Major Projects for Strategic Partners Electric Power Industry of Serbia (EPS) and German energy concern RWE recently signed a Memorandum of Understanding and Cooperation in Germany which envisages the building of thermal and hydro power plants in Serbia by this German concern.

This is the first time that EPS and the Serbian Government have endorsed such a Memorandum, which means that we have finally reached agreement on who will build the Nikola Tesla III Thermal Power Plant and a hydro-power plant on the River Morava

ermany is Serbia’s strategic partner, with special emphasis given to advancing economic relations in areas like energy, infrastructure and the automobile industry.

Serbia is firmly committed to advancing economic cooperation and dedicated to implementing reforms, enhancing the rule of law, as well as fighting crime and corruption in the system. EPS and German energy concern RWE recently signed a Memorandum of Understanding and Cooperation in Germany which envisages the building of thermal and hydro power plants in Serbia by RWE. This is the first time that not only EPS, but also Serbian Government, is endorsing the Memorandum, thereby meaning that we have finally reached agreement on who will build the Nikola Tesla III Thermal Power Plant and a hydro-power plant on the River Morava.

By signing this document, EPS now has a partner in the Essen based concern, which is one of the biggest in Europe and has made billions of euros in investments. It has also shifted the direction of its business away from nuclear energy to renewable energy sources, not only domestically but also abroad.

The Memorandum comprises two parts: the first pertaining to the

development of a domestic hydropotential on main river flows, the second covering opportunities for the development of thermal power plants, in particular the Nikola Tesla III Thermal Power Plant.

When I met with German ViceChancellor and Economy Minister Philipp Roesler in Germany, I told him that Serbia wanted to advance cooperation with Germany in areas like the automobile industry, infrastructure and energy, whilst I also asked Germany to start implementing the Memorandum as soon as possible, as well as for all clerical procedures to be finished soon in order for the construction of the Nikola Tesla III plant, which holds crucial infrastructural importance for Serbia, to begin as soon as possible.

After all, Germany is our key strategic partner and projects like this are given to strategic partners.

The previous cooperation between the two countries in area of defence was satisfactory, but there is always room for improvement.

ing on the eurozone’s problems, the management of many companies are asking themselves whether, where and how they should invest.

Serbia is one of the most appealing investment destinations in Southeast Europe and there are several reasons for that. Close to 360 German companies have invested in vital economic sectors in Serbia and employed over 20,000 people. Serbia has a strategically good geographic position and is where European road transport Corridor X and rail Corridor VII intersect. Our advantage also lies in custom free trading with the Russian Federation, Kazakhstan and Turkey. We should also mention financial incentives for investors, which are by no means negligible. These incentives can go up to €10,000 per newly hired employee (depending on how high the investment is, as well as the region and economic branch). So far a total of 15 public calls have been launched, with over €224 million allocated for the creation of over 40,088 jobs.

During my two day official visit to Berlin, I also had important meetings with German officials about Serbia’s future in Europe, Kosovo and what was expected of Serbia in order to become an EU member.

The reception I got just demonstrates how important Serbia is today and what Serbia can represent in future relations between Germany and the EU. ■

Close Cooperation German businesses operating in Serbia are concerned about the state of affairs in the country and according to our interlocutor “the consolidation of state finances and macroeconomic stability, especially with regard to the exchange rate, is key to a stable business environment”

ecent analysis has shown that 65 percent of the member companies of the German-Serbian Business Association, assessed the economic situation in Serbia as poor, as opposed to only 28 percent of German investors having had a negative opinion in 2007. ● What, in addition to global economic conditions, has changed for the worse since 2007?

- In our annual survey among our 230 member companies in the first half of 2012 the perception about the general business environment in Serbia was negative.

We can certainly assume that if we conducted another survey today the results would be even worse. Since 2008 our member companies and the whole Serbian economy has suffered from an unstable exchange rate, relatively high inflation rates – mainly due to food price shocks, which are a real threat in the months to come too – and, most importantly, collapsing domestic demand. The government only partly managed to compensate for the decline in demand by introducing classical

demand-side measures, mainly in the form of consumption and subsidies financed by increasing public debt. It is now obvious that the attempt to substitute the inflow of cheap credit that was channelled to Serbia via the banking sector prior to 2008/9, by more government involvement in the econo-

my, is ultimately unsustainable, as the sources of financing such a policy are running dry. In our view the domestic economy now needs to be stimulated by supplyside measures, such as reductions in bureaucracy, a more flexible labour market that encourages rather than discourages new employment (even under such uncertain economic conditions), but also efforts to improve institutions and the rule of law. Irrespective of the dire state of public finances, it is possible and high time to create a level playing field

and fully-fledged market economy in Serbia. The fight against corruption, reform of public procurements and more stringent rules for the energy sector, announced by the new government, are encouraging signs in this direction. These kinds of reforms would almost automatically also open sources for new investment financing by the EU, IMF and IFIs (International Financial Institutions). The private sector and our member companies would certainly quickly gain new confidence in the Serbian market. ● On the other hand, an encouraging fact from the same survey shows that German companies are planning greater investments in Serbia this year than was the case last year, while 91 percent say that they would re-invest in Serbia.

How do you explain this?

- Our bilateral Serbian-German Business Association is open to Serbian, German and other international companies that have business links with the German economy. Our members cover a broad spectrum of industries and companies. Their distinctive and common feature is perhaps that they are directly or indirectly linked to the German economy, which has experienced strong growth over the last three years.

We also witness that many companies view and develop Serbia as a production and distribution hub for the region, i.e. that their assessment of their engagement in Serbia is also based on the prospects of new projects and increasing sales in the region as a whole. ● When it comes to the business climate, what do companies highlight as obstacles to their faster and more efficient operations?

- As in previous years, and similarly to other countries in Southeast Europe where we also conduct such surveys, the rule of law, the fight against corruption and organised crime, political instability and the efficiency of the public administration have been rated as problematic by German companies in Serbia. ● Top of the list of worries among all foreign investors in Serbia, including your members, is the fight against crime and corruption. What exactly are companies complaining about?

- Generally our member companies positively view the support provided by the Serbian Government and some local municipalities in terms of financial subsidies, accelerated permitting processes and flexible hands-on support for important, bigger greenfield projects. Smaller, less visible, but in our view just as important projects naturally do not enjoy this kind of political support and often fall prey to the vagaries of an inefficient bureaucracy, which is sometimes prone to corruption. Also, a large number of very renowned German companies currently only view Serbia as a 'selling market'. These companies, especially if they operate in highly regulated areas, such as the health or energy sector, where procurement by public enterprises

or the state dominate, sometimes face compliance issues in Serbia.

It is important to open all market segments up to competition and ensure transparent treatment, because these companies might completely withdraw from the market and will otherwise not even consider Serbia for investments in the future. ● The government often cites low tax rates as one of Serbia’s main advantages when it comes to attracting foreign

The reform and flexibility of labour legislation, which is partly dysfunctional and anachronistic, is a key priority for all companies investors. However, taxation reform and tax increases have now been announced. What impact could such tax reforms have on the business decisions of current and potential German investors?

- Almost all countries in the region have low corporate income tax rates and use this to promote their country as an attractive location for investment. For high-quality investments in the

production sector, however, this tax rate is not of key importance for investment decisions, as margins for these activities are low and no substantial profits are generated – as opposed to more speculative investments, such as real estate that mainly look at the corporate income tax. To illustrate this, it is interesting to consider that Stuttgart, the area with the highest incomes, most innovative companies and almost no unemployment in Germany, has the highest corporate income tax rates in Germany. Companies invest in this area because the infrastructure is excellent, a welldeveloped network of university and research institutions exists and because the right people can be found on the labour market.

Serbia should probably focus on the improvement of overall infrastructure, the education system and a healthy business environment to stimulate innovation rather than engaging in a race to the bottom with tax rates in the region. The recent VAT increase was inevitable, considering the state of public finances, and could even have a positive impact if it is used to reduce fringe labour costs.

These costs are much higher in Serbia than many neighbouring countries. If the new Serbian government wants to continue to attract further investments in labour-intensive sectors, such as the automotive, textile or electronics industry, labour fringe costs need be reduced and the labour law needs to be fundamentally reformed. Increases in the minimum wage and various collective agreements in the first half of 2012 are well-meant, but have increased costs and uncertainty for investors and ultimately reduced Serbia's attractiveness as a location for investment. ● What do German investors expect from the new gov-

More generally, the prevalence of the rule of law, transparency and predictability should be the engine for Serbian-German bilateral economic relations in the future. ● You have spent a long time in Serbia. What are the main universal differences between the business systems of Serbia and Germany?

