Cooroy social housing development rejected

A PROPOSED social housing development for Cooroy has been knocked back by council.

Noosa Council has refused the application for a material change of use of 55 and 70 Carpenters Road by Eco Cottages director Greg Phipps to build 33 not-for-profit modular homes to provide

community and affordable housing.

The application was voted down 5:2 by councillors at an ordinary meeting on 17 August.

Mr Phipps said he is very disappointed but not surprised.

“When council makes an assessment of an application, they rely on their tools like the 2020 Noosa Plan. But the plan doesn't

cater for a crisis in social housing.

“When we put this application in, we made it really clear this is about helping this dangerous, serious crisis.

“Two councillors were so supportive but unfortunately the other councillors didn't vote in favour of it. They just talked about the 2020 Plan and how the development is not

consistent.

“Council needs to look at their moral obligation to the community.”

Noosa Council acting CEO Larry Sengstock said council recognises the housing challenges the community is facing and welcomes proposals that offer smaller, more affordable housing options.

“However, it is essential developments are thought-

fully situated and ultimately contribute to positive planning outcomes.

“In this case, there were various reasons why the proposed development was deemed unsuitable for the Carpenters Road site, including it is contrary to the Strategic Intent and Strategic Outcomes of the Noosa Plan 2020.

“Planning staff explained the reasons – including

concerns about access, proximity to industrial zones, and significant conflicts with the planning scheme – to the applicant during a pre-lodgement meeting, as well as on subsequent occasions.”

Mr Phipps said they have invested over $100,000 in this project and they are not giving up.

LAST month I celebrated my 40th birthday.

Bouquets and Brickbats

That’s four decades since I was born in Cooroy. Two decades since I met my husband. Almost two decades since we bought our house in Pomona. And one decade of being a mum.

My 30s were fabulous so I am hoping my 40s are going to be even better.

But when did age become a number and not how we feel?

A few days after my birthday, I was at the dog park with my kids and was horrified to see the disclaimer on the public exercise equipment warning people over 40 – as well as people with medical conditions, overweight or those who haven’t exercised regularly – to see their doctor for a medical check-up first.

I understand that is probably a standard disclaimer … but 40?!

Eighteen months ago I started learning how to do handstands. A bit random I know, but for me, after dislocating my shoulder more times than I can count over the years, it was about the challenge.

Because being able to do a handstand is a skill. It takes strong arms, shoulders and core as well as learning how to balance.

I can now hold a free-standing handstand for over 50 seconds. And this is just the beginning. I plan on doing handstands into my 40s and beyond.

“It’s not about money. It’s about providing housing for a very dangerous, serious crisis. We’ve been working on this project for three years and we’re still proceeding with it.

“We’ve written to, and will be speaking with, the state planning minister because, under the state plan, the site is within the urban precinct. And we’ve written to the state housing minister.

“Prior to the meeting, the National Housing Supply and Affordability Council, an independent statutory advisory body, came to Eco Cottages and had a look at the modules for the site.

“We then took them to the site and they thought it was perfect for the crisis; they were very happy with it. The chair even wrote to council requesting they approve it.”

Mr Sengstock said social and low-cost housing is a state responsibility but council recognises there are things they can do to support its rollout and they’re acting.

“We’ve developed a series of planning scheme amendments aimed at

facilitating more affordable and social housing. Once these amendments receive state approval, we are eager to undertake public consultation on these before implementing them.

“We’ve also identified council land suitable for affordable housing and we are working with housing providers to explore options for the site.

“We continue to work with local housing providers, notfor-profits and faith-based organisations to identify housing and crisis accommodation opportunities.”

Mr Phipps said in his letter to council he listed all the benefits of the development including giving away modules to St Vincent De Paul, the Salvation Army, and domestic violence options as well.

“And I made it clear in my letter to say we are open to discussion, but they ignored that.

“If we can’t get support from the state government, which I think we will, we will appeal council’s decision through the Planning and Environmental Court.”

Cooroy intersection rules clarified

well as any vehicle turning right into that road (in this case continuing southbound on Myall Street by turning right). A slip lane can be separated from the other through lanes by either a painted or raised traffic island.

