Message from Congestion Levy explainer the Mayor Spring is a wonderful time to rediscover the places that bring Stonnington’s community together.

iconic Pot Plants mural on the corner of Chapel and Barry streets. The restored artwork captures the eclectic spirit of Chapel Street and reflects Council’s ongoing commitment to public art.

It’s not just about brighter weather, it’s about our parks and public spaces filling up again, the buzz from cafes and restaurants spilling outdoors, and the fresh energy at our arts venues.

And if there’s a spring in your step, why not try out the new padel courts on Chapel Street? Mixing elements of tennis and squash, it’s a fast-growing sport that’s adding fresh energy to the precinct and another reason to linger longer to support local traders and enjoy Chapel Street in a new way.

Chapel Street is primed to get lively, with Prahran Square hosting four free Circus Fire Spectacular performances as part of the Melbourne Fringe Festival. Chapel off Chapel continues to deliver first-class live entertainment, including the Melbourne International Jazz Festival, while Caravan Sounds is bringing cool music vibes to two Chapel Street locations. Spring isn't only revitalising our arts venues; Prahran artist Tom Gerrard has rejuvenated his Council-commissioned

Of course, we all know well-managed parking is crucial for the vitality of activity centres like Chapel Street. That’s why Council has made changes that will ease the financial burden of the Victorian Government’s Congestion Levy on ratepayers and traders, while we continue to advocate for its removal. Spring is the perfect time to reconnect with the outdoors, and this year our

Stonnington by Nature event series returns with indigenous plant giveaways, river walks and an evening moth spotlighting tour. It’s a great opportunity to learn more about our local environment and the green spaces that make Stonnington so liveable. Be sure to book early. It’s also timely to consider the future of our open spaces. Council’s draft Open Space Strategy sets out how we plan to protect, enhance and create parks and open space over the next decade. I know how highly green space is valued by our community, so please, share your feedback. And as the days grow longer, I also encourage you to embrace everything that makes Stonnington such a special place to live, work and visit. Cr Melina Sehr JP Mayor

What is the Congestion Levy? The Victorian Government’s Congestion Levy is an annual charge on off-street parking spaces in inner Melbourne. First introduced in 2006, the Levy’s stated aim is to reduce traffic congestion by encouraging people to use public transport. Why does it apply to the City of Stonnington? At the beginning of this year, the Levy was extended beyond the CBD (category 1 area) to cover several inner-city suburbs (category 2 area), including South Yarra, Prahran and Windsor. Ten off-street public car parks owned by the City of Stonnington, with a total of 1,903 parking spaces, are located within the category 2 area and attract the Levy. How much does the Levy cost?

Let’s talk local: Councillor Conversations Councillor Conversations continue in October, providing residents in Como, South Yarra and Toorak wards with the opportunity to have their say on local issues. Meet with Cr Meghan Hopper PhD (Como Ward), Cr Kate Hely (South Yarra Ward) and Cr Tom Humphries (Toorak Ward) in an informal setting this October, to ask questions, share ideas and raise important matters. Residents of Wattletree, Hedgeley Dene, Orrong and Tooronga wards took up the opportunity to meet with their Councillors in August and September. Deputy Mayor Cr Samantha Choudhury said the conversations she had with residents highlighted just how deeply people care about their community. “Their willingness to engage constructively is one of our community’s greatest strengths and I'm genuinely grateful to everyone who’s taken the time to come along to these sessions to share their thoughts.”

The City of Stonnington’s Levy bill from the State Government is approximately $4.1 million per year. This year’s category 2 area rate is $2,150 per space – almost $6 per day, per space, regardless of use or revenue generation. What is the impact of the Levy? Parking fees in the 10 Councilowned off-street car parks impacted by the Levy had a significant increase in 2025–26 and parking fees will increase again by 4 to 31 per cent in 2026–27. If car park fees aren’t enough to cover the Levy bill, Council subsidises the difference using funds meant for other services. How is Council managing the Levy cost? A Council-endorsed plan to reduce the financial burden on ratepayers is forecast to save $1.134 million in 2027 and includes closing 356 under-used off-street spaces, so they no longer attract the Levy. Council will also seek a 50 per cent concession on parking spaces at its Elizabeth Street car park in Prahran. The City of Stonnington continues to push for Levy outcomes that better serve the community.

OCTOBER – NOVEMBER 2026

Seniors Festival: sounds like fun From the ‘click clack’ of shuffled mahjong tiles, to the ‘tip-tap’ of feet gliding across the floor, you can hear the fun in this annual festival. This October, we're celebrating Seniors Festival with more than 40 opportunities to get out and try something new and connect with your community.

Whether you’re interested in ballroom dancing, arts and crafts, sport, music, walking groups or simply sharing a meal with others, there’s something to suit every interest.