- As an organisation that promotes bilateral economic relations we prefer to point out the commonalities between Germany and our

The German system is well regulated, sometimes over-regulated, stifling innovation and entrepreneurial activity. Serbia also has very detailed regulations and bureaucracy, but suffers from a lack of implementation of these (sometime contradictory) rules and regulations, creating room for entrepreneurial activities, albeit in a more uncertain and risky environment. Crucial institutions, such as courts, competition authorities and public procurement offices, probably better serve the interests of business in Germany than in Serbia. Whilst in Serbia the state is sometimes still considered as the motor for economic growth, a potential investor, a preferred employer and negotiator in economic affairs, business and politics are more separated in Germany. In Germany the state mainly acts as a regulator, provides public goods and a business-enabling environment. Due to a long tradition and stable economic development over the last decades, the German business sector not only managed to organise itself independently in various associations, such as our parent organisation DIHK (the Association of German Chambers of Industry and Commerce) with over 3.6 million members and other branch-specific associations, but also has effective and legitimate mechanisms to represent its interests in the public sphere. This is particularly important for the area of training and vocational education, which is organised and implemented in close co-operation by chambers of commerce and companies which annually invest about €30 billion in practice-orientated training of young people within their companies. This is one of the secrets of the success of German industry and the very low youth unemployment rate in Germany, as well as being a model that might also be very interesting for Serbia in the future. ■

I am confident that major German investments in Serbia will open the door for a much better and eventful cooperation at the political level. ● What competitive advantage can Serbia offer German investors compared to the region’s other countries?

- In terms of competitiveness, Serbia still has a lot to do. We need to reduce bureaucracy and procedures, expedite the issuing of building permits and simplify our tax system. The new government has been seriously working to reduce para-fiscal levies and various unnecessary charges and fees. The results of our work need to be visible to every domestic and foreign investor very quickly. I am confident that merely by conducting a series of reforms Serbia will become the most desirable location in the region for foreign investors. The Serbian government has very ambitious plans when

growing public debt. Even after this tax increase, Serbia still has good conditions for doing business. Although the profit tax went up, the economy and foreign investors will be exempt from paying over 100 para-fiscal fees which were considered hidden taxes. Apart from that, the

We should not forget the government’s determination to completely eliminate corruption, which is a serious obstacle to good quality investments. ● Are there going to be new investment incentives in Serbia?

- Our set of investment incentives remains in effect. So, depending on the location and volume of an investment, the state provides subsidies in the amount of €10,000 for each newly employed worker. In this way we have managed – even during the economic downturn - to secure a relatively good level of foreign investments and, even more importantly, have managed to bring serious companies here which are now exporting to the EU. Following an agreement reached with the IMF and the World Bank, we are going to instigate a series of reforms which are going to advance business conditions in Serbia. I am primarily referring to procedures for issuing various permits. ● Prior to amendments being made to the Law on Profit and the Law on VAT, did you consider the possible reactions of future investors to those changes, bearing in mind that one of Serbia’s key advantages is its low corporate profit tax of 10%?

● Can we expect new German investments to be made next year and what does that depend on?

- The key to the arrival of new investments is economic recovery in the EU. We are confident that Germany will play a crucial role in strengthening the euro-zone and eliminating fears that the EU will disintegrate or further decline. That is the key external factor that Serbia has no influence over. This factor can have a decisive positive or negative influence on us. ■

Business Longevity Messer Tehnogas is consistently one of Serbia’s top performing companies and top employers. Here we speak to the company’s CEO, Ernst Bode, about doing business in Serbia and the secret of Messer’s success

M

esser Tehnogas is again among the 100 most profitable companies in 2011, but more than that you have also achieved record profits. How do you explain this result?

- Actually, it’s not that we did better last year. The good balance sheet is due to some singular effects and measures we took to reduce costs.

Namely, we released some provisions and had some positive effects in sales with a customer that was consuming much more than previously. Based on the bleak outlook and expected drop in results until the end of the year, we implemented further cost saving measures in 2012, including salary cuts among others.

We are in a privileged position, because we have virtually no bank loans, but, we live from the business we do with our customers and, in the long term, we cannot have a good business and achieve good results if everybody around us is doing badly.

● The authorities have introduced para-fiscal levies, but the revised budget proposes the elimination of 130 of them. How do you see this move and, above all, how will it impact on your business?

- I think reducing para-fiscal charges is a good initiative, both because this saves companies money and because of the loss of efficiency in connection with them. We are not speaking only about money here, but also about doing business easily and swiftly.

● Do you also ascribe good operational results in the first half of this year to changes in the Serbian business climate or has little changed on that issue, especially when it comes to the laws that you have highlighted several times? As another limiting factor in operations, you have also stressed the constraining administration. What specifically do you mean?

- Unfortunately, the business climate has not changed for the better and our results have nothing to do with that. The suffocating administration and high interest rates continue to be perhaps the most limiting factors in the country. creasing VAT to 20 percent and increasing income and corporate profit taxes. How will these changes affect current operations and the decisions of potential investors in Serbia?

- Taxes are low in Serbia and the low rates are definitely among investment incentives. Honestly, I personally believe that even after the proposed increases Serbia will not have high taxes. At the same time, however, it’s true that increasing VAT will have the greatest impact on the poorest in society, while the corporate tax

increase will reduce the attractiveness of Serbia as an investment destination to a certain extent, at least from the tax rate point of view.

● Messer is one of the biggest investors in Serbia. Are you planning new investments and what would be the prerequisites for that?

- We are progressing based on longterm decisions and are committed to Serbia and the region. With the positive development in the Bor mining and smelting basin, supported by high copper prices on the world market, we have been given the opportunity to make another significant investment. This investment, amounting to over €20 million, is much more than originally planned and will be used for a new state-ofthe-art air separation plant in Bor. This is one of the areas where we certainly feel problems and deceleration on a daily basis, in connection with administrative procedures.

● You have you been in Serbia for a long time and have pointed out several times that Serbia should work on its image. How is it today and what image does Serbia deserve, in your opinion?

- Serbia has good people and big potential for future development. It deserves for the positive energy of its people and entrepreneurs to be encouraged and liberated, all its segments of life finally improved and to reach a more functioning state system and prosperity; a state in which living would become easier for everyone. ■

lthough agriculture is Serbia’s strongest export branch, Serbian businessmen could offer a lot more to the German market. In order to do so, we need to continuously invest much more in innovations and the modernisation of production technology – says Miloš Bugarin, President of the Chamber of Commerce and Industry of Serbia.

He also talks about specific economic branches that could have a great future in the framework of cooperation between Serbia and Germany, as well as obstacles being faced by investors in the investment process.

● Germany was and still is one of the leading foreign trade partners of Serbia. Last year Germany took first place when it came to receiving Serbian exports.

Do you think that $1.3 billion worth of exports to Germany is the maximum value of goods that Serbia can export to the demanding German market?

- By taking the number one spot, both in terms of export and import, Germany is Serbia’s most important foreign trade partner this year.

The opportunity for Serbia to additionally increase exports of goods to Germany in the following period will depend on the development of industrial production in Serbia and implementation of investment projects by German partners, who have expressed interest in investing in our country.

In order to succeed on this highly lucrative and demanding market, in terms of goods quality, quantity and delivery continuity, our products need to have a good access strategy, but also be highly competitive. The main prerequisite for this is continuous monitoring and adjustment to

global trends, as well as investing in perfecting our goods and services.

By hosting a substantial number of events, business missions, appearances and visits to fairs in Germany, as well as educational seminars for businessmen, including providing regular specialised information about innovations in the German economy to Chamber members, the Chamber of Commerce and Industry of Serbia has continuously and actively provided the strongest support possible to our exporters in their efforts to establish contact with German partners, with the aim of cooperating and exporting Serbian goods and services to the German market.

● At the same time, with $2.1 billion worth of exports, Germany takes the number two place among the countries that Serbia imported goods from last year.

Do you expect this trend to continue into 2013?

We don’t expect this trend to change, bearing in mind that a drop in demand and the crisis in euro-zone countries means Germany is now more focused on growing Asian, Southeast European and American markets. Serbian businessmen have great trust in German products and quality and a ‘Made in Germany’ label is still synonymous with quality in Serbia.

We are concerned with the fact that trade between Serbia and Germany is characterised by a large deficit on the Serbian side.

● Where do you see an opportunity for cooperation between our economy and Germany’s to expand and in which sectors could this cooperation grow?

- Both technologically and in terms of investment, the Serbian economy has been leaning on Germany in many economic sectors. There are plenty of opportunities to expand cooperation in the car parts industry, electric and electronic sectors, as well as in machine building, construction, IT and textile industries, in addition to agriculture, infrastructure projects and the energy sector.

● Do you think that Serbia has done enough to create a good environment for investing in the aforementioned sectors?

- Germany is one of Serbia’s leading investment partners. We can conclude from the investments made

by German companies in the last few years that we are going to have long and intense collaboration in production areas.

