2021 Fall & 2022 Winter Community Guide DEPUTY MAYOR’S MESSAGE As summer fades into fall, the Township of South Glengarry continues to look for new ways to bring important services to our residents and business owners. We work hard to provide recreation activities, service upgrades and improve ways of communication. We continue to collaborate with our community partners like the United Counties of Stormont, Dundas and Glengarry, Eastern Ontario Health Unit, Boys and Girls Club Cornwall/SDG and many local volunteer-based organizations that help enhance our community everyday.

Throughout the guide you will see many advertisements from local businesses and I encourage you to shop locally this holiday season. I am happy to announce a new small business initiative kicking off our holiday shopping tradition with “Plaid Friday”! Stay tuned for more details!

The Community Guide is designed to keep you informed on Council meetings, programs, and services offered through the Township and how these services benefit you and your family.

Parks & Outdoor Rinks The Township is proud to be working with various volunteer groups in the operation of our community outdoor rinks.

The maintenance of the ice at these facilities is all done by dedicated community volunteers. Users are asked to help by clearing snow, scraping the ice when finished skating, and respecting the facilities and other skaters. Based on weather conditions these free access facilities are available annually from December to February.

Location: Throughout the Township of South Glengarry The Great Lakes Waterfront Trail runs alongside the shores of the St. Lawrence River. Within South Glengarry the trail is located on the paved shoulder along County Road 2.

Due to the pandemic, this year’s Remembrance Day Ceremonies in Williamstown and Lancaster will be modified to conform with social distancing rules and precautions.

The trails provide year-round activity for South Glengarry residents and visitors for all ages.

Currently, there are approximately 20 km of groomed crosscountry ski trails (classic and skating) and 12 km of snowshoe trails for winter use, and 9 km of snowshoe trails groomed for fat biking. Trails range from beginner to intermediate.

Trail maps are made available at the parking lot during the winter season with rental of equipment available on weekends, weather and trail conditions permitting. This includes: XC ski packages (skis, boots, & poles), snowshoes and fat bikes, available in both adult and kid sizes.

Dan Harper, a resident of South Glengarry. first heard that there were groomed skiing trails at the The Harper sisters Summerstown Forest in 2014.

I loved it, rented a few more times, and outing on the then outfitted the whole family (spouse Amanda, trails. and daughters Annabelle, Lilly and Rosalie) with skis the next winter. The girls started with skis that velcroed onto their boots, then got better equipment when they got a little older. I used to pull them with a toboggan outfitted with pex water pipe for pulling them. Hazel joined us in 2020 and has enjoyed her outings at the trails, again pulled by dad in her new stroller. I volunteered for a while with the FOTST website and have volunteered with the girls at the annual Clean-up Day. The family goes whenever we have some free time, weekend, weeknight, and even early in the morning.

Sometimes, we go as a whole family, and sometimes just one or two go. We mostly ski, but occahelps out with the kids’ Jackrabbit program. Landfill Sites The Beaver Brook Road Landfill Facility Located at 19281 Beaver Brook Road, Martintown will accept waste material on: Tuesdays and Saturdays from 9 am to 5pm from October 1st to May 31st The North Lancaster Landfill Facility Located at 4580 2nd Line Rd., 1.5 kms north of North Lancaster, will accept waste material on: Thursdays and Saturdays from 9 am to 5 pm from June 1st to September 30th Both landfill sites are available to all residents of the Township of South Glengarry, providing their vehicle is registered.

Vehicles may be registered at the Township Office by cash, cheque, or debit. The Landfill Sites accept cash or cheque only.

Vehicle registrations may be purchased at the municipal office from Monday to Friday, 8:30 am to 4 pm or at the Landfill sites during their hours of operation.

Help keep our community clean and extend the life of our two landfills by diverting all your reusable and recyclable materials from your garbage.

Wastewater HOW DOES MY WASTEWATER GET TO THE TREATMENT PLANT? From most residence, all your wastewater is gravity fed to a township owned pumpstation, from there they are pumped directly to our wastewater plants where we can begin the treatment process.

HOW IS MUNICIPAL WASTEWATER TREATED AND RELEASED? Municipal wastewater is one of the largest sources of pollution, by volume, to surface water in Canada. Municipal wastewater receives treatment before being released into the environment.

