Friendship BINDS In the year that marks the centenary of World War I, Austria and Serbia have an important lesson to offer the world: it is possible to build a relationship of trust, support and friendship on a history of turbulent relations. However, the stronger that friendship is, the greater the obligation of the partners not to let each other down

he October visit of Austrian Foreign Minister Sebastian Kurz is perhaps the best example demonstrating the political support and genuine concern with which Austria approaches this relationship. On this occasion Kurz relayed three key messages to the Serbian political leadership and public: he reiterated strong support for Serbia on its road to European integration, conveyed the message of new EU Enlargement Commissioner Johannes Hahn that he was looking forward to cooperation with Serbia on the EU accession process and then he personally visited floodaffected households Šabac, in order to assure himself on the ground that the funds and donations provided by the Austrian government, Austrian businesses and individuals were being put to good use in Serbia.

The aforementioned should also be interpreted as encouragement and as an obligation for Serbia to continue in the same direction. This is because, as Kurz noted, it is clear that Serbia has yet to show progress in a large number of fields, whether that concerns meeting the commitments taken on by the Brussels Agreement or further reforms in the economic domain and on other fronts where, according to the latest European Commission Report, Serbia continues to lag behind, especially when it comes to the rule of law, media freedom, standards in the field of the environment, energy, security policy and public administration reform.

As all the countries of the Western Balkans have been told many times already, there is no magic date after which any of these countries will be automatically admitted into the Union, including Serbia, which at present

seems to be receiving the highest praise, but cannot be satisfied that enough has been done.

Having a true friend also means talking openly about that which is not good. Austria, with a total value of investments of around three billion euros, is the leading foreign investor in the Serbian economy in the last 13 years and around 450 Austrian companies operating in Serbia contribute to the transfer of modern technology, as well as increasing production and exports from Serbia.These figures could be much higher if Serbia had better regulated its economic environment. With the exception of the shift made with the adoption of the new labour law, Austrian companies and potential future investors in Serbia face numerous problems: excessive bureaucracy

Michael Davenport, in order for it to be possible to open the first chapter next year and, in the case of good progress, for Serbia to be able to become a member of the Union by 2020, it seems that at least some of the obstacles that have constantly delayed the opening of chapters are on the way to being removed.

There is no doubt that the focus is on political work, primarily on the overall normalisation of relations with Pristina, but Serbia also faces numerous obligations internally. The economic part has largley been implemented with the announced fiscal consolidation, the conclusion of an agreement with the IMF and the implementation of reforms that would enable the creation of equal conditions for doing business, a stable economic environment and

The ball, thus, is in our court and if, as expressed by Foreign Minister Ivica Dačić, we expect Austria to continue to support the policy of EU enlargement and the fastest possible European integration process for the region and Serbia, and continued investment in our economy, then we must address a number of obligations that are yet to be fulfilled.

Judging by the announcements to date of the Head of the EU Delegation to Serbia,

transparent rules of the game which, judging by the views of Austrian investors in Serbia, and not only them, still fall short for now.

The years of missed opportunities that are behind us best testify to how much we have a tendency to procrastinate with difficult tasks. When we next find ourselves face to face with those who truly support us, at the new summit of the countries of the Western Balkans in Vienna, it would be nice to be able to return that look of satisfaction of someone who fulfils promises first made to self, and then to one’s friends. ■

The fact that Austrians reacted so promptly to the flood disaster in May this year is a clear sign that the close link between our two countries not only exists on a political level, where Austria strongly supports Serbia in the negotiation process with EU, but is felt by the people as well 8 |

Sebastian Kurz, Austrian Minister for Europe, Integration and Foreign Affairs, has repeated this sentence many times in the past. His recent visit to Belgrade, together with representatives of Austrian humanitarian organisations, to learn about the extent of damage from flooding in Serbia and confirm the way assistance sent by Austria is being used, once again served to confirm Austrian support for Serbia.

“Austria was fortunately able to respond efficiently and provide assistance in many areas”, said Kurz during his visit to Serbia, stressing that support came from both the government and from NGOs as well as individuals who expressed deep sympathies toward Serbia.

During his visit he was accompanied by the

president of Raiffeisen Holding, which operates in Serbia, through Raiffeisen Bank and UNIQA insurance, as well as representatives of Caritas and the Red Cross, the two biggest Austrian NGOs, and the editor-in-chief of Austria’s daily paper Kurier, which helped organise the campaign and gather donations of individuals after the floods.

That event saw Kurz relay to Serbian politicians the message of new European Enlargement Commissioner Johannes Hahn that he is looking forward to cooperation with Serbia in the process of accession. Speaking in this interview for our publication, he notes that he is very glad that his colleague will be dealing with this portfolio, consisting of both enlargement and neighbourhood policies, which is very important for Austria.