The Chamber of Commerce and Industry of Serbia has been actively engaged for years on creating a more favourable environment in Serbia, but also on attracting German investors by constantly working to promote the Serbian economy and Serbian businessmen in Germany.

The Chamber’s office in Frankfurt is engaged in promoting our country and economy and continuously advancing bilateral relations with numerous institutions and agencies, chambers of industry and commerce, as well as specialised sectorbased associations in Germany.

● Why is Serbia considered an interesting business partner for Germany, as you have mentioned several times earlier?

- Serbia is an interesting business partner for Germany because of the diversity of cooperation between the two countries, including the absorption capacity of this market, which is the biggest in the region,

Apart from that, Serbia offers low construction costs for production facilities, which gives the country an edge over others in the region.

Through the network created by signing the Central European Free Trade Agreement (CEFTA), as well as free trade agreements with Russia, Ukraine, Turkey and several other countries, Serbia has secured mobility of goods in all directions and access to a large number of consumers.

On top of that, Serbia has a highly educated and qualified workforce and an exceptionally good ratio between the quality and cost of labour.

Germany’s interest in advancing business cooperation with Serbia is also seen in the support that the German federal government has been giving Serbia in the last several years.

● What is the future of economic relations between Serbia and Germany and what are the prerequisites for their realisation?

- The prerequisites for expanding economic cooperation are more active engagement on improving Serbia’s image and economy in Germany. We also need to work on further developing our export strategy and creating a Serbian brand or trademark (both in goods and services). It is also necessary to invest more in innovation and the modernisation of production technologies. Although agricultural goods remain Serbia’s stronghold, Serbia still has a lot more to offer German business partners and others. In the following period the Chamber of Commerce and Industry of Serbia will do everything in its power to actively contribute to further developing and strengthening the competitiveness of the Serbian economy on the German market and others. ■

New Government Tax Policy “The abolishment of some of para-fiscal duties is a small step forward in showing that the state is a partner to commercial enterprises”

C

uts have finally been made to a number of para-fiscal levies of a total of 370 taxes, charges and non-tax levies paid by the economy. Will this have a positive impact on the overall business climate in Serbia and, if so, how?

Yes. Not so much because of taxpayers’ savings, but rather because these para-fiscal duties were extremely aggravating. Firstly, administering these taxes is time consuming, but most importantly their existence gives the impression of robbery.

Indeed, it might not be important how much money you pay, but

how many times you have to pay it. The abolishment of some of parafiscal duties is a small step forward in showing that the state is a partner to commercial enterprises, but it is still a small step. At least 90% of para-fiscal duties should have been abolished, whereas most of them still exist. ● Businessmen complain about raising taxes without cuts and contributions. Would such measures provide an incentive for both investment and the employing of a larger number of people and, if so, why?

Realistically, we need to reach a situation where salaries are paid legally to existing employees, while increasing employment seems like the distant future. Current rates of salary tax and especially social security

contributions are devastating, literally. Unfortunately, maintaining these rates is a concession to certain number of historically stubborn state officials who would rather give up everything than reduce these rates or change the system. This is indeed a cancer in the Serbian tax system, quite erroneously set and too complicated. Unfortunately, the view that any change in this system is bad, still wins. ● Could new tax adjustments lead to tax evasion or are the tax authorities justified in their expectations of a better filling of the budget and strengthening the revenue side of the state budget?

I would not say that the latest changes will cause tax evasion. It will also probably fill the budget a

for “green” construction Energy efficient nursery In April this year the first energy-efficient nursery school in Belgrade, “Dragan Lukic”, opened on Bežanijska kosa.

This facility is fitted with Weishaupt equipment in the form of 7 solar collectors to 7 and 3 boilers for heating technical water; while a central system for monitoring and control (CSMS) Weishaupt-Neuberger has also been implemented. This system enables the realisation of the “smart buildings” concept and its task is to provide for the management of all energy resources at the most diverse levels, with minimal influence of the human factor.

At “MERKUR” - “SOLAR” hot water During August and early September this year Weishaupt installed 40 solar panels in the facility of the ”Merkur” Special Hospital in Vrnjačka Banja. The panels cover a total area of 100 square metres and are used for heating technical water in two water heaters, tanks of 10 cubic metres. In parallel with the installation of collectors in the hot water usage and heating systems, a system for management has also been fitted in order to ensure the rational use of energy.

In this way the human factor is excluded from the entire process. Although the system has only recently become operational, great savings are already being made because the energy that these solar panels are currently producing is approximately 70kW/h.

In the long-run, this country needs comprehensive and brave reform of direct taxes (income and property taxes), supported with efficient and fair prosecution of tax evasion. In addition, it needs even more comprehensive and brave reform of the Tax Administration. Global economy is way ahead of times when low profit tax rate was the main driver for investments. State needs good governance, due processes, legal certainty, low corruption, and implemented network of tax treaties and free trade agreements, in order to be attractive for investments. There is no point in having low tax rates if bad governance of the state can cost the investor much more than tax savings. This seems much more important than a 2% increase in VAT. ■

Extending “smart” Capacities at Mona At the Hotel Mona Zlatibor, in addition to two burners of the company Weishaupt producing power of 800kW, there has also been, for five years already, a Central system for monitoring and control (CSMS) Weishaupt - NEUBERGER. The successful implementation of the “smart building” concept inspired the management to expand the hotel by around 2,500 square metres. This includes the expansion of CSMS, but also the installing of 45 to 60 solar collectors for heating technical water, the water in the indoor pool and two condensing boilers of natural gas of 300kW. The completion of all works and the opening of this part of the hotel are expected before the New Year.

n this issue we speak to Hemofarm’s president of the board and CEO, Ronald Seeliger, about the company’s recent projects and relations with the Serbian state and society ● Hemofarm’s management was the first to be received by new Serbian President Tomislav Nikolić, with the occasion used to discuss the business environment. What did you focus on in particular when it comes to the business climate in the country?

- We are honoured that President Nikolić met with representatives of Hemofarm and the STADA Group first, back on July 19th.

This meeting reflected the important and sustainable contribution provided by Hemofarm to the Serbian economy these days. We familiarised the President with our company’s business operations and plans for further development in Serbia and the region. We all agreed that good cooperation and open exchange between businessmen and the state is vital to suc-

cessfully creating a business environment that ensures a sthriving economy. We shared our views regarding the main causes of the current state of the pharmaceutical industry: the deficit of the Republic Health Insurance Fund and the long overdue need to register and approve prices of new medicines. As a result of this meeting, we now closely cooperate directly with financial experts of the government, helping develop a solution for the sustainable recovery of the pharmaceutical industry.

Hemofarm will do everything in its power to support these efforts. ● The situation in the pharmaceutical industry has been quite bad for some time now, particularly when it comes to solvency. How does this fact reflect on the operations of the manufacturers?

- As a company that takes its social responsibility role very seriously, we work very hard to ensure highquality medicines are available at affordable prices. Hemofarm is a pharmaceutical leader in Serbia and the biggest exporter, with over 50 percent of total production being exported. But to guarantee a sustainable supply of medicine each market participant has to be sure that it receives the money for products that it invested resources

Long waiting periods for collecting receivables and a Euro exchange rate that doesn’t reflect the real value of the currency and VAT, which is 18 per cent for importing raw materials and eight per cent for importing a finished medicine, are not really beneficial to domestic business operations. Hemofarm is a reliable business partner and has financial obligations towards its suppliers, business partners, employees etc. In order to continuously supply the market, it is imperative the mentioned issues are resolved now. We are constantly exchanging views with the government about this. ● What are your recommendations for overcoming this problem?

- In March we introduced a direct distribution model for pharmacies, thereby ensuring the supply of the market. The revival of the pharmaceutical market requires the whole sector gains the continuous support of the Government of Serbia. In relation to this, it is vital that strict control ensures that health insurance contributions are paid on time, in order to prevent write-offs of unpaid contributions and boost the budget for treating uninsured persons (about €70 million per year). It is also necessary to adjust prescriptions and the consumption of medicines with the available funds for this purpose. Moreover, regulations are required which would oblige state health institutions to issue

instruments for securing payments. One solution is to find supplementary sources for financing the health care budget from excise goods, as well as compliance with EU practices. ● Are you planning new investments in the coming period and what will your business decisions depend on?

- Hemofarm’s parent company, STADA, sees great potential in Serbia. Every year it invests in the modernisation of plants, upgrade of capacities and scope of production of medicines for the EU markets. Before making new strategic infrastructure investments, we should first overcome the existing obstacles. Strategic Partner Germany has long been and remains one of the leading partners in all sectors of the Serbian economy

E

conomic cooperation is not only realised through trade, but rather through banking and financial cooperation, the investments of foreign partner, processing, countervailing duties, cooperation in transport and tourism, the transfer of high technology, trade in free zones, education for Serbian experts, donations, humanitarian aid and detachments.

