As 2025 comes to a close, I want to thank our community for your continued support and pride in Stonnington. This has been a year of progress and purpose – one where we’ve delivered major projects, strengthened our long-term plans and stood up for what matters.
We’ve completed upgrades at McArthur Park and Central Park, advanced works at Percy Treyvaud Memorial Park and Prahran Aquatic Centre and adopted the Chapel Street Precinct Improvement Plan to revitalise one of Melbourne’s most iconic destinations. We’ve also begun the first stage of increasing the open space at the beautiful Grattan Gardens which will create a vital connection link from the park through to Prahran Square.

Our community came together at Malvern Town Hall on Wednesday 22 October for this year’s Meet your Councillor event, an evening designed to connect residents directly with their elected representatives.
All nine Councillors were in attendance, each hosting a table for relaxed, face-to-face conversations with residents about local priorities, upcoming projects and community ideas. The event also featured information stands on current engagement opportunities,

Alongside a responsible 2025–26 Budget, Council is developing Funding Stonnington Tomorrow, a new framework to ensure our city remains financially sustainable as we continue to invest in vital services and infrastructure. Council has made strong progress in community safety this year, partnering with Victoria Police and the Salvation Army to deliver new initiatives like the Pink Car Program, increasing joint patrols, and enhancing cleaning and lighting across key precincts to create safer, more welcoming public spaces for everyone.
We’ve also advanced reconciliation through our draft Reconciliation Action Plan 2025–27, and adopted the Stonnington Tomorrow strategic framework – setting clear priorities for liveability, inclusion, sustainability and good governance. These commitments
including key consultations and updates on major Council initiatives.
More than 50 residents joined the conversation, sharing valuable feedback and insights on the issues that matter most – from parks and open space to traffic, parking and neighbourhood safety. Council staff and subject matter experts were also on hand to answer operational questions and guide residents to available programs and services.
One attendee described the evening as “warm and professionally run,” adding that “it was wonderful to attend and meet Councillors and the wonderful staff supporting Stonnington.”
Thank you to everyone who took the time to attend and share their thoughts. Events like this help shape Council’s work and ensure the community’s voice remains at the heart of every decision.
Reconciliation Acknowledgement Statement
are reflected in our latest Community Satisfaction Survey, where Stonnington again scored above the state average across key service areas.
This year also reminded us that public life must be safe and respectful. A recent court ruling affirmed that harassment and abuse have no place in local government, and I hope it encourages more people, especially women, to lead with confidence and integrity.
As my term as Mayor concludes, I’m deeply proud of what we’ve achieved together. Wishing everyone a safe, joyful and relaxing festive season – and an opportunity to enjoy our parks, pools and events across a vibrant summer in Stonnington.

Supporting young people and safer communities.
Council continues to strongly advocate for the future of the School Focused Youth Services (SFYS) program, which provides early support for students at risk of disengaging from education.
The Victorian Government recently confirmed that SFYS funding will cease from January 2026, a decision Council has publicly opposed. We led the call for its reversal, highlighting the program’s 25-year record of helping young people re-engage with learning, strengthen wellbeing and stay connected to their communities.
Mayor Cr Melina Sehr has also met with the Minister for Police following Council’s formal request for stronger local support. Discussions focused on increased police visibility in identified hotspots, managing the illegal tobacco trade and CCTV networks. Through this ongoing advocacy, Council is ensuring the voices of our community are heard on the issues that matter most: safety, education and support for young people.

The transformation of McArthur Park in Malvern is now complete, creating a welcoming open space for everyone to enjoy.
With new lawns, refreshed paths and more seating, the park has been designed to bring people together –whether it’s a quick stroll, a weekend picnic or some quiet time under the trees.

Prahran Aquatic Centre: a safer, more welcoming space
Our city’s most iconic summer spot has also been upgraded. The brand-new Prahran Aquatic Centre reception and customer service area opened in mid-October, improving accessibility and creating a more welcoming and safe entrance for visitors.
Both Prahran Aquatic Centre and Harold Holt Swim Centre recently achieved Gold Standard Safety rating from Life Saving Victoria, recognising exceptional supervision and water safety practices.
These achievements follow several recent rescues where the Leisure Services team’s quick thinking and expertise saved lives – highlighting the dedication and professionalism of staff who keep our community safe every day.
This summer, families are also invited to join the Learn to Swim Open Day at Harold Holt Swim Centre on Saturday 13 December, with aquatic games, inflatable fun and special prizes for those who enrol in swimming lessons for term 1, 2026.
This much-anticipated upgrade is one of several local park improvements completed this year to help residents connect with nature close to home.
Central Park lights up the night
Central Park’s John Landy Oval is now more accessible for community use following the installation of six 25 metre, low spill floodlight towers. The lights operate between 5pm and 9pm on weekdays during winter and are automatically adjusted during daylight saving months. Community consultation indicated significant support for the lights installation which forms part of Council’s wider effort to make local parks safer, more active and better connected.
This is a significant investment from Council to extend the use of the oval for joggers, walkers – and local dogs whose owners enjoy taking them to this unique off-leash area.