After his October meeting with Serbian Prime Minister Aleksandar Vučić and Foreign Minister Ivica Dačić, Kurz congratulated Serbia on a very positive progress report from the European Commission for Serbia, primarily in the implementation of reforms in the economic sector, and expressed his hope that Serbia will open one or two negotiating chapters by the end of the year.

- Nowadays, domestic, foreign and EU relations are always closely intertwined. This is the same with our support for Serbia and the other countries of Southeast Europe. Helping these countries reach European standards and foster cooperation among themselves and with us is in the interest of Southeast Europe, the interest of Austria and the interest of Europe as a whole. - There is no delay, the negotiations were opened on 21st January, the screening process has been opened on a whole range of chapters and it is in full swing. This is important, because screening will pave the way for effective and efficient negotiations.

■ How much significance can be placed on the recent summit in Berlin and the upcoming one in Austria regarding the return of the Balkans to the European agenda, and could such meetings act as a substitute for the possible closure of the office of the EU Enlargement Commissioner?

■ How much has the issue of Ukraine challenged relations between Serbia and the European Union, and where does Austria, as a country interested in the South Stream gas pipeline project, see the correctness of political and economic sanctions imposed against Russia?

- It would be a big misunderstanding to see the distribution of tasks in the new Commission as a “repeal of the enlargement commissioner”. Let me also tell you that I am very glad that my colleague Johannes Hahn will be dealing with this portfolio, consisting of both enlargement and neighbourhood policies, which is so important for Austria.

Through meetings like the Balkans summit we will be sure to keep enlargement negotiations high on the European agenda. The fact that I have met already many times with Serbian leaders and also visited Serbia twice this year is evidence of my commitment to Serbia’s European path.

- The member states of the European Union have found a remarkably unified stance on Russia, and quite rightly so, because basic values and principles of the international community are currently at stake. What is more important than sanctions is to keep communication channels with the Russian leadership open, which is where Serbia and Austria might have a certain role to play.

■ How should we interpret the message from Berlin that the route of countries in the region will be hard and long and that, when it comes to deadlines, parallels should not be drawn with previous cases of accession? Does this mean that 2020, which is informally considered the deadline for accession, is unrealistic?

- There is no deadline for accession, neither formal nor informal. Any European country that is ready for accession can join, whether it is Serbia or any other accession country. But accession requires great efforts in reform measures and their implementation, and it remains to be seen how long this will take. In the case of Serbia, the challenges of the Kosovo dialogue are also a factor in the process. And when the negotiations are successfully completed it will require approval and ratification from all 28 member states in order for the candidate to become

■ You have noted many times Serbia’s unfinished business in terms of fighting corruption, judicial reform and related issues. Do you see any progress in that regard?

- As the recently published EU progress report on Serbia notes, progress has been made in the fields of justice and fight against corruption. However, it is also clear that further efforts are needed. The goal must be to achieve an institutional system that will function independently and sustainably.

■ In your opinion, to what extent has the Serbian government fulfilled its promises to take key reform measures to stabilise the economy and harmonise its economic domain laws with European regulations?

- The reform efforts of Prime Minister Aleksandar Vučić should be commended: over the last few months he has tackled many politically sensitive issues, issues which many other politicians would not dare to touch. It is exactly this leadership that is needed to bring Serbia back on track in an economic sense. ■

his year’s commemoration of the centenary of World War I, probably the most turbulent event in an otherwise turbulent history of relations between Serbia and Austria, showed that both countries are turned towards a common future, and are fostering prosperous cooperation at the regional level and in the framework of European integration.

“Austria has always been very active in providing political support and has lobbied strongly in all EU institutions to accelerate the European integration of Serbia,” says Ivica Dačić, First Deputy Prime Minister and Minister of Foreign Affairs in the Government of Serbia, speaking at the beginning of this interview, in which he summarises the state of relations between Austria and Serbia.

Austria and Serbia maintain relations at a very high level, have stable and comprehensive cooperation, and such relations contribute to the links between the two countries towards the very numerous Serbian diaspora community in Austria. This community is well integrated into Austrian society and has the ability to nurture its own language and culture, as well as preserving their identity, while on its part Serbia stimulates its countrymen to contribute to developing the society and the country in which they live, thereby also improving the overall image of Serbia and Serbs in Austria.

Good political relations are accompanied by excellent economic cooperation - with over three billion dollars of investment, Austrian companies are a significant employer in the Serbian economy – and the first Deputy PM expects the reform agenda of government to have a positive impact on increasing the interest of Austrian investors. “I believe that, in addition to a well-trained workforce, the business environment in the country will soon be at the top of the advantages that single Serbia out as a good place to invest,” says Dačić.

