elcome to Southaven, Mississippi, the “Top of Mississippi.” We are the third-largest city in the state of Mississippi and value the quality of life we have here in our hometown. Southaven is one of the fastest-growing cities in Mississippi, and we have made every effort in continuing that growth and prospering still more while maintaining quality of life and safety to our residents.

We are listed as the 8th Safest City in Mississippi as per Movoto Real Estate via the 2013 FBI Uniform Crime Report. Furthermore, we take great pride in our beautiful neighborhoods and the affordable housing here in Southaven. Geographically, Southaven is located within a day’s drive of 50 percent of the U.S. population and within three hours driving distance from six different states. It is the northern gateway to Mississippi and strategically located near I-269 and I-55. We take great pride in the fact that many people from all over come to visit us and enjoy the amenities offered in Southaven.

We are extremely proud to be a part of the DeSoto County School system, one of the best in the state of Mississippi. Southaven is home to two high schools, Southaven High School and DeSoto Central High School. We also have several elementary, intermediate, and middle schools. The DeSoto County School District is devoted to academic excellence while offering a variety of extracurricular programs for our students.

Also, the City of Southaven is proud to be home to the renowned Snowden Grove Baseball Complex. It is an award-winning, state-of-the-art, 17 baseball-field facility that possesses features previously only found at professional stadiums. A project is now underway to add a stadium roof and chairback stadium seats to one of the fields at Quads A, B, and C. A centerfield “Batter’s Eye” structure and press box will also be added where the televised Dizzy Dean World Series 12-year old championship game is played. Snowden Grove Baseball Complex is home to the Dizzy Dean World Series, the NABF World Series, 10-year-old USSSA World Series, numerous competitive baseball tournaments, and recreational baseball as well. This park is just one of the many community parks we enjoy here.

As a Certified Retirement Community by Hometown Mississippi Retirement, the state’s official retiree attraction program, we acknowledge that part of enjoying retirement is taking full advantage of what our city has to offer

in terms of living an active, affordable, healthy, and secure life. We are pleased to announce our new Senior Center at Snowden Grove will be completed in spring 2016 for our city’s Forever Young Senior Citizen Program.

We are also quite proud of our own outdoor amphitheater in Southaven, BankPlus Amphitheater at Snowden Grove, the Mid-South’s newest outdoor venue, which has hosted some of the biggest acts in the entertainment business including Tim McGraw, Miranda Lambert, Kenny Chesney, Jason Aldean, and Lynyrd Skynyrd, to name a few. A stage enclosure to the amphitheater is now completed with video display boards and overall aesthetic and acoustical improvements. In 2016, we will celebrate its 11th anniversary and expect the best entertainment lineup in the facility’s history.

Southaven celebrated its 36th anniversary as a city with the Southaven Springfest at Snowden Grove Park. Each year, many barbecue teams compete for the Mississippi State Championship Barbecue Cooking Contest, an event sanctioned in 2016 by the Memphis Barbecue Network and the Kansas City Barbeque Society. Springfest also includes in its celebration a spectacular carnival midway, games, live concerts, great concessions, and more. Estimated attendance for this event has exceeded 35,000 and has become a well-known five-day celebration.

We are extremely proud to announce the opening of Tanger Outlets Southaven, a development by Tanger Outlet Centers.

This mall is an upscale, destinationstyle shopping center that includes 75 stores occupying approximately 310,000 square feet of retail space. It is one of the highest-quality developments in the history of Southaven, and it will create a resurgence of economic development in the Church Road corridor, thus adding to the quality of life and financial strength of our great city.

Government

S

outhaven, Mississippi, operates under a code charter form of municipal government. It is represented by Mayor Darren Musselwhite and seven aldermen; six elected by ward, or district, and one elected citywide or at-large. In accordance with Mississippi Election Code, Southaven holds municipal elections every four years with the next election cycle to be held in 2017.

Southaven is a full-service city providing many public services including police and fire protection, EMS/ambulatory services, code enforcement, sanitation collection, household recycling, planning and zoning services, parks and recreational services, and

other cost-effective services. The city maintains low property taxes while dedicating nearly 57 percent of its budget to public safety.

Although a city of over 50,000, Southaven retains a lean municipal workforce of some 400 full-time employees with the majority of employees being dedicated police and fire officers and staff.

Southaven’s government is very forwardthinking and has implemented many innovative policies including utilizing the parks and recreation system as an economic development tool. Southaven has long been recognized as a leader in economic and community development, and the future remains

bright for continued growth and prosperity.

