ON-STREET PARKING PRIMER

Parking in Hoboken is much easier if you know the rules and where to go Most streets in Hoboken are designated on one side (the north or west side) as “Resident Permit Parking Only” with a green sign/ white letters, and the other side (south or east side) as “Permit Parking Only” with a white sign and green letters . The remaining streets are typically in commercial areas and designated as metered (time limit) parking . In all zones, street cleaning and temporary/emergency regulations supersede all other regulations . Parking in these zones is regulated as follows:

• Resident Permit Parking Only Zone (green sign/white letters): Sides of streets with this sign posted require vehicles to display a Resident parking permit . In some instances, other permit types are provided exceptions to park on the “resident” side of the street, but these are few and far between . In most cases, the only vehicles parked on the green sign side of streets are resident neighbors . If you do not have a Resident parking permit, avoid the Resident Only permit parking (green sign) side of residential streets altogether unless you are absolutely sure you have rights to park there . Per City Code, all sides of streets in the city with this designation posted are considered one zone . Since parking conditions are so challenging for residents, HPU carefully enforces this zone with license plate recognition technology; illegally parked vehicles are immediately summonsed and towed .

• Permit Parking Only Zone (white sign/green letters): Sides of streets with this sign posted require vehicles to display one of the various on-street parking permits made available by HPU, including the Resident Parking Permit Without a permit, vehicles must pay for parking through Parkmobile or at a pay station Since parking conditions are so challenging for residents, HPU carefully enforces this zone with license plate recognition technology; illegally parked vehicles are immediately summonsed .

• Metered (Time Limit) Parking Zone: Sides of streets with “Pay Parking” or “Pay at Meter” signs are controlled by metered (time limit) parking regulations . The City utilizes over 220 multi-space parking meters (“pay stations”) to make parking in the metered parking zone more convenient and less confusing . Simply pay by coin, bills (where applicable) or credit/debit at the nearest pay station (no need to display your receipt curbside on your dashboard) . Please note that there is a 2 hour metered parking maximum throughout the entire city during effective hours (typically 9am to 9pm, some exceptions exist so please confirm by reading the signs), so moving a car to another space or street with the same designation after 1 hour and 59 minutes means there is still only one minute left to park at a meter in Hoboken that day For longer durations, please consider parking in one of our municipal parking garages Overnight parking when meters are no longer in effect is free (9pm to 9am in most areas, confirm by reading the signs).

• Other parking regulations: In a dense city, there is a need to make space for various other uses or safety precautions In addition to the requirements for parking zones described above, please be cognizant of state and local parking laws and signage respective to street cleaning, temporary/ emergency access, crosswalks, stop signs, bus stops, fire hydrants, loading, handicapped, Corner Cars, and driveways .

DOING BUSINESS WITH HPU

The easiest way to do business with the Hoboken Parking Utility (HPU) is to create an account using HPUOnline and apply for available products online wherever and whenever you want . HPUOnline was recently launched and makes a wide range of HPU products and services available to the Hoboken community without the hassle of coming in to City Hall . The following list summarizes the various products/services available from HPU, their fees and whether or not they are available using HPUOnline If an item is not yet available with HPUOnline, or if you prefer to conduct your transaction in person, you are welcome to visit our offices on the Ground Floor of Hoboken City Hall at 94 Washington Street, Hoboken, New Jersey 07030 . TEMPORARY NO PARKING SIGNS

Temporary No Parking Signs (TNP) are for commercial vehicles involved in moving, construction activity, special events, or large deliveries. Residents or businesses can purchase TNP signs to reserve specific onstreet space in 4, 8, 12, and 24-hour increments according to the following pricing:

RESIDENT PARKING PERMIT

How do I get a Resident Parking Permit?

You can apply online with HPUOnline or you can visit our offices at City Hall. There are two steps to getting a Resident parking permit. Step 1 is to establish yourself as a resident in Hoboken. Step 2 is to demonstrate that you are the owner or primary user of the vehicle for which you want to get a permit.