- Serbia expected Austria to continue what has been done so far; to support the opening of negotiating chapters in the shortest possible timeframe, to continue to support the EU enlargement policy, through their representatives in the organs and institutions of the EU, and consequently the continuation of European integration of the region at the maximum possible speed. Also, as one of the biggest investors in Serbia, we expect Austria to continue to invest in our economy.

The EU’s support for the aspirations of the region’s countries to achieve EU membership, as before, will insist on fulfilment of the famous and proclaimed conditions to an extent that will allow the countries of the region to be adequately included in the EU, both politically and economically. In the coming years there will be an insistence on greater mutual cooperation between the countries of the region, but with the aim of individual entry into the EU as early as possible, in line with fulfilling the objectives and unique dynamics of each of the candidate countries.

■ In which areas does Serbia receive the most expert support from Austria in the European integration process?

- As you are aware, the Ministry of Foreign Affairs deals with the political context of our European integration and on that side I can tell you that Austria has always been very active in providing political support and has lobbied strongly in all EU institutions for the acceleration of the European integration of Serbia.

The two countries cooperate closely and through regional initiatives, such as Danube Cooperation, the Central European Initiative and the Danube Commission.

Good political relations between the two countries and changes in perceptions of Serbia among Austrian officials are a good base and provide a strong tailwind for Austrian businessmen – potential buyers of Serbian products and investors in the Serbian economy. This was confirmed by conversations held during the May visit of the Prime Minister with entrepreneurs and the most significant Austrian companies that already operating here or are planning to start a business and invest in Serbia.

■ What are the latest results of the trade exchange between Austria and Serbia and what are the chances of that exchange returning to the pre-crisis level?

What is important for the Serbian economy is that in 2013 we exported goods worth $371 million, which is a 30 per cent better export performance than in the previous year. For the first six months of 2014 total trade amounted to $497 million, with the growth of our exports by 13 per cent and imports by one per cent compared to the same period last year, resulting in a reduction of the deficit.

As the Austrian Chamber of Commerce is the model for ours, so the Austrian economy – as a modern, technologically highly developed and industrialised economy – can also be an example, not only for Serbia, but also more developed European economies.

- Austria has three main institutions dealing with labour legislation and cooperation between employers and employees. The protection of workers’ rights is dealt with by the Chamber of Labour, which gathers all employees and unions in which membership is voluntary. Employers are represented by a third institution – the Austrian Federal Economic Chamber, membership of which is mandatory for all Austrian companies. These three institutions negotiate and agree on all the details, starting from working hours, through working conditions, to regular annual percentage increases in the cost of labour.

Negotiations are not simple and they take a long time, because there are often conflicting interests. However, a compromise solution is alwyas found that represents the Austrian Government and the general public. Because of this method of negotiation, Austria is the country with the fewest strikes in Europe, whose total duration can be counted in hours for an entire year.

That is something that should be learnt from Austrians. ■

his spring, when Serbia was seriously hit by floods, both official and private Austrian institutions, as well as many individuals, offered their help to Serbian citizens in the severely devastated municipalities. Austrian civil protection units were among the first to arrive in the area and the Austrian government immediately assigned half a million euros as a first line of assistance, followed later by the regional governments and the City of Vienna. On top of that, “Austria is also contributing through its share in funds of the EU, which is by far the largest provider of assistance to the victims of the floods,” says H.E. One of the most important projects is the socio-economic development of the Serbian Danube region, where the Austrian Development Agency is implementing a project worth €20 million, to which Austria contributed a million euros bilaterally, and which represents a landmark project in the framework of the EUStrategy for the Danube Region.

This year the two countries joined forces in commemorating the centenary of World War I by jointly preparing an exhibition about the ups and downs of Austro-Serbian relations in the decades prior to the First World War, demonstrating how it is possible to cooperate on a seemingly controversial topic.

■ Your embassy recently gained a special attaché for integration.

What will be her task?

- With the formation of the new government last year, the competences of the Austrian foreign ministry have been extended to matters of “integration”. For this purpose this does not mean EU integration, but rather integration of foreigners living in Austria.

Part of our efforts to improve conditions for successful integration is the establishment of a so-called “culture of welcome”. We would like to reach out to people who come to Austria to work and live there. And this should be done the sooner the better, ideally already in the countries of origin.

- I think the biggest asset in Austria’s public administration is its professionalism and continuity. The institutions by and large function irrespective of changes of or in government, and there is less inclination to defer every decision to the political level. And, despite a rather complex federative set-up, the vertical separation of power works well: local decisions are taken at local level.

■ Austrian experts are engaged in the project of reconstructing the Danube region in the context of the Danube Strategy.

How would you rate the progress of this work?

- The Austrian Development Agency was chosen, thanks to its con-

vincing know-how, as the implementing agency for a €20 million EU project for the socio-economic development of the Serbian Danube region.As I could see at a recent trip to Veliko Gradište and Golubac, works there are already underway. This project, which Austria contributed a million euros to bilaterally, is a landmark project in the framework of the EU Strategy for the Danube Region; although tourism is not its only objective, the project will in particular also help boosting the attractiveness of Serbia as a tourist destination.