There are thousands of events on offer across Victoria, as well as 13 events exclusively hosted or co-hosted by the City of Stonnington.

Browse the full program and start planning your festival experience.

Windsor resident Lily is particularly excited for the feature line dancing event.

It's a social activity. You meet new people and get fit. It's good for the brain too. All events are either free or low-cost, making the program accessible to everyone. Getting to an event is easy too. Seniors Card holders can enjoy nine days of free public transport throughout the festival, from Saturday 3 to Sunday 11 October. This includes all metropolitan public transport services, V/Line train and coach services, and selected regional bus services outside the myki area.

These events are part of the statewide Victorian Seniors Festival, and encourage community members to thrive at every age.

↗ Ballroom dancing is back. “Is that the street with all the art?” It’s the question South Yarra hairdresser Colin Moxey often hears when giving directions to his salon. Perched on the corner of Chapel and Barry streets, the artwork in question is Tom's iconic Pot Plants mural. Featuring the artist’s signature moustachioed faces growing from bright, patterned pots, the mural was commissioned by the City of Stonnington in 2022 and captures the eclectic spirit of Chapel Street. Years after transforming this ordinary wall into a local landmark, Tom was invited back to restore the mural, reinforcing the City of Stonnington's commitment to maintaining public art. For Tom, the restoration was more than a touch-up. “Over four years, there’s a natural evolution that happens as an artist,” he said.

↗ Artist Tom Gerrard in front of his Pot Plants mural off Chapel Street.

A fresh coat for an iconic mural One of Chapel Street’s most eye-catching murals is beaming again, with artist Tom Gerrard having returned to restore his vibrant Pot Plants artwork.

“I didn’t just fix up areas and cover up the graffiti. I wanted to modernise it and make it more reflective of my art today.” The mural was originally shaped by the building itself. Broken up by doors and windows, the wall called for a design that could work across multiple sections. “I thought pot plants would be a fitting subject because there’s so much flexibility,” he said. The work was also designed to reflect Chapel Street’s distinctive character. “I wanted it to feel contemporary and have an urban quality. We’re right in the

↗ Give brass a try. heart of Chapel Street, so it needed to have that youthful, vibrant feel.” That connection to place runs deeper than the mural itself. A longtime Prahran local, Tom has spent much of his life in the neighbourhood. "My first job was here, I spent time at the skate park when I was younger, and my studio is just around the corner,” he said.

Being part of Prahran means a lot to me… and having local businesses support my work means the world. One of those supporters is Colin Moxey, who has developed a friendship with Tom over the years. When Tom returned to restore the mural, Colin had a front-row seat. “It was a warm day and he was working so hard. I thought he deserved a coffee,” Colin said. Seeing the mural come to life was especially rewarding for Colin. “It was such a sad-looking wall before,” he said. “I thought it needed a paint job. Then I saw all this stuff happening and realised it was more than that… it was a work of art.” For Tom, that’s the beauty of public art. “It’s for everyone. All you need to do is walk down the street and take it in.”

Hard waste in focus this spring Own some bulky items that have reached their end of life? Sort the good from the bad. Spring hard waste collection

Your say on your service

The spring hard waste collection will run from Monday 7 September to Wednesday 21 October. This gives residents a chance to responsibly dispose of unwanted household items.

Our community consultation on hard waste services closes on Monday 12 October.

Once collected, most items can’t be recycled. So before placing waste out for collection, consider whether it could be repaired, sold or donated. Our spring hard waste flyer started hitting letterboxes across Stonnington from early September. It explains everything you need to know about the collection.   Alternatively, you can visit stonnington.vic.gov.au/hardwaste or download the MyStonnington app at stonnington.vic.gov.au/ mystonnington.

Hard waste collection is an important council service, so we want to make sure it works for our community. Our current scheduled service is well utilised. However, we have heard from some residents that they would like more flexibility. We want to know what you think is working? What you value most? And what could be improved in our hard waste collection? We'll use what we hear from the community, alongside considerations such as improving access, value for money and how the service can be delivered efficiently, to determine the best option for the future.

Hard waste collection is part of our commitment to create a sustainable environment. We want to hear from residents to find out more about how we can ensure this valuable service meets community needs. — Cr Jami Klisaris Malvern Valley Ward

Community upgrades ready to explore

A new pace for local streets   We’re trialling 30 km/h speed limits in 12 local areas across Stonnington. The 18-month trial will help us understand how a lower speed limit might work in different neighbourhoods and what impact it may have on safety, travel and people’s experiences of local streets.   The selected streets have been included because they’re near places where people regularly walk, ride and cross the road – schools, shopping precincts and cycling routes. At different times during the trial, we'll ask people using the street how the change is working and what it's like for them. We will also listen to community feedback and review traffic data and road safety outcomes throughout the trial. This will help us evaluate the impact of the changes and guide future decisions about local street safety. Why we’re trialling lower speed limits

Looking for your next play date? Check out the newest playground in Stonnington. With upgraded favourites, new interactive play features, a triple swing set, climbing play unit, and 4-seat seesaw, this fully fenced space has plenty to keep little explorers busy. Just a 5-minute walk west from Prahran Station, the park also includes new seating and a new shade sail to protect pint-sized players from the harsh summer sun.

