sarah Guss have joined the staff of the North Dakota Community Foundation (NDCF).

Stonecipher is the Director of Communications and is based out of NDCF’s Bismarck office. She graduated from the University of North Dakota with a double major in Marketing and Management and has extensive experience in the communications/marketing field, working as a consultant for a variety of clients over the last 15 years. She is responsible for the creation and implementation of communication plans that increase awareness of NDCF

North Dakota Department of Health Cautions Those Who Plan Travel to Areas Where Zika Virus is Being Transmitted Zika virus has recently been transmitted in numerous areas of the Americas and the Caribbean, many of which are popular winter vacation and wedding destinations for North Dakotans. Zika virus has presented particular concern for women who are or plan to become pregnant and their babies, but the virus has the potential to make others ill as well. Although the mosquitos that are known to carry the virus are not found in North Dakota, travelers to affected areas can become infected there and bring the disease back with them.

Zika virus may cause no illness or symptoms, or may cause a mild illness that can include fever, rash, joint pain, muscle pain, headache and conjunctivitis (red eyes). Symptoms, if any, arise within 14 days of exposure. The primary concern of public health officials is that the

virus may be linked with a serious birth defect called microcephaly if the mother is infected during pregnancy. Microcephaly is a condition in which babies are born with smaller than normal heads and brains, which may lead to health complications and a variety of disabilities.

“Pregnant women or those who plan to become pregnant should reconsider and postpone, if possible, any travel to areas where Zika virus is known or suspected to be present,” according to Laura Cronquist, epidemiologist with the Division of Disease Control.

“These women should consult with their health care provider before they travel to areas with Zika virus transmission. There is no cure or vaccine for Zika virus, so preventing infection is very important,” said Cronquist.

Zika virus is transmitted to peo-

ple primarily through the bite of an infected mosquito. A number of other illnesses, including dengue, chikungunya and yellow fever, are also transmitted by mosquitoes in certain areas. Anyone who travels to countries where these diseases exist should take standard precautions against mosquito bites, such as using an EPA-registered insect repellent, wearing long sleeves and pants, and staying in places with air conditioning or that use window and door screens to keep mosquitoes outside.

People who are planning travel to other countries should consult with their healthcare providers for travel health information so that they can have the safest, healthiest trip possible. In addition, people who become ill during or after returning home from foreign travel should contact their health care provider and mention their recent travel.

Progress being made on Hettinger Armory renovation project

Adams County 4-H Helping Hands Community Service Project was held on January 30. The Adventurers, East Adams Roughriders and Go-Getters 4-H Clubs made cookies and treats. Youth enjoy the morning baking and decorating the bags. There was around 100 bags that were delivered to Nursing Home, Able Home, Assisted Living and Shut-Ins in the Hettinger and Lemmon area.

Record Editor cbenz@countrymedia.net Members of the Hettinger Armory Committee and Hettinger City Council met for a third month in a row to discuss the progress on the committee’s efforts to revitalize the nearly 60 year-old building. After years of debate, progress is moving in the right direction for those looking to save the facility.

During the previous meeting, the second in a series since December, the committee agreed to divide the members into separate, more concentrated subcommittees in hopes of spreading the work. Each committee had a focus; finance, structural issues and fundraising were among the focuses of the subcommittees. During this meeting, those committees brought a report on their work over the past month.

A small, student-driven survey on the Armory project was recently held, and those results were also discussed. Out of 128 completed responses, 107 said they would “support such an effort both personally and financially” to revitalize the building into a civic center type facility.

Twenty-one said no with four incomplete surveys.

“We were impressed with the good feedback,” Jim Long said at the meeting.

The survey was short and sweet. It was oneword questionnaire requiring a simple yes or no answer, taking a minimal amount. The survey also included a space to suggest new names for the building. From tabulating the responses, the three words most used in the suggestions were Hettinger, civic, and center; so putting them together you get the Hettinger Civic Center, according to Long. Though the committee said they are far from officially renaming the building.