2015 saw many capital improvement projects take shape, including a $20 million road construction and improvement plan and continuing improvements and enhancements to the city’s park system. The city also welcomed the much-anticipated Tanger Outlets Southaven and is excited to see its continued success.

Southaven’s city government is looking forward to continued growth and development in 2016 and is here to serve you in a professional and efficient manner.

Since its inception in 1969, the Chamber has been one of the most active local Chambers in the Mid-South, advocating for business interests, coordinating community development programs, and serving as a crucial liaison between business and government affairs. Southaven has grown to be the

third-largest city in Mississippi, and based on current projects and future planning, numbers one and two should take note.

As you’ll see on the pages of this magazine, Southaven is growing, and along with that growth comes added amenities for citizens, opportunities for businesses, and revitalization that keeps everything on the cutting edge. Success Story

Southaven blends big-city amenities with small-town charm.

In 2016 the city of Southaven will celebrate its 36th birthday. While it is considered a new city, the success of this centrally located municipality is unquestionable. It now ranks as the third-largest city in the state of Mississippi. It is one of the fastest-growing cities in the state. It rates the eighth safest city in Mississippi, and it recently saw the debut of Tanger Outlets Southaven, a development by Tanger Outlet Centers, at the key intersection of I-55 and Church Road, near the construction of I-269, which will connect to the Canada-to-Mexico Interstate 69.

M

uch of this success is owed to the skillful leadership of the city’s administrators, its personnel, its convenient location, and its business-friendly culture, not to mention an unrivaled vibrancy full of attractions for every member of the family.

“What makes Southaven special is that we have progressed with quality growth,” Southaven Mayor Darren Musselwhite says. “We’ve grown from a sleepy, little bedroom community of Memphis to a major economic player in the state of Mississippi and the Mid-South region while maintaining a low crime rate. We have big-city amenities, but have kept our small-town charm.”

2015 saw the execution of many successful projects.

The Tanger Outlet Shops construction, which opened on November 20th, brought in 75 upscale retail stores and is projected to produce $120 million in annual gross sales, which equates to close to $8.4 million in total sales tax revenue and $2 million in revenue for the city. The injection of vigor along the Church Road corridor will be unprecedented.

Several road projects reached completion after remaining stagnant for close to a decade. New asphalt overlay was completed on Getwell Road from Goodman to Church Roads, one of the heaviest-traveled streets in the city.

Swinnea Road was extended from where it dead-ended at Goodman to connect to Church, allowing continuous traffic from Stateline to Star Landing Roads. Elmore Road has been widened to four lanes from Goodman to Nail Road and to three lanes to Church. And this year will see the completion of Getwell to five lanes north of Goodman to the Tennessee state line.

Administration has also focused efforts to implement their Transportation Improvement Program to ensure transportation infrastructure improvement is executed in a timely manner. A formal Street Improvement Schedule prioritizes asphalt overlays and pavement maintenance for city streets. The administration also completed nine major drainage improvements and will kick off a plan to improve pedestrian routes with construction of a multiuse trail that connects Snowden and Central Parks, sched-

uled to begin this year, as well as projects scheduled for Main Street and Carriage Hills.

Beautification and revitalization programs are underway, with businesses renovating their “Original Southaven” locations and the execution of a new 40,000-square-foot building on Stateline, the first in several years. Updated traffic signals and landscaping along the corridor have added to the attractiveness of the area, and the city adopted a Property Maintenance Code ordinance to improve blighted property and preserve property values. $740,000 was spent on one of the city’s main attractions, the BankPlus Amphitheater in Snowden Grove, which saw record attendance in 2015, boasting big name performers such as Kenny Chesney, Dave Matthews Band, Sugarland, and Widespread Panic. Improvements included enclosing the facility, adding video display board panels, extra storage rooms for entertainers, and improved aesthetics and acoustics. The city’s retirement program, Forever Young, will have a 17,000-square-foot facility in the BankPlus Sports Center dedicated to senior activities in 2016, and the Snowden Grove Baseball MiniStadiums have begun construction, adding a stadium roof, chairback seats, concessions and bathrooms, a press box, and an outfield batter’s eye monument.

If that’s not enough to raise eyebrows, Southaven increased its net worth by $6.3 million for a total of $85 million, and sales tax revenue increased by close to $600,000 from the previous year.

“Southaven has had a great past, but I believe our best days are still ahead,” Musselwhite says. “I look forward to our progress in 2016 with our priorities of maintaining public safety; improving infrastructure; expanding on a great parks and recreation system; revitalizing ‘Original Southaven’; and beautifying our entire city, which will all lead to a better quality of life for our citizens and improved economic attractiveness and growth further leading to improving financial stability.