- Both official and private institutions, and indeed many individuals, in Austria reacted promptly in an effort to help people in distress after the devastating floods. The government donated half a million euros and Austrian civil protection units were among the first to arrive in the area.

In addition, regional governments, in particular also the City of Vienna, humanitarian organisations and private donors – among them many Austrian enterprises active in Serbia – contributed with donations in cash and in kind worth several million euros, in order to help recovery from the floods.

And it should not be forgotten that Austria is also contributing through its share in funds of the EU, which is by far the largest provider of assistance to the victims of the floods.

■ This year has proved slightly challenging for relations between the two countries, due to the commemoration of the centenary of World War I and renewed debate on the role of Serbia in this happening. What are the main messages that we can draw from those events today?

- I would not say that this year of commemoration was particularly challenging for our relations, quite to the contrary: under the slogan “remembering history – creating the future”, our embassy organised a series of events with a focus on what unites us, and not on what has divided us. Special mention should be made of a jointly prepared and organised exhibition about the ups and downs of Austro-Serbian relations in the decades prior to the First World War. We, thus, showed that it is perfectly possible to address such a seemingly controversial subject in a joint approach with our Serbian counterparts, to whom we are very grateful for this cooperation. ■

- The last years were not easy and, unfortunately, the economy in Southeast Europe has not returned to its pre-crisis growth rates.

We would like to see trade growing more and Serbian exports to Austria have shown a positive development, something which can partly be attributed to an increase in car exports. But let me also emphasise that Austrian companies do not solely look at a single quarter or just one year. Austrian companies are not only doing trade with Serbia, they are the biggest foreign investors in Serbia – and you do not become the biggest investor when you have only a short-term perspective. Our companies do have a long-term perspective and they are here to stay.

■ Do you think that in the past year Serbia has heeded your advice to promote itself as a modern country and not a country linked to its past; and is it now possible to recognise the new Serbian brand in the investment community?

■ What kind of interest is there among Austrian companies when it comes to the new wave of privatisation in Serbia?

- There is interest, but, as with all foreign investment, it is not unconditional. Potential investors ask existing investors about their experience and make their moves accordingly.

Existing investors can actually be the best advertisement for new investment: when an investor is happy, he will share his experience and encourage others. Needless to say, and as every company knows, this concept works both ways. In other words: an unhappy customer/investor will talk about his experience as well, and as research shows, he or she will do it several times more often than a satisfied customer.

■ How satisfied are Austrian investors today when it comes to the conditions for doing business in the country?

■ How satisfied are companies from Austria when it comes to the qualifications and expertise of the workforce in Serbia?

- I mentioned our own business survey, and if I also look at the various other existing international surveys I am afraid I have to say that investors see quite some room for improvement. What matters more is that the criticised issues have remained practically the same over the past few years: not enough rule of law, too much bureaucracy, too much red tape, a need to reform several laws, notably the bankruptcy law or the law on construction, and more concrete efforts and results in fighting corruption. On a positive note, I am content that Serbia finally has a new labour law, a law which might not be perfect, but is still an improvement compared to the previous one.

Investment in general is something a country does not receive as a gift, but rather something a country has to earn. Investors compare countries, because they need to make money and

- In my experience, an image of a country is often the first step towards investment or non-investment. Simply put: do you think of a country as a possible investment destination and start to analyse it? Or do you quickly disregard it as the first associations which cross your mind are more on the negative side?

I am not in a position to advise Serbia what it should or should not do.

What I can say is that some neighbouring countries promoted themselves on a broader scale and that those campaigns, with their slogans and TV ads etc., certainly helped to sharpen their profile abroad. Shaping and changing an image or a perception does take time and multiple efforts, as every marketing person will tell you.

- From our experience, Austrian companies do appreciate the Serbian workforce. The quality and availability of skilled workers are regularly ranked fairly high in our annual survey of Austrian companies in Serbia. ■ How would you assess the macroeconomic situation and government plans to achieve fiscal consolidation?

- The catastrophic floods that hit Serbia in May this year have certainly influenced the significant slowdown of the country’s economic recovery. Furthermore, they have also influenced the expectations for 2015 in the way that we are

still waiting for some positive signs on the horizon. In line with this, measures aimed at establishing a better balance of public finances are considered necessary, while next year is seen as the year of major fiscal changes.

Despite the current atmosphere around austerity measures, my opinion is that they should be observed from a broader perspective of structural reforms, with which the government is trying to improve the business climate in the country. These measures are a solid foundation for future economic growth and I am fully convinced that their implementation will help close the gap between the country’s potential and its possibility to attract new domestic and foreign investments.

