ATHENEA: PREVENTING AND MANAGING OIL SPILLS

CASE • USE OVE RVIE W

ATHENEA is an integral system for prevention and management of marine pollution from oil operations in offshore and port environment. The system consists of three different modules: Module 1 is an oil spill forecast and backtracking system providing in real time short-term (2-3 days) oil spill trajectories and weathering forecasting and backtracking using the state-of-the-art oil spill model TESEO, developed by IH Cantabria; Module 2 is a Decision Support System providing operability conditions in real time, including warning criteria about the necessity of halting or continuing operations and recommendation measures to reduce the risk of contamination and increase security in the operations; Module 3 is a planning system providing with the probability of contamination for the critical scenarios previously identified. The modules are integrated in a web service that allows the user to run the system in an easy way and obtain rapid information for oil spill prevention and response.

ATHENEA, a pioneering prevention and response system has been installed at three CEPSA refineries: (1) CEPSA Gibraltar, (2) CEPSA Tenerife and (4) CEPSA Huelva. The service is operational from January 2015, providing daily metocean reports for CEPSA operations, since then more than 3000 reports have been provided. The modules are integrated in a web application that allows ports to run the system in an easy way and to obtain rapid information for oil spill prevention and response. The ATHENEA System has already provide its service in real oil spills response situations, in which the ATHENEA System has probe to be a very valuable tool for oil spill responders and decision makers.

The Copernicus Marine Service Iberian Biscay Irish Ocean model produces a near-real-time short-term (5-days) forecast of currents, waves and other oceanographic variables. ATHENEA uses the variable currents to strengthen the modeling of spill´s trajectory during the execution of Module 1.

CMEMS IN SUPPORT TO COPERNICUS MARITIME SURVEILLANCE SERVICE CASE • USE OVE RVIE W

The European Maritime Safety Agency (EMSA) is the Entrusted Entity responsible for delivering the Copernicus Maritime Surveillance service (CMS), in the framework of the Copernicus Security Service. The service is free of charge for authorized users performing operations in the maritime domain. The CMS function areas include: supporting the fisheries control activities, maritime safety and security, law enforcement, customs activities, marine environment monitoring (pollution) and other operations linked to anti-piracy and defense. EMSA delivers the CMS service via a dedicated web-based interface - Integrated Maritime Service (IMS). The IMS integrates a wide range of maritime data from various sources including ship reporting systems and ancillary meteo-oceanographic data from CMEMS, EMODNET and ECMWF. Various parameters such as sea surface temperature, wave height, ocean currents and sea surface height from CMEMS ocean model, including 10-day forecast, are ingested into the IMS tool. The integration of these data sets boosts the usage of the interface and assists the CMS users in assessing a more complete maritime surface picture.

CMEMS IN SUPPORT TO FRENCH HYDROGRAPHIC OFFICE CASE • USE OVE RVIE W

SHOM is the French Hydrographic Office. SHOM supports the French Navy and Government with what concerns maritime knowledge and coastal policies. SHOM develops coastal ocean models. Its coastal service aims at delivering high resolution ocean forecasts in French coastal areas to answer the growing needs from public marine policies and sea users either public or private.

SHOM uses the dynamical downscaling method to obtain high resolution coastal models from lower resolution CMEMS models as forcing conditions. SHOM uses many products from the Copernicus Marine Service 1) as initial and boundary conditions to its coastal model, 2) for data assimilation of satellite temperature and sea level in its coastal model, and finally 3) for its coastal models validation and qualification. SHOM has also developed an innovative online platform as a service called DataShom to distribute SHOM & Météo-France marine coastal forecasts and derived products. Users access 4 day forecasts on key parameters (atmospheric pressure, wind, waves, storm surge, currents, temperature and salinity of the sea water) for navigation and marine activities.

The Shom coastal oceanographic forecast service aims at delivering high resolution forecasts of the ocean state in French coastal areas that will answer the growing needs coming from public marine policies and sea users either public or private : maritime safety, natural coastal hazards, fisheries, seabed mining, pollution, marine energy, tourism, nautical events. Uses could also be far more diverse in transverse applications like radioactive contamination, epidemiology, police investigation and urban planning. The service is expected to support from 500 to 1000 users per day.

IBISAR WEB SERVICE IN SUPPORT TO SEARCH AND RESCUE OPERATIONS CASE • USE OVE RVIE W

IBISAR is a service aiming to provide real-time information of the ocean current forecast available in the Iberian-Biscay-Irish (IBI) regional seas and to assess their performance. It is an automated service helping users to choose the most accurate ocean current prediction. It is a complementary tool for Search and Rescue operations and environmental modelling applications in 3 steps: 1. Simulates trajectories using the available forecast models in the area and period of interest.

2. Compares simulated trajectories vs. real drifters.

3. Scores the available models based on their performance.

IBISAR will be accessible online in November 2019, under subscription, via the IBISAR website (http://www.ibisar.es).

IBISAR will include 3 main elements: i.The regularly updated database of current forecasts and observations. ii.The graphical interface for visualizing data. iii.The Skill Assessment functionality, which computes model assessment and displays easily interpretable metrics of model accuracy.