“Drivers turning right at intersections, such as those continuing southbound on Myall Street by turning right, must give way to any oncoming vehicle. They do not need to give way to a vehicle turning left using a slip lane.

THE question of who has to give way at one of Cooroy’s notorious intersections has been raised.

In 2006, the intersection of Elm and Myall Street was changed.

A Transport and Main Roads (TMR) spokesperson said they supported the Noosa Council initiative to “reduce congestion and improve safety by changing the priority to vehicles travelling from the central business area to Elm Street”.

But a recent Facebook post asking the question of who has to give way received hundreds of comments.

“We all love to hate this section of road and perhaps if we all can help those new to the area learn it better, hopefully it should explain its function (or lack thereof) a bit more clearly,” the post read.

“Drivers facing a give way sign, such as those driving northbound on Myall Street

at the intersection with Elm Street, must give way to all other vehicles approaching or in the intersection. This applies whether the driver intends to turn or travel straight through an intersection,” the TMR spokesperson said.

“Drivers facing a give way sign at a slip lane, such as those driving westbound on Elm Street and turning left into Myall Street, must give way to all vehicles on the road they are entering as

“And in all cases, drivers turning at intersections must give way to any pedestrian, bike or personal mobility device (e-scooter) rider crossing the road they are about to enter.”

The TMR spokesperson said give way rules are in place to ensure drivers can safely and predictably navigate intersections. “Drivers that fail to give way properly at intersections face fines of $464 and three demerit points.”

WORK is due to begin on the new Cooroy police station.

Cooroy police sergeant Mal Scott said the old police station and officer-in-charge residence on the corner of Garnet and Maple Streets will be removed in September to make way for the new $4 million facility.

“The old watchhouse, however, on the right-hand side

of the old station, is staying. It will be relocated closer to the road and renovated to be accessed by the public.

“As soon as the site is clear, the build will commence in early October and, all things going to plan, the new station will be complete about May or June 2024,” Sgt Scott said.

The new police facility, which will replace the

current split-level station, will include an office for the officer-in-charge, a general duties day room, an equipment store, a holding cell and an interview room. The project is part of the $300 million Queensland Police Service’s capital works program which will deliver major new police facilities across Queensland.

THE Black Mountain Road landslide repair effort has reached an important milestone.

Noosa Council is set to sign a contract with the successful tenderer, Hazell Bros.

The biggest single construction contract Noosa Council has ever awarded was given the green light at a special meeting recently.

Noosa Mayor Clare Stewart said the decision was a major milestone in the landslide repair effort.

“It’s one of the largest landslides this region has ever seen, and fixing it is no simple feat.

“The Black Mountain community has been very patient while we’ve worked

through the incredibly complex task of designing an appropriate engineering solution to permanently repair the slip and rebuild the road above it, and we appreciate that,” Cr Stewart said.

Now that the detailed work has been worked through, Cr Stewart said the focus shifts to construction.

“We look forward to finalising contract details with Hazell Bros shortly so construction work can begin on the ground soon.”

Acting CEO Larry Sengstock said, with such a massive project, it’s important that council has taken the time needed to get the design and contractor selection right.

“Hazell Bros ranked highest in our assessment criteria and has a strong track record in complex and difficult construction projects, so residents can rest assured this project is in safe hands.

“We look forward to consulting with immediately affected residents shortly to minimise impacts while work is underway,” Mr Sengstock said.

The flood recovery effort for Noosa Council is delivered with assistance provided through the jointly funded Commonwealth–State Disaster Recovery Funding Arrangements (DRFA), administered by the Queensland Reconstruction Authority (QRA).

Why Mayor Clare's running for state

NOOSA Mayor Clare Stewart has put her hand up to be the Liberal National Party (LNP) candidate at next year’s state election to represent Noosa at a higher level.

Ms Stewart said there are significant challenges in Noosa that need to be addressed, but long-term solutions can only be delivered if Noosa is represented at a higher level and as part of a team.