“When my feet hit the floor each day, everything that I do is to help us reach the ultimate goal of ‘making Southaven a better place to live.’”

Passion and Dedication New Southaven Police Chief Steve Pirtle makes safety a top priority.

S

teve Pirtle has wanted to be a police officer as long as he can remember.

“As a kid, I played cops and robbers,” says the 56-year-old.

That dream was shelved for several years until one night on his way home from work he made his regular stop at a convenience store and struck up a conversation with a Horn Lake police officer who invited Pirtle to participate in a “ride-along.”

“I’ve been riding in patrol cars ever since,” Pirtle says.

His passion and dedication over the years to ensuring the safety of the residents of Southaven has led him to the top of his rank — Southaven Police Chief.

“I’ve just tried to serve and protect people so that they can live their lives in peace,” Pirtle says.

Pirtle was officially sworn in as Chief on Friday, January 22, following the retirement of Southaven Police Chief Tom Long, who served as Chief for 26 years and on the force for 38.

“Steve Pirtle is not only extremely experienced and talented, but a man of outstanding character,” Mayor Darren Musselwhite says.

“Although we will miss Chief Long, we know we are in great hands with Chief Pirtle.”

As deputy police chief since 1999, Pirtle is an obvious choice.

He joined the force in 1982 as a patrolman and served in every department except K9

and School Resource. Over the years Pirtle worked his way from Sergeant to Lieutenant to Captain and has served in multiple divisions including Patrol, Narcotics, Investigations, SWAT, and Traffic.

He says he was first drawn to the adventurous side of being a police officer.

“At that time, I was young in age, and the excitement of arresting bad guys who shouldn’t be doing things had a lot to do with it,” Pirtle says.

As he matured, he saw the importance of what he was doing.

“With age and my career starting to blossom, I wanted to make the area a safe place to live. I wanted to help people, and I wanted to help people so that they would not become victims of crime,” the father of four says.

It seems to have worked. Southaven has the eighth lowest crime rate in the state.

“Our crime numbers are extremely low, especially based on the area,” Pirtle says.

He attributes much of that success to his predecessor and feels fortunate he was able to work with Chief Long.

“We’ve always worked extremely close together, and he’s been an excellent partner and a friend and mentor,” Pirtle says.

“Over the years, we’ve developed techniques to watch crime and the best ways to approach the reduction of crime. We’ve tried to put up enough visibility and presence to

not let people get by with doing these types of things and get away with it.

“If people come down here and do a crime, they can fully expect to be arrested. If it’s a crime, it’s a crime, and we’re going to prosecute you.”

He says city residents and officials don’t have to expect any major changes.

“Fortunately, I don’t have to come in and change a lot. I’m not coming into a failing department. Basically, I just pick up the baton and keep it going,” he says.

He welcomes the challenges that the positive growth the city has experienced over the last several years will bring.

“We’re still growing, and with growth comes more opportunities for crime. We will just try to watch and see how to best position ourselves and prepare ourselves so that the growth doesn’t lead to an increase in crime as well,” Pirtle says.

“It’s a never-ending process, but Southaven has been blessed over the years in being able to maintain an adequate police department with men and women who are dedicated and see it not as a job, but as a career and put their whole hearts into the effort.”

“I feel it is an honor to work for the Southaven Police Department and to serve our citizens,” he says.

He is the father of four and sings bass for a gospel group.

T

he state of Mississippi has created 40,000 new jobs since 2011, adding 8,800 more jobs in 2014 than in 2013. More than $2 billion in private investment has come to the state since 2012, and unemployment has reached an eight-year low.

State Treasurer Lynn Fitch wants to see more of this, and she knows the path to success starts with our young people. In 2014 Treasurer Fitch created TEAM, Treasurer’s Education About Money, an education program for Mississippi schools that teaches financial literacy to high school and middle school students.

“In study after study, Mississippi ranks near or at the very bottom of the barrel in terms of our financial literacy.

Almost two-thirds of Mississippians have no rainy-day

fund, and nearly as many break even or spend more than they bring in each month. It’s no coincidence that we have the highest poverty rate in the country,” Fitch says.

“If we are going to break the cycle of poverty in Mississippi, we need to teach our citizens the language of money. It’s good for their families, and it’s good for our state. A financially healthy Mississippi population helps draw new and stronger businesses to our state, providing more and better jobs,” she says.

