Commuter Parking Lot on Highway 138, Approximately 1 km North of Dundas Street – Township of South Stormont (WP 4139-16-01) The Ontario Ministry of Transportation (MTO) has retained Stantec Consulting Ltd. to undertake a Detail Design and Class Environmental Assessment (Class EA) Study for a new commuter parking lot on Highway 138, approximately 1 km north of Dundas Street in the Township of South Stormont (St. Andrews West).

The purpose of the study is to identify a Recommended Plan for a new commuter parking lot with approximately 28 standard parking spaces, 3 barrier-free spaces, and 1 van space, and illumination and signage. THE PROCESS The Preliminary Design and Class EA Study was completed by MTO as part of GWP 4015-08-00 and documented in a Transportation Environmental Study Report (TESR). The TESR was made available for a 30-day public review period and received clearance in May 2018. The completion of Detail Design will be undertaken in accordance with MTO’s Class EA as a Group ‘B’ undertaking. A Design and Construction Report (DCR) will be made available for a 30-day public review period with public notice advising of the start of the review period. ONLINE PUBLIC INFORMATION CENTRE (PIC) An online PIC is planned to present information on the project, and to obtain comments in advance of construction activities anticipated to begin in Summer 2019. Cornwall Transit announces changes to bus routes

CORNWALL, Ontario – The Cornwall Dialysis Clinic held an anniversary of service party on Wednesday, Nov. 21, celebrating 20 years of treatment in the community. Prior to 1998, Dr. Gerald Posen, a nephrologist and medical director, noticed that Cornwall residents were travelling to Ottawa and Kingston for daily dialysis treatments. Dr. Posen successfully lobbied the government to assist with developing a clinic in Cornwall as the clinic opened in November of 1998. He has been heralded as one of the pioneers of Canadian nephrology. Monique Moore-Coulombe, Clinic Leader of 14 years, said that the clinic can currently service eight individuals at a time. MooreCoulombe explained that the clinic’s Germanybased parent company, Fresenius Medical Care, provides state of the art products and equipment. Individuals from across the globe have visited the clinic for treatment while on vacations as the clinic is designed to service chronic patients rather than acute. “Patients come sometimes four days a week for hours at a time,” said Moore-Coulombe. “We want to know them as a person, not as a patient.

Many commended the actions of all staff members, including nurses, doctors, a social worker and maintenance workers. “I find the atmosphere is excellent,” said Bessie Wilson, a patient at the clinic. Wilson attends the clinic three times a week and has been receiving treatment for three years. “You don’t mind coming and the nurses are all nice. It means a lot when you have to go through treatment.” Wilson’s friend Mary Groves, who she met at the clinic agrees with her opinions wholeheartedly. “The staff, well, these girls…I consider them my family because when you come in that door you feel like you’re home,” said Groves, a patient at the clinic for over three year. “To me they’re just like my angels walking around here; they’re so good, they’re so caring. You’re not an object, not just a patient…they go above and beyond the call of duty.”
CORNWALL, Ontario - The City of Cornwall has announced that certain bus routes will be streamlined, which they imply will reduce bus wait times. “You wanted buses to be on time. Cornwall Transit listened,” reads the City of Cornwall press release. “Cornwall Transit is pleased to announce upgrades to conventional bus routes, effective December 10.” Affected routes include Cumberland, McConnell, Sunrise and Community service routes. Tickets to the event were $100 per person. “This is our signature event,” explained Meagan Bingley, co-chair of the fundraiser. “It happens once a year and all the of the funds stay local. We fund 14 local agencies.” Guests had the opportunity to indulge in a wide selection of gourmet tastings and a lavish candy bar. A live and silent auction included several items like a weekend getaway, race car driving for a day and the opportunity to have chef Luc McCabe cook for a party of 10. CORNWALL, Ontario – The holiday spirit was in the air of Nav Canada during the sixth annual United Way Centraide of SDG Holiday Wine and Gourmet Tastings on Saturday, Nov. 24. “The night has been fantastic,” said Karen Brunet, co-chair of the fundraiser. “(It’s) because of our core committee and our long list of volunteers we are able to pull this off.” With a sold out attendance of about 650 individuals, Brunet felt confident that the organization’s fundraising goal of $50,000 would be exceeded. Over the past six years, $225,000 has been raised from the event.

