The longstanding ties between St Albans and the Italian town of Fano have been strengthened by an official Mayoral visit. St Albans has been twinned since 1998 with Fano, a resort town on the east coast, near Rimini, which also has extensive Roman ruins.
St Albans Mayor, Councillor Anthony Rowlands, and Mayoress, Annie Stevenson, travelled to the town to experience the Carnival and meet with civic officials and residents.
Fano’s carnival is the oldest one in Italy, dating back to 1347. It is held over three weekends and features tens of thousands of sweets being thrown from spectacular floats to enthusiastic crowds.
Among the highlights of the trip was a meeting with Fano’s Mayor, Massimo Seri, at the town hall when gifts were exchanged.

MEMORY LANE CAFÉ
A warm and welcoming space for people living with Dementia
The Memory Lane Café at The Salvation Army welcomes people living with dementia and their loved ones to enjoy tea, cake and a friendly chat every Monday. It is a warm, lively environment, and dedicated volunteers are there to make sure everyone feels at home. Activities are regularly organised and very popular, from chair exercises to African drumming- talks on wildlife to Citizen Advice visits. Jigsaws, colouring and even an interactive touchscreen table are also on offer, but of course anyone who would rather just come for the refreshments and some company in a quieter corner are just as welcome.
The Café opened at The Salvation Army in 2022 and is managed by Harpenden Town Council working in partnership with the Harpenden Trust and Salvation Army, all three of these contributing funds, resources and volunteers. It’s just one of the initiatives introduced to support vulnerable people within Harpenden and has gone from strength to strength as people return with friends and quickly become regulars. At Harpenden Town Council we are committed to ensuring Harpenden is a Dementia Friendly Town and have a number of initiatives which help us to do this including organising Dementia Friendly Talks, supporting Harpenden’s Intergenerational Choir and managing a Community Information hub on our website to promote external support services.

Harpenden History Society Announces
Harpenden Local History Day on 20 April 2024
With kind permission of the Eric Morecambe Centre, Harpenden, the Harpenden & District Local History Society, a charity, will be utilising the entire EMC for the day as Harpenden Local History Day, on Saturday 20 April, marking both the Society’s 50th anniversary and the official opening of our new Museum.
The event will be presided by Annie Brewster, High Sheriff of Hertfordshire 2024-25 (in Nomination). Highlights to include exhibitions on the history of Harpenden and district, other local society exhibitions, a special children’s competition, and history talks throughout the day. Further details will be released in due course.
2023 was the 50th anniversary of the founding of the Harpenden & District Local History Society. It also, in December, witnessed the first opening to the public of our new Museum, amazingly with roots going back 100 years. The first proper history of our Town was written, in conjunction with that of Wheathampstead, about 50 years ago and prompted the pioneers at the time to set up the Society, and later first Museum. That Museum came to an end in 2003, testing the resilience of the small band of enthusiasts.
The continuing commitment and dedication of those enthusiasts, then without a publicly accessible repository for artefacts and archives, is most remarkable. We benefited from the generosity of Les Casey, a local history enthusiast and stalwart of the Society. He left a significant bequest to the Society, which enabled us to take out a lease on part of the lower floor of the Eric Morecambe Centre and fit it out as a Museum and archive.
This is not only significant in its own right, but gives us a platform to relaunch the Society in recognition of its wide charitable remit to educate the public on the local history of Harpenden and district. It can again, after artefacts and documents having been nurtured for 50 years, share with residents of Harpenden and surrounding communities the Museum and archive of which the Town can be proud.