DeSoto County Schools jumped on board immediately to participate in the program, implementing it in seven high schools and even one middle school during the 201415 school year.

financial literacy is a crucial life skill that our students need to be productive members of our community and economy,” DeSoto County Schools Superintendent Cory Uselton says.

So far the schools who participate include Center Hill High School, DeSoto Central High School, Hernando High School, Horn Lake High School, Lake Cormorant High School, Olive Branch High School, Olive Branch Middle School, and Southaven High School.

Each school in the state elects whether or not to take part in the program and which of the nine modules the state has created.

“TEAM uses a web-based interactive learning platform which allows students to complete modules on classroom computers or even on their mobile devices at home. The program teaches and assesses students in financial literacy through 3-D gaming, sophisticated animation and video, and other interactive technologies the students are familiar with in other settings,” Fitch says.

Teachers choose from nine modules, including savings, banking, payment types, credit scores, higher education, renting vs. owning, insurance and taxes, consumer protection, and investing.

The TEAM program also provides training for teachers and so far has trained 555 teachers in the state, and reached more than 230 schools with more than 19,000 students completing the program last year.

In DeSoto County, 936 students participated in 2014-15.

“We teach the students the basics of financial literacy, like what a credit score means, the ins and outs of credit cards, and how to save and bank,” Uselton says. “It’s a very comprehensive program. Again, we teach them the

life skills that they will need no matter what path their lives take.”

“Superintendent Cory Uselton has been a great supporter of this program,” Fitch says.

Financial institutions that do business in Mississippi have also been supportive, both financially and through participation, from banks to insurance companies to the Community Foundation of Northwest Mississippi, who initially funded financial education in 2013-14 in 72 schools in the state.

The numbers show thus far that students’ financial awareness has increased by 91 percent.

“We have been very happy with our experience with TEAM. The support and training they provide our teachers is key to our ability to impart this knowledge to our students. I highly recommend that other schools consider participating,” Uselton says.

Fitch aims to reach every school in the state of Mississippi and to pass legislation that requires financial education for high school graduation. The Mississippi House has passed the measure, but the Senate has not considered it yet.

“A recent survey by the Council for Economic Education found that in states where financial education was mandated, young adults who had taken the courses in high school had better credit scores and lower debt delinquency,” Fitch says. “These are crucial life skills that Mississippi young people need as well. I will continue to push the Legislature to make it a graduation requirement, but until then, I’m going to reach as many students as possible with TEAM.”

A Place to Call Home For this busy family, Southaven has all the right assets.

ne of Jennifer Ware’s favorite memories of growing up in Southaven is of visiting the Cream Machine creamery on Highway 51 whenever her grandparents came to town.

Her husband, Jason, loved feeding the fish at the Hungry Fisherman restaurant off Goodman Road.

The Cream Machine is now a car dealership, and the Fisherman was replaced by several hotels, but one thing has remained the same for the couple — the community feel of their hometown.

“It has a very warm feel to it,” Jason says. “Everybody pitches in. The community really steps up and takes care of each other. That’s rare in a city of this size.”

Both grew up in Southaven and were high school sweethearts.

“Our first date was to junior prom,” Jennifer says. It was at The Peabody in Memphis. They ate at the Pier restaurant.

The couple has been married for 23 years, together for 27. They both earned an associate’s degree from Southaven’s Northwest Mississippi Community College after graduating from Southaven High School (where the Middle School now is housed and where Jason remembers getting air conditioning his senior year), and Jennifer completed her bachelor’s at the University of Mississippi while Jason went on to Delta State University.

There was never any doubt they would settle in Southaven.

“It’s home to me,” Jason says. “Both sides of my family farmed here.”

Their first apartment was in Rocky Creek Apartments near Rasco Road. They currently live in the Deerchase neighborhood, their second home in the area, where they are five minutes from everything they need, one of the most attractive qualities to the city.

“Rarely do we have to go to Memphis, besides my job,” Jennifer, who works as a reimbursement coordinator at St. Jude Children’s Research Hospital, says. “For that I just hop on the Interstate.”

The couple have two children, a daughter, Jadyn, 12, and a son, Jake, 13, who both attended DeSoto Central Schools just across the street and who now both go to Northpoint Christian School, just 10 minutes away.

There is never a shortage of things to keep the children occupied, from golf for Jake to theater for Jadyn.

“Jake’s coach is PGA, and we couldn’t ask for a better one,” Jason says.

“DeSoto Familty Theatre is another huge reason why we live here. We have a theater child,” Jennifer says.

The family’s church keeps them pretty busy as well,

especially Jason, who serves as a life group leader for the youth at DeSoto Hills Baptist on Getwell.