Government agencies and private companies responsible for Search and Rescue operations, marine pollution and maritime traffic control rely on the most reliable forecasts to accurately predict trajectories of drifting targets to determine an optimal search region. The reliability of the prediction depends on the accuracy of current and wind provided by forecast models, thus requesting an automated model skill assessment service. More than 1500 professionals will benefit from this service. More than 4000 Search and Rescue operations occurred in Spain in 2017.

More than 36000 people assisted in 2017 by the Spanish Search and Rescue (~ 99/day on average).

Ocean model products from four areas (IBI, MED, NWS, GLO are used as target sources. In-situ monitoring products are used as reference source. The main novelty of the service is the integration of HF radar surface currents, one of the new observing platforms.

IMPROVING SONAR COMMUNICATION BETWEEN DEFENCE VESSELS CASE • USE OVE RVIE W

The Defence Materiel Organisation (DMO) under the Dutch Ministry of Defence and the Netherlands Organisation for applied scientific research (TNO) are collaborating in order to improve underwater sonar communications between the Dutch Ministry of Defence?s sea-going vessels. The performance of a given sonar is critical for self protection. DMO and TNO have developed a sonar performance model, the most complex aspect of which by far is the propagation of sound in the ocean. Such models need to take into account the refraction of sound due to oceanic temperature and salinity variation in the water column, the reflection of sound at the surface, the influence of roughness (wave spectrum, wind speed, sea surface temperature) and bubble content at the surface, as well as the reflection of sound at the seabed. The DMO and TNO use the Copernicus Marine Service Mediterranean Sea and Global models as an input source for ocean density (temperature and salinity) in their sonar performance model. Gert Vlaming from DMO says that "we also soon expect to use the wave products from the Copernicus Marine Service".

MONITORING OIL SPILLS OFF THE PORTUGUESE COAST

Three Portuguese organisations, MARETEC, INSTITUTO SUPERIOR TECNICO and ACTION MODULERS, have developed an oil and Hazardous and Noxious Substances (HNS) spill model-based decision support tool for use in the Atlantic, called the ARCOPOL Platform. Since 2014, the Lisbon Agreement (CILPAN) has set up a mechanism to ensure cooperation in the event of pollution incidents. In this context, MARETEC, INSTITUTO SUPERIOR TECNICO and ACTION MODULERS have developed a model-based decision support system to improve preparedness and prevention concerning oil and chemical pollution, based on Lagrangian Wizard (an on-demand simulator), a Dynamic Risk Tool, an oil-spill modelling system and the MOHID-CLEANSEANET oil spill alert system. The oil spill modelling system is downscaled from the Copernicus Marine Service model. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. The European Maritime Safety Agency (EMSA) is a prime user of this service and incorporates oil spill forecasts (backwards and forwards in time) in its CLEANSEANET online graphic interface.

Maritime traffic in the Portuguese Exclusive Economic Zone (EEZ) is very dense, with hundreds of ships passing through daily. More than 2000 HNS-classified chemicals are transported by sea, generating increasing pollution risks along the Portuguese coast.

MONITORING OIL SPILLS OFF THE PORTUGUESE COAST

LNEC (Laboratorio Nacional De Engenharia Civil) in Portugal has developed an online service entitled the WIFF (Water Information and Forecasting Framework, http://ariel.lnec.pt) platform, which provides hydrodynamic forecasts in the Atlantic ocean for various sectors such as water pollution by oil spills. They have developed a modelling suite, ranging from low resolution Copernicus Marine hydrodynamic models to higher resolution local models, and finally to oil drift models. The high-resolution hydrodynamic model is downscaled from the Copernicus Marine Service Iberian-Biscay-Irish Sea model. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. The WIFF platform provides for example useful, very high-resolution ocean current forecasts for oil spill risk management in the Aveiro Lagoon.

MONITORING OIL SPILLS OFF THE SPANISH COAST

The Sociedad Estatal de Salvamento y Seguridad Marítima or SASEMAR or « Salvamento Marítimo » provides the public service of Search and Rescue in Spain (SAR), which forms part of the Ministry of Transport and Public Works. For SALVAMENTO MARITIMO, reliable CURRENTS FORECASTs are essential for their Search and Rescue operations and fighting against pollution (i.e. oil spill) missions. In June 2013, SASEMAR, in collaboration with Puertos del Estado, assessed the reliability of MyOcean forecast products during a SAR exercise in the difficult region of the Strait of Gilbraltar for which they did not have at that time accurate and good current forecasts. The exercise was a success and SASEMAR has progressively increase its use of CMEMS products, making a daily download of the CMEMS near-real-time IBI regional forecasts to be integrated in our Environmental Data Servers (EDS).

These servers collect a wide variety of oceanographic and meteorological data that is used for marine response and crisis management (oil/chemical spill modeling & response and search & rescue planning), becoming an operational CMEMS user.