The subcommittees also brought forward their progress on their research.

Committee member Allen McIntyre said that this process will take time, but that it’s important to hold meetings every month so the project doesn’t get away from the commit-

tee. He also requested that each subcommittee provide a written report each meeting on their progress, so they have it on paper, can share it easily with every member, and so they don’t overlook something.

“If we don’t have it (meetings) every month it’s going to get away from us,” McIntyre said. “And if we don’t have it down in black and white, then we’re going to miss something.”

Though progress continues to trend in the right direction, the committee has yet to decide on the final purpose of the building.

Most of the conversation during the meeting circled around a community fitness center, with a multipurpose gymnasium in the main auditorium.

Committee members cited personal conversations and previous survey responses as evidence of community interest in a community fitness cen-

ter. Some of the renovation choices will have to wait until the committee knows what the building will house, because certain improvement options will depend on the services offered by the facility.

Some of the committee and council members thought they should get input from other entities, such as the Hettinger Park Board, before officially deciding a purpose for the facility. Before the next meeting, the plan was to communicate with other organizations around the community, to find out if any partnerships made sense as the project moves forward.

The next meeting was scheduled for March 15 at 5:30 p.m. at the Hettinger Armory in the City Council room.

•HB 1057 revises the rule-making authority of the South Dakota Commission on Gaming.

•HB 1058 revises the procedure for recovery of abandoned mineral interests.

•HB 1062 permits an order changing the name of a minor child without prior publication in certain instances.

My seatmate in the Senate is the very conservative Sen. Jeff Monroe and I was astonished to hear him tell a lobbyist that he supports the LGBT agenda. Knowing Sen. Monroe very well, the lobbyist was also shocked until Jeff went on to explain that his LGBT agenda was Land, Guns, Babies and Taxes. In Pierre, we deal daily with property rights and other land owner issues; gun rights; midwives, abortion, and the sale of fetal tissue; and an abundance of tax issues.

Imagine how surprised I was to find out that I also support the same LGBT agenda.

District 28 Legislative Report By Betty Olson

We just finished the fourth week and the 16th day of the 2016 legislative session. Friday was the last day for bills to be filed and a total of 418 bills are in the hopper, slightly fewer than last year.

The Senate voted to reappoint Lyla Hutchinson from Wounded Knee to the State Brand Board and approved the appointment of former Sen. Russell Olson to the Game, Fish and Parks Commission.

Rep. Lance Russell’s bill,

HB 1151 requiring legislative approval of all land acquisitions over 40 acres by the Department of Game, Fish and Parks passed out of House Agriculture and Natural Resources committee on Thursday. In the committee Rep. Russell gave a very compelling testimony and I didn’t find out until later in the day that he had gotten a call in the middle of the night that his father had passed away.

David Russell, age 74, of Edgemont, passed away Feb. 4 at the Rapid City Regional Hospital.

His funeral was Monday in Edgemont with burial with military honors in the Edgemont Cemetery.

Hello, Now you know I am not a real big football fan. That’s because I like the Vikings.

And it is much less disappointing to be a rather disinterested fan than it is to be a broken fan each and every year.

Like when they sent too many men into the huddle after a time out years ago and lost a chance to go to the Super Bowl. Or when they missed that chip shot

field goal in a chance to advance. Or when the refs from Louisiana let the Saints knock the hell out of Favre for four quarters.

So I sit idly by and wait for a call from someone to invite us to a Super Bowl Party.

Now everyone gets invited to a Super Bowl Party.

I mean it’s an American tradition. Like Thanksgiving. Even the homeless get fed on Thanksgiving Day. But no, like the Vikings, I never make the finals.

People dress up in funny hats and jerseys of their favorite players and fix fancy meals. Little cheesy things shaped like footballs. Potato chip dips the color of their favorite team.