GLENGARRY-PRESCOTT-RUSSELL, Ontario Progressive Conservative (PC) MPP Amanda Simard who represents Glengarry-PrescottRussell says that she is “definitely upset”, by her own party’s recent actions towards Franco-Ontarians. Doug Ford’s PC government recently announced that it was eliminating the position of Ontario’s French Language Commissioner and cancelling plans for a proposed French language university in Toronto. The Ford government has stated that the responsibilities of Ontario’s French Language
Commissioner will be folded into the office of the Ombudsman. Simard, who is the Parliamentary Secretary for Franco-Ontarian Affairs expressed her disappointment in her own government’s actions on Facebook. “The decisions made last week concerning the Office of the Commissioner and the FrancoOntarienne University disappoint me greatly, and I share this disappointment and frustration today, having initially worked as much internally as possible to reverse these decisions,” Simard said in a post on Facebook, translated by Seaway News. “I asked the Premier to reconsider these measures.” Simard explained that she only became
aware of her government’s decisions momemnts before they were made public. “I always have the reflex to use the diplomatic channels to resolve situations, and that’s what I did, before reacting publicly, as soon as I became aware of these decisions (which was just minutes before the official announcements),” she wrote. “By the way, I read somewhere that MPP Simard “might be upset”. False. I am “definitely upset.”” Simard went on to explain that she grew up and still lives in a francophone community and did her schooling in French. “Now we need to assess where we are, and what we can and must do,” she wrote. “I am with you. I hope you will support me.”

CORNWALL, Ontario - The City of Cornwall has announced that it will closed part of South Branch Rd. starting on Monday, Nov. 26. The road will be closed from McConnell Ave. to Boundary Rd. from Monday, Nov. 26 to Friday, Nov. 30. “South Branch Rd. is scheduled for closure from McConnell Ave. to Boundary Rd. from Monday November 26th to Friday November 30th for the replacement of two large diameter
culverts; a temporary detour will be in place while the work occurs,” a City of Cornwall statement on Facebook reads. “The City of Cornwall thanks all motorists for their cooperation. CORNWALL, Ontario – Over 400 swimmers between the ages of 7 and 18 competed in 20 swim events over the weekend of November 25 and 26 at the Cornwall Aquatic Centre. Competitors of eight swim clubs across Eastern ON and Western QC participated in events consisting of all four strokes (freestyle, breast stroke, butterfly and back stroke) as well as a variety of distances, from 50 m to 800 m.

Commuter Parking Lot on Highway 138, Northeast of the Cornwall Centre Road and Brookdale Avenue Intersection (WP 4138-16-01) The Ontario Ministry of Transportation (MTO) has retained Stantec Consulting Ltd. to undertake a Detail Design and Class Environmental Assessment (Class EA) Study for the construction of a commuter parking lot on Highway 138, to the northeast of the Cornwall Centre Road and Brookdale Avenue intersection, in the Township of South Stormont. The purpose of the study is to identify a Recommended Plan for a new commuter parking lot with approximately 65 standard parking spaces, 4 barrier-free spaces, and 2 van spaces, and illumination and signage. THE PROCESS The Preliminary Design and Class EA Study was completed by MTO as part of GWP 4015-08-00 and documented in a Transportation Environmental Study Report (TESR). The TESR was made available for a 30-day public review period and received clearance in May 2018.