■ Loans to corporations, entrepreneurs and citizens in late August amounted to RSD 2.11 billion, up 1.2% on the end of July, but down by one per cent on the beginning of the year, when the Association of Banks of Serbia (UBS) said that the economic sector’s ability to borrow was dwindling. How would you comment on those numbers?

- Although Serbia is one of the few countries which, despite of the crisis, marked an increase in lending in the period from 2008 to 2012, in the last two years we are witnessing negative market development in terms of overall lending volumes, especially in the corporate sector.

On the other hand, although lending activity among retail clients is marking an increase from the beginning of this year, there is a tendency that difficult market conditions will also have influence on future trends on this category when it comes to indebtedness.

The mentioned credit drop in Serbia is the consequence of a lack of growth in the economy, both in terms of investment and/or consumption.

However, when our bank is concerned, the drop in loan activity is under the market drop,

demonstrating that, despite the lack of credit worthy demand, UniCredit Bank is managing to find suitable clients and thereby showing commitment and determination to support the expected future development of Serbia and the financial needs of its customers.

■ Payments of instalments were late for 22.5% of corporate loans and 17.8% of loans to entrepreneurs, while this figure is 6.1% for private citizens. How does that impact on the bank’s policy with regard to interest rates on loans and the conditions under which loans are approved?

- We cannot neglect the fact that the level of NPLs in Serbia is among the highest in the region. This is a very serious problem, the resolution of which the players on the local banking market are exerting a lot of effort to achieve, and an issue which requires synchronised action from both regulators and commercial banks.

- When talking about our results so far, taking into consideration the overall slowdown in lending activity, as well as the impact the catastrophic floods had on the country’s economy and citizens, we can be quite satisfied. We are working on maintaining our level of profitability and achieving the planned budget for this year,which is not an easy task. However, as a positive indicator of our efforts, we see a slight increase in operative profit even though regulatory expenses are much higher compared to the previous year.

■ You recently announced that the bank will be much more focused on the SME sector. What do you have to offer entrepreneurs?

From my perspective, it is crucial to get closer to the customer in order to find out what their real needs are. Only if we have in-depth knowledge of their business can we create a tailor-made product and services.

Last but not least, I would like to mention the Subsidised Loans Programme, which has helped reverse the lending drop since the

■ There are three newcomers to the Serbian banking sector: one Turkish bank, a bank from the UAE and Telenor Bank. How will this impact on a market that already has a lot of banks competing for (almost) negligible profit?

- The entrance of new players on the market can be only perceived as positive, since it is influencing the increase of competition and innovation, which both lead to an increase in the quality of services.

As only one of the examples, I would like to mention telecommunication companies that are only one of the industries that have entered the Serbian banking sector. These companies have a large number of clients, but also a strong IT infrastructure that is very important for payments. By entering the market, the level of competition in terms of electronic services offered on the market has increased, which certainly lead to further alignment of both ebanking and m-banking services with technological innovations. ■

TOURISM The tourism and leisure industries play a major role in Austria’s economy. According to the latest data from Statistics Austria, tourism income from foreign guests amounted of €17 billion; tourism income from domestic guests reached €15.1 billion and average duration of stay (overnights) was 3.6.

HOUSEHOLD INCOME Austrian private households have a median household income of €32,843 a year, while 10% of households have less than €12,644 and 10% have more than €70,763 p.a. at their disposal.

Around four million employees earned €25,373 in 2012. The median net annual income in 2012 was €18,842 (women: €15,221, men: €22,374).

SPORTS Supporting sports is a socio-political mission that Austrian Lotteries has been fulfilling since 1986. During the past 27 years, a total of €1,149 million has been contributed to the special federal funding of sports. In addition, the Federal Government makes €80 million – taken from the tax payments of the licensee – available to the funding of sports on an annual basis.

ince the year 2000, bilateral relations between Serbia and Austria have been highly intensified at all levels. Significant Austrian investments in the economy are a reflection of the overall improvement of bilateral relations.

The dominant form of market cooperation between Serbia and Austria is retail trade, while in export flows processing also stands out, operations after processing and turnover in free zones. Commodity exchange has recorded nearly constant growth from year to year, but its level still does not reflect the needs of the markets of the two countries.

Austria is the leading investor in Serbia for the 2000-2010 period, and since 2000 the Austrian government has set aside significant financial resources to help the implementation of projects and programmes at the regional and local level.

opment of bilateral economic relations (on scientific and technological cooperation, avoidance of double taxation with respect to taxes on income and assets, on development cooperation, on cooperation in the field of agriculture and forestry, on mutual protection and encouragement of investments, etc.).

According to data from the National Bureau of Statistics, the total trade exchange between Serbia and Austria in 2013 amounted to $1 billion, marking an increase of seven per cent compared to the previous year, when it stood at $936 million. Serbia’s foreign trade exchange had a deficit of $257 million. Serbia exported to Austria in 2013 goods worth $371 million.