Serbia is an interesting economic partner for Germany, both because of its economic resources and economic structure, but also due to the absorption potential of its market.

Exchanges with Germany are dominated by trade, followed by processing, post-processing operations, trade within free zones etc.

Trade between Serbia and Germany is characterised by a trade deficit on the Serbian side.

The external trade exchange between the Republic of Serbia and the Federal Republic of Germany in 2011 reached a value of nearly U.S.$3.5 billion. Exports to Germany in 2011 reached a record value of U.S.$1.3 billion (33.8% more than in 2010), while imports from Germany were worth U.S.$2.1 billion (21% more than in 2010).

first in terms of exports to Serbia, in competition with 169 countries worldwide, while it came second in terms of imports from Serbia, compared to 201 countries. During the reporting period, the share of exports to Germany, as a percentage of total Serbian exports, amounted to 11.38%, while imports from Germany accounted for 10.93% of total Serbian imports.

The coverage of imports by exports in 2011 was 63.04%, while the deficit on the Serbian side amounted to U.S.$790.8 million.

During the reporting period, the share of exports to Germany, compared to Serbia’s total exports, account for 12.29%, while imports from Germany comprise 11.15% of total Serbian imports.

In the first six months of 2012 the percentage of the coverage of imports by exports equates to 64.87%.

The deficit on the Serbian side for the January-June 2012 period was U.S.$359.6 million.

The leading SITC sections in exports to Germany for the period January-June 2012 were: electrical machinery, apparatus and appliances (20.4%), engine machines and equipment (16%), vegetables and fruits (8.7%), non-ferrous metals (8.5%) and clothing (6.9%) .

The most represented products in exports during the January-June 2012 period were: machine parts, ignition wiring sets, raspberries, medicines, other instruments and devices for dialysis (artificial kidneys), tiles, aluminium sheets and strips, electrical heating resistors, telecommunication cables, cathodes and sections of cathodes, socks etc.

Leading SITC sections in imports from Germany during the JanuaryJune 2012 period were: road vehicles (18.4%), special machines for individual industrial branches (8.2%), industrial machines for general use (6.1%), engines and equipment (5.7%), medical and pharmaceutical products (5.2%).

The most represented products in imports during the January-June 2012 period were: motor vehicles

(new and used), machinery parts, medicines, tiles/plates, aluminium sheets and strips, machinery for crushing or grinding, harvesters, polyethylene, other machines and mechanical appliances, tractors etc.

The leading exporters (producers) from Serbia to Germany in the first six months of 2012 were: Siemens, DAD Draxlmaier Automotive, Leoni Wiring Systems Southeast, Impol Seval, Hemofarm, Fresenius Medical Care, IGB Automotive Comp, TF Kable FKZ, Ball Packaging Europe and the Sevojno Copper Mill.

Their exports accounted for 46.67% of total Serbian exports to Germany during this period.

The leading importers from Germany to Serbia in the first six months of 2012 were: Siemens, Porsche SCG, Ball Packaging Europe, Tarkett, Tetra Pak Production, TENT Ltd., Mercedes-Benz Serbia & Montenegro, Bayer, IGB Automotive Comp and Farmalogist.

Their imports accounted for 24.19% of total Serbian imports from Germany during this period.

The privatisation process has also seen the arrival of the first investors in Serbia from Germany.

Germany is now one of Serbia’s leading investment partners.

According to preliminary NBS data, German investments in Serbia in 2011 amounted to €76.6 million, while for the period from January-June 2012 they were worth €15.1 million.

Some of the major investments of German companies in Serbia include: the purchase of Hemofarm by Germany’s Stade; METRO Cash & Carry; Messer Tehnogas; Henkel, Nordzuker, Phiwa Walther Group, Knauf, Fresenius Medical Care, Leoni Wiring System, Vosloh-Schwabe, Norma Group, Draxelmaier DAD, Falke and many other smaller investments.

These investments are very important for increasing exports and creating jobs, as well as transferring knowledge. German companies have great potential to invest in infrastructure projects in Serbia, as well as great interest and inflows of investments in the Serbian economy in the auto parts industry, mining and energy, agriculture and environmental protection.

The Association of German Chambers of Industry and Commerce (DIHK) opened its office in Belgrade on 18th January 2002 as – the German Economic Delegation in Serbia, which represents a service provider of the German economy for Serbia. Then, in late 2003, the German Business Association in Belgrade was founded. In April 2012 the name of the association was changed and it is now called the German-Serbian Business Association (DSW).

About 360 companies in Serbia that were founded by German owners employ about 25,000 people (estimate of the German Economic Delegation in Serbia), while the volume of their investments since 2000 has reached €1.6 billion (source: The German Economic Delegation in Serbia).

The Representative Office of the German Chamber in Belgrade considers that German firms have invested far more in the Serbian economy than official statistics suggest.

It is believed that more than a third of all Austrian investments originate on the basis of German capital.

Germany is one of Serbia’s largest donors. Since the year 2000 Germany has provided Serbia with financial and technical bilateral assistance worth more than €1 billion. The funds are earmarked for infrastructure projects – development of the energy sector, improving municipal utility services, water supply and distance heating, as well as encouraging private enterprise and supporting reform of the tax system and legislation. Germany is the most important

When it comes to economic cooperation with Germany it is also necessary to mention detachment as a special form of hiring skilled workers from Serbia on investment works in Germany. The realisation of this programme is under the authority of the Ministry of Labour and Social Policy.

In order to further intensify institutional cooperation between Serbia and certain regions in Germany, joint intergovernmental commissions

have been formed: Serbia - Bavaria and Serbia - Baden Wuerttemberg.

The Serbia-Germany Business Council, established in 2003, plays a special role in promoting bilateral economic relations and increasing foreign investment levels.

Comment (Olivera Kiro, Secretary of the Serbian Chamber of Commerce Board for International Economic Relations): Germany is still Serbia’s most important trade partner and our main export market, which is shown by statistics on foreign trade in the first six months of this year.

Despite the crisis, moderate growth in exports to the German market has continued, while what is especially encouraging is that this export is not dominated by raw materials, but rather a significant share of export is held by products with a higher level of processing (electrical machinery, apparatus, appliances, car parts and others).

The fact is that German investments, primarily in electronics, the metal industry and automotives, contribute to the high level of exports to Germany, while German companies top the list of exporters.

However, the economic crisis has slowed the growth of the German economy (German GDP grew in the second quarter by just 0.3%), which contributes to a fall in investment.

The further growth of exports to Germany in the future will depend primarily on the implementation of existing and future investment projects launched by German companies in Serbia.

With the aim of advancing Serbia’s economic cooperation with Germany and promoting the Serbian economy and economic potential on this market, the Serbian Chamber of Commerce, as the national association of Serbian businessmen, organises business missions, participation in trade fairs and presentations of high-quality products in Germany, seeking to maximise support for our exporters in all fields. ■

ince last year Germany has become Serbia’s most important trade partner. At present some 370 company founded by German businesses operate in Serbia, as well as 300 founded by individuals (entrepreneurs) from Germany. In the last year alone 12 new investments by German companies “entered” Serbia. The process of making those investments is, of course, long term and does not begin and end in a single year. German companies employ 25,000 people in Serbia and, thanks to the production of German companies Serbia has stabilised its trade deficit, with Serbian exports to Germany reaching €876 million last year alone.

In the future attention should also be paid to those fields estimated as growth branches in possible cooperative relations between Serbia and Germany, which are primarily agricultural products and by-products, but also in the form of finished products. The automotive

ere we speak to Nemanja Lazić, CEO of Delta Auto, who is certainly pleased with the results, but at the same time wants to get the entire car market of Serbia to recover as soon as possible, because "only a strong and stable market is good for everyone." ● You recently said that sale of luxury cars in Serbia is going well, despite the falling market. Are you satisfied with the results you have achieved since the beginning of the year?

- My satisfaction is limited and will remain so as long as there is no significant recovery of the overall economy of the country and, thus, the recovery of the entire Serbian car market. ● The global trend in demand for BMW vehicles has changed for the better since the beginning of the year. What happened in the automotive industry over the last year or are there other factors?

- The vehicles of the BMW Group,

BMW and MINI are currently among the most sought after in the world and nothing is accidental. Officially, our partner BMW Group is marking record results in its history, it has been ranked first on the list of New York’s Dow Jones Sustainability Index for many consecutive years, is the most valuable car brand in the world and the absolute leader when it comes to innovation in the automobile industry. I hope that the perception of these statistics among our public is increasing, considering that the BMW company is a good example of how to be successful in these challenging times.