41 Essex Street, Prahran The renewed grandstand is ready for spectators to sit back, soak up the sunshine and enjoy the poolside action this summer. These works complete the final stage of the Prahran Aquatic refurbishment, which included a new sundeck in 2025, as well as a new 50-metre and toddler pools, changerooms, spa and sauna areas in 2023. Extend your stroll along Lovers' Walk with a sojourn in the welcoming new William Street Park. The park provides a valuable pocket of green space and seating in the heart of South Yarra. Locals have embraced this new space as a place to connect and take a break from the hustle and bustle of daily life. Keep an eye out for it the next time you wander up to Chapel Street from South Yarra Station.

Someone crossing the road, a cyclist crossing a driveway or a vehicle turning a corner. Unexpected moments can easily happen on our streets. Speed can make a difference when these moments occur. Research shows that when a person walking is hit by a vehicle travelling at 30 km/h, their chance of surviving is around 90 per cent. At 50 km/h, this drops to around 10 per cent. The trial forms part of Council’s broader commitment to creating safer streets through the Road Safety Improvement Plan.

Sir Zelman Cowen Park Kooyong

Little explorers will love the ageappropriate play equipment and open spaces, while parents can keep a close eye on the action. It’s an ideal spot for first swings, mini slides and building confidence outdoors. And just one block back from Chapel Street, so the perfect coffee is within easy reach.

Tucked away beside Gardiners Creek is one of Stonnington's best-kept secrets. The playground offers plenty of opportunities to climb, swing and explore, while the surrounding parkland provides space for kids to run free and families to unwind. Perfect for a spring adventure that feels just off the beaten track.

↗ C an you recognise the location of this scene?

Can you recognise me? Young faces. A warm summer’s day. And a spot to cool off at what was then one of Malvern’s newest community gathering places.

Just two years earlier, the baths had been officially opened by Mayor Cr Harry Wilmot and were fast becoming a favourite destination for local families.

Taken in 1929, this photograph captures a bygone summer and a familiar scene from Stonnington’s past.

The swimsuits may be different. The faces may have changed. But the location might be more familiar than you think.

Recognise it? This is the original Malvern Municipal Swimming Pool: the first chapter in the story of what is now known as the Harold Holt Swim Centre.

"We are incredibly fortunate to be anchored by vibrant open spaces, from magnificent neighbourhood parks to the historic Malvern Town Hall and outstanding community hubs like the iconic Harold Holt Swim Centre, which brings families together." Tooronga Ward is also home to busy shopping precincts, popular parks and much-loved community facilities. “Tooronga Ward isn’t just a place where people live; it’s a tight-knit, proud community where neighbours connect and support one another.”

From local eateries to open green spaces, Cr Bell loves all that Tooronga Ward has to offer.

"The open spaces and parks at the northern end of the ward are pretty special. Every time I'm down at Sir Zelman Cowen Park, it reminds me of my days playing sport as a kid."

Did you know parts of Tooronga Ward helped build Melbourne?

Key priorities for Cr Bell

In the late 19th and early 20th centuries, the area supplied millions of red bricks that were used to construct many of the city’s Victorian-era buildings.

Managing growth while preserving neighbourhood character is one of the issues Cr Bell is focused on.

One former clay quarry would later become the site of the Harold Holt Swim Centre, transforming an industrial

landscape into one of Stonnington’s most treasured community facilities. For Cr Jamie Bell, it’s stories like these that make Tooronga Ward – which covers Kooyong, as well as parts of Malvern and Glen Iris – such a special place.

"I love the vibrancy of the Malvern/ Tooronga Road shopping strip. It's got some great eateries,” he said.

preservation of local character, liveability, traffic, parking (digital and paid), school zone safety and protecting and expanding green open spaces." He is particularly passionate about increasing open space opportunities. "I'm keen to see the continued acquisition of land for open space. It's something I committed to prior to being elected and it's been great to see this become a reality with Scott Grove Park underway. A great outcome for local residents." Cr Bell also wants to prioritise the services residents interact with every day. "I also think a continued focus on core council programs such as waste, footpaths, lighting and parking. These are all very topical at the moment and something I'm passionate about."

The ward's parks are another favourite.

"Key issues and priorities facing Tooronga Ward centre on balancing urban change, such as the newly established activity centres, with the
