CMEMS IN SUPPORT TO ESTONIAN WEATHER SERVICE

CASE • USE OVE RVIE W

Issuing extreme weather warnings, releasing weather forecast and environmental monitoring is the responsibility of Estonian Weather Service at the Estonian Environment Agency. For this purpose, a local high-resolution 3D hydrodynamic ocean model is run operationally since 2009 using the HBM-EST model. Results are displayed on the Estonian Weather Service web site with forecast including sea level, temperature, salinity, currents and ice conditions. Model results are used for early warnings about extreme marine weather events and for decision support in accident situations as pollutant spill and search and rescue at the sea. The forecast is valuable to the public and private sector in routine applications like routing in ice covered area, recreational background information for the public, sea level changes on shallow areas for small vessels. 3D marine parameters updated on a daily basis gives valuable input to the environmental applications in monitoring the ocean state in Estonian marine waters. HBM-EST model uses the Copernicus Marine Service Baltic Sea model as a forcing at its boundary conditions.

More than one third of the Estonian territory is on the sea. It lays on the Gulf of Finland with a unique sea connection between Europe and Russia. Many activities take place there, starting from tourism to defense. Moreover, the Neva river, i.e. the largest river inflow in the Baltic Sea, is located at the tip of the Gulf of Finland. The Neva River, which goes through large chemical waste storages on the Russian territory, is considered as a major pollution source for the Baltic Sea. It is hence very important to monitor the Gulf of Finland.

DATA.AWI.DE: A ONE-STOP SHOP PORTAL

Over the last 2 decades, the Alfred Wegener Institute (AWI) Helmholtz Center for Polar and Marine Research has been continuously committed to develop and sustain an eResearch infrastructure for coherent discovery, view, dissemination, and archival of scientific data and information in polar and marine regions. Most of the data collected by scientists originates from research activities carried out on a wide variety of research platforms operated by AWI (vessels, aircraft, stations, buoys, moorings, in-situ ocean floor stations, drones, and ocean floor crawling systems). Archival and publishing in the information system PANGAEA along with DOI assignment to individual datasets is a typical end-of-line for most data producers. AWI has built O2A, a generic and cost-effective framework compliant with OGC standards, assuring interoperability at international level. The AWI DATA Portal http://data.awi.de is a key component with its one-stop-shop web interface supporting scientists in the discovery of various types of scientific content associated with AWI research platform. Some CMEMS Ocean Wind satellite data are displayed within this interface.

To date DATA.awi.de brings together metadata on over 1540 expeditions, 1400 sensors, 370000 datasets and data products archived in PANGAEA, 40230 publications and 1740 field reports archived in AWI's publication repository EPIC. In particular, the past expeditions of Polarstern along with the description of the instruments on board are extensively documented.

MSI, the Estonian Marine Systems Institute at Tallinn University of Technology, focuses on studies of the Baltic Sea environment. The University Department of Marine Systems is an education, research and development institution whose competence involves basic and applied research into the Baltic Sea physical and biogeochemical processes. The MSI develops marine information systems and teaches forecasting methods. MSI uses the Copernicus Marine Service Baltic Sea products as a support for teaching at graduate and post-graduate level. For example, graduate students are trained to download 4D datasets from the Copernicus Marine Service for use as input for various tests in scientific computing.

Leveraging of the Copernicus Marine Service in education initiatives has been put in place at the Estonian Marine Systems Institute. A key focus is to develop a pipeline in ocean education that will have a large impact in Europe and internationally. This is particularly important for a number of reasons. There are now environmental issues that we are facing with the ocean that are global and will require a literate public to understand these issues.

It is also particularly important to educate our political leaders.

HIGH RESOLUTION WIND FORECAST TO ASSESS ENVIRONMENTAL RISK CASE • USE OVE RVIE W

EXWEXs is a private company that provides high-resolution wind forecast to answer the oil&gaz, aviation, shipping and defense sectors and their issues related to extreme meteorological and climatic events. EXWEXs also provides routing services for sailing races such as the America cup. In 2017, EXWEXs was the official weather supplier of the team "Emirates team New Zealand" that won the cup. The oil&gaz, aviation, shipping and defense sectors require very accurate wind forecast from the poles to the tropical regions for their exploration and operational exploitation at sea. EXWEXs specialises in high-resolution wind forecast associated to convective system using both data from satellite observations and dedicated innovative model forecast. Convection is one of the major processes driving our weather. Convective structures in the atmosphere are complex to understand and are very hard to forecast at fine local scale. EXWEXs has developed a strong expertise in the understanding and representation of such convective structures which allow to provide an accurate weather forecast system at very local scale.