“There have been violent attacks in Hastings Street and burglaries in Noosaville, there is a great need for affordable housing, there are growing traffic problems – and most recently, the Labor government’s draft SEQ Regional Plan and the implications it will have for Noosa shire.

“I believe we can address these challenges in a way that protects the unique lifestyle Noosa is renowned for, but we can only deliver genuine, long-term solutions

if Noosa is represented at a higher level and as part of a broader team.”

Ms Stewart said a new Queensland government is needed to deal with these serious problems, and Noosa needs to be part of that change.

“We not only need advocacy, we need tangible outcomes and we need to see results.

“For this reason, I have put my hand up to be the LNP’s candidate for Noosa at the election to be held next October.”

LNP leader David Crisafulli said Ms Stewart will be a strong and experienced voice for her community.

“Clare is an incredibly inspiring woman, and I am humbled by her decision to join our state team ahead of next year’s election. I see it as a huge endorsement of our team’s unity and direction.

“Clare has overcome

serious adversity to make a huge contribution to the Noosa community, and her decision to now take that service even further proves she is a genuine community champion.”

A long-time local resident, Youngcare board director, former barrister-at-law, and mum of three, Ms Stewart was elected as Noosa’s first female mayor in 2020 and said her four years as mayor has given her a unique insight into the pressures Noosa is facing.

“I will continue to fight for our community, our lifestyle and our environment every day of my remaining seven months as mayor, and I hope to be able to continue to serve the people of Noosa as their local member of parliament.”

Ms Stewart will start campaigning full-time as the LNP candidate for Noosa after the local government elections next year.

Early planning for Cooroy intersections

THE Department of Transport and Main Roads (TMR) has more recently undertaken early planning for future upgrades of Cooroy’s Elm and Myall Street and Elm and Diamond Street intersections.

A TMR spokesperson said traffic signals and roundabouts were investigated,

with signals determined as the preferred option.

“Because single-lane roundabouts would not meet forecast traffic needs, there would be significant impacts to neighbouring properties as a result of the land required to accommodate dual-lane roundabouts, and signals provide

the safest crossing option for bike riders and pedestrians.

“Feedback about the intersections can be emailed to NCR_Planning@tmr.qld. gov.au and will be used to inform future planning stages when funding becomes available.”

TEMPORARY workers’ camps for the state’s $14 billion Borumba Pumped Hydro renewable energy project will be established west of Imbil.

The two camps, located on freehold land with one site owned by Queensland Hydro and the other owned by the Queensland Government, will provide accommodation for up to 168 workers undertaking exploratory works and providing geotechnical data to inform the project’s approvals and technical design.

Deputy Premier Steven Miles said accommodation is a challenge across the state, which is why it’s critical that they ensure this workforce has a roof over their head while this exploratory work is underway.

“Additionally, it means progressing this project won’t impede on housing supply for Gympie and surrounds.”

Construction of the two temporary camps will require around 40 workers, and because delivery of

the camps is subject to the Queensland Government’s Buy Queensland procurement policy, locals will be sought to help build and operate the camp and associated services.

The camps will be operated 24/7 and include some recreational facilities such as a gym and outdoor exercise areas.

Queensland Hydro CEO Kieran Cusack said the construction and operation of the camps will offer service opportunities for businesses in the local region.

“There are many local economic benefits of the project and local jobs are being created and supported. We already have been working with local industry to ensure they are fully aware of the opportunities in our upcoming procurement packages.

“Queensland Hydro has consulted both local councils (Somerset and Gympie) at different stages about the state approval of the construction project and we’re also keeping the local com-

munity and our stakeholders informed about this next step, in a timely manner.”

Future longer-term project camps will provide accommodation for up to 2,000 of the first construction workers to build the 2,000 MW renewable energy project.

“We know the Borumba project will create 2,000 jobs and, once complete, this also means more good jobs in renewables long into the future,” Mr Miles said.

A 2-gigawatt energy storage facility, the Borumba Pumped Hydro Energy Storage (PHES) project is a cornerstone of the Queensland Energy and Jobs Plan.

“Our Energy and Jobs Plan charts a path to a clean, reliable and affordable energy system for Queensland. Pumped hydro energy storage is a significant part of this transition,” Mr Miles said.