If we were to make a distinction between this year and last in the global automotive industry, I think that recent events, primarily in terms of the European economy, impacted on some companies still having problems that urgently need to be resolved if they are to survive, since the drop in sales for now is only being recorded on the European continent.

base their operations on balanced business sales and thereby carrying out the dispersion of risk, while it is most difficult for those who concentrate on only one "place".

Sales of new vehicles on almost a single national market nearly completely follows the curve of the economic situation of that country and only with superior service, a fair pricing approach and constant learning can one achieve a positive deviation from that trend. BMW Serbia has succeeded in doing this and we do not hide our satisfaction with the results achieved. ● What is the basic advantage of premium cars and what should buyers considering cheaper four-wheel vehicles take into consideration when deciding on purchasing a vehicle?

- On the rational side, buying a premium car is based on the fact that you can have a high level of confidence and sense of security in your car; that you're getting the latest and most advanced technology in the segment; that you are treated excellently and feel safe during the after-sales period - and here I mean primarily in terms of the service - and, in the end, it is much easier and more secure to sell used vehicles with the possibility of achieving a higher price. Keeping this in mind, the total cost of having a premium vehicle could easily be similar to the price of lower class vehicles, but it remains a challenge for a first time buyer to secure the greater capital required. However, I think the

emotional aspect of buying premium cars is influential. BMW, for example, is more than a car because while being driven it creates an unrepeatable feeling. In the end, every vehicle is actually a symbolic statement about you, your values, your business success and world view. ● The new BMW 6 Series Gran Coupe was also recently presented. What are its main characteristics and what makes this car so special?

- With the introduction of this model it has been shown that it is possible to make an exceptional sports car that is both subtle and very elegant.

A few things have been reconciled within it: elegance and power, dynamism and efficiency, but also speed and economical running. When you have such a solution it is logical that it must be special and, according to many, this is one of the most beautiful BMW cars ever made.

● What are the company's plans for next year? Will there be any new surprises?

- Next year we plan to introduce a period of greater stability to the company. We will offer, as always, excellent service and conditions for purchasing of our vehicles, while we are also preparing a few pleasant surprises for customers.

- We respect and appreciate all of our competitors, but we direct attention primarily towards ourselves, to our knowledge and the skills that contribute to differentiating ourselves and offering something different.

We take care of the customers and respect them the most.

Today, for example, a fleet of BMW vehicles is, on average, the youngest. This characteristic will also follow us for much of next year, which gives us a competitive advantage.

When we mention the crisis, it is said that in the Chinese language this word is illustrated with two characters: one communicating danger and the other representing opportunity! German NGO ‘Help’

Help for Self-help The principle of “self-help” is the basis for our income generation projects. These projects support selfemployment through in-kind grants for equipment for start-ups. Our support includes business and vocational trainings and close follow-up by Help. To date Help has supported nearly 4000 entrepreneurs to establish legally registered businesses in Serbia, from craft workshops to service providers and agricultural households

erman NGO ‘Help’ has been operating in Serbia since 1999 on different projects, carrying out programmes from purely humanitarian to developmental, aimed at providing assistance to the most endangered segments of the population.

In that sense, Help created projects with the overall objectives of improving living conditions, sustainably integrating vulnerable groups and generating economic growth through entrepreneurship development that will eventually contribute to lowering unemployment.

Help’s work worldwide, including in Serbia, is based on principles of equality, integrity and the direct involvement of the recipients of the assistance provided. One of the principles is based on the very name of the organisation: Help-Hilfe zur Selbsthilfe e.V.- help for self-help.

That means that recipients of assistance actively participate in the establishment of their businesses from the very beginning, attending business and bespoke vocational training and performing a community service in addition to registering a business according to Serbian legislation.

Community service is developed on the basis of Help’s previous experience with income generation projects for vulnerable sections of the population and is crucial to their socio-economic integration,

Help has so far provided 440 refugee and IDP families with a durable housing solution, thus enabling them to further develop and actively participate in everyday life just like any other citizen.

All relevant factors, local and national structures, as well as the international community, work actively and jointly to solve this issue within the shortest possible timeframes.

Help is proud of all of the projects it has implemented, but the most encouraging compliment is when people say “thank you for your assistance, we live decently now”.

Help has so far implemented over 80 different projects in Serbia, providing more than 15,000 tonnes of food and nearly 1,000 tonnes of hygiene products, as well as responding in emergency situations like the floods in Sećanj and Vlasotince.

With funds donated by the German Government and the German Business Community in Serbia, Help has supported the reconstruction of houses affected by the earthquake in Kraljevo and also supported social institutions and many associations of people with disabilities.

All of that work was made possible thanks to the participation of local structures, partner institutions and organisations, both national and international, in defining priorities and directions of support to the projects aimed at providing local sustainable development.

ince the very beginning, together with the German Committee on Eastern European Economic Relations, the Đinđić Foundation has been working on the Zoran Đinđić Internship Programme of German Business. The intention of the founders is to preserve a lasting memory of the late PM and continue to promote his aims for Serbia to become a modern state, a Balkan leader, but also an important factor in European events. ● What do you think is the overriding worth to our academic scholarship recipients?

- Our Fellows have the pleasure, when departing for Germany for expert training via the Dr Zoran Đinđić Programme for the German Economy, meet with an organised work atmosphere where expertise is valued and full commitment to work is required, as well as putting their acquired theoretical knowl-

edge into practice. During their stay in Germany, Serbian scholars will also meet experts from other countries of the region who are also undertaking professional training in German companies. I would like to point out that many friendships gained through internships last for years after the end of the internship. As such, I think that after such an experience scholars understand what sort of function education has on the life of one man. ● What is the basic aim of the foundation?

- Upon returning home the scholars continue their studies. I believe that they are at an advantage compared to their contemporaries, because in addition to theoretical they also have practical knowledge, which is very important in employment. Many of them, while working in a German company, get the chance to be independent, conscientious and responsible towards themselves and the tasks for which they are responsible, and when they return to their home country they are ready to respond to all of the challenges imposed on them. ● How is the feedback from German companies where scholars have their placements regarding the work ability of our students to adapt in Germany?

- Upon completion of the placement, each company has the right

to withdraw after the realisation of the programme if it is not satisfied. However, the number of companies that are extremely satisfied with the work of our fellows is much greater and are still with us since the very inception of the Foundation and programme implementation, such as Commerz Bank and Robert Bosch. Some companies even demand that the practitioner tasked with performing the practice is a scholar from Serbia. So I believe that our scholars show themselves in their best light and successfully complete the practice in a particular company. ● Are there any scholars who returned to work at German companies after their placement?

- There are a large number of scholars who

Currently we are monitoring implementation of both programmes, German and Italian, while by October already a new competition for the German programme will be opened. In recent years, with the support of Austria, we have carried out the project Experiencing Europe - Young Serbian professionals in Austria – the work placement programme of Zoran Đinđić, though that programme has since been finished due to lack of funds.

It’s possible that in the future, in cooperation with some other country, we will organise a similar type of programme. Of course, our goal is for as many young people as possible to be familiar with the work of the Foundation. In order to do that successfully we are working to promote our

find jobs in German companies in Serbia after completing their placement, such as at Metro Cash & Carry and Falke. On the basis of the experience gained, our scholars are not only related to German companies, but rather it also allows them to find employment with other international companies. ● What is in the Foundation’s future plan?

- In terms of activities in the near future we have participation at the 57th International Book Fair in Belgrade, at which the Foundation appeared for the first time last year, because the law on foundations and endowments also allows us to carry out that activity. We already have our own publishing activities, such as the books "Selected quotes of Zoran Đinđić" and "Europe with a soul" and early next year there are plans to publish selected speeches of Zoran Đinđić, while of course we are also planning to continue cooperation with the National Library of Serbia, with which the Founda-

programme in order to continue to send the best students in Serbia on professional training. What is also very important, in addition to the aforementioned, is to maintain contact with our alumni, former and current scholars, on the one hand the introduction of new, and on the other hand maintaining contact with the old. Through their work our alumni not only help the Foundation, but also help society by organising numerous activities, especially charitable ones. Another of the projects is the Zoran Đinđić School of political philosophy, which the Foundation implements in cooperation with the Faculty of Political Science. Next year the school will be held for the now traditional third time, which says a lot about the success of our projects. It is well known that we have opened the Zoran Đinđić Virtual Museum and this year we have carried out reconstruction with the intention of opening a proper Museum of Zoran Đinđić very soon, which will preserve the memory of his character and work. ■

Ready for Further Achievements Over the past 42 years cultural exchanges between Serbia and Germany have been lively and fruitful, thanks to the activities of the Goethe Institute in Belgrade, which has supported fertile communication between German and Serbian communities

ven after over 40 years of operating, the Goethe Institute in Belgrade is still open to new avenues of cooperation and new kinds of partnerships.