The mission of SALVAMENTO MARITIMO, created in 1992, is to respond to maritime emergencies, saving human lives, protecting the marine environment, reinforcing navigational safety and helping and monitoring shipping traffic. The Maritime Safety Agency (SASEMAR) has its own human and material resources distributed among 20 Rescue Co-ordination Centers that cover the entire Spanish coastline. These can respond to any need that may arise at sea: rescue, searches, towing, fighting pollution, medical evacuations, maritime safety information and, of course, taking and responding immediately to S.O.S. calls from the sea. AN EASY AND COMPLETE WEATHER ROUTING AND NAVIGATION APPLICATION ON A TABLET CASE • USE OVE RVIE W

Avalon Offshore has been launched in 2016 for both Apple iOS and Android. It is designed to provide a very complete navigation solution for cruisers and racers by providing in a simple app all the navigation functions needed by the boat skipper: weather routing, automatic weather sources, navigation monitoring, AIS targets, NMEA support, anchoring alarm and regatta module. To calculate precise routes, Avalon Offshore integrates a VPP calculator that will provide the skipper with reliable velocity predictions and automatic wheather sources that reduce transmission volumes and costs versus standard grib files.. Avalon Offshore routes are calculated by a proprietary algorithm, derived from the standard isochron algorithm which has already produced outstanding results during offshore regattas. From a cartographic viewpoints, Avalon support any type of raster maps as well as vectorial maps from Navionics. When calculating routes, Avalon Offshore uses tidal and oceanic currents provided by the Copernicus Marine Service.

Avalon drastically improves the safety by providing the skipper with the anticipated conditions of the planned cruise: wind, gust, waves, thunderstorms. They estimate that they can reduce the motoring time by about 30% by providing the skipper with a precise comparizon between the shortest distance and the smallest duration route. Travel duration error contained within 5% on 2 days cruises, thanks to the reliable boat velocity predictions computed by Avalon, assuming weather conditions are reasonably in line with forecasts.

FINDING BOAT ADRIFT DURING MINITRANSAT SAILING RACE

MetOcean Solutions is a science-based consultancy that offers specialist numerical modelling and analytical services in meteorology and oceanography. End of October 2017, MetOcean Solutions helped Pantaenius, the global yacht insurance company, find a missing yacht abandoned during the Mini Transat 6.50 race.

The yacht had been abandoned on 5 Oct off Spain Cape Finisterre.

Luca Sabiu, the yacht sailor, was airlifted out by helicopter by the Spanish navy. Pantaenius contacted MetOcean Solutions for advice on where the boat would drift to over the following 2-3 days during which strong winds and heavy seas would prevent its immediate salvage. MetOcean Solutions forecasted the drift trajectory of the boat taking into account the effect of the wind and current on the boat using a range of datasets, including currents from the CMEMS Global Ocean model. Drifting simulations using the CMEMS Global Ocean currents (and ECMWF winds) proved to be the most accurate, with the boat being effectively found within 2-3 nautical miles of the predicted position. Drift trajectory simulated with other than CMEMS ocean model gave much larger error in the boat location.

Founded in 1977, the Mini-Transat sailing race celebrates its 40th anniversary in 2017. This year edition starts on October 1st 2017 from La Rochelle in France and ends in La Martinique, French Antilles, with the participation of 84 men and women sailors from 15 nationalities. It is a 4050 nautical miles solo crossing race, on the smallest offshore racing boats (only 6.50 meter long). It is sailed in two legs: 1) The first one, from La Rochelle to Las Palmas de Gran Canaria (1350 miles long, 7 to 10 sailing days), 2) The 2700 miles long second leg start from Las Palmas de Gran Canaria in November (15 to 20 sailing days to reach Le Marin in La Martinique, French West Indies).

GREAT CIRCLE, a Belgian startup, has developed a sailing navigation software (SQUID) that includes a weather routing module for sailboats. Great Circle works with most of the leading offshore teams and race management offices around the world, including the Vendée Globe, Volvo Ocean Race, Route du Rhum and America Cup. SQUID is software that lets the user download and view the GRIB weather files and does the routing with the isochronic method. SQUID can also display satellite images (visible imagery, infrared, water vapour and colour composite) and retrieve synoptic charts and observations (SYNOP, METAR and scatterometry). SQUID uses the Copernicus Marine Service sea-surface temperature satellite data as an input as well as ocean model currents for the Global ocean and Europeans Seas.

SHIP ROUTING WITH THE SCANNAV NAVIGATION SOFTWARE CASE • USE OVE RVIE W

ScanNav provides all necessary tools and support for ship navigation and ship routing (e.g. raster and vector charts from National Hydrographical Offices), GPS and other instruments plug-ins for real-time navigation and/or post-analysis, maps to create routes overlaid with e.g. tide information, water levels or weather and ocean forecasts. ScanNav utilises surface current data from Copernicus Marine Service models in the European North West Shelf areas, the Iberia Biscay Ireland and Mediterranean Sea converted into Grib format. Surface current products are used for ship routing purposes through application of the ScanNav routing module. Other uses include fishing or diving activities and usage were visualization of currents is important. The User defines an area on the chart, send a request to the ScanNav server which returns the results directly via a website, or as an email reply. The service includes converting NCEP data to Grib data on user-selected areas. ScanNav customers are mostly focused on the leisure market. CGG collects seismic data to image the subsurface of the Earth. At sea, this data is acquired by deploying large spreads of sensors: up to 14 cables separated by 100m each and up to 10km in length are towed between 7m and 50m below the sea surface. These operations can be affected by environmental conditions (sea current, swell, wind). Access to relevant marine information, through services like CMEMS, is essential to operation performance and safety. The oceanographic information is used at different stages of an acquisition. During preparation, past statistical data is processed to assess ocean conditions, identify risks and anticipate possible performance issues. During surveys, the global understanding of the ocean dynamics is needed to set correct equipment and sensors parameters, make real time decisions for managing the environmental risks, and ideally for optimizing acquisition strategy. Specifically, acoustic propagation parameters are based on water column information, the steering of the acquisition spread requires a good multilayer current anticipation, and accurate weather forecast ensures safe management and protection of the equipment.