Chicken wings and pizza and pretzels and popcorn and cheese and fruit trays.

They have football pools and bets and beer and adult beverages.

But no, Shirley and I have to stay home. The relatives don’t invite us. The neighbors don’t invite us.

Oh, Shirley says we did get invited to one party. But you had to pay to get in and you had to bring your own lunch. I don’t think you can count that.

And now that woman says it is really my fault!

My fault! I mean she has the gall to say, “it is your fault”. Blasphemy!

Well, there was the time I threw a can of Budweiser through Andersons TV

screen. But that has been years ago. And it was a horrible call. And there was the time I dumped the Gatorade over the hostess’s head as a game was winding down. Actually, it started a fad that is carried on today in games all over the world.

But she says what really put the kibosh on our being invited to Super Bowl party was the time I streaked through the living room at a neighborhood party in Bismarck. I was in the legislature. And we were kind of new to the neighborhood. And this little voice popped up in my head and said, “Do something they will remember you for!”

And I said, “What?” And

the little voice said, “Just do it”. That is another slogan that I started that has carried on for years.

Which reminds me of a story. A true story. Back when streaking was popular. At a basketball game in Mobridge, the brother of a friend of mine put a paper sack over his head and at half time of a high

school basketball game, streaked the length of the gym. Wearing nothing but a grocery sack and a pair of socks. The highlight was when one of the senior girls screamed, “My God, that is LeRoy!” She turned bright red as everyone turned to look at her!

I usually write these columns on Sundays, but hoping for an outcome that most experts predicted was quite unlikely, I held off until now—4:45 on a Monday morning.

You can’t spend any time in Denver—and I lived there for three years—without bleeding a little Bronco orange, so when Manning became Denver’s adopted son in the downside of a brilliant career, I adopted him, too.

In fact, he was my first pick in Fantasy Football, an annual curse that doomed him to “a unique season,” as he called it, which is another way of saying, “miserable.”

The arm, already diminished by age and a series of neck surgeries and resultant nerve damage, was even weaker this year, allowing defensive backs to sit back and steal wobbly passes. Manning was injured and then relegated to the bench as his understudy, Brock Osweiler, kept Denver headed to the playoffs.

Osweiler had a shaky outing in the last game of the regular season. Manning came off the bench to beat San Diego and reclaim the starting position. Still, with Denver’s fast, ferocious defense carrying the load for an anemic, decidedly un-Manning-like offense, it was hard to expect too much.

This was supposed to be a coronation, a changing of the guard, with the impossibly gifted Cam Newton, who had one of the best seasons any quarterback has ever had, passing for 35 touchdowns and running, often in spectacular fashion, for another 10. OBITUARIES

Ethel Mae Johnson

Johnson Ethel Mae Johnson (Roen), 95, of Reeder, died Sunday, Jan. 31, 2016 at the West River Medical Center in Hettinger. Ethel Mae Johnson (Roen) was born on Jan. 28, 1921 in Bowman, North Dakota to Henry and Elizabeth Roen.

Henry and his brother Neil Roen homesteaded north of Bowman in 1906 when they moved here from the dairy country of Wisconsin. Henry Roen said that he and his brother could never have survived those tough early days without their deep religious faith --- it was the strength of their lives.

Henry married Elizabeth Kradoville and established a farm and ranch devoted to raising purebred registered Hereford cattle.

Ethel was the fourth of six children born to Henry and Elizabeth. Ethel described having an abundance of love, kindness, laughter and caring in her parent’s home. All of the children in the family were

baptized and confirmed in the Lutheran faith, attended Sunday School at the Bowman Lutheran Church and sang in the choir. They were a family who dearly loved music.

Ethel’s four brothers were well-known as the “Roen Brothers” quartet and they sang frequently at bull sales and other events for many years.

Ethel’s parents believed deeply in hard work, their Christian faith and they had great concern and involvement in their community and government. These are all qualities that Ethel embodied throughout her life.