The Palaszczuk Government is investing $183.7 million in the 2023–24 budget, with Queensland Hydro to progress the project.

Fire mitigation measures fired up

AHEAD of this year’s fire season, Noosa Council has bolstered its fire mitigation capabilities with more equipment and proactive measures.

Two fit-for-purpose Toyota LandCruisers have been added to the light attack vehicles taking the fleet to five, and council has increased fire mitigation measures.

Fire management officer Shaun Harris said council has developed a fire management team to assist outside their normal work duties.

“We have 16 nationally accredited trained staff who can hit the ground running, assisting with mitigation works, and can be utilised as supporting resources to Queensland Fire and Emer-

gency Services (QFES) if required.

“QFES and local rural fire brigades help us prioritise hazard reduction burns and other mitigation measures on council-owned properties.

“This year, we’ve completed four burns on council-owned bushland reserves in Cooroibah, Pomona, Ringtail Creek and Weyba Downs.

“We have also assisted QPWS with a further two burns along the Noosa trail network,” Mr Harris said.

Mayor Clare Stewart said fire management measures were a critical part of council’s annual disaster preparedness activities.

“I have strongly supported the need for increased miti-

gation and hazard reduction burns, so it’s pleasing to see the proactive measures being taken,” she said.

Cr Stewart said the extra work is encouraging news for residents.

“We never know where and when a bushfire will start, but maintaining fuel reduction zones in high-risk areas is important, along with our ongoing fire trail maintenance program.”

Council continues its fire trail maintenance schedule of over 60 kilometres of fire trail networks, with increased slashing/mowing regimes during heightened fire danger months.

Residents are encouraged to do their bit around private properties in readiness for this bushfire season.

Lake Macdonald Dam upgrade

PROGRESS can be made on the Lake Macdonald Dam upgrade now that the review that delayed the project has been completed.

Throughout 2021 and 2022, Seqwater worked with a technical review panel to evaluate and shortlist options for the Lake Mac-

donald Dam Improvement Project.

Comprehensive engineering, environmental and economic studies were undertaken to inform the best design approach.

Seqwater intends to finalise the preferred option and design by late 2023 and timelines for community

consultation will be made available.

The upgrade was scheduled to begin in 2021; however, during the procurement stage it became evident that the project costs would be significantly higher than the approved $127 million budget.

Not-for-profit business gives back

FOR more than 20 years, the Cooroy Rag Community Newspaper has been a not-for-profit, giving back more than $1 million to the community it serves.

Thanks to all the businesses that advertise in the paper, each year the Cooroy Rag gives away thousands of dollars in the form of cash grants.

Local community groups can apply for grants of $500 to $2,500 cash once a year.

This process is conducted by the Cooroy Rag committee and submissions are open for the 2023 grants until 27 September.

Applicants must be an organisation that supports our community and is based in the Cooroy Rag

distribution area.

To apply, send a one-page letter to the Cooroy Rag committee, president@ cooroyrag.com.au, with a brief background of the organisation, how it helps the community, and what the funds will be used for. Applications outside of the submission deadlines will not be eligible.

Join the CBFAC for three hours of clay play fun every Monday.

Offering homeschooling families a unique multidisciplinary program, kids will explore wheel throwing techniques, learn how to throw a variety of vessel forms and learn how to centre and progress through turning and glazing work.

They will also be gently guided through a variety of hand-building techniques to develop a connection to their hands and their own innate creativity. This program allows children to play and learn together in a supported environment under gently guided facilitation. For ages seven and over, the course starts October 2 and is held every Monday at CBFAC from 9:30 am to 12 noon. Cost is $395.

THE annual Mary Valley Scarecrow Festival is on again and this year the theme is The Wild West.

From 11 September to 2 October, scarecrows will come out of the hills to delight visitors and locals alike. Judging will take place on 13 September with cash prizes including $500 for the grand champion overall winner.

