2022 City of Coral Springs Business Survey Executive Summary

Purpose and Methodology During January of 2022, ETC Institute administered a survey to businesses in the City of Coral Springs. The purpose of the survey was to gather feedback from Coral Springs business owners and senior managers to identify ways improve the quality of City services. The survey was administered by mail and Internet to a random sample of 300 businesses in the City of Coral Springs. The overall results of the survey have a precision of at least +/-5.6% at the 95% level of confidence.

Major Findings SATISFACTION WITH CITY SERVICES Overall Satisfaction with City Services. Forty-six percent (46%) of the businesses surveyed felt the quality of City services was higher than their expectations; half of the businesses surveyed (50%) felt the quality of City services was meeting their expectations, and only 4% felt the quality of City services was below their expectations. Satisfaction with Specific City Services, Departments or Programs. Three-fourths (75%) or more of the businesses surveyed were “satisfied” or “neutral” with all 15 of the City services, departments or programs assessed on the survey. The City services, departments, or programs that businesses were most satisfied with, based upon the combined percent of businesses who were “very satisfied,” “satisfied” or “neutral” were: • • • • •

Emergency Paramedics (100%) Building Division Call Center (100%) Police Department (98%) Fire Inspection (98%) Business Tax (98%)

Satisfaction with City Customer Service. Most (96%) of the businesses surveyed rated the City’s customer service as “very good” or “good;” only 5% of businesses rated the City’s customer service as “poor.”

Satisfaction with City Efforts to Improve Coral Springs. Businesses were asked how satisfied they were with the City’s efforts to improve various aspects of the City of Coral Springs. The items that businesses were most satisfied with, based upon a combination of “very satisfied,” “satisfied” or “neutral” responses were: • • • • • •

Maintain aesthetics and tree canopy (98%) Provide lighting in commercial areas (98%) Support environmental and sustainable efforts (97%) Clean city streets and public areas (97%) Attract new businesses to Coral Springs (97%) Retain existing businesses in Coral Springs (97%)

Satisfaction with City Codes. The City codes that businesses were most satisfied with, based upon a combination of “very satisfied,” “satisfied” or “neutral” responses, were: • • • •

Requirements for proper business appearance maintenance (92%) Paint color regulations (92%) Landscaping codes (90%) Zoning codes (90%)

IMPORTANCE OF CITY SERVICES The three City services, departments, or programs that businesses felt were most important to their organization, based on the sum of their top three choices, were: • • •

Business Tax (37%) Police Department (35%) Fire Inspection (32%)

OVERALL PERCEPTIONS OF THE CITY Satisfaction with Various Items That Influence Perceptions of the City. Businesses were asked to indicate how satisfied they were with various items that may influence their perceptions of the City. The items that businesses were most satisfied with, based upon a combination of “very satisfied,” “satisfied” or “neutral” responses, were: • • • ETC Institute (2022)

Ratings of the Physical Appearance of the City. Seventy-five percent (75%) of the businesses surveyed rated the physical appearance of the area where their business is located as “excellent” or “good;” 21% rated it as “average,” and only 4% rated it as “poor.” Reasons for Moving to Coral Springs. When asked to indicate which issues they felt were most important in their decision to locate their business in Coral Springs, the items that businesses identified as most important, based upon the combined percentage of “extremely important,” “very important” and “important” responses, were: • • • • • •

Low crime rate (97%) Attitude of local government toward business (96%) Telecommunications/utilities/other infrastructure (94%) Ease of travel by car on major City streets (94%) Overall image of the City (93%) Level of taxation (91%)

Reasons Business Will Stay in Coral Springs for the Next 10 Years. The top reasons businesses indicated that they would stay in Coral Springs for the next 10 years, based on the sum of their top three choices, were: • • •

Low crime rate (57%) Overall image of the City (44%) Level of taxation (31%)

PERCEPTIONS OF THE CITY AS A “BUSINESS FRIENDLY” COMMUNITY Likelihood of Recommending the City as a Business Location. Most (95%) of the businesses surveyed were “very likely,” “likely” or “somewhat likely” to recommend Coral Springs as a business location to friends, family and co-workers; only 5% were “not likely” or “not likely at all” to recommend Coral Springs as a business location. Ratings of the City’s Business Atmosphere Compared to Two Years Ago. Forty-two percent (42%) of the businesses surveyed felt the City’s business atmosphere was “better” compared to two years ago; 49% of the businesses surveyed felt the City’s business atmosphere was the same compared to two years ago but felt it was “good,” 3% felt it was the same compared to two years ago but that it was “poor,” and 7% felt it was “worse” compared to two years ago.