ARTELIA Group develops tools and services for various markets among which are maritime and port engineering, coastal environment and marine energy. In the case of port engineering for example, ARTELIA provides design and construction services for port extensions in various locations around the world. In such contracts, robust knowledge and expertise of the local hydrodynamics is required. CMEMS ocean model products are used to build a statistical analysis of the general and seasonal circulation patterns of the considered area. CMEMS ocean models are also used as boundary conditions for higher resolution ocean models: dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. MET-OCEAN CONDITIONS FOR PORT MANAGEMENT

The ports suffer extreme events of essential physical variables, especially wind, waves and sea level. These affects the installations during all phases of the harbor life, from design to operation. To respond to these complex needs, in the framework of the SAMPA series of projects, launched by the Algeciras Bay Port Authority and PUERTOS DEL ESTADO, a tailor-made software application, entitled SAMPA-CMA, is dedeloped to provide customized access to met-ocean information, and advanced viewing services, such as a user alert system (e-mail and SMS).

Available operational oceanographic products and existing ocean-meteorological information are delivered, and fully adapted to meet the Port Authority needs. In the framework of SAMPA, new high-resolution forecast models were developed (for atmosphere, waves and circulation) in order to improve the regional met-ocean forecast solutions available for the Algeciras Bay and the nearby Gibraltar Strait area. The SAMPA ocean forecast system, developed by the University of Malaga and Puertos del Estado, was configured as a downscaling from the CMEMS IBI model.

The Strait of Gibraltar is the natural connection between the Mediterranean Sea and the Atlantic Ocean and a choke point of the world ocean. The area is characterized by very strong currents and very complex dynamics representing an important challenge for the operational oceanographic services. Furthermore, the Strait of Gibraltar supports very intense maritime traffic. All these facts emphasise the necessity for having efficient operational oceanographic services to monitor and forecast these waters. The SAMPA Services has a widespread use within the ABPA: The Port Authority has granted SAMPA CMA access to more than 200 users, including private companies related to the harbor activities.

MET-OCEAN CONDITIONS FOR SPANISH BEACHES

INSTITUTO ESPAÑOL DE OCEANOGRAFÍA (IEO) has developed a web-service to visualise ocean and meteorological forecast data at Iberian Atlantic beaches (http://playas.ieo.es/). The web service provides real time data and forecasts as well as statistics of the met-ocean conditions at specific beaches along Spain Atlantic coast. For example, maps and graphs of ocean currents, sea surface temperature, and tide potential are shown to inform the general public hoping to enjoy the Spanish beaches about the general environmental sea and weather conditions. Pablo Otero from IEO says that "the Copernicus Marine Service Iberian-Biscay-Irish Sea model provides accurate ocean current forecasts along the Spanish Atlantic coast that are useful for tourists visiting our beaches."

MyCOAST will contribute in filling the gap between the output of large scale European programmes and the end-users through the transnational coordination of coastal observatories.

The synergy created in the regional cooperation framework of IBI-ROOS will allow deploying and capitalizing innovative and standardized tools in the risk management systems applied mainly to extreme weather events leading to flooding, maritime safety and coastal pollution.

MyCoast is gathering intermediate users capabilities from five countries and from existing cross-border cooperations, promoting information sharing and interoperability between coastal observatories and the European data infrastructures, in order to strengthen the use and the dissemination of downstream applications of the Copernicus Marine Service.

SAMOA: MET-OCEAN CONDITIONS FOR SPANISH PORT AUTHORITIES CASE • USE OVE RVIE W

Ports suffer from extreme events related to essential physical variables, especially wind, waves and sea level. These affects port installations during all phases of the harbor life, from design to operation. To respond to these complex needs, the SAMOA initiative (Sistema de Apoyo Meteorológico y Oceanográfico de la Autoridad Portuaria or Meteorological and Oceanographic Support System of the Port Authority) was born, co-financed by Puertos del Estado and the Port Authorities. SAMOA is a revolution in the way Puertos del Estado (the Spanish Holding of Harbours) is providing solutions to the Operational Oceanography needs of the Port Authorities. The main objective of the system is to make available to each Port Authority customized ocean-meteorological information, fully adapted to their needs. In the project, led by Puertos del Estado, a total of 18 port authorities are participating.

The service consists of several modules (improved instrumentation and new forecast systems), which are accompanied by value added systems that allow a better exploitation of the data. CMEMS model products are used as boundary conditions to local coastal models.

Approximately 85% of total imports and 60% of Spanish exports are channeled through ports, a fact that speaks for itself of the vital role they play in the national economy. A total of 10 new high-resolution atmospheric models (1 km resolution, based on Harmonie), 10 wave models (5 meters, mild slope model) and 8 circulation models (40 meters, ROMS) have been developed and operationally implemented. In terms of instrumentation, SAMOA improved the already existing large network of Puertos del Estado by means of 13 new meteorological stations and 3 GNSS associated to the tide gauges. 25 Ports from 18 Port Authorities will benefit from these new modeling and monitoring advances.