Exports were 30 per cent higher than in the previous year, when it stood at $282 million.

Mostly exported from Serbia are electrical machinery, apparatus and appliances; road vehicles; metal products, iron and steel; grains; vegetables and fruits, and miscellaneous finished products. Last year’s imports from Austria amounted to $629 million, a decrease of four per cent compared to 2012. Serbia mostly imported medical and pharmaceutical products; fertilisers; electrical machinery, plastics, appliances and devices; paper, cardboard and paper pulp products; iron and steel and various products for human consumption.

Exports will continue to be the main driver of the upswing this year, benefitting from the gradual recovery in the Eurozone and the moderate improvement in the global economy

ustrian GDP growth will accelerate to 1.9% and 2.1% in 2015 and 2016, respectively, being increasingly supported by domestic demand. HICP inflation is expected to decrease to 1.8% in 2014 and to 1.7% in 2015. According to the forecast, inflation will also remain moderate in 2016 (1.9%). “The prospects for the Austrian economy remain unchanged against the December 2013 outlook,” OeNB Governor Ewald Nowotny said. “However, due to the Ukraine-Russia crisis, there are downside risks to the forecast.”

Private sector investment, which decreased in 2013, will revive on the back of necessary replacement investment, a more favourable sales outlook and improving sentiment. Amid persistent uncertainties, the growth of plant and equipment investments will remain fairly modest. At the same time, the uptrend in housing investment is expected to continue as funding conditions remain benign and house prices continue to rise. Lower inflation, continuously high employment growth and higher income growth on the back of the economic recovery, will all contribute to a steady increase in real disposable household income from 2014 to 2016. As a result, real private consumption is expected to grow by 0.7% in 2014, 1.0% in 2015 and 1.4% in 2016.

vious years on the Austrian labour market, both labour supply and employment continue to grow markedly. Therefore, the unemployment rate (Eurostat definition) is expected to remain broadly stable at 4.9% to 5.0% over the forecast horizon. This makes Austria the country with the lowest unemployment rate in the EU. Price growth will continue to lose momentum as energy and commodity prices decline.

HICP inflation will consequently drop further, reaching 1.8% in 2014 and 1.7% in 2015. As the economy gathers pace, inflation is expected to edge up to 1.9% in 2016.

The Austrian general government budget balance (Maastricht definition) will deteriorate temporarily to –2.5% of GDP in 2014, due to additional bank support. In 2015 and 2016 the budget balance will improve to –1.2% and –0.7% of GDP, respectively. The government debt ratio (based on ESA 95) is forecast to increase to 79.2% of GDP in 2014, mainly because of the restructuring of Hypo Alpe-Adria Bank International AG. The government debt ratio will fall to 75.3% of GDP in 2016. The OeNB expects additional fiscal consolidation of a quarter of a per cent of GDP will be necessary to enable Austria to meet the structural deficit target of –0.45% of GDP, agreed upon with the EU. The good news comes on the back of relatively weak growth in 2013 when, according to

RELATIONS The cultural exchange between Austria and Serbia, including the exhibition “Beleške burnih odnosa” (Notes of a tumultuous relationship), are among the many examples of art making relations between two countries even deeper and better than they already were.

When links are broken due to crises, artists are usually the first to build the bridges again”.

- After more than four years living in Serbia, I am pleased to be able to say that in the minds of most of my Serbian friends Austria is seen as a neighbouring country, although geographically it is not. The Austrian Cultural Forum Belgrade has a mandate to present an innovative and contemporary face of Austria that is usually not in accordance with the existent clichés. The best envoys to deliver such messages are young, emerging artists. We particularly seek to encourage all sorts of artist-in-residence programmes, where the artists coming from Austria have a chance not only to visit Serbia, but to spend some quality time emerged in professional life here, establishing networks with Serbian cultural actors. Those artists usually come back to Austria as the best “ambassadors” of Serbian culture and they also inspire others to come. Such newly formed networks usually result in a most fruitful exchange, with various cultural events in both countries.

As you may have noticed, we have a separate institution specialised only in language teaching – that is the Austrian Institute in Belgrade. Then we have Austrian libraries that are hosted and run by local institutions (by the University Library in Belgrade and by Matica Srpska in Novi Sad). We have lecturers dealing with educational issues. We are here to provide advice and sometimes logistics or financial support for all our kindred institutions, but we have our own focus.The Austrian Cultural Forum Belgrade has a main mandate to support the presentation of contemporary culture and science from Austria

- We place a major emphasis on partnerships with local cultural actors. It is already known to our partners that our goal is not to merely impose and present what we want. We prefer having a dialogue; we prefer responding to the needs of local professionals and the public. When we plan projects, we always have thorough consultations with potential local partners and try to find common ground. This also applies when budget issues are concerned and we do not necessarily expect a financial contribution from our partners in projects – often they just provide a venue or other facilities; we just have the principle not to cover everything, because then you must have doubts about the ownership of the other side. We are lucky to have considerable flexibility when it comes to our own administration, so we can always find a way to direct our support where it’s most needed.