WHERE DOES MUNICIPAL WASTEWATER GO AFTER IT IS TREATED? Once municipal wastewater is treated it is then released back into a receiving waterbody.

HOW DO WE CONFIRM THE WASTEWATER IS SAFE TO BE RELEASED BACK TO THE ENVIRONMENT? With trained operators we monitor both influent and effluent of the treatment facility to confirm that our system is working as designed.

Samples are also collected weekly and sent to an accredited lab for analysis.

HOW TO BECOME AN OIT? (OPERATOR IN TRAINING) Schooling that covers chemistry, math and regulation will both be an asset and assist in training hours to upgrade from an OIT to a Level 1 Certified operator. After receiving a basic understanding of the processes for water and wastewater you can complete a test to become and OIT (OWWCO)

HOW MUCH SALTING/PLOWING DOES THE TOWNSHIP OF SOUTH GLENGARRY CONDUCT? The winter maintenance crews are responsible for clearing: 384 km of roads for salting/plowing operations. (154 Asphalt, 84 Surface Treated, 146 Gravel)

WHAT DOES A ROUTINE SNOW EVENT LOOK LIKE FOR TOWNSHIP CREW? Patrol staff monitoring the weather and road conditions will make the call to send out snow crews. A call will be made to the Lead Hand staff member who will call the snow crew operators and contractors. Once all snow equipment is checked for safety measures and loaded with snow clearing material (salt), the operators will be assigned their equipment. Depending on the road conditions, the salt application rate is monitored through a spreader control unit. Each truck is assigned a route. All trucks are tracked by GPS to ensure streets are not missed. Once the operator has completed their assigned route, they will be asked to assist other routes (if required) in order to ensure the safety of our residents and community.

WHO/WHAT DETERMINES THE SCHEDULE FOR CLEARING STREETS? Example Answer: Yes, The Township staff receive detailed weather forecast 3 times within a 24-hour period. This allows staff to monitor the winter conditions, plan and prepare for the tasks ahead. During storm advisory situations, weather forecasts are updated more often while staff continue to monitor weather radar images from Environment Canada.

I THINK THE PLOWS MISSED MY STREET? Example: Crews take extra care to ensure that no streets are missed. Occasionally streets can be missed due to technological errors (GPS). If this has occurred, please let our Township office know by calling 613-347-1166. Snow crews will be notified and arrangements will be made to have the street cleared.

THE SNOW PLOW DAMAGED MY LAWN, WHAT DO I DO? The Township makes an effort to minimize damage made by snowplows during winter maintenance. During snow events, operators face many challenges including limited lighting, visibility, pedestrians and parked cars/obstructions. Sometimes these factors can cause damage to your property.

If your lawn/property is damaged by snow clearing vehicles, please call the Township of South Glengarry at 613-347-1166. Reception will take down your name and address and forward the information to our Manager of Roads. The address will then be reviewed and tracked (with photos) for repair in the spring. The repair process usually begins mid-April and may last until late May. The repair schedule varies due to the severity of the winter season and other weather-related damages. www.southglengarry.com

• Council has recently adopted a Digital Signature Policy which allows for documents to be signed electronically, saving you the hassle of coming down to the municipal office to sign certain documents. Contact our staff to inquire if your document can be signed electronically.

• Our Corporate Services staff are currently completing a review of our paper records and filing system, with an eye on moving towards the digitization or all records management.

This will result in overall savings and will increase our ability to quickly and efficiently respond to records requests.

CHARITABLE DONATIONS Did you know, there are four types of donations the Township of South Glengarry can issue a tax receipt for: 1. Cash: If you donate cash to a South Glengarry project, the Township can issue a charitable receipt.

2. Service: If you donate your service to the Township, a cheque exchange must occur.

If the amount is less than $1,000, we’ll solicit a third party who is knowledgeable and qualified to determine the value.

If the Township cannot determine the FMV, we cannot issue a receipt.

FMV is the highest amount between informed, prudent, independent people in an open and unrestricted market between two willing participants.

4. Event: When hosting an event where the proceeds go to the Township and the cost of running the event is 80% or less of the ticket value, the Township can issue a receipt. This is the most complicated type of donation and we encourage you to contact the municipal Treasurer.