“It’s in the heart of the city,” Jason says. “I love our pastor, James Lewis. He’s a wonderful man of God and a great shepherd of the flock. Our youth program is second to none, and we get a real sense of family there. We feel truly at home.”

Jennifer finds that there is something for everyone in Southaven.

“It’s so diverse. We have churches everywhere,” she says.

At the top of their list of reasons for living in Southaven is the quality of safety they feel, which Jason recognizes as coming from the top.

“The sense of safety we have here is huge, especially for us having kids. Our fire and police are top of the line.

We have amazing first responders,” he says.

Jason owns his own consulting business, so the economic growth the city has experienced over the years and an active Chamber of Commerce are key to his success.

“We have a booming economy, and the economic development has been critical for me. Our elected officials have done a fantastic job bringing in new businesses.

They have looked ahead. They have been proactive, not reactive,” Jason says. “Our Chamber of Commerce is very active with excellent leadership promoting the city and jobs and growth.”

“We have a wonderful Chamber,” Jennifer says.

The couple recognize that as much as they receive from their community, it’s a reciprocal relationship.

“We try to give back as much as we participate and contribute and stay active and do our part,” Jason says.

In addition to serving at his church, Jason was a founding board member of Healing Hearts Child Advocacy Center, an advocacy, treatment, and preventative program for abused children where Jason remains an active volunteer; he serves on the board of the evangelical Christian ministry Young Life; and he and his wife foster children with special needs for Christmas as well as advocate for children with special needs, as Jake is on the autism spectrum.

“Having a child with special needs, the support of friends and family and our administrative leaders is huge.

People don’t realize how important an encouraging word is,” Jason says. “That sense of community is a two-way street. We’re willing to give as much as we can.”

“The sense of community and safety here, it’s unlike any other. Southaven is just a great place to live,” Jason says.

Getting a Kick Blann’s Martial Arts offers a full-body workout.

outhaven offers a 20-park system of more than 200 acres of parkland, walking trails, a golf course, and sports complexes of every variety. It recently created a city-wide proposal to connect these amenities via a comprehensive pedestrian plan. In addition to these concerted efforts of cultivating a healthy community, the city boasts a diverse mixture of fitness studios that keeps its citizens not only healthy and fit but also in-the-know when it comes to engaging fitness alternatives.

Blann’s Martial Arts on Forrest Drive has been around as long as the city. Literally.

“Southaven became a city in April of 1980, and we opened in July of 1980,” instructor and owner Jimmy Blann says.

Some of his clients have been with him almost as long.

“I have some folks who have been coming to me for 30 years.

That’s a sign in itself that people like what they’re doing,” he says.

Blann offers traditional Shotokan karate classes to children and adults, beginners and black belts Mondays through Thursdays and is an eighth-degree black belt himself.

He believes his clients’ longevity is due partly to the refreshing quality of the workouts they get learning the sport.

“Folks will bring their kids in, and I will ask them, ‘What are you doing to work out?’ and they say, ‘Going to the gym.’ So I’ll say, ‘How’s

that working for you?’ and they’ll tell me they’re bored,” Blann says.

Karate offers a full-body workout. Performing katas, or movements, is a high-aerobic exercise that uses every muscle group in the body.

It helps with muscle tone, stamina, balance, flexibility, and strength and is good for the heart.

“If you’re out of shape, you can develop muscles, and it helps with circulation. It’s a great cardio workout,” Blann says.

Because karate is a martial art, its benefits extend beyond the body, and it leaves the practitioner, or karateka, with more selfconfidence in all areas of his or her life.

“Karate is unique because after you lose weight, you also have something that can last a lifetime,” Blann says. “It’s a self-defense program built into a fitness program.”

Blann says it works both sides of the brain and keeps his clients looking young.

“There is no way to work one side in karate,” he says. “It has really benefitted the adults who practice here. A lot of them, to look at them you would not know their age.”

ill Morris has also been bringing enjoyable training options to the Mid-South for almost as long as Blann through her dance and fitness studio, Stars in Motion. From yoga to her BarreFit classes to aerial silks, the workout styles are as various as the results.

Morris incorporates restorative, hatha, and vinyasa practices into each of her yoga classes, and each class may depend on how everyone is feeling that day.

“If everyone is feeling ‘ugh,’ then restorative yoga it is. If they’re bouncing off the walls, we’ll do lots of holding,” Morris, who’s practiced for close to 20 years, says. “With yoga you bring your breath and physical energy into alignment with the actual movement of your body, so there’s not time to think about all the things you didn’t do today.”