After judging, a google map will be uploaded to the Mary Valley Artslink website showing the locations of all scarecrows, for a day trip of scarecrow spotting. There is also a prize for finding Woody the cowboy scarecrow. Find Woody, snap a photo with him and share it to the Facebook page using the handle #Woody, to go in the draw

SEPTEMBER is showtime with not one but two country shows.

On Friday 8 and Saturday 9 September, Noosa’s annual show will be held at the Pomona Showgrounds.

This year’s Noosa Country Show is centred around the theme of honouring those who courageously safeguard the community during times of crises – from the valiant firefighters who battle the flames, to the skilled paramedics who provide critical care, and the diligent police officers who ensure safety. This year’s event pays tribute to their unwavering commitment.

Residents are encouraged to join the show in celebrating and expressing gratitude and appreciation for the dedicated individuals who

make up local emergency services, and learn more about the vital role they play in keeping the region secure.

Also running over the two-day program are: music and performances from local musicians, school and community groups; live entertainment, equestrian, show dogs, cookery, craft, fruit and veg, guinea pigs, horticulture, poultry, art, woodchop, photography and stud beef; and a wide range of rides, amusements and activities from the Showman’s Guild.

To top it off, this year the show will welcome Skylighter Fireworks to light up the sky with some spectacular fireworks displays.

Then on Saturday 16 September, Kenilworth Show-

grounds will come alive with horse events, rodeo, woodchop, chainsaw post ripping, sideshow entertainment, pavilion displays, chooks, bar and band.

Starting at 8 am, all-day entertainment includes rides, shows, an animal nursery, trade sites, guess the weight, raffles, piglet races; pavilion displays including cookery, junior section, flora/horticulture, textiles and photography; woodchop, equestrian, dog high jump competition, National Rodeo Association (NRA) All Round Rodeo, live entertainment, laser show and fireworks.

Entry costs $20 for an adult and $5 for kids aged 5–15. All-day amusement ride passes are available for $20.

Supported by the Cooroy Chamber of Commerce, businesses are encouraged to decorate their windows to raise awareness and win the prestigious award of the best-dressed window, and everyone is encouraged to attend the fundraiser breakfast.

Organiser Carol Christensen said the breakfast

will be held at Cooroy RSL on Friday 20 October at 7 am.

“There will be raffles and a live auction, and a scrumptious breakfast will be served. We will have an inspirational speaker, a fashion parade with a difference, and prizes galore for the best-dressed in pink.

“Thank you to the large number of businesses that have donated to our prize pool for the event. It’s always so heartwarming to see the generosity of the Cooroy business community.”

For the month of October, a gold coin from the sale of each schnitzel meal at the Cooroy Hotel, Cooroy RSL and Your Mates Bowls Club will also go towards the fundraiser.

The McGrath Foundation supplies breast care nurses to help men and women during their cancer journey, and offers care and support to not only the patient but also their families.

IT IS time again for the Noosa Botanic Gardens plant sale on Saturday 23 September from 7 am.

In response to the 2019 Noosa bushfires, funding from the Australian Government’s Black Summer Bushfire Recovery Grants Program has been used to install battery systems at two of Noosa’s evacuation centres to ensure sustained power during times of environmental crises.

Part of the Recovery Grants Program is to

also facilitate information sessions, and residents are invited to join guest speakers from Ecovantage, Queensland Fire & Emergency Services and Noosa Council to learn how the battery systems are being used at Noosa’s evacuation centres and understand how a home battery system can benefit in situations of bushfires or other climate disasters.

This forum, for all Noosa shire residents, will be held at NPA Environment Centre, 5 Wallace Drive, Noosaville, and will start at 10 am sharp. This is a free event and everyone is welcome.

Rally team returns

TEAM ‘Sunshine Blokes Kar97’ have safely returned home after a successful end to participating in the 2023 Kidney Kids Kar Rally.

Locals Graeme Meade and Bruce Chamberlain raised nearly $8,000 towards the efforts of Kidney Health Australia supporting young children and youths suffering from kidney disease.

Graeme said it was most rewarding.

“The rally was full of adventure across 3,000 km of central and southern NSW – with rain, mud, dust and snowfalls testing the rally

participants.