At 9 Scott Grove in Glen Iris, works are moving quickly to transform the 4,000 square metre site into an exciting new park.
Demolition works and targeted tree removals have been completed. We are progressing with site preparation and plans for a new open space to come in 2026.

Playtime at Percy Treyvaud Memorial Park
At Percy Treyvaud Memorial Park in Malvern East, work is complete on the current stage of the precinct’s masterplan. The new playground is now open and includes equipment designed for children under nine, including monkey bars, swings, parkour features and shaded seating. The new playground complements nearby sports facilities and makes the precinct one of Stonnington’s best places for families to play, train and unwind.

The Salvation Army’s Pink Car program will continue across the warmer months to help keep Chapel Street safe and welcoming for everyone.
Operating on Friday and Saturday nights, the Pink Car provides support to young women on Chapel Street. If someone has had too much to drink, feels unsafe or has lost their friends, the Pink Car offers a safe way to get home.
Run by the Salvation Army 614 and funded by the City of Stonnington, the program complements the existing Street Team, which supports young people out in the precinct. Whether it’s a bottle of water, some lollies, a phone charger or being reconnected with friends, the team do a fantastic job keeping our young people safe and out of harm's way.
Spring clean for Chapel Street THE PINK CAR IN ACTION
Keeping Chapel Street clean, safe and welcoming is a key focus of the Chapel Street Precinct Improvement Plan. In the spirit of spring, Council has increased cleaning and maintenance across the precinct to help bring the buzz back.
Weekly precinct-wide pressure washing now complements the regular scrubber cycle, alongside daily hotspot attention. A fourth roaming cleaner has been added to the team, tackling footpaths, bins and presentation tasks.
Council has also started declutter and asset audits to remove outdated signage and is planning upgrades to street
furniture, bin cages, bike hoops and tree surrounds. Traders now have a dedicated contact for rapid-response cleaning requests.
These improvements are part of a coordinated effort to revitalise Chapel Street and enhance community safety through a cleaner, more cared-for environment.
Responsible licensed venues play a critical role in ensuring that everyone can have a safe and fun night out in Stonnington.
50 participants from local venues recently took part in a Good Night Out training run by FullStop Australia, in partnership with the Stonnington Liquor Forum and the City of Stonnington.
The training supports bar staff to identify and respond to sexual violence – feedback was overwhelmingly positive and staff felt that they now have even more tools and strategies to support patrons, including our LGBTQI+ community, and prevent incidents occurring.
Training and support for businesses is just one part of Council’s ongoing program to support the safety and amenity of Chapel Street and our other night-time economy precincts.
Joint daytime outreach trial begins Supporting everyone to
A new partnership between Council and The Salvation Army is set to strengthen community safety efforts as part of the Chapel Street Precinct Improvement Plan. This comes in response to concerns about anti-social behaviour and more support needed for vulnerable people.
The trial, which launched at the end of October, involves two trained outreach workers engaging with vulnerable people in known hot spot areas across the precinct. Operating during daytime hours, the team will provide on-the-ground support for those in need while offering a reassuring and visible presence for traders, residents and visitors.
Where possible, Salvation Army team will conduct joint patrols with Police and Local Laws officers to ensure a coordinated response.
To kickstart the initiative, Salvation Army representatives joined Victoria Police and Council’s Local Laws team at the Coffee with a Cop session at Pran Central. This was followed by a precinct walk to identify priority locations and hear firsthand the concerns of the local community.
Insights gathered throughout the trial –such as demand levels, resource needs and peak activity times – will guide future advocacy and help determine the ideal model for ongoing support in the precinct.

Brightening up the Chapel Street precinct
If you’ve wandered through the Chapel Street precinct recently, you may have noticed some vibrant new additions. From a bold new mural on Greville Street to a colourful 108-metre hoarding along Chapel Street, two very different approaches to public art are helping bring colour and energy back to the precinct.