APDL (Administração dos Portos do Douro, Leixões e Viana do Castelo, SA) in Portugal is responsible for the administration of the sea ports of Douro, Leixões and Viana do Castelo and the Douro River Waterway. They have developed a mobile application METEODOPS, used by their pilots and operational managers for real time port operations. The METEODOPS application relies on the AQUASAFE system developed by HIDROMOD. The AQUASAFE system is based on a suite of hydrodynamical models, meteorological models, wave models and in-situ observations.

The AQUASAFE high-resolution hydrodynamical model is downscaled from the Copernicus Marine Service model.

Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. The METEODOPS mobile application provides port managers with real-time met-ocean information to support them in their day-to-day decision making.

HIDROMOD has developed the AQUASAFE system, which provides products and services to the shipping industry and port operations. Sea related operations management requires the best possible knowledge about the factors that impact them. In the recent years, Earth Observation products and services have become more widely available and reliable. The Copernicus Marine Environment Monitoring Service (CMEMS) represents one data source which can provide important efficiency and safety gains for different operations in the marine environment. Taking advantage of these data sets HIDROMOD is daily producing derived downstream services providing user fitted information which include high resolution model forecasts and local real-time observations.

Different coastal activities such as navigation, seaport operations, aquaculture, sea pollution control services, search and rescue missions, etc., are already benefiting from these services and by this way improving their efficiency and safety. Although the exact quantification of the benefits is difficult, it is a fact that the return in efficiency for operations related to ports or aquaculture are translated into thousands of Euros a year. In practice the recognition by the users of the added value translates in their willing to pay for the provided services. It already represents about 25% of HIDROMOD annual turnover. Examples of clients are 5 major ports in Portugal, 1 in Spain and 1 in Brazil, 2 water utilities, 2 electric utilities in Portugal and 1 major aquaculture operation in Portugal. New pilots are starting in operations related with offshore renewables and aquacultures.

OCEANA MARINE EXPEDITIONS TO FILL KEY GAPS IN BIODIVERSITY DATA CASE • USE OVE RVIE W

One of the key components of Oceana's work is to carry out research expeditions at sea with the aim of marine habitat protection. Such expeditions allow for the collection of in situ data on marine species, communities, and habitats. Various technologies are used during these expeditions. The resulting data allows for the preparation of detailed proposals for the designation, expansion or improved management of marine protected areas for biodiversity conservation or fisheries sustainability. During Oceana research expeditions, multiple spatial data sources are used (such as Copernicus Marine Service and EMODnet) which are of vital importance throughout the entire project.

For example, during the expedition preparations, marine data are used to define the study areas, identify specific points of potential interest and plan survey methodology.

Moreover, for the preparation of reports, marine data help in developing proposed marine conservation and fisheries management measures.

Since 2005, Oceana has carried out 29 oceanographic expeditions in 28 countries, and approximately 3000 surveys. They have filmed more than 2000 hours of video of marine habitats and species from Atlantic, Baltic, and Mediterranean waters. These videos, together with still images and with samples from more than 500 grabs, have yielded new information and understanding of the biodiversity present in the many areas where Oceana has carried out expeditions in Europe. Many of these data have contributed to Oceana efforts to create or expand marine protected areas; to date, these efforts have led to the protection of 73 028 km² of marine area in countries such as Finland, Malta, Portugal and Spa

The adoption of the Marine Strategy Framework Directive (MSFD 2008/56/EC) which descriptor 11 focuses on underwater noise, has given a great impulse to the market of underwater acoustic products and services. Quonops© Online Services, by Quiet-Oceans, provides noise monitoring and prediction tools. It produces an estimate of the spatio-temporal distribution of noise levels generated by human activities at sea and assesses source contributions to the global noise field. It provides for example real time noise and monthly statistical noise maps from shipping. It also allows mapping scenarios of noisy activities at sea to predict their impacts. The outputs are tailored to the requirements of regulations such as the EU MSFD directive. Based on physical acoustic propagation models, Quonops© considers the reality of the area through input data gathered from numerous sources. The Marine Strategy Framework Directive (MSFD) aims to achieve Good Environmental Status of the EU's marine waters by 2020.

Under the MSFD, each Member State must establish monitoring programmes to support the assessments (based on 11 selected descriptors) and the regular update of targets. At present, most monitoring programmes are based on in-situ sampling methods for coastal areas. For offshore areas, the in-situ information is usually sparse or absent. Data from EO satellites can provide suitable information for marine status assessment offshore. In particular, current ocean colour missions such as the Copernicus Sentinel-3 can support the assessment of descriptor 5.

AquaMar, an FP7 research project (2009-2013), is the R&D branch of MarCoast and provides Earth Observation (EO) based water quality services to support European and national monitoring agencies and industries operating in coastal waters. SUPPORTING THE JRC AND EU WITH THE COMMON FISHERIES POLICY (CFP) CASE • USE OVE RVIE W

The dynamic identification of essential fish habitat by the Joint Research Centre of the European Commission contributes to the protection of fish stock recovery areas (Article 8 of the Common Fisheries Policy, CFP). Habitat analysis showed that marine predators are attracted by productive fronts for feeding (chlorophyll-a fronts). These studies used the Copernicus Marine Service products of satellite ocean colour and hydrodynamic models to daily map favourable feeding habitats of important species such as hake, Atlantic bluefin tuna, skipjack tuna, fin whale and blue shark. These habitat products are useful as a decision tool for fisheries closure, by-catch reduction and improvement of fish stock estimates. Essential habitats of marine species are also key information for research on full ecosystem modelling and animal behavior analysis. Jean-Noël Druon from the JRC says "Copernicus Marine Service ocean models provide crucial data of suitable quality for our fish habitat model allowing identification both at decadal and real-time time scales. They are major inputs to build robust operational ecology products to sustain the fisheries sector".

