Patients transferring over CORNWALL, Ontario - Starting Feb. 1, the medical team of Dr. Ronald Tremblay, Dr. Clara Leigh and their team of Nurse Practitioners will be taking over the care of the patients of Dr. Peter Blach. Dr. Blach is closing his Cornwall practice effective Jan. 31 and his patients have an opportunity to register with Dr. Tremblay and his team. Patients can register with Dr. Tremblay’s Team on Friday, Jan. 11 and Friday, Jan. 25 from
9 a.m. to 12 p.m. Patients are asked to arrive with their OHIP card, and a recent list of medications that they have been prescribed, which can be obtained from their pharmacy. They can arrive at the times stated above to the Nurse Practitioner’s office above Medical Arts Pharmacy at 171 Montreal Rd. Unit 201 on the second floor. These new patients will be assigned to a Nurse Practitioner and Dr. Tremblay is considering bringing on a new Nurse Practitioner to ensure that the needs of all patients are being met.

CORNWALL, Ontario – A cheque for $2,086.67 was presented to Rachel’s Kids on behalf of the Rose Bowl and students of École Secondaire Catholique La Citadelle. The Rose Bowl, which took place on Oct. 2, saw the St. Joseph Secondary School Panthers challenge the La Citadelle Patriots. Funds raised during the annual football game were in honour
of Alaya Riley. Alaya, a 16-year-old student of La Citadelle, passed away after battling osteosarcoma on Sept. 19, 2018. “Today, Dec. 18, 2018 would be Alaya’s 17th birthday, and although she is no longer with us, her legacy lives on through her friends and family,” read a statement from Rachel’s Kids in a press release. Heartfelt tributes continue to be posted on the Facebook page Alaya’s Journey.

La CNS passe en revue une année productive NATION SUD, Ontario - L’année écoulée a été tout sauf ennuyeuse pour la Conservation de la Nation Sud (CNS), qui a continué de travailler en étroite collaboration avec ses 16 municipalités membres, ses partenaires et ses résidents pour mettre en œuvre des programmes, mobiliser les communautés, élargir ses espaces naturels publics et offrir davantage de possibilités de loisirs sur son territoire de 4 384 km2 dans l’Est de l’Ontario. La CNS a annoncé plus tôt cette année que la forêt Oschmann de North Dundas, récemment acquise, deviendrait le nouvel emplacement de son populaire Programme éducatif sur le sirop d’érable à partir du printemps prochain. L’Office de protection de la nature s’est efforcé de préparer la forêt qui sera prête à démontrer, pour la 18e saison, la production de sirop d’érable aux étudiants de la région dans l’année à venir. La CNS a continué à autonomiser les jeunes de la région grâce à une variété de programmes éducatifs tels que son programme Ruisseau des rêves (en anglais Stream of Dreams) qui se déroule dans les écoles, et ses camps de pêche d’été pour jeunes. De plus, la CNS a dévoilé son géo-passeport pour la tournée de géocachette sur son territoire, qui guide les utilisateurs dans une véritable aventure de géocachette sur ses terres communautaires, et qui leur permet d’en apprendre davantage sur les importants bienfaits des forêts. Les aires de conservation de la CNS sont accessibles gratuitement et offrent de nombreuses possibilités de loisirs; plus de 80 000 personnes en ont profité en 2018. L’année écoulée fut également l’occasion pour l’Office de protection de la nature de
publier un rapport intitulé « Protéger et augmenter la couverture forestière sur le territoire de compétence de la Conservation de la Nation Sud » après deux années de consultation et de révision avec des groupes de travail composés d’intervenants locaux. La CNS a commencé à mettre en œuvre certaines des recommandations du rapport; les travaux avec les municipalités se poursuivront jusqu’en 2019 pour les aider à se conformer aux nouvelles modifications de la Loi sur les municipalités concernant les politiques relatives au couvert forestier local. En 2018, la CNS a planté plus de 127 000 arbres sur l’ensemble de son territoire, tout en franchissant l’étape marquante du trois millionième arbre planté par l’Office de protection de la nature depuis 1990. You’ve probably seen posts around this time of year, especially on social media of people declaring “New Year, New Me”. Maybe I’m just being a skeptic, but these types of messages make me roll my eyes so hard they almost fall out of my head, and this goes for New Year’s Resolutions as a whole. My attitude is that if you want to change something about yourself, why wait for some arbitrary date to do it, do it now! In fact, the only type of New Year’s Resolution that makes sense to make at New Year’s is to start going to the gym more often. At least if you start going to the gym in January, your body should be beach ready by June. I just feel that overall, waiting to make resolutions until the New Year is putting off self improvement efforts that could be made now. Kicking the can down the road just costs time and potentially money. This is especially true when it comes to politics. With that in mind, here is a short list of decisions, or resolutions, that local politicians should make in the New Year.