Through Council’s Frameworks Public Street Art Program, which commissions site-specific works to inspire and connect, Greville Street has welcomed a new mural by Hoffy – a Melbournebased artist known for bold, abstract forms inspired by nature and everyday life. The previous artwork by Esther Olsson was a much-loved local feature for more than seven years, making way in September for this striking new piece.
Chapel Street Paint Jam
Just up the road, 18 Southside artists transformed 108 metres of construction hoarding at 402 Chapel Street into a
live artwork as part of the Chapel Street Paint Jam, a collaboration between Spotlight Property, local art agency Mamam and artist Juzpop. Locals gathered to watch as the artists created side-by-side, showcasing a mix of styles and techniques.
Public art not only adds beauty to the streetscape – it also supports safety and community connection. When spaces feel cared for and active, they attract more people and promote a stronger sense of place and pride.
Together, these projects show how creativity continues to shape a safer, more vibrant Chapel Street.
In August, Iwagumi Air Scape by ENESS transformed Prahran Square into a breathtaking 13-metre-tall inflatable art experience. Delivered through the Chapel Street Precinct Improvement Plan, the installation drew tens of thousands of visitors, creating a powerful boost for local business.
Over 48,000 people visited Prahran Square during the two-week activation, with 70 percent coming from outside Stonnington. Families, young adults and art lovers alike filled the square, enjoying the spectacle and the sense of safety and connection it inspired.
The economic impact was significant. Survey results showed an average spend of $49 per person, injecting an estimated $2.38 million directly into the local economy through nearby shops, restaurants and bars.
The activation also reached far beyond Chapel Street. A strong marketing campaign and 84 pieces of influencer content helped the event achieve a combined reach of more than 16.5 million people across media and social channels.
Iwagumi Air Scape proved that creative activations are more than just art – they are an investment in vibrancy, community pride and local business. And with more bold campaigns and activations on the way, Chapel Street’s transformation is just getting started.

Celebrating our volunteers
The City of Stonnington proudly celebrated the outstanding contributions of local volunteers at the 2025 Volunteer Awards, held at Malvern Town Hall on Thursday 30 October.
Hosted by Mayor Cr Melina Sehr and Director of Community and Wellbeing Cath Harrod, the evening recognised the individuals and groups whose time, passion and generosity make Stonnington a more connected and caring community.
Six award categories were presented, with winners including Friends of the PMI Victorian History Library, Hartley’s Meals Volunteer Team, Joan Ross, Friends of the Urban Forest, Terry Dreier, and Lenny Matsakas, who received the Mayor’s Award. Each winner nominated a local charity or community group to receive a $250 Council donation in their name.
Guests enjoyed live music from the Melbourne Rainbow Band, a Welcome to Country by Aunty Annette Xiberras, and a warm celebration of the people who make Stonnington thrive through volunteering.
The event was a wonderful reminder of the spirit that defines Stonnington. Our volunteers are the quiet achievers who give so much of themselves to make a difference. Their commitment is what truly strengthens our community.

New FOGO bins are being rolled out across Stonnington
Have you noticed a touch of green in your local street lately?
We have been busy delivering brand new green-lidded food and garden organics (FOGO) bins across Stonnington. This stage of the rollout ensures every eligible standalone home now has access to a FOGO bin and is part of our transition to a universal FOGO service for all residents.
The next stage, set to take place from 2026, will focus on apartments and units.
Already have a green bin? Great! You can use it for all your garden organics and food scraps.
With more people now using FOGO bins we can all pull together to ensure our valuable food and garden organics stay out of landfill and, instead, turn them into compost to help our local parks and gardens flourish.

You can put all types of food and garden organics in your FOGO bin, such as: grass clippings, leaves and small branches fruit and veggie scraps, coffee grounds and tea bags plate scrapings, paper towels, and even eggshells and bones.

Stonnington’s love for dogs is stronger than ever, with thousands of furry friends registered across the city, and it seems the Cavoodle reigns supreme in every suburb.

Greville Street Library officially opens
More than 450 community members attended the opening of the new Greville Street Library on Saturday 11 October, celebrating its return to its spiritual home at Prahran Town Hall.
Mayor Cr Melina Sehr welcomed guests and thanked staff, community partners and everyone involved in bringing the refurbished space to life. She reflected on her own childhood visits to the library and highlighted its importance as a safe, welcoming place for learning and connection.
“This move is part of our broader vision to transform Prahran Town Hall into
an arts and cultural hub – a place for creativity, connection and community,” Cr Sehr said.
The library features seventeen artworks from Stonnington’s Contemporary Art Collection, including murals by Mysterious Al and Hoffy, and works by Rennie Ellis, Scotty So and Polixeni Papapetrou.
Guests enjoyed free family activities, storytelling sessions and coffee from local trader Pardon Coffee, as well as talks by the Stonnington History Centre and displays celebrating Greville Street through the years.
Feedback from the community was overwhelmingly positive, describing the opening as “warm”, “welcoming” and “a great success”.