FROM THE OPPENING OF THE EXHIBITION “NOTES ON A TUMULTUOUS RELATIONSHIP – AUSTRIAN-SERBIAN RELATIONS FROM 1836 TO 1914,”

With its original concept, this exhibition seeks to present all the complexity, multiplicity and intensity of relations between Austria and Serbia, which it most commonly views through the prism of the outbreak of World War I in 1914, when those relations reached the lowest point in their history. The exhibits featured bear witness to the complex relations between the two nations, which, in addition to the political context, had a much deeper cultural interplay.

“After two catastrophic world wars, we can now conclude that wars do not resolve conflicts but rather usually result in new ones. It is on the basis of that knowledge that the European Union has been built, of which Austria has been a member for nearly 20 years. It represents a peace project and an attempt for conflicts between member states to be resolved in a peaceful manner,” said Austrian Ambassador to Serbia, H.E. Johannes Eigner.

He added that the exhibition shows a broader perspective, and not just the painful events of 1914, because, as he noted, “if we scratch a little deeper, we will find a number of elements that connect Serbian and Austrian history.”

After a tumultuous history, today’s relations between Austria and Serbia are stable and allinclusive. This is the conclusion of the exhibition "Notes on a Tumultuous Relationship – AustrianSerbian relations from 1836 to 1914,” which was presented in September at Belgrade’s Residence of Princess Ljubica

This exhibition should provide evidence that two countries which have been repeatedly separated by history can find a future in the EU and can even learn something on the basis of their historical errors.

Assistant Professor Hannes Leidinger from the University of Vienna, Dr Danilo Šarenac, Research Associate at the Institute for Contemporary History, and Vladimir Tomić, senior curator of the Museum of the City of Belgrade, tried to use the exhibition, as well as the supporting elements, and a very comprehensive catalogue, to show precisely this dimension of densely interwoven, close, but at the same time complicated, relations between the two nations.

“Austria was the first major force to send its official diplomatic representative to the Principality of Serbia (1836), and in that time a significant number of educated Serbs from Austria crossed into the service of Serbia,” said Vladimir Tomić, senior curator of the Museum of the City of Belgrade and one of the authors of this exhibition.

Diplomatic relations between the Austrian Empire and the Principality of Serbia under the administration of the Ottoman Empire, led by Miloš Obrenović,

began in September 1836.

Tomić also pointed out that we should not forget that in the first half of the 19th century Serbs from Austria were the pillars of the modernisation of the Serbian state and society, and that among them were teachers of the Lyceum, today’s Belgrade University, and members of the Society of Serbian Literacy, today’s Serbian Academy of Sciences and the Arts.

In the lounge under the arches of Belgrade’s Residence of Princess Ljubica (Konak Knjeginje Ljubice), documentary material is exposed, as well as works of painters Paja Jovanović, Stevan Todorović and Pavle Simić – representatives of Serbian academic realism. Also presented are little-known facts, such as the fact that in 1854 Anastas Jovanović made the first stereoscopic images of Vienna, or rather photo camera shots without a tripod, or that Paja Jovanović painted as many as 15 portraits of Emperor Franz Joseph, one of which decorates the chambers of Schönbrunn Castle, where the emperor spent most of his life.

The exhibition is the result of cooperation between the Austrian Embassy in Belgrade, the Institute of Contemporary History and the Museum of the City of Belgrade. ■

Austrian Kaffeehäuser (traditional coffee houses), especially those in Vienna, are places where artists, politicians, bohemians and army officers once convened to read, philosophise, play chess and engage in intellectual duels while sipping carefully brewed cups of coffee. Today they are a must for every visitor to Vienna

he tradition of the Viennese Coffee House Culture goes back to the late 17th century and is given distinction to by a very specific atmosphere. As the story goes, when Vienna was liberated from the second Turkish siege by a Polish-Habsburg army in 1683, the victorious allies captured numerous sacks of coffee beans they initially mistook for camel feed. A wise Polish army officer, understanding the actual value of these beans, is said to have asked King John Sobieski for the coffee bags, which enabled him to open up the first coffeehouse in Vienna - consequently establishing

the long tradition of the Viennese Kaffeehaus.

Typical for Viennese coffeehouses are marble tables on which the coffee is served, Thonet chairs, boxes (loges), newspaper tables and interior design details in the style of Historicism.

Guests can choose from the selection of meals and drinks from early morning, at 6am, until midnight, while sometimes also enjoying readings and musical soirées. The coffeehouses are a place “where time and space are consumed, but only the coffee is found on the bill.”