Her pilates classes strengthen the body’s core, and she doesn’t mean Jillian Michaels’-style abs.

“Everybody thinks a strong core means a six-pack. Your core is your powerhouse. It’s the whole torso, and in pilates you work the front, the back, and the right and the left. You work all four sides, which helps with standing upright, and it eliminates a lot of back pain,” Morris says.

She offers BarreFit classes, which are a more free-form take on the Cardio Barre and Pure Barre crazes, which help with a very specific area.

“It’s very good at toning the legs and rear, and girls like that. It helps me achieve the look I like,” she says.

The aerial silks classes are where her heart lies. They helped her get to a place in life she always wanted to be.

“I was very scared. I was a very inside-the-box kind of person.

They helped me step out of that box and do things that before I was tentative about,” she says. “They make me feel whole.”

Morris tries to pass all of these benefits along to her clients, whether they are one-time drop-ins, or card-carrying devotees.

“Our bottom line is that you’re taking care of yourself and creating an effective lifestyle so that it doesn’t have to be a lot of work or as serious as you think,” Morris says. “I want it to be fun so that the average person is comfortable attending any of my classes, and it’s affordable.”

nn Hamblin’s eyes fill with tears as she reflects on the senior citizens who’ve walked through Forever Young’s doors.

“It’s amazing to see how the program helps our seniors,” Hamblin, the director of senior services, says. “A lot of people coming in are widowed. They’ve been taking care of their husband or wife, and they don’t know how to meet people. It’s rewarding when they have lost someone, and I see that they are fitting in and making new friends. We even had five marriages last year.”

Forever Young, Southaven’s senior services program, began 10 years ago with 30 members at the Snowden House, an early 20thcentury home that sits next to the BankPlus Amphitheatre. Forever Young now boasts 3,300 members. With the growth comes the need to expand — not a bad problem to have, Hamblin admits. In March, Southaven will cut the ribbon on a $1.8 million addition to the Parks and Recreation building that will add 22,000 square feet specifically for the senior services program.

“Right now I have to take my aerobics classes, line dance classes, and ballroom dance classes to the tennis center,” Hamblin says. “I have 93 people in our line dance class and more than 80 people in my aerobics classes. We’re growing by leaps and bounds. So many people are joining the community because it’s a great program. [But] I’ll be able to take all of those and move them under one roof, which will be nice.”

Young, however, caters to the more than 168,000 residents who make up DeSoto County. Those interested in joining the Forever Young program must be at least 60 years old and a resident of Mississippi. For an annual $5 fee, members can reduce stress with Tai Chi, hone their skills in art classes, catch the latest films on movie night, and even go on group vacations.

“We don’t mark anything up,” Hamblin says. “We don’t make a profit off of it.

We’re not a travel agency, so we get it really low. Anytime we put anything out there, everyone jumps on board and we always fill up really quick. We’ve been to Ireland and Alaska. We’ve taken them by train and by boat — we do all kinds of different travel.”

Hamblin, who moved from Atlanta, Georgia, to Southaven 28 years ago, says the community caters to senior citizens looking to relax but also reinvigorate their lives. Southaven offers tax breaks to retirees. Qualified retirement income is exempt from state income tax. Social Security is not taxed, regardless of total income. Those 65 years and older are exempt from ad valorem taxes up to $75,000 of the market value on homestead property. To boot, sales tax is only seven percent. Prescription drugs, residential utilities, and health-care services are exempt from sales tax.

The maintenance-free retirement communities let senior citizens push homeowner stress out of their minds, Hamblin says. Snowden Grove 55+ is gated and available to residents 55 and older — and just a short trip from all of the Forever Young program’s daily activities.

“We have so much to offer,” Hamblin says. “We have a great senior program, and a lot to keep you really busy.”

Giving Back Area churches lend a helping hand to neighbors in need.

n a study conducted by the Chronicle of Philanthropy, the state of Mississippi ranked second in the nation in charitable giving, with the average Mississippi household donating 7.2 percent of its annual income to charity and volunteering at a rate of 21 percent.

The residents of Southaven are no exception, and with so many faith organizations to choose from, many of them are able to contribute to their community via the numerous outreach programs they find in their church homes.

Cornerstone Church on Elmore Road has called Southaven home for 50 years, and its calendar is bursting with opportunities to help the fellow citizens of Southaven. On Valentine’s Day church members kicked off their monthly Community Touches events, which serve as opportunities to interact with people in the community to let them know they are loved, by handing out Love Bags to residents at the assisted living facility LifePointe Village in Southaven. “We deliver the bags and spend time with the residents making crafts and letting them know they aren’t forgotten,” family pastor Jamin Mitchell says.