Convection is one of the major processes driving our weather.

Convection is one cause of rising air in our atmosphere, usually warm air rises above cold air. Convection is the principle motor of cloud formation and circulation on all scales as warm moist air is going upwards and colder, drier and denser air will be sinking downwards. In general, convection is the vertical transport and imply vertical motion. Evidence of convection happening in our atmosphere is seen with the formation and growth of cumulus clouds as well as strong winds and squall lines. Their understanding and physical representation or parameterisation are crucial to allow an accurate local weather and wind forecast.

The Copernicus Marine Service ocean currents, waves and sea surface temperature products from both satellite observations and numerical models are used by EXWEXs to validate their high-resolution wind forecast model. For example, the correlation between ocean waves or swells and ocean surface wind are used to valide their model.

MONITORING INTENSE RAIN EVENTS IN THE MEDITERRANEAN SEA AREA CASE • USE OVE RVIE W

The Mediterranean intense rain events are a recurrent meteorological process taking place in the Mediterranean area, including concentrated rains lasting several days affecting areas as Southern France and Eastern Spain in autumn. Such rain events are highly correlated with the Mediterranean Sea Surface Temperature. As part of the research project VERSUS (http://www.ceam.es/versus), CEAM has built a climatology for sea surface temperature in the Mediterranean Sea to study its spatial distribution and temporal trend. The goal is to provide a relationships between different atmospheric-oceanic variables and heavy precipitation events in the Mediterranean region. CEAM is using satellite sea surface temperature data from the Copernicus Marine Service and other sources in order to daily monitor the sea surface temperature in the Mediterranean Sea. CEAM has developed a new website showing daily map updates from different sources and information on sea surface temperature climatology and trends available http://www.ceam.es/ceamet/SST/. Such information is useful for research, weather/climate forecasting, travel and fishing industries.

One of the mission of the CEAM meteorology and pollutant dynamics department is to characterise the meteorological processes responsible for climate and dispersion and transport of atmospheric pollutants in the Mediterranean area. Main research activities aim at describing the meteorological processes determining climate and atmospheric pollution in the Mediterranean region. The Mediterranean intense rain events are a recurrent meteorological process, with concentrated rains lasting several days affecting areas as Southern France and Eastern Spain in autumn. OCEAN CURRENTS IN SUPPORT TO GLIDERS PILOTING

Unmanned Underwater Vehicles (UUV) are used in oceanography thanks to their low cost and wide range of capabilities, in order to sample water profiles and support in situ ocean monitoring. Gliders are UUV that can change their buoyancy to dive and climb in the water column, describing a vertical saw tooth route. They get an effective but low horizontal speed and as result are strongly sensitive to ocean dynamics. Therefore, an effective path planning is needed to route them using ocean data. The University of Las Palmas de Gran Canaria has developed a smart visualization and piloting management tool (named PINZON-4D), that has been largely tested and exploited in the so-called Challenger glider operations. This smart viewing ocean data tool is based on Google Earth and generates continuous and discretized information about the bathymetry, 3D salinity, temperature and currents. The Copernicus Marine Service IBI and GLOBAL ocean model forecast products are used by the PINZON-4D in real time, and has been extremely useful information during the glider crossing missions.

The first glider expedition that crossed the Atlantic Ocean in 2009 was a glider called Scarlet Knight. It was led by the Rutgers University (NOAA, TWR, IOOS) supported by Puertos del Estado and the Robotic & computational Oceanography Division (SITMA-ULPGC). Eight years later, the Challenger glider completed 6 crossing missions, including the first circumnavigation of the South Atlantic (2013 to 2016). It has now gathered more than 15,000 CTD sampling profiles. It is led by the Rutgers University (NOAA, IOOS, TWR, SITMA-ULPGC) supported by Puertos del Estado (Spain), Marine Institute (Ireland), Univ. of Sao Paulo (Brazil), Univ. of South Africa and the UTM of Western Australia.

PROVIDING FORECAST UNCERTAINTIES WITH A MULTI-MODEL ENSEMBLE CASE • USE OVE RVIE W

Several forecast products of operational ocean forecasting models, including the Copernicus Marine Service Baltic and North West Shelf models are available for the North Sea and Baltic Sea serving as input for a so-called Multi-Model Ensemble (MME), developed by the German Federal Maritime and Hydrographic Agency (BSH). The MME is a supporting tool to assess forecast uncertainties, adding considerable value to the users of the single-model forecasts. Currently, there are 13 operational forecasting models providing 48h-forecasts of the following parameters: 2D salinity and temperature at the sea surface and at the bottom, 2D sea-surface currents, daily vertically integrated water transport across pre-defined transects, and sea-surface height at 24 stations in the Baltic Sea. Ensemble statistics, such as MME mean and standard deviation and differences between each ensemble member and the MME are provided on the NOOS and BOOS (i.e. North West Shelf and Baltic Operational Oceanographic System) website. Further, validation is performed using Copernicus Marine Service SST and in-situ data.