The Manufactured Woman: The story of Pandora and how she has inspired generations of Artists to imagine how and why women came into the world. Lecturer: Mary Sharp. CRISPY SCOTCH EGGS WITH RUNNY YOLKin
Prep Time: 30 minutes
Cook Time: 30 minutes
Makes: 6 servings
Ingredients:
• 6 eggs, at room temperature
• 5 Cumberland sausages (about 350g)
• 2 rashers smoked streaky bacon, finely chopped or minced
• 1 litre sunflower oil, for frying
For the coating:
• 2 eggs, beaten
• 100g plain flour
• 2 tsp English mustard powder
• 50g packet of salt & vinegar crisps, crushed
• 100g panko breadcrumbs
Method:
STEP 1 - Bring a pan of salted water to the boil, carefully drop in the eggs and set a timer for 7 mins. After 7 mins, immediately scoop out the eggs using a slotted spoon and transfer to a bowl of iced water, cracking the shells a little with the spoon as you do (this makes them easier to peel later). Leave to cool completely, then peel and set aside.
STEP 2 - Squeeze the sausage meat from the skins into a small bowl, add the bacon and mix to combine. For the coating, tip the beaten egg into a shallow container. Combine the flour and mustard powder in a second, and stir together the crushed crisps and panko breadcrumbs in a third.
STEP 3 - Divide the sausage mixture into six rough portions. Lay a sheet of baking parchment on the work surface, then drop a portion of the meat into the middle of the parchment. Top with a second sheet of baking parchment and flatten the meat into a disc using your palm. Remove the top sheet of parchment. Roll one of the eggs in the flour mix, then place in the middle of the sausage meat disc. Use the parchment to help you wrap the meat around the egg so it’s completely encased, trimming any excess from the top and bottom. Repeat with the rest of the eggs and meat. Dip the sausagecoated eggs back in the flour mix, then the egg, then the crumbs, back into the egg, then finally, in the crumbs again. Can be prepared up to a few hours ahead and chilled until ready to fry.
STEP 4 - Heat a 5cm depth of oil in a wok, wide saucepan or deep-fat fryer until it reaches 160C or until a cube of bread dropped in turns golden in 10 seconds. Lower in as many eggs as you can, being careful not to overcrowd the pan, and fry for 6-8 mins, gently turning until golden and crisp on all sides. Drain on kitchen paper, leave to cool a little, then serve.

Baked Salmon with Herbs and Lemon
Ingredients:
Prep: 15 mins - Cook: 30 mins. Serves 2
Ingredients:
12 ounces salmon fillet, skin on (or 6 ounces per person)
1 small shallot, finely chopped (about 1 heaped tablespoon)
2 tablespoons chopped parsley
2 tablespoons chopped basil (or other herb of your choice) 1 teaspoon dried dill (or 1 tablespoon fresh)
1 heaped tablespoon Finely grated zest of lemon
1 tablespoon of olive oil or enough to moisten the herbs
A generous pinch of flaky sea salt
Method:
1. A half-hour before you start: Remove the salmon from the refrigerator, unwrap it, and let it sit on the counter to come to room temperature. Place a pan 1/2 full of water (use a 8” round cake tin) in the oven on the lower rack and preheat to 250°F.
2. Prep the herb paste: Finely chop the shallot, parsley, basil, and other herbs. Zest the lemon Mix the shallot, herbs, and lemon zest in a bowl, and moisten with the olive oil to form a rough paste.
3. Prepare the baking tray: Lightly oil the rack and place it over the tray. Place the salmon fillet skinside down on the rack.
4. Coat the salmon with the herbs: Pat the herbs on top of the salmon, forming a thick layer. I haven’t had much luck coating the sides (the herbs usually fall off), but you can certainly give it a try.
5. Bake the salmon 25 to 30 minutes: Place the salmon in the oven on the middle rack and close the door immediately. Bake for 25 to 30 minutes. A thicker fillet will usually need a little longer time. Check for doneness at 20 minutes: Remove the tray of salmon from the oven and close the oven door. (Since the oven is at such a low heat, you want to keep the door closed as much as possible.) Place a knife tip in the thickest part of the salmon and gently pry it open. If the salmon separates into flakes, it’s done. If not, return it to the oven for another five minutes.
6. Garnish and serve: When the salmon is done, transfer it to a cutting board and cut into two pieces. To remove the skin (optional) work the edge of the spatula between the skin and the flesh. By gently wiggling, you should be able to lift the fillet clear of the skin. Sprinkle each fillet with the salt and serve.
7. Serve with Potatoes, Green vegetables, Buttery Garlic Green Beans, or go a little more adventurous’ with Sriracha Honey Brussels Sprouts!

Councillors have agreed to raise the Fixed Penalty Notice (FPN) fine for fly-tipping in the Fixed Penalty Notice fines for fly-tipping in St Albans District are to be increased to a maximum of £1,000.
St Albans City and District Council set the current Fixed Penalty Notice (FPN) fine for the offence at £300 five years ago. New Government rules have now enabled all local authorities to increase the maximum amount to £1,000.
Councillors agreed to the change at a meeting of the Public Realm Committee on Thursday 25 January.
Individuals or businesses who commit a ‘duty of care’ offence – allowing rubbish to be taken away by someone without a waste carrier licence – now face a maximum £600 FPN.
Since January last year, the Council has issued 67 FPNs for fly-tipping and waste related offences.
Under the new system, which will come into force on Friday 1 March, there will be a sliding scale of fines for both fly-tipping and duty of care offences.
This will be based on the size of the fly-tip, whether it was for commercial gain and the potential harm to people, wildlife and the environment.
The minimum FPN for a fly-tip will be £400 with £1,000 imposed for the more serious offences while a duty of care fine will fall in the range of £400 to £600.
A £100 discount will apply if the FPN is paid within 10 days and failure to pay may result in a prosecution in the criminal courts.
Repeat offenders, very serious incidents and fly-tips committed by licensed waste carriers may also be dealt with by a prosecution rather than an FPN.

