MINISTER’S MESSAGE

The Honourable Nyan Gadsby-Dolly - Minister of Education

Esteemed faculty, proud parents, and, most importantly, the remarkable graduates of the College of Science, Technology and Applied Arts of Trinidad and Tobago (COSTAATT), today marks a momentous milestone in the lives of our graduates, and I am honoured by the opportunity to share this message with you on this joyous occasion.

Tertiary education is the bridge that connects the dreams of our students to the reality of a brighter future. It is the gateway to personal growth, career success, and the overall development of our nation. The Ministry of Education continues to play a pivotal role in shaping the

landscape of tertiary education, ensuring that it remains modern, relevant, accessible, of high quality, and most importantly equitable.

COSTAATT is known to promote the seamless transition of learners from the classroom to the workplace, and has demonstrated commitment to ensuring that its graduates are equipped for both the workplace and rewarding careers. This commitment demands adynamic, forward-thinking approach that remains aligned with the ever-evolving demands of the contemporary job market.

The Ministry of Education has consistently championed the cause of lifelong learning, and it is imperative that our graduates recognize that the journey of education need not conclude with the conferral of this certification, but can extend throughout their lifetime. By endorsing and financially supporting endeavors that promote professional development and lifelong skill enhancement, we are steadfastly committed to safeguarding the competitive and adaptable edge of our graduates in the face of the perpetually evolving global environment.

Graduands, your theme, “Speak Out! From a Whisper to a Shout,” is a powerful and resonant reminder of the journey you have all un-

dertaken. As you move forward, I urge you to remember that the power of your voice is its positive resonance, its impact as an advocate for justice, a force for truth, and upliftment of others. The world is filled with challenges and opportunities, you are well prepared to seize them, turning your whispers into shouts that echo for generations.

Congratulations, class of 2023. Don’t live your lives in the shadows, let your light shine and your voices be heard. Let your actions inspire those around you. There is a task that only you were born to accomplish – go forward bravely and fulfill your purpose. Congratulations, graduates; as the song says – go light your world.

On behalf of the COSTAATT family, we congratulate the graduating class of 2023. Today, at this auspicious ceremony, we celebrate your remarkable achievements, pay tribute to your diligence and resilience, and acknowledge the sacrifices you have made to realise your goal of academic excellence. The management, faculty and staff at COSTAATT join your families, peers and advocates to honour and applaud your journey with us. We are proud of you!

As you cross this literal and figurative stage, we invite you to pause momentarily and reflect on this year’s theme of “Speak Out! From a Whisper to a Shout”. During your time at COSTAATT, we challenged you to step out of your comfort zone, unlearn previous assumptions and relearn new possibilities. You are now empowered with the attributes of communication, collaboration, creativity, and social and global responsibility, to name a few.

The current and emergent geo-economic, political and cultural context is dynamic and turbulent, and calls for imaginative thinking and bold action. From rapid social and technological change to contested identities and climate emergencies, we find ourselves in a time where simple clichés and single-factor explanations have eroded. It is now incumbent on you to use your voice and speak out, and not with a whisper but wield it with unwavering conviction. The future we all desire needs you, “COSTAATT graduands”, to stand up and be counted.

We are confident that the lessons acquired during your time with us, through class interactions, group assignments, national competitions, business expositions, and internships, have ably equipped you with the self-belief to confront life’s challenges. We hope that today’s celebration is just the commencement of a lifelong learning process, and that you will continue to expand your professional and personal horizons to new heights. You are limited only by your imagination, and your dreams are well on track to becoming a reality if you apply the same determination while at COSTAATT.

You are now a part of COSTAATT’s endearing legacy, following in the footsteps of over twenty thousand graduates who make significant contributions across the social and economic landscape at the national, regional and international levels. As you define your future and strive to improve your lives, we encourage you to transform the lives of your homes and communities and become stewards of change, innovators and the voices of progress. We encourage you to remain curious, concerned, determined and unified in the ambition to better the human experience. We would also like to remind you that COSTAATT is always a home for you. Our institution continues to undergo a strategic shift with a focus on three fun-

damental pillars over the next five years: (1) Sustainable Futures, (2) Digital Transformation, and (3) Global Pathways. In so doing, the College has reimagined its six academic schools, and it has begun to establish an Upskilling Academy and Tech Hub, which present economic opportunities to students and graduates through coaching, mentorship, networking, micro-credential training and prototyping activities.

These exciting developments are available to you and provide the platform for you to conceptualise, launch, grow and sustain a business start-up. The world is a village, and your solutions could be scalable to reach global markets. Our alumni base also provides strategic networking possibilities with industry captains and thought leaders across diverse disciplines. The windows of opportunity at COSTAATT are expanding.