For the past two years, the City’s annual budget has taken six months to get through Council. By comparison, in a large city like Ottawa, it can take roughly two weeks to pass the budget. Newly minted Mayor Bernadette Clement has said that she has been working closely with councillors and hopes to get the budget passed quickly this year, and with the budget top of mind come January, we will see if she is successful.
Infrastructure
Speaking of the municipal budget, expect infrastructure spending to be top of mind when it comes to budget discussions this year. For the past couple of years, the focus of the budget has largely been around services. What with expired employee contracts and a strike hanging over their heads, it is no wonder that last council had services and salaries on the brain, but now with new working contracts signed with the employees and the 2018 strike a memory, I think focus will shift to infrastructure. Cornwall saw an above average year for watermain breaks, and when they passed the Water and Waste Water budget, Council took small steps to address this problem, but now in 2019, they will have to consider things like buildings, roads and bike paths. marijuana vendors in their jurisdiction. They will have to make this decision by Jan. 22 and despite the province changing the rules around vendors, seemingly on a whim, I think that Cornwall should still opt-in. This is going to be big business, and Cornwall shouldn’t risk being the only municipality left without the possibility for profit from this industry. Delegates attending the United Nations Climate Change Conference in Poland adopted the final agreement. This was a bold move. The world now has to convince America to re-join the Paris Accord. In recent years, the international community has witnessed whacky weather followed by massive destruction costing billions of dollars. Canada is no exception. This spring and summer, Canadians from coast to coast have had to deal with powerful storms. Majority of scientists are certain that man made climate change is playing a big role in these strange events. Scientists make the link between climate change to severe droughts in many parts of Africa and torrential downpours in China and parts of India. The Paris accord was signed to tackle global warming. It is not only unfortunate but very disappointing that the United States of America, the most powerful and the most progressive country in the world, decided to pull out of this agreement. Most governments like Canada, India and China understand and realize global warming is serious. The key deadline is 2020, when countries
must show they have met targets set a decade ago for cutting their emissions, and when they must affirm new, much tougher targets. President Donald Trump must be convinced by the international community to re-consider its move. Unless drastic steps are taken immediately, we will global warming at an alarming rate. Climate change is proving even more disruptive than even scientists’ most pessimistic projections. Canada’s Prime Minister Justin Trudeau is showing positive signs of taking concrete action to stop global warming. The United States of America accounts for one-seventh of the world’s carbon emissions. The pledge at the Paris summit was to keep the global rise in temperatures below 2 C. Many agree the future lies in green energy. Climate change is one of the greatest threats of our time. An increase in global average temperature greater than 2C above pre-industrial levels would result in accelerated melting of glaciers and Arctic ice, continued rising sea levels, more frequent and extreme weather events, difficulties for agriculture and changes in plant and animal life.