Ethel graduated from Bowman High School and attended Concordia College in Moorhead, Minnesota and Dakota Business College in Fargo, North Dakota.

Upon graduation, she took a position with the Selective Service Office in Fargo due to the involvement of the U.S. in World War II. Ethel returned to Bowman to help her parents when her mother became ill and then worked for the Bowman County Auditor’s Office On March 5, 1946 she married Bernard Johnson, the son of Lee and Mathilda Johnson and they moved to the family farm-ranch north of Reeder. She and Bernard had six children and she valued her home and family above all else. Ethel was a truly wonderful cook, baker and gardener. She was an expert at canning

“We are going to see who shows up and what their ideas are, and take it from there,” Cox said.

With the growing concern of healthcare and self improvement, people are starting to care more about what they eat. And part of that movement, Cox said, is why gardening can be so important.

“You know where your food comes from if you can walk out the door and pick it,” Cox said. “And that’s really important.”

Down the road, Cox hopes that the group can gather together one night a week to work on the garden as a whole. Then, when the vegetables are ready to be harvested, have a group potluck consisting of everybody’s

grown food.

He will ask one thing of the group when it’s organized and they are ready to start gardening; plant a row of food to give to the food bank. Cox works in close proximity with the food bank and knows that any community’s pantry would enjoy having fresh, homegrown produce.

Right now Cox doesn’t have a plot to start the garden, but that he’s hoping suggestions from the people attending the meeting will help find a suitable spot.

Cox reiterated his desire to attract any level of gardener to the meeting, and said you shouldn’t be worried about being inexperienced in gardening.

“People shouldn’t feel shy about coming if they have no experience,” Cox said. “We can all learn this together.”

fruits and vegetables but the delicacies her children and grandchildren loved the most were her homemade pies, overnight buns and caramel rolls. They were light as a feather and incredibly delicious.

Ethel’s dream of building a new home on the farm was realized in 1959 and her heart always remained in that home. She took great joy in keeping the house and the beautiful gardens she created around it in perfect shape.

She worked tirelessly and would never go to bed on a Saturday night until the sheets were ironed, the floors were waxed and she had completed her nightly exercises. Raising her six children was what Ethel loved most in this world and she devoted her lives to them and to her husband in their happy home.

Like her parents, Ethel was also very involved in church and community matters. She and Bernard were active members of the Reeder Lutheran Church where she was a Sunday School teacher for many years and a life-long member of the ALCW and various ladies’ circles. She was a faithful helper at the annual Lutefisk dinner and she enjoyed that Norwegian delicacy every Christmas Eve. Ethel was

also a member of the Cedar Creek Homemakers Club.

Ethel believed strongly in the need to be informed and involved in local and national politics. She enjoyed political debate, was a stalwart Republican and read newspapers and news magazines daily throughout her life.

When Bernard semiretired from the ranch in 1975, they moved with their two youngest children, Eva and Brian, to Dickinson, North Dakota where Bernard embraced cattle-buying. Ethel continued her church involvement at St. Paul’s Lutheran Church and made many good friends in that community.

They returned to Reeder in 1981 where they lived in town for the rest of their lives.

Bernard passed away on January 18, 2005 and Ethel remained in Reeder until, due to her failing eyesight, she moved to the West River Assisted Living Apartments in Hettinger in May of 2015.

Ethel was always a model of love, courage and dignity throughout her life.

She had great poise and wonderful manners. She frequently showed her concern, thanks and happiness for others by mailing handwritten notes that are cherished to this

Left to honor their mother’s life and legacy are son Lee (DiAnne) Johnson of Centennial, Colorado, son Harland Johnson of Reeder, daughter Nancy (Mark) Prellwitz of Plover, Wisconsin, daughter Adele (Mark) Johnson of Wichita, Kansas, daughter Eva (Robert) Wilson of Parker, Colorado and son Brian (Juli) Johnson of Lynn Haven, Florida, twelve grandchildren and

five great-grandchildren.