“Oh, not to mention a kangaroo almost jumping into the driver’s seat, exploding the window and raising the blood pressure. Luckily both driver and roo survived.

“As a novice rally team, Sunshine Blokes Kar97 finished ninth overall on points and was rewarded with many other novel awards.

“We thank the support of Cooroy people and businesses: notably TyrePower Cooroy, Live Life Pharmacy, Noosa Black Coffee, Noosa Beach Classic Car Club, and Noosa Graphica,” Graeme said.

A LOCAL volunteer organisation keeping the community safe is calling for more volunteers.

Black Mountain Rural Fire Brigade, located on Mary River Road, is looking for more volunteers to join their close-knit team.

First officer for Black Mountain, Harry Kirk, said joining the brigade is a great way to give back, get connected and learn new knowledge and skills.

“Anyone can become a volunteer.

“Feel part of a community, give back, strengthen social connections, do something to keep you occupied, selfhelp, learn more knowledge

“We also assist local auxiliary fire departments when required and support community events and other volunteer groups.

“We train regularly to make our job as safe as possible and look after each other. We could be in for a bad fire season.”

$1,000 raised for Aussie farmers

THANKS to the kindness and generosity of many donors, The Kindness Club reached their $1,000 fundraising goal for Drought Angel’s ‘Flanno for a Farmer’ campaign.

The Kindness Club organiser, Wendy Scott, said the children celebrated Aussie farmers with a ‘Flanno for a Farmer’ afternoon.

“A special visit from Cathy (Noosa District State High School Agriculture Department) with premmie calf ‘Tiny Tina’ absolutely delighted the children.

NDSHS stands against bullying

NOOSA District State High School has taken a stand against bullying with a ‘Bullying No Way!’ campaign.

Students from the Cooroy and Pomona campuses joined forces last month in a show of solidarity to raise awareness and combat bullying. More than 100 students attended the event wearing orange ribbons and wristbands to symbolise their commitment to the cause, and took photos with the Bullying No Way! frame.

Year level coordinator Callum Gordon commended the students for their engagement and their efforts to stand up against bullying.

I am writing as you asked for the community’s thoughts and I am writing to say that it is a sacred well and needs to be protected.

Dear Editor, I take interest in your story regarding the Cooroy well (‘Cooroy well mystery deepens’, Cooroy Rag, 16 August 2023).

The well is actually a spring – a rare sight in today’s developed world. I believe the spring needs to be landscaped to highlight its natural beauty and functionality. The Cooroy Spring would serve the area’s natural heritage and be a tourist attraction, and a water supply for the Apex Park.

AS many of you know, the South-East Qld Regional Plan developed by the Qld State Government is out for review. Please have your say and tell the government what you think of their proposed plans for Noosa. The plan calls for Noosa to accommodate an additional 19,100 people by 2046 (likely half of that in the next few years) and accommodate increased building heights of between four and eight storeys in some locations. This will greatly impact the character and look and feel of Noosa. What makes us Noosa is our lack of highrise structures, and this draft plan seemingly undermines something that we hold dear and have fought so long and hard to protect and maintain.

I and all at Noosa Council have been advocating strongly against the draft regional plan as we are committed to protecting our community’s interests. We have at every opportu-

nity voiced our objections and we will continue to tell the state government of our concerns about the huge strain their plan will have on our infrastructure, our environment, and our amenity as well as the look and feel of our shire. But we need your help, and we believe in the power of your voices!! We need your input as this matter directly impacts our beloved community so please have your say at shapingseq.statedvelopment.qld.gov.au.

Noosa Council’s ‘war on waste’ continues thanks to our new Containers for Change reverse vending machine being trialled at our resource recovery centre on Eumundi-Noosa Road. Residents can now recycle their eligible containers, helping our environment and receiving a refund at the same time. The machine is Australian made and it’s the first of its kind using AI to sort and process eligible containers ready for recycling. All you

need is a ‘Containers for Change’ account to start your recycling, earning money for every eligible container deposited at the machine. Visit containersforchange.com.au/qld/.