SUPPORT TO PORTUGAL GOVERNMENT FOR EEZ MONITORING CASE • USE OVE RVIE W

DEIMOS Engenharia is a private Portuguese Aerospace Engineering company which coordinates the SIMOcean project, http://www.simocean.pt/. This project is integrated in the initiative of the Portuguese Government to develop a set of coordinated systems providing access to national marine data. SIMOcean will help the Portuguese government in its decision making and management process in 3 areas: Fishing area characterization, Sea state index for harbour areas and Diagnostic of met-ocean fields.

Several datasets, currently scattered among different departments of the Portuguese Meteorological (IPMA) and the Navy's Hydrographic (IH) Institutes, will be brought together in an Open Data system to be exploited by three flagship value added services. SIMOcean stores model and in-situ information from different sources and providers, including datasets from the Copernicus Marine Service (CMEMS). The CMEMS data, specifically Ocean Colour and Observed Sea Surface Temperature, are important data sources for the Fishing Areas Characterization Service, since they are used as environmental variables to model the sardine and mackerel possible distribution.

WISE-MARINE: A PLATFORM IN SUPPORT TO MSFD

WISE-Marine is a portal and infrastructure for sharing information with the marine community on the marine environment at European level. Focusing on the state of the marine environment at the European scale, WISE Marine shows the information and knowledge gathered or derived through the Marine Strategy Framework Directive (MSFD) process and other key marine policy drivers. It is developed in a partnership among Commission services (DG-ENV, DG-JRC), the European Environment Agency (EEA) and Eurostat. WISE-Marine presents available data related to the implementation of the MSFD in European Seas. WISE-Marine has developed a GIS map viewer https://maps.eea.europa.eu/wab/wise-marine-map/ displaying different layers originating from various sources, among which salinity and Chlorophyll-A from the Copernicus Marine Service. HARMFUL ALGAE BLOOM MONITORING FOR AQUACULTURE FARMS IN IRELAND CASE • USE OVE RVIE W

The Marine Institute in Ireland releases weekly Harmful Algae Bloom (HAB) bulletins to prevent toxin related aquaculture farm closures. The Marine Institute in Ireland is the National Reference Laboratory (NRL) for marine biotoxins. Aquaculture farms around Ireland are subject to water pollution by diarrhetic shellfish poisoning toxins. The Irish Marine Institute, in the framework of the ASIMUTH project, publishes weekly bulletins based on in-situ HAB observations, the results of a hydrodynamical model downscaled from the Copernicus Marine Service, and in-situ and satellite data from the Copernicus Marine Service. Dynamical downscaling is a method for obtaining high-resolution local models from lower resolution CMEMS models as forcing conditions. During toxic algae blooms, the high-resolution local model forecast is a useful tool for predicting the risk of aquaculture farm harvesting closures.

Tomasz Dabrowski from the Irish Marine Institute says that "the Copernicus Marine Service global model provides accurate ocean current forecasts around Ireland for downscaling into higher resolution local models."

OFFSHORE AQUACULTURE SYSTEMS FOR SALMON FARMING CASE • USE OVE RVIE W

Fish farming is an efficient way of producing food. Sixty-two percent of fish food shall come from aquaculture by 2030.

Norwegian Fjords, and the European coasts in general, are already full and can not host anymore aquaculture farms. Maritime Spatial Planning is advising fish farmers to further develop offshore.

Hence, there is a need to find new aquaculture farm sites offshore.

The Copernicus Marine Service data can support new aquaculture farms siting and licensing, thanks to available marine data such as temperature, dissolved oxygen levels, ocean currents and waves.

For example, Offtek AS has used the Copernicus data to develop an aquaculture SubSea project offshore Portugal, Aveiro. Salmon farming require specific oceanic conditions and Copernicus data have been used to check where optimal water temperatures up to 14/16 Degree Celcius, adequate oxygen levels, not too strong but strong enough currents and waves can be found offshore Portugal. Such offshore site are very innovative as they for example allows to avoid sea lice problems.

World fish consumption per capita has doubled since 1960s, and now, half of the fishs are produced by aquaculture. The world population is growing rapidly and aquaculture is one of the ways of transforming energy from feed to plate. The natural production of the ocean can not be enhanced artificially. Aquaculture, the fastest growing food industry in the world, can partly take over and by 2030 it could be producing most of the fish we eat. New aquaculture sites need to be found and the Copernicus Marine data supports the resource assessment of those new sites.

SARDINE MONITORING ALONG THE ATLANTIC COAST

INSTITUTO ESPAÑOL DE OCEANOGRAFÍA (IEO) has developed a habitat model for predicting spawning distribution of Sardine along the European Atlantic coast. Sardine catches have been decreasing regularly since 1980 and an assessment of the stock is needed. IEO has developed a modelling suite involving hydrodynamical models and ecological models and ending in an advection and dispersion model for Sardine eggs and larvae. The ROMS high-resolution hydrodynamical model is downscaled from the Copernicus Marine Service Iberian-Biscay-Irish Sea model.