CORNWALL, Ontario – In what has become a Cornwall tradition, Team Cornwall will host the popular Year in Review meeting on Wednesday, Dec. 12. Each year for over 20 years, the City’s Economic Development Department has compiled a report of major investments, achievements and other positive events that has taken place over the past year. That report is presented at the annual gathering of well over 300 businesses and community leaders who are eager to hear a recap of the year’s economic activity. Once again the meeting will be held at Galaxy Cinemas on Second St. Doors will open at 7:00 a.m. and the meeting will begin at 7:30 a.m. sharp. The Year in Review report summarizes major development activity that has occurred in Cornwall over the past 12 months. “2018 was another busy year in Cornwall, with positive activity in a variety of sectors,” said Bob Peters, Division Manager of Economic Development with the City of Cornwall. “It is always interesting to highlight the various investments that have been made in the City and to acknowledge the accomplishments of both private and public sector organizations.” Team Cornwall has hosted the meeting since 1998, and although its members make up a large portion of the audience, the meeting is open to all. Black Friday and Cyber Monday are now just behind us. December is just days away and Christmas is in sight. Through the temptation of all of the lucrative deals on offer, and the desire to get that perfect gift, let’s not forget that some of the most real and important things, you can’t buy. Christmas should be about joy, joy for all, but for those less fortunate, Christmas can be more stressful than joyful. There are so many great local charitable organizations that help to make the lives of the less fortunate a little easier year round, but there is a special effort at Christmas time. The Agape Centre, St. Vincent de Paul Society, the Salvation Army, the United Way and more from around Cornwall and the surrounding area work to make sure that everyone has a happy Christmas. It does not take a lot of effort from one person, it takes effort from many people. Whether it be donating peanut butter to the Agape Centre, clothes to the Serendipity, or a few dollars to the
Salvation Army in one of their red Christmas Kettles located in grocery stores throughout Cornwall, every little bit makes a difference. For children especially, Christmas should be about creating loving memories with their families. Parents, should not have to worry about their child comparing what they got for Christmas to what their neighbours got. Every child deserves a present for Christmas. Local organizations like Sparky’s Toy Drive and the Optimist Club are working to make sure that every child has a gift for Christmas. I also want to take a moment to talk about those in need outside of Cornwall. Whether they be in the Counties, Akwesasne, across Ontario, across Canada or across the world, there are many in need at this time of year, but even if you can only give a little it can still make a big impact. This weekend, the nation was shocked to learn that a major national employer GM, was closing their largest Canadian plant in Oshawa just weeks before Christmas. Just down the 401 from us, hundreds of hardworking Canadians were just told by their employer some terrible
news that will make their Christmas so much more difficult this year and for years to come. Keep these workers especially in mind this Christmas season.

It is the Christmas season and you know what that means: the tug-of-war over whether Christ belongs in Christmas outside the walls of a Christian church. It wasn’t always that way. That was before the political correctness crowd launched a campaign to hijack the Christian holiday. In a few months, it will be Easter’s turn to be kicked to the political correctness curb. And don’t point a finger at the good folks of other faiths. They aren’t the ones objecting to public displays of Christ in Christmas. In fact, the other day I drove past a mosque decorated with Christmas lights. No. It is folks of no faith - aka atheists and agnostics - who are waging war on any public display of Christmas. So, it was refreshing to read about a Prince George, B. C. mall backtracking on a ban on Christian Christmas carols. Salvation Army singers were told that two carols they planned to sing at the Sally Ann’s annual kettle fundraiser at the