Despite every Kaffeehaus being different, certain traditions are honoured everywhere. For example, if you order a single drink you can stay at the Kaffeehaus as long as you like, making it a viable second home. A useful rule of thumb: the more newspapers, games and regulars, the better the Kaffeehaus.

network and services. The third mobile operator in Serbia, VIP, began its operations on 8th June 2007. Together with national roaming, VIP has full coverage in Serbia. This company hired 300 top, young, highly educated experts in Serbia, mostly in engineering, sales, finance and marketing. Vip mobile started its activities in Serbia after just six months, which is among the fastest start-ups in the world.

Today Vip mobile has over two million customers, along with a strong growth tendency. Over €800 million has been invested since the company’s founding in 2006, making Vip mobile the largest greenfield investment in the country.

OMV entered the Serbian market in 2001. With its headquarters in Belgrade, OMV Serbia currently has 61 petrol station and a market share of 12% in Serbia. OMV filling stations in Serbia were the first to introduce the most advanced environmental protection safety standards. In the fields of the machine, chemical and food industries, the following Austrian companies are present in Serbia: Henkel, ATB, Tondach, Knauf, Wienerberger, Asamer Wietersdorfer/Lafarge, Rauch Saefte and others. In the retail area there is furniture retail chain Kika, while in the domain of real estate a notable investment has been made by Austrian insurer Vienna Insurance Group (VIG) in the construction of the VIG Plaza business centre.

The engagement of Austrian companies in Serbia is characterised by good examples of privatisation, such as the purchase of 70% of the share capital of Kruševac-based Merime for €14.5 million in 2002 by Austria’s Henkel. In 2007

In 2004 Austria’s ATV Group bought company Sever from Subotica for around €4 million, in the process committing itself to an investment programme worth €16 million.

The strategic goal of Sever is to increase exports to existing markets in Europe and the Far East, but also to return to the markets of the Middle East.

In 2006 Austrian company Knauf built a new factory for powder products used to manufacture machinery plaster. The total investment amounted to €15 million. This is the first greenfield investment Knauf has implemented in the region.

In the upcoming period economic analysts also expect satisfactory intensity of Austrian investments. Among the most significant investments is the construction of the “Quattro panels” factory in Golubinca near Stara Pazova for the production of prefabricated building elements by Austrian investors Mitropex. This August saw the start of construction of a logistics centre of company Eyemaxx Real Estate, in which around €10 million has been invested. It is expected to be completed by December this year.

Building company Konstruktor Konsalting is responsible for construction. The first tenant is also known: German company Schenker, which will open its own logistics centre in the first building.

According to the announcements of investors, the complex is also expected to include Stara Pazova’s own retail outlet centre. As announced earlier, in 2008 Eyemaxx bought 50 hectares of land in Stara Pazova with a plan to invest €300 million in a business complex on the site.

With mobile operator Vip Mobile as its member, Telekom Austria Group is not only the third service provider on the mobile market, but also Austria's largest investment in Serbia Henkel opened its factory for ceresit, a construction adhesive, in the Inđija industrial zone, with a capacity of 100,000 tonnes. Around €5 million was invested in the construction of the factory, with a total of about €7.5 million invested.The industrial adhesives produced in Inđija are bought by construction companies throughout the region. In 2013 Henkel Serbia opened its Henkel Ceresit factory for the production of powder adhesives and liquid mortar in Inđija, which is part of the Adhesives Technologies division of company Henkel. It produces the latest generation of silicone-silicate (Si-Si) plaster, which Henkel previously imported from its own factories in the European Union. Ceresit silicone-silicate facade plasters represent the latest generation of innovation, contributing to the energy efficiency of insulated buildings, saving up to 40% of the energy within a building.

Austria has a strong interest in establishing and expanding cooperation in the field of environmental protection, energy and energy efficiency. In this regard, Austrian company PORR has built a landfill site in Jagodina and is interested in further developing its business in the field of environmental protection in Serbia. Austrian company Energie Steiermark bought a majority stake in Belgrade’s Beogas. Austria is willing to invest in the construction of new hydropower plants in Serbia and the modernisation of old ones, while some Austrian companies are also interested in the construction of wind farms.

On the central part of this new Belgrade landmark is a 200-metre-tall, slender, elegant pylon. Its 40 supporting inclined cables on each side support the 376-metre-long main span of the bridge, as well as the last 200-metrelong rear span. This unusual structure has an exceptional breadth of 45 metres.

Such dimensions make the bridge over the Sava the world’s biggest bridge with a single pylon and supporting cables. The total length of the bridge, including the coastal area, is 967 metres.

The huge dimensions of this extraordinary structure, and primarily the constrained time frame of just three years, represented a special challenge for construction. Works commenced in October 2008 and the bridge was opened to traffic in December 2011.
