FOUR FAMILY HOMES FOR SOCIALRENTINHARPENDEN ARE COMPLETED

Four family-sized homes for social rent have been provided in Harpenden by St Albans City and District Council.

The three-bedroom properties were offered to people on the Council’s Housing Register who need larger accommodation. Four two-bedroom Council houses, where the new tenants previously lived, are now available to people on the Register who have been waiting for a permanent home of their own. The new semi-detached houses in Viking Close, off Noke Shot, were built in a little used garage site owned by the Council. They have been equipped with several sustainable features to reduce harmful carbon emissions. These include air source heat pumps instead of gas boilers, solar panels and electric vehicle charging points. The homes have the Government’s top energy rating of A and are likely to produce only 0.8 tonnes of carbon emissions a year compared to the household average of 6 tonnes. Bat and bird boxes were installed and 22 trees were planted on the site to further help improve the local environment. This is in keeping with the Council’s goal of reducing emissions across the District to net zero by 2030.

WINTER BEDS PROJECT RETURNS TO OFFER EXTRA BEDS DURING THE COLDEST MONTHS

Emergency accommodation has been secured for rough sleepers in St Albans District with the return of the annual Winter Beds Project. St Albans City and District Council has worked with partner organisations to provide the extra beds for every rough sleeper who wants one during the cold winter months.

The number of rough sleepers in the District at any one time is very low as most people at risk of homelessness will be provided with temporary accommodation by the Council. The Winter Beds Project is making available three self-contained cabins with a total of four beds on land managed by the charity Emmaus Hertfordshire. This is an annual volunteer-run initiative, managed by the Open Door charity and funded jointly by them and the Council.

A further two emergency beds are available at the Open Door homeless shelter in Bricket Road, St Albans. This is managed by Hightown Housing Association (HA) and can accommodate 12 people a night throughout the year. Two outreach workers are active in the District to make rough sleepers aware of the support. One is employed by the Council and the other by Hightown HA with funding from the Open Door charity. The accommodation was set up in time for the current cold snap which has seen temperatures fall below freezing point. For more information please visit:

SOUTHDOWN METHODIST CHURCH CLOSING!

After nearly 160 years of worship, fellowship, outreach and mission within the Southdown community, Southdown Methodist Church has ‘ceased to worship’.

The remaining members have now joined other churches including St John’s and High Street Methodists church and will continue to be active with those churches. In the closing service of thanksgiving in October, many came to give their praise and thanks in a church which had nurtured them on their Christian journey. The church was at the centre of the community through use of the halls above the Coop. Monthly, weekly or annually they served a wide and lively range of age groups and interests. The halls were built and funded by the congregation through fundraising activities and will continue to be used by the Harpenden Trust for the benefit of the community. There have been many families for whom this church has been their place of worship and growth for several generations. It is said ‘that it takes a village to raise a child.’ Southdown has raised many through its Sunday School – at one time there was so many children that there were 27 teachers! In the 1980’s and 90’s musical productions involved many participants, some even going on to use music in their careers. John Wesley, the founder of Methodism, urged his congregations to do ’as much as you can, for as many as you can, for as long.’ Southdown Methodist Church congregation have done this for 159 years. ‘Well done you good and faithful servants.’ The Methodist Circuit will now begin a period of discernment to decide the future of the building. Reasons why you should update your Will There are numerous instances when it may be a good time to review your Will, some of which we have listed below: • After marriage, civil partnership or divorce. Any previous Will either party has signed is revoked upon entering a marriage or civil partnership, unless it is made in contemplation of the marriage or civil partnership. In contrast, divorce or dissolution of a civil partnership does not revoke a Will but does cancel any benefit to a now ex-spouse/ex-civil partner or any appointment of executorship conferred on them.

• The birth or marriage of children or grandchildren. It is important to consider

appointing a guardian to look after your children (should you die before they turn 18). If your child has married, you might want to discuss the benefits of adding a Trust into your Will. With regards to grandchildren, you may wish to provide a cash legacy for them, to give an example.