KEYNOTE SPEAKER

Teocah Arieal Ainka Dove

A commitment to social change and sustainable development is at the core of what drives Teocah Arieal Ainka Dove, Social Innovator, Development Strategist and Philanthropist. An interdisciplinary development professional, Teocah’s diverse 13-year career intersects social innovation, communications, partnerships and programme management. She specialises in multi-stakeholder, cross-sectoral development processes and programmes and designs and deploys novel solutions to complex socio-economic challenges to change policy, practice and social behaviour.

Rooted in a deep understanding of the realities facing at-risk and vulnerable groups, Teocah’s thematic experience spans the spheres of Social Development (Youth, Gender, Under-resourced Communities), Sustainable Energy and Climate Change, Circular Economy, Public Health (Mental Health, NCD’s and Immunisation), HIV/AIDS and Poverty Eradication.

Teocah’s pioneering career in the international development sector has seen her serving in pivotal leadership roles spanning the

Caribbean and Pacific regions. Teocah’s list of career accomplishments is extensive, including reshaping the Caribbean Development Bank’s youth development portfolio, conceptualising the Caribbean’s first HIV/AIDS social innovation for the USAID-PEPFAR LINKAGES program, leveraging technologies to deploy multi-platform regional campaigns for PAHO during the COVID-19 pandemic, designing and implementing circular economy interventions for the European Union sustainable waste management program in Tuvalu, and spearheading capacity development and collaboration interventions for energy sector reform within the 13-country USAID-Caribbean ESR Project.

A Chevening scholar, Teocah Dove holds an MSt in Social Innovation from the University of Cambridge, an MSc in Gender and International Relations from the University of Bristol, a BA in Media and Communications from the University of Greenwich and an AAS in Journalism and Public Relations from the College of Science Technology and Applied Arts of Trinidad and Tobago (COSTAATT).

COSTAATT PARTNERSHIP AWARD

Environmental Health Department, Ministry of Health

The relationship between the Environmental Health Department, Ministry of Health and what is now COSTAATT’s Department of Environmental and Sustainability Studies dates back to the 1980s when the Diploma programme was delivered through NIHERST. The Environmental Health Department has played a critical role in supporting the design and implementation of training programmes aimed at equipping practitioners to function in the field of public health.

Staff of the Environmental Health Department were instrumental in the development, delivery and review of the Diploma programme, which was first offered in the 1980s. When the programme was upgraded to an Associate Degree in the 1990s, the Environmental Health Department was heavily involved in the restructuring of the programme. Post-graduate diplomas in specialized areas were added in the 1990s as the Ministry of Health sought to further improve the academic preparation of its Public Health Inspectors. When the academic landscape for the field required that professionals practicing as Public Health Inspectors

obtain a Bachelor of Science degree, the Department once again collaborated with COSTAATT to develop the bachelor’s degree programme. The BSc. Environmental Health was introduced at COSTAATT in 2012.

COSTAATT is grateful for the unwavering support received from the Environmental Health Department throughout the years; a partnership that has contributed significantly to supporting national development goals. With responsibility for monitoring, improving and maintaining public health and environmental health in Trinidad and Tobago, the Environmental Health Department has been consistent in its support of COSTAATT’s efforts to provide training that meets the evolving needs of the sector.

Staff of the Environmental Health Department serve as adjunct lecturers for COSTAATT’s programmes, facilitate field trips and host our students on a two-month internship at the end of the Associate Degree programme. Many members of the Department are also graduates of the programme. The Environmental Health Department has

worked closely with COSTAATT’s Environmental and Sustainability Studies Department to ensure that developments in environmental health education, both locally and regionally, are incorporated into the College’s curriculum.

They have also supported the advancement of COSTAATT’s programmes, by promoting to their counterparts throughout the Caribbean region, many of whom are now COSTAATT alumni.

The success of our programmes is due, in no small part, to the support and guidance of the Environmental Health Department. We at COSTAATT look forward to the continuation of this mutually beneficial partnership, and take great pleasure in presenting the 2023 COSTAATT Partnership Award to the Environmental Health Department, Ministry of Health.

The Library Association of Trinidad and Tobago (LATT) presents this award in recognition of the academic excellence of a graduating student from COSTAATT’s Bachelor’s Degree in Information and Library Science and the Associate Degree in Library and Information Studies programmes.

But today, you leave as confident graduates, ready to express your thoughts and ideas with unwavering conviction.

In your classrooms, you’ve honed your voices, evolving from hesitant whisperers into individuals capable of expressing your ideas with clarity and confidence. You’ve become critical thinkers, well-prepared to face the challenges that await you in the world beyond these walls.

On the playing fields, you’ve learned the power of unity, teamwork, and the impact of a resounding shout of encouragement.