 STEP 1 – PROOF OF RESIDENCY

The only documentation accepted for Resident Permit Step 1 is a valid New Jersey driver’s license with a legal Hoboken address . If you do not have this, you may qualify for a Temporary Permit while you get your license or address changed with NJMVC .

(Note: If an address change decal has been affixed to the driver’s license, additional proof-of-residency documentation is required . This documentation is the same as Temporary Permit: Step 1)

 STEP 2 – PROOF OF VEHICLE OWNERSHIP | USE

The documentation accepted for Resident Permit Step 2 is:

• A current New Jersey registration with the same name and Hoboken address as the driver’s license used in Resident Permit: Step 1; or,

• A current New Jersey registration with the same name and Hoboken address as the driver’s license used in Resident Permit: Step 1, and proof of insurance with the same name and Hoboken address as the driver’s license used in Resident Permit: Step 1 if an address change decal has been affixed to the registration card; or,

• A valid vehicle registration in a company’s name, a current pay stub with the company’s name and the name of the individual seeking a residential permit from Resident Permit: Step 1, and a notarized letter from the fleet manager or other responsible company authority indicating that the specific vehicle has been issued to the individual seeking a residential permit for business and personal use; or,

• A valid New Jersey vehicle registration in a leasing company’s name, proof of insurance with the same name and Hoboken address as the driver’s license used in Resident Permit: Step 1 .

HOW TO RIDE THE HOP Where the Bus Stops

Buses will stop at any intersection along the route when flagged. Please note that buses will cross the intersection before stopping . Please wait on the far side of the intersection .

Boarding the Bus

As the bus pulls up to the stop, be sure to read the sign on the front and side (“Red Hop”, “Blue Hop”, or “Green Hop”) to check that the bus will take you where you want to go . Stay on the curb until your bus stops and the doors open . All buses are accessible to customers who use wheelchairs .

The best part about the Hop is that it’s FREE!

For Your Safety Please keep your feet, packages and personal belongings out of the aisles . Please do not put your personal belongings on a seat that can be occupied, especially when the bus is crowded .

Getting Off the Bus

The bus will stop at any intersection along its route, if requested To notify the bus driver when you wish to exit the bus, simply pull the stop request cord that runs along the upper part of the windows .

To keep Hoboken streets clean and citizens healthy, Environmental Services manages city wide garbage, recycling, and bulk removal programs The Department also coordinates with the Hudson County Improvement Authority to provide drop off days for household hazardous materials twice per year All items for collection should be placed curb side after 7:30 pm, or after 9 pm in the Limited

GARDEN & YARD WASTE

Place at the curb after 7:30 pm (9:00 pm for Washington Street) on Thursday night Separate leaves, grass, weeds and branches . Tie in bundles, or leaves may be put in transparent bags or special paper bags available at the DropOff Center

Note: these materials are picked up early Friday morning by a different crew than picks up regular single stream recycling .

METAL FURNITURE AND APPLIANCES

Place at the curb after 7:30 pm (9:00 pm for Washington Street) on Thursday night

Metal Furniture: Metal file cabinets, desks, bed frames, etc.

Metal Appliances: Remove doors from refrigerators, washers, dryers and stoves . Hot water heaters, air conditioners and small metal appliances are also accepted You could get paid for recycling that old appliance! Before placing it at the curb, see if you are eligible for a $ rebate through the New Jersey Clean Energy Program

NON-METAL FURNITURE

Non-metal furniture and mattresses can be disposed of with regular garbage Non-metal furniture with metal parts (example: upholstered chair with metal or wood legs, or a sofa bed) should be disposed of with regular garbage . For additional options to dispose of mattresses, visit Mattress Clarity

LIGHTING FIXTURES

Lamps and lighting fixtures should be disposed of with regular garbage . Incandescent light bulbs should be disposed of with regular garbage. Compact fluorescent (CFL) bulbs should be recycled at a home improvement retailer