Manuel Ruiz from the IEO says that "The Copernicus Marine Service model is a key input for our Sardine habitat model as a reliable boundary condition for hydrodynamical information".

Such dashboards help them with their daily decision making, for example to optimise site location selection for shellfish growth, or to monitor water quality. ASSESSING THE NUTRIENTS BUDGET IN PORTUGUESE COASTAL ZONES CASE • USE OVE RVIE W

MARETEC is a multidisciplinary research centre within the Instituto Superior Técnico (IST) in Portugal. MARETEC's main activities are numerical modelling covering almost all phases of the water cycle from watershed to river, estuary and ocean (http://forecast.maretec.org/maps/). It has developed a system for assessing the nutrients budget along Portuguese coastal zones, and especially around the Tagus Estuary zone. Thanks to the MOHID water modelling system incorporating land, river discharge, estuarine and ocean models, the whole system models the river discharges that end up in the Tagus estuary and finally in the open Atlantic Ocean. The MARETEC system is downscaled from the Copernicus Marine Service model in the IBI area.

SUPPORTING FRANCE WITH THE EUROPEAN MARINE STRATEGY FRAMEWORK DIRECTIVE CASE • USE OVE RVIE W

The European Water Framework (hereafter WFD) and Marine Strategy Framework (hereafter MSFD) Directives both require EU Member States to take the necessary measures to achieve a good coastal and oceanic environmental status by 2020. In France, IFREMER is one of the national agencies in charge of implementing such measures. For MSFD, 11 Descriptors have been defined for monitoring the environmental status of the oceans (http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:320 10D0477(01)) in terms of marine biodiversity, eutrophication, contaminants, marine litter and submarine noise. The Copernicus Marine Service Ocean Colour Satellite data as well as biogeochemical models and in-situ data are key inputs for monitoring some of the 11 Descriptors, especially Descriptor 5, which deals with eutrophication. Francis Gohin from IFREMER has stated that "the Copernicus Marine Service Ocean Colour data are central for the MSFD, as it allows us to improve coherence in eutrophication assessments based on chlorophyll, using satellite-derived chlorophyll provided by CMEMS".

SUPPORTING MSFD DIRECTIVE IN THE ATLANTIC OCEAN: THE IFADO PROJECT CASE • USE OVE RVIE W

The iFADO project aims to create marine services at regional and subregional scale using the Marine Strategy Framework Directive (MSFD) in the EU Atlantic Waters as case study. The project combines traditional monitoring with cost-effective, state-of-the-art technologies: remote sensing, numerical modelling and emerging observation platforms such us gliders and oceanic buoys. It downscales CMEMS products and combine them with gliders, ocean buoys and satellite data, to develop tailor-made and innovative services to assist the MSFD competent authorities, enhance the local and regional blue economy, optimize observing strategies and capitalise on individual partner initiatives and historical data. In order to tackle difficulties arising from the MSFD implementation, iFADO aggregate ocean information for the EU Atlantic region ensuring the comparability of assessment approaches and methods with an homogeneous transnational approach.

SUPPORT TO RECREATIONAL BEACH SANITARY RISK

Telespazio has developed a near-real time service for coastal to nearshore waters to warn users and stakeholders about water quality sanitary risk. They have developed a downscaling modeling suite where the Copernicus Marine Service model is used to provide boundary conditions for a higher resolution ocean model to monitor turbid plumes. Fed by CMEMS data, numerical models and optical imagery processing are coupled in order to improve the forecasting capacity. These tools are cross-validated

by CMEMS and local in-situ data. This service allows stakeholders to optimize preventive closure of recreational beaches in case of sanitary risk suspicion, e.g. bacterial -E. coli or coliform -contamination. In such case, the service also supports further the management of bathing water quality. In summary, it produces alerts in case of risk resulting in an efficient optimization of preventive beach closure, pollutant source identification, and finally aims to improve sewer system management. It also helps public stakeholders regarding health-care issues and limits impact on coastal zones economy, especially during the touristic summer period.

The European Marine Strategy Framework Directive (hereafter MSFD) requires EU Member States to take the necessary measures to achieve a good coastal and oceanic environmental status by 2020. In Portugal, the DGRM (General-Directorate for Natural Resources, Security and Maritime Services) is one of the national agencies in charge of implementing such measures. For MSFD, 11 Descriptors have been defined for monitoring the environmental status of the oceans in terms of marine biodiversity, eutrophication, contaminants, marine litter and submarine noise.

Copernicus Marine Service Ocean Colour Satellite data are key inputs for monitoring some of the 11 Descriptors, especially Descriptor number 5 dealing with eutrophication. SEASONAL FORECASTING AT MéTéO-FRANCE

Météo-France, the French meteorology agency, provides seasonal forecasts for many applications such as hydroelectric energy production management in Sweden and food security early warning systems in Ethiopia, among many others. Predicting ocean behaviour is essential, especially in the tropics, in order to provide accurate seasonal forecasts. Météo-France modelling techniques are based on ocean-atmosphere coupled models and simulations are performed both in real time and for a long reference period in the past. Patrick Josse from Météo-France says that High quality consistent initial oceanic states are needed, both in real time and over the last 25 years and are provided by the Copernicus Marine Service 3D global model product and also the high quality Sea Surface Temperature satellite product. Those two CMEMS products provide key input for seasonal forecasting activities.