Speaking of waste, council’s draft waste plan 2023–2028 is open for community consultation until 10 September 2023. This plan has been developed to align with federal, state and South-East Qld policies and plans. In preparing the draft, council considered 624 responses received during previous community consultation and responded to the changes in the evolving waste industry. A key aim of the plan is to transition to a circular economy to reuse and recycle waste and create economic opportunities around recycling and reuse. Our landfill site accounts for a massive 63% of council’s emissions, which reinforces the need to reduce what we send to landfill and to find better ways to reuse waste. As

well as trialling our Containers for Change machine, we have also recently purchased a polystyrene thermal compaction unit which is another weapon in our armour as we continue to find innovative and cutting-edge solutions in our war on waste.

Finally, Noosa Council recently welcomed the UK Consul-General, Richard Cowin, to Noosa. He toured our innovation precinct, and visited exciting businesses such as Provectus Algae and tech start-ups at our Peregian Digital Hub. He also took part in a roundtable discussion with local businesspeople. It’s the first in what we hope will be a series of talks with other countries as we showcase Noosa’s businesses to the world stage in an effort to grow new industries and diversify our local economy. I am asking for your opinions on a wide range of issues, and the results will help me better understand your needs and priorities and help me set the direction that this country takes into the future.

Volunteers are our most valuable community resource, and without them, most of the community events, activities, services, and facilities we enjoy would not be possible.

Attracting and retaining volunteers can be challenging, and in these tough economic times it is becoming harder for community, sporting, and service groups to provide the resources our volunteers need.

The Wide Bay Volunteer Grants 2023–24 closed on 1 September 2023 and not-for-profit groups have taken the opportunity to apply for up to $5,000 to purchase

equipment or contribute to the reimbursement of fuel costs, training courses, or background checks for volunteers.

A number of not-forprofit groups in the region were successful in the 2022–23 round of volunteer grants.

The Cooroy Horse and Pony Club received $1,000 to purchase a new laptop and printer to support their club’s administration tasks and to help reimburse fuel and travel costs for their instructors.

The Tewantin Conference Branch of St Vincent de Paul has $1,000 for fuel vouchers for the volunteers who use their own vehicles for home or safe site visits.

The Anglican Church of Noosa received $1,000 to purchase equipment to support a breakfast club at local schools. Their volunteers provide more than 150 breakfasts on different days to children who might otherwise miss out on this important meal.

Noosa District Rugby Union will spend their $2,900 on fuel vouchers for their volunteers.

The Noosa Christian Outreach Church received $2,900 to purchase equipment and furniture for the volunteers who work in the community food outlet.

Tewantin Netball Club have $2,000 for computers, printers, and fuel reimbursements.

The Noosa Heads and Peregian Beach Surf Lifesaving Clubs received $3,900 and $3,300 to facilitate training courses and purchase equipment to support their emergency search and rescue services.

Their volunteer lifesavers need to be rescue ready and have the right equipment to assist them in all situations when they are responding to aquatic and coastal first aid emergencies.

AT the August round of meetings, Mayor Clare Stewart and I went against the staff recommendation to refuse the development proposal at Carpenters Lane, Cooroy (Eco Cottages).

I moved two motions on the Eco Cottages proposal for affordable housing in Carpenters Lane, Cooroy: an alternate motion for approval at the general meeting on 14 August (lost 5:2) and another motion to defer the decision at the ordinary meeting on 17 August to allow the applicant time to provide more information (lost 5:2).

The alternate motion I presented relied on the discretionary powers conferred by the Planning Act to decision makers to approve the application s60(3) if it can be shown that there is a planning need, and if there were other relevant matters s45(b) to support the approval.

The applicant accepted that the proposal as it stood presented a zoning conflict and non-compliances with

the Planning Scheme. That was not disputed.

What the applicant presented, and what I argued at the general meeting, was that there are environmental, economic, and most significantly, there were community and social benefits with the project as well as a demonstrated planning need that, on the balance, outweigh these non-compliances. I asked the councillors to exercise the planning discretion conferred under the Planning Act to approve the application despite its non-compliance with the Planning Scheme – approve the application because the ‘desired deviation from the Planning Scheme serves the public interest to a greater extent than the status quo’.