LOTTERY LICENCES The Township issues Lottery Licences to eligible charities with a prize value under $50,000. Proceeds from lotteries must be used for a charitable, educational, or religious object or purpose in the Province of Ontario. Prior to the issuance of a licence, the applicant must: • Submit proof of charitable status (first licence only); • Submit an Application Form; • Meet all Provincial terms and conditions, including financial reporting; • Provide any necessary documentation required by the Licensing Officer; and • Pay lottery licence fee Township staff review all Lottery Licence applications to determine specific eligibility. Property Taxes are the result of applying the tax rate to your assessment. The tax rate is deliberated on by your local Council and is based on the Township’s “Net Requirement”. The net requirement is all expenses less all revenues – the difference must be made up in taxes because municipalities are budget neutral. Your assessment is provided by MPAC and is based on overall market conditions on similar typed properties.

At the office you can always pay the Township by cash or cheque, but we also have a debit machine available (debit cards only). You can pay us by visiting your local bank if you have your tax bill. If you want to pay from the comfort of your home, you can log into your bank and add the Township as a payee and use your roll number (0101-00#-0##-#######) as your customer number.

If you are up to date with your taxes and would like the Township to automatically withdraw money from your accounts, we can do so in two fashions: monthly withdrawals and withdrawals on tax due dates (last working day of March, May, August, and October).

Building and Development The Township now offers two ways to apply for a Building Permit.

an online system which is the most efficient way to apply for and track your building permit.

A fillable PDF Building Permit Application can be downloaded and either delivered to the Township Office or emailed directly to the Building Information Officer BUT Cloudpermit is the fastest and easiest way to submit your application.

Select and complete the appropriate document(s) and form(s) for your construction or renovation project.

Completed documents can be submitted at the Township Office with the appropriate fee(s).

The Building Department makes every effort to ensure an efficient turnaround time for permit approval.

Driving Tips Winter driving can sometimes be a daunting task, especially when conditions are snowy or icy. If road conditions are dangerous, consider making alternate travel arrangements or postponing your trip until conditions improve.

Follow these steps to keep yourself safe and collision free during the next few blustery winter months.

Make sure that your vehicle is prepared for winter driving

Winter tires are a good option, as they will provide greater traction under snowy or icy conditions.

Keep a snow brush/scraper in your car, along with possible emergency items such as a lightweight shovel, battery jumper cables, and a flashlight. Make sure that mirrors, all windows, and the top of your vehicle, are free of snow or frost before getting onto the road.

Drive smoothly and slowly

Don’t make any abrupt turns or stops when driving.

Doing so will often cause your vehicle to lose control and skid. Driving too quickly is the main cause of winter collisions. Be sure to drive slowly and carefully on snow and ice covered roads.

Don’t tailgate

Tailgating becomes much worse in winter weather.

Stopping takes much longer on snowy and icy roads than on dry pavement, so be sure to leave enough room between your vehicle and the one in front of you.

Lights On

Turn on your lights to increase your visibility to other motorists.

No Cruise Control

Never use cruise control if conditions are snowy, icy, or wet, because if your car hydroplanes, your car will try to accelerate and you may lose control of your vehicle.

Don’t “pump” the brakes

Brake slowly to reduce speed before entering turns.

Once you have rounded the corner you can accelerate again.

If your vehicle is equipped with an anti-lock braking system (ABS), do not “pump” the brakes. Apply constant pressure and let the system do its work.

When skidding, you actually need to go against your natural instincts and turn into the skid and accelerate. Doing so transfers your vehicle’s weight from the front to the rear and often helps vehicles to regain control.

Manoeuvres are more difficult to make in the snow. Be sure to anticipate what your next move is going to be to give yourself lots of room for turns and stopping.

Why did you join: I joined following an experience with a large fire loss and knew I wanted to assist the community and help others so they do not experience the same.

Trim the Tree with Fire Safety

• When choosing a real tree, pick one that is freshly cut: Needles should NOT fall off when touched.

• Make a fresh cut five centimetres (two inches) off the base of the trunk before placing the tree in the stand.

• Add water to the tree stand every day • Make sure the tree is at least one metre (three feet) away from any heat source, like fireplaces, radiators, candles, heat vents or lights.

• Discard the tree when it dries out and large amounts of needles begin to fall off.