Ratings of the Labor Pool in Coral Springs. When asked to rate the labor pool in Coral Springs, the items that showed the highest positive ratings, based upon a combined percentage of “excellent,” “good” or “average” responses, were: • • •

Productivity of the workforce (90%) Quality of labor (86%) Attitude of employees (85%)

COMMUNICATION Use of the City’s Websites. Fifteen percent (15%) of the businesses surveyed indicated their organization had used both the City of Coral Springs website and the Economic Development website; 36% had used only the City’s website, 2% had used only the Economic Development website, and 48% had not used either website. Satisfaction with Various Communication Services. The communication related services that businesses were most satisfied with, based upon a combination of “very satisfied,” “satisfied” or “neutral” responses, were: • • •

Best Ways to Communicate With Businesses. The top three ways that respondents felt it would best for the City to communicate with businesses were: emails (75%), direct mail (51%), and the City website (31%). Overall Ratings of City Communication. Eighty-five percent (85%) of the businesses surveyed rated the City’s communication with businesses owners and managers as “very good” or “good;” 13% rated the City’s communication with business owners and managers as “poor” and 2% rated it as “very poor.” PROPERTY TAXES How Property Taxes Compare to Surrounding Communities. Twenty-eight percent (28%) of businesses felt the City’s property taxes were “about the same” compared to surrounding communities; 36% felt property taxes were higher compared to surrounding communities, 2% felt they were lower and 34% did not know. Ratings of the Amount of Property Taxes. Businesses were asked to indicate their agreement with various statements regarding the amount of property taxes they were paying in relation to the quality of City services they were receiving. The results are provided below: • • • •

29% of the businesses surveyed felt property taxes were just right for the amount and quality of City services they were receiving. 28% of businesses felt property taxes were too high for the quality of City services they were receiving. 15% of businesses felt property taxes were high, but felt the City was providing more services at a higher quality than expected. 28% of businesses were unsure.

OTHER FINDINGS •

The City services, departments or programs that businesses used most often were: Business Tax (75%), Fire Inspection (53%), Water Billing (32%), Trash Collection Services (32%), and Building Division Permits (29%). The City services, departments or programs that businesses used least often were: Police Traffic Enforcement (4%), Fire Suppression Services (4%), Emergency Paramedics (9%), and Building Division Call Center (10%).

More than half (55%) of the businesses surveyed reported that they would know who to call or where to go if they had a complaint or comment about City services, 34% did not and 12% were unsure.

Eighty percent (80%) of the businesses surveyed thought their business is “very prepared” or “prepared” to meet the needs of changing industry as a result of COVID-19 and similar challenges that may occur in the future; 17% were “neutral” and only 4% felt their business was “not prepared.”

Seventy-four percent (74%) of the businesses surveyed indicated that they expect their business to grow in light of COVID-19 in 2022; 2% indicated their business plans to lay off employees, and 24% anticipated other plans for their business in light of COVID-19.

Bad experience in Sam's Club parking lot. Police sided with the driver who was not telling the truth. Called the trash company in June of 2020 to change my services and in Nov of 2021 was when it was changed. Code compliance I use regularly to report garbage cans and bulk trash out before it is supposed to. The amount of cans left out by the street is mind blowing. Code compliance is looking for to find little minor things to write up and work against the interests of the property to maintain and keep a safe attractive property. Construction materials are stored in a warehouse that gets inspected. I get a bill and pay, then 4 years later they show I did not pay. Bad record keeping. I ended up having to pay twice. Currently prolong construction. Area to the business has high water when it rains. Don't pick up on time extremely bad service, If Waste Pro, they are terrible Inadequate responses. Training needed in all areas. Can do a lot better. Inspection is very expensive. Business taxes are expensive too. Many times garbage is not picked up. Never see code compliance do anything. Streets are in extremely poor condition. Too many missed pick ups with trash collection. Not consistent Permitting takes a long time. Closed permits are not closed in your records. Speeders on Ramblewood Dr. are rarely held accountable. Trash collection schedule is ignored often. Police need to do more to stop noisy, speeding vehicles Potholes Potholes on Sample Rd & University Dr. going west is terrible. Some areas on University near Riverside still puddle & is dangerous as well as areas on Coral Ridge & Springs Dr. Crime is getting worse and crazy. Street Maintenance never called back concerning repaving our neighborhood. The process of applying was pretty straightforward and everyone I interacted with was very pleasant. The Only part I was a bit disappointed with is the fact that it took more than a week to get my application approved. To be fair, I'm not sure if this is normal procedure due to the pandemic and this was my first time applying for business tax registration. There is construction of roads on all sides of our building at the same time. Trash collection services is not to our standards. Too many missed pick ups. Trash is always overflowing, The Plaza needs pick up everyday. Trying to get extra parking for customers. Waste Pro is a mess. Shut down streets block our deliveries. Customers were jeopardized to come. Waste Pro will tell you what you want hear while talking to them, but does not follow up. We had a vehicle that was vandalized and the detective on the case never returned repeated phone calls. zoning inspection for tile roof takes 2-3 weeks but should only be 24 hours. It takes 5 inspections for one roof.