The proposal was a bona fide community and affordable housing project within Cooroy

No dwellings were to be sold on the private market.

Three dwellings were to be gifted to St Vincent De Paul and the rest will be sold to not-for-profit community

housing providers such as Coast2Bay and St Vincent De Paul. (Note: my alternate motion made approval subject to a deed of agreement and covenants to provide certainty regarding tenure and that dwellings would remain affordable in perpetuity.)

This was an emergency response to a crisis. What was being asked was ‘special consideration’. It was an opportunity to take decisive action that would positively impact/change the lives of 45 people.

Disadvantaged and low-income-earning groups within the community, families, individuals suffering from domestic violence, and single women over the age of 50 have been identified to be some of the most affected groups within the community by the housing crisis.

I argued that it is not every day a private landowner comes along and offers 2.41 hectares of land to build 32 cottages. And it is not every day that you meet Greg Phipps from Eco Cottages. Staff recommendation to refuse proposal supported 5:2. Dissenting: Lorentson and Stewart.

SEPTEMBER, the grand entrance to spring, is just not a change of season, but a transformation of landscapes.

Natives ‘R’ Us owner and manager Jacinta Curtis said September is when the dull winter hues give way to a burst of colours.

“The crisp air carries the scent of blooming flowers, and every garden seems to come alive with new growth.

“As September unfolds, gardens transform into a tapestry of vibrant colours. Bottlebrushes flaunt their fiery red spikes, while wattles paint the landscape with brilliant yellow hues. Banksias, with their intriguing

Jacinta said now is the perfect time to do some spring cleaning in the garden.

ONE in three Queensland homes has a snake in the roof, but on the Sunshine Coast, one local snake catcher says that number is even higher.

Snake Catcher Noosa’s Luke Huntley said he gets calls for snakes and roof inspections daily. “Homes in town still get snakes in roofs. Just because a house is in suburbia doesn’t mean it won’t have a snake in the roof. It’s still warm and dry.”

Luke said there are pros and cons to having a snake in the roof. “The pros are they eat all the rats and mice which chew electrical cables in the roof sometimes and this can be very expensive to fix. Having a python will thin the population out. Lastly, they will leave when it warms up.

“The cons are the snake will leave once the weather warms unless it’s a female, in which case she’ll bring all the boys to her during spring when she starts to ovulate during the breeding season.

“So one snake may temporarily turn into three or four, or a lot more if they’re tree snakes which form mating balls of snakes.

“Snakes can also poo and wee which can stain through the ceiling and make a mess visible from the inside of the house. Also if you’re trying to sleep and you can hear a sliding noise above your head, it can make it difficult to sleep for most people.

“And if you have small pets they are at risk of having a python hanging around. So there are a few things to consider when a snake is in a roof.”

Luke said anyone with a snake in their roof can either leave it in peace or have him come and do an inspection.

“If you want to know what’s up in your roof or you think there’s one up there, message or call me on 0499 920 290 and I will come out. I won’t send anyone for roof inspections; I’ll do it myself. I’m always happy to jump up and look.”

Cooroy Bowls Club rolls out

THE Cooroy Community Bowls Club is gearing up for another exciting season of competitive and social lawn bowls. With the recent conclusion of Season 1 of the High Rollers and Business Bowls competitions, the club is now inviting bowlers and teams to join in the upcoming season which is set to commence in September 2023.

In Season 1, the Business Bowls competition saw Pages emerge as the victors. Alan Page, Eric Kenzler, and Gary Page showcased their bowling skills and were rewarded with $100 meat pack vouchers from Wrights Butchers, one of the club’s sponsors.

Meanwhile, the High Rollers trophy was claimed by

the Yandina team consisting of Mitch Ward, Greg Smith, and Tom Brook. The trio’s outstanding performance on the greens secured their victory. They were joined by Ray Smith from Optometry@Cooroy, another proud sponsor of the club, in celebrating their success.

The Cooroy Community Bowls Club is now actively seeking participants for both the Business Bowls and High Rollers competitions.