Church members also partner with HeartLand Hands food pantry in Southaven, holding monthly food and supply drives and making weekly visits to the facility to sort and hand out items, and they support the emergency financial assistance nonprofit, the Samaritans. The holidays provide a perfect opportunity to reach out to their fellow citizens, and so for Easter the church will host a community carnival; for July 4th they will hand out water during the civic celebration; and for Christmas they will partner with the Salvation Army’s Angel Tree program, helping underserved families with Christmas.

“It is extremely important to us to reach out into the community, and we are constantly looking for more opportunities to do so. Our mission statement can be boiled down into three phrases: Love God, connect with others, and impact our world through relevant ministry. We want to be able to see needs and fill them,” Mitchell says.

Members of SouthPoint Church on Stateline Road take a practical approach to community giving. They see opportunities to make a difference in people’s lives every day. Some church members drop in at a local laundromat and pay for people washing their clothes. They hand out gift cards to those in line at the DeSoto County WIN Job Center. They try to encourage those hard at work by helping with gas money, baked goods, and pizza for first responders or random store

employees and candy and Red Bull for hospital employees on the midnight shift. Cleaning up the local animal shelter, mowing lawns, performing minor home repairs, and countless other good Samaritan acts make up a large portion of their outreach programming.

“One of our goals is to raise the awareness of Jesus Christ in our area, letting people know that God loves them and cares for them.

It’s not a church growth program. It’s the lifestyle that Jesus told us to live. We have been commissioned to serve,” SouthPoint pastor Craig Wendel says. “We spend tens of thousands of dollars every year on people we don’t even know. We do that because we genuinely love our community and the people living in it. We have a little saying here at SouthPoint, ‘We are a people of faith, known for our love, and a voice of hope in the community.’”

Trinity Baptist Church on Colonial Hills Drive moved into the neighborhood just over a year ago and wasted no time in getting involved in their community. Their Beloved Backpack Ministry offers backpacks for the year and food relief on weekends for disadvantaged students of the local school system. Church members help the Memphis Union Mission and supply food, help prepare meals, and serve them while providing a worship service to area homeless men. They open their doors to middle and high school young men on Thursday nights to come and play basketball and join in a Bible study, and their children’s club, AWANA, teaches children ages 3 to sixth grade scripture while trying to emphasize the importance of parental involvement. “It is a fun, high-energy ministry,” Trinity missions pastor Jeff Summers says.

Through the church’s Affordable Christmas program, families struggling financially have the opportunity to experience an affordable Christmas. “The purpose is to empower parents with the dignity of being able to choose and provide toys for their own children. This is in partnership with some of our DeSoto County schools and local businesses in our community,” Summers says.

They host neighborhood events including summer movie nights, Easter egg hunts, and fall festivals, and they partner with other ministries, including HeartLand Hands and Y-MOT, Inc. ministry for youth in underserved communities.

With such an active church community, citizens of Southaven are never at a loss for ways to give back to a town that gives them so much throughout their own lives.

Shopping Sensation Opening Tanger Outlets Southaven was “a labor of love.�

Cars lined the streets as far as the eye could see. Patrons, shopping enthusiasts, and inquisitive minds drove in from hundreds of miles away. Mississippi Governor Phil Bryant, U.S. Senator Roger Wicker, and U.S. Representative Trent Kelly made an appearance alongside TV stars Chip and Joanna Gaines of Fixer Upper, as did Southaven Mayor Darren Musselwhite, and numerous other officials and dignitaries.

On November 20, 2015, Tanger Outlets Southaven opened its doors and welcomed close to 100,000 shoppers from all over the Mid-South and beyond toexperience the first-class outlet mall for themselves.

“This is one of the highest-quality developments in the history of our city and will have a tremendously positive economic impact with sales tax revenue, tourism revenue, and jobs,” Musselwhite says.

Tanger Outlets is a leader in outlet mall developers, building its first outlet mall in Burlington, North Carolina, in 1981. The Greensboro, North Carolina-based company now boasts 47 outlet centers in 24 states coast to coast and in Canada. These centers are considered tourist attractions, and they welcome 185 million brand-name bargain hunters annually.

“This fills a void in this part of the country,” Tanger has said. “It’s probably the prettiest shopping center we’ve ever built. There is not anything like this outlet mall within 90 miles.”