Ethel was preceded in death by her husband Bernard, her five siblings Chriss Roen, Leland Roen, Glen Roen, Edith (Roen) Holmquist and Robert Roen and two grandchildren Dayle and Melody Ann. A private graveside service was held shortly after her death in Hettinger. Memorial services are planned for Our Saviors Lutheran Church on Saturday, March 19th at 10:30 am with a luncheon to follow.

Night Hawk wrestlers earn the No. 1 seed for Region 4 period tied at 0-0.

The Night Hawks and Beulah-Hazen came into the Feb. 4 match in Hettinger undefeated in the region. Winner earns the No. 1 seed in the Region 4 dual tournament. Top two teams coming out of the Feb. 6 dual tourney will earn a spot in the state dual tournament, Feb. 18-20.

The Night Hawks jumped out to an early 12-0 lead as Mason DeFoe and Kyle Burwick both won by falls in the first period. In the next six matches Beulah-Hazen closed in on the Night Hawks’ lead and only trailed by two points, 1816. But the Night Hawks won five of the final six matches to secure the win by a count of 42-22.

Braden Kline’s match had to be the most exciting match of the evening.

He was wrestling Ethan Lagge, the No. 1 seeded wrestler in Region 4 at 126. Lagge was only leading 2-0 late into the final period but it seemed to me he had been controlling Kline most of the match. But with 25 seconds left Kline was in the down position and quickly got a reversal and held on to tie the score as time ran out. In the overtime period he quickly got a takedown to win the match 4-2 and brought the home town crowd up in their seats cheering.

In another match that must be considered a mild upset, the No. 1 seeded wrestler in Region 4 at 145 Joshua Snyder was up against the No. 2 seeded Alec Andress.

Hettinger-Scranton’s boys basketball team picked up their seventh straight victory over Glen Ullin-Hebron in Hettinger on Feb. 5 by a 78-54 score. The Night Hawks jumped out quickly with a 21-11 first quarter score and their defense created havoc for the Bearcats all game as they had 17 turnovers, according to my count.

Hayden Sadowsky was on fire as he scored 33 points, which included eight 3-pointers.

The Kludt brothers, Isaiah and Sam, chipped in with 17 and 14 respectfully. Sam Kludt also led the team in rebounds.

Jaron Morman paced the Bearcats with 13 and Bailey Morman added 11.

Hettinger/Scranton improved their region standing to 5-2 and Glen Ullin-Hebron slipped to 2-5.

In the two preliminary games the Night Hawk C team built a 36-27 lead after three quarters but were outscored 22-11 in final stanza and lost 5147. As usual, the Night Hawks substituted heavily in the fourth quarter.

Brett Christopherson scored 13 and Carson Schalesky had 12 to lead the Night Hawks.

Jacob Dix and Schalesky both led in the rebounding department.

Weekly Vikings Roundup By Jordan Wright For The Record

On Sunday, the Denver Broncos defeated the Carolina Panthers to win Super Bowl 50. Although the game didn’t live up to expectations (unless, of course, you are a Broncos fan), there were plenty of great performances to go along with some head scratching moments.

Peyton Manning didn’t have a spectacular game (13/23, 141 yards and an interception), and to be honest it was almost bad, but he did just enough to not lose the game. Luckily for Peyton, he didn’t need to do much, as Denver’s defense was stifling. Von Miller rightfully took home the Super Bowl MVP award after recording six tackles and 2.5 sacks.

Due to Denver’s dominating defense, Carolina was held to only 10 points, far lower than their leagueleading 31.3 points per game. Cam Newton had a passer rating of only 55.4, which was his lowest of the season. In the end, there were numerous things that went wrong for Carolina, but the most glaring to

me were their inexperience, subpar wide receivers, and the inability of the offensive line to protect Newton.

If the game was lacking in drama, then the post-game interviews more than made up for it.