SUSTAINABILITY AND CLIMATE CRISIS STRATEGY FOR ST ALBANS DISTRICT IS LAUNCHED.
A new sustainability and climate crisis strategy for St Albans District with the aim of achieving net zero by 2030 has been launched.
The strategy covers the years from now until 2027 and sets out measures to cut harmful emissions and improve the local environment.
St Albans City and District Council declared a climate emergency in 2019 and produced a strategy with more than 100 actions for 2020 to 2023.
Last year, Councillors also declared a sustainability and biodiversity emergency, recognising the urgent need to protect and enhance nature.
Now the Planning Policy and Climate Committee has approved an updated strategy to progress all this vital work.
The strategy includes further initiatives to improve the sustainability of the Council’s own operations and services with its emissions having been cut by 52% since 2009.
It also sets out commitments and proposals to:
• Boost the energy efficiency of new and existing buildings around the District.
• Promote active and sustainable transport to improve air quality.
• Reduce waste, encourage recycling and campaign for sustainable food production.
• Enhance the natural environment and allow biodiversity to flourish.
• Conserve precious water resources and ease flooding risks.
Among the new measures the strategy commits the Council to is a campaign to increase opportunities for the community to become involved in its climate work.
St Albans Greener Together will be launched soon with the aim of helping residents, schools, community groups and businesses find solutions to environmental issues

HARPENDEN HORTICULTURAL SOCIETY
Harpenden Horticultural Society was founded in 1946. In 2013 it was renamed the HARPENDEN GARDENING SOCIETY to better reflect the needs and interests of the 21st century. The Society has approaching 200 active and enthusiastic members. It provides a regular opportunity for gardeners in Harpenden and the surrounding villages to meet and learn from each other and from our programmes of specialist speakers and interesting outings. It’s an ideal club for keen amateur gardeners, everyone is welcome to join as a member or attend one off events for a small fee as a visitor. Each meeting features a gardening expert; in the past a Chelsea gold medal winner, gardening journalist, specialist grower and even a superintendent of the Royal Parks have all been welcomed to one of the eight-per-year evening meetings. Speakers are always happy to answer any questions and provide helpful advice to members over a cup of tea or coffee afterwards. All are welcome and membership is not confined to Harpenden Residents. More and more people are embracing the idea of letting their lawns or small areas within their gardens grow wild and the rewards for doing so are rich.!

Owners of keyless vehicles were twice as likely to make a theft claim as those with non-keyless cars, according to claims figures from 2020-22 . Keyless entry was also found, in a separate study, to be the most common way for thieves to break into vehicles in England and Wales, accounting for more than a third (36%) of break ins.

However, thieves are finding ways to intercept and manipulate the electronic signals used in modern protection methods, putting keyless cars at risk.
Night and day
While vehicles are more likely to be taken at night, the number of incidents where vehicles were actually taken in the dark – not just broken into – is falling, suggesting thieves are becoming more daring during the day. 65% of vehicles were stolen during darkness, compared to 77% in the previous year, while the vast majority (73%) of vehicles were taken from people’s homes.
Old-school security wins
Sometimes old-fashioned anti-theft methods are still worth trying – a steering wheel or foot pedal lock will do the trick. These simple devices will not only make it harder for thieves to steal your vehicle but also work as excellent visible theft deterrents, encouraging thieves to think twice.
If you’re able to, we recommend parking it in a locked garage or secure area. Our research found just 34% of motorists with a garage always store their car in it. If you don’t have a garage or are parking away from home then try and park your vehicle in a busy, well-lit area. And do always remember to lock your car!
Here’s some more tips on avoiding vehicle theft:
• Keep your keys in a signal blocking pouch (Faraday bag), container or box. These devices help prevent signals from your keys being intercepted and manipulated by thieves.
• Fit a vehicle tracking system. Think about fitting your own vehicle tracking device, even if you have one pre-installed.
• Don’t leave anything in your vehicle. Anything worth stealing makes your vehicle more attractive to thieves.
• Consider using immobilisers. Immobilisers prevent the engine from starting without a correct key or fob. All new cars sold in England and Wales since October 1998 will have immobilisers installed already but if you have an older car, it may be worth considering one.
• Never leave the keys in the ignition. Thieves work fast - your vehicle could be gone in 60 seconds.
• Use a steering wheel lock. These bright yellow locks can be very effective at encouraging thieves to move on to an easier target. You can also fit security devices to your clutch and gear stick to make things even more difficult for criminals