It continuously attracts the strong interest of the general public, just as much as it does professionals working in culture and education, in everything German.

Here we speak to Dr Matthias Müller-Wieferig, Director of Belgrade’s Goethe Institute, on the past, present and future activities of this important cultural institutions in Serbia, but also about the corporate importance Goethe Institute in Belgrade places on the overall cultural milieu of Serbia.

● When you were appointed director of the Goethe Institute in Belgrade a year ago you said that the institute had many friends and that there was a pronounced need for cooperation. Who are the partners of the Goethe Institute and with which institutions should that cooperation be stronger?

- For over 40 years the Goethe Institute in Belgrade has cooperated with many partners in Serbia. Take, for example, the Belgrade International Theatre Festival, BITEF: since the festival was established in 1967 the independent BITEF jury has invited guest productions from Germany most years, showcasing the very best of German theatre; its most prominent, and sometimes provocative, directors, actors and companies.

Today our cooperation with the Yugoslav Cinematheque and KulturniCentar Grad sees us jointly producing German Film Week, to take place this October. A programme that features Leander Haußmann and “Hotel Lux” prominently will present the most recent productions of German art-house cinema to audiences in Belgrade. And with “Films on Tour” in 2012-2013, we will also visit 16 towns and cities in Serbia, presenting 18 of the most prominent Ger-

The Goethe Institute provides a wide range of information about Germany and German culture and thought man films. All of this is an important contribution to cultural life and exchange between our countries.

And, of course, we are always open to new avenues of cooperation and new kinds of partnerships ● The institute has an upcoming competition aimed at people wishing to become so-called Goethe Guerillas. What kind of

competition is this and what are you offering the young people who are applying?

- In 2010 the Goethe Institute in Belgrade introduced an initiative for young people to join the institute, share creative ideas and, very much autonomously, develop those ideas, creating – with a little help from the Goethe Institute – their own artistic interventions. The first generation of members of this group chose the name “Goethe Guerilla”. The name is suggestive of what they do: they’ve created alternative city guides and tours (leading to places like feel-well oases, as well as more dodgy places like public toilets) and established Serbia’s first “Open Library” (on the very simple principle of take one–give one). Since 2011 we have spread this idea very successfully to other cities in the Western Balkans and even to Budapest, Krakow, Vilnius, Athens and Ankara.

Now in its third generation, Goethe Guerillas pass on the relay baton each year to new members, while still enjoying the network, the solidarity and even job opportunities coming up for young, talented cultural activists. ● Following your initiative of 25th September, 25 young people from Eastern Europe and Germany gathered at the Wolfenbüttel Federal Academy of Cultural Education to attend a workshop entitled “Cultural Incubator: From Passive Observer to Active Participant and

Organiser of Cultural Events”. What was your initial idea and what impressions did the participants have?

- Our initial idea was actually to introduce the model of informal groups – like the Western Balkan Goethe Guerillas – to Germany! Ideas are travelling fast these days, as are people.

Nikola Markovic, a member of the first Goethe Guerilla generation, received a Robert BoschFoundation grant to become a cultural manager at KunstakademieWolfenbüttel. He then took the opportunity to invite groups that he knew were active in artistic intervention in public spaces – Goethe Guerillas. Supported by the EU’s “Youth in Action” programme, there was a unique opportunity to mix new and old groups of Goethe Guerillas from South Eastern and Central Eastern European cities, such as Sarajevo and Belgrade, Budapest and Vilnius. And, of course, the combination of the international mix of participants and the opportunity to develop urban interventions in a small but very interesting historical and

present German authors and the German literary scenes in Serbia. Together with our European partners and other cultural institutes, we run a EUNIC-stand at the Belgrade International Book Fair. As we arrange translation programmes too, we also discuss new books from Germany in our new series of “Literary café” sessions, addressing translators, lectors, publishers and the general public. And there are new, contemporary models of how to organise not only information, but also active, participatory experiences: through our network of partner schools, for example, six in Serbia, one in Montenegro and one in Kosovo – the Goethe Institute in Belgrade very successfully combines a mix of new ways of learning about German culture and language acquisition. We support active involvement in international cultural exchanges and knowledge transfers through seminars and themed study tours to Germany, for example. In our cultural programmes addressing professionals in various fields of the arts in Serbia, we organise workshops, master classes

Even at times of political unrest, of troublesome political development, of the ups and downs characteristic of transitional periods and economic crisis, the cultural basis of understanding and mutual respect between our countries has proven stable and reliable urban environment like Wolfenbüttel, was thought provoking. Now, even in Wolfenbüttel and among other German participants invited to the workshops there, the ideas central to the Goethe Guerilla, which originated in Belgrade, have spread: take care of your local communities and cities, share your ideas, be active where you can and learn how to communicate and cooperate. Develop your own capacities, knowledge and perspectives – and then the world is yours! ● Activities of the Goethe Institute are aimed at promoting the German language and international cultural cooperation, as well as providing relevant and detailed information about Germany. How interested are young people in this kind of exchange of not only information but also the experiences that the Institute has?

- The Goethe Institute provides a wide range of information about Germany and German culture and thought. We provide library and information services, present German art and artists and provide German language classes to an ever widening audience. We also regularly

and even co-productions between artists, experts and institutions from Germany. This kind of exchange allows for a very practical kind of immersion in a foreign culture, which seems to be far more sustainable than “just” the presentation of information about rich and varied cultural traditions and representations. ● This year the institute is celebrating its 42nd anniversary in Belgrade. In your opinion, which period was the most fertile for the Institute’s development?

- This question, of course, is a difficult one! In the ´80s there was a very lively, internationally well connected arts scene in Serbia – in all fields of theatre, music, film etc. The scene was interrupted, although it was not all together stalled, by the sanctions and wars of the 1990s.

The first decade of the 21st century has seen a cultural revival of its former glory and, to a large degree, the normalisation of standards.

The return of the former riches and diversity of cultural activities has very much stimulated mutual interest between German and Serbian cultural scenes. The enormous cultural talents of the country, the perseverance and en- ⇢

thusiasm of cultural institutions and some very renowned individuals in all walks of culture and education in Serbia have certainly contributed to this positive side of transition. On the other side, many creative minds have left the country, some of them never to return to the scenes from which they emerged.

However, by and large, the cultural exchange between our two countries has, over the decades, been a very lively and fruitful one and certainly the activities of the Goethe Institute in Belgrade – along with other German institutions, foundations and their representatives in the country – have been able to contribute to and support fertile communication between German and Serbian communities. We have continuously felt the strong interest of the general public, as much as of professionals working in culture and education, in everything German. Ranging from high culture like Goethe or Brecht, to Fassbinder or Wim Wenders, to sub-cultural and intellectually, visually or aesthetically more challenging events, we have always felt a positive response and resonance to our programmes and activities. Even at times of political unrest, of troublesome political development, of the ups and downs characteristic of transitional periods and economic crises, the cultural basis of understanding and mutual respect between our countries has proven stable and reliable. ● Apart from teaching young people to speak German, the Goethe Institute is also the introduction of the current cultural and sub-cultural scene in Germany.

Several young people from Serbia have been engaged in implementing art projects in collaboration with German artists. What are the results of such activities?

- This autumn we will present the exhibition “Europe(by the power of) N” dealing with the topic of “Europe” from an artistic perspective. Coor-

dinated from our London office, artists and their local curators from 30 countries all over Europe and beyond have collaborated, and the result will be exhibited 30 cities across the continent – premiering in Berlin and coming to Novi Sad in November.

Thus, Serbian artists can expose their art work and share their ideas with a Europe-wide audience. In a very similar approach, we are currently preparing for a photographic exhibition on personal and collective memory, their various forms and media of visual representation, with 40 artists from Southeast Europe, including

Serbia. The travelling exhibition, under the curation of the prestigious Braunschweig Photo Museum, will be premiered in Germany and will then travel to the photographers´ home countries, thus presenting local and national aesthetic positions at home and within a wider, international context. For the debate about and development of contemporary art this is an indispensable way of positioning hitherto unknown artists from the region in German and neighbouring European art scenes. ● What other activities are you planning for next year?

Our Goethe Guerrilla project, of course, will go on. Their focus topic, “City and Public Space”, co-insides with a much larger project in which the Goethe Institute in Belgrade will play a leading role: An urban project, “Urban Incubator Belgrade”, which will deal with Savamala, a much neglected, though high potential urban

quarter of Belgrade. Through artistic interventions, social, urban and architectural research, planning, and cultural activities lasting a year or more, Savamala will highlight a more participatory, artistic, transparent, and bottom-up approach to urban planning and revitalisation.