• Moving to a new house. You may not need to make any significant changes, but it is

good practice to provide a signed letter/note to store with your Will noting your change of address. It is also worth checking how you own a property with someone else as this will affect how it will pass on your death. It is important for cohabiting couples to understand that they do not have the same legal rights as married couples. If you want your partner to inherit from your estate, they need to be included in your Will.

• Purchasing high value items, such as a second property or an expensive car. You may

want to ensure these are specifically referred to in your Will, so they pass as you would like. Smaller changes

SUPPORT YOUR COMMUNITY LOTTERY The Counselling Foundation is one of the many good causes that is raising funds from the St Albans District Community Lottery. The Foundation works across Hertfordshire and Bedfordshire to provide counselling to those in need and train people to become professional counsellors. They offer an affordable counselling service to which anyone can self-refer to for up to a year. Parsnip and apple soup

Make the most of parsnip season by combining with apples in this rich and creamy soup. Serve with crusty bread.

Total Time: 50 minutes Makes: 4 servings Ingredients: • 50g butter • 1 onion, finely chopped • 2 cloves garlic, finely chopped • 500g parnsips, chopped • 2 apples, cored and chopped • 1 litre chicken stock • 50g crème fraîche • chives, to garnish

Method: 1. Melt the butter in a pan and add the finely chopped onion and a pinch of salt, and cook for 10 minutes until soft. 2. Tip in the chopped cloves of garlic, chopped parsnips and chopped apples, and cook for 5 minutes, tossing in the butter, before pouring in the chicken stock and simmering for 30 minutes until the parsnips are completely soft. 3. Use a stick blender to whizz until completely smooth. 4. Stir through the crème fraîche, blend briefly again and spoon into bowls, then swirl in a little more crème fraîche, snip over some chives and a sprinkle of black pepper.


Mains Slow Cooked Chipotle Shredded Beef

Prep: 25 minutes Cook: 8 hours Makes: 10 servings Ingredients: • 1 teaspoon canola oil • 1 small onion, chopped • 1 can (28 ounces) diced tomatoes, un-drained • 1/4 cup cider vinegar • 1/4 cup chopped chipotle peppers in adobo sauce plus 2 teaspoons sauce • 6 garlic cloves, minced • 2 tablespoons brown sugar • 2 bay leaves • 1/2 teaspoon ground cumin • 1/2 teaspoon paprika • 1/2 teaspoon pepper • 1/4 teaspoon ground cinnamon • 1 boneless beef chuck roast (2-1/2 pounds) • 5 cups cooked brown rice • Shredded reduced-fat cheddar cheese and reduced-fat sour cream & Lime, optional

Method: 1. In a large skillet coated with cooking spray, heat oil over medium-high heat. Add onion; cook and stir 2-3 minutes or until tender. Stir in tomatoes, vinegar, peppers with sauce, garlic, brown sugar, bay leaves and spices. Bring to a boil. Reduce heat; simmer, uncovered, 4-6 minutes or until thickened. 2. Place roast in a slow cooker; add tomato mixture. Cook, covered, on low 8-10 hours or until meat is tender. 3. Discard bay leaves. Remove roast; cool slightly. Skim fat from cooking juices. Shred beef with two forks. Return beef and cooking juices to slow cooker; heat through. Serve with rice. If desired, top with cheese, sour cream & squeeze of lime.

Can you freeze Chipotle Shredded Beef? Freeze cooled meat mixture and juices in freezer containers. To use, partially thaw in refrigerator overnight. Heat through in a saucepan, stirring occasionally and adding a little water if necessary.

Coconut, rum & raisin rice pudding

Ingredients:

Method:

Prep: 5 mins - Cook: 40 mins

• STEP 1 For the rum & raisin syrup, tip all the ingredients into a large saucepan and heat gently over a low heat for 5 mins, or until the sugar has dissolved and created a syrup and the raisins have plumped up. Tip into a bowl, cover and set aside.