The Southaven site, at the select location of I-55/69 and Church Road, includes 75 stores with big names such as Coach, J. Crew, Guess, Nike, Tommy Hilfiger, Ann Taylor, Abercrombie & Fitch, Banana Republic, White House Black Market, Under Armour, Kay Jewelers, and many, many more. The 310,000-square-foot Southaven mall features a unique design in the style of a race track with all of the parking encircling the outside of the mall, and it celebrates Mississippi’s musical heritage with markers

denoting the Mississippi Blues Trail throughout the site.

“I am a Tanger guru. I’ve been to a lot around the country, and I’m very impressed with the one in Southaven,” local resident Jennifer Ware says. “They did a great job designing it and the way it’s laid out. Most of them have the shops on the outside, but our shops are on the inside. I think it’s a lot safer, and it looks nicer.”

Tanger Outlets Southaven was a labor of love. Developers first looked at the site in the early 2000’s for a lifestyle shopping center, but the economy stalled any plans. In 2011 Poag Shopping Centers, LLC picked up the torch and began working vigorously toward developing the area. City and county officials approved a $15 million tax increment financing plan in which bonds are issued to pay for the infrastructure as well as $34 million in sales tax rebates. In January 2015 it was announced that Tanger Outlets was partnering with Poag to carry out the development and bring a first-rate outlet mall to the Mid-South.

“The project had been under way for about five years but hit some serious roadblocks just before this administration began. We spent countless hours during the last two years to find a way to make this happen,” Musselwhite says.

The new mall is expected to produce $120 million in annual gross sales, equating to close to $8.4 million in total sales tax revenue and $2 million in revenue to the city of Southaven. It is also projected to employ more than 1,000 in full- and part-time retail management and sales positions.

At the November grand opening, Governor Bryant stated that 22 million people visited Mississippi last year, and the tourism industry employs 84,000 Mississippians.

“This is a special day for all of us,” Bryant said. “We will remember this day for many years to come. This is a culmination of a dream, hard work, and dedication, and will bear [Steven Tanger’s] name for generations.”

“Retail adds $1 trillion to our national economy each year,” stated Senator Wicker in November. “This project is a major step in the right direction to help the nation’s anemic growth here in Desoto County today.”

The facility has already sparked activity in the adjacent Church Road and Airways Boulevard passages and contin-

ues to influence the larger business sector surrounding the area.“This development has already acted as a catalyst for economic development in the Church Road/I-55 corridor,” Musselwhite says.

“This mall is a shining example of the smart growth happening in Southaven. This commercial development is not only driving the growth of jobs and sales tax revenue, but is also improving the overall quality of life for our area residents,” Southaven Chamber of Commerce executive director Carmen Kyle says. “Tanger has brought Southaven to center stage in the Mid-South as both a sought-out travel destination and a residential location.”

For more than 35 years in Memphis - and the last two in Southaven - Concorde Career College has been providing high-quality, hands-on educational training to thousands of students pursuing a career in health care fields, including massage therapy.

Also enjoying a lengthy legacy, the Mississippi RiverKings have offered local ice hockey fans with top-ofthe-line action and thrills.

This season marked the second year of an ongoing partnership benefiting both organizations.

Concorde-Southaven’s massage therapy students provide the team’s players with sports massages designed to treat and prevent injuries, optimize performance and increase well-being. Students gain unique real-world experience and get to hone their skills by providing players with customized sports massages.

Additionally, the RiverKings play all home games on the recently named Concorde Career Ice Rink at Landers Center.

“The RiverKings have been giving back to the surrounding community for more than two decades,” said Chris Burgio, campus president at ConcordeSouthaven, which convened its first class in 2013. “As an organization, Concorde embodies a similar core value of serving the community, making this partnership an excellent fit.”

Studies have shown that, when massage is incorporated into an athlete’s overall training regimen, the benefits are numerous.

“It has been incredibly beneficial for the players to be working with the Concorde massage students,” said Rick Hanlon, head athletic trainer for the RiverKings. “They have done a phenomenal job working with the players to help me keep the guys playing at peak performance.”

Concorde Career College focuses on preparing students for successful careers in health care in a much shorter time frame than at a traditional university.

Specifically, at the Southaven campus, students are enrolled in dental assisting,

medical assisting, massage therapy and medical office professional programs. In many cases, students can receive a diploma and the training needed to move into a new health care career in less than a year.

“The health and medical field is continuing to grow, as evidenced by the Bureau of Labor Statistics projected growth for the programs we offer and Concorde’s job placement rates,” said Burgio.

But students don’t wait until they’ve graduated to make a difference. As part

of the partnership with the RiverKings, fans also have benefited. Chair massages and health checks have become regular occurrences on the promotional night schedule at the Landers Center.