El Nino is one of the main seasonal events and is closely studied

by Météo France and its seasonal forecast experts. The El Niño acts to redistribute heat and precipitation over the globe. It bestows beneficial effects on economies as well as negative effects. In the United States, for example, researchers have estimated that the 1997-1998 El Niño pattern inflicted costs of approximately $4 billion, but was offset by $19 billion in benefits.

Many other countries have endured an economical deficit only.

OCEAN CURRENTS IN SUPPORT TO GLIDERS PILOTING

Unmanned Underwater Vehicles (UUV) are used in oceanography thanks to their low cost and wide range of capabilities, in order to sample water profiles and support in situ ocean monitoring. Gliders are UUV that can change their buoyancy to dive and climb in the water column, describing a vertical saw tooth route. They get an effective but low horizontal speed and as result are strongly sensitive to ocean dynamics. Therefore, an effective path planning is needed to route them using ocean data. The University of Las Palmas de Gran Canaria has developed a smart visualization and piloting management tool (named PINZON-4D), that has been largely tested and exploited in the so-called Challenger glider operations. This smart viewing ocean data tool is based on Google Earth and generates continuous and discretized information about the bathymetry, 3D salinity, temperature and currents. The Copernicus Marine Service IBI and GLOBAL ocean model forecast products are used by the PINZON-4D in real time, and has been extremely useful information during the glider crossing missions.

The first glider expedition that crossed the Atlantic Ocean in 2009 was a glider called Scarlet Knight. It was led by the Rutgers University (NOAA, TWR, IOOS) supported by Puertos del Estado and the Robotic & computational Oceanography Division (SITMA-ULPGC). Eight years later, the Challenger glider completed 6 crossing missions, including the first circumnavigation of the South Atlantic (2013 to 2016). It has now gathered more than 15,000 CTD sampling profiles. It is led by the Rutgers University (NOAA, IOOS, TWR, SITMA-ULPGC) supported by Puertos del Estado (Spain), Marine Institute (Ireland), Univ. of Sao Paulo (Brazil), Univ. of South Africa and the UTM of Western Australia.

SUPPORT TO EXPLORATION ACTIVITIES FOR DEEP SEA MINING CASE • USE OVE RVIE W

SAGRES Project is an innovative and disruptive approach developed by ISQ that focus on the conception and validation of an algorithm that supports decision to prospection and exploration (P&E) activities related with deep sea mineral (DSM) resources based on satellite information, and complemented by in-situ data, including CMEMS data. The fusion and analysis of these data can be used as approximation vectors towards mineralization in order to enhance location, delineation and ranking of potential P&E target areas related with the occurrence of DSM resources such as manganese nodules, cobalt-rich ferromanganese crusts, and seafloor massive sulphide deposits. By using this approach, SAGRES Project expects to increase P&E discovery success rates, optimize campaigns time, reduce P&E uncertainty and costs, and provide baseline information related to the environmental impact of this activity. The preliminary and ongoing results are very promising, and show for several areas considered in the North Atlantic Ocean a significant forecast capacity performed by the algorithm.

In the case of cobalt-rich ferromanganese crusts, the algorithm results show 77% of certainty in its forecasted capability. The distribution of the algorithm predicted points are in good agreement with the depth range considered appropriated for the economically viable occurrence of cobalt-rich ferromanganese crusts. The SAGRES Project ongoing approach can therefore contribute to smarter ocean exploration missions.

MET-OCEAN CONDITIONS FOR THE BIMEP MARINE RENEWABLE ENERGY TEST SITE CASE • USE OVE RVIE W

BiMEP test site and IHCantabria Research Institute collaborate within the 'TRL+' project which final objective is to develop innovative tools supporting marine renewable energy developers from a conceptual to a real farm (http://trlplus.com/). 'TRL+' is a spanish national research project (RTC-2015-3836-3) funded by the Spanish Ministry of Economy, Industry and Competitiveness (MINECO). BiMEP test site is an open sea area in front of the coast of Armintza (Basque Country), where renewable marine energy devices are set up for testing the harnessing of energy from renewable marine sources. BiMEP and IH Cantabria have developed a Prediction System which objective is to forecast wind, wave, currents and sea level conditions to be considered in the planning of marine operations at BiMEP. In addition, the Prediction System feeds the Decision Support System to be developed in 'TRL+' project http://dss.trlplus.com/. The Copernicus Marine Service physics and wave models for the Iberia-Biscay-Irish area are used as forcing conditions in the very high resolution model developed in the TRL+ project.

The Biscay Marine Energy Platform (BiMEP) is an open-sea facility to support research, technical testing and commercial demonstration of pre-commercial prototype utility-scale floating Marine Renewable Energy Devices. The site was found to offer favourable wave conditions for the testing of devices and relatively low exposure to potentially damaging extreme waves.

The site is located 1.7 km from the coast of Arminza, Basque Country, Northern Spain, in the Atlantic Ocean between 50 and 90 m water depth. The Prediction System developed here aims at forecasting wind, wave, currents and sea level conditions to be considered in the planning of marine operations at BiMEP.