Serves 6-8

Ingredients: • 50g butter • 150g short-grain pudding rice • 150g golden caster sugar • 2 x 400ml cans coconut milk • 300ml double cream, plus a little extra • 1 tsp vanilla extract Optional topping: slivered almonds For the rum & raisin syrup • 150ml spiced rum • 100g muscovado sugar • 100g raisins

• STEP 2 In the same saucepan (there’s no need to clean it) melt the butter over a medium heat until sizzling, then scatter over the rice and toast in the hot butter until the butter is just starting to brown. Stir in the sugar, then pour over the coconut milk, cream and vanilla. Bring to a simmer and continue to cook gently for 40-45 mins until the rice is tender, adding a splash more cream if it becomes too thick. • STEP 3 To serve hot, stir a third of the rum & raisin syrup through the pudding and spoon the rest over the top. To serve cold, leave the pudding to cool, then chill in the fridge to firm up so that you can serve it in scoops with the rum & raisin syrup spooned over, top with almonds.

Together you have helped us to raise a truly tree-mendous £112,000! This could help fund our Community Nursing service for 4 months, ensuring that no one dies alone and no carer is left isolated. PLEASE DON’T FEED THE BIRDS AT VERULAMIUM PARK St Albans Council are continuing to take action this winter to discourage the feeding of birds at Verulamium Park. New campaign posters, warning of the dangers of feeding, are being placed around the park. Persistent bird feeders have been approached and asked to refrain from the practice or the Council may be forced to take formal action which could result in a fine or a prosecution of the offender. Feeding the birds may seem like a nice thing to do, but it is harmful to the birds and the environment. A diet rich in carbohydrates such as bread, for instance, can cause ducks, geese and other wildfowl to develop Angel Wing Syndrome. This condition causes wing joints to become twisted with feathers sticking out rather than lying flat against the body. It can prevent flight and result in premature death. If food is easy to come by, birds fail to follow their natural migration patterns and stay in the park instead. Too many birds in the park, and the excess droppings that result, have a negative impact on the water quality of the artificial lakes and the surrounding parkland. 72

Everyone who uses a vehicle on the road must keep it in a roadworthy condition; the MOT test checks that vehicles meet road safety and environmental standards. The first MOT test for a vehicle is required when it’s three years old (there are different rules if it’s used as a taxi.) The MOT looks at some important items on your car to see that they meet key legal requirements at the time of the test. Body or vehicle structure and general items Free from excessive corrosion or damage in specific areas. No sharp edges likely to cause injury. Towbars for security, condition, inappropriate repairs or modification. Correct operation of 13 pin electrical socket. Speedometer condition and operation. Engine mountings. Fuel system No leaks. Security and condition of pipes or hoses. Fuel cap fastens and seals securely. Note the fuel cap will need to be opened. Make sure the key is available. Exhaust emissions Vehicle meets the requirements for exhaust emissions, dependent on the age and fuel type of the vehicle.

Brakes Condition including inappropriate repairs or modifications, operation and performance (efficiency test). Note the removal of the road wheels and trims are not part of the test. ABS or electronic stability control (ESC) where fitted. Check of the MIL for ABS, electronic stability control, electronic park brake and brake fluid warning. Tyres and wheels Condition, security, tyre size and type and tread depth. Spare tyres are not inspected. Note: vehicles first used on or after 1 January 2012 - check of the MIL for tyre pressure monitoring. Registration plates Condition, security, colour, characters correctly formed and spaced.

Exhaust system Secure. Complete. Catalyst missing where one was fitted as standard. Without serious leaks and is not too noisy.

Lights Condition, operation including HID and LED headlamps for cleaning, self levelling and security. Headlamp aim. Main beam warning light.

Seat belts All the seat belts fitted are checked for type, condition, operation and security. All mandatory seat belts must be in place. Check of the malfunction indicator lamp (MIL) for air bags and seat belt pre tensioners.

Bonnet Securely latches in the closed position.

Seats Driver’s seat can be adjusted. All seats for security and seat backs can be secured in the upright position. Doors Latch securely in closed position. Front doors should open from inside and outside the vehicle. Rear doors should open from outside the vehicle. Hinges and catches for security and condition. Mirrors Minimum number required, condition and security. Load security Boot or tailgate can be secured in the closed position.