The multi Model Ensemble approach is a common approach in weather forecast meteorology and climate studies, and relatively new in oceanography. Because of incomplete understanding of the physics of the earth system, different models representing weather/climate/ocean processes in different ways are developed providing a source of uncertainty in forecasts. In order to address this source of uncertainty, single projections from several models are used to generate the Multi Model Ensemble.

PROVIDING OCEAN AND SEA-ICE FORECASTS FOR WEATHER FORECASTS IN ESTONIA CASE • USE OVE RVIE W

The Estonian weather service is part of ESTEA (Estonian Environment Agency, http://www.ilmateenistus.ee/). They have various activities, first to provide ice charts during the winter season, secondly to provide severe weather warnings and lastly to operate a high-resolution hydrodynamic model along the Estonian coast. ESTEA uses Copernicus Marine Service products for all three activities. Sea Ice Satellite products from CMEMS are used as input information for the delivery of specific ice charts in the Baltic Estonian area. The Copernicus Marine Service Baltic Sea hydrodynamic forecast model is used to provide extreme values of ocean temperature and sea level in case of extreme events.

Finally, the Copernicus Marine Service Baltic Sea hydrodynamic model is used as a boundary condition for the downscaled Estonian area high-resolution model developed by ESTEA. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions.

SEASONAL FORECASTING AT ECMWF

The European Centre for Medium-Range Weather Forecasts (ECMWF) is an independent intergovernmental organisation producing and disseminating numerical weather predictions to its Member States. The ocean data assimilation system is a crucial component of ECMWF Earth system approach. It produces both real-time and reanalysed ocean states and it relies on the assimilation of conventional and satellite observations. In particular, radar altimeter sea-level anomaly (SLA) data assimilation improves the representation of the seasonal and inter-annual variability of sea level, which is important for extended to seasonal range weather forecasts. In February 2017, ECMWF has concluded an agreement with the Copernicus Marine Environment Monitoring Service (CMEMS) which formalises the terms under which CMEMS provides the Centre with its satellite sea-level anomaly products for ocean data assimilation into ECMWF system.

El Niño is the main source of predictability for year-to-year climate variations and is closely studied by ECMWF and its seasonal forecast experts. The El Niño acts to redistribute heat and precipitation over the globe. It bestows beneficial effects on economies as well as negative effects. In the United States, for example, researchers have estimated that the 1997-1998 El Niño pattern inflicted costs of approximately $4 billion, but was offset by $19 billion in benefits. Many other countries have endured an economical deficit only.

SEASONAL FORECASTING AT MéTéO-FRANCE

CASE • USE OVE RVIE W

Météo-France, the French meteorology agency, provides seasonal forecasts for many applications such as hydroelectric energy production management in Sweden and food security early warning systems in Ethiopia, among many others. Predicting ocean behaviour is essential, especially in the tropics, in order to provide accurate seasonal forecasts. Météo-France modelling techniques are based on ocean-atmosphere coupled models and simulations are performed both in real time and for a long reference period in the past. Patrick Josse from Météo-France says that High quality consistent initial oceanic states are needed, both in real time and over the last 25 years and are provided by the Copernicus Marine Service 3D global model product and also the high quality Sea Surface Temperature satellite product. Those two CMEMS products provide key input for seasonal forecasting activities.

CMEMS Satellite Sea Surface Temperature products used in this application merge data from several satellites. The CMEMS products used provide with global blended (L4 processing level) gridded estimation of the ocean temperature at 10 meter depth, merging the strengths of Microwave (i.e. temporal and spatial coverage) and Thermal Infrared (i.e. high accuracy and resolution) satellite radiometers measurements.

Our ocean models provide key inputs to estimate ocean energy resources to:  Monitor  Evaluate ocean offshore sites energy resources These data are used by businesses researchers and decision-makers.

The modelling method called “Downscaling” allows the Copernicus Marine Service data to be used to develop high resolution coastal models, useful for coastal management.

Using our products, each European Member State can:  Monitor sea water  Notably sea water quality in line with eutrophication in the European Marine areas impacted by Strategy Framework harmful algae blooms Directive (MSFD)