We have invited seven core projects from abroad, along with several local projects, to share the artistic and social methods and visions that they have already applied in places such as Berlin, Hamburg and Zurich. A pavilion in the ruins of the Spanish House on Branko Krsmanovica Street, at the very entrance to Savamala, will be the centre of communication, participation and information for a wide ranging public debate. We are again trying to foster close cooperation with local artists and stakeholders, with the community and the City and national institutions, and with participants and partners interested and involved in urban planning and development.

As in recent years, we will be inviting artists and experts from Germany to festivals and events in Serbia.

Subotica will be our new focus city - following Novi Sad and, this year, Čačak. Together with the literary festival “Krokodil”, we would like to launch a European literary residence programme in Belgrade, through the support of a month’s stay by a German language author. Among many others, we will welcome the Berlin based dancer and choreographer Helene Waldmann to the International Ballet Festival and we will organise an exhibition on the life and work of Nobel Prize laureate Herta Müller.

We also plan to strengthen our web presence and dialogue through new media, by extending our webbased information platform “Translation as Cultural Exchange”, create online communities focused on debate about urban revitalisation and supplement our teacher training with methods using new media in the classroom.

After 42 fruitful years in Serbia, everything is set for a future of cooperation and learning. ■

Unwavering Support

The German International Cooperation Agency, Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH, has been present in Serbia since 2001, engaged on efforts to help Serbia change for the better. And, according to Uwe Stumpf, GIZ Country Director, it will stay focused on helping Serbia in its transformation and journey to the EU

IZ has three basic directions: improving the economy and employment, reforming administration and finance, as well as cross-border regional development. What is GIZ’s role when it comes to advancements in each of these sectors?

- GIZ’s role is to assist Serbian partners in changing for the better. A straightforward answer to your question is that we would no longer be needed if all changes were carried out in the way planned. In such a case the situation in Serbia would provide ideal conditions and the process of transformation would be complete. Unfortunately, this is very hard to achieve, despite being the ultimate goal of our work. Serbia was on a good path, but was unfortunately hit by the financial crisis, as was the rest of

Europe. This has slowed down the reform process which, among other obstacles, leads to a prolonged European accession period.

We remain committed to the goals jointly defined with our Serbian Partners. Throughout the life-cycle of a project we continuously monitor whether we are still addressing the right thing.

Changes occur constantly and new requirements need revised approaches. Our projects are designed to be flexible and ultimately serve the citizens.

We work in different sectors and have been engaged in cooperation with the Ministry of Finance and the Serbian Tax Administration since 2002. GIZ supports reforms of the public finance sys-

Serbia has great potential for energy saving through energy efficiency measures. Additional potential for sustainable energy savings can be found in the switch from fossil fuels to solid biomass tem at both the national and local levels. We believe taxes in Serbia should be levied fairer, more efficiently and more citizen-orientated, in accordance with EU standards. A key milestone was the introduction of VAT in 2005, which generated revenue that surpassed

all expectations (more than half of public revenue). The objective of German support at the local level has been to put municipal finances on a more independent basis. As a result, by 2011 they succeeded in increasing their property tax revenues by nearly 40% (in real terms) since they took over responsibilities from the Serbian Tax Administration in 2007. Our priority is to support Serbia in implementing the required reforms. This includes boosting capacities in Serbian partner institutions, bringing expertise from international experts and facilitating dialogue between different stakeholders. ● Which problems have you encountered during the implementation of projects? Have you detected any changes in the social and business environment since the Coordination Bureau was established in Belgrade in 2001 and, if so, which specific changes?

- When I talk to my Serbian GIZ colleagues who worked here back in 2001 they tell me that basic things didn’t work in the beginning. For example, if you wanted to purchase a computer you went with a lot of cash in your pocket.

Nowadays daily working life functions in a normal way. So that is a

change! Seriously, during the past 11 years one can clearly observe that institutions work more efficiently, while business conditions have improved and are more reliable. This process is on-going and has definitely not yet finished, but has gone quite a way.

I believe this society does not feel isolated anymore and understands itself more as a part of Europe. This certainly has a lot to do with the changed visa regime and the consequent opening up of the country, but is also a consequence of the internet.

In terms of the operational level of individual GIZ projects, the substantial challenge has always been to assure the commitment of Serbian project partners. In the beginning there was more distance and distrust due to not knowing us. Once the partners acknowledged why we are offering our assistance, when they realised that we always work in strong partnership with Serbian institutions, unions, associations or organisations, we experienced highly professional and skilled commitment. ● GIZ’s basic responsibility is to develop the capacities of people, organisations and society as a whole. How would you evaluate these capacities in Serbia?

- This reminds me of colleagues who come to Serbia or the region for the first time. If they have worked elsewhere they are all positively surprised by the standard of education, expertise, knowledge and, therefore, existing capacities.

In most cases it just takes a little coaching, updating and targeted knowledge transfer to advance the transformation process, fill the gaps and create conditions for developing the business sector. So the capacities are already here with the people. I think these are very good starting conditions.

Then we build on the existing

capacities and, if needed, include international experts to transfer know-how or offer sustainable solutions. For example, we work a lot in the energy sphere, which is also a hot topic in Germany.

Our experts’ opinion is that Serbia has great potential for energy saving through energy efficiency measures. Additional potential for sustainable energy savings can be found in the switch from fossil fuels to solid biomass. This is definitely an area we plan future

Still, reforms undoubtedly have to be swifter and more thorough, as delays are not understood by foreign investors engagements in, in order to help Serbia find the best possible solutions for long term energy savings. ● GIZ in Serbia is also involved in youth capacity building.

What is your focus when it comes to young people and how do you see the fairly high level of "brain drain” in Serbia"?

- We have been engaged quite intensively in youth capacity building. Youth is a cross-cutting issue and, as such, it’s important to improve networking and cooperation with stakeholders from other sectors. It is just as important to support civil society organisations in their efforts to promote young people and support cooperation between the governmental and nongovernmental sector. One target

was improving the qualifications of secondary school pupils (e.g. designing new curricula for business profiles, such as bank or insurance clerks). This was done together with the responsible ministry, the schools themselves and the private sector, meaning our role was more as a moderator and facilitator.

We are currently focused on improving the social and political participation of youth in Serbia.

We cooperate very closely with the Ministry of Youth and Sports and the regional and local youth offices.

The sector has been built and the normative framework created in a comparably short space of time, which has created much stronger visibility of youth and youth issues.

What is now important is to standardise the work of youth offices, improve capacities and establish an umbrella structure that links them and serves as a representational body at the national level.

Direct empowerment of young people is another important aspect of our approach. We have developed a range of methodologies and programmes for young people, aimed, for example, at improving their communication and decision-making skills and their capacities for peaceful conflict resolution. School parliaments are one example. This methodology has been accredited and the establishment of school parliaments is now obligatory in the country.

In terms of Serbia’s competitive advantages, what comes to mind is people, particularly young people.

I think a lot more should be done to provide the best changes for the coming generation. After all, there is no future if there are no prospects for today’s young people.

People will leave the country if their prospects are not good. The answer is as simple as it is brutal: provide prospects and they will stay, fail to do so and they will leave! The brain drain is a serious problem and the potentials that lie

with brain gain – when highly skilled Serbs return to invest their knowledge, skills and savings – are so far unexploited. There are a great number of highly motivated young people who return and have many innovative ideas, but they lack systemic support to implement them. Lacking networks here in Serbia and persisting prejudice further complicate their situation. Making use of these existing potentials is definitely an area that Serbia should invest in. ● You are simultaneously a promoter of the complex process of social re-

- I can’t really answer that. If you look at the specific areas and the current situation, you’ll see that everything looks important and is. Take the way energy is consumed today in Serbia – this simply

Since the democratic changes in Serbia, there has been constant talk about the need for reforms that are poorly or only partially implemented.

How do you assess the pace of reform in Serbia? What specifically would you praise and what do you see as a "weak link" in the reform process?

- As mentioned earlier, transformation is a process that requires more time than we are willing to grant. Take a look at other countries in Europe, or look at the eastern part of Germany. Reforms are always implemented by people and people are in general afraid of change. It is easier to look back to the familiar than to go for the new and untested.

I think Serbia has taken quite a few reform steps. A lot was done in the legal area.

The process of EU accession required substantial alignments. Private business now finds more and better framework conditions to operate. Still, reforms undoubtedly have to be swifter and more thorough, as delays are not understood by foreign investors. Reforms don’t only mean coming up with new laws. The magic word is “implementation”. If you have the blueprint and

cannot continue in the long term because no one will be able to afford it.

I personally think education is the key to the future. Serbia’s asset is the knowledge and expertise of its people. There is no oil, gas or the like. So in order to compete in a globalised world its citizens need to be well trained and educated.

● Finally, after 11 years working in Serbia, are you satisfied with the results achieved so far and what will your efforts be directed towards in the years to come?

- The answer is yes and no. In some areas we have moved forward and helped people and institutions to advance, but in others things went very slowly or stood still.