Magistrate P. C. Bergeron told city men he was giving them a break on the normal 60-day sentence for repeat intoxication in public so they would not have to spend Christmas in jail. Instead, he sentenced each to 30 days. ... A St. Andrew’s West man who pleaded guilty to two charges of cashing worthless cheques was sentenced by Magistrate P.C. Bergeron to four years on Kingston Penitentiary. ... A postal delivery man who worked for Royal Mail contractor Joseph Burns was given six months in Cornwall Jail for stealing mail. SPORTS STUFF: As a kid playing minor in Cornwall, Graham Grant didn’t have to go far for help on playing between the pipes. His father, Don Grant, was one of the best senior goaltenders to come out of the city in the 1950s and early 60s. The elder Grant is a member of the Cornwall Sports Hall of Fame. Graham went on to play goal for the University College of Cape Breton Capers and backstopped the underdog club to a national CCAA championship in 1978 with an overtime victory over Red Deer Kings. A short-handed goal, no less. Now, 40 years later, Grant is a member of the college’s new sports hall of fame. The team was inducted during the inaugural ceremony in September. L’étude vise à définir un plan recommandé pour un nouveau stationnement pour covoiturage avec environ 28 places de stationnement standard, trois places de stationnement sans barrières, une place de stationnement pour fourgonnette, de l’éclairage et de l’affichage. LE PROCESSUS La conception préliminaire et l’évaluation environnementale de portée générale ont été réalisées par le MTO, dans le cadre du projet GWP 4015-08-00, et documentées dans un rapport d’étude environnementale pour les transports (REET). Le REET a été mis à la disposition du public aux fins d’examen pendant trente jours et a été approuvé en mai 2018. CORNWALL, Ontario - Dans la soirée du 13 novembre 2018, des enquêteurs du Groupe de travail régional de Cornwall (GTRC) qui effectuaient une opération axée sur l’intégrité des frontières ont observé l’échange de plusieurs grands sacs entre un bateau et un véhicule dans le secteur riverain de la ville de Cornwall. Les policiers ont été dépêchés sur les lieux et ont procédé à l’arrestation de Keith Seyeau (43 ans) et de Jennifer Harries (41 ans), tous deux résidents de Cornwall, en Ontario. En plus d’accusations relatives à la Loi de 2001 sur l’accise, Keith Seyeau et Jennifer Harries font face à des accusations de bris d’ordonnance de probation. Les deux individus ont été placés en détention et ont comparu devant la Cour provinciale de Cornwall le 14 novembre 2018. M. Seyeau demeure en détention. Sa prochaine comparution est prévue le 23 novembre 2018 par vidéocomparution. Mme Harries a été libérée sur engagement et comparaîtra devant la Cour provinciale de Cornwall le 4 décembre 2018. Stationnement pour navetteurs sur l’autoroute 138, nord-est de l’intersection du chemin Cornwall Centre et de l’avenue Brookdale (WP 4138-16-01) Le ministère des Transports de l’Ontario (MTO) a retenu les services de Stantec Consulting Ltd. pour effectuer une étude de conception détaillée et une évaluation environnementale de portée générale pour la construction d’un stationnement pour covoiturage sur l’autoroute 138, au nord-est de l’intersection du chemin Cornwall Centre et de l’avenue Brookdale, dans le comté de South Stormont. L’étude vise à définir un plan recommandé pour la construction d’un nouveau stationnement pour covoiturage avec environ 65 places de stationnement standard, quatre places de stationnement sans barrières, deux places de stationnement pour des fourgonnettes, de l’éclairage et de l’affichage. LE PROCESSUS La conception préliminaire et l’évaluation environnementale de portée générale ont été réalisées par le MTO, dans le cadre du projet GWP 4015-08-00, et documentées dans un rapport d’étude environnementale pour les transports (REET). Le REET a été mis à la disposition du public aux fins d’examen pendant trente jours et a été approuvé en mai 2018. La conception détaillée sera réalisée dans le cadre d’un projet de groupe « B » en conformité avec l’évaluation environnementale de portée générale du MTO. Un rapport de conception-construction sera rédigé et mis à la disposition du public pour une période d’examen public de trente jours. Un avis sera publié pour annoncer le début de la période d’examen. CENTRE D’INFORMATION PUBLIQUE EN LIGNE Un centre d’information publique en ligne sera créé pour présenter les renseignements relatifs au projet et pour obtenir des commentaires avant le début des activités de construction qui sont prévues pour l’été 2019. Communique de presse de l’ACFO CORNWALL, 23 novembre 2018 – L’Association canadienne-française de l’Ontario Stormont, Dundas et Glengarry (ACFO-SDG) et la Fondation Trillium de l’Ontario ont officiellement lancé aujourd’hui la 5e édition du Concours LOL – Mort de rire !, le programme de formation et de compétition humoristiques pour les adolescents francoontariens. La Fondation Trillium de l’Ontario, en tant que partenaire majeur du projet pour les trois prochaines années, dévoilait ainsi le large éventail de son soutien à cette initiative à la fois ludique, éducative et avant-gardiste. Amanda Simard, députée provinciale pour la circonscr iption de Glengarry-Prescott-Russell, Jim McDonell, député de