Have to pay business tax and separate fire tax. Too many charges to conduct a business. I pay $2500 a year as a sole proprietor, just to park my vehicle. City needs to examine the other businesses who do not absorb that cost because they park illegally. I rent in a building that is not maintained very well. I tried to contact the powers that be to find out how to properly dispose of the waste ink and pretreatment that comes out of my machines and no one ever responded. I wish the city could do something regarding people dumping illegally in private dumpsters. However, compared to other cities where we do business in, Coral Springs is one of the least occurrences in this matter. Issue with lack of parking in a shared complex. Landscape codes are not enforced in our area. Zoning for a Popeyes is being build 1000' from our home. Landscaping codes are too rigid. Limited paint colors to choose from. Monopoly on waste removal is too expensive. I would like to see competition. Need a mandatory option for recycling for businesses. Need to help renters so businesses can attract customers with ease. Landlords should be allowed to put name of business in front of property so customers can find with ease. People from neighboring businesses drive through other parking areas or businesses. no one knows where my business is and people looking for the business cause accidents No parking allowed for bucket trucks anywhere in the city. If I am wrong please let me know. Not allowing signage affects businesses. Our business was targeted by the city to take care of specific item, while neighboring properties were ignored and not required to make improvements or maintain a high quality. Also, our stop sign was vandalized and the city was nasty to us about it!

Overall I am very happy with our zoning codes, but I am dissatisfied with a specific zoning code as I have a unique and specific situation. I am a certified ISR swim instructor (ISR = Infant Swim Resource) and own and operate ISR of Coral Springs & Parkland (www.ISRofCoralSpringsAndParkland.com). I teach children six months and older survival swim skills to help prevent childhood drowning in our community. There is a tremendous need and demand for my one-on-one lessons. I would love to have a permanent location for my business, however, I must use residential pools as there is no commercial landlord or management company in our city willing to rent for fear that an indoor above ground pool would leak and flood their building. Plus, it's just me in the business so it's unlikely I could afford an expensive commercial rent. I do what I do to ensure not one more child drowns in Coral Springs. I request zoning that makes it easier for companies like mine that help prevent children from drowning to provide survival swim lessons in residential pools. Please, if we want to more seriously help prevent childhood drownings in Coral Springs, survival swimming lessons for children should be allowed in any residential pool in Coral Springs during daylight hours. Thank you for considering this zoning suggestion. Parking problems People dump their trash all over our back and dumpsters. Property owners should Make their choice of light colors for paint Regulations are strict for both Signage needs to be installed earlier and larger. Trash disposal service is horrible. Maybe if they had some competition? Speaking not as a business owner but as a resident, the zoning requirements, particularly code enforcement, are too restrictive and seem arbitrary. The trash pickup is not good at all. Takes too long to get permits. The parking at Esplande on University & Atlantic Blvd is small & close together. There is always a hit & run or just not enough parking for customers. Too many handicap spots never used. Too picky. too strict Too strict about landscaping codes Too stringent Trash falls out of dumpster. Wish they would pick it up when it falls out. Waste Pro does not consistently pick up, and they skips days. We have all kinds of parking issues with property management, who is in charge for clients & employees. We have illegal dumping in our private dumpster and must pay for extra pick ups. We need more uniformity on Sample Road. Looks old, outdated and messy. We pay large amounts of money to continually maintain our appearance. Others around town need to as well. would like to be able to use banners