A drum roll please as we take the covers off the top local news story in the year that just expired - 2018. It’s a slam dunk. The hands-down winner is the election of veteran city councillor Bernadette Clement who ran away with the Oct. 22 mayoral race, collecting more votes than the other three contenders combined. It ranks as one of the most lopsided mayoral victories in local municipal history. Not only did the energetic legal clinic lawyer, a Montrealer who has adopted Cornwall as her home, become the first female to claim the Cornwall mayoral chain of office, but she became the first black female mayor in Ontario, perhaps the country. She isn’t the first made-in-Cornwall trailblazer. There are two noteworthy Cornwallites who made political history when it comes to breaking down barriers. In 1930 Cornwall voters broke down a huge barrier when they elected Romanian-born immigrant Aaron Horovitz as Canada’s first Jewish mayor. He served a total of 18 years as mayor, longer than any other local head of council. Horovitz and his brother Louis came to Canada in 1910 with little more than a suitcase and a dream. A year after getting off a boat they were in Cornwall setting up shop in an old building which became home to the Prince Clothing Co. It started with a few sewing machines and 25 employees. In 1955, Nathan Phillips, who grew up in
Cornwall after his family moved here from Brockville when he was an infant, became Toronto’s first Jewish mayor. In fact, Phillips became Toronto’s first non-Protestant/ Orange Lodge mayor, a string that dated back to the late 1800s. Phillips, who spent years on Toronto city council, served as Toronto mayor until 1962., when he retired. Toronto honoured Phillips by naming the new city hall and square after him: Nathan Phillips Square which serves as a focal point for Canada’s largest city. On his first day in office, New Year’s Day, Phillips wrote his mother back in Cornwall, telling her that it was hard for him to believe that he, a Jew from a small town, was sitting in the Toronto mayor’s office. Things we may or may not be witness to in 2019: You won’t see city lawyer Sean Adams putting his busy legal practice on hold to join the Martin Short/Steve Martin comedy tour. Adams and his son, Nick, travelled to Ottawa in October to take in the sold-out show at TD Place. The senior Adams had no idea he would end up part of the show. Before the comics launched into their Three Amigos! routine, they decided that in the absence of movie sidekick Chevy Chase, they needed to recruit somebody from the audience as the third amigo. As luck would have it, Adams, sitting in the back row of the floor seats, got the call to join the duo on stage with 10,000 people taking it in. Learning the lines was not a problem. He had just one word. The comics slapped a huge sombrero, similar to the ones the actors wore in the movie, on Adams’ head and told that when the
performers sang “We are the ...” he was to break in with a solo burst of “Amigos!” The routine was repeated three or four times. “It was a lot of fun,” said Adams who figures he was on stage with the comics for about 10 minutes. “My son was convinced that it was staged. It wasn’t.” Despite his stage “success”, Adams plans on sticking with his day job. * The final chapter in the NDP’s Quebec honeymoon will be written in the October federal election. * The Ford government will do what previous provincial governments have done when it comes to complaints from municipalities visa-vie the arbitration system: Nothing. * The National Enquirer will run a cover story claiming that Donald Trump underwent surgery to shorten his nose. It’s called acute Pinocchioitis. ******************** Vital statistics released by city hall on Jan. 2, 1957 showed that the proverbial stork made fewer visits to the Hotel Dieu Hospital and Cornwall General Hospital. The number of births in 1956 totalled 922, down from a record 955 in 1955. Marriages also declined to 249 from 292, all but a handful were church weddings, while the number of deaths dropped to 209 from 292. Most funerals were held in churches. ALSO THIS WEEK IN 1957 - In the traditional mayor’s New Year’s Day address on CKSF Radio, newly-elected Cornwall mayor Emile Menard, who had defeated long-time city mayor Aaron Horovitz, said the city was writing a new page in its history. It was the first election for the enlarged city which had annexed chunks of Cornwall Township, expanding from one square mile to 32 square miles and a population leap to 36,000 from