What’s most important is that Serbia keeps its focus on the EU. I know there are a lot of people who are disappointed and have their doubts when it comes to the EU. To some extent they might even have reason for this. But then think about the alternatives.

I personally think there are none; not in the global world. So for years to come GIZ will stay focused on helping Serbia in its transformation and journey to the EU. ■

Academic Advances Founded in 1854, the German School of Belgrade is one of the oldest existing educational institutions in the city, but also one that is growing and expanding as Serbia progressing towards European integration. Here we talk to senior school staff about the unique qualities of the school and future plans for its development

ome of our readers may not know that there is a German school in Belgrade …

H: Yes indeed, the German school is smaller than other international schools (and does not have a marketing budget matching theirs…) and it does not have a very noticeable school building yet. It does, though, have a dedicated circle of supporters. ● Could you tell our readers what kind of education the German School of Belgrade offers?

W: The German School of Belgrade offers all levels of education, from Kindergarten to school leavers’ diplomas, with all subjects taught in German and all exams held according to German standards. It is a German school and our teaching is regularly inspected by German authorities. But our school is also officially licensed by the Serbian Ministry of Education and Science. The German School Leaving Diploma, Abitur, qualifies all students to attend universities in the European Union including, of course, in Germany. We not only make sure that what our students learn is up-to-date and to current standards of research, but also how they learn it. We encourage active and social learning in class and projects. ● Could you give an example?

W: At the end of each year, for ex-

ample, we have a project week. This week focuses on a specific theme, e.g. The Danube, and teachers offer workshops that students can select.

Activities covering this theme range from water measurements to watercolour painting or water sports or the history of migration along the river. The idea is to motivate students and provide a fresh look to what is taught on the curriculum. ● What is the school’s current situation?

W: Our school is one of the longest standing established educational institutions in the city. It was founded in 1854, but has of course gone through enormous changes over all those years. We currently have around 150 students and operate in four private buildings on Sanje Živanovića Street in Senjak.

A lot of our school children are from families that simply wish to give their children a good education. And with Germany being such an important economic partner for Serbia, the school certainly offers attractive options The difficult thing is that more and more families are applying, so we need to grow and require a new building. This is why we will be relocating in the course of next year to what used to be the Sportska Gimnazija on Topčider.

● How did you find this new building?

H: With the help of the City of Belgrade, Savski Venac Municipality and the Ministry of Education, we found a vacant school building, the Sportska Gimnazija. The problems we had to solve were mainly to do with international legal aspects.

After all, we are talking about an agreement between the governments of Serbia and Germany. However, I am pleased to say that, thanks to good will on all sides, all difficult issues have been solved so that the refurbishment has now started. Our problem is that the budget provided by the German government will only cover basic renovation and not energy saving measures – which as we all know are crucial, looking at the price of oil and electricity – nor a new building for our kindergarten.

This is why we are seeking support from the business community. ● So you’re saying that the school mainly serves the needs of the German business community and its families?

W: Not at all. The majority of students (and teachers) are from Serbia, from Belgrade families. You will hear more Serbian spoken in the schoolyard than German (though not in class, of course). German, Austrian or Swiss families that relocate to Belgrade are naturally interested in

sending their children to a German school. The backbone of the school, i.e. its pupils, their families and teachers, are local families though.

Furthermore, we try hard to work with other Belgrade schools in working groups e.g. on foreign language education and other issues. Our students also take part in national Maths or Reading competitions. All our students are required to learn Serbian and immerse in the national culture. We value dialogue with local teachers and schools highly. We also feel we have something to offer when it comes to modern teaching and learning and the reforms that Serbian schools will go through in the future. ● Even if the school is mainly attended by local children, is it not a rather elitist, considering you charge fees?

H: Regarding finance, I would like to emphasise that the German government, along with the Austrian and Swiss states, support us very generously. It is expensive to run a school that offers international education and it is true that there is a large financial gap which needs to be financed by the school itself, meaning by the families. It is also true that for a normal family the school fees may seem high, but we should remember that our school fees are 50% lower than those of comparable international schools in Belgrade.

W: And our classes are small, meaning teachers can spend a great deal of time with individual pupils. We also offer individual remedial teaching for German as a foreign language, maths and other subjects. If you wish to put it in financial terms: we offer good value for money. I would also add that a lot of our school families are not from the Belgrade upper classes, but from families that simply wish to give their children a good education. And with Germany being such an important economic partner for Serbia, the school certainly offers attractive options.

● So how does a child whose parents do not speak German manage to succeed?

W: We start early on, from day 1 in kindergarten. Children that speak Serbian as a mother tongue need to attend our pre-school year.

If they have not learned German before, they will there. It is amazing to see how much children can learn within this one year.

This is where the German school could help Of course, this kind of learning is about play and fun, but our experience shows that any child can do well from school day one onwards, even if nobody else in the family speaks German. And believe me, this is what makes a child proud! ● What are the school’s perspectives and future plans?

H: The school will relocate to Topčider next year and this will give us chance to grow. However, we will need to match this growth by ensuring the quality of our education.

W. We have started setting ourselves strict standards which will also be

externally graded. Those standards will cover quality of teaching, reliability of services, exam standards, equipment, teacher training and others - in fact, everything the school offers its students. We feel this is the best way of being accountable to our parents and students. ● Where do you see your role in the European integration process that Serbia is going through?

W: It is clear that education will be key. It is not for me to give unsolicited advice, but in our talks with the government we keep hearing that the presence of a German school is highly desirable as it may provide a valuable impulse. The majority of young people in Serbia would certainly benefit from increased exchange with their counterparts in other European countries. This is where the German school could help – not just through its own students, but by organizing exchanges and debates.

After all, Europe is growing together and Germany and the Germanspeaking countries are, in terms of economic, human and cultural relations, certainly relatively close to Serbia. We are quite optimistic we will work well with our Serbian partners in the future. ■

Controller - Manager’s Co-Pilot Controllers are people who help managers to achieve profit targets. Controllers usually come from accounting and their work can be explained like that of a sparring partner, navigator or co-pilot of a manager.

Controlling is the "marketing" of accounting

I

n Germany, the strongest European economy, for every 80 employees there is one controller. Here we speak to Bojan Šćepanović, director of MCB-Management Centre Belgrade about the importance of controlling. ● Why ‘controlling’ in the German way?

- Germany is the strongest economy in the EU and controlling is extremely well developed in German companies. Usually for every 80 employees one controller comes. Controllers are members of the board of directors and there are over 160 specialised university departments for controlling (none in Serbia).

● What is the Controller Akademie?

- The Controller Akademie was founded in Munich in 1971 and specialises in the training of controlling. It is best known for its Diploma programme, which consists of five levels that have been passed by more than 50,000 controllers. MCB-Management Centre Belgrade organises training in controlling according to the programme and licensing of the Controlling Akademie of Munich (CA). Complete materials have been translated into Serbian and tailored to suit local terminology.

We organise the following licensed programmes from controlling in Serbian: Level I, Level II, Level III, How

to Make a Management Report and Sales controlling. Following completion of the first three sessions (Levels I, II and III) in Belgrade, the controller may proceed directly to the CA Diploma programme (Levels IV and V).

MANAGER Manager is responsible for the result.

Controlling Controller Controller is responsible for the transparency of the result.

We are best known for training in finance and controlling, which we conduct under a CA license.

We also have training in sales, as well as training for managers (managing people, communication, leadership, leading meetings, motivation etc.)

● Are participiants exclusively controllers?

- No. Very often top management (CEOs, sales directors etc.) want to be trained in controlling. Managers want to know how to achieve profit targets – and controlling is there to help them.

● Does MCB also cooperate with ICV? - Yes. ICV is the International Association of Controllers, based in Germany. MCB is the founder of ICV Serbia and we have 104 member controllers. Four times a year we organise meetings where training is performed exclusively by controllers.

● What does MCB actually do?

- MCB has carried out the training of managers since 2001 and that is our only activity. Over 11 years we have had in excess of 11,000 training participants. That’s equivalent to a small town, for example Crvenka.

Our clients are the top companies in Serbia: Delta Holding, Telekom Srbija, Apatin Brewery, Carlsberg, NIS, Komercijalna Banka, Telenor etc. Training is held at our training centre in Belgrade. We have open training sessions with participants coming from different companies.

When we work directly with companies then we tailor in-house training specifically for them. ● What are your best known training courses?

- We are best known for training in finance (Finance for none-financial managers, Financial statement analysis, Cash flow analysis, Business case-NPV, IRR etc.) and controlling, which we conduct under a CA license. We also have training in sales (Professional selling skills, Customer care, Sales management etc.), as well as training for managers (Managing people, Communication, Leadership, Leading meetings, Motivation etc.). ● Where can one apply for MCB training and training in controlling?