Cam Newton, a player known for his joy and enthusiasm was left relatively speechless during his post-game press conference, offering simple one-word responses before abruptly leaving the stage in the middle of answering a question. Many people were put-off by that reaction, and I understand that someone in Newton’s shoes should be held to a higher standard than most. However, if you have accepted him because of the emotion he shows on the field when he wins, you must be able to accept him when he shows emotion after a loss.

The Super Bowl is the biggest event of the year, with almost everyone watching, from hardcore football fans to casual observers.

If you weren’t a fan of either team, or of football in general, you were probably more excited to see the commercials than anything. Personally, I was disappointed in the commercials this year, but there were some good ones here and there. Here is a list of my favorites: The Doritos commercial with the ultrasound was pretty funny.

Doritos usually has some unique

commercials every year in the Super Bowl, and this year they didn’t disappoint.

I enjoyed the T-Mobile commercial with Steve Harvey, if only because he was able to make fun of himself and the embarrassing error he made during the Miss Universe pageant.

I was also very excited to see, and not disappointed by, the movie trailers that came out. Personally, I can’t wait for the new Captain America: Civil War or Deadpool movies, along with Batman Vs Superman: Dawn of Justice.

After a first round bye, the Hettinger-Scranton wrestling team defeated Watford City 60-12 and then earned the No. 1 seed out of Region 4 with a 51-21 win over Beulah-Hazen.

Beulah-Hazen placed second, Watford City third followed by Bowman County in fourth. Killdeer and New Salem-Almont tied for fifth.

New Town and Standing Rock did not send a team to the dual tourney.

Hettinger-Scranton and Beulah-Hazen will represent Region 4 in the state dual tournament. Next up for Region 4 is the individual tournament on Feb. 13 at Watford City. Top four in each weight class earn a trip to the state tourney in Fargo, Feb 18-20.

■■ District Game Warden Exam Set for March 18 The North Dakota Game and Fish Department has scheduled an examination to select candidates for the position of district game warden. The test is at 10 a.m., March 18, at the department’s main office in Bismarck.

Applicants must register to take the exam no later than March 14 by submitting an online application through the North Dakota State Job Openings website.

Applicants must be at least 21 years of age and have a bachelor’s degree at time of hire (tentative hire date is June 1), have a valid driver’s license and a current North Dakota peace officer license, or be eligible to be licensed.

Candidates must have excellent interpersonal skills in communications and writing, and must not have a record of any felony convictions.

District game wardens enforce game and fish laws and related regulations in an assigned district and other locations as determined by the department. Wardens normally work alone under varied conditions, at all hours of the day, night and weekends. In addition to law enforcement duties, wardens assist in the areas of public relations, education programs, and hunter and boat safety education.

Salary through training for a district game warden is $3,600 per month. Upon successful completion of training, the monthly salary ranges are $4,136 - $6,894. Wardens also receive the state benefits package, including travel allowance. Uniforms and other equipment are provided.

Record Editor cbenz@countrymedia.net Staff at Hettinger Public School recently participated in a fundraiser for the Adams County Food Pantry.

Hettinger Superintendent Larry Sebastian said there were many news stories of the increasing need of food pantries for food, so the school sponsored a fundraiser that allowed staff to wear jeans to work.

Starting the day after Thanksgiving, staff at the school were allowed

to wear jeans, provided they pay $1 for every day they decided to dress down. The fundraiser went all the way until school was let out for Christmas break. Sebastian said it was all voluntary and primarily depended on the honor system.

“It was a non-monitor system, it was all voluntary,” Sebastian said.

In total, the teachers and staff of Hettinger school raised $482.

Kathy Jahner, who works with the pantry, said that the money will go to support the pantry’s food supply.

Jahner said that the money will go to supporting the service it offers.

Voters believe newspapers are more effective than TV, internet, direct mail, and radio in helping them decide how to vote.