17,030. The outgoing mayor pledged his full co-operation during the transition. ... The first baby born in the new year was a baby boy born to Mr. and Mrs. Emmanuel Seguin of 807 Guy St. It was the couple’s fifth child. ... The local Bell Telephone office said Dec. 31 set a call record. The day ended with 123,000 calls. ... A Moose Creek man was sentenced to five months in jail for being in possession of stolen goods. ... A city man was given a three-month jail sentence for stealing a pair of shoes valued at $7 from a Pitt Street store. The man asked for leniency because he was intoxicated at the time of the theft. ... A 20-year-old city resident was sent to prison for two years after he pleaded guilty to robbery with violence. Court was told the man ripped a purse from a woman, breaking her shoulder. The purse contained $200 which was not recovered. ... James Hickman became the first president of the Long Sault Chamber of Commerce. It was previously known as the Mille Roches-Moulinette Chamber of Commerce. ... The city was preparing for the arrival of 20 Hungarian freedom fighters who had fled their homeland during the revolution. TRIVIA ANSWER The first pastor of Nativity Parish was Father J. J. Kelly, an Irishman. He was fluent in both French and English. While the church was being built, the cornerstone was laid in 1887, Father Kelly had a small wooden chapel constructed to serve the fledgling congregation. If you live in a hard-water area, you’ve undoubtedly noticed that your toilet will form a ring on the inside of the bowl, right at the waterline. The ring is simply minerals left behind at the point where water meets air and evaporates. The longer you let it go, the heavier it will grow. When a ring is young and tender, an enthusiastic brushing with acid bowl cleaner will do. An old ring is a real encrustation that calls for mightier measures. Bleach isn’t the solution because it may take the colour out of the ring, but the ring itself remains and keeps on building up and coming back. Take a pumice stone/bar, wet it in the toilet water, and rub it on the ring, being sure to keep it wet the whole time. Do not use on colored or plastic fixtures.

There are new impaired driving laws in effect The new law now imposes mandatory jail time for second and third (or more) time offenders. Second time offenders will see a mandatory 30 days in jail, with every offence after that seeing a mandatory 120 days in jail. First offenders with a blood alcohol level of 80-119mg will see an automatic fine of $1,000. First offenders with a blood alcohol level of 120-159mg will see a $1,500 fine and those with a blood alcohol level of 160mg and above will see an automatic $2,000 fine, which is the same fine that could be levied if the test is refused.

CORNWALL, Ontario – Members of the First Baptist Church of Cornwall, ON have donated $300 towards a Rachel’s Kids foster program this holiday season. At the request of a parishioner, Rachel’s Kids was asked to give a presentation about the organization’s initiative, Shoes That Grow. The program allows a member of Rachel’s Kids to purchase shoes for children in need as their feet grow.
The program relies on the donations of community members. With a donation of $300, a total of 20 shoes can be provided to children. The donation will be made to children in Sri Lanka in 2019. “Thank you Ted Castle for organizing this fundraiser. CORNWALL, Ontario - On Dec. 21, 2018, the Cornwall Police Service issued a “Request for Public Assistance” regarding a home invasion that occurred at a Notre Dame St. residence on Dec. 19, 2018. As a result of an ongoing investigation by the Criminal Investigation Division, two people have been arrested in relation to this incident. Christopher St. Andre, 50, of Cornwall, and Shelley St. Andre, 51, both of Cornwall, were arrested on Dec. 21, 2018 and charged as follows: Christopher St. Andre: · Public mischief · Possession for the purpose of trafficking cocaine · Possession for the purpose of trafficking oxycodone · Breach of prohibition order x 6 · Pointing a firearm · Possession of a weapon for a dangerous purpose · Unauthorized possession of a firearm · Knowledge of an unauthorized possession of a firearm Shelley St. Andre: · Public mischief
· Possession for the purpose of trafficking cocaine · Possession for the purpose of trafficking oxycodone · Carrying a concealed weapon x 2 · Pointing a firearm · Possession of a weapon for a dangerous purpose · Knowledge of an unauthorized possession of a firearm During the ongoing investigation, it was learned the man and woman falsely reported an incident to police involving a home invasion. It is alleged on Dec. 19, 2018, the man and woman were in possession of a shotgun and pointed it in the direction of a man outside a Notre Dame St. residence. On Dec. 21, 2018, the man and woman were taken into custody, at which time they were found to be in possession of a bb gun, a taser, as well as a quantity of cocaine and oxycodone. They both were charged accordingly and held for a bail hearing. It should be noted police believe this to be an isolated incident and there is no concern for public safety.