Stormont, Dundas et South Glengarry, et Jacques Héroux, membre de l’Équipe d’évaluation des demandes de subvention de la FTO étaient sur place pour féliciter l’ACFO-SDG et en apprendre plus sur la manière dont la subvention à impact provincial fait déjà une différence au sein de la communauté francophone. CORNWALL, Ontario – The Cornwall Community Hospital (CCH) has announced that it is the newest hospital to join The Lung Cancer Screening Pilot for people at High Risk (HR LCSP). The Cancer Care Ontario pilot has been receiving referrals from local doctors since October. People ages 55 to 74, who have smoked cigarettes daily for more than 20 years, are eligible to participate in the program. Four hospitals in the province have been participating in the pilot, using low dose CT scans in hopes of diagnosing the cancer early. In the first year of the trial program, 18 cases of lung cancer were found in patients
who would have not been screened outside of the pilot. A total of 1891 patients from across the province were referred. “We’re pleased to be a part of this trial,” said Jennifer Barkley, Director of Diagnostic Services at CCH in a press release. “We know that Cornwall has higher smoking rates than other communities and it’s important we offer this early scanning process for lung cancer.” According to statistics, 7,100 people died as a result of lung cancer in 2016. This total is greater than deaths related to breast, colorectal and prostate cancer combined. Screening has the potential to detect lung cancer at an early stage when treatment is projected to be more successful. Thanks anyway.” “Marvin, I am too old to travel. I stay home; I have my groceries delivered, so I never use the Mercedes. The thought was good. Thanks.” “Michael, you gave me an expensive theater with Dolby sound and it can hold 50 people, but all of my friends are dead, I’ve lost my hearing, and I’m nearly blind. I’ll never use it. CORNWALL, Ontario – Rules and regulations regarding cannabis and crossing the Canada/U.S. border may be worth noting, especially considering Cornwall’s close proximity to N.Y. State. Although it is now legal to possess 30 grams of cannabis while travelling from province to province in Canada, it remains illegal to leave or enter Canada or the U.S. with cannabis, whether it is possessed for recreational or medicinal purposes. Individuals who work with, invest in and consume cannabis may be affected by the current rules. “The unauthorized movement of cannabis across Canada’s international borders remains a serious criminal offence, subject to enforcement up to and including criminal investigation and prosecution,” explained Mireille Nassrallah, Communications Advisor with Canada Border Services Agency (CBSA). “Holding a medical prescription for cannabis
does not authorize its importation into Canada,” she added. Julie Gagnon, General Manager of Jolly Tours, said that this has been a point of confusion for many travellers. After attending a conference held by the Ontario Motor Coach Association (OMCA), Gagnon learned that residents of B.C. have tried to cross the Canada/U.S. border with cannabis to W.A. State, and vice versa. Although cannabis is legal in the province and state, it remains illegal to cross the Canada/U.S. border with cannabis. “There’s not a very clear path on some of these issues,” said Gagnon. The CBSA requires that all travelers declare that they are in possession of cannabis at the first opportunity possible to minimize the risk of CBSA officers taking enforcement actions. CBSA officers are trained on how consider all factors when making a decision revolving the declaration of cannabis. “CBSA officers will use their discretion when processing travellers to determine if any regulatory or criminal enforcement would be appropriate,” said Nassrallah. “CBSA asks all travellers if they
are in possession of cannabis. The cannabis related question is similar to questions asked in relation to other controlled or prohibited goods, such as firearms, weapons and food or animal products. This question helps mitigate the risk of unintentional violations of CBSA enforced legislation,” added Nassrallah. Travelling across the border with cannabis may be illegal, but the consumption of cannabis prior to crossing this border is not a concern, as long the individual is not intoxicated. “As long as the traveller is not impaired when arriving at the border, the fact that a traveller may have previously consumed cannabis is not a direct concern for the CBSA,” said Nassrallah. Gagnon believes that rules and regulations regarding travelling with cannabis still need to be worked through. Gagnon understands that legalization in Canada has affected every industry, but believes it has greatly affected the travel industry.“We are doing our best to ensure that clients know they can’t have it (cannabis) with them…it is highlighted and discussed

that there is no exception,” said Gagnon. Gagnon said that travel companies may be met with complications if a commercial vehicle they are using contains cannabis residue and if a traveller is non-compliant with the outlined rules, possesses cannabis and is consequently detained. “Our mantra has always been ‘we don’t leave anyone behind’…but if you have someone detained at the border, then that’s an issue,” said Gagnon.
